Russia’s full-scale invasion of Ukraine on 24 February 2022 marked the start of the largest and most brutal war at the heart of the European continent since World War II. It inevitably came as a “cold shower” for the EU and Member States’ politicians, demonstrating with absolute certainty the fragility of the international and European security order. The EU responded to the invasion with unprecedented sanctions against Russia and Belarus and multifaceted resolute support to Ukraine. The latter included the breaking of many previously existing taboos, such as the first ever use of the European Peace Facility to procure weapons for a third country at war or offering collective protection to about 8 million Ukrainian citizens and residents, fleeing the war

In the past decade, Turkey has significantly expanded its engagement in Africa, leading to concerns within the European Union (EU) that this influence might be used to undermine EU policy and member states. This policy brief analyses the strategic motives and evolution of Turkish involvement in the Sahel region, focusing specifically on Mali, Burkina Faso and Niger. Drawing from interviews conducted with Sahelian and Turkish political, business, diplomatic and educational stakeholders between October and December 2022, the authors contend that Turkey’s foreign policy in the Sahel demonstrates a multifaceted approach that aims to strengthen its presence across economic, cultural, defence and development spheres. However, it is also emphasised that Turkey’s engagement in the Sahel remains relatively limited when compared to its activities in other African countries, for example Libya, Somalia and Algeria. In light of these findings, this policy brief recommends that the EU adopt a pragmatic approach, drawing lessons from Turkey’s strategy while trying to manage, and where possible benefit from, the impact of Turkish security assistance and to foster opportunities for Sahelian populations in Europe through scholarships and employment initiatives.

The European Commission has published numerous policy documents concerning the European Green Deal and the energy transition since 2019. Several have an important foreign policy component. Following the Covid-19 crisis and especially Russia’s attack on Ukraine in February 2022, the discourse and policy objectives of these documents have taken a ‘geopolitical turn’, meaning that the EU’s security, interests and cooperation with Western allies have become more prominent than before. The REPowerEU plan, the new External Energy Strategy and the Green Deal Industrial Plan exemplify this shift by combining green and geopolitical objectives. The EU’s geopolitical turn in external energy politics involves several risks. Third countries could perceive some policies as ‘green protectionism’ or ‘green colonialism’. Domestically, some business actors dislike restrictions on imports of critical raw materials and green technology from abroad, whereas additional mining in the EU may not be compatible with biodiversity and environmental protection. At the same time, ‘offshoring’ mining outside the EU may transfer the ecological consequences to contexts with laxer regulation.

This policy brief analyses current initiatives and ways forward to address the nexus between climate change, peace and security within the European Union’s (EU) foreign, security and defence policies. Considering Sweden’s reputation and credibility in advancing international cooperation on climate security and in light of the 2023 Swedish presidency of the Council of the EU, there is an opportunity to address the current lack of alignment between the climate and conflict-sensitizing work of the European External Action Service (EEAS) and the climate adaptation and mitigation work of the European Commission. Closer collaboration between the EEAS, the European Commission and EU member states to align resources and tools would allow for a qualitative leap forward by fostering actions that are preventative rather than reactive to climate-related security risks in the short to medium term.

6. A New Black Sea Strategy for a New Black Sea Reality

With Russia’s large-scale invasion of Ukraine in February 2022, there is a new geopolitical reality in the Black Sea region. Following the capture of the Ukrainian city of Mariupol in May, Russia has effectively turned the Sea of Azov into a Russian lake and is also seeking maximum control of the Black Sea. Turkey has reminded the world of Ankara’s regional importance by closing the Turkish Straits to the belligerent parties’ vessels (in practice the Russian Navy, except for the platforms home-ported in the Black Sea), which it carried out under authority granted by the 1936 Montreux Convention. Despite the overwhelming odds, Ukraine has been able to deliver significant blows to the Russian Navy—most sensationally by sinking the Black Sea Fleet’s flagship Moskva missile cruiser and by striking Russian platforms with unmanned surface combatants in October. Black Sea geopolitics is a complex phenomenon. Any comprehensive regional political-military policy must therefore offer a multidomain strategy. This report will focus on the maritime agenda. Future reports will present findings on air warfare and land warfare trends in the broader Black Sea region.

