Abstract:
Over the last decade, China has gradually expanded its presence in the Indian Ocean, combining its military modernisation and cooperation with partners with active diplomacy towards the island and coastal states of the region. China’s presence and capabilities threaten the freedom and influence of other actors in the area, including India and the EU. Europe’s key maritime trade routes to Asia run through the Indian Ocean, making the security of the region and freedom of navigation crucial for European interests. Many of the island and coastal states in the Indian Ocean have limited economic resources to exercise effective control at sea and are therefore dependent on extra-regional powers. As part of their approach to respond to China’s growing assertiveness in the region, the EU and India should jointly establish a regional maritime capacity building programme for island and coastal states in the Indian Ocean.

Abstract:
Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.

Abstract:
Russia’s war on Ukraine has shown European citizens that they live in a world of non-cooperation. But their cooperative foreign policy instincts are only slowly adapting to this new reality. Europeans want to remain neutral in a potential US-China conflict and are reluctant to de-risk from China – even if they recognise the dangers of its economic presence in Europe. However, if China decided to deliver weapons to Russia, that would be a red line for much of the European public. Europeans remain united on their current approach to Russia – though they disagree about Europe’s future Russia policy. They have embraced Europe’s closer relationship with the US, but they want to rely less on American security guarantees. European leaders have an opportunity to build public consensus around Europe’s approach to China, the US, and Russia. But they need to understand what motivates the public and communicate clearly about the future.

Technology is increasingly a battleground in the strategic competition between the US and China. Western technology contributes to China’s military modernisation as well as the development of Russian weapon systems. The US is restricting trade in key technologies with China and pushing EU member states to follow its lead. To better defend its interests, the EU needs to develop clearer policies on China and security, including pursuing the ‘de-risking’ of its relations with Beijing. The EU must develop a new strategic technology doctrine and upgrade its export control policy. This more coherent stance will enable the EU both to act where necessary but also to defend itself and its member states from future pressure from China – and the US.

55. The European Political Community from Paris to Chisinau: an idea taking shape?

Abstract:
The European Political Community (EPC), an idea put forward by President Macron of France, echoing a similar proposal made by former Italian PM Enrico Letta, was launched and gained traction in response to the challenge posed by Russia’s war against Ukraine. The imperative of focusing on security and forming a common front against Russian aggression served as a key rationale for expanding the EPC beyond a value-based community of like-minded democratic states. The first EPC Summit was held in Prague in October 2022. A successful gathering of 44 states, including countries with still-strong ties to Russia, it gave the sense that a common pan-European front was gradually forming against Moscow. Seven priority areas were identified: energy security, critical infrastructure, cybersecurity, youth, migration, regional cooperation in the Caucasus and Black Sea area, and resilience funding. The second Summit took place on 1st June 2023 near Chisinau, the capital of the Republic of Moldova, a small landlocked state in Eastern Europe which only recently achieved candidate status for EU accession. The Summit was a strong signal of support for Moldova’s efforts to consolidate its escape from Russia’s stranglehold, but also for its neighbour, embattled Ukraine. Discussions in Chisinau addressed energy security, transport networks and connectivity, cybersecurity and the integrity of critical infrastructure. Strategic cooperation was another prominent topic. Leaders reiterated the importance of restoring peace by providing increased military support to Ukraine, but also combating hybrid threats in Moldova through the recently launched EU Partnership Mission (EUPAM). At present, the EPC format seems to be pursuing two separate agendas: structuring the EU’s relations with its neighbours, and rallying the European family against Russia. Articulating and balancing these objectives properly will not be easy, and would seem to require the removal of stumbling blocks and a clarification of the level of institutionalisation at which the EPC would be required to operate. Thus, as the EPC Summit moves next to Spain and then to the United Kingdom, there is still no comprehensive consensus as to what the overall purpose of the EPC is, and whether and to what extent it should be institutionalised, which is to say endowed with a secretariat, separate funding and a certain degree of functional autonomy. A number of influential countries, including France and the U.K., see the EPC’s greatest advantage as residing in its informality and lack of institutionalisation. However, it could be argued that for the EPC’s strategic engagement in security, energy and connectivity to be successful, some level of institutionalisation and greater involvement by the EU will be required. At the same time, for the EPC to maintain its added value, it will need to preserve significant pockets of informality and flexibility of process.

The benefits of enhanced transatlantic cooperation on the green agenda are immense — and waiting to be seized. At the Ministerial Meeting in Sweden in May, the EU and US reiterated their commitment for collaboration. While progress on the EU-US Trade & Technology Council’s (TTC) green agenda has been slow, it is now time to implement this commitment. This Policy Brief provides recommendations for the TTC for turning shared principles into joint action, with a focus on the following three areas: 1. Aligning climate and sustainability ambitions with security and geoeconomic goals; 2. Building on the power of technologies and developing common standards for the green transition and energy and resource security; 3. Ensuring access to resources needed for the green transition. In conclusion, the Paper calls for the TTC to assist the EU and the US in stepping up their joint efforts in addressing environmental challenges as well as enhancing climate action, resource and energy security through trade and technology solutions. It recognises the role the platform should play in opening the transatlantic market for products and services needed to accelerate the green transition.

Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. A revamped policy would recognize the intimate alliance between the Houthis and Iran—which has never been a “marriage of convenience,” as some analysts have imagined—and seek to counter the group’s aggression with the goal of securing U.S. interests and providing a better future for the Yemeni people.

