The Palestinian intifada against Israel, this week entering its fifth year, has wreaked havoc on both Israelis and Palestinians. In Palestinian quarters, it has provoked considerable soul-searching about the wisdom of resorting to terrorism as a tool in the confrontation with Israel. Yasser Arafat remains the Palestinians' paramount political leader, though his standing is diminished at home and abroad. Israel managed to considerably reduce the level and volume of terror against it, but also decided to disengage from Gaza.

Despite being rebuffed again by the Likud Party two weeks ago, Israeli prime minister Ariel Sharon has been undeterred in pursuing disengagement. In publicly broadcast remarks, he informed his fractious parliamentary faction that he was planning to accelerate the timing of his plan for withdrawal from Gaza and four West Bank settlements by holding a cabinet vote not in March 2005, as had been expected, but on October 24 of this year. The actual removal of settlements would follow once the measure passed the Knesset. Having just returned from Israel and the West Bank, I came away with a distinct set of impressions regarding Sharon's motivations, the political levers he believes he has at his disposal in dealing with opponents inside and outside Likud, and the coalition configurations that he is weighing as he pursues his strategy to make disengagement a reality.

Last week, federal authorities in Chicago indicted three senior Hamas members—two of whom were arrested in the United States, while the third remains at large in Syria—on charges of racketeering and (in the case of one defendant) providing material support to terrorists. The indictment marks a watershed in the prosecution of terrorists raising funds and plotting attacks from the United States. It also raises reason for concern: might Hamas now target Western interests?

Today, Israeli society is coming to terms with a similarly acute Jewish extremist threat to the life of a prime minister; this time, however, the target is the Likud Party's hawkish Ariel Sharon. Although the prospect of right-wing Jewish elements targeting a right-wing politician may surprise some, Jewish extremist violence has actually been on the rise over the past several years.

With Palestinian Authority (PA) Prime Minister Ahmed Qurei (a.k.a. Abu Ala) rescinding his recent resignation without gaining any meaningful control over disparate security forces, PA Chairman Yasir Arafat can claim to have won the latest round in the power struggle taking place inside the West Bank and Gaza. Arafat's success is partly attributable to his ability to use a variety of methods to outmaneuver his opponents, as he has done in the past. In addition to intimidating foes and mollifying allies, Arafat has skillfully used his iconic status as a symbol of Palestinian nationalism to retain unquestioned political preeminence. Yet, the more Palestinians are able to distinguish between Arafat the symbol and Arafat the leader, the harder it will be for him to divert criticism.

Abstract:
One of the most serious implications of four years of incessant violence and terrorism is the fragmentation of Palestinian society. Notwithstanding the debate over the impact of the Israeli presence in the territories, Palestinian quality of life cannot improve without radical reform in the structure of the Palestinian Authority (PA), its leadership, and its methods of governance. Indeed, PA Prime Minister Ahmed Qurei cited chaos as the reason for his recent resignation (which he subsequently rescinded). Similarly, on July 21, PA minister in charge of municipal governance Saeb Erekat, stated, "If we can't restore public order and law . . . this will bring the greatest damage to the Palestinian people and their cause. . . . It's the whole social fabric that is collapsing now." According to a June 2004 poll conducted by the Jerusalem Media and Communication Centre, 88.6 percent of Palestinians believe that their government is corrupt, with most respondents stating that this corruption is widespread.

Palestinian Authority (PA) chairman Yasir Arafat is facing a serious challenge to his authority, perhaps the most serious since he arrived in the territories from Tunis a decade ago this month. Yesterday, the Palestinian Legislative Council (PLC) voted by a 43-4 margin to accept the resignation of Prime Minister Ahmed Qurei (a.k.a. Abu Ala), who earlier this week warned he would quit due to the lack of reform in the PA and the lack of authority granted him to halt chaos in the West Bank and Gaza. In doing so, the PLC called for the formation of a new reform-oriented government, a move that could actually serve to strengthen Qurei's position in a power struggle with Arafat. The resignation marks the second time in ten months that a Palestinian prime minister has resigned due to complaints about lack of authority.

The International Court of Justice (ICJ) in The Hague is expected to issue an advisory opinion this Friday, July 9, on the international legality of Israel's security fence. Although advisory opinions are often sought from the ICJ before an international body has made up its mind on an issue, the United Nations (UN) General Assembly referred the matter to the ICJ after it had already condemned the Israeli move. Given the UN General Assembly vote on December 8, 2003, by a ninety-to-eight margin with seventy-four abstentions, a comparable number of states were expected to offer briefs to the ICJ. However, this was not the case.

