151. Scoring Iraq’s New Government: Metrics for Preserving U.S. Interests

Abstract:
The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

Threatening to reimpose old UN sanctions would likely have little practical effect on Tehran’s ability to trade oil and export drones, while the plethora of other potential complications suggest that it should be treated as a tool of last resort. In recent weeks, the United States, Britain, France, and Germany have argued that Iran’s sale of drones to Russia for use against Ukraine violates UN Security Council Resolution 2231, the backbone of the Joint Comprehensive Plan of Action (JCPOA). These allegations, combined with ongoing diplomatic deadlock over reviving that 2015 nuclear agreement, have led some to suggest pursuing “snapback,” a provision that would reimpose terminated UN resolutions on Iran and essentially scrub the JCPOA from the books. How would snapback work, and what political, economic, and security consequences would it have?

Abstract:
Based on its sound reputation as a conflict mediator and talks facilitator, Oman is well-positioned to tone down flaring rivalries in the Gulf and prevent tensions from spiraling out of control. After a timid thawing of tensions, the Gulf region is witnessing a renewed phase of uncertainty. Despite being a skillful master at navigating turbulent waters, Oman is eyeing the revamping of tensions in its immediate neighborhood with growing apprehension. The failed attempts to review the Joint Comprehensive Plan of Action (JCPOA), the revamping of Iran’s outward-looking incendiary rhetoric as well as localized military retaliations amid recent mass protests, and the failure to extend the U.N.-brokered ceasefire in Yemen do not bode well for the region’s precarious stability. Muscat has a vested interest in preventing at-sea incidents from escalating and harsh infighting among rival Yemeni factions from reaching alarming proportions, especially given its coasts looking out on the Strait of Hormuz and much of its southwestern frontier bordering Yemen.

One of the costs of Brexit is the weakened ability of both the UK and the EU to shape a strong joint response to Russia’s threats to pan-European security. In the standoff over Ukraine, the need for close cross-Channel cooperation is particularly acute for any effective sanctions package negotiated with the US. Yet, post-Brexit relations between the UK and the EU are currently governed by a narrow Trade and Cooperation Agreement (TCA) which does not include a designated chapter on political dialogue and that, barring a handful of exceptions, does not contain any provisions on cooperation on foreign and security matters. Fortunately, the preparatory work undertaken to reach the bilateral accord contains the answer to the question on how trust between the parties can be regained through procedural means. This policy brief highlights the embers of the Brexit bonfire that might be raked up to rekindle the flame of dialogue and cooperation between the UK and the EU in foreign affairs and security policy.

Taking their fate into their own hands, EU heads of state and government endorsed the Strategic Compass on 24 March 2022, a roadmap for becoming a stronger security and defence actor. The shared threat assessment, a first in the history of the EU, is a positive development. Rewritten over the last month to emphasise the impact of Russia’s war of aggression against Ukraine, the Strategic Compass reveals a newfound consensus among EU Member States on the danger Russia poses, but also a lack of strategic foresight. This raises the question of whether the final document might contain shortcomings regarding the threat posed by China and the importance of the Indo-Pacific. As such, the document essentially characterises the EU’s security and defence actorness as that of a regional – not a global – power. Divided into four baskets, ‘Act’, ‘Secure’, ‘Invest’, and ‘Partner’, the Strategic Compass appears at times bogged down in policy details rather than answering the tough questions that might reveal an overarching vision for EU security and defence. However, if the measures outlined in the document are reinforced by more effective implementation and duly complemented by NATO’s forthcoming Strategic Concept, then the EU may yet appear more credible in the eyes of others and ultimately, the Strategic Compass will have been ink well spent.

The rising centrality of the Indo-Pacific is self-evident. What remains to be defined is the potential role the EU could play, notably as a security actor. Given capacity constraints, the EU’s objectives in the region should focus on credibility and on safeguarding shared interests – for example securing sea lines of communication, an objective also shared by Japan. Hard power remains the preferred language in the Indo-Pacific region. Australia unceremoniously dumping the French contract over US nuclear technology in the AUKUS affair, as well as India’s reluctance to take a position against Russia, a major provider of defence equipment, over its full-blown invasion of Ukraine demonstrate that being able to speak the language of power in a credible and reliable way takes precedence. While the EU will unlikely become a defence security provider à la the United States, it is now clear that it must evolve its global stance. The adoption of the EU Indo-Pacific Strategy and cross-references to it in the EU’s Strategic Compass represent an important milestone for bolstering its security and defence posture. The EU would do well to support its efforts to be a more credible security and defence actor in the Indo-Pacific by upgrading relations with its strategic partners, Japan in primis. Further operational, capabilities development, and industrial cooperation with Japan must be considered and reinforced by triangulation with other strategic partners in the region.

