Abstract:
Youth continue to be worst affected by social and economic issues such as unemployment, substance abuse and violence (ILO, 2021; United Nations, 2011). South African youth are no exception to this claim, experiencing the world’s highest rate of unemployment as well as some of the highest rates of homicide and gender-based violence (Clifford, 2020; Rebello, 2021). These challenges have gained increased recognition from stakeholders, such as the South African government, with the Presidential Youth Employment Initiative representing one of many recent initiatives. This intervention brief aims to contribute to conversations around how to better address the challenges faced by South African youth. It builds on research conducted by the Centre for the Study of Violence and Reconciliation (CSVR), which focused on how public employment programmes, specifically the Community Work Programme (CWP), may contribute to youth social and economic inclusion, which may further assist in reducing the vulnerability of South African youth. This brief highlights how some youth have negative perceptions of the CWP, which primarily stem from the nature of the activities carried out by the CWP and a lack of accurate knowledge about the programme. Examples from four CWP sites highlight how youthoriented activities may attract greater interest in the programme among youth. It also highlights how youth have benefitted and can continue to benefit from the programme.

Long-simmering tensions between Sudan’s two most powerful generals broke into open warfare on April 15. A series of ceasefires have failed, and fighting continues in the capital city, Khartoum, and in other areas throughout the country. Street protests in April 2019 prompted Sudan’s security services to oust the former dictator, Omar al-Bashir, and forced them to include civilians in the subsequent transitional government. Ever since, the United States has tried to help those civilians consolidate power.1 In October 2021, however, the two most senior generals in the transitional government—Lieutenant General Mohamed Hamdan Dagalo (usually known as “Hemeti”), leader of the Rapid Support Forces (RSF), and General Abdel Fattah al-Burhan, leader of the Sudanese Armed Forces (SAF)—forced the civilians out. Still, the United States supported negotiations between the junta and elements of the civilian protest movement until both generals’ desire for supreme power forced the confrontation that now threatens to dismember the country.

Although public emergency services play a vital role during and immediately after a catastrophe, this ethos looks to private insurance and disaster‐​oriented organizations, such as the Red Cross, to be the main modes of recovery from a flood or storm, as well as prior care in siting and constructing buildings to blunt the effects of wind and rain.

Correcting market failures and improving economic efficiency often require curbing undesirable behaviors of market agents who act to maximize their private benefits. Examples include actions that affect ecosystems, such as deforestation, pollution, and overexploitation of natural resources; actions that affect community health, such as drunk driving and open defecation; or actions that undermine government performance, such as corruption and tax evasion. Enacting and enforcing regulations is the most direct strategy to deter such behaviors. Implementing this strategy requires strong institutions to enforce laws, plus sophisticated policing to track agents’ reactions to enforcement so that rules are robust enough to curb the undesirable behavior even when regulated agents try to game the new system.

When President Alpha Condé took office after Guinea’s first democratic election in 2010, he promised to reform the country’s mining sector. Following decades of sector mismanagement and corruption, Guinea introduced a new mining code in 2011 (later amended in 2013) and, in 2012, the government committed to implementing the Extractive Industries Transparency Initiative (EITI) Standard and reviewed 19 mining contracts signed by previous administrations. This reform effort precipitated a significant expansion of the industry: investments picked up and bauxite exports rose, and mining revenues grew. Despite progress, and because of the speed of mining expansion, communities in mining areas experienced increasingly negative impacts from the industry. Their interests went unaddressed; the government had been slow to implement key regulations aimed at protecting them. As a result, 2016 saw uprisings in key bauxite-producing areas. In addition, civil society engagement on extractive issues was weak and fragmented; citizens, activists and journalists lacked crucial information and were ill-equipped to engage on key governance issues.

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

11. Jawboning against Speech: How Government Bullying Shapes the Rules of Social Media

Over the past two decades, social media has drastically reduced the cost of speaking, allowing users the world over to publish with the push of a button. This amazing capability is limited by the fact that speakers do not own the platforms they increasingly rely on. If access to the platforms is withdrawn, speakers lose the reach that social media grants. In America, government censorship is limited by the First Amendment. Nevertheless, seizing upon the relationship between platforms and speakers, government officials increasingly demand that platforms refrain from publishing disfavored speech. They threaten platforms with punitive legislation, antitrust investigations, and prosecution. Government officials can use informal pressure — bullying, threatening, and cajoling — to sway the decisions of private platforms and limit the publication of disfavored speech. The use of this informal pressure, known as jawboning, is growing. Left unchecked, it threatens to become normalized as an extraconstitutional method of speech regulation. While courts have censured jawboning in other contexts, existing judicial remedies struggle to address social media jawboning. Amid the opacity and scale of social media moderation, government influence is difficult to detect or prevent. Ultimately, congressional rulemaking and the people’s selection of liberal, temperate officials remain the only reliable checks on this novel threat to free speech.

Head of the Sadrist Movement and powerful Shia cleric Muqtada al-Sadr has announced that a truce reached to observe the Shia religious observance of Arbaeen was extended for another two weeks to mid-October to give political forces a chance to respond to his demands. The announcement coincided with the Iraqi parliament’s rejection of the resignation of Speaker of the parliament, Mohammed al-Halbousi on September 28. It also came while the Shi'ite Coordination Framework, the largest bloc in the parliament, claimed that, along with the Kurdisd and Sunni parties, it succeeded in establishing a new political coalition, reportedly named “Running-the-State Coalition.”

The United Arab Emirates (UAE) has exerted considerable influence in its region in recent years and has also been a major factor in U.S. foreign policy. The UAE military and its proxies fought for years in Yemen and still maintain significant influence there, despite a 2020 pledge to withdraw from the devastating conflict. The UAE and other Gulf states have normalized relations with Israel under the auspices of the Abraham Accords. The UAE also continues to receive billions of dollars worth of U.S. military equipment and weapons. On the soft power side, the UAE played host to World Expo 2020, also known as the Expo 2020 Dubai, a cultural event that brought together representatives from nearly every country in the world. A small army of U.S.–based lobbyists working on behalf of the UAE has played a role in all these events, and in nearly every aspect of U.S. foreign policy in the Middle East. Based on an exhaustive analysis of all Foreign Agents Registration Act (FARA) documents filed by organizations registered to work on behalf of UAE clients in 2020 and 2021, this brief offers a number of key findings regarding legal lobbying activities of the UAE in the United States.

Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is Government of India’s (GoI’s) flagship scheme to provide at least 100 days of guaranteed wage employment in a Financial Year (FY) to every rural household that demands work. Recommendations to the Zimbabwean government Commit to a new, inclusive pathway for a mediated, citizen-centred national dialogue to align with and enact the principles set out in the Zimbabwe Constitution of 2013, to resolve the current constitutional crisis and legitimacy question. Comprehensive legal, political, and economic reform is critical. Commit to the drafting and passing of a comprehensive electoral law consistent with the 2013 Constitution that guarantees the independence of the Zimbabwe Electoral Commission (ZEC), allows for the appointment of an independent ZEC chair from outside of Zimbabwe, and prevents government from interfering with the work of the commission. Ensure a comprehensive delimitation exercise, extend the voter registration process, and ensure there is a transparent and comprehensive verification process to develop a credible voters’ roll. This would include allowing independent interested stakeholders from civil society, the media, and opposition parties access to inspect the voters’ roll prior to elections. Promote a free and fair election campaign environment for all players, and actively guard against voter intimidation by establishing a special body to investigate complaints of political violence and allow external independent observers early access to all voting stations prior to election day. Restore independence and citizen trust in the county’s public institutions through, for example, the institution of an independent and impartial judicial committee tasked with restoring judicial independence and making recommendations for complete judicial reform, to eradicate judicial corruption, ensure the independence of judges and improve the functioning of the courts. End partisanship in the police force, starting with undertaking investigations into allegations of human rights violations against the Zimbabwe Republic Police (ZRP) and other security sector agencies, and ensuring those responsible for such abuses are held accountable under the law.

Among the best-known sovereign wealth funds (SWFs)—government-owned or controlled investment vehicles—are those funded by hydrocarbon revenues in the member economies of the Gulf Cooperation Council (GCC), which comprises all the Arab countries in the Persian Gulf except Iraq, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. This Policy Brief compares the GCC SWFs with each other and with other funds in terms of their transparency and accountability on the fifth SWF scoreboard, available here. Several factors, including the decline in oil prices in recent years, have slowed the growth of the GCC’s SWFs. This slower growth could further diminish their governance and transparency standards, which are already weaker than those of other SWFs. Efforts to improve their governance and accountability will be important to garner public support for these SWFs.

In the last two decades, sovereign wealth funds (SWFs)—funds accumulated by a government that are invested in whole or in part abroad to benefit the country in the future—have faced increased public scrutiny over their investment patterns, financial results, and governance. This Policy Brief updates and expands a prototype scoreboard rating the transparency and accountability of SWFs, which Truman established in 2007. This fifth edition of the scoreboard shows that the average scores continued to improve for the 64 SWFs examined, but governance issues remain. New funds have emerged—many of them government holding companies or strategic investment funds—but the growth of assets under management by SWFs has slowed, in some cases partly because of withdrawals to help finance expenses related to the COVID-19 pandemic, raising questions about their future role.

Gary Clyde Hufbauer (PIIE) Policy Brief21-5 March 2021 Photo Credit: REUTERS/Denis Balibouse One economic argument for government subsidies is that they are necessary to compensate firms and industries for benefits they provide to society at large but cannot capture in the prices they charge for goods or services. For example, subsidies to renewable energy are defended because renewable energy limits carbon emissions. When a major economy subsidizes extensively, however, its trading partners are drawn into the game, with losses all around. As the prisoner’s dilemma suggests, a better outcome would entail mutual restraint. But the goal of mutual restraint is no less difficult in international trade than it is in international arms control. Both the European Union and the US federal system try, in different ways, to regulate industrial subsidies. Hufbauer examines efforts to contain unjustifiable subsidies and proposes modest improvements, bearing in mind that as countries struggle to overcome the global economic downturn resulting from the COVID-19 pandemic, there is little appetite for restoring a free market economy—one in which firms compete with minimum government assistance or regulation. Selective upgrading of the rulebook may nevertheless be possible.

Abstract:
Almost every governmental policy decision made today has a China angle, and building understanding of China has become more pressing for Australian policymaking than ever. Despite the urgent demand within the Australian public service for China expertise and language skills, the existing skills of many Chinese-Australians are being overlooked. Australia has a significant, diverse, and growing population of Chinese-Australians, but they are underrepresented and underutilised in the public service. A better harnessing of the skills and knowledge of this community — including via improved recruitment processes, better use of data, skills-matching, and reviewing and clarifying security clearance processes and requirements — would have substantial benefits for Australian policymaking in one of its most important bilateral relationships.

We have seen software failures across every layer of government over the course of this pandemic. State governments have had significant issues with their unemployment insurance websites. Local governments have had outages and troubles with vaccine distribution services. Software systems at the Federal level have experienced significant security breaches. Trust in government is at “near-record lows,” in no small part because modern public services continually fail to meet people’s needs. The past year has shown that our public services continue to fail in the traditional ways: they cost too much, take too long to deliver, have a subpar quality, and regularly face security breaches. We have not made significant enough progress in improving government technology to prevent these troubles, let alone to provide effective, modern digital tools and technologies. Government services have largely not kept up with the raised expectations of the digital era, leaving many people without access to critical services they need. And yet, there is incredible momentum growing in the government technology space. As I mentioned in a previous blog post, we are seeing a wave of technologists from the private sector expressing deep interest in working in the government, with many actually coming into government for the first time. Anecdotally, I’ve personally heard from all manner of technologists—from fresh graduates to high-level executives— looking to work in the public sector for the first time. Thousands of technologists are applying for jobs at the U.S. Digital Service, and thousands more are signing up to volunteer with the U.S. Digital Response. These people are deciding to work and make public services better after years of becoming more aware of the ways in which our public infrastructure is failing our neighbors in most need. The federal government is also allocating more money towards these problems, in recognition of their severity. The American Rescue Plan gave $200M to the U.S. Digital Service, and $1B to the Technology Modernization Fund. The Biden-Harris Administration’s FY2022 budget request calls for even more money for tech modernization programs. These massive investments show that Congress and the Administration take these challenges seriously, and are looking for ways to address this years-long problem. If we want to have a lasting impact on the way that our country serves its people, we need to make the most of this momentum to address the root causes beneath these repeated failures. We need to focus our efforts onto the long-term work of addressing the systemic problems that cause our most critical services to fail when they are most needed. I believe that hiring more in-house technical talent might be a silver bullet to addressing the federal government’s technology problems. In this report, I hope to convince you that we need to make hiring in-house technical talent our number one technology priority in building better digital services.

Finance Minister Ayman Ben Abdel Rahman (60 years old) has been assigned to form the new Algerian government, as he is a technocrat who is not affiliated with any political or ideological currents. This is in addition to his economic and financial expertise, which will be critical in handling the internal challenges, particularly with respect to dealing with the Hirak movement, tackling economic crisis and facing security threats. On June 30, 2021, Algerian President Abdelmadjid Tebboune issued a decree appointing Ayman Ben Abdel Rahman as Prime Minister to succeed Djerad, who submitted his resignation on June 24, following the announcement of the final results of the latest parliamentary elections. Abdel Rahman was assigned to consult with the winning political parties to form a new government as soon as possible. Abdel Rahman was assigned as the country's Prime Minister, in accordance with the provisions of the 5th and 7th paragraphs of Article "91" of the Algerian constitution, which grants the Algerian president the authority to assign a person to form a national government to manage the country's affairs.

