Recent advances in big data and analytics, cyber security, automation, and artificial intelligence can make critical contributions to the demonstration of power on the international stage. New technologies not only offer militaries the ability to conduct operations with greater effectiveness but also reduce the potential human cost of operations. In an increasingly digitized world, organizations that do not adopt and leverage these advances can become inefficient and even fall by the wayside. Yet, despite the immense promise of emerging technologies, many organizations struggle to integrate and utilize them. This is true in both the military and business sectors. For business organizations, a failure to adopt and use novel technologies may threaten profits and even their survival. For militaries, where soldiers’ lives are on the line, the consequences can be even more severe. Why is the integration of new technologies often so difficult? This policy brief highlights an important and overlooked reason, namely how gender policy can affect resistance to organizational change. Gender policy reform requires organizations to invest resources in the recruitment and retainment of an inclusive workforce, and therefore demands that organizations be flexible and resilient. Flexibility and resilience are also required to integrate disruptive innovations. Rather than trying to chain a new technology to old systems of ascension and reward, organizations that want to advance technologically must rethink their incentive systems and work hard to restructure entrenched hierarchies.

What are the international implications of China’s rise? What developments may be expected, and what should U.S. national defense leaders do about the likely effects of these developments? China is a rising power but even if that cannot be said to translate into a security threat to the United States directly, there is little reason to believe that Beijing will not take action to get out from under what it perceives as unfriendly U.S.-led global diplomatic, economic, and security orders. In very broad terms, U.S. defense policy makers will need to address the change from military capabilities for enforcing a liberal international order, to capabilities for both advancing and protecting friendly regional or even sub-regional orders. China’s potential power is sizable and increasing based on a large population and growing national wealth and this potential power makes its neighbors fear that it will become the regional hegemon. Since other states in the region cannot predict if or when Beijing will make a bid for hegemony, relations are beset with uncertainty. Weaker neighbors, like Vietnam and Laos in Southeast Asia, can be expected to accommodate Beijing more while trying to benefit from Chinese economic growth when and where possible.1 The U.S. security allies can be expected to cooperate more with each other while calling for more visible displays of U.S. commitment (including more military force presence).2 India will become more important to U.S. strategy as a link between Australia and Thailand, and the Middle East and Central Asia, and the Pacific and Indian Oceans.

3. A Gender Framework for Arms Control and Disarmament

I n recent years, gender has come up in arms control and disarmament deliberations. Ireland, for example, submitted working papers on gender to preparatory committee meetings of the Nuclear Non-ProliferationTreaty (NPT) Review Conferences. The Treaty on the Prohibition of Nuclear Weapons (TPNW) emphasizes that nuclear weapons use affects men and women differently and calls for equal representation in disarmament negotiations. However, such references to gender are so far the exception rather than the rule in arms control and disarmament talks. We argue that a systematic inclusion of gender perspectives advances arms control and disarmament deliberations and negotiations in four main ways. First, a gender lens calls attention to the human and gendered consequences of the development and use of weapons. Second, it exposes arms control and disarmament agreements that lack gender provisions. Third, a gender lens highlights the absence of diversity in arms control and disarmament communities.3 Fourth, gender perspectives help reveal hierarchical power structures and encourage critical reflections on the legitimacy of established processes and agreements. In sum, the inclusion of a gender perspective produces more humane, effective, legitimate and sustainable agreements.

Abstract:
Despite the Biden administration’s push to revitalize U.S. alliances, U.S. relations with NATO are due for a reset. The United States should incentivize European members of NATO to take on additional responsibilities for their defense. Encouraging the European allies to take initiative will help the United States focus on its other domestic and international priorities and may facilitate improving relations with Russia. This approach will also prove attractive to European states concerned about the future direction of U.S. foreign policy. Recalibrating the U.S. role in Europe would conform with the United States’ post–World War II efforts to stabilize European security — and stand as the fruit of Washington’s success in this regard.

To meet today’s foreign policy challenges, the United States needs to end its overreliance on military superiority and intervention and instead put creative and persistent diplomacy in the lead to promote locally owned solutions to national, bilateral, and regional security issues and to address global challenges not amenable to military force. This rebalancing will not succeed if civilian statecraft is dysfunctional and unprepared. More funding and more diplomats will not solve this problem. What is needed is fundamental reform of structures, processes, and personnel practices, particularly at the State Department. These include strategic planning, resource planning, institutional integration, clear authority over security assistance programs, and moving away from nation-building and toward conflict prevention. Far-reaching changes in the way diplomats are recruited, trained, and promoted are also required. Without such changes, there is substantial risk that our diplomatic tools will be ineffective, resulting in even greater militarization of U.S. foreign policy when diplomacy fails.

Japan and Korea—the United States’ two key allies in Northeast Asia—are both advanced industrial democracies facing similar constraints from a rising China and a nuclear North Korea. One would think that trilateral cooperation would be a cinch. Yet Japan and Korea have been at each other’s throats over simmering historical issues and differing approaches to China. Forging a trilateral alliance is highly unlikely. But strengthening cooperation is possible by focusing less on the military components of the alliance—i.e., providing extended deterrence—and more on new issues such as 5G, artificial intelligence (AI), and infrastructure, which can strengthen collective capabilities and make cooperation more appealing.

In February 2021, the Biden administration announced that it would exercise Article XIV of the New START Treaty—extending the last remaining bilateral arms control agreement between the United States and Russia for five years. The announcement came against the backdrop of a rapidly evolving arms control landscape. The collapse of the INF (Intermediate-Range Nuclear Forces) Treaty and the U.S. withdrawal from the Open Skies Treaty have led many to suggest that the existing arms control regime might be close to its end. Complicating matters are growing calls for emerging military technologies like cyber and artificial intelligence to be regulated by arms control agreements.2 These developments beg several questions for both policymakers and academics: Why does arms control matter today? What are the near-term challenges to the existing arms control regime? And what are the possible paths forward for arms control?