58. Exploiting a "Vast Jihad Arena": The Islamic State Takes Territory in Mali

In April, Islamic State fighters in Mali seized villages surrounding the city of Menaka, marking the group’s first territorial conquest since losing its final Syrian foothold in 2019. The human cost of these advances has been steep. By May, at least 150,000 individuals had reportedly been displaced, and civilians have been subjected to targeted killings, kidnappings, and looting. The offensive occurred amid a string of regional of security setbacks: namely, France’s August 2022 military withdrawal (which followed the Malian junta’s expressed preference for Russia’s Wagner Group), the April 2023 dissolution of the UN mission in Mali, and the junta’s decision earlier this month to form a tripartite alliance with Burkina Faso and Niger, thereby undermining the French-led G5 Sahel framework designed to thwart jihadist actors in the region. In this amply illustrated Policy Note, Aaron Zelin and Sarah Cahn explain that while the United States may have limited room for maneuver in Mali today, it can promote regional stability and U.S. national interests by pursuing further sanctions against local Islamic State officials and exploring constructive arrangements with nearby African states.

Drones have proliferated over the past decade, offering a cheap, effective precision-strike capability and leading to an inflection point wherein the United States can no longer count on complete air superiority. As former U.S. Central Command head Kenneth McKenzie put it, “Until we are able to develop and field a networked capability to detect and defeat [drones], the advantage will remain with the attacker.” The United States and other countries have therefore begun investing in counter-drone systems to complement and augment legacy air defense systems that have already proven effective in the role. Conflicts in the Middle East, Ukraine, and elsewhere suggest that progress in drone technology will require corresponding adjustments in counter-drone capabilities to fill gaps and lower the costs of interception. In this lavishly illustrated Policy Note, Eric Feely details counter-drone approaches used in recent conflicts and what they could mean for the future of warfare. Military officials, he writes, are not seeking a silver bullet on this front, but rather advances based on existing layered, interoperable systems capable of providing kinetic and nonkinetic solutions.

Abstract:
On May 25, 2023, Iran’s minister of defense, Gen. Mohammad Reza Qaraei Ashtiani, unveiled the so-called fourth generation of the Khoramshahr liquid-fuel ballistic missile—aka Kheibar—amid heightened tensions with Israel and the West regarding Tehran’s nuclear program and renewed talk of preventive strikes against Iran’s key nuclear sites. Ashtiani spoke at the Hakimiyeh Aerospace Industries Organization complex, east of Tehran, against a backdrop with the new missile and a large model of Jerusalem’s Dome of the Rock. The name Kheibar comes from a fortified oasis settlement north of Medina, Saudi Arabia, inhabited by Jewish tribes before the Islamic era. In AD 628, the Jews there were defeated by Muslim armies led by Ali ibn Abi Talib, who has become a legendary figure in Shia Islam. The message to Israel implicit in the Kheibar announcement was therefore unmistakable. The Khoramshahr is Iran’s most advanced liquid-fuel ballistic missile and probably the first using storable liquid fuel, with its first version having been introduced at a military parade on September 22, 2017. The missile is believed to have much in common technically with the North Korean Hwasong-10—itself based on the retired Russian R-27 submarine-launched ballistic missile. Iran is thought to have received several Hwasong-10 missiles from North Korea in 2005 for reverse engineering purposes. The Khoramshahr is also Iran’s first departure from the Russian Scud and scaled Scud-generation propulsion systems.

During his lengthy tenure as Iran’s Supreme Leader, Ali Khamenei has shown a knack for consolidating power by creating layers of bureaucracy in military, economic, and religious affairs. In turn, he has liberally purged officials who have hinted at disloyalty to him, the Islamic Republic, or its governing doctrine, velayat-e faqih (rule of the jurisprudent). But Khamenei does not lack for personal complexity. As a younger man, he dressed casually, flaunted his love of literature, and composed poetry. And as a leader, he has often demonstrated flexibility—coined as “heroic flexibility” in the case of the 2015 nuclear deal—at times of national risk or strained social cohesion. He has likewise blessed the rise of relatively moderate presidents such as Mohammad Khatami and Hassan Rouhani when he thought their leadership would reinforce national stability. In this wide-ranging study, former Qom theologian Mehdi Khalaji details Khamenei’s political ascent, from his role as an influential cleric in Mashhad to his presidency under Ruhollah Khomeini and his surprising appointment as Supreme Leader. Whoever succeeds him, the author makes plain, will inherit an infrastructure designed to preserve Iran’s authoritarian system and suppress rumblings of internal dissent.

63. Arming the Revolution: Trends in Iranian Defense Spending, 2013–23

The Islamic Republic boasts a large and expanding nuclear program, the most capable missile and drone force in the Middle East, and a broad network of proxies that threaten U.S. interests. Nevertheless, scholars have devoted little attention to a key area: Iran’s defense spending. Although the data is publicly available, tabulating it is more difficult than one might assume, and three particular hazards await: (1) conversion of Iranian rials to dollars at unrealistic rates, (2) reliance on spending plans as opposed to actual spending, and (3) undercounting. Thus, any attempt to understand Iran’s military spending must scrupulously avoid such traps. In this Policy Note, Iran expert Henry Rome offers the most detailed public accounting yet of Tehran’s recent defense spending, illustrated by charts showing domestic trends and comparisons with regional rivals. The findings show how spending surged following the 2015 nuclear deal and plummeted following the U.S. withdrawal from the deal in 2018. They also suggest that a new nuclear accord with Washington will likely prompt another increase, demanding a broader strategy to counter Iran’s military ambitions alongside its nuclear ones.

