Abstract:
A microscopic creature whose size reaches that of a grain of rice at the utmost could teach NATO more survival lessons than one would think. The tardigrade has survived all five mass extinctions and is over 500 million years old. Like NATO, the tardigrade survived the nuclear challenge and even outer space. It is hard to find a more resilient animal from which NATO can draw inspiration for its ability to adapt to and withstand the most extreme conditions. To remain relevant and powerful in a dynamic threat landscape NATO needs to do what it has always been doing: adapt. Yet by 2030 NATO not only needs to adapt. Just like the tardigrade, it needs to hyper adapt. Four areas are key: redefining defence and deterrence; agreeing on the math; internal renewal; and rebuilding public support. Money, politics and nostalgia are not enough to keep the Alliance alive. It is time to get creative.

Abstract:
NATO and the European Union (EU) are both engaged in a continuous cycle of adaptation, witness in 2021 the NATO 2030 process on the NATO side, and the Strategic Compass on the EU side. These two exercises aim to look forward to how both institutions can better respond to ever-changing risks and threats. One key dimension in this debate is the optimal division of tasks between NATO and the EU, so that what they do together and in a coordinated manner is bigger than what they do separately or in a disorderly way. The issue of NATO-EU cooperation is obviously not new and has been at the heart of the development of the EU’s Common Security and Defence Policy (CSDP) since the late 1990s. This ties into at least three levels of debate that pertain to: the relationship and complementarity between the two organizations; the issue of what European states do within NATO; and the broader transatlantic bond. This said, twenty years of debates and inter- institutional cooperation have fallen short of clarifying what the two institutions must do in relation to each other. Most importantly, the NATO-EU conundrum is hampered by a series of never-met objectives and pledges, as well as by frictions on issues such as duplication, overlap, European strategic autonomy and burden-sharing. Against this background, this paper takes stock of these unmet objectives and offers a broad picture of what a division of tasks between NATO and the EU could possibly look like. The analysis is intentionally bold and puts forward a number of proposals that are undeniably contentious. It nonetheless draws on an observation of long-term and more recent trends, and aims at feeding the debate about the future of the two main European security institutions and the way they can interlock better.

Abstract:
Driven by the need to adapt to a changing security environment, the Belgian Special Forces Group has developed a new gender- mixed capability in 2020, including female soldiers in the operational detachment of the unit for the first time. This brief examines the development and implementation of the project and identifies challenges for future similar capacities. It points to the need for clarification of tasks and employment conditions, while attracting male candidates is necessary to maintain the ‘mixed’ character of the capability. In conclusion it argues that overall, efforts to avoid gender instrumentalization have been successful and the creation of the capability is a first step in the direction to diversify the composition of the Special Forces, a step that is necessary to remain relevant in a complex security context.

Abstract:
The post-Cold War transatlantic relations have been marked by something akin to the law of opposite effects. When the relationship is vibrant, Europe’s defence cooperation stagnates. When the relationship is in trouble, Europeans pull themselves together to advance their security and defence interests. During the Clinton presidency, Europeans comfortably outsourced military crisis management in the Balkans to Washington. In contrast, a major transatlantic rift over the Iraq war during the Bush administration triggered the adoption of the European Security Strategy and a bulk of EU military operations under the banner of the European Security and Defence Policy. EU-US relations were back on an even keel during the Obama era, the time when Europeans haphazardly reduced their defence budgets and lost a great share of their military capabilities. Enter Donald Trump. During the deepest crisis of confidence among transatlantic allies in decades, Europeans re-energized their defence integration with a set of new initiatives, such as permanent structured cooperation (PESCO) and the European Defence Fund (EDF). It is therefore somewhat logical and far from unexpected that when Joe Biden emerged as the winner of the 2020 US presidential elections, there is yet again a heightened risk that Europeans would fall back into a lazy, self-defeating mindset of dependency on the US military shield. Breaking this pattern of reverse effects and avoiding European complacency is crucial for a healthy transatlantic partnership, but it requires concerted efforts on both sides of the Atlantic.

Abstract:
A concordat is an agreement between the church authorities and the state that regulates the activities of the former on the territory of the latter. Since both European Defence and the Transatlantic Alliance are churches with their zealous high priests and devoted believers, the term seems apt enough for the EU-NATO package deal that I propose in this paper. The coincidence that in 2021-2022 the EU is drafting a Strategic Compass and NATO a new Strategic Concept should be put to use to mend the schism between them. Can a miracle be worked?

