Away from the headlines, Sunnis and Shiites are testing the waters of reconciliation in the Iraqi parliament with an agreement that may come at the expense of country's Kurdish population. The Kurdish political reaction to such an agreement could potentially exacerbate anti-Kurdish sentiment among many Arab parliamentarians, costing the Kurds some of the hard-earned political ground they have gained thus far.

On January 11, 2008, a Boston federal court convicted Emadeddin Muntasser, Samir Almonla, and Muhammad Mubayid of conspiring to defraud and conceal information from the U.S. government. Prosecutors proved the defendants fraudulently used the charity they ran -- Care International -- "to solicit and obtain tax deductible donations for the purpose of supporting and promoting the mujahedin (Muslim holy warriors) and jihad (violent armed conflict)." The defendants concealed from U.S. authorities the fact that Care was an outgrowth of and successor to the al-Kifah Refugee Center, and engaged in non-charitable activities such as the solicitation and expenditure of funds to support violent jihad.

Abstract:
Improving economic management after almost two decades of violent conflict and civil unrest has been a top priority of Liberian President Ellen Johnson Sirleaf's reform agenda since her January 2006 inauguration. In April 2008, her administration could point to appreciable improvements in fiscal performance and economic progress, signs that the desired enhancements in economic management may have started to materialize. Many observers speculate whether these developments could be attributed to the country's multi-stakeholder Governance and Economic Management Assistance Program (GEMAP). If so, what lessons could be learned for other post-conflict countries? At an April 9, 2008 USIP event on the subject, the Liberian Finance Minister, the Honorable Antoinette Sayeh, reflected on GEMAP's impact, highlighted some challenges and discussed its applicability as a model for other countries. While recognizing the program's contributions, she emphasized that it is only one component of a much broader framework of reforms initiated since 2006. Sayeh also underscored the vital leadership role that President Sirleaf has played in the design and implementation of Liberia's public expenditure reform program.

Abstract:
What is the future of democracy in Egypt? What are the prospects for cooperation between the country's Islamist and non-Islamist political opposition groups? How can such cooperation be strengthened? These questions were at the forefront of discussions at the Second Annual Wasat Generation Dialogue, held in Cairo Egypt May 27-29, 2008 and hosted by USIP, the Al-Ahram Center for Political and Strategic Studies, and Georgetown University's Center for Democracy and Civil Society. An outgrowth of USIP's Arab Political Oppositions Project (APOP), this not-for-attribution dialogue brought together a select group of Egyptian political leaders, American academics and U.S. democracy-promoters. The conference provided a unique venue to explore the prospects for enhancing political cooperation across the ideological/religious divide in the Egyptian political arena. It also highlighted the potential to build bridges of cooperation among a new generation of political activists.

The government's decision to withdraw Australian combat elements from southern Iraq by the middle of 2008 has the potential to consign the Arabian Gulf region 1 to the periphery of Australian policy interests. There is a consequent temptation to focus our security policy on Australia's immediate region, or within West Asia only on Afghanistan where our combat forces will likely be operating for some time to come. To do so, however, flies in the face of our substantial, diverse and growing economic interests in the Gulf (including an upcoming Gulf Cooperation Council (GCC) free trade agreement), our interests in counterterrorism and counter-proliferation, and our record of regularly deploying Australian Defence Force (ADF) elements into the region over the last 20 years. These factors, along with the government's recognition that '...the challenges (that) Australia faces will require us to be more internationally active, not less' 2 mean that, in an uncertain world where our strategic horizon extends beyond Southeast Asia, it is prudent to maintain and consider enhancing the diplomatic and security connections we have built up in the Gulf, albeit in a piecemeal fashion, over nearly two decades.

China\'s banking sector has been largely transformed over the past decade. Several of the largest banks have been restructured, recapitalized, and listed. Governance has improved, notably through the appointment of independent members to boards of directors. A vigorous new regulatory and supervisory agency, the China Banking Regulatory Commission (CBRC), has introduced new accounting standards, a revised risk weighting system for measuring capital, more rigorous loan loss criteria, heightened provisioning requirements, and other significant changes. Foreign banks have entered the market, both through their own branches and subsidiaries and through strategic investments in domestic banks, bringing better banking practices and much needed additional competition.

Abstract:
Security sector reform (SSR) in weak and fragile state environments encompasses a broad range of efforts to improve the capacity, governance, performance, and sustainability of the security system. Financial dimensions of SSR include the allocation of resources according to well-defined priorities, both across sectors and within the security system, and ensuring that expenditure is transparent, efficient and effective. Issues of financial management were central to the origins of SSR in the 1990s, and they are no less central to security sector reform today. Yet current SSR strategies and programming all too often pay insufficient attention to public finance issues. As a result, the medium and long-term fiscal implications of short-run policy decisions are not factored into early post-conflict engagement processes. The negative consequences include unsustainable reforms, the squeezing out of other vital sectors, and, conversely, the under-provision of security. This paper argues for the “right-financing” approach to be adopted for the security sector – striking an appropriate balance between current security needs and the goal of building a fiscally sustainable security sector based on realistic resource projections. This paper makes four policy proposals.