Abstract:
The International Court of Justice is expected to rule this Friday, July 9, on the legality of Israel's security fence. The Palestinians strongly oppose the security fence, claiming that the fence negatively affects them. Israel is now seeking to address their concerns through a variety of means relating to the route of the fence and to the creation of a humanitarian office to minimize the impact of the fence on the Palestinians. At the same time, it is indisputable that the fence is succeeding in its main objective of minimizing the risk of infiltration to Israel by suicide bombers in the northern West Bank. The entire fence is expected to be completed by the end of next year.

Abstract:
When the IDF withdrew from southern Lebanon in May 2000, Hizballah realized that it had to change direction somewhat, primarily because it had lost its avowed justification (and any hint of international legitimacy) for carrying out attacks from Lebanon. Accordingly, Shaykh Hassan Nasrallah, the group's secretary-general, instantly changed his rhetoric, focusing less on Lebanon and more on Palestinians in the West Bank and Gaza. In one speech, for example, he told Palestinians that it took Hizballah eighteen years to force Israel out of Lebanon, and that they could accomplish the same feat in even less time through armed struggle and suicide bombings.

On June 6, 2004, the Israeli cabinet authorized (by a 14-7 margin) preparations for a possible Israeli withdrawal from Gaza. The authorization called for a final decision to be made about the Gaza settlements by March 2005. In the meantime, Israeli national security advisor Maj. Gen. Giora Eiland is heading a ministerial panel to discuss different aspects of withdrawal. The cabinet vote has triggered changes in Prime Minister Ariel Sharon's government. On the eve of the vote, Sharon fired two ministers from the National Union Party (NU) for opposing the plan. That move led the staunchly pro-settler NU to withdraw entirely from Sharon's government, decreasing his coalition's 68-seat Knesset majority by 7 seats. Following the cabinet vote, a minister and a deputy minister from the pro-settler National Religious Party (NRP) resigned, and both have stated that they would individually leave Sharon's coalition as well. If they do so, Sharon would for the first time preside over a minority coalition of 59 in the 120-member Knesset.

1415. After the Likud Referendum: The Future of the Sharon Government

On May 17, 2004, Israeli justice minister Yosef (Tommy) Lapid addressed The Washington Institute's Special Policy Forum. Mr. Lapid became head of the Shinui Party in 2000. Under his leadership, Shinui has rapidly grown in popularity and is now the third-largest faction in the 120-member Knesset and the second-largest in Prime Minister Ariel Sharon's coalition. The following is a rapporteur's summary of his remarks. Recent polls show that 70 to 80 percent of Israelis support Sharon's Gaza withdrawal initiative. Therefore, they are unlikely to accept the Likud Party referendum of May 2, 2004, rejecting this initiative. At the same time, Israel cannot afford to allow a post-withdrawal vacuum to emerge in the territories, which the Iranians could potentially fill (Tehran supports Hizballah, which in turn supplies Hamas and Palestinian Islamic Jihad [PIJ]). Therefore, the withdrawal initiative must be altered somewhat from its original concept. Such a change would allow Sharon to say that he is accepting the ruling of his party while nevertheless moving forward with disengagement. His Gaza plan may turn out to be a three-stage process that is acceptable to Shinui. In any case, if an alternative formula is not proposed soon, Shinui will be forced to reconsider its participation in the government. We cannot sit idly and hope that Washington holds out on Israel's behalf against the interventionist tendencies—or so-called "goodwill"—of the Quartet. Shinui's formula for conflict management differs from that of both Sharon and the Israeli left, coming as it does from the center of the Israeli political spectrum. Shinui is well aware of the Roadmap's stipulation that measures must be taken against terrorism. Although Israel should indeed resume the reciprocal processes outlined in the Roadmap, it must also recognize that Palestinian Authority (PA) prime minister Abu Ala cannot dismantle Hamas and PIJ under the current circumstances without causing a civil war. Yasir Arafat does not want to make peace. Hence, Abu Ala must unite the PA's sixteen security organizations under one entity, which he should then head rather than allowing these forces to remain under Arafat's leadership. In the past, Shinui opposed talking to Abu Ala until he put a stop to terrorism, but the party has changed its stance for the time being. When Likud rejected Sharon's initiative, Shinui realized that the right was attempting to create a stalemate. Shinui cannot subscribe to any such policy. If these delay tactics continue, international parties may attempt to enter the arena both politically and physically. Israelis must therefore take the initiative to speak with Abu Ala based on the acknowledgment that he is unable to wage a comprehensive fight against terrorist organizations. If Likud does manage to move forward with disengagement in the near term, however, Shinui will rethink its policy toward Abu Ala.