Belgium has never had a National Security Strategy: a single strategic vision outlining how to safeguard its national interests from external threats and challenges and to prevent the exploitation of its internal vulnerabilities. Many in Belgium intuitively feel that none is needed: Are we not shielded by the EU and NATO? And what could the world expect from this small country anyway? But the fact is that the Kingdom of Belgium is not such a small player. The geopolitical heart, and the host, of the EU, it ranks 9th out of 27 in terms of population and GDP; worldwide, it is the 12th exporting country. Hence recurring tensions between Belgium’s own – often low – level of ambition as a security actor and the expectations of its allies and partners.

Abstract:
Sanctions are much easier to use against your allies than against your enemies. A friend will want to stay in your good books, and is much more likely to modify his behaviour than an adversary, who will probably just harden his resolve to outdo you. The Trump administration liberally used sanctions against allies in Europe and Asia, who did not exactly cave in but did not want things to escalate either.1 The US trade war with China, on the other hand, cost both sides dearly, without resolving anything. In a coordinated move with the US, the UK, and Canada, the EU has adopted sanctions against four Chinese officials and one entity for violating the human rights of the Uighur people in Xinjiang province.2 That is fully legitimate: as a union of democracies, the EU has a moral duty to speak up for human rights everywhere. But are sanctions the most effective way of doing so?

Abstract:
The election of President Biden was greeted by sighs of relief across Europe and offered the promise of a renewed relationship. The first hundred days in the office have been impressive. The tone vis-à-vis the EU has changed radically. New perspectives of cooperation are opening up, as set out in the Commission’s December communication on “EU-US: A new transatlantic agenda for global change”. For this to be fruitful two conditions need to be met. The first and most important one is linked to the capacity of the EU to deliver and to do what it takes to be a credible and strong partner. In this sense the future of the transatlantic partnership depends more on the European side than the American one. America is a super power and will remain one. And super powers only listen to other powers that are serious. But there is also a need for changes on the U.S side. The quiet assumption, so prevalent in the U.S, that it is natural for it to lead on all major issues and for the Europeans to follow will not stand up to the requirements of today. A strong partner can and will at times have different views and even different interests and should be allowed to defend them without being accused of jeopardizing the relationship.

Much ink has been spilled calling upon Europeans to do more for their defence in the context of the transatlantic relationship. “Everybody talks about the weather but nobody does anything about it”: it used to be a fitting expression for this conundrum – no more. The Strategic Compass process is an opportunity not only to decide what umbrellas to buy but when, how, and where to use them to protect against rain, hail, snow and even sunburn. There is a dissonance, however, between the political rhetoric about a complex and unpredictable security environment requiring a 360° defence and deterrence and the practice of measuring defence and deterrence. There is also a dissonance between advocates for a clear focus on NATO’s core business of territorial defence or for a more comprehensive Alliance contribution to security. This brief makes an argument firmly in favour of the latter with a focus on Europe’s contribution. It argues that the Strategic Compass process can be an incubator for a credible European prototype for burden sharing.

Readiness reflects the ability of the armed forces to accomplish their assigned tasks in time. Like many European counterparts, Belgian Defence disposes of some high readiness assets, but is lacking in readiness overall. This impacts its contribution to collective defence and its wider ability to support societal resilience. This Egmont Security Policy Brief explains the concept of readiness as a question of resource management and applies this to the ongoing defence review. Treating readiness as a meta- mission implies not only balancing the budgetary input parameters – investing in personnel, training, equipment and maintenance simultaneously – but also taking a selective approach towards operational engagement. Doing so will enable the force to regenerate as rapidly as possible, and boost Belgium’s ability to act both at home and abroad.

The national security aspects of nuclear energy have long been sidelined, overshadowed by the much larger geopolitical interest in gas and oil. However, Russia’s state-owned nuclear corporation, Rosatom, which is pursuing various opportunities in Europe and globally, has become part of Russia’s broader strategy to rebuild its geopolitical influence. According to some recent estimates, Russia has spent over $92 billion to support this prong of its strategy over the last ten years. The European Union (EU), however, is not fully cognisant of or properly postured to address the geopolitical and security risks accompanying Moscow’s use of Rosatom to advance its strategic interests.