Abstract:
This paper responds to Moldova’s request of 3 March 2022 to accede to membership of the European Union. The European Council meeting at Versailles on 10-11 March endorsed the Council’s invitation to the European Commission to produce an Opinion on this request. The present paper gives our opinion on the position that we would like to see the Commission take, namely that the EU should extend candidate status to Moldova. Progress in implementing the Association Agreement and Deep and Comprehensive Free Trade Area between the EU and Moldova means that there is already a substantial degree of preparedness for the accession process. While Moldova has an important reform agenda to sustain, especially on the judiciary and rule of law, its democratic electoral processes have been of impressive quality since 2020. There is good coherence between the presidency, government and parliament on the reform and European integration agendas. Moldova’s common history, border and partly overlapping citizenship with EU Member State Romania is also relevant. With Russia’s ongoing aggression in Ukraine, Moldova is next at risk on account of political, economic and security vulnerabilities. Recent explosions in Transnistria point to the possibility of this separatist region being instrumentalised by Russia to destabilise Moldova. These factors further underline the case for comprehensive EU support and the need for geostrategic clarity, which should be framed by an EU decision to extend candidate status to Moldova.

Russia’s war on Ukraine has raised serious questions about European security, but it has also led to much greater transatlantic unity. This Policy Insights paper argues that the war on Ukraine has given rise to a new consensus among large parts of NATO and the EU to reinvest in collective security. Charting the progress made by both NATO and the EU, this paper looks at how transatlantic partners are addressing questions related to the so-called need to balance between Europe and the Indo-Pacific, EU strategic autonomy and the implementation of NATO’s Strategic Concept and the EU’s Strategic Compass, as well as the conclusions of the NATO Madrid Summit. It finds that there are several areas for enhanced EU-NATO cooperation, but issues pertaining to future US elections, defence industrial policy and NATO’s force posture could sorely undermine transatlantic unity.

Abstract:
On 6 October 2022 there will be an inaugural EU meeting at summit level, with the EU’s close neighbours also invited, to debate security and stability as part of a budding European Political Community (EPC), as proposed by President Macron with support from President Michel. However, the future functions of the EPC have only been sketched in very preliminary and summary terms, which this CEPS Explainer seeks to explore in more detail. We identify several categories: foreign policy and strategic security, and EU internal policies, consisting of energy security and climate change, economic cooperation and mobility. While foreign policy and security issues are obviously prioritised in official statements, so far in the context of Russia’s war against Ukraine, there are serious limitations over how effective this is likely to be (almost all of the EU’s most powerful allies are outside Europe). The other suggested functions link closely to the EU’s competences and resources, and these do offer scope for more solid and consensual cooperation. Overall, the EPC’s organisation and functions should be designed with all these possibilities in mind, especially serving to complement and not displace the EU’s enlargement processes.

The WCAPS Pipeline Fellowship Program provides an opportunity for college and university students, as well as young adults and early career professionals, to develop a broad understanding of the different dimensions of peace, security, and foreign policy through engagement with WCAPS members, to include young, mid-career and senior level women and men. Oftentimes, the WCAPS Pipeline Fellowship program serves as an introduction to these career paths for young women of color and allows them to seamlessly integrate into the WCAPS community and beyond, thus creating the pipeline we aimed for. The program started locally in Washington D.C. and has since expanded to include participants from across the globe. This most recent cohort had participants from four continents. This dynamic group of women learned about a variety of topics to include Redefining National Security (RNS), emotional intelligence, Women Peace and Security (WPS), and international law as it relates to peacebuilding. WCAPS is very proud to present the policy papers these young women wrote, following months of rigorous research, coordination, and collaboration.

As in other Asia-Pacific countries, boosting trade with China has provided a growth engine for Australia's economy. Australia shared concerns over security threats posed by China’s military expansion, but up until the mid-2010s hard balancing against China did not seem to be an option for Australia. Australia’s recent moves against China, however, signal that Canberra has reset its China policy, with an overhaul of its national security and defense strategy. The shift of Australia’s China policy is an interesting case to explore how the regional order is likely to evolve in the growing US-China competition. Assessing Australia’s recent foreign policy is also relevant to Korea, both in terms of navigating Korea’s relations with the US and China and enhancing strategic ties between Australia and Korea. Russia has failed to achieve most of its objectives in Ukraine because of poor military planning, significant logistical problems, low combat readiness, and other deficiencies, which undermined Russian military effectiveness. These and other challenges—including Ukrainian military efforts and Western aid—severely impacted Russian air, ground, cyber, and maritime operations. Russia’s failures will force the Russian military to fundamentally rethink its training practices, organizational structure, culture, logistics, recruitment and retention policies, and planning efforts. Nevertheless, Russia is still attempting a de facto annexation of parts of eastern and southern Ukraine that it controls.