Following Israel's recent raid in Rafah, Turkish prime minister Recep Tayyip Erdogan condemned Israel's actions as "state terrorism" while Foreign Minister Abdullah Gul hinted that strains had emerged in the Turkish-Israeli relationship. In general, Turkey's governing Justice and Development Party (AKP) has lately adopted an alarmingly critical attitude toward Israel. Will Turkey seek to alter its ties with Israel? From an economic point of view, such a development would seem highly unlikely; Turkey ranks thirteenth on Israel's list of trading partners, while Israel ranks ninth among Turkey's trading partners. Yet, the question remains: do the deep economic ties between Turkey and Israel (which also share close political and military relations) provide a reason for optimism that economic initiatives can help improve political relations elsewhere in the region?

Viktor Alksnis, one of the Russian parliament's most strident ultra-nationalists, harshly assailed the Union of Committees of Soldiers' Mothers last week for its recent offer to help promote peace negotiations in Chechnya. Alksnis, a member of the pro-Kremlin Rodina (Motherland) party, called on the federal procuracy to investigate that human-rights movement's sources of funding. A mine exploded in Grozny on July 13 just as a large, highly guarded convoy was passing which included the car of Sergei Abramov, who has of course been acting president of Chechnya's pro-Moscow administration since the assassination of Akhmad Kadyrov more than two months ago. Abramov, who was riding an armored Volga limousine, was not harmed—but one of his bodyguards in an accompanying car was killed and another wounded. Abramov's adviser Andrei Aleksintsev was also seriously wounded. An official of the republic's Interior Ministry told journalists that the mine was probably detonated by a remote control.

Just how passive was the federal military during last month's rebel raid on Ingushetia? Issa Kostoev, who represents Ingushetia in the upper house of the federal parliament, provided further revelations in an interview with Sanobar Shermatova published by the weekly Moskovskie novosti on July 1. According to Kostoev, federal forces were summoned from neighboring Chechnya and Northern Ossetia, but halted at the Ingushetian border, just a few kilometers from the guerrilla attacks. “It's obvious even to someone with no military expertise,” he said, “that the guerrillas were going to have to leave [Ingushetia] in the direction of the Assa Gorge [in southern Ingushetia]; all other routes were closed to them. And that is just what they did. One group escaped to the gorge through the village of Nesterovskaya [near Ingushetia's eastern border with Chechnya], another through Surkhakhi and Ekazhevo [just southeast of Nazran]. It would seem that those were the places where they should have been blocked—but that was not done.

On June 27, a conflict surfaced between Ingushetia's president Murat Zyazikov and his former employer, the Federal Security Service (FSB). According to a report published that same day by the Newsru.com website, the Ingushetian branch of the FSB claimed it learned in advance that a guerrilla raid was being prepared and warned Zyazikov's Interior Ministry. Zyazikov denied the claim, telling the Interfax news agency that “we did not receive any advance information about preparations for an attack by the guerrillas.” The FSB, however, stuck to its position: According to report posted on the Grani.ru website later on June 27, Sergei Koryakov, head of the FSB's branch in Ingushetia, backed his deputy Andrei Konin's earlier claim that the agency received information about the impending attack half an hour before it started. Directly contradicting Zyazikov, Koryakov continued to insist that the FSB had shared this information with Ingushetia's Interior Ministry. Zyazikov, his turn, was quoted by Izvestia on June 28 as holding fast to his own version. He hinted that those who failed to share advance information—“you know who they are”—were guilty either of “treason, or carelessness, or disorderly behavior, or irresponsibility; I think that all of the above were present in equal measure.”

In what appeared to be a bold escalation in tactics and targeting by Chechnya's separatist guerrillas, the headquarters of Ingushetia's interior ministry in the republic's capital of Nazran was seized on the evening of June 21 by gunmen shouting an Islamic slogan popular among those guerrillas. Such a direct infantry assault on such a key central headquarters of the pro-Moscow authorities, as distinct from a suicide truck-bombing or the clandestine planting of a mine, had not taken place for a long time either in Ingushetia or in Chechnya.

Yelena She sternina is not the first Russian journalist to do it, but she has performed a valuable service by bringing the figures up to date. The correspondent for Russky Kurier reported in that newspaper's June 3 issue on a simple exercise in arithmetic: adding up the cumulative total of rebel guerrillas which the federal forces claim to have killed in the various statements of their press spokesmen, and comparing that total with the number of guerrillas who, according to those same federal military sources, are still fighting. It turns out that if the numbers of those ostensibly killed were accurate, there would not be a single rebel fighter left.

Georgia's new government under President Mikheil Saakashvili may be tilting toward Russia on Chechnya-related issues in order to win concessions in other areas. In early May, the Paris-based International Federation for Human Rights sent an open letter to Saakashvili expressing concern over two Chechens living in Georgia, Islam Khashiev and Hussein Alkhanov, who may have been secretly handed over to Russian authorities even though a Tbilisi court had acquitted them of violating border regulations. The two have disappeared and reportedly are now in Russian hands.