The countries of central and eastern Europe have often worked together politically and militarily to advance their security interests vis-a-vis NATO. They have been most successful when they have had a clear goal, such as joining the Alliance in the late 1990s and early 2000s or ensuring that NATO would adopt robust enhancements to its deterrence posture following Russia’s aggression against Ukraine in 2014. In the seventh of our series of policy briefs intended to shed light on some of the issues related to the Alliance’s further adaptation, Justyna Gotkowska of the Centre for Eastern Studies argues that regional cooperation has given way to efforts to enhance bilateral relations with NATO’s larger Allies. China under the Chinese Communist Party (CCP) is poised to become the world’s first technology enabled totalitarian superpower. No country will be untouched by this development, including Estonia, where a Chinese state-owned technology company Nuctech specialising in “security solutions” monitors cargo crossing the NATO border with Russia using a radiation-based technology originally copied from Europe. A clear understanding of the Chinese political system shows why there is fundamental cause for concern in all this, and why Chinese technology should not be viewed as politically neutral.

This SIPRI Policy Brief assesses the role of the Organization for Security and Co-operation in Europe (OSCE) in the field of climate security, in terms of its current and possible future commitments. Despite growing political momentum among most OSCE participating states about the need to address the issue of climate security, there appear to be divergent views on how to move forward on this important issue. Based on an assessment of recent OSCE activities linked to climate-related security risks and interviews with representatives from OSCE participating states, this policy brief suggests four avenues for the OSCE to advance its role in the field of climate security: (a) agree to new commitments; (b) engage in agenda setting; (c) strengthen the mandate of institutions; and (d) develop existing resources.

Border security issues are of concern to governments, parcularly aer the 9/11 a acks. In Africa, the recent spread of the Jihadist movements across the Sahel region, coupled with the perceived threat of terrorism and issues of porous borders, have compelled many governments to secure their borders. However, many African countries face the difficult task of securing their borders. Numerous challenges encountered in this regard means that boundaries have become transnaonal crime zones. In recent mes, global security threats and terrorist acts are increasingly gaining ground in the West African Sub-Region. Ghana being part of the region, is at risk of being affected. Given these challenges, many countries have introduced new border management strategies with the twin objecves of improving security and facilitang trade and transit. Consequently, the Ghana Center for Democrac Development (CDD-Ghana) implemented a Border Security Project to raise security consciousness and enhance cizen parcipaon in cross-border security in Ghana through its Security Sector Governance program. A vital component of the project was cizens' involvement in the design and implementaon of counter-terrorism measures. With the assumpon that security is a transnaonal phenomenon with border communies sharing similar ethnic idenes and families on both sides and depending economically on each other, the project used inclusive and parcipatory mechanisms and tools to ensure that the voices of a broad range of stakeholders, including residents of border communies, were central to border management strategies. Therefore, empowering border communies while building the capacies of Border Agencies and increasing the physical presence of the State in border areas is very important to enhance interacon with local populaons be er, to arculate legimate law and order efforts, as well as to protect and promote the informal cross-border trade that is oen crical to their livelihoods and food security.

On Wednesday, September 1, Afghan media published pictures of a number of US Humvee tanks and military vehicles affiliated with the Afghan government, transported by an Iranian army truck from Afghanistan to Iran. This came in conjunction with the publication of pictures of US-made armored vehicles in Iran on another Afghan Telegram channel. The vehicles were in the possession of the dissolved Afghan government.

Abstract:
In many professions specialisation is regarded as a virtue. In a hospital the surgeon, the anaesthetist and the nurse have specialised skills. Together they engage in teamwork to cure patients. Yet, when it comes to defence, specialisation has a negative connotation. Contrary to the hospital’s operating theatre, dependency on each other’s armed forces is regarded as a serious, if not unacceptable risk, as a country has to be able to defend itself without relying on capabilities to be provided by other states. In reality, however, interdependence is a fact: European countries have relied on the nuclear deterrent of the United States since the 1950s and with regard to conventional forces, no single European country can provide all necessary capabilities. The question is how European interdependence can be made more effective. The answer must partly lie in specialisation. This Policy Brief addresses specialisation in security and defence from the perspective of the ‘Team Europe’ approach of distributing tasks and operating with varying coalitions of European countries in order to make the EU (and in this case also NATO) more effective. It presents a model of structuring European armed forces in specialised groups – an idea that has been proposed in a Clingendael report published earlier this year. First, the Policy Brief lays out the playing field by explaining the model of European capability groups. Next, several options for European capability groups will be proposed. It concludes with listing the implications for the Netherlands.