There is a saying: “If you want a new idea, read an old book.” For the authors of the North Atlantic Treaty Organization’s (NATO) new strategic concept looking for a new approach to its core task of defense and deterrence, the best “old books” to consult might be the seven strategic concepts NATO has published since 1949. The first four of these were classified and made public in 1997.1 Since 1991, three concepts have been published openly, the latest in 2010. This paper examines NATO’s first seven strategic concepts to chart the progress of the alliance’s approach to defense and deterrence. The main purpose of doing so is to give today’s leaders and planners a better understanding of their forebearers’ efforts, to learn their lessons, and avoid their mistakes. The analysis also reveals three broad insights that can be applied today: plan against Russia’s maximum intentions; revitalize the sword and the shield; and modernize the sword and the shield.

Abstract:
Russia’s war of aggression against Ukraine has been a wake-up call for Europe, which has taken decisive steps to assist Ukraine and shore up European security and defense. Yet this moment could be short-lived if not followed by a sustained, collective effort to transform and rationalize European defense. Without this, additional European defense spending may be wasted and the continent will continue to rely on the United States for its defense. European nations should fully leverage the European Union, the North Atlantic Treaty Organization (NATO), and other multilateral formats to overcome fragmentation and avoid a piecemeal approach to defense. By doing so, they can invest together in modern capabilities, build a strong, resilient, and open industrial base, and think creatively to pool and share forces. Importantly, the United States has a crucial role in providing both practical and political support to achieve this shared goal of a stronger and more capable European defense.

Military aircraft engine technology is a qualitative edge for the United States, one enabled by a world-leading industrial base. However, the U.S. Department of Defense (DOD) faces critical decisions regarding the future of engine investments and the industrial base of the F-35. This platform dominates present U.S. tactical aircraft purchases and faces a growing engine modernization imperative. The following questions help inform key debates: How does the DOD prioritize investments in engines compared to other systems? Where is investment targeted? And how can competition best be fostered? Recent years have shown a spike in the purchase of products for military engines amid a decline in research and development (R&D) spending relative to the early 2000s. Military engine R&D is now largely dependent on the Air Force, as the Navy has taken a step back to focus funding on other service priorities. Finally, competition for military engine contract spending has been on the decline as the F-35, with its single-engine option, dominates the procurement landscape. The future of the military engine industrial base will be shaped by the DOD’s choice between spending more up front to introduce competition into the fifth-generation fighter fleet or waiting until the end of this decade as the first sixth-generation fighter is expected to enter production.

Many commentators and officials speculate about Beijing’s plans to compel “reunification” with Taiwan. Much of the existing commentary focuses on how or when a Chinese attack on Taiwan could occur, but there is little discussion of the nonmilitary consequences of such a scenario for China and the world. This brief explores the implications of a Chinese attack on Taiwan based on reasonable, albeit speculative, assumptions. When considered more holistically, the implications of an attack on Taiwan would be grim for Beijing, even if Chinese forces “successfully” capture the island. China would probably be diplomatically and economically isolated from key advanced economies, and Chinese leader Xi Jinping would have to tread a narrow path to avoid dire consequences for China and the Chinese Communist Party (CCP) as a whole. This analysis helps clarify what could be at stake for the world and reaffirms the importance of deterring Beijing from contemplating such an attack on Taiwan.

Many dubbed the Gulf War of 1991 the “first space war” due to the US Armed Forces’ extensive use of satellites. The cyberwar in Ukraine, although it is mostly playing out in the shadows, may be remembered as the first space-cyber war. This policy brief makes the case that states should adopt national policies to defend against threats to space-based assets and applications, such as communications satellites, that are both vital to national security and economic security and increasingly vulnerable to cyberattacks. It is time to explore and identify principles for responsible space-cyber behaviour that would represent a broad multilateral consensus. Identifying these principles may not prevent space-cyber hostilities but could provide “rules of the game.” States would also benefit from encouraging a space-cyber security industry that, beyond protecting against space-cyber threats, has the potential to be a significant growth engine.

