- Abstract:
- One of the most striking phenomena of China’s recent history is the singular life trajectory of the generation born in large metropolises between the end of the 1940s and the early 1950s. After having endured with full force their country’s upheavals and ruptures after 1949, the people of this generation occupy dominant positions in most sectors of social life today. Yet despite its importance, the history of this generation—who contributed to build what China is today—has not triggered much academic research. The seven life stories presented in this study provide information and a testimony that help understand how these people elaborate a discourse on their personal experience. Analysing this discourse makes it possible to grasp the connections between individual life paths and events as well as social determinations.

- Abstract:
- Business and politics in India have been closely connected since the colonial era, when entrepreneurs financed politicians who, in exchange, spared them some of the bureaucratic red tape. This proximity has endured after independence, even if Nehru’s official socialism subjected it to some constraints. Far from mitigating corruption, economic liberalization during the 1990s actually amplified it when large investors, attracted by the opening of the Indian market, paid huge bribes to political leaders, who often became businessmen themselves and forced public banks to lend to industrialists close to them, while businessmen were elected to Parliament, increasing insider trading. As it is observed in the modern era under Narendra Modi, be it at the national level and in his state of Gujarat, crony capitalism is well illustrated by Modi’s relationship to Gautam Adani, the rising star of Indian business. Crony capitalism has a financial cost (due to the under-taxation of companies and dubious debts on the banks’ balance sheets), a social cost (due to underpaid work and a reduction of the expenditure of education or health for lack of fiscal resources) and the environment (crony capitalists disregarding the most basic standards).

- In Latin America, as elsewhere in the world, regional and subregional organizations have multiplied recently. Scholars tend to focus on the variety of regionalisms or their ever changing nature (postliberal, post-hegemonic...). This study, through a political sociology of regionalism approach, examines Latin American regions and their actors and goes beyond the first set of questions. In this perspective, scrutinizing the regional General Secretaries of the sub-continent is particularly useful to understand how regional powers emerge. With a specific focus on the Southern Common Market (UNSUR), the Common Market of the South (MERCOSUR), the Andean Community of Nations (CAN) and the Central American Integration System (SICA), this research offers a more precise answer to the question of the configuration of power within Latin American regionalisms.

- Abstract:
- Armed combatant and leader of the Hizbul Mujahideen Burhan Wani was killed by the Indian Army in July 2016. This killing triggered a new phase of insurgency in Kashmir. In the Valley, the local populace started mobilizing against the Indian State in the name of azadi, (freedom). In such volatile context, the production of the national sentiment of the Kashmiris is documented from a distanciated perspective. Frontiers of the national group are explored from New Delhi, as well as the logics of differentiation and otherification of the Kashmiri group towards the Indian one. Kashmiri nationalism therefore more clearly appears in a negative definition (what a Kashmiri is not) than in a positive definition (what a Kashmiri is). The slight and incremental slip of the meaning of azadi demands is at the heart of Kashmiri nationalism. From an original demand for greater autonomy within the Indian Republic, demands of azadi now refer to the independence of the Valley – yet there are nuances that will be studied. They also convey an utter rejection of “Indianess” whether national or citizen. In that respect, New Delhi’s negating the political aspect of the mobilizations that are taking place in the Kashmir Valley has dramatically fuelled the national sentiment of the Kashmiris. The current insurgency that started in July 2016 has sped up the pace of the process. Despite the escalating tensions in the Valley, New Delhi keeps refusing to consider the political dimension of the local social movements, be they violent or peaceful. That is the reason why, beyond Kashmir and Kashmiris themselves, studying the political demands of the Kashmiri population does shed a light on the functioning of the Indian nation and the Indian state.

- While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey.

- Abstract:
- Today, the creation of a Palestinian state appears to be a distant possibility: the international community rejected to manage the issue, and the leadership in these territories weakened because of its divisions, revealing their inability to advance. Both the political and the territorial partition between the Gaza strip, governed by the Hamas and the West Bank, under Palestinian authority in line with Fatah, reveal a profound crisis that questions the very contours of Palestinian politics. It also shows that Hamas’ integration in the political game made it impossible to pursue the security subcontacting system. Maintaining the system avoids reconstructing the Palestinian political community, and makes it difficult to develop a strategy that moves towards sovereignty. Since October 2015, the popular and pacific resistance project has been shelved by the return of the violence against Israeli civilians. The Palestinian leadership counts on internationalization of the cause, which has shown mediocre results. Will the replacement of Mahmoud Abbas by his competitors permit to leave the rut?