9. The One-China Policy: Adapting to Tensions in the Taiwan Strait

Tensions are growing in the Taiwan Strait. Chinese warplanes have violated Taiwan’s air defense identification zone in record numbers, prompting fears of an invasion.1 2021 was the first year in which a potential crisis over Taiwan rose to the level of a “Tier 1 risk” in the Council on Foreign Relations’ Preventive Priorities Survey, which is an annual survey of American foreign policy experts.2 The United States faces a decision about what it can do to help prevent crossstrait tensions from escalating into war. A vital question is whether, and how much, the United States should change its “One-China policy.” Beginning with the Trump administration and continuing with the Biden administration, the United States has bolstered its support for Taiwan and become more assertive in resisting Beijing’s claims of sovereignty over the self-governing democracy.3 Although U.S. officials stress that the United States continues to adhere to the One-China policy, there is growing concern, as expressed by Daniel Russel of the Asia Society Policy Institute, that the United States is “edging closer and closer to the line that separates unofficial relations with official relations, which, in effect, could hollow out America’s One-China policy.”4 How much flexibility is built into the One-China policy, and what limits does the policy impose on what the United States can do to support Taiwan? To answer those questions, this policy brief explains what the One-China policy is and how it can exhibit both continuity and change. Analysis of the One-China policy often focuses on the Three U.S.-China Joint Communiqués, the Taiwan Relations Act, and the Six Assurances, which can create the impression that the One-China policy has not changed since those texts were formulated in the 1970s and 1980s.5 In fact, the One-China policy has been revised, such as in the Taiwan Policy Review during the Clinton administration.6 The One-China policy is neither set in stone nor completely fluid, and this policy brief identifies which elements are fixed and which elements are variable. It explains the OneChina policy at three levels: the fundamental position, the doctrinal statements, and the practices and conventions. These levels of policy range from the most abstract to the most concrete, but each is logically consistent with the others.

10. Bridging the Silos: Integrating Strategies across Armed Conflict, Violent Crime, and Violent Extremism to Advance the UN’s Prevention Agenda

The consequences of violence worldwide are dire. More than half a million people die from violent deaths each year. In 2019, violence cost the global economy $14.5 trillion USD, or $1,909 USD per person. Countries with armed conflicts account for 80 percent of humanitarian spending. Beyond these cold numbers, the human toll of violence results in the suffering of families, trauma-affected communities, and increased fear and hopelessness. Different types of violence—such as crime, violent extremism, and armed conflict—are often interlinked and share risk and resilience factors. Although currently siloed, the UN system has the capacities and knowledge to develop approaches to prevention that cut across interlinked forms of violence. This policy paper makes the argument that the UN can and should adopt a more integrated violence prevention strategy across these three forms of violence. It draws from desk review of UN and academic documents, interviews with UN staff working on different types of violence prevention across the UN system, and a workshop among them. The paper discusses why there is a need for more integrated prevention approaches across different types of violence, what benefits that would bring, and what challenges need to be overcome first. It concludes by making four recommendations: governments should use the SDG 16.1 framework to bring actors together at national level; member states should ask the UN to develop evidence-based guidelines on prevention for countries to implement themselves; the UN should initiate a strategic dialogue at headquarters between fields to better identify commonalities in approaches; and country teams should develop an integrated strategy with specialized sub-strategies.

In a little-noticed comment before his controversial July 2018 summit meeting with Russian President Vladimir Putin in Helsinki, U.S. President Donald Trump characterized his government’s multi-hundred billion dollar plans to replace the aging U.S. nuclear arsenal as “a very, very bad policy.” He seemed to express some hope that Russia and the United States, which together possess over 90 percent of the planet’s nuclear warheads, could chart a different path and avert renewed military and nuclear competition. The Helsinki meeting, however, did not produce any agreement on nuclear weapons and Trump has so far shown little interest in a different nuclear spending path. Quite the opposite, in fact.“We have far more money than anybody else by far,” Trump said last October. “We’ll build [the U.S. nuclear arsenal] up until” other nuclear-armed states such as Russia and China “come to their senses.” Citing a deteriorating international security environment, the Trump administration is pursuing a significant expansion of the role and capability of the U.S. nuclear arsenal. In addition to continuing full speed ahead with its predecessor’s plans to replace the nuclear triad and its associated warheads on largely a like-for-like basis, the administration is proposing to broaden the circumstances under which the United States would consider the first use of nuclear weapons, develop two new sea-based, lowyield nuclear options, and lay the groundwork to grow the size of the arsenal. At the same time, key U.S.-Russian nuclear arms control agreements, which serve to regulate the nuclear balance and prevent unconstrained nuclear competition, are now in serious doubt. The Trump administration has announced the United States will leave the landmark 1987 Intermediate-Range Nuclear Forces (INF) Treaty in August 2019 unless Russia returns to compliance with the pact, and expressed hostility towards extending the 2010 New Strategic Arms Reduction Treaty (New START). New START expires in 2021 but can be extended by up to five years subject to the agreement of Washington and Moscow. In short, the Trump administration is preparing to compete in a new nuclear arms race while simultaneously increasing the likelihood of such a contest. The projected cost of the proposed nuclear spending spree is staggering and it is growing. The United States currently plans to spend nearly $500 billion, after including the effects of inflation, to maintain and replace its nuclear arsenal over the next decade, according to a January 2019 Congressional Budget Office (CBO) report. This is an increase of nearly $100 billion, or about 23 percent, above the already enormous projected cost as of the end of the Obama administration. Over the next 30 years, the price tag is likely to top $1.5 trillion and could even approach $2 trillion. These big nuclear bills are coming due as the Defense Department is seeking to replace large portions of its conventional forces and internal and external fiscal pressures are likely to limit the growth of—and perhaps reduce—military spending. “We’re going to have enormous pressure on reducing the debt which means that defense spending—I’d like to tell you it’s going to keep going up—[but] I’m not terribly optimistic,” Alan Shaffer, deputy under secretary of defense for acquisition and sustainment, said in February 2019. This report outlines the ways in which the Trump administration’s nuclear strategy is unnecessary, unsustainable, and unsafe. It describes three realistic options to reduce spending on nuclear weapons while still maintaining a devastating nuclear deterrent. Scores of billions of dollars could be saved or redirected to higher priorities by eliminating, delaying, or scaling back the administration’s proposals for new delivery systems, warheads, and infrastructure.

Complacency about the threat of nuclear terrorism—the belief that nuclear and radiological terrorism threats are minimal and existing security measures are sufficient to address them—is the fundamental barrier to strengthening nuclear security. Many factors can lead to complacency, but the most significant contributors are lack of knowledge about: events related to nuclear terrorism; weaknesses of nuclear security systems; and the capabilities demonstrated by thieves around the world. People will be more likely to take action to strengthen nuclear security if they believe that nuclear terrorism poses a real threat to their own country’s interests and their actions can significantly reduce the threat. There have been many incidents in recent years that demonstrate the need for strong and sustainable security at both military and civilian nuclear facilities.

