- Muqtada Al-Sadir, the Shiite Cleric Grandmaster, is playing to win; whatever the expense. In the build-up to the game, the Sunnis got their act together and seized the opportunity to become the main winners of the first round. However, the Kurds entered the fight on one leg, lost sight of the bigger picture and intensified their internal power rivalry. This has already proven costly for the Kurdistan Region of Iraq (KRI), and if they keep on as they started, the second round will be even dearer. Fortunately, it is not too late to minimise their losses or even end up winning future rounds. To do this, they need to take into account the complex power dynamics within not just the Shiite component of Iraq (Shiite House), but also the Shiite ‘Universe’ inside and outside Iraq.

3. Genocide in Xinjiang: Centering Uyghur Human Rights in US Policies Toward China

- Acts of genocide are currently underway against the Uyghur people in the Xinjiang Uyghur Autonomous Region of northwestern China, also known as East Turkistan. As part of a campaign of persecution and cultural eradication, Chinese authorities have, according to former detainees and prisoners, subjected millions of Uyghurs and other minorities to rape, torture, forced labor, arbitrary detention, involuntary abortion and sterilization in state-run facilities, and the separation of around half a million Uyghur children from their families. Although both Republicans and Democrats in the United States have acknowledged these horrifying acts as genocide, the rest of the world has been slow to follow, whether because they find the evidence to be inconclusive or because they are reluctant to antagonize China. Regardless, now that the Biden administration is on record declaring the actions of the Chinese government to be genocide, the United States has a legal and moral obligation to do what it can to end the mass atrocities that the Chinese Communist Party (CCP) is committing against the Uyghur people. While both the Trump and Biden administrations and Congress have already taken steps to address this human rights disaster, more can and should be done to defend the Uyghur people, address their humanitarian needs, promote accountability, and ensure that individuals and entities within the United States—including private businesses—are not complicit in the abuses underway. A strong response to the ongoing genocidal campaign would send a powerful message to Beijing that America will not tolerate efforts to destroy ethno-religious groups, either as a whole or in part. Conversely, failure to act would render the Convention on the Prevention and Punishment of the Crime of Genocide (which the United States ratified in 1988) and its implementing legislation null and void. Through the three Cs—competition, confrontation, and cooperation—the Biden administration can act in coordination with US friends and allies abroad to end these atrocities. The Biden administration is now on record as recognizing this repressive campaign as genocide, a move that must trigger a response toward Beijing that departs from business as usual. Although China’s significant global influence supports the assumption that effective levers to influence its behavior with respect to human rights issues are lacking, international attention and pressure have already caused Beijing to backpedal to a certain degree. This attention and pressure resulted from US-led efforts to rally international support coupled with US legislative and executive responses, including sanctions, visa restrictions, and trade restrictions. This policy memo outlines the nine areas of action that, performed in coordination with complementary actions of partners and allies, could alleviate the Uyghur human rights crisis, pressure China to reverse course, and ensure that the West and corporate America are not complicit in genocide.

- The dalliance between the Assad family and Iran’s Shia clerics began in the 1970s. But whereas the Syrian leader held leverage in those days predating Iran’s Islamic Revolution, the tables have now been turned. Observers of the decade-long Syria war understand the indispensable role Tehran has played in ensuring the Assad regime’s survival. But they may be less familiar with its stunning breadth—or its historical roots. The dalliance between the Assad family and Iran’s Shia clerics began in the 1970s, when the shah was still in power in Iran and then president Hafiz al-Assad, a member of the marginalized Alawite sect, sought religious legitimacy to lead his majority-Muslim country. But whereas the Syrian leader held leverage in those days predating Iran’s Islamic Revolution, the tables have now been turned. Lately, Tehran’s relationship with Damascus can be described as one of strategic dominance. She details the spread of Twelver Shia ideology through seminaries, congregation halls, and academic institutions, while demonstrating Iran’s massive economic clout in Syria through initiatives such as the Marota City housing project. For Washington, only a determined effort to blunt Iranian influence can help deliver much-deserved peace for the Syrian people and enduring stability for the region.

- The method of major/minor trends developed in this report suggests that the roots of apparently surprising future behavior can be found in a close reading of a target state’s history. Using this method, the report outlines three unlikely but plausible alternative futures of India as a strategic actor. The first scenario envisions India as a Hindu-nationalist revisionist power hostile to Pakistan but accommodating of China; in the second, it is a militarily risk-acceptant state that provokes dangerous crises with China; and in the third scenario, India is a staunch competitor to China that achieves some success through partnerships with other U.S. rivals like Russia and Iran. These scenarios are designed not to predict the future but to sensitize U.S. policymakers to possible strategic disruptions. They also serve to highlight risks and tensions in current policy.

- Despite Indonesia’s reputation for a traditionally moderate brand of Islam, religious conservativism is gaining considerable political traction in the lead up to this April’s presidential election. During the campaign for the 2017 Jakarta Gubernatorial elections, thousands of Muslims gathered in massive demonstrations against Ahok, the initial frontrunner and a candidate from a minority ethnicity and religion, accusing him of blasphemy. Many observers have looked at the unprecedented size of the anti-Ahok rallies and their electoral context as a watershed in the evolution of Indonesian Islam. This article analyses the seismic shift in Indonesian Islam that has occurred, with moderate Islam in steep decline while conservative Islam is on the rise. It argues that radical Islam and violent extremism in Indonesia are only the tip of the iceberg—a resurgence of conservative Islamic ideology and large-scale Islamisation of Indonesian society has occurred over the nearly two-decade old Reform Era.