310. Ireland and the Lisbon Treaty: Quo Vadis?

The rejection of the Lisbon Treaty by the electorate on 12 June 2008 has presented the Irish government with the most serious crisis in external relations since the Second World War. This was the third such referendum on Europe held in Ireland since the millennium and the second plebiscite in three to result in a rejection of an EU Treaty following the failed Nice poll in 2001. There is no obvious solution to the dilemma the government faces and no obvious pathway to achieve ratification. There is however a clear consensus amongst the political parties that ratification constitutes both a clear political priority and a fundamental national interest. At the October European Council summit in Brussels, Taoiseach Brian Cowen promised to come back to the December meeting “with a view to our defining together the elements of a solution and a common path to follow”. But the external context is now clear – EU leaders indicated an unwillingness to re-negotiate any part of the Treaty: it will be up to Ireland to find an Irish solution to this European problem. Thus the opportunity cost of the No vote has become somewhat clearer: Ireland faces marginalisation and isolation in Europe if a solution to the Lisbon dilemma is not found. The domestic context is also somewhat clearer now that we have access to extensive data that sheds light on the reasons for the No vote in the 12 June poll. In assessing the options for ratification this paper draws upon that data, presented in among other sources, the post-referendum Eurobarometer survey and the government-commissioned Millward Brown IMS research findings.

Abstract:
Why does the United States support Kosovo's independence, even putting at risk its relations not only with Serbia but also with Russia? And how does Washington plan to contain the consequences? It is often assumed that Washington's position is based on a sense of moral obligation, deriving not only from the mistreatment of Albanians under the Milosevic regime but also from American promises since. While this fact or unquestionably weighs on the side of the Kosovars, it is not I think decisive. Understanding Washington's support for Kosovo's independence requires an analysis of the consequences of further delay as well as the consequences of moving ahead, even in the absence of a UN Security Council resolution.

A legitimate, functioning and coherent justice system is urgently needed to establish peace and stability in post-Taliban Afghanistan. After three decades of war, continued insecurity, endemic corruption, and lack of resources hobble the formal justice system. Informal, community-based dispute resolution mechanisms—which are more readily accessible and understood than formal courts by most Afghans, particularly outside urban areas—are widely used to resolve both civil and criminal matters. These mechanisms are critical to maintaining stability within communities, and at present handle over 80 percent of disputes in Afghanistan. At the same time, informal or traditional practices may fall short of due process and human rights standards.

Iran's recent detention of 15 British sailors and marines, captured in the contested waters of the Shatt al-Arab near the Iranian coast, has exacerbated tensions between the United States and Iran. The incident also underscored the opacity of the Iranian political system; it is unclear on whose directive the Iranian navy acted. With U.S.–Iranian relations already strained due to the Islamic Republic's activities in Iraq and its nuclear ambitions, understanding the Islamic Republic's power structure and decision-making processes has become increasingly important. On November 21, 2006, Nepal's government and the Communist Party of Nepal (Maoist) signed a comprehensive peace agreement (CPA) to formally end their ten-year conflict, which has resulted in an estimated 13,000 deaths. The agreement has been widely hailed as historic and many observers feel cautiously optimistic, in spite of the hurdles that lie ahead. On January 22, 2007, the U.S. Institute of Peace sponsored a one-day program in Washington, D.C., to address the challenges Nepal now faces. It brought together a broad spectrum of attendees, from representatives of academia and international organizations such as the International Monetary Fund (IMF) and World Bank to the U.S. Departments of State and Justice. Presenters were asked to comment on particular challenges that Nepal faces during the peace process. This USIPeace Briefing provides an overview of the presentations given at the conference, and includes remarks from Ambassador Julia Chang Bloch (former U.S. ambassador to Nepal and president of the U.S.–China Education Trust); Dr. Chitra K. Tiwari (journalist, The Washington Times); Dr. Jaya Raj Acharya (senior fellow, USIP); and Kul Chandra Gautam (assistant secretary-general of the UN and deputy executive director of UNICEF). This USIPeace Briefing highlights the findings regarding the security situation in Nepal in the run up to constituent assembly elections scheduled for November 22, 2007. Since February 2007 the United States Institute of Peace (USIP) has held individual meetings and group dialogue sessions on strengthening security and the rule of law in Nepal. These events have taken place in Washington, D.C., Kathmandu, Banke, Siraha, Kailali, Jhapa, Chitwan and Rupandehi Districts. During the sessions and meetings, including with members of the security sector, challenges and solutions to strengthening security and the rule of law were identified and discussed. While election security for the upcoming Constituent Assembly Election was not the primary subject of the discussions, various participants offered a number of recommendations and raised several concerns. Additionally, general security issues, many of which are related to election security, were discussed and can be included in a broader long-term security strategy.

Against a backdrop of halting progress by many international courts, the Special Court of Sierra Leone (SCSL) has quietly had significant success in accomplishing its mission to provide justice for the perpetrators most responsible for the horrific crimes committed against the people of Sierra Leone. Three years into the Court's operation, it has achieved guilty verdicts in cases against five defendants—with two verdicts in the past two months—that have set several important precedents in international law. The SCSL has just begun its last and most prominent case with the trial in The Hague of Charles Taylor for his role in fueling the violence in Sierra Leone while he was President of neighboring Liberia. The Taylor trial is expected to end in the fall of 2008, and with that, the Court will begin its wrap-up phase.