Bottom Lines Counterforce incentives. Pakistan’s threats of nuclear first use have given India incentives to develop disarming capabilities that might neutralize Pakistan’s nuclear capabilities in a future conflict. The goal of such a shift would be to allow New Delhi to recapture the space it believed it had lost for conventional retaliation, without fear of nuclear use from Pakistan and without having to engage in tit-for-tat nuclear warfighting. Expanding options without doctrinal change. This risk of first-strike instability may force India to consider circumstances under which it could use nuclear weapons preemptively, posing a challenge to its long-standing “no first use” (NFU) declaration. Senior former officials have argued that preemption may be consistent with India’s NFU policy, meaning that Indian nuclear strategy may be changing even without any public revisions to its declaratory doctrine. Growing but still insufficient capabilities. India has dramatically expanded the number of precise nuclear-armed and conventional weapons that it possesses that can strike deep into Pakistan, along with the necessary systems and infrastructure to find and destroy Pakistani nuclear systems and intercept any forces it may miss with missile defenses. Nevertheless, it is far from achieving the ability to execute counterforce strikes against Pakistani nuclear targets, but even the mere pursuit of such options creates both an arms race on the Indian subcontinent as well as dangerous incentives to strike first in a crisis.

Europe is pursuing significant new defense initiatives that span capability development, policy, and institutional cooperation. Many of these efforts occur under the auspices of the European Union and are part of the EU’s longstanding aim to grow itself as a security and foreign policy actor. But real security challenges in Europe—from Russian aggression to terrorism and regional instability—have contributed to the importance and potential of European efforts. The political dynamics of the transatlantic relationship may also favor Europe’s initiatives: although the Trump administration’s calls for greater European defense spending have rankled European leaders and U.S. officials have legitimate concerns about the details of EU initiatives, the larger issue of strengthening European defense is consistent with U.S. goals. The EU’s security and defense efforts have implications for the transatlantic economy and defense industry, the NATO alliance, and U.S.-European relations generally. While the United States should work to ensure continued transatlantic defense policy coordination, secure and competitive markets for the defense industry, and preservation of the longstanding principle of ‘no duplication’ with NATO, it should also broadly support European efforts to invest more and more wisely on defense. Both the United States and Europe stand to benefit from greater European defense investment and capability. The history of intra-European and transatlantic differences over European defense cooperation endures in the EU’s current efforts. But today’s environment favors change and represents a rare opportunity for bold action.

Abstract:
As the United States prepares to withdraw its 2,000 troops from Syria, it has one last essential mission to accomplish. Those U.S. forces have fought successfully, hand in hand, with 60,000 Kurdish-led Syrian Democratic Forces (SDF) against Islamic State terrorists for the past four years. And President Trump’s latest statement about this, on January 2, noted his desire to protect these Kurds. So, despite all obstacles, the United States should still try to protect that brave and loyal militia in the short term, and secure a safer medium-term future for the Syrian Kurds and their local partners.

For much of its four decades, the Islamic Republic of Iran has been blessed with a weak political opposition. While Iran has faced competent and powerful foreign enemies—such as Saddam Hussein’s Iraq, the United States, and Israel—its Iranian political challengers, both domestically and abroad, have been largely fragmented, unrealistic in their aims, and sometimes as authoritarian as the regime. But, though few credible Iran watchers argue that opposition groups and figures arrayed against Tehran’s establishment pose a serious threat, Iran treats them as if they are mortal dangers to the regime. This paper attempts to sketch out the landscape of the various major political opposition groups, and begin to grapple with the question of why Iran perceives them as such a challenge.

For four consecutive Fridays, tens of thousands of Gaza’s gather close which began on Friday, 30/3/2018 to the Gaza border with Israel what became known as “Gaza Great Return March, GRM. According to several reports, it can be said that the most the important motive for the Great Return Marches, are the tragic conditions in which Gaza’s live. Gaza has been besieged for more than 11 years. It suffers from a severe Palestinian division, and its people are suffering from a shortage of electricity, water scarcity, and inability to travel. Not to forget the three previous wars that destroyed everything in the Gaza Strip. Not to mention the failure of both options; the peace process led by the PA and armed resistance led by Hamas. The GRM was driven by the siege, the high level of unemployment, the ongoing consequences, up to today of the three wars, and the prevention of freedom of movement. However, raising the slogan “right of return” for the march was a unifying factor that helps to mobilize tens of thousands of participants. This slogan goes beyond any ideologies or socio-political issues. The march has achieved part of the goals, which is to have peaceful movements that begin with the commemoration of Land Day on March 30 till May, 15, the 70th anniversary of the Palestinian Nakba.

The question of how the EU should finance peacebuilding in developing countries has challenged policy-makers and pundits for many years. At one level this is a technical and legal issue of budget lines and financing rules. It nevertheless touches on the much deeper political and even moral issues of whether the EU should use development aid to finance security provision, how best the EU can respond to the legitimate needs of partners in conflict-affected countries and what kind of civil and/or military engagements the EU can support as part of its external relations. The question has come to resemble the proverbial can being kicked along the road by successive European Commissioners, Council working groups and parliamentary committees. It has come to a head again because intra-EU negotiations for the next Multiannual Financial Framework for 2021-2027 are starting in earnest. This time, a sensible proposal is on the table which can potentially provide a pragmatic and workable solution, at least for a while.

The European Union is increasingly active on cyber issues internationally, guided by its various foreign policy documents and strategies, including its 2013 Cybersecurity Strategy and the 2015 Council conclusions on cyber-diplomacy. In line with these documents, the EU has deepened its bilateral ties with a number of key countries, resulting in a network of cyber partnerships. This article explores these partnerships in depth. It seeks to explain the different types of purposes that they fulfil, and the various mechanisms that underpin them, based on an ambitious mapping exercise. In essence, it is argued that the EU’s cyber partnerships aim not only for bilateral cooperation, but also for ‘reflexive’ results (whereby the EU aim to develop its cyber and diplomatic agency) and ‘structural’ results (whereby bilateral partnerships aim to strengthen the multilateral fabric and global internet governance). Once assessed against these multiple and intertwined purposes, these cyber partnerships appear more useful than meets the eye.