Iranian drone strikes, as exemplified by the September 2019 attack against Saudi Aramco facilities, have jolted Middle East leaders and revealed Tehran’s long-range precision strike capabilities. The regime’s large and growing drone force, which can be used for reconnaissance or strike missions, now poses an existential threat to the Gulf states and a direct threat to Israel, as does its formidable missile force. Moreover, Iranian drones transferred to Russia have had a significant impact on Moscow’s war against Ukraine. In the bigger picture, advances in drone technology have produced an inflection point in aerial warfare—comparable to the introduction of manned flight more than a century ago—that has ended the guarantee of U.S. air superiority over its forces and bases. Russia’s war against Ukraine has led policymakers to re-prioritise the European security architecture and the EU’s neighbourhood, including a positive reassessment of NATO’s role as a reliable security provider. As the transatlantic relationship and the Indo-Pacific are inherently intertwined, this once again highlights the imperative of the EU making the Indo-Pacific a strategic priority. This presents the EU with an opportunity to project its values, interests and power, though hampered at present by political infighting and the mushrooming of conflicts in and around Europe. Still, the time has come for the EU to assess how it should adjust its approach to Indo-Pacific security. How can the EU effectively strike a balance in security and defence cooperation with partners to uphold key principles of international law and order without endorsing the idea that ‘might makes right’ in the Indo-Pacific?

Abstract:
Despite a recent spike in concern about a resurgence in great power conflict, addressing terrorism and violent extremism has driven the foreign policy debate in the collective West for the better part of two decades since 9/11. In the European Union, these concerns most prominently emerged in the 2003 European Security Strategy (ESS) that identified terrorism and “violent religious extremism” originating in the EU’s neighbourhood and caused by weak institutions, conflict, and state failure as a primary concern. The crux of the matter, however, is how this increased attention translates in policy terms. In other words, is the EU’s chosen CT-P/CVE policy mix balanced and fit for purpose? First, the EU’s CT-P/CVE action can hardly be framed according to a binary security versus democracy logic because of the significant emphasis placed by the EU on socio-economic development to address the structural causes of violent extremism. Second, despite the EU’s developmental focus, the language of good governance and peacebuilding, as well as funding for these areas, are key elements missing from the EU’s engagement. In order to remedy the many upstream and downstream diplomatic trade-offs that EU policymakers face in tackling violent extremism, the EU must begin to frame CT-P/CVE as part of its wider endeavour to support sustainable peace. It can do this by formulating an EU Agenda for Peace that once again underlines the EU’s commitment to promoting inclusive governance, community resilience, and social justice.

67. Playing the Long Game in the South China Sea

In the South China Sea (SCS), as indeed the wider Indo-Pacific, the EU is facing a deepening strategic rivalry between China and the US. In the SCS, China has been able to create physical realities in defiance of international law by constructing artificial islands in the attempt to sustain its claims to the disputed Spratly and Paracel archipelagos as well as expand its military projection deep into international waters. The US is still the predominant security player in the Indo-Pacific, but its military presence has an increasingly hard time shoring up American power in the SCS. The security dilemma between the great powers is threatening rules-based multilateralism, which runs deep in the veins of the EU and to a great extent defines its international posture.

Abstract:
The dispute between Kosovo and Serbia remains a major challenge to the security, stability, and prosperity of the entire Western Balkans region. In particular, the Banjska terrorist attack carried out by Serb militants against the Kosovo Police on September 24, 2023 (with the support from Serbia’s state apparatus, as per the investigation of Kosovar authorities) underscores the pressing need for a sustainable resolution to the ongoing dispute between Kosovo and Serbia. The most promising path toward such a resolution lies in the full implementation of the Agreement on the Path to Normalization of Relations between Kosovo and Serbia (APN), which was verbally agreed in Brussels in February 2023, because the Serbian President Vucic refused to sign it.

In 2014, there was a notable surge in cybercrimes in Kosovo. The advancement and widespread adoption of technology during this period brought about a more pronounced occurrence of cyber-related offenses. Fadil Avdyli, the head of the Cybercrime Investigation Sector in the Kosovo Police, reported that eight individuals were apprehended in 2012, eleven in 2013, and seven in 2014. The rising cyberattacks in Kosovo provided an impetus to build a new policy framework dealing with cyber security, resulting with the adoption by the Kosovo government of the National Cyber Security Strategy and Action Plan 2016 – 2019. Program of the Kosovo Government 2021-2025 notes that “cyber security is a growing problem, we will engage in professional capacity building for the prevention of cyber-attacks, completion of the legal framework and modernization of cyber protection equipment”. The Kosovo Security Strategy 2022-2027, puts significant relevance to strengthening cyber security capacities of Kosovo and notes that the government “will invest in the field of cybersecurity, critical infrastructure, innovation and technology and capacity-building”. The strategy also includes the Global Cybersecurity Index as an impact indicator, but Kosovo has not been included. In 2023 Kosovo Assembly adopted Law No. 08/L-173 on Cyber Security, which among others, foresees the establishment of the Cyber Security Agency as well as partially transposes Directive (EU) 2013/40 of the European Parliament and of the Council of 12 August 2013 on attacks against information systems.