For international actors seeking to consolidate peace and democracy in disrupted states, the importance of establishing the rule of law is well-recognised. Yet this goal has proven frustratingly elusive. In the hostile intervention environment of the post-conflict disrupted state, international actors in the UN system and elsewhere have struggled to build legitimate state structures to redress disputes peacefully. They have found it even more challenging to instil principles of governance that promote accountability to the law, protect against abuse and generate trust in the state. This brief examines the difficulties faced by UN peace operations in attempting to build the rule of law, with reference to UN transitional administrations in Cambodia, Kosovo and East Timor.

Abstract:
This paper aims to analyse the basic parameters of the new draft constitution in Turkey. Having outlined the radical amendments to the current Constitution in terms of both fundamental rights and state organs, the paper takes up the procedural and substantial criticisms directed against the draft Constitution. It also contains a number of policy recommendations for taking necessary measures to ensure the broadest possible participation of the Turkish people in the constitution making process. The paper concludes that adoption of the proposed constitution will remove the physcological obstacle to democratisation of the Turkish political regime by disproving the deeply embedded belief that civilians in Turkey cannot make a new constitution under truly democratic circumstances.

320. Looking after Australians overseas

What is the problem? As more and more Australians travel and live overseas, the Australian Government finds itself under increasing pressure to provide consular help and support, especially in emergencies. Providing these consular services is a traditional role for government representatives abroad, but both the scale and the nature of the demand have grown significantly in recent years. The demand from Australians for evacuation from South Lebanon during the conflict there last year demonstrated how far community expectations of the nature and scale of consular help have increased. This raises two problems. First, there is an issue of expectation management; community expectations are starting to run ahead of what can practicably be provided. Second, there is a problem of resources and priorities. While the consular workload has grown, the resources of Australia's Department of Foreign Affairs and Trade have not, and the result has inevitably been a diversion of resources away from other diplomatic tasks. That is something Australia can ill afford.

It would be unrealistic to expect crime to continue dropping sharply as it did in the 1990s, but that is no reason to undermine the progress brought by successful policies. With recent FBI data showing crime on the rise, it is time to reconsider the massive de-funding of one of the most successful federal anti-crime measures of the 1990s: the U.S. Department of Justice's Office of Community Policing Services (COPS) program. The program, authorized by the Violent Crime Control and Law Enforcement Act of 1994, provides grants to state and local police to hire additional officers and adopt aspects of "community policing."

Abstract:
Corruption poses one of the most lethal threats to China's future economic development and political stability. Illicit activities such as bribery, kickbacks, theft, and misspending of public funds cost at least 3 percent of GDP. Corruption also undermines the legitimacy of the ruling Chinese Communist Party, fuels social unrest, contributes directly to the rise in socioeconomic inequality, and undermines China's environmental security. The prevalence of corruption in China is rooted in the country's partially reformed economy and absence of genuine political reform. Corruption in China has spillover effects beyond its borders. To protect its own interests and encourage China in its transition toward a more market-based economy and open society, the United States should rely on mutual legal cooperation to assist China in its struggle against corruption.

323. What Can the United States Learn from the Nordic Model?

Some policymakers in the United States and Europe argue that it is possible to enjoy economic growth and also have a large welfare state. These advocates for bigger government claim that the so- called Nordic Model offers the best of both worlds. This claim does not withstand scrutiny. Economic performance in Nordic nations is lagging, and excessive government is the most likely explanation. The public sector in Sweden, Denmark, Norway, Finland, and Iceland consumes, on average, more than 48 percent of economic output. Total government outlays in the United States, by contrast, are less than 37 percent of gross domes- tic product. Revenue comparisons are even more striking. Tax receipts average more than 45 per- cent of GDP in Nordic nations, a full 20 percent- age points higher than the aggregate tax burden in the United States.

Today, he visits Prague to address a democracy promotion conference organized by former Czech president Vaclav Havel, former Israeli deputy prime minister Natan Sharansky, and former Spanish prime minister Jose Maria Aznar. The president's next stop is Heiligendamm, Germany, for the G8 meeting between the United States, Britain, Canada, France, Germany, Italy, Japan, and Russia. On June 8, he continues on to Poland, Italy, Albania, and Bulgaria in order to boost new democracies, cement alliances in the former Communist Bloc, and meet with the Pope.

On April 30, 2007, the Turkish stock market slumped and the value of the lira dropped following a massive demonstration in Istanbul against the Justice and Development Party (AKP) government, coupled with a statement by the military voicing support for secularism. Previously, the comparatively healthy Turkish economy had boosted the chances that the AKP, rooted in the country's Islamist movement, would achieve further electoral victories this year. On April 24, Prime Minister Recep Tayyip Erdogan named Foreign Minister Abdullah Gul as his party's candidate for president -- a legislatively elected post. In the April 27 parliamentary session, however, the secular opposition boycotted the vote, and the AKP failed to muster the required two-thirds majority. The Turkish constitutional court subsequently annulled the vote, and the status of the presidential election is now uncertain. In the meantime, the parliament has moved legislative elections up from November to July 22.