The events in Syria since the beginning of the conflict in 2011 have been a source of concern for the international community. The ongoing civil war has caused many military and civilian casualties. Reports on the state of the country indicate that both government forces and rebels have committed both crimes against humanity and war crimes. What began as a crisis in March 2011, turned into a civil war between the Syrian government and armed opposition groups and has resulted in over 465,000 deaths. According to the UN Office for the Coordination of Humanitarian Affairs (UNOCHA), as of April 2017, there were more than 5 million Syrian refugees and at least 6.3 million internally displaced persons (IDPs). Over 13.5 million Syrians remain in dire need of humanitarian assistance, with 4.5 million people in inaccessible areas, including at least 419,900 people trapped in 10 besieged communities. Besides, Islamic State has been very effective in the country especially since 2014. The Islamic State took control of some land and equally committed war crimes and crimes against humanity. Therefore, Syria demonstrates a clear case of a state unable or unwilling to protect its own citizens; hence, enough ground to invoke Responsibility to Protect (R2P) to save civilian lives in Syria. However, it is difficult to assume that the international community has a solution to the problem. In this paper, the validity of the R2P and problems of its implementation in the Syrian case are discussed.

Syrian society is more socially, politically and geographically fragmented than ever before. None of the social problems that caused the 2011 protests have been resolved. Nevertheless, during recent months the Syrian regime has been trying to foster the image that Syria is entering a post-war phase in which a unified and stable Syria can flourish under President Bashar al-Assad. The fact that more than half of the country’s pre-war population is living in exile and has no part in this new social contract of sorts is conveniently omitted from the image presented of this ‘new’ Syria. These refugees will likely continue to live in precarious conditions, with few prospects for safe and voluntary return.

The 2018 Small Arms Trade Transparency Barometer (the Barometer) identifies the most and least transparent of 49 major small arms exporters, based on their reporting of their arms-trading activities undertaken in 2015.1 For the first time the Barometer assesses Arms Trade Treaty (ATT) and UN Programme of Action on small arms (PoA) reports to determine small arms exporters’ levels of transparency. These sources provide new information for the Barometer’s assessment of national transfer control systems, while ATT annual reports on arms exports reveal new data compared to national arms export reports; United Nations Commodity Trade Statistics Database (UN Comtrade) data, and the UN Register of Conventional Arms (UN Register). Despite the increase in reports containing information on national transfer control systems and small arms exports assessed by the Barometer, no major exporter received full marks for transparency.

This Briefing Paper analyses the emergence of a life-cycle management of ammunition (LCMA) system in Bosnia and Herzegovina (BiH) during the period 2012–16, with reference to four of the five elements of the Small Arms Survey’s LCMA model: national ownership, planning, stockpile management, and disposal. The paper examines the key challenges faced by the international community and BiH government in addressing the safety and security risks posed by BiH’s post-conflict ammunition surplus, focusing on the international community’s role in facilitating the development, and transfer to national ownership, of an LCMA system. The paper notes ‘ten lessons learned’ that could apply to other post-conflict countries. These lessons stress the importance of building sustainable national capacity in states receiving international assistance. Training, infrastructure, and operating standards need to be country specific to achieve this goal and reduce the risk of unplanned explosions at munitions sites (UEMS) and diversion in the long term.

In this new Transition 2017 paper, Institute expert Andrew J. Tabler argues that Syria remains de facto partitioned, making the establishment of safe zones in non-Assad-controlled areas the Trump administration's most expedient course of action. Moreover, it would further Washington's cause to drive a wedge into the country's Russia-Iran alliance, and both isolate and pressure the Assad regime. If Washington's objectives in Syria are to defeat U.S.-designated terrorist groups and stem the outflow of refugees, President Bashar al-Assad is under no circumstances the right person to entrust with these missions. Simply in practical terms, he lacks the manpower to retake and hold the two-thirds of Syrian territory outside his control any time soon, despite having sufficient support from Russia and Iran to maintain control in large parts of the country. But more important, Assad is an avowed adversary of the West, undeserving of its cooperation.

This paper presents a performance analysis of the G-4 Super Galeb military trainer aircraft modernization project. The analysis shows that the Ministry of Defense has to review the need for this project as soon as possible, in view of the announced equipping of the Serbian Armed Forces with MiG-29 fighter planes, several-year delay of the beginning of the project and Su- per Galeb maintenance difficulties. The paper also shows that the Ministry of Defense and the Serbian Armed Forces cannot effectively plan modernization and equipping projects without a top-level political decision on what type of army Serbia needs, and without a more decisive fis- cal policy, which would ensure funds for priority projects on a medium-term level.

Abstract The commander of Operation Dignity, Khalifa Haftar, shocked supporters even more than his opponents when he agreed to meet the Chairman of the Presidential Council, Fayez al-Sarraj, in Abu Dhabi on 2 May 2017, having previously refused to recognise him. This about-face may be attributable to the acquiescence of Haftar’s regional allies to direct international pressure. Reactions to the rapprochement between al-Sarraj and Haftar varied across the eastern and western fronts. Khalifa Haftar’s status in the east precludes serious opposition to his decisions, while in the western region a substantial segment of the population blessed the meeting in hopes that a détente would stop the deterioration of the security and economic situation. In contrast, western political and military factions were incensed, and some responded violently. Haftar’s acceptance of consensual agreement and reconciliation clearly grows out the waning possibility of assuming control of the country through decisive military action. From his standpoint, it therefore makes sense to attempt to impose his conditions through negotiations, which means the Skhirat agreement could collapse or undergo radical revisions.

Surprisingly, an overwhelming majority of the Nationalist Movement Party (MHP), though its leadership and the majority of its parliamentary bloc supported the amendments, voted ‘no’. The five major cities – Istanbul, Ankara, Izmir, Adana and Antalya – all voted ‘no’. The Kurdish vote clearly played a very important role in the Yes supporters’ victory. In other words, those who said ‘yes’ to the changes in cities with a significant Kurdish population exceeded the total votes of the Justice and Development Party (AKP) and the MHP in the recent parliamentary elections. In the external sphere, the referendum’s outcome is not expected to have a direct impact on heated regional issues, particularly in Syria, as well as most regional issues.

This paper reviews the importance of western Mosul to all parties in the conflict: the Iraqi forces and their allies, on the one hand, and the Islamic State’s forces, on the other, and the obstacles to any of these parties resolving the conflict. It also touches on the extent of their forces and the clear dominance of the offensive forces, and it discusses the military strategies for the battle and potential outcomes in addition to the available options for the Islamic State (IS). It anticipates an end to the fight in favour of the Iraqi forces within a few weeks if the battle and its results progress at a similar pace to that of its first week. This will depend on any unaccounted for variables during the battle that would change the equation on the ground. It concludes by discussing the available options for IS after the battle ends, with the expectation that IS will fight until the end; while its commanders will inevitability lose the battle, this will not eliminate threats to security and stability in Iraq in the foreseeable future.