• In the current geopolitical context, the Abraham Accords, which normalized Israel’s relations with the United Arab Emirates and Bahrain during the final months of the Trump administration, could prove destabilizing by lowering the bar for Israeli military action against Iran.1 • The destabilizing potential of the Abraham Accords will increase if talks to revive the Iran nuclear agreement collapse. This, in turn, suggests that revival of the accord, the Joint Comprehensive Plan of Action, remains important for U.S. security and regional stability. • By securing the JCPOA and supporting diplomacy between Iran and Saudi Arabia, the U.S. maximizes the viability and utility of the Abraham Accords as well as their compatibility with a new and more inclusive regional security architecture. But supporting only the Abraham Accords without reentering the JCPOA and encouraging multilateral dialogue among the Arab Gulf states and Iran could transform the accords from a potential strategic asset to a liability.

The White House has acknowledged that the Middle East is no longer as central a concern to our national security as it once was and that the U.S. must reshape its military presence in the region. • Fears that Russia or China might take advantage of a reduction in the U.S. military presence in the Middle East are exaggerated. China and Russia have both benefited from America’s willingness to shoulder the security burden of the Middle East. • Washington should complement its reduced military presence in the Middle East with greater diplomatic involvement. The objectives should be retaining influence and advancing U.S. interests in a peaceful and stable environment.

Despite the withdrawal of U.S. military bases and troops from Afghanistan, the United States continues to maintain around 750 military bases abroad in 80 foreign countries and colonies (territories). These bases are costly in a number of ways: financially, politically, socially, and environmentally. U.S. bases in foreign lands often raise geopolitical tensions, support undemocratic regimes, and serve as a recruiting tool for militant groups opposed to the U.S. presence and the governments its presence bolsters. In other cases, foreign bases are being used and have made it easier for the United States to launch and execute disastrous wars, including those in Afghanistan, Iraq, Yemen, Somalia, and Libya. Across the political spectrum and even within the U.S. military there is growing recognition that many overseas bases should have been closed decades ago, but bureaucratic inertia and misguided political interests have kept them open. Amid an ongoing “Global Posture Review,” the Biden administration has a historic opportunity to close hundreds of unnecessary military bases abroad and improve national and international security in the process. The Pentagon, since Fiscal Year 2018, has failed to publish its previously annual list of U.S. bases abroad. As far as we know, this brief presents the fullest public accounting of U.S. bases and military outposts worldwide. The lists and map included in this report illustrate the many problems associated with these overseas bases, offering a tool that can help policymakers plan urgently needed base closures. Fast facts on overseas U.S. military outposts • There are approximately 750 U.S. military base sites abroad in 80 foreign countries and colonies. • The United States has nearly three times as many bases abroad (750) as U.S. embassies, consulates, and missions worldwide (276). • While there are approximately half as many installations as at the Cold War’s end, U.S. bases have spread to twice as many countries and colonies (from 40 to 80) in the same time, with large concentrations of facilities in the Middle East, East Asia, parts of Europe, and Africa. • The United States has at least three times as many overseas bases as all other countries combined. • U.S. bases abroad cost taxpayers an estimated $55 billion annually. • Construction of military infrastructure abroad has cost taxpayers at least $70 billion since 2000, and could total well over $100 billion. • Bases abroad have helped the United States launch wars and other combat operations in at least 25 countries since 2001. • U.S. installations are found in at least 38 non-democratic countries and colonies.

In February 2021, civil society organizations in Mozambique and South Africa with international allies, established a coalition focusing on the Cabo Delgado crisis. It aimed to spotlight the violence in Cabo Delgado and push for accountability and improve the living conditions and human rights situation in the region. Notwithstanding recent developments to secure the region through various militaristic means, the threat to civilians, and their livelihood continues unabated. This alone necessitates a study into the drivers of the conflict, the key actors involved, and make recommendations to policy makers on possible ways to quell it. The report is an attempt to broaden the narrative of the conflict in Cabo Delgado and illustrate the complexity and nuance at the root of the violence. While the popular narrative on this conflict is that it’s a terrorist insurgency, reports of violations by government security agencies, proxies and links to Multi-National Corporations (MNCs) engaged in extracting gas in this region have emerged.1 This report is intended to build on existing reports about the perpetrators of violence and also shed light on other lesser-known elements that are driving the conflict, as well as highlighting the social injustice suffered by the ordinary women, children and men of this region.