326. Brazilian Counterterrorism Efforts: Legislative Progress, But Little Action on the Ground

In March, Brazilian authorities drafted a new antiterrorism law instituting stiff penalties for a variety of violent acts committed by both individuals and organizations. The new legislation, expected to pass Brazil's congress in a modified form, will likely be used to target criminal gangs from Brazil's indigent favela neighborhoods, not Middle Eastern terrorist groups operating in the Argentina-Brazil-Paraguay Tri-Border Area (TBA). Brazil denies that illegal terrorist activities are being conducted in the TBA, and it does not regard groups like Hizballah or Hamas as terrorist organizations. Much of the legal foundation needed to successfully combat international terrorism is already in place in Brazil, but the government has not demonstrated the will to confront the problem.

On March 28, the Arab League will convene the annual summit of its twenty-two member states in Riyadh, Saudi Arabia. On March 17, the Palestinian Legislative Council (PLC) approved the formation of a Hamas-Fatah national unity government by an 83–3 margin. This culminated a process that began in early February with the Mecca accord facilitated by Saudi Arabia's King Abdullah. Many governments have withheld comment since that accord. One reason for their relative silence is reluctance to criticize a project associated with King Abdullah, who is emerging as a leading force in the Arab world and a linchpin of U.S. efforts to isolate Iran. Another is bated hope that the new government guidelines will be a marked improvement over those of the current Hamas government. Since Hamas's victory in January 2006 parliamentary elections, the focus has been on three principles proposed by the Quartet (the United States, Russia, the European Union, and the UN): (1) recognition of Israel, (2) disavowal of violence, and (3) adherence to past written commitments.

On March 8, 2007, a French court ordered the Wiesenthal Center's director for international relations in Paris to pay a symbolic €1 fine in a defamation suit brought by a U.S.-designated Hamas front organization. The Comité de Bienfaisance et de Secours aux Palestiniens (Committee for Welfare and Aid to the Palestinians) (CBSP) charged that it had been defamed by allegations that it finances terrorism and raises funds to support the families of suicide bombers recruited by Hamas. Atlhough the French court acknowledged that the 150 exhibits submitted by the defense "indeed constituted an impressive body of evidence," it nonetheless issued a symbolic ruling in favor of the plaintiff.

As recently as December, Palestinian Authority (PA) president Mahmoud Abbas refused to back a proposal for a unity government offered by Palestinian Legislative Council (PLC) member and head of the Independent Palestine list Mustafa Barghouti. That deal was based on the concept of a technocratic compromise under which Hamas officials would not have held the prime ministership or led any ministries. Yet under the terms of the February 8 Mecca accord, the current prime minister, Hamas's Ismail Haniyeh, will stay on as head of the next government, and the only portfolios Hamas members specifically will not hold are the finance, foreign affairs, and interior ministries, which will be headed by independents acceptable to both sides. The key question then is why Fatah settled for a unity agreement in February that provided it far less gains than previous unity proposals rejected by Abbas.

On February 1, after fourteen days of deliberation, a Chicago jury acquitted Muhammad Salah and Abdulhalim Ashqar of charges that they were involved in a racketeering conspiracy by financing and supporting Hamas terrorist activities in the late 1980s and early 1990s. The two were accused of laundering funds, facilitating communications, and providing recruits for Hamas, but were convicted only on minor charges of obstruction of justice and, in Ashqar's case, criminal contempt. Like the 2005 prosecution of Sami al-Arian and several other Palestinian Islamic Jihad supporters in Tampa, Florida (where the jury acquitted the defendants of most charges and deadlocked on others), the case highlights the difficulty of prosecuting individuals for providing support to terrorist groups under the cover of humanitarian or political activity.

There are three possibilities for the future of the troubled Hamas-Fatah relationship. The first is the default option, involving perpetual tension with progressively worsening violence—and no decisive victor. Each side mistakenly believes that it can swiftly defeat the other. Hamas believes it can win through continued rearmament and resistance, and that its political message resonates with its constituency. Its own efforts—along with Hizballah's perceived victory in summer 2006—have lent Hamas confidence in its current footing. Ukraine is facing a considerable challenge from corruption, which our research showed is present in nearly all levels of government and politics, the judiciary, and business. It is the view of the Task Force that corruption has become so severe that it has the potential to threaten Ukraine's political and economic stability as well as the country's European Union membership aspirations. While Ukraine has made progress since the Orange Revolution in areas such as developing an independent media and a more active civil society, its political leaders have failed to fulfi ll the core promise of the Revolution by effectively addressing corruption. Instead, our research revealed that public suspicions about corruption at the highest reaches of political power are widespread in Ukraine.