On the Tunisia’s 64th Republic Day -Sunday, July 25, 2021- the so-called 25 July Movement called for massive protests all over the country. Consequently, many responded and started protesting in Bardo Square, near the parliament, in the capital Tunis. The protests soon spread across other governorates, such as Sousse, the coastal governorate, Sfax (in the south), and El-Kef (in the northwest). In response, President Kais Saied announced, on July 26, 2021, the dismissal of Prime Minister Hichem Mechichi and his cabinet, which consisted of 25 ministries. Saied decided to take charge of executive power until he chooses another politician to form a new government. He further suspended the current parliament and lifted the parliamentary immunity of all its members. Besides, he decided to rule by issuing decrees instead of the laws, which the parliament was supposed to pass. These decisions were announced after the emergency meeting that was chaired by president Saied, and attended by military leaders and security officials on the day the protests and rallies broke out. The protesters demanded reforming the economy, combatting corruption and terrorism, dismissing the Mechichi cabinet, and dissolving the parliament.

Abstract:
The political and technical dimensions of granting or revoking nationality have recently escalated in several countries of the region. This is associated with a number of motives relevant to enhancing the state’s global position, as reflected in the UAE granting nationality to competent scientists, doctors, intellectuals, specialists and talented individuals, to encourage the flow of investment into the country. The Jordanian government adopted the same approach to improve the internal economic conditions. The Algerian government justified this course to confront terrorist operations and irregular migration that caused tensions in the relations with the EU countries. Furthermore, the Sudanese transitional government withdrew the Sudanese nationality by naturalization, especially from Syrians, as some were obtained through illegal procedures. Israel also passed the Law of Return this March in an attempt to enhance the demographic structure of the country.

Whoever wins, the result will intimate deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader’s departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. 32. Arab Youth Futures: No Lost Generation

Young Arabs (those aged between 15 and 35) are often seen as a generation beset by hopelessness, stuck between dreams of emigration and the reality of violence and unemployment. This impression does not come out of nowhere: the last decade took a heavy toll on this generation – it was during their childhood and adolescence, between 2013 and 2019, that the region suffered the highest number of terrorism casualties, that three wars interrupted the education of 13 million children and that riots and repression led to economic losses of $600 billion following the Arab Spring. But how much does this generation feel that they can change matters and create a better future? Answering this question was the main objective of a survey co-organised by the EUISS, the Italian Ministry of Foreign Affairs and the Arab Research and Advocacy Bureau. Conducted in Egypt, Libya, Morocco and the West Bank of the Palestinian Territories between January and April 2021, the survey was based on qualitative focus-group discussions and interviews with young urban dwellers, allowing for a deeper understanding of how this generation truly feels about the future. The selected countries were chosen because access to them was most feasible in terms of financial resources and political stability. The survey asked about a sense of agency – the feeling of mastering one’s own fate–, about the respondents’ general disposition towards the future – whether characterised by optimism or pessimism – and about their key grievances. The results belie the perception that young people in the region have a negative vision of the future, instead highlighting a determination to live more independent autonomous lives, a relative optimism (unusual in younger generations – optimism is normally a feature of older age groups), and concerns over issues that will be of particular importance in their future, such as healthcare and political representation. This shift in attitudes towards the future may be ascribed to a combination of several factors: longer life cycles, education, digital connectivity, the Arab Spring and its aftershocks have all spawned a generation that want to be in charge of their own lives rather than passive spectators of events beyond their control. This means that regional governments, and Europeans wishing to assist them, will have to provide the space and opportunity for this generation to realise their ambitions. The Brief first analyses the survey findings on agency and optimism, then takes a look at the most important grievances, and concludes with policy implications.

Information classification is an important mechanism that governments use to keep citizens safe and protect national interests. However, when classification regimes produce excessive secrecy, they can both interfere with democratic governance and counterproductively jeopardize national security. As such, on the one hand, ‘overclassification’ can lead to reduced oversight, transparency, and accountability in the security sector, while on the other, prevent security agencies from sharing information rapidly and detect security threats in due time. Unfortunately, in the case of Albania, there still remains a disproportionate emphasis on the need to safeguard national secrets versus the right of citizens to be informed on decisions made on their behalf. Hence, as it is for every other public institution, this policy brief calls for security sector agencies to pursue a balanced approach to secrecy: one that strikes the right compromise between protecting national security and delivering good governance by ensuring transparency and accountability.

The pathway to net-zero emissions will be a fraught one for many petroleum-dependent countries. Radical policy action is necessary to decarbonize the global economy , with significant economic implications for countries dependent on oil and gas revenues. The Intergovernmental Panel on Climate Change has warned that global warming will exceed 1.5 and even 2 degrees Celsius without deep emissions cuts. At the same time, the International Energy Agency has proposed a freeze on new development approvals for oil and gas fields from 2021 if we are to limit the global temperature rise to 1.5 degrees Celsius. Current and emerging producers may want to go beyond merely reacting to foreign governments’ or international oil companies’ evolving climate policies – they may seek to proactively decarbonize and build climate resilience in their own petroleum sectors. Yet the long-term contracts governments sign with companies for petroleum exploration and production may significantly limit this flexibility for decades. Have producer countries begun to modify petroleum contract terms in response to climate change and energy transition risks? To explore this, the author of this briefing reviewed 34 contracts and model contracts from 11 countries, signed or issued since the Paris Agreement. This review focused on stabilization, arbitration, and force majeure clauses. The contracts reviewed do not yet indicate a shift in these clauses to respond to climate change risks, and the need for government flexibility to take climate policy action. Producer governments should reconsider traditional contract clauses and assess and adapt their petroleum sector legal framework to address energy transition and climate change risks.

Formulating US policy toward Iraq can be a fraught matter, given all the debate and disagreement concerning the actions that brought us to the current situation. However, our policy must be formulated in light of it, regardless of views about our past actions. Policy formulation should begin with the realization that Iran has gained a predominant political and military influence in Iraq. Despite efforts of past PM Adel Abdul Mahdi and current PM Mustafa al-Kadhimi, many of the militias comprising the Popular Mobilization Forces (PMF) still answer to Iran, not the Iraqi government. Iran exerts widespread influence throughout the political class. Economically, Iraq remains dependent on Iran for energy;1 religious tourism from Iran to the holy sites in Karbala and Najaf is an important source of revenue; and Iran has flooded markets with cheap food and consumer goods. Although Iraqi oil production has rebounded, the economy remains relatively moribund and the level of basic public services is poor. (That Iraq flares off its natural gas at the same time it is importing it from Iran to produce electricity2 highlights the economic disfunction.) Popular discontent boiled over in 2019, leading to widespread protests. The protests took on an anti-Iranian aspect, and Iran-aligned PMF units attacked the protestors.