- Four years after the negotiations started in Havana, 2016 marked the success of the peace talks between the Colombian government and the Farc rebels. Even if during the entire process the outcome was unclear, most political actors did not wait for the actual signature of the agreement to claim results. New public policies have been launched and in the rural and land sector the break with a violent past has been loudly dramatized. Changes conducted in the name of the consolidation of peace do however have more discreet effects. They cause an increased business of land, which risks producing exclusion and dissent in rural areas. Although it is undeniable that the post conflict agenda includes reparation policies for the victims and protection for small farmers, taking advantage of peace as an opportunity for economic development does also trigger interest for territories that are defined as new agrarian frontiers. And so, not only have the agro-industrial exploitation and the commodification of nature become legitimate, but they seem to be part of the social changes that are both made possible by peace, and desirable.

- Abstract:
- War since 1979 and the reconstruction of the state under Western tutelage since 2001 have led to a simplification of the identity of Afghan society, through an invention of ethnicity and tradition – a process behind which the control or the ownership of the political and economic resources of the country are at stake. Hazarajat is a remarkable observation site of this process. Its forced integration into the nascent Afghan state during the late nineteenth century has left a mark on its history. The people of Hazara, mainly Shi’ite, has been relegated to a subordinate position from which it got out of progressively, only by means of jihad against the Soviet occupation in the 1980s and the US intervention in 2001, at the ost of an ethnicization of its social and political consciousness. Ethnicity, however, is based on a less communitarian than unequal moral and political economy. Post-war aid to state-building has polarized social relations, while strengthening their ethnicization: donors and NGOs remain prisoners of a cultural, if not orientalist approach to the country that they thereby contribute to “traditionalize”, while development aid destabilizes the “traditional” society by accelerating its monetization and commodification.

- France, which is both an external and resident South Pacific power by virtue of its possessions there, pursues, or simply inherits, multiple strategic benefits. But the strategic context has changed in recent years. China's increased presence; consequent changes in the engagement of the US, Japan and Taiwan; and the involvement of other players in the global search for resources, means that France is one of many more with influence and interests in a region considered by some as a backwater. These shifts in a way heighten the value of France's strategic returns, while impacting on France's capacity to exert influence and pursue its own objectives in the region. At the same time, France is dealing with demands for greater autonomy and even independence from its two most valuable overseas possessions on which its influence is based, New Caledonia and French Polynesia. How it responds to these demands will directly shape the nature of its future regional presence, which is a strategic asset.

- The South American continent has experienced a robust economic growth presently overshadowed by an uneven energy integration that fails to meet both an ever-growing industrial and metropolitan demand. Several integration mechanisms co-exist, but a poor integration layout threatens the energy security of the region and individual countries. Several factors contribute to this. Firstly, the very template of regional integration has failed to deliver a valid set of supranational coordination mechanisms aimed at coordinating and sorting out disputes among individual countries. Secondly, national States tie security to self-sufficiency in the face of mutual distrust, thus rendering potential advantages of market and networks integration a less desirable choice. The example of Chile and Peru integration drive reveals many of these dynamics while showing at the same time the windfalls of a transversal sectoral coordination over diplomatic exchange by individual states. What is the potential for an alternative template where the State will play a less intrusive role while consigning territorial disagreements backstage?

- Since the Kuomintang returned to power in 2008, Beijing has adjusted its communication strategy towards Taiwan, while maintaining the same long-term goal of reunification. This strategy of rapprochement by seduction rather than by threat promotes the rapid growth of exchanges between the Chinese and Taiwanese populations at all levels: students, tourists, farmers, businessmen, academics, retired diplomats and military, politicians, etc. Especially, the multiplication of meetings between academics of both countries is creating new channels of communication over the Strait, allowing on the one hand to compensate for the lack of formal diplomacy between Beijing and Taipei, and on the other hand to compete with informal diplomatic links existing between Taiwan and several of its partners (US and Japan, mainly). These communication channels could ultimately reinforce Beijing’s strategy – and China keeps investing heavily in their development – but could also be used as a conduit to prevent and to manage crisis would tensions reappear in the Strait.