Budget consolidation is dominating the political agenda. The Hungarian government has embarked on an ambitious four-year consolidation programme following another election-year peak in the deficit in 2006 at 9.2% of GDP. The immediate revenue increases and spending cuts are temporarily damping growth. However, if all goes according to plan, the programme will bring dividends to the economy in the longer term. This payoff is crucially dependent on: Discipline in budgetary processes. Work needs to continue on strengthening budgetary mechanisms. A system of binding medium-term spending limits should be considered. Budgetary reform also needs to extend to the sub-national governments. Success in maintaining spending freezes. The re-scheduling that brought forward part of the 13th month payment to public-sector workers this year does not affect achievement of the 2007 fiscal target in accrual terms. Nevertheless, looking forward, strong resistance to spending pressures arising from revenue windfalls is of key importance. Implementation of the structural reform programme. The healthcare reforms that are expected to deliver a large share of fiscal savings are reasonably well advanced and a welcome cut in gas-price subsidies is already reducing government spending. The reforms in education are positive but the changes to the tuition–fee system in particular should go further. It is more uncertain, however, whether all the planned cuts in government administration will be realised. Successful reform of public spending requires the participation of the counties and municipal governments. There are potential savings in administrative overheads here too and sub-national governments are responsible for providing many government services. In-depth review of these issues in this Survey reveals a need to: Capture economies of scale. Political constraints preclude widespread mergers among the large number of small municipalities. However, the joint provision of services is widespread and should be encouraged further. Efforts to rationalise through replacement of county-level governments with regional assemblies should continue. Reform financing systems. The financing of sub-national government needs simplification and greater transparency and oversight in accounts. Also, the benchmarking of services via output and performance indicators needs to become more widespread. Reform of local taxation should include widening of property tax and removal of the local business tax. Hungary's low employment rate remains a key structural handicap to economic performance. There has been welcome reform of unemployment benefits and early-retirement pensions. Planned reforms to disability pensions look promising and a concrete proposal for old-age pension reform is in the pipeline. This Survey looks in depth at the issue of prolonged parental leave and other aspects of family policy: Current efforts to boost childcare services are welcome. Future reform needs to consider further strengthening of central-government provision requirements on municipalities regarding these services, matched by appropriate funding. A system of childcare vouchers for parents would be one way of increasing efficiency in the provision of services. Reform to the very long parental leaves should be considered, along with changes to the attendant system of additional cash benefits. Savings could be used to help fund increased childcare services.

Preserving the environment is high on the agenda for both governments and society. Governments in OECD countries are using a variety of instruments to change environmentally harmful behaviour, and taxes have proved a useful string to their bow. Using taxes to achieve an environmental objective, such as reducing emissions of a particular pollutant, is efficient from an economic point of view and offers flexibility to adapt for those affected. Direct regulation of polluting activities, for example by setting legal limits on the emission level of certain pollutants, forces immediate compliance regardless of the comparative cost for different businesses and individuals, and can be more difficult and costly for some than for others. Environmental taxes leave more flexibility for those affected, because they can essentially “buy time” to make changes which will mean they do not have to pay the tax in the future. Thus, a tax on polluting activities or products allows those who can cut emissions cheaply to do so first, while allowing those with higher pollution control costs to pay the tax while taking time to make technological adjustments. This means that the economy as a whole will meet the same environmental objective more cheaply than by using direct regulation. While using taxes to achieve environmental objectives is clearly efficient for the economy as a whole, however, in practice individual businesses or sectors may resist because they will be “losers” in the equation. Governments need to address such concerns about the negative impacts of environmental taxes on sectoral competitiveness and on income distribution if environmentally related taxes are to be a useful tool. This Policy Brief looks at the political economy of environmental taxes and how governments can use them in conjunction with other policy instruments to achieve their environmental objectives.

These are only the latest examples of the difficulties Western countries have faced in prosecuting terrorist suspects since September 11. Efforts to handle terrorism suspects outside of the criminal justice system have also encountered significant obstacles, making clear that there are no easy answers for how to treat suspected terrorists.

The October 20 announcement of Ali Larijani's resignation as Iran's chief nuclear negotiator and secretary of the Supreme National Security Council (SNSC) has intensified pressure on President Mahmoud Ahmadinezhad. Faced with criticism over the resignation, Tehran ensured that Larijani attended the Iran-European Union (EU) nuclear talks in Rome on October 23. His continued presence in the negotiations raises serious questions about who is in charge of Iran's nuclear policy and other key issues, making the regime's intentions even more of an enigma to the Europeans. As EU foreign policy chief Javier Solana stated after the Rome meeting, "I found the same Larijani I had met before, and he had the role of chief negotiator."

Amman had hoped these would showcase Jordan's relatively advanced style of representative democracy in the Middle East. Instead, in a surprise development, the Islamic Action Front (IAF) -- the political party of the Jordanian Muslim Brotherhood -- withdrew hours into the voting, claiming that government-sponsored fraud had "overstepped the bounds." Subsequently, independent and progovernment candidates swept the elections.

Jordanians go to the polls tomorrow to elect nearly 1,000 local representatives and 92 mayors. On their own, these elections are of minimal interest to Washington: municipalities have small budgets, limited responsibilities, and scant independence from the central government. But the voting comes just a month after the Hamas takeover of Gaza, during a spike in the violence in Iraq, and a week after a landslide victory for the Islamist-leaning Justice and Development Party (AKP) in the Turkish national elections. Adding to the significance of the Jordanian ballot is the fact that, after boycotting the 2003 contest, the Jordanian Muslim Brotherhood's political party, the Islamic Action Front (IAF), will participate in this year's elections. Reports that Ayatollah Ali Meshkini has either died or is on the brink of death shed light on the nature of power in Iran. Meshkini is speaker of the Assembly of Experts -- a body that, despite its traditionally minor role in Iranian politics, is constitutionally empowered to not only elect a new Supreme Leader if the post becomes vacant, but also to dismiss a sitting leader. Current Supreme Leader Ali Khamenei cannot be pleased that this body may now be headed by deputy speaker Ali Akbar Rafsanjani, a former president known to be a wily comeback artist. Although Khamenei has taken full advantage of the constitution to make the Supreme Leader the ultimate arbiter of Iranian politics, that could change depending on his health and Rafsanjani's scheming.