Russia's Federal Security Service (FSB; the renamed KGB) appears now to be using a new, stunningly self-defeating tactic to try to forestall possible terrorist attacks: kidnapping widows of Chechen men already killed by those same agencies. A handful of such widows have become suicide bombers, and the FSB is now seizing women for no reason other than that they are widows and therefore might, in theory, become terrorists in the future. According to an April 8 article by Julius Strauss of the London Daily Telegraph, the Russian human rights center Memorial has reported ten such kidnappings in January alone.

According to an Interfax report on March 17, the federal, Chechen and Ingush authorities are continuing with their plans to dismantle the remaining refugee camps in Ingushetia, and human rights activists are continuing to protest that this is a tactic to force refugees to return to Chechnya against their will. Mompash Machuev, deputy head of the Kadyrov administration's committee for refugees, told the news agency that the Sputnik camp in Ingushetia--one of only two that remain in that republic--is to be closed by the end of March, and all its tents dismantled. Lyudmila Alekseeva, head of the Moscow Helsinki Group, commented “I continue to insist that the refugees are returning to Chechnya not voluntarily but because they are being forced to. Those who truly wanted to return have long since done so.”

On September 11, 2001, the world was introduced to a new type of terrorism, one that was truly global in its organization and its impact. In both Europe and the United States, it was immediately clear that an effective response would require new levels of cooperation across the Atlantic and around the world. The initial response was in part military, as NATO invoked its mutual defense clause for the first time ever and a military campaign began in Afghanistan. But equally important was the decision by both the European Union and the United States to boost the capacity of their domestic law enforcement agencies and judiciary to respond to global terrorism and to look for ways to cooperate with each other in doing so. Since then, U.S.-EU cooperation in combating terrorism has been one of the success stories of transatlantic relations.

CTR: How did the idea of the arrest warrant come about? António Vitorino: The 1999 Amsterdam Treaty expressly provided for the replacement of extradition procedures with a fast-track surrender mechanism. The meeting in Tampere that same year [creating an area of freedom, security and justice in the European Union] developed that idea. We have worked on it since 2000 and completed this work in September 2001. We presented our findings to the Council just eight days after the September 11 attacks. Work on the warrant was completed in just two months. The arrest warrant introduces an unprecedented expedited process, which abolishes formal and lengthy extradition procedures. It is based on the principle of mutual recognition of judicial decisions among EU members, that is, a decision of a member state tribunal should be executed in another member state as easily and quickly as possible.

Ambassador Miguel Ruiz- Cabañas: The Conference's declaration encapsulates the main security concerns of the hemisphere such as terrorism, organized crime, the illicit trafficking in persons and arms, poverty, HIV/AIDS and attacks on cyber security. It is a political document, not a legally binding instrument such as a treaty. It will have both a political and a moral impact. I believe that it would be difficult to draft a new treaty. Our approach is similar to such regional organizations that have reformulated their priorities not through a treaty, but through a new political declaration. I must add, however, that the Conference's draft declaration contains a paragraph calling for an assessment of the Rio Treaty to reflect the new security challenges facing the hemisphere. It has been proposed that next year, an expert working group could start meeting to evaluate whether OAS instruments and agreements are working and how they can be improved. The important fact is that, with this Conference and for the first time in fifty years, the region will commit to an updated vision of security based on common values and concerns.

The 1982 UN Convention on the Law of the Sea (UNCLOS) created new maritime law and extended maritime jurisdiction that were ex-pected to justify naval expansion. To some extent this has been so, but another trend is also apparent. Regional navies are concentrating on war-fighting capabilities while existing coast guards are being expanded and some countries are establishing coast guards for the first time. The protection of off-shore areas and resources is a central element of national security for most regional countries and an important consideration in nation building and governance. Coast Guards are emerging as important national institutions in Asia and the Pacific with the potential to make a major contribution to regional order and security. This development reflects a concern for coop-erative and comprehensive security and will facilitate regional maritime cooperation and confidence building. It is a positive factor for regional order and security and may constitute a revolution in maritime strategic thinking.

The European Security Strategy (ESS) adopted as the basis for an EU Strategic Concept at the Thessaloniki European Council on 20 June is intellectually coherent, holistic and sufficiently flexible to enable the EU to adapt effectively to the changing security environment. It directly addresses the US priorities of international terrorism and weapons of mass destruction (WMD), proposing concrete steps within a broad framework. Moreover, should member states muster sufficient will to agree a Security Concept in December 2003, this will represent an important moment in the evolution of the EU-US strategic partnership. It remains to be seen, however, whether this will deliver effective multilateralism, an institutionalised and equitable dialogue with the US and the capabilities required for decisive and rapid responses to international crises.