The primary aim of the current research is twofold. Firstly, we aim to measure the agency of women within the security sector and evaluate the extent to which it is inclusive and accommodating towards a gender perspective. Secondly, our research focuses on evaluating the capacity of institutions within the security sector to address gender-specific challenges and to use gender lens within the security sector. Main findings of this report are: -The low application rates of women to join security institutions, primarily stems from the perception that this field is predominantly for men. This perception affects women working in the sector who encounter a patriarchal mentality undermining their knowledge and expertise compared to their men counterparts. Moreover, women often confront the pressure to conform to societal expectations, compromising their personal freedoms and authentic selves; -Women in the security sector are underrepresented in managerial positions and their ambition to pursue leadership roles is harmed by prejudice and perceived gender roles. The undervaluing and differential treatment of women within the security sector hinders their ambitions and self-esteem, leading to a belief that they are unfit for managerial positions. Moreover, gendered domestic responsibilities create substantial barriers for women in attaining managerial positions and assuming increased responsibilities within the security sector, hindering their career progression; This role significantly hinders women's ability to pursue extensive training programs necessary for career advancement, particularly in the military. -There is a trend of underreporting when it comes to bullying, harassment, or discrimination cases among women in the security sector. As this was described as lack of ‘’reporting culture’’, it refers to the discouraging atmosphere that deters women from coming forward and reporting such incidents. As well as reporting mechanisms are perceived as non-confidential. -There is reluctance to address issues of gender equality in Kosovo Police (KP), while there is continouos request from civil society organizations to cooperate and share data and insights regarding womens’ position and gendered working environment in KP.

Against the background of increasing concerns among the public of potential abuses with the interception of telecommunication and violation of citizens’ rights and privacy, in 2015, Kosovo Assembly adopted the Law No. 05/L-030 on Interception of Electronic Communications. Base on the first part of the law it purpose is to regulate “the procedures and conditions for interception of electronic communications carried out for criminal procedure needs by state institutions established by law, and procedures and conditions of interception for security needs of the Republic of Kosovo and its citizens established by Law.” Furthermore, the law establishes rules, obligations, and authorizations both for the private sector, including the network operators and service providers as well as the public sector, including state institutions. The law places significant emphasis on protection of privacy and human rights in the framework of interception of electronic communication. However, implementation in practice of the new law has been a challenge.

• The Agreement on the Path to Normalisation between Kosovo and Serbia (APN), creates a possibility for a new state of relations between the two countries, albeit a new status-quo. Through the APN Serbia practically recognizes statehood attributes of Kosovo, by accepting national symbols, as well as the obligation to respect the territorial integrity and sovereignty of Kosovo, and treat Kosovo on the basis of the principles of the Charter of the United Nations (UN), and the Treaty of the European Union (TEU). The APN also makes Kosovo and Serbia responsible to preserve the peace and “contribute to fruitful regional co-operation and security in Europe”. • The new state of relations (new status-quo), is dependent upon effective implementation of the Agreement on the Path to Normalisation. Without effective implementation, the APN becomes another conflict management tool, rather than an instrument for affirmative normalization of relations. The current trends are not optimistic for implementation and suggest that both parties, especially in Serbia, are focused on undermining the APN and its impact; • The Agreement on the Path to Normalisation between Kosovo and Serbia, while introduces significant affirmative changes in the Kosovo-Serbia relations – if implemented – it also includes elements that can potentially create legal and political hurdles for the Kosovo government. The APN marks the first time, that a Kosovo government accepts Serbia’s position on the status question. The preamble of the APN includes the following sentence: “[…] without prejudice to the different view of the Parties on fundamental questions, including on status questions”, but there is not reference to the ICJ advisory opinion on the declaration of independence of Kosovo. Based on the precedents set by previous agreements/arrangements between Kosovo and Serbia in the framework of the EU-facilitated normalization dialogue, whenever the phrasing “without prejudice to the status” was used, a reference to the ICJ advisory opinion on declaration of independence was also included; • The Agreement on the Path to Normalization of relations between Kosovo and Serbia has been welcomed by the European Council, which marks the first time that all 27 Member States of the European Union (EU) have endorsed an agreement from the normalization dialogue. The European Council conclusions note that APN puts “the relationship between both parties on a new and sustainable basis as a historic chance that should be seized by both parties” and urges implementation • In other words, if the optimistic scenario of all five recognizing Kosovo fails, then Spain and Cyprus should move towards the current Greek position on Kosovo, while Greece itself, alongside Slovakia and Romania, should move to formal recognition. In Kosovo there are concerns about the position of Romania, which is seen as moving further away from constructive engagement with Kosovo and recognition and closer to the position of Spain. • The role of the European Union (EU) as a facilitator in the dialogue for normalization of relations between Kosovo and Serbia, has arguably evolved into an arbiter, as a result of the Agreement on the Path to Normalization (APN), and the implementation roadmap. This means that for Kosovo and Serbia implementation of the provisions from the APN is a contractual obligation towards the EU in the framework of the European integration process. This arrangement was necessitated by the refusal of Serbia to sign the APN, although it agreed to it verbally. In this context, when neither side has signed the APN, the role of EU as an arbiter is a must, in order to guarantee implementation by both countries. • The transparency of the process of the dialogue for normalization of relations with Serbia has declined in Kosovo. The Kosovo government has limited its reporting on the normalization dialogue both to the public as well as to the Kosovo Assembly. In addition to this, Kosovo government has acted against previous precedents of asking the Kosovo Assembly for consent when accepting a high-level agreement with Serbia, such as the case from 2013 with the “First agreement of principles governing the normalization of relations”. • The implementation annex to the Agreement on the Path to Normalisation of relations between Kosovo and Serbia agreed in Ohrid in March, is vague, and lacks concrete measures to ensure implementation of the agreement, including sequencing of actions.