So far, however, it is not apparent that the Bush administration has taken a critical look at the policies that failed -- in the pre-Hamas period -- to help develop the Palestinian Authority (PA) into a truly effective, accountable, transparent government, or -- in recent months -- to impede Hamas's rise or strengthen the forces arrayed against it. Before Washington proceeds too far down the path of propping up President Mahmoud Abbas and resuscitating Fatah without reflecting on how U.S. action (or inaction) contributed to the current situation, the administration should revisit the basic principles underlying U.S. relations with the PA.

In May 2001, the 17-month insurgency of Albanians in Southern Serbia came to an end. In the Konculj Agreement, Albanians agreed to disarm and disband the Liberation Army of Presevo, Medvedja and Bujanovac (UCPMB) in exchange for the promise of amnesty for their fighters, the return of refugees, the creation of a multi-ethnic police force and the integration of Albanians into public institutions. After decades of official discrimination and exclusion from state institutions, the adoption of the Covic Plan, which foresaw the goals mentioned above, provided an opportunity to respond to Albanian grievances and win loyalty of the Albanian minority to the Serbian state. The plan drawn up by Nebojsa Covic, Deputy Prime Minister of Serbia in 2001, contained clear goals with deadlines, including “the integration of Albanians into the political, government and social system”, meaning into the police, judiciary, health services, education, municipal institutions, economy, etc. in proportion to their numbers.

While the growing insurgency is attracting increasing attention, long-term efforts to build the solid governmental institutions a stable Afghanistan requires are faltering. Following conclusion of the Bonn process, which created the country's elected bodies, the Afghan government and the international community committed at the London Conference (31 January-1 February 2006) to the Afghanistan Compact, which identified “three critical and interdependent areas or pillars of activity” over five years: security; governance, rule of law and human rights; and social and economic development. The government signed on to realizing a “shared vision of the future” for a “stable and prosperous Afghanistan”, while over 60 nations and international institutions promised to provide the necessary resources and support. A year on, even those most closely associated with the process admit that the Compact has yet to have much impact. Afghans and internationals alike still need to demonstrate the political will to undertake deep-rooted institutional changes if the goals of this shared vision are to be met.

365. Somalia: The Tough Part Is Ahead

Somalia's Islamic Courts fell even more dramatically than they rose. In little more than a week in December 2006, Ethiopian and Somali Transitional Federal Government (TFG) forces killed hundreds of Islamist fighters and scattered the rest in a lightning offensive. On 27 December, the Council of Somali Islamic Courts in effect dissolved itself, surrendering political leadership to clan leaders. This was a major success for Ethiopia and the U.S. who feared emergence of a Taliban-style haven for al-Qaeda and other Islamist extremists, but it is too early to declare an end to Somalia's woes. There is now a political vacuum across much of southern Somalia, which the ineffectual TFG is unable to fill. Elements of the Courts, including Shabaab militants and their al- Qaeda associates, are largely intact and threaten guerrilla war. Peace requires the TFG to be reconstituted as a genuine government of national unity but the signs of its willingness are discouraging. Sustained international pressure is needed.

As Democrats took over the United States Congress in January 2007, many trade advocates trembled. Over the past decade, votes on trade liberalization had broken increasingly along partisan lines. Trade promotion authority (TPA)—indispensable for negotiating new trade agreements—passed by just one House vote in December 2001, with just 21 out of 210 Democrats in favor. In July 2006 the Central American Free Trade Agreement—Dominican Republic (CAFTA-DR) won by just two votes, with a minuscule 15 of 202 Democrats voting “aye.” By one accounting, voters in November 2006 had replaced 16 trade-friendly House Republicans (and five similar Senate Republicans) with tradeskeptical Democrats. No seats in either house moved in the free trade direction (Evenett and Meier 2006).