- One week before the third Eastern Partnership summit in Vilnius on November 28-29, 2013, Ukraine suspended the preparation of an association agreement with the European Union, which had been under negotiation since 2007. When the agreement was finally signed in June 2014, President Yanukovych had fled the country under people’s pressure, and the integrity of Ukraine was challenged in the East by separatists and their Russian allies. These events came paradoxically at a time when the country's cohesion seemed stronger than in the 1990s. Far from being divided into two parts, Ukraine consists of the pieces of broken empires that all have good reasons to join in the state, as recent as this one may be. Indeed, its geography, electoral or economic, does not show a split between two blocks, but various lines of division that do not necessarily herald the breaking up of the state. Since the independence, this diversity had never been translated into new institutions: for several reasons, the reshaping of the centralized regime inherited from the Soviet era was deemed untimely by the country’s political forces. Presented as a priority by the members of the Parliament elected in 2014, the reform of territorial government is being implemented while Ukraine’s driving regions are either paralyzed or threatened by war.

Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

- Abstract:
- The French government recently announced a plan to “combat radicalization” and a series of measures to prevent recourse to violence. Although the term is not entirely new in the French political parlance, it marks a departure from a counterterrorism policy justified mainly by a judicial approach and enforced in great part through administrative measures. France is thus moving closer to the Netherlands and the United Kingdom, which both began to develop such policies in the mid-2000s. Yet what exactly does it mean to “combat radicalization”? What explains the French government’s change of approach? And what can be learned from a decade of experience in these two European countries? This study shows that the concept of radicalization serves as an effective discourse to legitimize the extension of police action beyond its usual purview, by becoming involved in areas of diversity management such as education, religion, and social policy. The study traces the dissemination of the discourse through European institutions and, using the notion of “policed multiculturalism,” analyzes the effects of its legal, administrative and preventive forms.

- Abstract:
- The Justice and Development Party (JDP) has been in power in Turkey since 2002, consolidating its electoral support among an array of social groups ranging from broad appeal among the popular classes to business leaders and a growing middle class. The success of the JDP is a consequence of the manner in which the party inserted itself into certain economic and social sectors. While the party has internalized the principles of reducing the public sphere and outsourcing to the private sector, it has not restricted the reach of government intervention. On the contrary, it has become increasingly involved in certain sectors, including social policy and housing. It has managed this through an indirect approach that relies on intermediaries and private allies such as the businesses and associations that is has encouraged. In this way, the JDP has developed and systematized modes of redistribution that involve the participation of conservative businessmen who benefit from their proximity to the decision-makers, charitable organizations, and underprivileged social groups. These public policies have reconfigured different social sectors in a way that has strengthened the Party’s influence.

- Youth delinquency has been a hot topic in Russian society for many years. Numerous associations, NGOs and international organizations have raised public awareness of the problem and have encouraged the government to place judicial reform on its agenda. However, debate over how to apply it, the various possible models and how to structure the relationship between social and judicial institutions has been limited. Discussion has instead focused on the relative priorities to be given to the interests of children versus those of the family, so-called “traditional” versus “liberal” values, and the extent to which the State should interfere in the private lives of Russian citizens. Discussion of the actual situation of children at risk and the concrete problems posed by reform have been overshadowed by rumors, encouraged by a discourse of fear in an increasingly violent society that tend to distort the real problems. Additionally, implementation of international norms and judicial reform has been largely blocked by the patriotic agenda of the State.

28. Online journalism in Russia : The ordinary games of political control freedom

- Many online newspapers were created in Russia during the early 2000s, which gave rise to hopes concerning further developments of media pluralism. Their day-to-day operations differ little from those of their Western counterparts. They are subject to the same technical possibilities and to the same financial limitations. Under the increasingly authoritarian Russian regime, however, these common constraints can become political. Economic constraints on editorial boards, limitations on their sources of advertising revenue, administrative requirements, and surveillance of Internet providers are all tools used for political purposes. This article uses the examples of the major news sites that are lenta.ru and gazeta.ru, and the more specialized sites, snob.ru and grani.ru, to show how this political control is based on the diversity of ordinary constraints, which procedures and justifications are both unpredictable and dependent on the economic situation. The result is that political control is both omnipresent and elusive, constantly changing.

Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. The Senate is especially influential since it allows its members to use a series of minority procedures, such as the filibuster, that exert a constant a priori pressure on the Executive. This institutional configuration is made extremely costly by the current partisan polarization. It is also, however, a functional equivalent to the theoretical parliamentary right of life and death on Executive powers.

- In March 2011, the transfer of power from the junta of general Than Shwe to the quasi-civil regime of Thein Sein was a time of astonishing political liberalization in Burma. This was evidenced specifically in the re-emergence of parliamentary politics, the return to prominence of Aung San Suu Kyi elected deputy in 2012 and by the shaping of new political opportunities for the population and civil society. Yet, the trajectory of the transition has been chiefly framed by the Burmese military’s internal dynamics. The army has indeed directed the process from the start and is now seeking to redefine its policy influence. While bestowing upon civilians a larger role in public and state affairs, the army has secured a wide range of constitutional prerogatives. The ethnic issue, however, remains unresolved despite the signature of several ceasefires and the creation of local parliaments. Besides, the flurry of foreign investments and international aid brought in by the political opening and the end of international sanctions appears increasingly problematic given the traditional role played in Burma by political patronage, the personification of power and the oligarchization of the economy.

- With a population exceeding twenty million, Karachi is already one of the largest cities in the world. It could even become the world’s largest city by 2030. Karachi is also the most violent of these megacities. Since the mid-1980s, it has endured endemic political conflict and criminal violence, which revolve around control of the city and its resources. These struggles for the city have become ethnicised. Karachi, often referred to as a “Pakistan in miniature”, has become increasingly fragmented, socially as well as territorially. Notwithstanding this chronic state of urban political warfare, Karachi is the cornerstone of the economy of Pakistan. Despite what journalistic accounts describing the city as chaotic and anarchic tend to suggest, there is indeed order of a kind in the city’s permanent civil war. Far from being entropic, Karachi’s polity is predicated upon relatively stable patterns of domination, rituals of interaction and forms of arbitration, which have made violence “manageable” for its populations – even if this does not exclude a chronic state of fear, which results from the continuous transformation of violence in the course of its updating. Whether such “ordered disorder” is viable in the long term remains to be seen, but for now Karachi works despite—and sometimes through—violence.

- In post-Qadhafi Libya, the authorities are in search of a new art of governing. Despite the legitimacy accorded them by elections, they remain very weak. Without any means of coercion, they are constantly obliged to negotiate for their survival, threatened by those who were not chosen by voters but who instead draw their legitimacy from their participation in the revolution – the militias. The challenge facing the Libyan authorities is not so much to combat these forces but to harness them. Libya has not undertaken a process of “de-Qadhafication.” But for the militias, in particular the Islamists, the presence of former officials and leaders in the state apparatus is intolerable. Thus, on May 5, 2013 they pressured the parliament into passing a law excluding from politics persons who occupied positions of responsibility under the old regime. If the revolutionary brigades continue to impose their will on the government, the fall of Qadhafi’s regime will have not brought about political change in Libya but rather the continuation of former political practices under a new guise.

- Anthropological studies demonstrate that personal values, social relationships and indicators of cultural identity are expressed in a symbolic manner in funeral rites. In Azerbaijan such rites can include as many as ten commemorative events (yas) in the year following the death. These are critically important events in which allegiances are made and broken. During the period of political chaos and economic recession which followed independence, from 1991 to 1996, the yas served as an incubator for a local identity movement. Political stability, beginning in 1996, and the advent of the petroleum era, in the 2000s, transformed the country’s face, reordered the relationships between individuals, and today raise the issue of creating a State and developing a national political project. The study of funeral rites enables one to measure the magnitude of these changes. The evolution of yas reveals new needs of a society in turmoil and reflects the fundamental examination Azerbaijanis are undertaking of themselves, their religion, their European and Oriental identity and their relationship to modernity.