- Throughout 2016 and 2017, statements from Riyadh suggested that Saudi Arabia might be on the verge of reorienting its decades-long promotion of Salafism around the world. Given the sheer scale of the kingdom’s support for Islamic institutions over the years, the ripple effects of such a shift would be profound. Saudi efforts to propagate its particular brand of Salafism have long been anchored in the Mecca-based Muslim World League, but the ascent of Crown Prince Muhammad bin Salman has apparently shunted the MWL in a different direction. Recent initiatives suggest Riyadh has assigned the league a central role in its broader religious reform agenda, at least as it applies to the export of religious doctrine abroad. In this deeply researched Policy Focus, Sarah Feuer, an expert on Middle East religion and politics, explores the meanings of Saudi reforms, how they are playing out within the MWL, and the broader implications for the U.S.- Saudi relationship. She recommends that Washington expand reporting mechanisms in nations where the MWL is active, pursue avenues to engage directly with the league, and incorporate religious reform into the high-level U.S.-Saudi strategic dialogue, all toward promoting moderation and undermining extremism.

- The politico-governance landscape in 20th century Lhasa oversaw a system of hierarchical government–one in which, the hierarchy was composed of both, clerical and lay departments, each consisting of an equal number of men. The 165 priests belonging to the higher ranks attending to the affairs of the State bore the title “Tse Dung.” The lay officials with corresponding rank and number held the title “Dung Khor.” The most visible distinguishing mark between the priests and laymen was that while the former shaved their hair and wore priestly robes, the latter did not.1 The priestly functionaries of higher ranks were subjected to control by four Grand Secretaries, bearing the title “Tung yk chen mo”, though the real powers were vested in the seniormost priest. Similarly, four “Shabpe” (Premiers) were appointed over the higher lay officials.2 Only one among the four “Shabpe” held precedence in wielding real power, while the other three were his councilors and advisers.

- Histor y often tends to repeat itself, or as Spanish-American philosopher, Jorge Agustín Santayana wrote in 1905-06 in The Life of Reason, “Those who cannot remember the past are condemned to repeat it”. While setting out to write on, or about Tibet, it is inevitable to conclude that there never was, or will be, a long walk to freedom either for Tibet, or for the holy chair of the successive Dalai Lamas – the god and king-in-one incarnation of Chen-re-zi, the Lord of Mercy – the patron deity of Tibet. The Dalai Lama not only governs his subjects in this life, but can influence their rebirth in the next, or as Tibetans believe is the “Ruler in this life, the Uplifter in the hereafter.” The journeys of the Dalai Lamas in and out of Tibet recount being perennially those, which forced them out of their homeland in the most pressing, dark, and arduous circumstances. These have been recorded most persuasively by Sir Charles Bell, British civil servant, and former British Political Representative in Tibet, Bhutan, and Sikkim, whose accounts dedicated to the memory of the 13th Dalai Lama stand testament to their long and affectionate friendship. Bell’s work Portrait of The Dalai Lama published in 1946 is amongst the finest accounts on Tibet’s chequered history. It’s important to understand Tibet’s geography and the course of events that shaped its historical and political destiny in order to realize the relations that Tibet shared with the powers that encircled it. The Chinese overlord ship, which commenced early in the 18th century and ended in 1912, was often little more than nominal. China’s endeavor to control the foreign policy of Tibet sprang mainly from two reasons: First, the Chinese desired the country as a barrier on the west; and second, from 1642, when the supreme authority of the Dalai Lama was established– China sought his spiritual backing to restrain the turbulent Mongols from invading the northern Chinese provinces.

- Religious issues and leadership play an increasingly important role in the lives of many Malians, but international actors are ill-equipped to understand and analyse this. Mali’s religious leaders are heterogeneous and defy easy characterisation, often collaborating with one another on important issues, such as public morality and religion’s role in society, even when their practices diverge. European policymakers should not view religious activism in Mali purely through the lens of counter-terrorism, extremism, and radicalisation. Instead, they should perceive such activism as related to the demands Malians make of religious leaders, religious movements, and the government. Malian religious leaders are active on political issues and often interact with the government, but their most effective forms of engagement often come from their independence from the authorities. There is currently little chance of large-scale representation of Muslim leaders in elected office in Mali – although this could change in the future.

- The Orthodox Church in Ukraine this year became ‘autocephalous’ – meaning it is no longer answerable to the Moscow Patriarchate Church. Autocephaly is of huge symbolic importance: for Ukraine, as a sign of political independence; for Russia, as a sign of political loss. The Kremlin and Russian Orthodox Church enjoy a close relationship, but both are biding their time and deciding what to do next. The uncertain course of events means that issues arising from autocephaly may not be settled for many years. The domestic consolidation and international recognition of the new church will not be easy or quick, but this is an irreversible change – Moscow is unable to overturn it.

- Saudi Arabia is embracing a new nationalism that is transforming domestic politics and the country’s foreign policy. The state is actively nurturing this nationalism, and has radically reduced the influence of the long-dominant religious establishment. A core purpose of the new nationalism is to speed the rise of the crown prince, Mohammed bin Salman, and back his reform agenda. Social media and traditional outlets have swung forcefully in behind this, spreading ‘lines to take’ and exalting the state and its leadership above all else. But the leadership may have created a Trojan horse: already nationalists appear to be training their ferocity back on the state that created them.

- This brief summarizes the finding of the first working group on Counter-Violent Extremism (CVE). The group deliberated the mechanism for shaping religion-based narratives against extremists’ violent ideologies. The theme of the group was suggested in the PIPS-proposed CVE model presented in 2016. The group debated what could be done to reduce the appeal of militants who quote their interpretations of religious texts, traditions and precedents from Islamic history to propagate their violent ideologies and justify their actions. It also shared the key contours of the new narrative that counters those held and promoted by the extremists.