Civilians and internally displaced persons (IDPs) in Darfur, western Sudan, are increasingly being attacked by militia groups. At the same time, it is progressively more difficult to deliver humanitarian assistance to Darfur as aid agencies are hampered by increased banditry and continued obstruction by the government of Sudan (GOS). Moreover, the African Union Mission in Sudan (AMIS) does not offer adequate protection as it continues to operate with severe budgetary constraints, inadequate amounts of military officers and equipment, and a limited mandate that does not allow it to prevent incidents or respond sufficiently to attacks. On December 14, 2005, the Sudan Peace Forum of the United States Institute of Peace (USIP) convened to address the continuing challenges facing the delivery of humanitarian assistance in Darfur. Firsthand accounts of the humanitarian crisis were presented by Sloan Mann of the United States Agency for International Development; Michael Heller Chu of the United Nations Organization for the Coordination of Humanitarian Assistance; and Jonathan Morgenstein of USIP. Ambassadors Chester Crocker and Francis Deng co-chaired the meeting. Both Thailand and the Philippines are home to Muslim minorities which have been engaged in persistent, at times virulent, conflict with the central Thai and Philippine governments for decades. While these drawn-out internal conflicts have primarily been ethno-nationalist in character, they appear to be taking on a more explicit religious dimension as a result of a range of factors. These include the failure of secular nationalism in achieving the ends of the respective rebellions, the resultant search for alternative (and presumably more effective) ideological impetus, the role of exogenous stimuli and catalysts such as the radicalization of local mujahideen volunteers involved in the international jihad waged in Afghanistan against Soviet occupation, and the impact of post-9/11 events on Muslim worldviews. Against the backdrop of ongoing international concern for Islamic terrorism, which is increasingly manifesting itself as a transnational phenomenon built on collaboration between jihadi terrorist and militant groups that capitalize on grievances throughout the Ummah, interest in the religious character of local conflicts, such as those under scrutiny in this monograph, have, not surprisingly, taken on greater urgency. Accordingly, what was not previously seen to be conflicts with decidedly religious contents are today being increasingly portrayed and understood in numerous policy, media, and security studies circles as a phenomenon driven and defined by Muslim radicalism, militancy, and international jihadi terrorism.

The ongoing popular challenge to the pro-Western Lebanese government of Prime Minister Fouad Siniora marks yet another setback in the Bush administration's attempt to impose a new order on the Middle East more compatible with perceived U.S. strategic interests. The success of the nonviolent people power movement against Syria's overbearing role in Lebanese politics during the spring of 2005dubbed the Cedar Revolutionwas an impressive triumph of popular democratic forces, forcing the withdrawal of Syrian forces and enabling the country to proceed with parliamentary elections without Syrian interference. However, despite claims by the Bush administration to the contrary, the electionswhich, like all Lebanese elections, took place under the country's colonially-imposed confessional representation systemdid not constitute a victory for reformers. Instead, the victors were primarily a group of corrupt pro-Western elite politicians from the same traditional political families who have ruled the country since independence. Their credibility among the Lebanese people was reduced further this summer when the United States rejected their pleas to use its considerable influence to stop Israel's brutal 35-day military assault against their country which took the lives of more than 1,000 civilians and caused billions of dollars of damage to the country's civilian infrastructure.

New Year's Day has a history of hope for former slaves in the hemisphere: Haiti freed its slaves and declared its independence on New Year's 1804; 59 years behind its southern neighbor, President Lincoln issued the U.S. Emancipation Proclamation on January 1, 1863. But since then hope has been scarce in Haiti. This year the island nation rang in the New Year with a toll of alarm. A massacre in the urban settlement of Cité Soleil on Dec. 22 left over 20 dead and many wounded by gunfire from UN troops. 380. Bush's Dysfunctional Cuba Policy

The Bush administration's Cuba policy has reached a dead end, with no hope of success. Its objective is nothing less than to bring down the Castro regime. Or, as then-Assistant Secretary of State Roger Noriega put it on October 2, 2003: "The President is determined to see the end of the Castro regime and the dismantling of the apparatus that has kept him in office for so long." President George W. Bush then appointed a Commission for Assistance to a Free Cuba with the goals of bringing about "an expeditious end of the dictatorship," and developing a plan to achieve that goal. In May 2004, the Commission came out with a near-500- page plan whose basic premise was that the Castro regime was near collapse and that another shove or two would bring it down--a few more Radio Marti broadcasts, a few more travel restrictions, another economic sanction or two and it would all be over. The plan also read like a blueprint for an American occupation that would make the trains run on time, show the Cubans how to run their school systems and grow their crops--so much so that it offended many Cubans who read it, even those who didn't necessarily agree with the Castro government. To correct that, the new--and shorter--report issued by Secretary of State Condoleezza Rice, Commerce Secretary Carlos Gutierrez and Transition Coordinator Caleb McCarry, on July 10 this year stressed that its purpose was simply to assist Cubans on the island. Solutions must come from them, it insisted, adding that the U.S. stood ready and willing to support those initiatives. But having said that, the report went on with page after page of recommended actions--always provided that Cubans on the island wished to initiate them.

The United States just took one small step away from the brink. Congress has opted against funding research for a nuclear weapon that would target underground bunkers. This decision squelched a program that would likely have created a new nuclear warhead, something that is particularly incongruous at a time when nations around the world are fervently trying to convince the leaderships of North Korea and Iran that their countries do not need nuclear weapons. However, this wisdom on the part of the U.S. government may prove to be temporary.

This report launches the second volume of the Brown Center Report on American Education. The five issues of volume one were published from 2000 to 2004. Volume one included regular reports on data from the National Assessment of Educational Progress (NAEP) and state assessments, analysis of student achievement in charter schools, a study of trends in homework, evaluations of the federal government's Blue Ribbon Schools Program, an investigation of the academic performance of high schools with powerhouse sports teams, analyses of student achievement in urban school districts and rural schools, a survey of exchange students from countries abroad to see what they think of American schools, and a survey of the mathematics preparation of middle school math teachers. Volume two will explore similar topics related to how well American students are learning.