1464. Saudi Arabia's Dubious Denials of Involvement in International Terrorism

Saudi Arabia's past involvement in international terrorism is indisputable. While the Bush administration decided to redact 28 sensitive pages of the Joint Intelligence Report of the U.S. Congress, nonetheless, Saudi involvement in terrorist financing can be documented through materials captured by Israel in Palestinian headquarters in 2002-3. In light of this evidence, Saudi denials about terrorist funding don't hold water. Israel retrieved a document of the International Islamic Relief Organization (IIRO) which detailed the allocation of $280,000 to 14 Hamas charities. IIRO and other suspected global Saudi charities are not NGOs, since their boards of directors are headed by Saudi cabinet members. Prince Salman, a full brother of King Fahd, controls IIRO distributions "with an iron hand," according to former CIA operative Robert Baer. Mahmoud Abbas, in fact, complained, in a handwritten December 2000 letter to Salman, about Saudi funding of Hamas. Defense Minister Prince Sultan has been cited as a major IIRO contributor. It was hoped, after the May 12 triple bombing attack in Riyadh, that Saudi Arabia might halt its support for terrorism. Internally, the Saudi security forces moved against al-Qaeda cells all over the kingdom. But externally, the Saudis were still engaged in terrorist financing, underwriting 60-70 percent of the Hamas budget, in violation of their "roadmap" commitments to President Bush. Additionally, the Saudis back the civilian infrastructure of Hamas with extremist textbooks glorifying jihad and martyrdom that are used by schools and Islamic societies throughout the West Bank and Gaza Strip. Ideological infiltration of Palestinian society by the Saudis in this way is reminiscent of their involvement in the madrassa system of Pakistan during the 1980s, that gave birth to the Taliban and other pro bin-Laden groups.

Israel and the PLO have been confronting each other according to completely different paradigms of conflict. Since the late 1960s, the PLO has adopted a "people's war" paradigm that continued to guide its policies even after the signing of the 1993 Oslo Accords. According to the "people's war" paradigm, borrowed from Marxist-Leninist traditions in China and Vietnam, conflict is waged on both the political and military levels, but for militarily weaker guerilla groups, political conflict is more important, especially the delegitimization of an adversary and the division of his society. Prior to 1993, Israel largely responded to the PLO militarily as a terrorist threat, but not politically. After 1993, with the PLO "renouncing" terrorism, Israel embraced the PLO leadership and ignored the signs that the PLO was still engaged in political warfare against it (incitement, reluctance to alter PLO Covenant, UN votes, textbooks). Israeli governments later complained about these symptoms of political warfare, without identifying the cause. Established Israeli traditions place undue emphasis on the narrowly-framed military approach to the detriment of the political, which leaves Israel particularly vulnerable to broad-based strategic deception. Israeli policy-makers must reexamine the assumptions upon which they have based political and military policy over the last decade.

The record of formal efforts to negotiate peace in protracted ethno-national conflicts (Balkans, N. Ireland, Sri Lanka, etc.) is not encouraging. Israel needs a serious insurance policy, in the form of unilateral separation, to minimize vulnerability to another and potentially more deadly terror campaign, should the "roadmap" fail. The construction of a separation barrier is supported by over 70 percent of the Israeli public, representing a broad consensus from across the political spectrum that favors a physical barrier blocking access to Israeli cities in order to prevent a resumption of the Palestinian terror campaign of the past three years. Political separation will also promote a two-state solution, allowing Israel to remain a culturally Jewish and democratic society while fostering Palestinian sovereignty. Key policy issues concern the pace of construction and the route to be taken for the remaining sections. While options range from a minimalist 300 km line to a 600 km alternative that would include most Israeli settlements, a pragmatic middle route including settlement blocs like Ariel and Gush Etzion may provide the optimum mix under present circumstances. If the Palestinian security framework proves its capabilities in preventing terror, and political negotiations on borders progress, the barrier can be relocated.

The roadmap has significant roots in the UN, an organization long understood as biased against Israeli interests and Jewish well-being in general. Examples include the work of the UN "Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories," established in 1968, and the UN "Committee on the Exercise of the Inalienable Rights of the Palestinian People," created in 1975. There is a pressing need to clarify with the American administration what attributes of sovereignty will not be accorded a Palestinian state with provisional borders prior to final status negotiations. Israel must reassert that its consent is necessary for any decision affecting its essential interests. An American commitment to object to any unilateral declaration of independence should be immediately forthcoming and clearly understood by the parties. The UN and the European Union must be kept out of any monitoring and assessment function. Recognition of a fundamental breach, and the ability to apply the necessary consequences, require that precise and public monitoring by Israel start now.

