31. Building a Multi-Directional Transnational Solidarity Movement

Abstract:
Transnational solidarity movements have typically flowed from a central point located in the West, particularly in the United States, to the East and the Global South. Shadi Mokhtari describes this phenomenon as the “traditional West-to-East flow of human rights mobilizations and discourses.” Viewed individually, this phenomenon is not problematic in all cases. However, as Mokhtari argues, this one-directional flow of human rights politics precludes non-Western non-governmental organizations (NGOs) from weighing in on human rights violations committed in the United States. Human rights violations in the United States are typically experienced by marginalized communities, from the mass incarceration and disenfranchisement of African-Americans to the detention and ill-treatment of immigrants, migrants, and refugees. For a truly global human rights movement to emerge—one that is not grounded in Western paternalism and perceived moral superiority—this must change.

Abstract:
Alcohol: No Ordinary Commodity, a book sponsored by the World Health Organization (WHO) and boasting fifteen international authors, describes alcohol policies as authoritative decisions made by government or non-government groups designed to minimize or prevent the adverse consequences of alcohol consumption. This compilation of high-quality research and advice, in addition to the WHO’s other channels of communication, provides a blueprint for action for WHO member states designed to help governments around the world make national policies. This is necessary because many countries have no clear alcohol policies at all. Uganda, for example, has not reviewed its liquor laws since the 1960s, and China has no systematic data collection, legally enforceable drinking age, nor regulation over sales, despite rising alcohol consumption.

For several decades, US security policy in West Africa focused on transnational terrorist organizations, domestic armed groups, and the general spread of instability. This article argues that an increase in digital authoritarianism in West Africa, facilitated by Russia and China, is an emerging threat and necessitates increased attention by the US security community.

The Trump administration has left the Biden administration a number of difficult trade policy issues to deal with, but the biggest challenge is likely to be China. The Biden administration will need to find a way forward in the increasingly tense US-China relationship, which covers aspects of trade, as well as foreign policy, security, and human rights issues. This article describes the rise of China as a priority in US trade policy, reviews the current set of US-China trade issues, and makes suggestions for the Biden administration going forward.

Abstract:
Because of a perceived existential threat to the Turkish state, the teaching of any language other than Turkish in the formal education system has historically been forbidden through targeted legislation, despite the fact that Turkey comprises many minority ethnic groups other than Turks. Guaranteeing the rights of minorities like the Kurds for native tongue education would ensure preserving the distinct identities of minorities and contribute to the resolution of the decades-long Turkish-Kurdish conflict. Potential solutions include establishing programs, hiring more qualified instructors, and encouraging pluralism and diversity in education.

Since the discovery of hydrocarbon resources in the eastern Mediterranean, the bilateral tensions between Turkey and Greece have been exacerbated through enhanced regional geostrategic competition. Against the background of renewed tensions in the eastern Mediterranean and the newly emerging regional alliances, it is in the interest of all parties to de-escalate the tensions in order to preserve regional peace and stability as well as the coherence of the North Atlantic Treaty Organization (NATO).

39. Domein Verklaring: Colonial Legal Legacies and Community Access to Land in Indonesia

Abstract:
In 1870, the Dutch colonial government established the principle of domein verklaring (free state domain) in its East Indies colony when it enacted agrarian laws to promote private investment. The now-independent Indonesian nation is still trying to resolve the principle’s implications for community access to land, which threaten the long-term sustainability of livelihoods across the country. Further legal recognition of pre-existing customary rights over land is required to prevent exacerbating the marginalization of rural community interests.