182. Building Bridges over the Blue Pacific: Beyond Marine Protected Areas – A Europe-Oceania Cooperation

The “new scramble for the Pacific” is characterized by a race for the control of maritime space and resources, oscillating between ocean grabbing and ocean commoning. Beyond Marine Protected Areas – A Europe-Oceania Cooperation Download 0.96 Mo This tendency can be seen in the endemic nature of Illegal Unreported and Unregulated (IUU) fishing (estimated in 2016 as 10% of the overall catch in the Pacific Islands Countries – PICs), but also in the multiplication of large Marine Protected Areas (MPAs): delimited areas in which certain human activities such as fishing are restricted to conserve resources (the Pacific hosts the majority of the world’s MPAs). The European Union (EU), as the biggest importer of fish (which imports half of its tuna from the Pacific) and a leader in biodiversity protection, has a key stake in ensuring a sustainable management of these resources. Moreover, Europe has territories in the Pacific (French New Caledonia, French Polynesia and Wallis & Futuna) with large Exclusive Economic Zones (EEZ) that are difficult to monitor and protect in the face of diverse challenges: foreign intrusions, IUU fishing, narcotrafficking and interstate tensions. Hence, ocean governance is one of the seven priority areas of the EU’s Indo-Pacific Strategy. MPAs have been the favorite scheme to manage the maritime space and protect biodiversity & marine resources. Large or small, they can offer minimal or total protection by limiting certain human practices. A loosely defined framework, MPAs allow for a greater control over a designated territory. As such, it is a truly geopolitical object, and is not immune to controversy. This said, MPAs are a key tool for biodiversity conservation, and a vital scheme to achieve the United Nations Convention on Biological Diversity’s call to protect at least 30% of the planet – land and sea – by 2030 (the 30x30 initiative). To be useful and successful, MPAs or other protection schemes need to be considered efficient and fair – hence legitimate. This requires adequate access to scientific data to ensure the process is knowledge-driven and to gauge the effectiveness of the protection measures. Local communities, their economic needs and their traditional knowledge of the ocean, should be taken into account at each stage. Moreover, surveillance should be ensured to deter illegal activities and enforce protection measures. This briefing argues that building two-way bridges between experts, decision-makers and populations in Europe and the Pacific Islands will be extremely beneficial to ensure the effectiveness and fairness of ocean governance schemes. The Pacific needs scientific data that Europe can offer. Europe can greatly benefit from understanding the Pacific Islanders’ needs and learn from local customary practices to protect resources in a more relevant and democratic manner. This participatory, multi-scaled approach would provide new paths towards more efficient resource protection schemes in Europe, too, taking into consideration tools that may not have conservation as an objective, but are effectively sustaining biodiversity. This briefing is based on discussions that took place during the webinar “Are Marine Protected Areas a relevant tool for the Pacific?” organized by Ifri’s Pacific Islands Program on June 21, 2022. Contributions from panelists will therefore be highlighted.

183. France and AUKUS: Bouncing Back to Live Up to Pacific Challenges

Back in September 2021, the announcement of AUKUS – the defense partnership between Australia, the United Kingdom (UK) and the United States (US) was a shock to Paris. Not only it meant the brutal conclusion of a submarine deal signed in 2016, but it also provoked a major breach of confidence in France’s relations with its three key partners – shedding crude light on the divergences of approaches regarding the best way to salvage the rules-based order and address the China challenge. This initiative, intended to be a coordinated response to the Chinese expansion in the Indo-Pacific, called into question France’s strategic positioning in the region. One year after, however, AUKUS does not seem to have marked a major turning point regarding the French strategy in the Indo-Pacific, especially in the Pacific. After an immediate aftershock, France's bilateral relations with Washington, Canberra and to an extent London gradually recovered. Political and strategic discussions at the Shangri-La Dialogue in June 2022, the recent visits of the Australian Prime minister and minister of Defense in France and numerous bilateral calls at the end of Summer between French and Australian political and military leaders have pointed to a positive dynamic for an improved strategic cooperation in the region. Rather than prompting a radical change in the France's Indo-Pacific strategy, AUKUS highlighted a fault line between the strategic/political rhetoric level and the operational level of defense cooperation regarding the French engagement in this region. The multiple maritime security and climate change challenges in the Pacific Islands region require France to cooperate closely with its regional partners, starting with Australia, and continue to promote effective multilateralism. In addition, the growing risks of high-intensity conflicts in the vicinity of the Pacific Islands region, particularly in the Taiwan Strait and/or in the South China Sea, require for France to speed up the strengthening of its interoperability with its regional allies in the coming years and probably to decide on the role it would like to - and be able to - concretely support its own interest and allies.