The quest for defensible borders has been an axiom of Israeli governments since 1967 on the basis of UN Security Council Resolution 242. Defensible borders for Israel has been explicitly backed by Washington since the Reagan administration. In Rabin's last Knesset address he made clear that Israel "will not return to the 4 June 1967 lines." He insisted on a map including a united Jerusalem, the settlement blocs, and the Jordan Valley. In 2003, Israeli planners will have to operate under the assumption that the dismantling of the Palestinian terrorist infrastructure will be incomplete, and should a Palestinian state nonetheless be established, its complete demilitarization will not be reliable. During the Oslo years, the Palestinian leadership was in material breach of the military clauses of the Interim Agreement, seeking to import illegal weaponry like SA-7 shoulder-fired anti-aircraft missiles and manufacturing Qassam rockets. Many of the same security figures who breached Oslo now serve the government of Mahmud Abbas. Moreover, fundamentalist groups like Hamas that mentioned the Islamic term hudna, for cease-fire, understood that it means a truce that is maintained until the balance of power changes. This means they will seek rearmament; Israeli military intelligence was, in fact, reporting that Hamas had accelerated production of Qassam rockets in early July. In their pronouncements, Hamas and Islamic Jihad have even used a weaker term: ta'liq - a temporary cessation of hostilities. In the wake of the decline of the threat from Iraq, Israel will require defensible borders to meet the growing lethality of the Palestinian threat, backed by the assistance of Iran, Syria, and Saudi Arabia. The Bush administration should provide Israel with assurances concerning defensible borders as it seeks Israel's acquiescence to the creation of a Palestinian state.

In recent decades, municipalities and governments in all parts of the world have struggled with illegal building. However, compared with the incessant denunciation of rather infrequent demolitions by the Jerusalem Municipality, there has been nearly a complete lack of publicity when other governments demolish illegal structures. Those who complain that many Arabs cannot afford housing in Jerusalem ought to recognize economic reality; Jewish residents of Jerusalem who also cannot afford the high cost of housing find it necessary to move to the periphery of the city where housing is more affordable. In New York, nobody would excuse or tolerate people building illegally in Central Park, whatever their attachment to Manhattan or however large their family. Even the Palestinian Authority has demolished houses constructed illegally. Particularly refreshing was PA leader Sari Nusseibeh's statement that the "gangs that build illegally on land that does not belong to them should be thrown into jail," and that "Nobody in their right mind is in favor of illegal building."

The impending renewal of Arab-Israeli contacts after the Aqaba summit is an appropriate occasion to reassess one of the weak points of Israel's information effort. At the 1991 Madrid Peace Conference, then Deputy Foreign Minister Binyamin Netanyahu "broke the ice" with scores of Arab reporters when he provided articulate explanations of Israel's positions. Eytan Bentsur, Director General of Israel's Foreign Ministry at the time of Madrid, saw Israel's "paternalistic" approach to the Palestinians at Oslo as contributing to the ultimate collapse of the peace process. The launch of Arab satellite television in 1994 provided Israel with direct access to millions of Arab and Muslim viewers throughout the Middle East. Prime Minister Sharon's foreign media advisor, Raanan Gissin, is regularly interviewed on the leading Arab channels. Despite the high standards of news programming on Israel's new Arabic-language Middle East Satellite Channel, it is not widely viewed in the Arab world because it is recognized as an Israeli government operation. ArabYnet, an Arabic translation of the popular Ynet news website of the Israeli Hebrew daily Yediot Ahronot, has become one of the most popular Arabic language websites on the Internet, with nearly a million unique monthly users. It is a commercial site that presents an Israeli point of view but with no particular political agenda.

1471. The Psychological Framework of Suicide Terrorism

Since 1993, attempts have been made to portray Palestinian-Arab perpetrators of suicide bombings as desperate individuals understandably coping with a difficult situation, in effect, transforming the attackers into victims, and thus diminishing the impact of one's revulsion at such attacks. The use of the “bomber as victim” model has led others to similarly view, and incorrectly justify, the motivations behind Palestinian-Arab suicide bombers. Yet, in fact, individual psychopathology or personal feelings do not appear to play any significant role. Unlike other groups that have used suicide as a political or military tool, only in the case of Palestinian-Arab terror has there been an attempt to personalize the perpetrator as a victim of uncontrollable psychological and motivational forces that forced such extreme behavior. It is actually group dynamics that reinforces behavior within a Palestinian-Arab culture where suicide bombers are viewed as heroes whose faces are prominently displayed on public posters and where families of bombers are showered with both respect and financial reward.