- After joining the European Union in 2004 or 2007, all Central and Eastern European countries have expressed their will to transfer their experience of democratization, transition to market economy and introduction of the rule of law to other regions in transition. They have influenced in particular the launching of an EU policy towards the East, which was so far rather absent, and of the European Neighbourhood Policy in 2003. The rhetoric developed is particularly strong and visible, but what about the implementation of the aid policies to transition? Which reality does the political discourse entail, both in its bilateral and multilateral dimensions? Central and Eastern European countries do not represent a homogeneous bloc of countries and have constructed their foreign policy discourse on older ideological traditions and different geographical priorities. Despite the commitment of a group of actors from civil society and reforms in the field of development policy, the scarce means at disposal would need to be better mobilized in order to meet expectations. In the context of the economic crisis, the search for a concensus on interests to protect and means to mobilize, like through the Visegrad Group and other formats like the Weimar Triangle, appears to be a meaningful option to follow in order to reinforce the coherence of foreign policy actions implemented.

- L’Europe centrale et orientale ne se porte globalement pas aussi mal qu’on l’écrit parfois et, d’une certaine manière, nettement mieux que l’Europe occidentale et que la zone euro en particulier. Avant la crise déjà, elle se singularisait par une croissance élevée, qui atteignait 4 % par an en 2008 pour les dix nouveaux membres de l’Union européenne (UE), contre 0,5 % pour les quinze pays de la zone euro. Son taux de chômage était inférieur d’environ 6,5 % à celui constaté dans ladite zone. En outre, dûment chapitrée par les institutions financières internationales, elle pouvait faire état d’une discipline exemplaire en matière de finances publiques, avec une dette qui ne dépassait pas 30 % du PIB pour la grande majorité des seize pays étudiés ici (voir les tableaux synthétiques à la fin de ce chapitre) et était très inférieure à ce niveau pour plusieurs d’entre eux. Quant au déficit des finances publiques, calculé à partir de la moyenne des seize pays, il était inférieur à 3 % du PIB. A tout cela s’ajoute la bonne tenue d’ensemble d’un jeune système bancaire qui, pourtant dépendant de maisons mères occidentales ayant subi le choc de la crise, ne s’est pas effondré malgré les sinistres avertissements des Cassandres : les pays baltes ont bénéficié de liens très forts avec les riches systèmes bancaires de l’Europe du Nord, les pays de l’Europe centrale (à l’exception de la Slovénie) ont su constituer au cours de la transition des banques saines, et les établissements de l’Europe du Sud-Est ont été, au moins momentanément, sauvés par l’action conjuguée des institutions financières internationales dans le cadre des deux « Initiatives de Vienne ».

- For ideological and practical reasons the AKP government, in power since November 2002, has engaged in a policy of progressive integration of Turkey into the Muslim, and more particularly, the Arab world. This policy has been facilitated by the country’s booming economy and assertive foreign policy. Turkey, whose government embraced a political ideology similar to those, brought to power by the Arab Spring, benefitted greatly from the ideological effects of the Arab Spring. These benefits were enhanced by the fact that the political ideology of those brought to power by the « Arab Spring » was similar to that of the AKP. Turkey appeared to be becoming a model for the Arab world. However, the crisis in Syria, a country central to Turkey’s Arab policy, and the inability of the Turkish government to remain neutral has put an end to Turkey’s Arab dream. Turkish engagement in the Syrian crisis has caused deterioration in Turkey’s relations with a number of its neighbors and forced it to renew ties with its traditional western allies from whom it had hoped to distance itself in order to be an independent regional and international player.

- During the Cold War the US-Pakistan relationship was one in which the US considered Pakistan as a necessary part of its effort to contain communism in Asia while Pakistan considered its relationship with the US as strengthening its position vis a vis India. The high point in this relationship was during the Soviet-Afghan war. The US tried to renew this relationship after 9/11, although when Obama replaced GW Bush he stated his intention to move US-Pakistani relations off the security agenda which the Pentagone and the Pakistani army considered a priority. However, Obama rain into resistance from the Pakistani army and from the national security establishment in Washington- as can be seen from the security-oriented distribution of US aid. But not even in the area of security have the two nations been able truly to collaborate. To begin with, the strengthening of US-India relations angered Pakistan. Then Islamabad protected the Taliban in its fight with NATO. Finally, Obama violated Pakistani sovereignty (the Drone strikes in the tribal belt and the Ben Laden raid). These conflicting interest, however, do not necessary means the end of the relationship.