Since the beginning of the Astana process, Moscow seems to be in a race against time to establish the foundations of a solution in Syria before arriving in Geneva: first, by reforming the opposition’s delegation to the negotiations, an effort Moscow has been working on ever since the military intervention in Syria began, and second, by redrawing the solution’s main parameters, which Moscow exerted great effort towards during marathon negotiations conducted with the former US Secretary of State, John Kerry. While most attention on NORAD and North American defence cooperation is focused on the modernization of the North Warning System (NWS), significant developments have occurred that suggest modernization will be accompanied by significant evolutionary changes to the Command. The new threat environment, centered upon Russian behaviour in Crimea, Ukraine and Syria, a new Russian strategic doctrine, and a new generation of advanced Russian long-range cruise missiles dictate not only layered, multi-sensor early warning system, but also changes in NORAD command arrangements. In addition, the maritime component of the cruise missile threat, alongside continuing concerns of terrorists employing freighters as cruise missile platforms, raise the question whether NORAD should evolve into a binational air-maritime defence command. These considerations are central to the ongoing Evolution of North American Defence (EVONAD) study, emanating from the Canada-US Permanent Joint Board on Defence, under the lead of NORAD, in collaboration with the Canadian Joint Operations Command (CJOC) and US Northern Command (the tri-command structure). The final result is difficult to predict. However, it is clear that both modernization and evolution will be driven by the militaries engaged, with civilian authorities guiding the process, and the public and Canadian government not paying attention.

The Defence Policy Review is floundering as a consequence of an uncooperative world, Canada’s domestic security institutions require legislative empowerment, and the election of Donald Trump has placed increased pressure on Canadian security and defence. Securing the U.S.’s northern border is a no-fail mission for Canada as peace and prosperity depend upon it. However, this must be done within Canadian security norms and values. Only a ground-up examination of the Canadian national security system will elicit a comprehensive understanding of the current deficiencies that will allow focused alignment of government objectives, policies and public funds. Crisis management requires a strategic plan with clear objectives from which to conduct concurrent and coordinated activities. The Trudeau government has the team in place; now, it needs a new National Security Policy statement to assist in “lead turning” an unconventional U.S. administration steadfast in its stance over national security.

The basic tenet of the Russian disinformation strategy is the claim that all news is constructed and therefore contested. In the best postmodern tradition they claim there is no ‘objective news’ – only different, rivalling interpretations which purport to show different aspects of what may be called ‘reality’. And what the Russian media outlets present are merely possible explanations which serve as alternatives to the stories offered by Western media. It is a strategy which is both cunning and elegant as it preys on the enlightenment tradition and on the vulnerabilities of liberal democratic media. The Russian authorities seem to believe that (dis-) information campaigns hold great prospects. In a 2017 article, the Russian Chief of Staff informed the public about the Russian military thinking on the topic of ‘war’ and on the role of the non-military or "non-kinetic" in this. It seems premature to conclude that this thinking sees the possibility of war as an exclusively non-kinetic activity – this at least was not announced in the article – but the development points strongly in this direction and we should therefore expect to see an increased Russian focus on (dis-) information campaigns designed to bring well-defined outcomes. There will not be any easy or fix-it-all solutions to this development. Rather, liberal democracies, especially vulnerable as a result of their free media culture, should prepare themselves for a long-term commitment to countering disinformation and to building up cognitive resilience to ensure that the former has minimal effect.

Iraqi Kurdistan, previously known as a secure and stable region amidst the chaotic and shaken Middle East, was struck by a wave of attacks in 2016. Between September and December of that year, there were five recorded terrorist operations led by 249 Kurdish jihadists rallied by the Islamic State (ISIS) or Daesh, of which 47 were killed and 43 were arrested by the Kurdistan Regional Government (KRG). In fact, Iraqi Kurdistan, with a population of five million inhabitants, has supplied ISIS with 2,000 jihadists. Since the launch of the Mosul offensive on 17th October 2016, Kurdistan has been preparing itself, like many other countries in the region and a number of European countries, to face its worst nightmare: the Kurdish jihadists’ return to the country. Although a series of threats weigh upon the leaders of the KRG, such as social and economic crises, political division between rival parties; Masoud Barzani’s Kurdistan Democratic Party (KDP) and Jalal Talabani’s Patriotic Union of Kurdistan (PUK), the prospect of a new civil war, and the intervention of neighbouring countries – the return of the Kurds of Daesh is currently the most troublesome.

In Myanmar, ordinary citizens prefer to have crimes and disputes resolved within their village or neighborhood. There is a clear preference for avoiding conflict escalation, rather than punishing perpetrators. The official courts are seen as places to avoid whenever possible. They are mistrusted, associated with high costs, and many feel intimidated by them due to fear of authority and formality. Reforming the official judiciary is important in Myanmar, but even if the courts functioned according to international standards, there would still be a demand for local forms of dispute resolution focused on reconciliation and negotiated settlements. This is due to culturally and religiously informed perceptions of problems and injustices, related to shame, fate and Buddhist beliefs in past life deeds. This policy brief by Helene Maria Kyed argues that any support to justice sector reform in Myanmar should include already existing local dispute resolution mechanisms and take local perceptions of justice serious, rather than alone focus on the official judiciary and international rule of law principles. It is important to base programming on inclusive dialogues about justice at the local level, and invest in building trust and gaining context-specific knowledge.

EU policy towards its Southern Neighbour- hood aims to ensure the security of Member States and is underpinned by an assumption of a shared interest in democracy, security, and prosperity through economic liberalisation. It sees the main way of achieving these aims as promoting Western-style liberal democracy as a political system capable of providing peace and stability. Evidence from public opinion survey research shows this ambition is supported by citizens of Arab countries, where public opinion polls for over a decade report strong support for democracy. However, these citizens do not share the EU’s procedural conception of democracy, a conception in which civil and political rights are decoupled from – and prioritised over – social and economic rights. The Arab Transformations survey carried out in 2014 in six Arab states (Morocco, Tunisia, Libya, Egypt, Jordan, Iraq) suggests few people demanded this brand of democracy. Furthermore, most people thought the EU has not done a good job of supporting transitions to democracy, nor did they have much appetite for EU involvement in the domestic politics of their countries.