Abstract:
During the general elections of February, 2021 in Kosovo, one of the commitments of the “Vetëvendosje!” (VV) party was to introduce a national conscription model based on 3+3 months of service. The Russian invasion of Ukraine, coupled with increasing tension with Serbia, who maintains very close ties with Russia, has brought the conscription model into spotlight in Kosovo. However, as the country aspires membership in NATO, the transition from a professional military force into the conscription model could potentially undermine that process. Currently, there are 13 countries in Europe that apply the conscription-based model for the armed forces, each facing different challenges with the system. According to the media reportings, it seems that Kosovo’s approach is based on the models of Switzerland, Israel and Norway. However, it is clear that while Kosovo can learn a lot from other countries, it needs to develop its own approach and model to conscription, and in this context certain social, political and economic aspects should be considered. In order to accommodate changing mission profiles and lowering military expenditures, European armies have been reduced in size, lessening the need for recruits. Despite the war in Ukraine, armies across Europe have focused on modernization and international cooperation such as NATO for national security guarantees. Due to the evolving modernization of army equipment, armed forces “require increasingly higher training standards”. As a result, several nations have shifted towards professional armies in an effort to standardize their militaries and improve overall operational preparedness.

This brief provides an overview of WPS NAPs, as well as the current state of funding for WPS NAP implementation, and a breakdown of this data by region. Key Findings: • As of early 2023, 31 countries out of 101 have estimated the amount of money required to implement WPS NAP activities. Available information does not illuminate whether these funds are secured. • More than 50 WPS NAPs out of 101 mention that a budget is needed to implement WPS activities, but do not include specification of funding. • The majority of WPS NAPs with budget estimates identify responsible parties for activity implementation, including ministries and/or government institutions, predominantly related to foreign affairs and gender equality.

First, a lack of effective internal control prevents external oversight bodies, such as parliamentary committees, from fulfilling their role effectively. Intelligence service managers play a crucial role in facilitating scrutiny by oversight bodies not only by ensuring that major infractions are reported to the appropriate authority, but also by creating an environment that encourages cooperation with oversight bodies. Second, while transparency is essential to maintaining democratic control of government, intelligence services require a significant degree of secrecy to be effective. Consequently, intelligence services are subject to highly restricted oversight, unlike other public institutions. Effective internal control is therefore essential to rectify this inherent (and unavoidable) imbalance by ensuring that the day-to-day work of intelligence services is carried out in accordance with the law and with respect for human rights. Third, to avoid undue influence and ensure independent, objective analysis, intelligence services must retain a degree of autonomy from the executive. Executive control over intelligence services is therefore sometimes less pronounced, meaning that effective internal control is vital to ensuring intelligence services act within the rule of law. For the above reasons, intelligence services should be subject to both effective oversight and internal control. This Thematic Brief addresses the latter by examining internal control systems used in Euro-Atlantic countries.

In the fourth brief in our Germany and Baltic Security series, we turn our attention to the meaning of Germany’s bilateral relationships. Here, Marko Mihkelson examines the German-US relationship. The health of this relationship is vital for Baltic security, but it has sometimes been turbulent. Berlin’s refusal to support Washington’s invasion of Iraq caused a deep and long-lasting fracture. More recently, their relations have been troubled by Donald Trump’s attacks on Germany, especially over defence spending and the trade imbalance, and by energy politics. To the surprise and disappointment of the Baltic states, President Biden, looking to restore US-German relations, cancelled the Trump administration sanctions that had prevented the completion of the Nord Stream 2 pipeline. With Russia again threatening Ukraine, what to do with Nord Stream 2 is now a question for Germany’s new chancellor. Meanwhile, there is little to suggest that Berlin will meet Washington’s expectations for improving defence spending any time soon and diverging US and German policies towards China present fresh challenges to their relationship. It Is vital that Germany recognises, when it deals bilaterally with the US, that it is unavoidably acting as a representative of its European allies too.

In this Brief, Kristi Raik explores the profound changes in the EU’s and NATO’s Russia strategy following the invasion of Ukraine. Russia is now approached as an adversary and existential threat not just to Ukraine, but to European and international rules-based security order. She highlights two major factors – enhancing Ukraine’s and NATO’s defence vis à vis Russia and isolating the Russian economy from the West – as key elements of an emerging new Western strategy. First, military force is now seen as an essential element in containing and pushing back Russian aggression. A considerable increase of NATO’s presence on its eastern front and extensive military aid to Ukraine both indicate a new approach. The previously widely held view that European security was improved by constraining Western military presence and involvement in Russia’s neighbourhood has proved untenable. Second, the EU and more broadly the West is reassessing its economic ties with Russia. The post-Cold War Western belief in positive economic interdependence as a tool to promote not just economic development and liberalisation, but also the spread of democracy and peace, is broken. The EU’s dependence on Russian fossil fuels has turned into a geopolitical vulnerability that the Union is gradually trying to diminish through sanctions.