There has been considerable attention on the conventional climate mitigation and adaptation debate in Africa, including the prominent efforts of the African Group of Negotiators on Climate Change in global climate forums. However, there is little understanding of how the African Union (AU) is discussing and responding to the security implications of climate change. This Policy Brief outlines key strengths of the African Union’s response, such as a rapidly evolving discourse around climate security and efforts to improve collaboration and coordination among different parts of the institution. But also, key weaknesses in the discourse around AU policy responses, such as the lack of tangible policy operationalization as well as financial unpreparedness and limited member state accountability. The Policy Brief makes recommendations highlighting entry points for advancing the understanding and response to climate-related security risks within the AU, such as: (a) develop and institutionalize coordinated responses to climate-related security risks, (b) develop strong climate security leadership within the African Union, and (c) change the narrative to focus on shared problems and therefore shared solutions—multilateralism rather than nationalism.

Policymakers can look to the Women, Peace and Security agenda (WPS) for guidance and urgently needed solutions. Policymakers have primarily focused on the Women, Peace and Security agenda exclusively in the foreign policy arena. It has important application for domestic policy as well, especially for achieving policy goals that link to security and prosperity for American families and communities.

By granting Israel much more say over the sovereignty of a future Palestinian state and its ability to absorb refugees, the document may undermine the administration’s ability to build an international coalition behind its policies. President Trump’s “Peace to Prosperity” plan was presented as a departure from previous approaches—a notion that invited praise from its supporters (who saw it as a recognition of reality) and criticism from its opponents (who saw it as an abandonment of valued principles). The plan does in fact diverge from past efforts in fundamental respects, yet there are also some areas of continuity, and ultimately, the extent to which it gains traction will be subject to many different political and diplomatic variables. Even so, the initial substance of the plan document itself will play a large part in determining how it is viewed by various stakeholders, especially those passages that veer away from the traditional path on core issues. Part 1 of this PolicyWatch assessed what the plan says about two such issues: borders and Jerusalem. This second installment discusses security, refugee, and narrative issues.

Even as their lack of transparency worsens the public health crisis, the Supreme Leader and other officials have systematically gutted any civil society elements capable of organizing substantial opposition to such policies. Iran’s ongoing coronavirus epidemic has left the people with less reason than ever to trust the information and directives issued by their leaders. Part 1 of this PolicyWatch discussed the clergy’s role in aggravating this problem, but the state’s mistakes and deceptions have been legion as well. They include scandalous discrepancies between official reports after a period of denial that the virus had entered the country; a health system that was unprepared to deal with such a disease promptly and properly; and official resistance to implementing internationally recommended precautionary measures, such as canceling flights from China and quarantining the center of the outbreak. These decisions have sown widespread confusion about facts and fictions related to the virus, the most effective medically proven ways to control it, and the degree to which it is spreading throughout the country. As a result, an already restive population has become increasingly panicked about the future and angry at the state. Yet can the coronavirus actually bring down the regime? The harsh reality is that the state has left little space for opposition to organize around health issues, or any issues for that matter. Instead, it has sought to confuse the people and redirect their anger toward external enemies, even as its own policies contribute to the crisis.

After three years of limited discussion, the leaders of France, Germany, Russia and Ukraine renewed their peace talks to resolve the separatist conflict in Eastern Ukraine (Donbas). Efforts to facilitate a peaceful resolution to the conflict in the Donbas began five years ago with the meeting of the Trilateral Contact Group on Ukraine. This framework, developed by the Organization for Security and Co-operation in Europe (OSCE), attempted to facilitate a dialogue between Russia and Ukraine through the mediation of an impartial actor, and it culminated in the Minsk I (September 2014) and then Minsk II (February 2015) agreements. The Minsk II agreements comprised a 13-point peace plan, chief among which is an arrangement specifying support for the restoration of the Ukrainian-Russian border. While the implementation of the military portions of the Minsk II agreements were finalized within three months of signing, the political and security portions remained unresolved. Though President Vladimir Putin has declared his intent to protect the Russian-speaking peoples of the region, he has also stated he has no interest in reclaiming Eastern Ukraine. Not surprisingly, since Russia’s ultimate goal is undeclared, the conflict has proved very difficult to resolve.