388. Reducing Unwed Childbearing: The Missing Link in Efforts to Promote Marriage

Most social scientists acknowledge that, on balance, single parents, stepparents, or cohabiting couples are no substitute for childrearing by two married parents. Yet, new data from the federal government show that a record number of babies—nearly 1.5 million—were born to unmarried women in the United States in 2004. Empirical evidence of this sort has leveraged political support for the Bush administration's “Healthy Marriage Initiative.” Congress recently approved major funding for this initiative as part of welfare reform reauthorization. Approximately $100 million per year will be available for research, demonstration, and technical assistance projects to promote healthy marriage through such activities as public advertising campaigns, relationship and marriage education in high schools, and relationship and marriage skills for both unmarried and married couples. In addition, about $50 million per year will be available to promote responsible fatherhood.

Hurricane Katrina reminded the nation of the consequences of entrenched poverty, and Congress now faces complicated policy questions set against the backdrop of class and race. As America confronts these issues in cities and states beyond the Gulf Coast, it is important to realize that the number of poor people living in troubled neighborhoods—often described by journalists as the “underclass”—are actually fewer now than in the 1980s. Yet public policies that encourage education, work, and opportunity are urgently needed to keep that positive trend from reversing.

By electing a parliament dominated by Hamas, Palestinians have sharply challenged U.S. policy. The initial American reaction—undermining the new government—will leave the population in chaos, with various Palestinian groups vying for influence. Political constraints preclude anything but a Hamas government in the short term. But the Hamas victory should not be viewed as a defeat for the American vision of reform—which, indeed, may offer a path out of the current deadlock. The United States should develop a policy for the longer term to continue calming the Israeli- Palestinian conflict; maintain the Palestinian Authority; and work for political reform by focusing on the judiciary, media, and other institutions that are independent of the current regime.

On October 20, 2006, eighty-three-year-old King Abdullah of Saudi Arabia announced changes to the kingdom's “Basic Law”—effectively its constitution—that appear to formalize procedures for the selection of future kings. However, it is difficult to know how much the current system of succession will actually change. For the foreseeable future, it is most likely that the world's largest oil exporter and the center of the Islamic world will still be led by an octogenarian, with the probability that his successor will be of similar age, and perhaps even infirm.

Since the breakdown in talks over the formation of a unity government in mid-September, the Palestinian political environment has become more dangerous and dysfunctional. Paralyzed by ongoing international economic and political isolation, the Palestinian Authority (PA) has essentially ceased to function as tens of thousands of public sector employees continue to strike in protest against unpaid salaries. Factional violence assumed a new level of intensity on October 1 when the Hamas interior minister, Sayed Siam, ordered Hamas's security force to break up demonstrations by the mainstream Fatah-dominated security services, who were protesting after not receiving salary payments. The resulting gun battles left twelve people dead and dozens injured. Fatah loyalists responded to the incident in Gaza by targeting Hamas interests in the West Bank, burning offices, kidnapping officials, and threatening to assassinate Hamas leaders.

On September 11, 2006, advisors to Palestinian president Mahmoud Abbas and prime minister Ismail Haniyeh announced that the two had reached agreement on the formation of a national unity government after months of on-again, off-again discussions. The core of the agreement appears to be that Haniyeh will remain prime minister, Hamas will yield some key ministries, such as finance and foreign affairs, to Fatah, and the government will adopt some formula for its program that will allow it to claim it has met the Quartet's three conditions for renewing international aid. According to the Quartet's statement on January 30, “future assistance to any new government would be reviewed by donors against that government's commitment to the principles of nonviolence, recognition of Israel, and acceptance of previous agreements and obligations, including the Roadmap.”

400. Ahmadinezhad's Popularity One Year On

Westerners believe Iranian president Mahmoud Ahmadinezhad to be popular in Iran, in no small part because of his strong support for Iran's nuclear program. However, there is much evidence to the contrary. There is limited information available with which to form a judgment about the popularity of any politician or political program in Iran. The government forbids any independent opinion polling on matters as ordinary as the raging problem of drug addiction, let alone sensitive issues like negotiations with the United States or the nuclear program. The main sources of information for Western media are the statements and photographs that come from Iranian state media, or other Western journalists who go to Iran but cannot work freely in the face of government controls. The Western newsmedia has taken the massive turnouts at demonstrations in support of Ahmadinezhad and his nuclear policy as evidence of popular support for both. But the size of such demonstrations has no meaning beyond illustrating the efficiency of the regime's propaganda machine. Unfortunately, Western media take this propaganda for the truth. The Iranian regime has nearly succeeded in fashioning its own image and imposing it on its critics. Official results show Ahmadinezhad was elected by only 35 percent of eligible voters—in an election that was not free and fair, according to many top Iranian officials. Most of Ahmadinezhad's support came from rural regions and the poorer classes of Iranian society; these voters hoped that Ahmadinezhad's election would reduce corruption and raise their standard of living. Today there are clear signs of dissatisfaction within these constituencies. The evidence comes from independent journalists, blogs, and independent Iranian news websites which have reported increasing discontent with Ahmadinezhad's domestic policies.