ICDS is introducing a series of policy briefs “Germany and the Security of the Baltic States”. In the first brief, introducing the series, Toms Rostoks sets out in broad terms what Estonia, Latvia and Lithuania would like Germany to contribute to Baltic security and assesses the prospects for achieving this. Germany plays a major role in the security of the Baltic region and, especially, of the Baltic states. Although the Baltic states would favour Germany taking an even more prominent role, there are obstacles to this due to its very different views on issues such as military power, Russia and European defence integration. Germany’s military power is, by policy choice, limited. Its willingness to use that power, even for the purposes of deterring Russia, is still more limited. More broadly, Germany seems to assume that the worst excesses of Russia’s behaviour can be tamed through dialogue and interdependence. European defence cooperation, however, offers an opportunity for Germany to build a stronger military without raising concerns about its actions. In the long term, the Baltic states expect Germany to play a robust role in the region and to more efficiently counter Russia’s policy, but in the short-term their objective would be to ensure that Germany’s commitments to their security do not decrease.

In the second brief in our “Germany and the Security of the Baltic States” series, Justinas Juozaitis considers Germany’s contribution to NATO from a Baltic perspective and looks at what might change under Chancellor Olaf Scholz. Germany’s contribution to NATO’s collective defence and deterrence, including in the Baltic region, is substantial, but does not match what might be expected given its economic strength. The Bundeswehr already struggles to meet its commitments to the Alliance and recent increases in the defence budget have not translated into major improvements in capability. Germany will most likely not meet in full the promises it has made to enhancing collective defence. Even then, the new government will have to face decisions that will be unpopular with the public, and within their own coalition. Germany’s continued political support for deterrence in the Baltic region will likely continue, but its own military contribution will probably be smaller than promised.

Post-shipment on-site inspections and international assistance in physical security and stockpile management (PSSM) have different scopes and objectives. On-site inspections allow exporting states to check exported military materiel to ensure that the importer is complying with its commitments, while PSSM assistance aims to improve states’ weapons and ammunition management systems. However, both instruments allow foreign specialists to visit a state’s weapons and ammunition storage facilities and enable information gathering to assess their integrity and identify possible diversion risks. This SIPRI Policy Brief highlights how building informal linkages between these instruments, especially with regard to states and actors that conduct inspections and are involved in funding or implementing PSSM assistance, could contribute towards establishing more comprehensive forms of post-shipment cooperation. In addition, applying lessons learned from PSSM assistance in terms of gaining access to states’ facilities, cooperating with the beneficiary importing states, and identifying limitations and opportunities associated with the use of tracking technologies could help to address some of the challenges encountered when conducting on-site inspections. PSSM assistance programmes could also include modules to raise awareness about on-site inspections and be a source of expertise that could assist states when implementing these controls.

The surge of artificial intelligence (AI)-enabled technologies has triggered global debates on the potential risks and opportunities of the use of these technologies to enhance societies’ prosperity, security and well-being while ensuring human control and safeguarding fundamental rights. In the area of security, AI has the potential of making key sectors, such as predictive policing, counter-terrorism or border management more efficient, just and humane. At the same time, the risks inherent to AI in the security sector have raised numerous concerns regarding surveillance and data protection, human rights and civil liberties, or the prospect of an arms race in autonomous weapons systems, which have overshadowed debates on opportunities. The Middle East and North Africa (MENA) region presents particular challenges in this equation. On the one hand, the region’s myriad security challenges could greatly benefit from a booster in security-related problem-solving efficiency. On the other, ethical and legal considerations gain particular weight in a region largely governed by authoritarian rulers and with a weak rule of law, as these conditions prevent thorough AI governance and the necessary checks and balances to avoid authoritarian abuse of the ample opportunities presented by AI. This collection attempts to approach the questions and dilemmas raised by AI in Middle Eastern security through a European policy lens. Zooming in on AI in border management, surveillance, defence and regulation, exploring both risks and opportunities of this set of technologies for the fragile security of the MENA region, each chapter draws conclusions for future European Union (EU) policy and cooperation with MENA partners on AI.

86. Al-Shabab in Mozambique: Taking Stock of an Insurgency Under Cover

Since the first attack in October 2017, Mozambique has been confronted with an extremist insurgency called Ansar Al-Sunna Wa Jamma (ASWJ), also known as Al-Shabab (not to be confused with Al-Shabab in Somalia). The alleged Jihadists targeted the Mozambican coastline and have carried out indiscriminate attacks in the Northern province of Cabo Delgado, with the capture of coastal towns Mocimboa Da Praia in 2020 and Palma in 2021 being important markers for the insurgents. The intense five-year conflict has resulted in 4,000 people dead and 800,000 Internally Displaced Persons (IDP), roughly half of the province. Abstract:
As violent attacks targeting civilians in the Sahel region of West Africa are mounting, allegations of abuses perpetrated by Sahelian armed forces share the news with attacks committed by non-state armed groups. This brief analyses the main shortcomings within the governments of Mali, Burkina Faso and Niger with regard to ensuring meaningful Protection of Civilians (PoC) from their own security and defence forces. It finds that formal, structural measures to address state security forces’ abuse of civilians is lacking in all three states, although some promising initiatives to build trust between security forces and civilians have been held on a local level. On a regional level, the OHCHR-mandated Human Rights Compliance Framework, which has partially been adopted by regional force Force Conjointe – G5 Sahel (FC-G5S), represents an example of a mechanism that could ensure better protection of civilians both for the region, and on a national level. However, the advent of Russian paramilitary group Wagner in Mali and the most recent massacre of civilians in Moura is challenging all optimistic forecasting.