Abstract:
Russia’s invasion of Ukraine came as an additional shock for Kazakhstan, which had already experienced serious domestic unrest in January 2022. Kazakhstan has consistently distanced itself from Russia’s aggression and diversified its relationships with various countries, while preserving its bilateral relationship with Moscow. The war has further highlighted the need for political reforms in Kazakhstan, yet complicated the government’s ability and willingness to implement them. Kazakhstan is now cautiously navigating political change both domestically and in its foreign policy. The EU has shown interest in engaging more with Kazakhstan. It can help the country to overcome this critical juncture by encouraging and supporting its genuine domestic transformation.

Russia’s invasion of Ukraine has revealed Europeans’ profound dependence on the US for their security, despite EU efforts at achieving “strategic autonomy.” Over the last decade, the EU has grown relatively less powerful than America – economically, technologically, and militarily. Europeans also still lack agreement on crucial strategic questions for themselves and look to Washington for leadership. In the cold war, Europe was a central front of superpower competition. Now, the US expects the EU and the UK to fall in line behind its China strategy and will use its leadership position to ensure this outcome. Europe becoming an American vassal is unwise for both sides. Europeans can become a stronger and more independent part of the Atlantic alliance by developing independent capacity to support Ukraine and acquiring greater military capabilities.

The global economy is facing a perfect storm as a result of the coronavirus disease (COVID-19) pandemic, prolonged geopolitical tensions, soaring inflation, and tightening monetary policy. A darkening future has been projected and the worst is yet to come. Amid global uncertainty, governments have become less aggressive in their budget spending, while high inflation has led many central banks to tighten their monetary policy. Furthermore, the pandemic has left widespread scarring effects, such as unemployment, poverty, and inequality, particularly on vulnerable groups. Global challenges and lower economic growth of the major economies will also affect Indonesia’s economic conditions, as the country may experience slower growth as a spillover from its major trading partners. It is important for the world and Indonesia to address these challenges, particularly the scarring effects, through multilateral solidarity and better maintenance of prudent fiscal policy.

China is ambitious, it is making this known and everyone is beginning to realise it. So much so that today a growing number of observers fear that it will take greater risks to achieve its objectives and fall into the famous "Thucydides' trap"; in short, that it will launch into a war, notably around Taiwan, which would inevitably involve the United States. Isn't its goal to supplant America and become the world's leading power? If, by 2028 or 2030, the Chinese economy were to exceed the US economy in terms of GDP, it is doubtful that it will succeed in removing the US from its pedestal. This is likely to be lower and more contested. But rather than a power transition, the world is witnessing the emergence of new, permanently asymmetrical bipolarity and, no doubt, a new Cold War[1].

To the end, Samuel Beckett insisted that he did not know who Godot was, nor what his two characters, Vladimir and Estragon, were waiting for. That was not the least absurdity of his play, which he wrote in French, the Irish author later explained, because he did not know the language well. That is where we all are now: confused over what to expect as we stagger into the second and possibly final half of the Biden presidency. In America, momentarily reset as the leader of the Free World, a democracy at risk; in Europe, an alliance recast by an unwanted war; and elsewhere, a global mutation told in languages we understand poorly even when they carry a slight American accent. This is unchartered territory: across the Atlantic, half the people waiting for Trump to return to the White House and the other half waiting for him to go to prison; around the world, half the people welcoming America’s restored leadership and the other half celebrating its demotion; and all over, rising apprehensions over a war which neither belligerent can realistically win but which both refuse to end.

Recently, the intensification of U.S.-China strategic competition, spread of COVID-19 infections, and the Russia-Ukraine war are disrupting the global supply chain and increasing instability in the global economy. The resulting instability in the supply of semiconductors, medicines, food, and energy is leading to an economic downturn, and the U.S., China, Japan, and EU are actively pursuing strategies to strengthen economic security. The key to recent economic security is the U.S.-China strategic competition. Because the United States is re-tightening economic-security links that were loosened in the post-Cold War era to counter China's economic rise. And the concept of recent economic security largely includes the elements of economic statecraft, economic resilience, and building mutual trust.