184. Hackers, Hoodies, and Helmets: Technology and the changing face of Russian private military contractors

The first time Russia invaded Ukraine in the twenty-first century, the Wagner Group was born. The now widely profiled private military company (PMC) played an important role in exercising Russian national power over the Crimea and portions of the Donbas—while giving Moscow a semblance of plausible deniability. In the near decade since, the Russian PMC sector has grown considerably, and is active in more than a dozen countries around the world. PMCs are paramilitary organizations established and run as private companies—though they often operate in contract with one or more states. They are profit-motivated, expeditionary groups that make a business of the conduct of war.1 PMCs are in no way a uniquely Russian phenomenon, yet the expanding footprint of Russian PMCs and their links to state interests call for a particularly Russian-focused analysis of the industry. The growth of these firms and their direct links to the Kremlin’s oligarch network as well as Moscow’s foreign media, industrial, and cyber activities present a challenge to the United States and its allies as they seek to counter Russian malicious activities abroad. As signals intelligence and offensive cyber capabilities, drones and counter-drone systems, and encrypted communications become more accessible, these technologies will prove ever more decisive to both battlefield outcomes and statecraft. More exhaustive research on these issues is necessary. The ongoing conflict resulting from Russia’s second invasion of Ukraine in this young century seems likely to shape the conduct of Russian foreign policy and security behavior for years to come—and these firms will play a part. The activities of these PMCs include high-intensity combat operations, as evidenced in Syria in 2018 and Ukraine in 2022, and a mix of population control, escort and close protection, and local direct-action activities, as seen in Libya, Mali, and elsewhere.2 Given the sourcing and dependence of Russian PMCs on Russian military service personnel and no small influence of Russian doctrine, the questions to reasonably ask include: How do changes in the Russian conduct of war and adoption of new technologies influence these PMCs? Moreover, how might these technological changes influence the role these PMCs play in Russian strategic goals and activity abroad?

185. Beyond munitions: A gender analysis for Ukrainian security assistance

From the hospitals of Mariupol to the streets of Bucha, the Russian war in Ukraine has extracted an unacceptably high cost, while banding NATO allies and partners together in an unprecedented tide of support. In bilateral and multilateral security assistance packages, the transatlantic community has sent Ukraine javelins, High-Mobility Artillery Rocket Systems (HIMARs), and all manner of weapons to defend against the Russian invasion. Still, Russia’s war continues against the nation of Ukraine and its people. So how should future military assistance account for the different impacts of the war on Ukrainian civilians? What strategies remain for NATO allies and partners to enhance their support beyond weapons and materiel? The answers lie in using gender analyses to zero in on the unique human security challenges facing Ukraine. When we overlook the role of gender in conflict, we miss the opportunity to both lead with our values and make our military support more effective. Applying a gender analysis to our security assistance is a solution that allies and partners have already agreed to implement in forums from the United Nations to NATO. In fact, it’s a tool that many allies have already developed within their own militaries. Now is the time to employ it in support of Ukraine. This starts with acknowledging the Women, Peace, and Security (WPS) Agenda. The WPS Agenda, passed under United Nations Security Council Resolution 1325 in 2000, recognizes the disproportionate impact of conflict on women and girls, and their critical role in reconstructing societies. Militaries can apply gender analyses to better understand and tailor assistance to the unique security environments in which they operate. To help policymakers think through how a gender analysis can shape what security assistance should look like—and, in many cases, how allied militaries can implement solutions at scale, and consistent with political decisions that have already been made—we are proud to offer this issue brief. Our intention is to demonstrate to global decision makers that incorporating gender can and should be integrated in real-time conflicts to achieve real results. Our support to Ukraine must not waver, but more can be done to mitigate the severe impact of Russia’s war on the Ukrainian people. Allies and partners already have the political mandate to integrate the WPS Agenda into their operations. They already have the tools, training, and technical expertise to implement it in the field. The next step is making this common practice. This issue brief spells out ten steps for how to do so in Ukraine.