This year marks the 20th anniversary since the establishment of the Peace and Security Council (PSC) of the African Union, the AU’s principal decision-making body for promoting peace, security, and stability in Africa. This brief examines the patterns and trends that have emerged during the past two decades of PSC elections and finds that African governments persistently elected autocrats and states experiencing violent conflict to serve on the PSC, thus undermining the AU’s principles. This pattern risks skewing PSC decision-making in unhelpful ways, undermining effective crisis management, and making it difficult to uphold the AU’s stated norms and principles.

Since the decision to accept Croatia as a candidate member in 2011, the debate in the European Union about its enlargement has been rather subdued. But in 2022, after the bloody invasion of Ukraine by Russian troops, the new European security architecture that the EU (and NATO) tried to build after the end of the cold war has been profoundly shaken. We thought we could manage our ambiguous relationship with Russia and the European members of the ex-Soviet Union through dialogue and economic partnerships. We underestimated the urgency of stabilizing the Western Balkans through EU accession. After membership was offered to Croatia, gestures have been made – more bureaucratic than political – to negotiate the accession of other Western Balkan countries. But ‘enlargement fatigue’ fast developed – ignoring the fact that Russia and China were growing as non-democratic competitors and that Turkey was drifting out of the Western values system. Time has come now to redraw the map. The EU, NATO and the G7 reacted to the Russian aggression in Ukraine with a spectacular show of unity. In the European Council of June 24, 2022, candidate status has been offered to Ukraine and Moldova as well as a membership perspective to Georgia, and a meeting with the leaders of all Balkan countries has revived their hope for a reinvigoration of their own accession. Even if the war in Ukraine is still ongoing, it is time to prepare public opinion in the EU to this new approach to enlargement policy – starting with the fulfilment of the promises we made to the Western Balkans countries as early as in 2003 at the Thessaloniki summit. Looking also where the enlargement of the EU should end, in order to restore as best as possible ‘stability’ on the continent, the aim of the European project from the start. The basic premise that has to be kept in mind from the outset, is that the launching of the European community, its transformation into a Union, and its step by step enlargement, contrary to what Vladimir Putin pretends, has nothing to do with imperialism – nor a secret American plot to prolong or revive the cold war. It aims only at reinforcing the stability of the continent. The purpose of this article is to demonstrate this premise through the history of EU enlargement, and to look at how future steps in this direction could make this happen.

The relationship between Turkey and the European Union has never been easy. It is now affected by the activism of Ankara’s foreign policy, conducted in disregard of international law. Turkey remains, however, an important partner for the EU, as it is still officially a candidate for membership (since 1987) and in the Customs Union (since 1995). It impacts the EU, both in its internal (immigration, trade, other common policies) and external policies (through its gunboat diplomacy against two Member States (Greece and Cyprus) and countries eligible to the European Neighbourhood Policy). Moreover, the impact of the war in Ukraine will affect relations between Brussels and Ankara. In the face of Turkish activism, the EU lacks the capacity to anticipate and react, a problem that concerns not only its relations with Turkey, but its overall neighbourhood and association relations with its periphery. In the framework of the work on the neighbourhoods of the European Union (EU) carried out by the Institute for European Studies of the University of Saint-Louis and following its Annual Conference, with the aim of contributing to a better account of the Union’s relations with its periphery, the working group “Turkey” presents its elements of analysis in the run-up to 2023, which will be marked both by the centenary of the Republic and by long-awaited elections. Although much of this work was done before the outbreak of the war in Ukraine (24 February 2022), it has lost none of its relevance. One might even think that a stronger EU attitude towards Turkey in 2018-2020 might have made the Kremlin think twice. Faced with Turkish bellicosity in the eastern Mediterranean, the weakness of European reactions may have convinced Moscow that it could act with impunity against a country that is a member of neither the EU nor NATO.

The 2,340 odd teacups have been rearranged in their cupboards, and sobriety has returned to the Great Hall of the People. What is the national and international impact of the 20th CCP Congress that was concluded on Saturday, 22 October 2022? Stability is the key word. When the People’s Republic of China (PRC) was founded in 1949, the country’s first and major concern was to be recognized as a nation state on an equal par with others in the post-World War II world order. As the Western world recognized the nationalist government of the Republic of China (Taiwan) as the legal government and representative of “China” in the United Nations, the PRC turned to the Soviet Union for support, despite earlier ill-fated cooperation between the Communist Parties of the two countries. On 14 February 1950, Mao Zedong and Joseph Stalin concluded the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance. The disastrous outcome of Mao’s “Great Leap Forward”, however, brought the “friendship” to a premature end.

From September to December 2022 Belgium is chairing the OSCE Forum for Security Cooperation. Whilst political gridlock has plagued the organisation before, the ongoing Russian war against Ukraine has now plunged the OSCE in an existential crisis. This bodes badly for the European security architecture and the multilateral rules-based order in general. This Egmont Policy brief reviews the risk of a full breakdown in the functioning of the OSCE, analyses the multiple reasons for keeping the organization alive, and discusses several avenues by means of which the Belgian chairpersonship can contribute to such an outcome. Irrespective of the way in which the Russian-Ukraine war eventually concludes, the OSCE provides a unique framework for managing the post-war aftermath and reconstituting a novel arms control regime over the longer term.