Data from the Arab Transformations public opinion survey provides strong indications about the nature of population movements from Middle East and North African (MENA) countries. As such they are crucial in designing responsive, evidence-based policy. ArabTrans data shows those who have considered migrating tend to be young, male, and with higher levels of education (the notable exception being Libya). In all countries surveyed, young people are more likely to have considered migrating; in nearly all countries the economy is the main driver of migration; and although a substantial portion of those considering migration think of a permanent move, large proportions are considering only temporary migration. This underscores the importance of economic policies which actually deliver inclusive growth and social cohesion. Two major conclusions can be drawn from this data: first, that the economic causes and strong temporary dimension of migration provide EU Member states with opportunities to reap the benefits of migration, both to the economy as a whole and to welfare systems in particular; second, that MENA countries of origin present significant internal differentiation suggesting policy should reflect specific national circumstances. The single major obstacle to public discussion and designing evidence-based policies which maximise the benefits of migration to both host countries and countries of origin is a political context which conflates and securitizes refugees and migrants. Paradoxically, the tone of this debate and the way policy is designed and implemented may have much to do with any socio-political polarisation of migrants in host countries

Floods cause more property damage than any other hazard in Canada, and water-related losses now exceed fire and theft as the main source of property insurance claims. Public spending on flood relief has grown, and is projected to increase dramatically over the next decade, so governments have been changing their policies to reduce their financial exposure by shifting responsibility to homeowners. An implicit assumption of this policy shift is that individual homeowners must share greater responsibility for protecting their property by purchasing newly available flood insurance. Evidence is presented suggesting that consumer demand for flood insurance may be insufficient for economic viability. Low risk perception and a moral hazard created by government disaster assistance limit incentives for purchasing insurance.

The main argument behind the strategy, structure, and equipment modernisation of the People’s Liberation Army (PLA) is the active defence of China’s global interests to strengthen its competitiveness with the United States. A short-term goal is to make the PLA operationally capable of projecting China’s power abroad constantly, using joint exercises, peacekeeping missions, and the development of military infrastructure. One recent example was opening of China’s first foreign military base in Djibouti. In May 2017, negotiators at the United Nations introduced a draft convention to prohibit the possession of nuclear weapons, as a way to hasten progress toward eventual nuclear disarmament, as called for in the Nuclear Non-Proliferation Treaty (NPT). Unfortunately, the good motives behind the treaty do not mean it will enhance international security, prevent nuclear proliferation, or facilitate actual nuclear disarmament. Making offensive cyber operations a national priority can increase instabilities in international relations and worsen national vulnerabilities to attack. But because the skills needed for offense and defense are similar, military offensive readiness can be maintained by focusing on defensive operations that make the world safer, rather than on offensive operations. Managing complexity. The ease of both offense and defense increases as organizational skills and capability in managing complex technology improve; it declines as the complexity of cyber operations rises. What appears to be offensive advantage is primarily a result of the offense’s relatively simple goals and the defense’s poor management. Assessing kinetic effects. It is often more expensive for the offense to achieve kinetic effects—for instance, sabotaging machinery—than for the defense to prevent them. An empirical analysis of the Stuxnet cyberattacks on Iran’s nuclear enrichment facilities shows that Stuxnet likely cost the offense more than the defense and was relatively ineffective.

70. Afghanistan Stabilization Program: A Summary of Research and Key Outcome Trends

To provide evidence about which programs best foster stability in fragile and conflict-affected areas we systematically review the relationship between stabilization programming and a broad range of outcomes in Afghanistan. Following a pre-analysis plan, we reviewed 89 existing studies from government, policy think tanks, and academic journals from over 15 years and statistically analyzed data from a range of sources from 2009 to 2015. While we compile a relatively comprehensive set of data, our analysis is based on a subset of stabilization programming the lack of a central repository of reliable data on program spending limited the analysis—because data were kept in disparate locations and never consolidated our quantitative analysis. Overall, we find that some stabilization programming is correlated with small, short-term improvements in support for the Afghan government, perceived access to health care, and economic activity despite the fact that these programs typically targeted more violent areas. We note that the size of this effect was small relative to the overall trends in key security, economic, and attitudinal outcomes over the same period and does not necessarily indicate a direct causal impact of these programs. This positive correlation was primarily observed for relatively low dollar programs (which in some cases were conducted over large parts of a region or country). Qualitative evidence suggests this may be because these smaller programs are easier to administer and less susceptible to corruption. These effects were not sustained beyond one year, suggesting limited scope for long-term or sustainable changes. The lessons our analysis suggest that modest programs with bounded expectations on the size and duration of impact must be included in considerations of future stabilization efforts. We also recommend that future programs collect higher quality data, coordinate their evaluation efforts among donors, plan ahead by building in reporting requirements, and make effective use of new technologies to be facilitated programming that is more adaptive to the conditions on the ground. As these best practices are incorporated, policymakers and implementers can enable better design and implementation of stabilization projects in conflict-affected areas in the future.

72. Yemen’s Forgotten War: How Europe Can Lay the Foundations for Peace

After years of conflict Yemen is on the verge of absolute collapse. Institutions across the country are falling apart, while a plethora of armed groups have taken advantage of the power vacuum to claim leadership over key territories, leading to even greater fragmentation of the country. The conflict, and the accompanying Saudi-led intervention, has brought about the Middle East's most severe humanitarian crisis, with 86 percent of the population in need of humanitarian assistance. Yemen is facing a lost generation, as hundreds of thousands of Yemeni children grow up without an education or enough food to eat. The EU and its member states have a moral and strategic interest in ending the conflict. Failure to act could result in Yemen becoming a new hub for globally oriented terror groups, and could spur a new wave of refugees into Europe. The EU should make the most of its comparatively neutral position in Yemen to pave the way for post-conflict stabilisation and reach out to groups that have, to date, been marginalised in the ongoing peace process. The EU can complement UN efforts and may be faced with the responsibility of filling in for an increasingly isolationist United States.

With the European Parliament decision to “freeze” accession talks, Turkey’s decades-long engagement with Europe is in crisis. In 2016 Turkey-EU relations took a step forward, with a historic deal on refugee resettlement, but also a step back, with a sweeping crackdown in the wake of the failed 15 July coup and global criticism of Turkey’s human rights situation. Instead of populism and resentment, both Europe and Turkey need to develop “strategic patience” to anchor Turkey to Europe. Turkey’s history has been an ebb and flow between Westernisation and nativist reaction. It is important for the EU to think long-term about Turkey. One way to bypass the current impasse might be to offer Ankara an upgraded customs union, with political benchmarks for market access. Despite tensions, Turkey and the European Council should think about their shared interests and high degree of integration to avert a “train-wreck”.