After the national elections of 26 September 2021, the SPD, Greens and FDP formed for the first time in German history a three-party coalition. The new chancellor is Olaf Scholz (SPD), while the minister of foreign affairs is a woman, Annalena Baerbock (Greens), for the first time. The coalition agreement mentions Turkey only as an “important neighbor of the EU” and speaks of “worrying domestic political developments and foreign policy tensions.” During the election campaign, the Greens and Baerbock spoke of a value-based foreign policy guided by human rights, ecological issues and democratic standards would be guiding principles. Baerbock has been critical of Turkey: after it left the Istanbul Convention, for instance, or over the refugee deal and “violations of human rights and the rule of law.” The Greens remain the only party in the Bundestag, which still views the revival of Turkey’s EU accession process as a possibility. The Greens, and the FDP in particular, want to intensify exchanges between the two countries with civil society and youth exchange programs. The new Bundestag is the most diverse ever, with more German-Turks in parliament than ever before (18/19), and a German-Turk holding a ministerial position (agriculture) for the first time. Greens and FDP voters expect a harsher stance on countries like Turkey: a pragmatic approach à la Merkel would disappoint them. The future of bilateral relations will also depend on how cooperative or confrontational a position Turkey adopts. A best-case scenario is also possible: the next elections put a reformist government in power in Turkey, which will then be supported by the new German administration.

Among Israel’s many government ministries, one stands out in particular. It is small, its authority is limited, and many doubt its need. But it is tasked with realizing one of Israel’s greatest aspirations since its founding: Reshaping relations with the Palestinians and its other Arab neighbors through regional cooperation. The Ministry of Regional Cooperation was established in 1999 as a product of political bargaining. Then-Prime Minister Ehud Barak sought to find a job for Shimon Peres, the peace advocate whom he did not want as his foreign minister. Peres used the new ministry as a platform to advance his vision of a new Middle East, while Barak led an Israeli-Palestinian peace process.

38. The risks from climate change to sovereign debt in Europe

The exposure of European Union sovereigns to climate risks can be acute, from extreme weather, or chronic, from the productivity effects of gradual temperature increase, increased sea levels and the transition to a low-carbon economy that results in repricing of assets. Climate-related innovations can also spur growth. These risks are priced by investors and can affect sovereign credit ratings. Governments and fiscal stability authorities have an interest in the sovereign-debt implications of climate change being transparent. To this end, we look at the exposure of EU sovereigns to climate risks, study international best practices, and describe the transmission channels from climate change to public finance. European union institutions and national fiscal authorities should mainstream climate risk analysis in public finance. Stress testing of debt dynamic requires a link between regional climate scenarios and country debt dynamics. We argue for the adoption of an architecture of narrative climate scenarios, to guide national policymaking. Narrative Scenarios can be generated using integrated assessment models. As an illustration, we apply two prominent models to generate rough bounds on the extent of the risk for Italian debt from climate change. This raises issues about the models used. Coordination by EU institutions to develop regional scenarios will ensure acceptability, raise ambitions in dealing with climate risks and encourage the fiscal authorities to think of solutions. A network for climate-proofing public finance will bring together EU and member-state institutions. We also recommend budgeting for climate expenditures and contingent liabilities, and using risk-sharing instruments, with disclosure of the risks to public finance from climate change.

More than 86 million people have legally immigrated to the United States between 1783 and 2019. The legal regime under which they immigrated has changed radically over that time; the politics surrounding those changes have remained contentious, and past immigration policies inform the current political debate. Conflicting visions and piecemeal legislation have left the United States with an archaic and barely coherent immigration system with outdated policy objectives that is primarily controlled by the executive branch of government. Industrial policy has been widely used in developed and developing countries. Examples include the United States and Europe after World War II; Japan in the 1950s and 1960s; South Korea and Taiwan in the 1960s and 1970s; and Brazil, China, India, and other developing countries more recently. Industrial policies are now back in the spotlight in developed countries, such as Europe and the United States. Designing and implementing industrial policies is a complicated task. Governments seeking to promote the growth of selected sectors have a wide range of policy tools at their disposal, including subsidies on output, provisioning loans at below‐​market interest rates, preferential tax policies, tariff and nontariff barriers, and so on. Many recent government and corporate policies aimed at reducing a variety of negative externalities include regulations that ban the provision of externality‐​generating products. However, these policies often ban only a narrow subset of products associated with the underlying externality. For example, the U.S. Department of Justice banned bump stocks, which assist in rapid‐​fire shooting, after a Las Vegas mass shooting rather than placing stricter regulations on all assault weapons. Similarly, Starbucks recently banned the distribution of plastic straws at its stores to reduce environmental waste, and New York City attempted to pass a restaurant ban on sugar‐​sweetened beverages over 16 ounces to curb obesity.

Since the incepon of the 4th Republic, governments in power have enjoyed majority, and in some cases, overwhelming majority in parliament, the only excepon being the current parliament aer the 2020 elecons. The first parliamentary elecon of the 4th Republic which the New Patrioc Party (NPP) boyco ed, the Naonal Democrac Congress (NDC) won 189 out of the 200 seats. The remaining 11 seats were picked by the Naonal Convenon Party, 8 seats, Every Ghanaian Living Everywhere (EGLE) Party, 1 seat and independent MPs, 2 seats. The 1996 parliamentary elecon produced an outcome that again gave majority to the ruling party (i.e. NDC, 131 seats; NPP, 63 seats; CPP, 5 seats; and PNC, 1 seat. This trend of majority MPs generally ge ng elected on the ckets of ruling pares connued through to the 7th Parliament of the 4th republic, even though in some cases it was a slim majority (e.g. 3rd parliament). In instances where there was a slim majority for the governing party, the pracce whereby MPs elected on the cket of smaller polical pares and those who contested the parliamentary elecon as independent candidates decide to do business with the majority side gave governments the numbers. The December 7 2020, parliamentary elecon, produced a legislature that departed from the norm. The main opposion NDC garnered 137 seats, exactly the same as what the governing party, NPP obtained with an independent candidate picking the remaining single seat. As usual, the independent MP, who is a die in the wool NPP but went independent because of some challenges with the party prior to the elecons pitched camp with the governing NPP. The outcome of the 2020 parliamentary elecon is therefore historic and very significant for the 4th Republic, especially as the country works towards strengthening and consolidang its young parliamentary democracy. Nevertheless, a number of Ghanaians and organizaons involved in parliamentary monitoring work may be wondering what this equal numerical strength means for parliamentary work, especially the substanve work at the Committee level.