94. The New Force Model: NATO's European Army

At the June 2022 Madrid Summit, NATO leaders gave the green light to transition to a New Force Model (NFM) in the course of 2023. The avowed aim is to create a pool of 300,000 troops in a high state of readiness (as opposed to some 40,000 today), and to pre-assign these to specific defence plans. This is very ambitious (as well it should be), all the more so because these will mostly be European troops. Is NATO building a European army? The rationale behind the NFM is that to be able to respond to all eventualities, the NATO military commander, SACEUR, requires a better view of the available forces, and their state of readiness, beyond the 40,000 currently on rotation at any one time in the NATO Response Force (NRF). Hence the NFM provides for the organisation of forces in three tiers: 100,000 troops in tier 1 should be available within 10 days; 200,000 more in tier 2 within 10 to 30 days. Adding to the existing scheme of pre-deployed battlegroups in the Baltic states, Bulgaria, Hungary, Poland, Romania, and Slovakia, some additional tier 1 and 2 forces will be pre-deployed on NATO’s eastern flank, on a rotational basis, but probably not substantially so. More importantly, NATO aims for all tier 1 and 2 troops to be assigned to specific geographic defence plans for which they can then train. Tier 3, finally, provides for at least 500,000 troops more within one to six months.

The events in Ukraine have prompted NATO allies to accelerate the expansion of their military capabilities to deter further Russian aggression, resulting in an increased political will to reinforce conventional deterrence. While we are certainly in favour of strengthening a long neglected defence, this paper aims to point out some pitfalls in policymaking, associated with the blindly adapting of the (future) force generation process to the events in Ukraine. The course of the conflict, and the consequences that stem from it should prompt us to reflect more thoroughly on the security challenges Western countries are most likely to face.

War is an instrument of policy. Those who lose sight of the policy objectives, or keep shifting them, rarely do well in war. The European Union and its Member States (and NATO) are not directly involved in Russia’s war against Ukraine, but they have unleashed a major geoeconomic offensive in response to Putin’s geopolitical gambit. They too, therefore, have to define precise objectives, and prepare for the new geoeconomic and geopolitical world that will inevitably result from this war. First, rerouted supply chains will create new challenges and dependencies for the EU. Second, instability in other states, as a consequence of the disruptions in the global economy, may indirectly also affect the EU. Finally, long-term relations with Russia obviously have to be reassessed, but relations with China and the alliance with the US are evolving too.

By launching a war against Ukraine, right on the borders of the European Union, Russia has unleashed the strongest push to strengthen Europe’s defence since the end of the Cold War. Only its initial, 2014 invasion of Ukraine came close to having such effect. NATO has activated its defence plans and deployed forces on the borders with Russia. Just about every state in Europe has announced increased defence spending. And the EU finalised its Strategic Compass, its first ever defence strategy, with a much increased sense of urgency and purpose. The role of the EU in linking up national announcements and NATO targets is crucial, in fact, by providing a framework to align the efforts of the EU Member States, and by ensuring that the EU’s own indispensable targets are incorporated.

Turkey’s long-term search for strategic autonomy, shifting global power relations, and Central Asian governments’ desire to foster multi-vector foreign policies have prompted Turkey to successfully intensify its activities in Central Asia. From the 1990s onwards, Turkey’s activism in Central Asia has strengthened cultural, trade, and diplomatic relations. Its multilateral coordinating body, the Cooperation Council of Turkic Speaking States, is being further institutionalized into the Organization of Turkic States. Turkey’s potential for acquiring a greater role in the region is limited. Its economic engagement remains modest, and Central Asian states’ responses to the Taliban takeover in Afghanistan indicate that Russia and China remain the region’s preferred security partners. Although Turkey, China, Russia, and other external actors compete in Central Asia, no full-fledged confrontation has taken place in the region so far. Turkey’s new initiatives are unlikely to change this dynamic, as long as they are conducted in the spirit of inclusive multipolarity.

Since the start of Putin’s third presidential term in 2012, geopolitical competition has also become rooted in the Nordic region, and small states’ room for manoeuvre in security policy has shrunk. In Russia’s view, maintaining ‘good neighbourly relations’ is primarily the responsibility of small states that always need to negotiate the limits of their sovereignty with great powers, such as Russia. From the Nordic point of view, the relations may require walking on eggshells. Prior to 2014, Norway was often mentioned among Russia’s ‘good neighbours’, but now Russia regularly calls off its policy of ‘reassurance and deterrence’. There are increasing signs that, in Russia’s view, a ‘good neighbour’ should refrain from extensive security collaboration and training with NATO and the US. Hence, Finland and Sweden cannot wholly avoid political tension with Russia merely by staying outside of the Alliance.

100. Germany’s shifting policy towards Russia: The sudden end of Ostpolitik

A reassessment of Germany’s relations with Russia started after the annexation of Crimea in 2014, and was catalyzed by several offensive actions taken by Moscow, including hacking attacks against the national parliament, disinformation campaigns, as well as an attempt on the life of Russian opposition politician Alexei Navalny. The new German government, formed following the September 2021 Bundestag election, is different from its predecessors in all important respects regarding foreign policymaking towards Russia. The Chancellor, the governing coalition, as well as the composition of the parliament have all changed. These changes have been pushing Germany towards a gradual reconsideration of its traditional Ostpolitik, which perceived mutually beneficial economic cooperation with Moscow as a guarantee of stability and predictability in Europe. Russia’s full-scale war against Ukraine, launched on 24 February, marks the point of no return. The war made Berlin cross several important red lines of German foreign policy, such as agreeing to very heavy sanctions against Russia, halting the Nord Stream 2 pipeline, and delivering weapons to Ukraine. This de facto marks the end of Ostpolitik.