Sweden and Finland have just cleared a big hurdle on their path to NATO membership with the US Senate’s overwhelming vote to welcome them into the Alliance. While several other allies still need to ratify the expansion, Finnish and Swedish membership in NATO is now not a question of whether but when. Even though some analysts have posited that these two countries—especially Finland, which has an 830-mile border with Russia—bring disqualifying liabilities, most Alliance leaders, NATO-watchers, and European security experts argue these newest aspirants will strengthen the Alliance. This is especially so in terms of military capabilities and capacity, but also in terms of strategic culture and geostrategic outlook. Nonetheless, in the days, weeks, and months after Finland and Sweden officially become members, there is an array of subsequent questions that these two aspirants, other allies, and NATO as an organization will need to consider—and ultimately answer. After examining the key strengths that Finland and Sweden are likely to bring into NATO, this issue brief will consider several of these critical topics. Russia’s illegal and unprovoked war on Ukraine has shattered peace on the European continent and created tectonic shifts in the transatlantic security architecture. The Kremlin’s invasion has decimated Ukraine’s economy and infrastructure, and left tens of thousands of innocent civilians wounded or dead as part of a war-crime ridden military campaign. At the time of writing, Kyiv is making slow advances in the South and East with the help of significant Western military and economic aid, yet the outcome of the conflict continues to hang in the balance. A prolonged stalemate and some variation of a negotiated settlement seem most likely, with a Russian victory remaining a distant possibility.1 Absent an absolute Kremlin victory, Ukraine will need to stabilize vast swathes of its territory and reconstruct the social and industrial infrastructure therein.2 Due to their proximity to Ukraine and long-standing economic, political, and social connections, transatlantic allies and partners will most likely be deeply involved in this effort and will be significantly affected by its end result. The purpose of this issue brief then is to help Ukrainian, North American, and European policymakers consider stabilization and reconstruction needs and have a playbook in place regardless of the circumstances or outcome.

Over the past year, US and European engagement in the South Pacific has noticeably accelerated. Wooing these islands away from Chinese influence is clearly a priority but there are many dimensions to this. The “Blue Pacific” is more than a consortium of scattered islands. They see themselves as large ocean states, which collectively make up the second-largest Exclusive Economic Zone in the world. While they are important as we game out Taiwan scenarios, the peoples of the South Pacific want their region to remain immune from “great-power games.” This calls for a subtle Transatlantic strategy emphasizing partnership. This report acknowledges the mistakes of past engagement strategies, which didn’t approach the region as a coherent whole, lacked sustained and continuous effort, and always came second to other priorities in the Indo-Pacific region.

189. A next-generation agenda for US-ROK-Japan cooperation

Trilateral cooperation among the United States, Japan, and South Korea has proved challenging over the years, owing largely to historical tensions. As a result, this project has sought perspectives from next-generation leaders of the three countries to define areas where targeted, flexible, and informal cooperative arrangements can provide clear mutual benefit to all. This issue brief calls for enhanced cooperation with likeminded allies and partners in order to counter shared challenges and advance mutual interests across the areas of security and defense, science and technology, and global public goods. Taken together, several essential themes emerge. Future cooperation should center on tackling shared challenges including addressing an increasingly belligerent China through proactive yet constructive methods. In the security and defense sector, the three countries should prepare for Chinese economic reprisals by forming a united front. With regard to S&T, to protect against authoritarian threats, including those presented by China’s increasing technological prowess, the three countries should utilize multilateral frameworks, like IPEF, as tools to ensure the safety and security of scientific research and data. For public goods, the trilateral partnership can diversify away from Chinese supply chains by ally-shoring and information-sharing with trusted allies. Given the historically fraught relationship between South Korea and Japan, the United States can act as a mediator to facilitate cooperation in areas of high benefit and low sensitivity. In security and defense, the trilateral partnership should address less-sensitive, shared security challenges, which include but are not limited to maritime incursions, crisis contingency planning, and cybersecurity. S&T can explore these new frontiers and safeguard free and fair principles for digital connectivity and data governance. Although public goods are less subject to domestic political pushback, the trilateral group’s actions are more likely to succeed if they are small, yet meaningful, such as implementing the democratic building blocks. Lastly, trilateral cooperation requires both top-down institutionalization and bottom-up support from the general populace. With respect to defense and security, trilateral summits at the head-of-state level must be coupled with gaining public support. For S&T, the private sector can help advance collaboration, while the public sector helps each country remain in the bounds of domestic feasibility to prevent regional conflict. With global public goods, long-lasting trilateral progress requires coupling high-level government dialogues with civil society engagements.

Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

192. Combatting Climate Change Through Nuclear Energy: Risks, Advantages, and Geopolitical Implications

Abstract:
Use of nuclear energy is likely to grow in the coming decades, in part to combat climate change. Increased deployment of nuclear energy will likely include use of advanced small reactors, which can facilitate decarbonization, increase nuclear safety, supplement gaps in renewable energy production, provide energy to low-demand communities, help desalinate water, and increase energy security. But there are also risks. Nuclear power, such as that produced by advanced small reactors, put nuclear material in more locations and use higher enrichment fuel for some reactor designs, both of which are security concerns. Moreover, while China and Russia already have operating advanced small reactors and are exploring using reactors aboard floating nuclear power plants, the U.S. will likely not have an operational advanced small reactor until the late 2020s. This brief explores the benefits and risks of advanced small nuclear reactors and describes strategies to mitigate these risks. The bottom line: advanced small nuclear reactors are a beneficial tool for reducing carbon emissions. But their safe deployment and use require increasing nuclear security expertise and assessing both nuclear fuel and advanced small reactor needs. Moreover, nuclear newcomers need support to adopt nuclear norms and develop domestic nuclear regulatory bodies to lower the potential risks of nuclear energy while maximizing the potential benefits.

In the struggle for global geostrategic and geoeconomic supremacy between the United States and China, the technosecurity sphere where economics, technological innovation, and national security meet has become a principal battleground. Two contrasting models are pitted against each other: China’s state-led top-down approach and the United States’ market-driven bottom-up system. Which of them will ultimately prevail will depend on how capable, robust, and adept they are in meeting the challenge of rapid and disruptive change? This brief examines the underpinnings of U.S.-China great power technosecurity competition and assesses what the countries’ different approaches imply for future techno-security rivalry.

194. Masculinities and Violent Extremism

While only a small percentage of men become involved in violent extremism, the majority of violent extremists are men. Across the ideological spectrum, violent extremist and terrorist groups exploit male sentiments of emasculation and loss of power and appeal to ideas of manhood in their recruitment efforts. Yet policymakers rarely focus on gender to help them understand why some men engage in violence and others do not or what role peaceful notions of masculinity play in preventing radicalization and terrorism. Similarly, male-dominated counterterrorism institutions rarely pose the question of how masculinities shape these institutions and their approaches to counterterrorism and countering violent extremism (CVE). This report discusses masculinities—the socially constructed ideas of what it means to be a man—as they are constructed and used by violent extremist groups, as they exist in and interact with society, and as they interplay with the state. It draws on examples pertaining to both “Islamist” and extreme right-wing terrorism, considering differences not just between but also within these ideologies. The report argues that while current efforts to “mainstream gender” in counterterrorism and CVE do not focus on masculinities, a masculinities-focused approach must avoid repeating the shortcomings of existing counterterrorism and CVE approaches aimed at women; be grounded in a robust human rights framework to avoid perpetuating gendered harms; be based on an understanding of the links between extremist violence and gender inequality at the societal level; and recognize and address the harmful role masculinities play within counterterrorism and CVE institutions themselves. It concludes by recommending that state, multilateral, and civil society actors engaged in counterterrorism and CVE: Conduct more policy-oriented research and analysis on the link between masculinities and violent extremism; Integrate a gender perspective—including a focus on masculinities—across all counterterrorism and CVE policy and programming; Monitor and evaluate the gendered impact of counterterrorism and CVE interventions using a robust human rights framework; and Address the harmful role masculinities play within counterterrorism and CVE institutions.

195. Multilateralism Index: Pilot Report

In the past several years, there has been a much-discussed rise in strain on multilateralism. However, there have been few efforts to quantifiably assess the state of the multilateral system. This Multilateralism Index (MI) report is the first known attempt to do so. It focuses on developments in the system over the past decade, providing a snapshot of its relative strength in 2020 compared to 2010. It seeks to answer questions including: What is the state of the multilateral system? What is working? What is not? And how has the multilateral system changed over time? The MI examines five domains of multilateral coordination: Peace and Security, Human Rights, Environment, Public Health, and Trade. Each domain is evaluated across three dimensions: Participation, Performance, and Inclusivity. Analysis of sixty-five indicators across these domains and dimensions reveals several trends in multilateral cooperation over the past decade: Participation scores for Human Rights, Public Health, and Trade have improved, while the scores for Peace and Security and Environment have deteriorated. Performance scores have deteriorated in four out of five domains. Inclusivity scores have improved across all five domains. These trends shed light on the nature of the crisis of multilateralism. Rather than decreased international cooperation and widespread exit from multilateral institutions, we are seeing a battle over the nature and purpose of the multilateral system—not decay, but transformation. The MI provides a basis for tracking this transformation and informing decision making on the future of multilateralism.