340. Protection through Policing: The Protective Role of UN Police in Peace Operations

Since first deployed in 1960, United Nations police (UNPOL) have consistently been present in UN missions and have become increasingly important to achieving mission objectives. Since 1999, these objectives have often included the protection of civilians (POC), especially in places like the Central African Republic, Darfur, the Democratic Republic of the Congo, Mali, and South Sudan. But despite its rise in prominence, the protective role of UNPOL is generally undervalued and regularly overlooked, and missions have tended to overly rely on militarized approaches to POC. This report examines the roles and responsibilities of UNPOL regarding POC. It outlines UNPOL’s contributions to POC and perceived comparative advantages, using examples of their role as compeller, deterrent, partner, and enabler. It also identifies and draws lessons from challenges to police protection efforts, including ambiguous mandates, policies, and guidance; poor coordination; problematic partnerships; and deficits in capabilities, capacities, and tools. Drawing on these lessons from past and current deployments, the report proposes recommendations for how member states, the Security Council, the UN Secretariat, and field missions can improve UNPOL’s efforts to protect civilians going forward. These recommendations include: Clarifying the role of UN police in POC through mandates, policies, guidance, and training to align the expectations of UN peace operations, the Secretariat, and member states for what UNPOL are expected to do; Involving all UN police in POC and giving them a voice in decision making and planning to infuse whole-of-mission POC efforts with policing perspectives and empower UNPOL to act more readily; Enhancing partnerships between UN police, host states, and other mission components to enable more responsive, better coordinated, and more comprehensive approaches to POC; and Providing more appropriate and more flexible capabilities, capacities, and tools to address critical capabilities gaps and adapt existing resources to better meet UNPOL’s latent potential for POC.

The effectiveness of UN peace operations depends on the “operational readiness” of their personnel, which refers to the knowledge, expertise, training, equipment, and mindset needed to carry out mandated tasks. While the need to improve the operational readiness of peacekeepers has been increasingly recognized over the past few years, the concept of “human rights readiness”—the extent to which consideration of human rights is integrated into the generation, operational configuration, and evaluation of uniformed personnel—has received less attention. This policy paper analyzes opportunities and gaps in human rights readiness and explores ways to improve the human rights readiness of peacekeepers. A comprehensive human rights readiness framework would include mechanisms to integrate human rights considerations into the operational configuration and modus operandi of uniformed personnel before, during, and after their deployment. This paper starts the process of developing this framework by focusing on the steps required to prepare and deploy uniformed personnel. The paper concludes with concrete recommendations for how troop- and police-contributing countries can prioritize human rights in the force generation process and strengthen human rights training for uniformed peacekeepers. These actions would prepare units to uphold human rights standards and better integrate human rights considerations into their work while ensuring that they deliver on this commitment. Ultimately, improved human rights readiness is a key determinant of the performance of UN peacekeepers, as well as of the UN’s credibility and reputation.

Over the past twenty years, UN peace operations have made progress toward gender equality. Most of their mandates refer to women or gender, and the UN and member states have agreed to numerical targets to increase the percentage of women peacekeepers. Meeting, and exceeding, these targets, however, will require the UN to better understand the barriers and often-unrealistic expectations facing uniformed women. This paper provides an overview of how the UN and troop- and police-contributing countries are trying to integrate uniformed women into missions and how mission mandates interact with the women, peace, and security agenda. It also expounds upon expectations of uniformed women in peacekeeping operations, specifically regarding the protection of civilians, as well as structural barriers, taboos, and stigmas that affect uniformed women’s deployment experiences. It is the first paper published under the International Peace Institute’s Women in Peace Operations project and provides an overview of research that will be conducted through May 2022. The paper concludes with initial findings and guidance for researchers and practitioners. It calls for the UN and member states to consider transformative possibilities for increasing women’s participation that push back against existing assumptions and norms. This requires grounding integration strategies in evidence, transforming missions to improve the experiences of women peacekeepers, and implementing a gendered approach to community engagement and protection.