- The political determination of the Mediterranean border of the European Union seen from the perspective of the Southern European countries (Spain, Italy, Greece, Malta) illustrates the symbolic and political importance for these nations of maintaining control of the border. It has a significant impact on the types of controls that are enacted and the interplay between national and European decisions. Placing this question on the agenda brings to light a Mediterranean perspective regarding the exterior borders of the European Union that is largely determined by the conditions of integration of the different countries into the Schengen area. This new border regime is the result of complex political games and is seen as a security issue. The actual set of controls seems to be less planned and legal-rational than simply erratic and the result of tensions between internal tactics, nation state strategies and attempts at bringing within the ring of EU.

- During the first decade of the 21st century the Gulf States undertook reforms of their social policies based on the generous redistribution of hydrocarbon profits. One of the elements of the redistribution was to guarantee of employment. Beginning in the 1990s rising unemployment indicated that the traditional employment policies were ineffective, generating social tensions as evidenced in the "Arab spring". The goal of the reforms is to move nationals into salaried jobs in the private sector, currently held largely by foreign workers. The change is strongly opposed by business executives and local entrepreneurs. Having become accustomed to inexpensive foreign workers they object to the increased costs entailed by the reforms. The royal families are thus obliged to negotiate between the interests of the private sector, often aligned with their own, and the dissatisfaction of the young, the group most impacted by unemployment and the key players in the protests that erupted in 2011 in Bahrain, Saudi-Arabia and Oman.

- What kind of future worlds do experts of international security envision? This paper studies the role of experts in DC's think tanks, a relatively small world socially and culturally highly homogeneous. It underlines the characteristics of this epistemic community that influence the way its analysts make claims about the future for security. The DC's marketplace of the future lacks diversity. The paradigms analysts use when they study international politics are very similar. Moreover, the range of issues they focus on is also relatively narrow. The paper highlights three main features of the relation between those who make claims about the future of security and those to whom these claims are addressed (mainly policymakers). First, it shows that, for epistemic but also for political reasons, the future imagined in think tanks is relatively stable and linear. This future also contributes to the continuity of political decisions. Second, the paper shows that think tanks are also "victims of groupthink", especially when they make claims about the future. Third, it underlines a paradox: scenarios and predictions create surprises. Claims about the future have a strong tunneling effect. They reinforce preexisting beliefs, create focal points, and operate as blinders when, inevitably, the future breaks away from its linear path.

- Latin America's national oil companies, created at various times during the twentieth century, have each evolved in a different way. The two main companies – Petroleos de Mexico (Pemex) and Petroleos de Venezuela (PDVSA) – provide excellent illustrations of the rich diversity of organizational and industrial development. Many factors – such as the importance of earth quakes – explain the diversity. Nevertheless, the role of governments during the period of nationalizations is key. It was then that the relationships between the owners of natural resources, public operators, regulators, the finance ministries, and international operators were defined. This process shaped the companies' institutional structures (path dependency) and set the parameters for future entrepreneurial dynamism. The path by which each of these enterprises developed continues to affect their culture as evidenced by the recent reforms which attempted to restructure Pemex and PDVSA.

- Pour sa quinzième édition (le premier volume est paru en 1997 !), le Tableau de Bord fait peau neuve et ouvre ses pages à des pays qu'il ignorait jusqu'à présent : signe des temps, alors que les pays d'Europe centrale et orientale sont tous intégrés dans l'Europe ou se préparent à l'être, c'est aux contrées plus orientales qu'il nous revient d'ouvrir nos pages. Cette innovation modifie la typologie et le format des chapitres dont nos lecteurs sont familiers. Le nouveau Tableau de bord consacre en effet un premier volume à l'Europe centrale, balkanique et balte et continue de suivre l'évolution des pays qui faisaient l'essentiel des précédentes éditions, regroupés dans des ensembles à dimension régionale : les pays de l'Europe centrale (incluant la Slovénie) sont traités ensemble, de même que les Etats baltes et les pays des Balkans ayant rejoint l'Union européenne (Bulgarie et Roumanie). Un quatrième chapitre est consacré aux « Balkans occidentaux », et traite non seulement de la Croatie et de la Serbie, mais aussi – et c'est une autre innovation importante – de tous les pays de cette région jusqu'alors non présentés dans ces pages, à savoir l'Albanie, la Bosnie-Herzégovine, la Macédoine et le Monténégro. Le Kosovo, pour lequel on ne dispose pas de statistiques appropriées pour ce travail, n'y figure pas. Le deuxième volume est consacré aux pays de l'ex-Union soviétique, regroupés sous le vocable d'Eurasie. On y trouve ainsi la Russie et l'Ukraine, comme dans les précédentes éditions, et les autres Etats regroupés en quatre chapitres : le Bélarus et la Moldavie, les trois pays du Caucase du Sud, le Kazakhstan, isolé en raison de la dimension de son économie, et les quatre autres pays de l'Asie centrale. Cette nouvelle structure entraîne également, on le comprendra, des modifications dans la présentation des tableaux d'indicateurs.