International news organizations covering the Arab-Israeli conflict frequently refer to international agreements and resolutions in ways that are prejudiced against Israel's legal rights and claims. Frequent references to Israel's legal obligation to withdraw to the pre-1967 borders are inconsistent with UN Security Council Resolution 242 and the Oslo Accords. Neither the Oslo Declaration of Principles of September 1993 nor the Oslo II Interim Agreement of 1995 require either Palestinians or Israelis to refrain from the construction of settlements, neighborhoods, houses, roads, or any other similar building projects. References in the news media to “occupied Arab East Jerusalem” reflect an underlying assumption that eastern Jerusalem has always been an Arab city like Damascus or Baghdad, ignoring the fact that Jerusalem has had an overwhelmingly Jewish majority as far back as the mid-nineteenth century. Despite UN Secretary General Kofi Annan's announcement on 25 July 2000 that Israel had fully implemented UN Resolution 425 when it unilaterally withdrew from southern Lebanon, news organizations have continued to refer to the Shaaba Farms, located on Israel's side of the border with Lebanon, as “disputed.”

About 35,000 Christians live in the West Bank and 3,000 in Gaza, representing about 1.3 percent of Palestinians. In addition, 12,500 Christians reside in eastern Jerusalem. In just two years the Bush administration has squandered the sympathy our country received from the rest of the world in the wake of the September 11 attacks, when the French daily Le Monde declared "We are all Americans now." Without reducing the threat of international terrorism, the administration has pursued a bullying form of unilateral militarism, which has belittled the United Nations, lampooned traditional allies, and offended Muslims around the globe. These actions have made Americans less secure and the world a more dangerous place. In Iraq, the unauthorized invasion and ill-conceived occupation have broadened the recruitment base for extremist organizations, created a magnet for terrorist infiltration, and increased the risks of terrorist attack at home and abroad. U.S. troops face continuous attack there and in Afghanistan. The enormous military, economic, and political costs of occupying Iraq are depleting American power and global leadership.

The Anglo-American proposal now before the Security Council calls for an immediate end to UN sanctions. Abstract:
Since the tragic events of 11 September 2001, much has been said about potential links between the fight against terrorism and peace-building. In the meantime, the fight against terrorism and peace-building have, by and large, continued to be implemented separately and by different sets of actors. The events of 11 September might have led the world's leading states to reassess terrorism as a security threat, but could hardly fundamentally alter the nature of peace-building operations and tasks, from institution- and democracy-building to post-conflict recovery and reconstruction. It is not surprising that the way the threat of terrorism is addressed by actors involved in peace-building activities is often limited to its possible effect on the security environment for their operations. It is thus seen as a problem to be solved either by the security component of the mission, or by an ad hoc international security force, or by national security structures (if any). A certain reserve towards the fight against terrorism on the part of the peace-building community is not without foundation, and may be seen as a natural reaction to the declaration after 11 September 2001 of a global 'war on terrorism' which goes far beyond traditional anti-terrorist priorities and needs. In fact, many of the adverse effects of this global campaign stem precisely from a lack of clarity about its nature and operational goals.

Nuclear arms control is often considered not worth the effort now that the Cold War is over. But the nuclear threat is anything but over. Several thousand strategic nuclear weapons remain on hair-trigger alert in U.S. and Russian arsenals. Many more are insecurely stored. Though the arms control problem needs to be faced by both countries, neither one has the stomach for another Cold War–style, 500-page treaty like START I. The new model is the 2002 Moscow Treaty—a simple, three-page commitment to reduction. Such short treaties now make sense because both countries have many ways to know what is going on inside each other's nuclear arsenal. START I is still very important, but it is no longer the only tool in the box. Today, Washington and Moscow can relegate negotiated treaties to a few essential fronts and pursue exciting, innovative arms control efforts involving threat reduction and technical cooperation.

China's economy is four times the size of Taiwan's and apparently growing at a faster rate; that economic disparity between China and Taiwan could eventually lead to a military disparity as well. Nonetheless, even an informal U.S. security guarantee for Taiwan against nuclear-armed China is ill-advised. Taiwan is not strategically essential to America's national security. Moreover, China has significant incentives to avoid attacking Taiwan. Perhaps the most crucial is that hostile behavior toward Taiwan would jeopardize China's increasing economic linkage with the United States and other key countries.

As war with Iraq becomes imminent, U.S. military readiness takes center stage. Concerns about readiness focus not only on our ability to successfully attack Iraq but on our ability to defend U.S. forces against an enemy regime that, if its existence is threatened, could have every incentive to use weapons of mass destruction. In any war with Iraq, military experts worry most about attacks with chemical and biological weapons. They have reason to worry, given the U.S. military's lack of preparedness for such attacks.

