1. Hydrogen and Energy Transition: Opportunities for Brazil

Abstract:
Hydrogen has an important versatility in the context of energy transition. It can be used directly as a low or zero-carbon energy source in sectors that are difficult to decarbonize or in energy storage, enabling a larger share of intermittent renewables, such as wind and solar power. In 2021, the Royal General Consulate of Norway in Rio de Janeiro and CEBRI promoted a discussion on the perspectives, technical challenges and economic feasibility of hydrogen production projects, as well as alternative national development strategies for this technology and its potential advantages for Brazil. Panelists from several companies involved in the sector (DNV, NEL Hydrogen, Air Products, Hyrton), as well as Giovani Machado, Director for Energy Economics and Environmental Studies at EPE, Mariane Fosland,General Consul of Norway, and CEBRI Trustee, Winston Fritsch, participated in the panel.

The Energy Transition process is complex and multifaceted, with substantial impacts on the energy industries’ business models. In order to contribute with a greater understanding of this trend, CEBRI, in partnership with BMA, organized a collection of articles that analyzes the main implications of this process, which is well positioned to be one of the major drivers of economic transformation in this historic period. Published in English and Portuguese, the collection is structured around the theme “Energy in a World in Transition”, and assesses a global process from a Brazilian perspective. The first edition, published in June, included important reflections on the future of Brazilian energy.

Abstract:
The project “Brazilian Perspectives for BRICS - 2022”, developed by CEBRI at the invitation of the Chinese Embassy in Brazil, aimed at mapping trends and defining concrete strategies and proposals to, from a Brazilian perspective, inform the agenda and improve the joint action and international projection of the group, whose rotating presidency is held by China in 2022. The development, coordination, and results of the project were the responsibility of CEBRI and, beyond the original objective, constitute a contribution to the debate on BRICS in Brazil. The project brought together about 30 high-level Brazilian specialists from various areas (academia, civil society, private sector, and public sector) in three closed meetings. This Executive Summary presents a synthesis of the discussions.

Abstract:
China is consolidating its leadership position in the development and implementation of global artificial intelligence (AI) and Brazil needs to establish structures that promote domestic science and innovation - including the adoption of 5G - in order to advance from being a great consumer of technology to being a “producer of innovation”. The document points out that the development of AI requires national efforts on different fronts - from data governance to training of human capital, which translates into greater difficulties for emerging countries such as Brazil.

Abstract:
How can technologies, integrated planning and connected public transportation reshape the transport sector in the context of climate change? In Brazil, the sector is inefficient and faces numerous challenges to build a sustainable mobility system. This report highlights the main conclusions of the debate organized by CEBRI's Energy Program, with the support of the Consulate of the Netherlands in Rio de Janeiro. These conclusions are structured on two pillars: (i) impacts of climate change and the role of new technologies in human mobility and (ii) mobility systems - aiming at efficiency and sustainability” - with a focus on different transport alternatives, such as individual, public and air transportation systems.

This report presents the topics discussed in the webinar "Brazil-China post-Covid-19: The Digital City", held by CEBRI in partnership with the Embassy of China. Miguel Pinto Guimarães points out that "the future is being built by China over the last two decades at a fantastic growing speed that was made possible by planning, education, and intelligence". Chen Cai states that urban planning in large centers needs to be inclusive. "The objective of the smart cities is to have equality and services for everybody living in these cities, not only for some people."

Abstract:
The first event organized by the CEBRI Infrastructure and Energy Program in 2019 counted with the support of the Dutch Consulate in Rio de Janeiro, and discussed the global trends that are reshaping cities and how these interconnect with the energy transition. Starting with opening remarks by Jorge Camargo, CEBRI Trustee, the event was moderated by Clarissa Lins, Catavento Consultoria’s Founding Partner and CEBRI Senior Fellow. The panel benefitted from insights presented by Marcelo Porto, Vice-President at IBM Cloud Latin America; Luis Antonio Lindau, Director at WRI Cities Brazil; Paul Antoine Matthieu, Project Director for the Energy Transition in Nijmegen, Netherlands; and Hans van Ammers, Senior Advisor on Climate Mitigation and Adaptation in Arnhem, Netherlands. This paper consolidates the content presented by each participant, as well as the debate that followed, respecting the Chatham House rules applied to the events hosted by CEBRI’s Infrastructure and Energy Program. It also includes additional insights provided by Catavento Consultoria.