The prospects of the Greek economy are mostly good with growth continuing for the fourth straight year. But there is a sense of disappointment, as the recovery has not been very strong and pre-crisis income levels will not be regained for another decade. There are two main reasons for the sluggish recovery: The European creditors have imposed on Greece the requirement to run a primary budget surplus of 3.5% of GDP for five years to ensure that they get repaid—a requirement that constricts growth of the Greek private sector—through heavy taxation of consumers and business. And domestic investment is sluggish, although there are plenty of unutilized resources, such as those provided by the European Structural Funds. There is a need for a new deal with the European Institutions: the Europeans should be more relaxed about getting repaid because of Greece’s much improved access to the European capital markets and be willing to accept a Greek government commitment to a significantly lower primary budget surplus for the next several years. In exchange the Greek government should commit to a commensurate increase in domestic investment through reforms of the banking sector as well as greater public sector investment spending.

On 8 November 2020, Myanmar will hold its second election since the country’s gradual liberalization began. Despite presenting itself as a force for liberal democracy five years ago, the National League for Democracy (NLD) has demonstrated its unwillingness to commit itself to the protection of civil freedoms and the expansion of federal governance. It has fallen short of campaign promises by failing to enact meaningful constitutional change, improve economic performance, and address the protracted peace process. Notably, the government has created a climate that represses dissidents and undermines ethnic pluralism. Yet, the NLD’s support base remains strong, in part as a result of Aung San Suu Kyi’s continued ability to appeal to a Bamar-majority voter base by opposing the military cronyism of past and rooting herself in ethno-nationalist values, as witnessed in her decision to respond to charges of genocide at the International Court of Justice at the Hague. As a result, the NLD’s continued dominance over the Union Solidarity Development Party (USDP) is expected to continue. In the ethnic states, the situation is different—here, the ethnic political parties are expected to make gains on the NLD, as their recent merging place them well to take advantage of anti-NLD sentiment that has grown within ethnic minorities over the years because of the NLD’s perceived Bamar-centric governance. In addition, a lack of trust in the Union Elections Commission and complications due to covid-19 are significant sources of risk in the running of the 2020 election.

Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

Sultan Haitham will now be free to put his own stamp on the country's government and foreign policy, and a recent dust-up on the Yemeni border could provide the first indicator of his approach. On February 20, Oman will begin its next era in earnest. The new sultan, Haitham bin Tariq al-Said, was officially sworn in on January 11, but he has remained quiet and mostly out of sight during the forty-day mourning period that followed the death of his cousin, Sultan Qaboos. Now that this period is drawing to a close, he is free to put his stamp on Omani policy. Notably, U.S. Secretary of State Mike Pompeo will lead the first international delegation to see Sultan Haitham in the post-mourning period. When the meeting was first scheduled, the secretary likely saw it as a chance to get to know the new leader, and also as a symbolic visit to make up for sending such a low-level delegation to offer condolences. Yet the two may have more to talk about now. Earlier this week, a flare-up occurred between Saudi forces and Omani-backed locals in the Yemeni border province of al-Mahra. The confrontation may be Sultan Haitham’s first regional test, and identifying the actors who help him get through it could help Washington discern future power centers within Oman’s often opaque government.

64. Use it or Lose it: Corporate Over-Planning in the Air Force

The Canadian government allocates funds to departments through the annual federal budgetary process. With a Department of National Defence (DND) budget in the fiscal year 2019-20 of close to $22 billion,2 and expenditures spread out across a broad range of very different and distinct activities, expending the full allocation can be a significant challenge. While federal departments are permitted some carry-forward of eligible lapsing funds from one fiscal year to the next, in fiscal year 2018-19 the amount designated was up to five per cent of the operating budgets in their Main Estimates.3 With the federal government projecting significant budgetary deficits in the coming years, restricting or eliminating carry-forward of funding may be limited or eliminated to reduce deficits. Past practice within the department has been for the Investment Resource Management Committee (IRMC), chaired by the deputy minister, to decide on funding allocations of the carry-forward, based on departmental corporate priorities. While from an institutional perspective that aligns funding with optimal funding requirements, the consequence to organizations such as the Royal Canadian Air Force (RCAF) is that only a limited amount of lapsed funding may be allocated the following fiscal year. Thus, the air force has a significant incentive regarding its budget: to “use it or lose it”.4 RCAF corporate over-planning (COP) is a principal in-year strategy to maximize the use of allocated financial resources. Yet, at the operational and tactical level, the concept and application of in-year over-planning is not sufficiently understood. This paper will frame over-planning within the context of the RCAF and then recommend strategies to integrate over-planning into the air force culture. Corporate over-planning is essentially a means toward an end; specifically, that of maximizing output given by defined resource allocation. The paper will first consider defence planning approaches and budget allocations, and then consider the strategic environment within which the organization operates. The third section will emphasize the need for change in how the RCAF manages financial resources, followed by a section on adapting to change. The fifth section will review the concept of over-planning. That will be followed by a discussion of RCAF institutional corporate over-planning. The seventh section will consider budgeting as communication and how this supports maintenance of a common operating picture within the RCAF on over-planning. The final section will focus on RCAF corporate over-planning by discussing the structural unexpended rate, applying an absorption rate in operations and maintenance activities, and planning investment opportunities.

An internationalist and a progressive, Justin Trudeau consistently boosts diversity, social justice, environmentalism and reconciliation with Indigenous peoples. A gifted retail politician, Trudeau prefers campaigning and contact with voters to the hurly-burly of the House of Commons. He possesses an empathy and emotional intelligence most people found lacking in his famous father, Pierre Trudeau. But are these attributes and causes out of sync with our turbulent times? Mr. Trudeau is learning firsthand what British prime minister Harold MacMillan warned U.S. president John F. Kennedy what was most likely to blow governments off-course: “Events, dear boy, events.” As Trudeau begins a second term as prime minister, the going is tougher. The Teflon is gone. He leads a minority government with new strains on national unity. Parliament, including his experiment in Senate reform, is going to require more of his time. Canada’s premiers will also need attention if he is to achieve progress on his domestic agenda. Does he have the patience and temperament for compromise and the art of the possible? The global operating system is increasingly malign, with both the rules-based international order and freer trade breaking down. Managing relations with Donald Trump and Xi Jinping is difficult. Canadian farmers and business are suffering - collateral damage in the Sino-U.S. disputes. In what was supposed to be a celebration of “Canada is back”, there is doubt that Canada will win a seat on the UN Security Council in June 2020. Losing would be traumatic for his government and their sense of Canada’s place in the world. It would also be a rude shock for Canadians’ self-image of themselves internationally.