A U.S. government team is in Ankara today for talks with members of the Turkish military and intelligence services regarding the future of the Kurdistan Workers Party (PKK), an organization on the State Department's Foreign Terrorist Organization (FTO) list. On September 2, 2003, the PKK, whose past attacks have cost Turkey 35,000 lives, renounced a unilateral ceasefire it had declared in February 2000. This is a dangerous development for three reasons. First, PKK violence could throw Turkey back into the political maelstrom of the 1990s, and it is in Washington's best interests to help preserve democratic Turkey's stability. Second, if the PKK attacks Turkey from U.S.-controlled northern Iraq, where it has an estimated 4,000-5,000 terrorists, this could put Washington and Ankara at loggerheads. Third, Turkey considers joint action against the PKK a sine qua non for U.S.-Turkish cooperation in Iraq; it is unlikely that Ankara will send troops to Iraq unless the PKK issue is tackled. Given all of these reasons, the threat that the PKK poses to U.S. national interests is now at such a level that the organization is a legitimate target in the war on terror. Therefore, it is time to take action against the PKK.

Riots last week in Baghdad and Basra raised questions about Shi'i opposition to the Coalition Provisional Authority (CPA). While the Shi'i community has been relatively quiet compared to the Sunni population, elements of the Shi'i have adopted a consistent position against the CPA, occupation forces, and the appointed Governing Council. If they deem it necessary, those opposed to occupation have the means and motives to move to armed resistance, which would pose a substantial threat to the coalition.

On August 8, 2003, the seventh European Union (EU) reform package went into effect in Turkey, significantly curbing the role of the military in politics. This legislation, passed by the Justice and Development Party (AKP) government on August 4, follows six previous packages adopted since February 2002. Collectively, these reform measures have vastly liberalized the country's political system, facilitating Kurdish broadcasting and education, abolishing the death penalty, and subjecting Turkish courts to the European Court of Human Rights. Turkey now has laws guaranteeing freedom of speech, and the military is no longer the kingmaker in Ankara. As a result, AKP -- a self-styled "conservative democratic" party with an identifiable "Islamist pedigree" -- anticipates that Turkey will pass muster when Brussels reviews its candidacy for EU membership in June 2004. Ankara hopes that the EU will establish an accession calendar, opening the way for Turkey's eventual entry into the union, perhaps within the next decade. These developments are crucial to Turkey's future. Which path will the country take now that the military is stripped of its role as a decisionmaking body? Will the EU open its doors to Turkey?

If Iraq is to rebuild its infrastructure and restore its economy at the pace forecast by the Coalition Provisional Authority (CPA), it will need to bridge a major near-term financing gap by increasing capital inflows from outside the country and simultaneously improving its ability to absorb aid and investment. Oil revenues projected by the CPA budget through 2004 are overly optimistic, and Iraq's capacity to meet the levels of expenditure outlined in the budget are questionable. Without multilateral funding and much improved security and investment environments, Iraqi economic recovery is likely to develop at a slower pace than anticipated.

A surprising summit meeting yesterday in Ankara involving members of the Justice and Development Party (AKP) government, the Turkish General Staff, the Turkish Foreign Ministry, and the Turkish National Intelligence Organization produced an agreement "in principle" to send Turkish "peacekeeping soldiers" to Iraq. From one perspective, if Turkish troops were deployed to Iraq, it could end the period of "strategic pause" between Washington and Ankara in place since March 1, when the Turkish parliament refused to open up a northern front for U.S. troops invading Iraq. There are still political obstacles to Turkish troop deployment -- such as a divided AKP and a fairly reluctant parliament. Moreover, Turkish law requires that parliament authorize sending troops abroad except in the case of international legislation (such as a UN resolution), or a call for help justifying such a deployment, and the Turkish parliament is in recess until October 1. But even before the AKP government determines its position on this issue, a major hurdle will have to be overcome: if American and Turkish troops are to work together in Iraq, they will first have to build mutual confidence, which -- once formidable -- seems to have quickly eroded over the past months. How can this be accomplished?

Recently, the bitterness between Ankara and Washington over Turkey's failure to extend full support to the Iraq campaign culminated in a much-feared quagmire. On July 4, U.S. Army forces detained eleven Turkish special operations troops in Sulaymaniyah, northern Iraq, possibly based on Iraqi Kurdish intelligence that they were planning to harm Kurdish officials in Kirkuk. Fortunately, no shots were fired and no one was hurt in the incident. Still, the fact remains that U.S. troops arrested soldiers from Turkey, a NATO ally viewed as one of America's staunchest friends until late 2002. Moreover, the Turks were allegedly conspiring against Kurds, America's best friends in Iraq. How to interpret this unpleasant episode? What can be done to prevent similar incidents in the future? Most important, can the United States and Turkey move forward in northern Iraq?