- In 2004 the government of Mauritania admitted that for the past ten years its national macroeconomic and financial data had been falsified. This admission revealed a small part of the fraudulent practices that took place during the Taya era which ended in 2005. But it also showed that the economic management of this "good student" had become ensnared in true "bureaucratic anarchy". Beginning in 2005, when the democratic transition should have enabled the public administration's house to be put in order, reforms were often motivated by a desire to improve the image of the regime and were thus less than effective. Then, following the elections of 2007, and in the midst of financial scandals, the government developed a technocratic approach which alienated the Mauritanian public who perceived a power vacuum. A new coup d'etat occurred during the summer of 2008. The "Rectification Movement" of general Abdel Aziz acquired legitimacy as a result of its fight against terrorism in Sahel. Employing populist rhetoric and adopting the moral high ground in the fight against rampant corruption, the Movement favored lax management of resources and tight, even authoritarian, control of public finances.

- The Maoist movement in India began to develop in the late 1960s, taking advantage of the political space provided when the Communist Party of India (Marxist) abandoned its revolutionary fight. In the early 1970s the Maoist, also called Naxalistes, were the victims of intense factionalism and severe repression which led the militants to retreat to the tribal zones of Andhra Pradesh and Bihar, their two pockets of resistance during the 1980s. This strategy explains not only the transformation of the Indian Maoist sociology (which was led originally by intellectuals but became increasingly plebian) but also its return to power in the late 1990s. That decade, notable for economic liberalization, witnessed the exploitation of mineral resources in the tribal regions to the detriment of the interests of the inhabitants. The growth in Maoism during the 2000s can be explained also by a reunification under the banner of the Communist Party of India (Maoist) which was created in 2004. The reaction of the government in New Delhi to this phenomenon which affects half the Indian states has been to impose repressive measures. In contrast the Maoists see themselves as the defenders of a State of rights and justice.

- Since 2006 the checkpoints along the borders of the West Bank and the Gaza strip have been reorganized and equipped with a new technological platform. They are now managed by private security firms. The instigators of these reforms speak of the "civilianization" of the checkpoints and justify their program on economic, organizational and humanitarian grounds. This detailed study of the concrete means by which the management of the Israeli checkpoints has been outsourced and commodified enables one to establish links between the evolution of Israeli society in terms of the relationship between the State, the market and society and the actual changes in the operation of the occupation. It would appear that this is not a case of the State receding in the face of market forces in a zero sum game. Rather it is the redeployment in a neoliberal context of the State in which it has adopted the uniquely Israeli layering of the public and the private, the national and the international, the State and civil society.

- As a social institution, the madras must be analyzed in terms of their relationship to social, econmomic and political change and to the public educational system whose bureaucratic organization they have copied. In the case of Afghanistan they cannot be disassociated from the war and its consequences, such as emigration and the reconstitution of ethno-religious affiliations. Financed and run by the diaspora, they enable the Shiite minority, notably Hazara, to reestablish itself in the central State and to provide a counterweight to the Pachtoune domination. They also contribute to the education of girls and children from disfavored social classes. The dependeance of Shiite education in Afghanistan on the Iranian clergy has organizational, theological, financial and symbolique benefits. But it is accompanied by a reinvention of, and separation from, the Iranian model which should, in the minds of the religous authorities, lead to a national schism in Afghanistan of which Kaboul hopes to be the spiritual capital. The asymetric Irano-Afghan interaction illustrates the relevance of the notion of « religous dependence ».