66. Financing Capital Assets: The Missing Link in Defence Procurement

Defence procurement in Canada has had some well-known challenges in recent years. Many commentators have suggested possible strategies for fixing the defence procurement system. The identified problems include overspending on defence programs, unnecessary and undue delays in re-equipping Canada’s fleet of aircraft, ships and ground transport, and defence budgets that remain unspent. The problems also include procuring authorities experiencing a shortfall in manpower and expertise, the inability to execute on defence procurements, unjustified sole-sourcing without a proper competition, political interference in selection issues, and the list goes on. The proposed solutions often address process-related matters: establish a single agency responsible for defence procurement or perhaps a cabinet secretariat to manage the involvement of three of four government departments who are often not on the same page. To date, not much has been written or discussed in public policy forums on a critical question: How should the necessary capital assets be financed? At one extreme, Canada could simply write a cheque and pay for them up front, thereby placing the assets on Canada’s balance sheet. At the other extreme, Canada could drop the financing obligation into the laps of private-sector bidders and let them worry about the most efficient way of raising the necessary capital. A middle-ground solution could involve a public-private partnership (P3) structure, a model which seeks to balance the interests of the public and private sectors in a manner that leads to a better solution for all parties. Any public policy discussion often begins with first principles. What is the government’s policy objective? It is to procure the best available equipment, with the most benefit to the Canadian economy or local interest groups and at the lowest possible cost. All three goals must be balanced in a manner that is politically acceptable, meets budget constraints and withstands public scrutiny. In major procurements, capital can be the largest single cost of a defence procurement.

In the most recent Mandate Letters to Ministers, the Treasury Board President has been directed to ‘improve project management capabilities so that all major projects in government are led by a certified professional with at least five years of experience’. Additionally, the new position of Minister of Digital Government was tasked to ‘lead work to create a centre of expertise that brings together the necessary skills to effectively implement major transformation projects across government, including technical, procurement and legal expertise’ (and to lead in the replacement of the replacement pay system). This paper attempts to shed some light on the matter of pursuing complex projects and the enormity of the task at hand. I say “enormity” because complex projects are difficult to deliver at all (let alone on time and budget), as in evidence by the number that continue to fail in the private and public sectors, regardless of the complex project capabilities of those responsible for delivering them.

On Feb. 11, 2016, Prime Minister Justin Trudeau briefed the Ottawa press corps after a meeting with the United Nations (UN) secretary-general, Ban Ki-moon. Having pledged during the 2015 election campaign to re-engage with the UN, he noted that doing so would include “looking towards a bid for the Security Council.” Perhaps this comment should not have surprised. The Conservative government’s failure to win a Security Council (UNSC) seat in 2010 had been a subject of Liberal ridicule for years. Yet, council membership was not included among the Liberals’ 167 campaign promises, nor was it mentioned specifically in then-Foreign Affairs minister Stéphane Dion’s mandate letter. One month later, Trudeau met with Ban again, this time in New York. Afterwards, with Dion looking on, Trudeau announced that Canada would be joining the 2020 Western European and Others Group (WEOG) election for one of two non-permanent seats on the Security Council in 2021-2022. The move was unprecedented. It marked the first time that a Canadian prime minister, and not the Foreign Affairs minister or a member of the foreign service, had publicly declared Canada’s initial interest in a council seat. It was also the first time that Canada had deliberately entered an already contested election: Ireland, Norway and San Marino would be its opponents for two WEOG seats. This brief history of Canadian interest in Security Council membership will suggest that attempting to return to the UNSC was the right decision, made at the wrong time, and for the wrong reasons.

The US monetary system faces significant challenges from advances in technology and changes in the macroeconomy that, left unaddressed, will threaten the stability of the US economy and financial system. At the same time, low interest rates mean that central banks will not have the policy ammunition they had in the past during the next recession. The Federal Reserve needs new tools to meet its mandates of price stability and maximum employment. It also needs to preserve the safety and soundness of the financial system in a rapidly digitizing world. The authors propose a Fed-backed digital currency to solve both problems. Their proposal creates a regulated system of digital currency accounts for consumers managed by digital payment providers and fully backed by reserves at the Fed. The system would be limited in size, to preserve the functions and stability of the existing banking system. Fed backing would mean low capital requirements, which would in turn facilitate competition. Low fees and no minimum balance requirements in the new system would also help financial institutions reach the roughly 25 percent of the US population that is currently either unbanked or underbanked. Digital accounts for consumers could also provide a powerful new stabilization tool for both monetary and fiscal policies. For fiscal policy, it could facilitate new automatic stabilizers while also allowing the Fed to provide quantitative easing directly to consumers. This tool could be used in a timely manner with broad reach to all Americans.

In the second part of their Policy Brief, Coronado and Potter discuss how the system of digital payment providers (DPPs) proposed in their first Policy Brief on this topic adds a new weapon to the monetary toolkit that could be implemented in a timely, effective, and inclusive manner. They describe how a digital currency backed by the Federal Reserve could augment automatic fiscal stabilizers and—more importantly—harness the power of “helicopter” money or quantitative easing directly to consumers in a disciplined manner. To implement QE directly to consumers, Coronado and Potter propose the creation of recession insurance bonds (RIBs)—zero-coupon bonds authorized by Congress and calibrated as a percentage of GDP sufficient to provide meaningful support in a downturn. Congress would create these contingent securities; Treasury would credit households’ digital accounts with them. The Fed could purchase them from households in a downturn after its policy rate hits zero. The Fed’s balance sheet would grow by the value of RIBs purchased; the initial matching liability would be deposits into the DPP system. The mechanism is easy for consumers to understand and could boost inflation expectations more than a debt-financed fiscal stimulus could.

By refusing to fill vacancies in the World Trade Organization’s (WTO) Appellate Body—the top body that hears appeals and rules on trade disputes—the Trump administration has paralyzed the key component of the dispute settlement system. No nation or group of nations has more at stake in salvaging this system than the world’s big emerging-market economies: Brazil, China, India, Indonesia, Korea, Mexico, and Thailand, among others. These countries have actively and successfully used the dispute settlement system to defend their commercial interests abroad and resolve inevitable trade conflicts. The authors suggest that even though the developing countries did not create the Appellate Body crisis, they may hold a key to unlock it. The Trump administration has also focused its ire on a longstanding WTO practice of giving these economies latitude to seek “special and differential treatment” in trade negotiations because of their developing-country status. The largest developing economies, which have a significant stake in preserving a two-step, rules-based mechanism for resolving trade disputes, could play a role in driving a potential bargain to save the appeals mechanism. They could unite to give up that special status in return for a US commitment to end its boycott of the nomination of Appellate Body members.