11. Chinese-Brazilian partnerships in digital economy and innovation

Abstract:
At its 13th meeting, CEBRI’s China Analysis Group promoted in-depth discussions on the main features of the Chinese national innovation system, addressing the underpinnings of the digital economy in China and current challenges in the process of transitioning from technological catching-up to an innovation-driven economy. First of all, as an illustration of the overall prosperity of the Chinese digital economy, participants highlighted the fast transformation of Shenzhen into a global hub for entrepreneurship and innovation, becoming a reference for business models in Silicon Valley itself. Notably, the recent establishment of a pilot demonstration zone for socialism with Chinese characteristics in Shenzhen illustrates the city’s key role in Chinese innovation and industrial development policy. The speakers at the event were the Director of Marketing, Sustainability and New Business at BYD Brasil Adalberto Maluf; the Director of the International Cooperation Department of the Tus-Clean Energy Group Jiao Jiwen; and Researcher at the Chinese Academy of Science and Technology for Development (CASTED) Li Yan. Comments were made by CEBRI Trustee, Anna Jaguaribe; the Vice-President of the Private Sector of the Development Bank of Latin America (CAF) Jorge Arbache; and Professor at Peking University Pan Wei. The event was coordinated by the Senior Fellow of CEBRI Tatiana Rosito.

At its 14th meeting, the China Analysis Group promoted insightful discussions on the goals and priorities of Chinese security and defense strategy, considering its regional and global implications – as well as opportunities for cooperation with Latin America and Brazil. Against the backdrop of China-US geopolitical rivalry, China’s more assertive foreign policy under Xi Jinping has often been perceived as a threat by other nations. However, one of the key messages conveyed by Chinese official documents and narrative is the peaceful nature of China’s military ascent, based on a defensive modernization of its armed forces – even though a less conciliatory tone is adopted in regard to Chinese core interests, especially concerning territorial integrity. At its 15th meeting, the China Analysis Group promoted insightful discussions on global environmental challenges shared by Brazil and China, highlighting priority topics for bilateral cooperation in the short-, medium- and long-term, within and beyond the 2030 Agenda for Sustainable Development. Despite the huge potential for bilateral cooperation in areas ranging from the bio-economy to climate-resilient cities, participants consensually noted a lack of bilateral frameworks dedicated to sustainable development between China and Brazil – for instance, the absence of a sub-committee aimed at environmental cooperation within the Sino-Brazilian High-Level Coordination and Cooperation Committee (COSBAN). Ultimately, better exploring the co-benefits associated to bilateral cooperation on shared environmental challenges – including but not restricted to climate change – could contribute to strengthening multilateral frameworks and global environmental cooperation. At its sixth meeting, CEBRI’s China Analysis Group Meeting promoted a wide-ranging debate on the opportunities and challenges emerging for China and Brazil by the new geopolitics of carbon and the ongoing energy transition – characterized, among other trends, by falling costs of renewable sources and by the rise of natural gas as a strategic transition fuel. At its ninth meeting, CEBRI’s China Analysis Group promoted insightful exchanges among varied stakeholders concerning the implications of the Belt and Road Initiative (BRI). Speakers focused on analyzing its strategic significance for China and the opportunities established for different actors involved, including partner countries and multinational companies operating in fields related to infrastructure. In light of the BRI’s impressive figures – encompassing over 90 countries, around 50% of global GDP and 70% of the world's population – participants explored the Initiative’s meaning beyond infrastructure investments and connectivity, stressing its geopolitical nature and the central role in the Chinese ambition to shape the future of globalization and the global order.

Situational crises tend to concentrate economic activity in centers where such activity already is historically more significant. As a result, financial markets — especially the organized markets — tend to coalesce around these same centers because they benefit from the higher level of liquidity that concentrated economic activity offers. This undoubtedly was one of the major causes of the waning of the financial market in Rio de Janeiro, and the hegemony conquered by São Paulo as of the 1980s.

Abstract:
The opening of the reinsurance market in Brazil finally took place in 2007, amidst euphoria and great expectations. The process lasted nearly two decades, with little movement, to the great frustration of the companies, international investors and, especially, the domestic insurance market, which was in need of modernization and less government involvement. The exhaustion of the nationalized reinsurance model created in 1939 was evident by the 1990s and became even more visible in that decade, in the face of opportunities for insurance offered by the large investments in infrastructure, and rural, environmental and disaster insurance, among others.