As China's footprint becomes increasingly global its exposure to the risk of terror attacks has increased too. China’s approach to international terrorism is becoming militarised. This trend has the potential to accelerate if Chinese nationals are victims of new attacks overseas. Although China is an active and responsible player in the UN with clearly expressed priorities and an interest in protecting its citizens overseas, it is not taking a strong role in leading and shaping the UN’s counter-terrorism agenda. The EU should take stock of the ongoing transformation of China’s approach to explore a modest upgrade of its current policy of cautious engagement. When engaging with China the EU should make clear that an overly politicised approach will be an obstacle to cooperation, and be upfront in setting the conditions of cooperation. The EU should not underestimate what China has to offer but shouldn't make big compromises either.

In recent years, several EU member states have launched military operations against terrorist groups overseas, but have given little apparent thought to the risks that these operations involve. Military action is only likely to succeed against terrorist groups when it is matched by a political solution on the ground. Otherwise it will be ineffective in reducing the threat of terrorism and may even be counterproductive. European countries are at risk of setting damaging legal precedents for the expansive use of force if they do not articulate clearer standards for when attacking terrorists overseas is permissible, both outside and within armed conflict. There has been an unnoticed convergence in the military practice of European countries and the US. Both are conducting operations that mix attempts to recapture ground from armed groups with direct counter-terrorist strikes. Even though ISIS is now on the defensive, the threat of jihadist groups in regions surrounding Europe will persist. EU member states should develop tighter guidelines for deciding when military force should be used against them.

Senior researcher and research coordinator Flemming Splidsboel Hansen explores Russia’s Syria agenda as part of a DIIS initiative to understand the geopolitics of nonwestern intervention in Syria. The Kremlin presents Russia’s political and military involvement in Syria as an unconditional success. Its overall aim of putting Russia firmly back on the geopolitical map has been met. It is now clear that the key to any negotiated settlement to the conflict in Syria lies in Moscow. Moreover, Russia now seems to be close to a position where it may dictate the composition of the future Syrian regime and, not least, decide whether Syrian president Bashar al-Assad will remain in the presidential palace or be forced into exile. The costs of the military operations have been acceptable to the Russian public. Defence observers estimate that the first year of military operations cost the Russian armed forces 65 bn Rubles (approximately one bn USD) and some 20 deaths (combat and non-combat). The financial costs may be partially offset by increased future weapons sales. There is a high probability, however, that Russia will find itself embroiled in a complicated sectarian conflict in Syria from which there is no easy exit. This would test Russian public support for the military involvement in Syria. Already now Russian media comments suggest some degree of frustration over the alleged lack of fighting capacity and will on part of the Syrian armed forces. The Russian public may want to see a plan for an orderly exit from Syria, and this puts pressure on the Kremlin to deliver. However, the Syrian regime may not be able to survive without Russian military support, and Russian policy-makers may therefore soon be facing difficult choices.

The constitutional construction of Bosnia and Herzegovina created multiple police agencies and four judicial systems, which means that fifteen police agencies and the Intelligence- Security Agency of BiH could file a demand for telecommunication surveillance from 68 different courts. Even though the legal framework has been equalized, this complexity together with parliamentary oversight on multiple levels opens up penetration points for the misuse of telecommunication surveillance. In order to prevent eventual misuse, this paper recommends to decrease the number of courts that can issue warrants, create a coordination system for telecommunication surveillance between the police agencies and define guidelines for parliamentary oversight.

84. The Catch-22 in Nineveh: The Regional Security Complex Dynamics between Turkey and Iran

This paper argues that the future political stability of Nineveh depends on a two-level normalisation. A potential agreement between competing local actors, such as Baghdad and Erbil, is not the only necessary condition to stabilise the area. It also requires that Turkey and Iran decide to desecuritise Nineveh to the extent that it ceases to play the role of a buffer zone in the Middle East regional security complex. This argument is underpinned by the close examination of Turkey’s and Iran’s involvement together with their respective local allies in Nineveh in the post-2014 period. Developments referring to the cases of Bashiqa, Shingal, Tal Afar, as well as activities in favour or against Mosul leaders’ post-Islamic State (IS) vision illustrate that Nineveh’s securitisation has transcended Iraq’s borders. All in all, Turkey and Iran are vying for greater influence in Nineveh, or at least attempting to ensure that it will not become a satellite area of a competing power. Partly through their direct diplomatic and military engagement, but most importantly through their military and economic support to their local allies, the two regional powers pursue their security and diplomatic goals. At the same time, their involvement in the area has compounded the friction between local actors. Accordingly, the paper argues that in order to avoid greater polarisation in Nineveh and prepare the ground for constructive negotiations in the post-IS environment, Turkey and Iran should work on institutionalising their relationship beyond trade. Working together on issues of security between them, but also specifically in Nineveh, would improve trust and confidence in their relationship and help overcome the catch-22.

This paper lays out three administrative options for the post-Islamic State governance of Nineveh and analyses the benefits and drawbacks related to each option. Despite minorities and international lobbying groups tied to the minorities favouring separate minority provinces, this paper argues against the formation of a Nineveh Plain province. A separate province would prevent efforts for reconciliation, is likely to induce new conflicts, and will ultimately not benefit minorities in the ways proponents of the plan claim. Similarly, the paper highlights that although decentralisation to the province through Law 21 could address a number of important issues, it would leave minorities in Nineveh too vulnerable to being marginalised and politically dominated by Sunnis. The main argument, and thus recommendation, of the paper is that the best available option for all components of Nineveh is the creation of a Nineveh federal region with entrenched power sharing and decentralisation within the region. This will provide the components of Nineveh with a political arena in which to address and overcome differences, while protecting minorities as well as Sunnis from being marginalised. Moreover, the creation of a region for Nineveh will have a stabilising effect on the wider Iraqi political system.