With interest rates persistently low or even negative in advanced countries, policymakers have barely any room to ease monetary policy when the next recession hits. Fiscal policy will have to play a major and likely dominant role in stimulating the economy, requiring policymakers to fundamentally reconsider fiscal policy. Blanchard and Summers argue for the introduction of what they call “semiautomatic” stabilizers. Unlike purely automatic stabilizers (mechanisms built into government budgets that automatically—without discretionary government action or explicit triggers—increase spending or decrease taxes when the economy slows or enters a recession), semiautomatic stabilizers are targeted tax or spending measures that are triggered if, say, the output growth rate declines or the unemployment rate increases beyond a specified threshold. The authors argue that the trigger should be changes in unemployment rather than changes in output, and the design of semiautomatic stabilizers, whether they focus on mechanisms that rely primarily on income or on intertemporal substitution effects (changing the timing of consumption), depends crucially on the design of discretionary policy.

Sudan’s transition to constitutional rule is failing: the reform of political institutions has not begun, while the country faces an intensifying economic crisis, a dramatic decline in living conditions, and a flare-up in localised violence. The civilian wing of the Sudanese state is bankrupt but unwilling to confront powerful generals, who control a sprawling network of companies and keep the central bank and the Ministry of Finance on life support to gain political power. The United Arab Emirates and Saudi Arabia appear to be positioning a paramilitary leader known as Hemedti as Sudan’s next ruler, but the military is fiercely hostile towards him. Western countries and international institutions have let the civilian wing of the government down: they failed to provide the financial and political support that would allow Prime Minister Abdalla Hamdok to hold his own against the generals. The transition will only succeed if the government stabilises the economy and civilians work hard to tilt the balance of power away from the military and towards themselves. Europeans should use their relationships with Hamdok, the UAE, and Saudi Arabia to establish civilian control of the generals’ networks of companies.

80. Holding to Account: How Publishing Facts about Foreign Corruption Creates Accountability

The complex, secretive nature of foreign corruption calls for a collaborative, all-hands-on-deck approach. Corrupt actors go to great lengths to hide their wrongdoing, using layers of legal entities, transactions, secrecy jurisdictions and middlemen. No one response can detect and prevent every bad act, and different anticorruption actors have their own unique interests, mandates and abilities. In many cases, they may struggle even to learn the facts of what went wrong. Prosecuting a corruption crime generates reams of valuable information. This can include the names of bribe takers and payers; the industries, countries and public institutions involved; how the proceeds of crime changed hands; and who facilitated or turned a blind eye. Who should get to see this information? Thought leaders on anticorruption, from Transparency International (TI) to the Organization for Economic Cooperation and Development’s Working Group on Bribery (OECD WGB), have long endorsed greater transparency in foreign corruption cases. They argue, for example, that access to information raises awareness, gives guidance to anticorruption practitioners, encourages cooperation with prosecutors and boosts confidence in law enforcement. Conversely, opacity in corruption cases can weaken the deterrent value of prosecutions, open doors for prosecutorial misconduct and thwart efforts to make victims whole. These concerns are particularly keen in cases that settle via tools like deferred prosecution agreements (DPAs) or plea bargains. Many governments share evidence from corruption cases confidentially, through formal legal instruments and close working relationships. But how does public disclosure of facts from corruption cases, whether by courts or other law enforcement bodies, aid the broader fight against corruption? Put differently: At a time when enforcement of anticorruption laws remains low in many countries, could more transparency help anticorruption efforts by regulators, companies, the media, civil society and others? To answer this question, the authors of this briefing analyzed materials from foreign corruption cases that have arisen since the inception of laws banning foreign bribery. During the past four years, they also conducted over two dozen interviews with experts government, the private sector, civil society and the press. From this work, they found instances in which other anticorruption actors used published facts from court cases to do their jobs more effectively. Although they undertook this research as part of the Natural Resource Governance Institute’s (NRGI’s) programming aimed at reducing corruption risks in the oil, gas and mining sectors, they did not limit themselves to cases in the extractive industries. Accordingly, their findings and recommendations apply broadly to corruption in other sectors.

The global transition from fossil fuel-powered vehicles to electric vehicles (EVs) will require the production of hundreds of millions of batteries. The need for such a massive deployment raises questions from the general public and critics alike about the sustainability of the battery supply chain, from mining impacts to vehicle carbon emissions. Growing demand for the mineral inputs for battery production can provide an opportunity for mineral-rich countries to generate fiscal revenues and other economic opportunities. But where extraction takes place in countries with weak governance, the benefits expected by citizens and leaders may not materialize; in some cases extraction might even exacerbate corruption, human rights abuses and environmental risks. Many EV proponents and suppliers are aware that supply chain governance problems pose a challenge to the evolution of the EV industry, but outstanding questions remain about how these challenges materialize. The Policy Paper Series include policy briefs developed within the framework of the National Minorities in Political Processes – Engagement for a Better Future project. The papers were elaborated by the ethnic minority youth from Samtskhe-Javakheti and Kvemo Kartli for whom it was their first attempt to work on an analytical document. The papers address the challenges and solutions for the engagement of ethnic minorities in the political, economic or social life of Georgia. The project was implemented by the Rondeli Foundation with the support and active participation of the OSCE High Commissioner on National Minorities (OSCE HCNM). The project aims to increase the political and social inclusion of ethnic minorities and facilitate a healthy policy debate on the issues of national minorities among the political parties, thus overall contributing to good governance practices. Within the framework of the multi-component project, members of Tbilisi-based political party youth organizations, young people living in Samtskhe-Javakheti and Kvemo Kartli and active representatives of the local community attended various thematic seminars. The project also included thematic meetings of representatives of political parties and government agencies with the representatives of national minorities, the preparation of TV programs and organizing internships in political parties for young people representing ethnic minorities.

Challengers to Turkey’s President Recep Tayyip Erdogan are proliferating, with two breakaway parties drawing particular notice. In December 2019, Ahmet Davutoglu, who served under Erdogan as foreign minister and then prime minister, formed Gelecek (Future) in an attempt to resurrect a gentler version of the Justice and Development Party (AKP). And this past March, former finance minister Ali Babacan, credited with masterminding the country’s “economic miracle” in the early Erdogan years, established the Democracy and Progress Party as another right-leaning alternative to the AKP. The remaining aspirants include the Peoples’ Democratic Party, whose capable leader remains imprisoned for allegedly supporting Kurdish militants. This Policy Note, by Soner Cagaptay and Reilly Barry, examines the political identities of Turkey’s opposition parties as compared to the AKP and allied Nationalist Action Party. It does so through an unconventional method: analyzing voter outreach through Twitter, a medium widely used by Turks. Tehran is pressing Seoul regarding the billions in Iranian oil revenues held by South Korean banks, creating an opportunity to expand the U.S. humanitarian trade mechanism. On July 21, South Korea’s Foreign Ministry summoned the Iranian ambassador to lodge a complaint over Tehran’s heightened rhetoric regarding access to funds frozen in South Korea. The week before, Iran’s Foreign Ministry spokesperson had accused Seoul of having a “master-servant relationship” with Washington, while the governor of the Central Bank of Iran (CBI) had previously threatened legal action to access the funds, which Tehran says it plans to use for humanitarian purchases. Although the U.S. government authorized use of the funds for such purposes in February, South Korean banks appear hesitant to move forward without additional U.S. assurances—a reluctance compounded by the $86 million fine that U.S. regulators levied on the Industrial Bank of Korea (IBK) in April for failing to identify large-scale Iranian money laundering. With COVID-19 cases on the rise again in the Islamic Republic, Washington should work with Seoul to ensure that trade for medicine, equipment, and other humanitarian items moves forward—albeit with strict oversight.