196. The UN Environmental and Climate Adviser in Somalia

The UN Assistance Mission in Somalia (UNSOM) was among the first special political missions to receive climate-related language in its mandate, reflecting Somalia’s acute vulnerability to the impact of climate change. In 2020, UNSOM also became the first mission to have an environmental and climate adviser deployed to help implement this mandate. The adviser’s work is structured around three pillars: Mainstreaming the environment and climate throughout the mission’s mandated areas of work; Coordinating UN agencies, government actors, and NGOs working on climate across the humanitarian, development, and peacebuilding sectors; and Supporting the government in developing, funding, and coordinating its climate action plans and policies. This issue brief reviews the role of the environmental and climate adviser in Somalia, including their areas of work, successes, challenges, and opportunities for replication in other mission settings. Strong buy-in from both mission leaders and national and regional counterparts has facilitated the adviser’s ability to help the mission implement its mandate relating to climate change, environmental degradation, and other ecological challenges. Furthermore, the adviser has successfully helped to coordinate climate-related work, incorporate strategic analyses into climate-related risk assessments and responses, and liaise with local actors. The adviser has also faced challenges, including the broad scope of work tasked to a single person and the unique set of skills required, as well as the political contention surrounding the concept of climate security. The brief concludes by looking ahead to the growth of environmental and climate advisers in other UN missions and the importance of understanding and addressing interlinkages among climate, peace, and security as the impacts of climate change accelerate.

197. Enlarging and deepening: giving substance to the European Political Community

France’s President Emmanuel Macron and Germany’s Chancellor Olaf Scholz have stressed the geopolitical emergency of re-designing the European Union’s relationship with its neighbourhood. Both acknowledge that EU enlargement is necessary, but also emphasise that profound EU institutional reform is required beforehand, though deepening and widening the EU are complex processes that veto players could block. The geopolitical challenges mean it is in the critical interest of the EU to bring stability to its neighbourhood by ensuring geopolitical alignment with the EU, limiting the blackmailing power of external, authoritarian states, supporting more resilient democracies and strengthening the rule of law. Meanwhile, the EU’s neighbours are seeking a political space in which challenges to collective security and stability can be addressed and concrete policies decided. Given the urgency, it is not enough to rely on lengthy EU accession processes. A ‘European Political Community’ (EPC), which will have its first summit on 6 October 2022, could act both as a bridge to an eventual larger EU and as a framework for continental-scale partnership. Leaders should use the summit to start the building of a platform that can combine political dialogue with policy delivery in a quick and flexible way, and will thus structure more impactfully the relationship between the EU and its neighbourhood. The EPC could start as a soft law agreement between states and the EU. It would work with existing institutions as far as possible, while aiming at more effective decision-making than currently in the EU. For instance it could function without vetoes and could work in geopolitically relevant areas that are not yet EU competences. An ambitious EPC would provide financial resources for deeper cooperation on energy and climate, security and defence, and economic and social convergence. The EPC would not be, and should not be, regarded as a substitute for EU accession, but should be designed in such a way that it can work as an accelerator. For countries not seeking to join the EU, it would provide an ongoing framework that sustains structured cooperation with the EU.

The growing spate of violent extremism and terrorism in the sub-region spells doom for the attainment of the Sustainable Development Goals (SDGs), particularly Goal 16 which focuses on Peace, Justice and Strong Institutions. Ghana is now the only country among the earlier mentioned coastal states that has not suffered from any violent extremist and terrorist violence. This notwithstanding, there have been several alarming incidents involving extremist attacks that have occurred in close proximity to Ghana’s borders.

Abstract:
On August 15, 2022, the final contingent of Operation Barkhane crossed the border into Niger putting an end to almost a decade of French military intervention in Mali. The security void left by France in the country has now become the main means of competition between jihadist groups particularly in the tri-border area between Mali, Burkina Faso, and Niger. Violent extremism together with community conflict over the access of natural resources, inter-ethnic violence, and the increasing number of internally displaced persons (IDP) continues to spill over towards the Gulf of Guinea, through the northern areas of Togo, Benin, Ivory Coast, and Ghana. While the number of fatalities show no sign of lowering, it seems unsuitable for France and its European counterparts to entirely desist their efforts in West Africa. At a time when the withdrawal of French forces from Mali has brought upon a new spin in the region’s conflict dynamics, this paper offers insights into the future of European engagement in the Sahel. It will do so by addressing the evolution of French intervention since 2013, assessing the current developments of the Sahel crisis after French involvement in Mali, and aiming at providing several entry points whereby the shift in paradigm could turn into an opportunity for French and European security and defence policies in the region.