In just under five years, the United Arab Emirates (UAE) has accelerated its rapprochement with Xi Jinping’s China, to the point of becoming the first Gulf country to find itself at the heart of the rivalry between Beijing and Washington. Although benefiting from a large US military presence, the UAE has made its partnership with the Chinese regime a new priority that goes beyond energy and trade. Over the past five years, the United Arab Emirates (UAE) has used its economic and strategic rapprochement with China as a tool to diversify its foreign policy. If this Chinese policy of the UAE - which has traditionally been Washington's partner in the region - mirrors the erosion of American influence in the Gulf, the sustainability of Abu Dhabi's strategy should be questioned. Despite its aspirations for strategic autonomy, the UAE remains heavily dependent on US security guarantees, meaning that tensions between Washington and Abu Dhabi over its growing partnership with Beijing in sensitive areas (5G network, defence cooperation) could undermine its security foundations. While the energy crisis ensuing from the war in Ukraine allows the Gulf oil-producing countries to be in a powerful position vis-à-vis Western consumers, Abu Dhabi now seems determined to maintain its balancing act between Washington and Beijing.

18. Should the EU Pursue a Strategic Ginseng Policy? Trade Dependency in the Brave New World of Geopolitics

Political leaders all over the world are calling for strategic autonomy. The removal of critical trade dependencies has become a guiding principle in most policy proposals, including the EU’s new industrial strategy. In making these decisions, it is important for policymakers to understand the reasons behind why shortages of critical goods and technologies have emerged in the first place. The instruments that new policies cerate should respond to real problems, not invented ones. For instance, if shortages are due to temporary mismatches of supply and demand, most of them will be fixed without the need of any policy intervention. On the other hand, shortages can also be engineered by countries using their dominance in the production of certain goods to coerce other countries. As the EU experienced first-hand after the Russian war on Ukraine in 2022, the concentration of market power in the production of any product carries geopolitical risks. For that purpose, it is crucial to understand the nature of trade dependencies. This policy brief presents indicators and a conceptual framework to measure trade dependency. The framework consists of two indicators: the first measures the share of EU imports from outside the EU over EU production proxied as the sum of imports and exports, while the second indicator considers the market concentration using the Herfindahl-Hirschman index (HHI). It then applies this framework to EU trade with the rest of the world in 2020 and elaborates on the product categories and partner countries behind these dependencies. From a total of more than 9,000 product categories, there were only 233 products that could be classified as dependent within our framework. In terms of values, they represented 1.5% of EU total imports or €50 billion. The major suppliers of these products to the EU were China, United States, Russia, and the United Kingdom. Imports of hydrocarbons from Russia are part of this list of trade dependencies, but so are many other goods which are not of strategic importance. A policy intervention should be tailored to the specific product and the specific export country. Given the small size of the EU imports in which the EU can be considered dependent, it is not advisable to base Europe’s new industrial policy on a general fear of dependency and apply new policies in many sectors. Many of these products are easy to substitute and the economy can function without them. For the select few products where dependency is an economic concern, our paper explores different measures that the EU can put in place to lower trade dependency and how this dependency can be reduced through international trade.

The Commission’s three Opinions on the membership applications of Ukraine, Moldova and Georgia, if endorsed by the European Council as seems likely on 23-24 June, will mark a geopolitical turning point for Europe, bringing the three eastern European states into the EU’s enlargement process, albeit with a less advanced formulation for the time being for Georgia than for Ukraine and Moldova. A broad geopolitical advance is favourably viewed by most EU citizens and its main international partners. The European Council’s agenda is of even wider importance, with discussions due to take place on both possible reform of the existing enlargement process and the ideas advanced by Presidents Macron and Michel for a new form of political community that would aim to embrace the whole of Europe (except of course for Russia and Belarus).

Russia’s increasingly salient weaknesses in its war against Ukraine have unsettled what was a delicate balance in the Southern Caucasus and Central Asia. Turkey is trying to reap the benefits of this unsettled situation by further intensifying cooperation with a region that it has long considered kin to itself due to linguistic and cultural affinities. These efforts dovetail with rehabilitation attempts of an ever-worsening Turkish economy in the face of an upcoming election in 2023 of historical decisiveness. Beyond these immediate triggers, lurking underneath Ankara’s renewed interest in the region is the post-Cold War strategic ambition to position Turkey as a logistics and energy hub connecting Europe and Asia. Yet skepticism within Europe over Ankara’s strategic orientation at a time of intense geopolitical confrontation and competition abounds. As such, it is necessary to soberly think about Turkey’s place within an emerging Eurasian space and the costs and benefits of engaging with Turkey.