As the Chinese economy becomes more advanced and the internal and external economic environment surrounding China changes, so too does China’s strategy for external openness and economic cooperation. In particular, after the 19th Party Congress, the central government showed a strategic stance expanding external openness. In response, local governments have moved away from the traditional method of cooperation in the manufacturing sector centered on industrial complexes, and in recent years various cooperative methods have been promoted, including regional economic integration, service and investment, the use of FTAs, and innovations in institutions to expand external openness. Along with the shift in China’s foreign economic strategy, the economic cooperation environment surrounding Korea and China is changing as well, including the strengthening of protectionism, structural changes in the Chinese economy, the Korea-China FTA coming into effect, and the launch of follow-up negotiations. Therefore Korea needs to find new strategies and measures for economic cooperation with China, making it time to find new ways to expand cooperation with China’s central and local governments. Against this backdrop, this study aims to analyze the strategies, detailed policies and major cases of China’s central and local governments’ external openness and economic cooperation, and to draw policy implications for strengthening economic cooperation between Korea and China in the future.

The covid-19 crisis has accentuated Western Balkans countries’ pre-existing vulnerabilities related to the rule of law and democratic governance – but has not brought about a new political era in the region. Western Balkans governments have often taken selective and arbitrary approaches to applying restrictions in response to the pandemic, sometimes using these measures to silence their critics and opponents. The measures could have the most severe long-term effects of any aspect of the crisis response. They exacerbate the greatest threat to the accession process in the Western Balkans: backsliding on the EU’s political criteria. Yet the EU seems less inclined than it once was to allow Western Balkans governments to get away with democratic backsliding just because they align themselves with the bloc geopolitically.

Authoritarian governments increasingly adopt technology-centric national strategies and methods of internal governance. They control their societies through digital censorship, propaganda, and surveillance, and use these same tools to manipulate foreign societies. Their leaders prioritize the development of cutting-edge technologies in pursuit of government efficiency and military and economic advantage. Some analysts view this turn to “digital authoritarianism” as an approach designed to make authoritarians more durable at home and powerful abroad. However, authoritarians adopt technology-centric strategies primarily due to their own insecurity. Digital authoritarianism is not so much a strategic choice, as it is a strategic necessity. In a globalized world, ideas and communications technologies are inherently threatening to authoritarian regimes, which must control both to ensure their survival. Authoritarians also increasingly depend on information technologies for economic growth and to build state capacity in areas where they have traditionally been at a comparative disadvantage to democracies. Ultimately, digital authoritarianism creates systemic risks for domestic governance and national security. In this sense, while digital authoritarianism has strengths, it will also become a regime’s Achilles’ Heel.

The social contract is a key concept in social science literature focusing on state–society relations. It refers to the “entirety of explicit or implicit agreements between all relevant societal groups and the sovereign (i.e. the government or any other actor in power), defining their rights and obligations towards each other” (Loewe & Zintl, forthcoming). The analysis of social contracts helps the understanding of: (i) why some societal groups are socially, politically or economically better off than others, (ii) why some revolt and demand a new social contract and, thus, (iii) why a country descends into violent conflict. In addition, the concept shows how foreign interventions and international co-operation may affect state–society relations by strengthening the position of the state or of specific societal groups. It illustrates that state fragility, displacement and migration can arise from social contracts becoming less inclusive. Nevertheless, the term “social contract” has so far been neither well defined nor operationalised – to the detriment of both research and of bi- and multilateral co-operation. Such a structured analytical approach to state–society relations is badly needed both in research and in politics, in particular but not exclusively for the analysis of MENA countries. This briefing paper sets the frame, suggesting a close analysis of (i) the scope of social contracts, (ii) their substance and (iii) their temporal dimension. After independence, MENA governments established a specific kind of social contract with citizens, mainly based on the redistribution of rents from natural resources, development aid and other forms of transfers. They provided subsidised food and energy, free public education and government jobs to citizens in compensation for the tacit recognition of political regimes’ legitimacy despite a lack of political participation. But with growing populations and declining state revenues, some governments lost their ability to fulfil their duties and focused spending on strategically important social groups, increasingly tying resource provision to political acquiescence. The uprisings that took place in many Arab countries in 2011 can be seen as an expression of deep dissatisfaction with social contracts that no longer provided either political participation or substantial social benefits (at least for large parts of the population). After the uprisings, MENA countries developed in different directions. While Tunisia is a fair way towards more inclusive development and political participation, Morocco and Jordan are trying to restore some parts of the former social contract, providing for paternalistic distribution without substantial participation. In Egypt’s emerging social contract, the government promises little more than individual and collective security, and that only under the condition of full political acquiescence. Libya, Yemen and Syria have fallen into civil wars with no countrywide new contract in sight, and Iraq has been struggling for one since 2003. In addition, flight and migration also affect the social contracts of neighbouring countries such as Jordan, Turkey, and Lebanon. All MENA countries are designing, or will need to design, new social contracts in order to reduce the current instability and enable physical reconstruction. This briefing paper informs on the status of conceptual considerations of social contract renegotiation in MENA countries and its meaning for international co-operation with them.

The fiscal authorities have argued that the horse – in this case, (value-added tax) VAT – is dead. In contrast, this rapid assessment argues that the VAT may have been pronounced dead too quickly, perhaps for expediency’s sake. Examples from many countries abound and show that with the right fiscal discipline to ring-fence VAT refunds and improve compliance, VAT works just fine, offering value-added incentives and avoiding cascading effects. In finding a solution for this supposedly dead horse, important questions that we need to ask are “Is the horse really dead? If it is, what killed the horse?” Without this introspection, the other horse in form of Sales Tax, which in fact died and was buried 25 years ago, might be resurrected. Without learning from previous experiences and experiences elsewhere, we are bound to make the same mistakes in trying to resuscitate a truly dead horse.