The global economy can be viewed today as a myriad of border-crossing supply chain networks of production, supply, distribution and marketing systems. Given the enormous value embodied in these systems, and an environment increasingly characterized by uncertainty and vulnerability, it is not surprising that concern about supply chain security has intensified. Concern takes many forms. For example, how supply chains might be used as vehicles for criminal activity (smuggling, trafficking of narcotics and importing counterfeit goods) or acts of terrorism (radio-active materials, bombs, even nukes in containers). Technology-based threats to supply chains, such as cybercrimes, data breaches and IT failures, now appear more frequently in the literature on supply chain security. These threats could result in substantial disruption to supply chains and damage to companies and their customers. But larger storms are brewing, whose menace to supply chain security is greater still – and where actions to protect supply chains move more slowly. These include the continued deterioration of transportation infrastructure, a new posture on trade which views supply chains as threats to jobs and wages, and the impact of climate change. These threats do not lie off in the distant future; they are threats of today and tomorrow.

The Islamic State (IS) must not be recognized as a State. It is an illegitimate non-state actor engaged in serious violations of international law. The use of force against the IS does not have a uniform legal basis. Some of the related actions can be justified on the grounds of the consent of the territorial State (this is the case with the US in Iraq, and Russia in Syria). The legality of other actions against the IS (those of Turkey in Iraq, and of the US in Syria) remains doubtful. The IS is likely to be defeated in the upcoming months. The situation does not require a more active engagement by the Czech Republic beyond what it is already doing (provision of weapons, training of armed and police personnel, etc.).

In the first five weeks of 2016, North Korea twice defied UN Security Council resolutions designed to stem its pursuit of nuclear weapons. On January 6, it conducted its fourth underground nuclear test; on February 7, it launched a satellite into space for the second time. These two events provided a vivid reminder that North Korea continues to make progress mastering the technology needed for developing long-range ballistic missiles and arming them with nuclear warheads. U.S. leaders have long sought to formulate and implement policies that would secure a denuclearized Korean peninsula, but these efforts have not been successful. U.S. political commentary on North Korea vacillates between taking at face value the regime’s exaggerated claims of technological prowess and reducing its leadership to cartoonish stereotypes. A clearer understanding of North Korea’s motives and the current status of its nuclear and missile programs can lead to a more realistic strategy for enhancing U.S. security. That strategy would involve using enhanced sanctions as leverage for achieving a halt in North Korea’s nuclear and missile testing and production of fissile material, but this can only happen through negotiations.

97. On Political Forgiveness: Some Preliminary Reflections

This policy brief examines political forgiveness, when countries or groups are able to reconcile or set aside historic enmities. The inability to overcome longstanding grievances—however justified and deeply rooted—often undermine a group’s or nation’s current core interests. This lack of forgiveness manifests throughout the world: tribal warfare in South Sudan, hostility between Saudi Arabia and Iran, seemingly irreconcilable differences within the European neighborhood, and the failure to reach a two-state solution between Israelis and Palestinians. Deep animus often seems to take precedence over interests. What conditions are necessary for political forgiveness, and through what process is it achieved? How is it that some countries, like Germany, have been able to find their way through this thicket, while others, such as Japan, have not—or at least not to a comparable extent? And, in cases of genocide, such as Rwanda, where political forgiveness may well be impossible, should the international community more purposefully examine the social license extended to victims? Ambassador Wendy Sherman makes the case that insights from frameworks of personal forgiveness can help nations seize the moment when their interests align and, accordingly, move to achieve political forgiveness. First, the process of forgiveness requires a sense of justice—victims must feel that perpetrators have been held accountable and will no longer be able to hurt them. It must also be a deep, extended undertaking: when perpetrators offer only superficial acknowledgments of the victims’ pain and attempt to move on quickly, victims perceive those efforts as perfunctory, even disingenuous. Additionally, countries must reestablish genuine, ongoing contact to overcome narratives of “the other” that inhibit forgiveness. They should not assume, however, that political forgiveness will proceed as a linear, three-part process in which the perpetrator issues an apology, the victim accepts the apology, and the two subsequently cultivate their ties on the basis of aligned national interests. This examination finds that the process works best in the reverse order: only upon discerning that their strategic interests happen to align do conflicting countries begin to move toward reconciliation and forgiveness.

Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

99. Defeating the Jihadists in Syria: Competition before Confrontation

Since August 2014, the US-led air campaign against the Islamic State of Iraq and al-Sham (ISIS) has successfully inflicted casualties on ISIS and weakened its oil revenues. However, the same efforts have also accelerated the rise of the Nusra Front, an al-Qaeda affiliate, and the near-collapse of nationalist rebel forces. In "Defeating the Jihadists in Syria: Competition before Confrontation," Faysal Itani of the Atlantic Council's Rafik Hariri Center for the Middle East details the unintended consequences of the coalition air campaign and proposes a revised US strategy. He argues that the United States can effectively assist nationalist insurgents to defeat ISIS and the Nusra Front by enabling them to compete with and contain these groups before ultimately confronting them. Itani writes that the US-led campaign thus far and the train-and-equip initiative set to begin next month undermine and weaken nationalist rebel forces. He criticizes these efforts for failing to provide sufficient support to the rebel forces, while directing them to target ISIS instead of the regime. Meanwhile, the Nusra Front and other jihadist organizations have greater resources and have been effective in targeting the Assad regime. As such, nationalist rebel forces and local populations have increasingly aligned with the Nusra Front and even tolerate ISIS in order to protect themselves against regime violence, criminality, and chaos. Itani's proposed US strategy offers a practical and workable response to the rise of jihadists groups in Syria; this revised strategy seeks to support rebel forces to compete with the Nusra Front for popular support and to take control of the insurgency, contain ISIS, and build capacity for an eventual offensive against the jihadists. This approach will build on positive results in southern Syria by significantly increasing direct financial and material support and training for vetted nationalist groups that have already shown significant success. Simultaneously, in the north the campaign can provide sufficient material support to nationalist forces while expanding coalition air strikes to target ISIS's frontlines, allowing the nationalist insurgency to defend and govern territory. Only once nationalist insurgent forces have successfully competed with the Nusra Front and contained ISIS can they confront and ultimately defeat the jihadist groups in Syria.

Abstract:
After Turkish fighter jets shot down a Russian warplane 24 November 2015, tensions between the two countries came to a head, particularly given their very different political positions on the Syrian issue. With Russia an ally of the Assad regime, and Turkey an ally of the opposition, the downed Russian jet has been the latest in a string of incidents that have threatened otherwise growing economic and trade cooperation between the two countries. This position paper argues that escalation of the tension between the two sides will have ramifications not only for the two parties involved, but also for the Syrian crisis.