The 20th and 21st centuries will be remembered for many things, including primacy of the vast and seemingly endless seas and oceans. In this setting, the Indian Ocean Region (IOR) finds itself at the heart of the world map connecting distant nations through limitless waters. As a Northeast Asian island nation, Japan’s involvement with the Indian Ocean is heavily defined by virtue of its trade, investment and supplies from this region. Japan’s story in this reference dates back to the 17th century when a prominent Japanese adventurer, merchant, and trader, Tenjiku Tokubei sailed to Siam (Thailand) and subsequently to India in 1626 aboard a Red Seal ship via China, Vietnam and Malacca. Often referred to as the ‘Marco Polo of Japan’, Tokubei’s adventurous journey and account of his travels to India gained distinction also because he became perhaps the first Japanese to visit Magadh (which was an Indian kingdom in southern Bihar during the ancient Indian era).

According to the UN Human Rights Council-mandated Independent International Fact-Finding Mission on Myanmar (FFM), the treatment of the Rohingya population during the “clearance operations” amounts to genocide, crimes against humanity, and war crimes, the commission of which evoke specific obligations and responsibility under international law. In its final report, published in September 2019, the FFM concluded that “the State of Myanmar breached its obligation not to commit genocide” and found that Myanmar “continues to harbor genocidal intent” towards the Rohingya, emphasizing the need for accountability. This fact sheet answers fundamental questions about the ongoing ICJ case, Myanmar’s responsibility for genocide and its impact on the Rohingya population. This overview is one of the outputs of the regional project “Western Balkans Security Barometer” (WBSB), led by the Kosovar Centre for Security Studies (KCSS) in partnership with the Belgrade Centre for Security Policy (BCSP) in Serbia. Bearing in mind the complexities and the ongoing political dialogue between Kosovo and Serbia that could potentially lead to resolution, the project was initiated by launching the first regional survey targeting both countries. This edition of the WBSB presents the findings of this survey conducted simultaneously in Kosovo and Serbia in September-October 2020.

349. United G20 must pave the way for robust post-COVID-19 recovery

The world is facing unprecedented health and economic crises that require a global solution. Governments have locked down their economies to contain the mounting death toll from the COVID-19 pandemic. With this response well underway, now is the time to move into a recovery effort. This will require a coordinated response to the health emergency and a global growth plan that is based on synchronized monetary, fiscal, and debt relief policies. Failure to act will risk a substantial shock to the postwar order established by the United States and its allies more than seventy years ago. The most effective global forum for coordinating this recovery effort is the Group of 20 (G20), which led the way out of the global financial crisis (GFC) in 2009, the closest parallel we have to the current catastrophe. Eleven years ago, world leaders used the G20 meeting in London as the forum to deliver a unified response and a massive fiscal stimulus that helped stem economic free fall and prevented the recession from becoming a second Great Depression. A decade on, it is clear that the G20 is the only body with the clout to save the global economy. This does not mean that the G20 should be the only forum for actions for its member states. The United States, for example, should also work closely with like-minded states that support a rules-based world order, and there are many other fora where it can and must be active with partners and allies. But no others share the G20’s depth and breadth in the key focus areas for recovery. The other multilateral organizations that could take up the challenge lack either the substance or membership. The United Nations may count all countries as members but is too unwieldly to coordinate a response. The International Monetary Fund (IMF) has the resources but requires direction from its 189 members. The Group of Seven (G7), which once oversaw financial and economic management, does not include the fast-growing emerging economies. The G20 represents both the world’s richest and fastest-growing countries, making it the forum for international collaboration. It combines that representation with agility.

350. Troubled vision: Understanding recent Israeli–Iranian offensive cyber exchanges

Abstract:
Reported Iranian intrusions against Israeli critical infrastructure networks and alleged Israeli actions against Iranian proliferation-associated targets pose substantial new challenges to understanding ongoing competition and conflict in the Middle East. These cyber exchanges may be interpreted through two distinct lenses: as the struggle to achieve deterrence using the instrument of cyber operations, or as the contest for initiative in order to establish conditions for relative security advantage in a cyber-persistent environment. Either way, these ongoing incidents are best understood not as “bolt out of the blue” attacks, but rather fleeting glimpses of continuing cyber campaigns leveraging previously disclosed and newly developed capabilities as each side grapples to anticipate cyber vulnerability and shape the conditions of exploitation. The opaque nature of these interactions is further complicated by potential bureaucratic politics and interservice rivalries, as well as unknown dynamics of a counter-proliferation campaign to slow, disrupt and potentially destroy Iranian nuclear capacity. In the end, observed cyber actions may not represent reflections of accurate strategic calculation, and even if aligned to the operational environment they may not lead to intended outcomes. Continuous failure to deter, or inability to manage persistent interactions, may lead to greater dangers.
