The P5+1 (China, France, Germany, Russia, the United Kingdom, and the United States) have finalized a comprehensive nuclear agreement with Iran that will verifiably block Iran's pathways to nuclear weapons development--the uranium-enrichment route and the plutonium-separation route--and guard against a clandestine weapons program. We assess that the final agreement will be a net-plus for nonproliferation and will enhance U.S. and regional security. This two-page Iran Nuclear Policy Brief examines the key provisions and benefits of a comprehensive nuclear deal with Iran.

As the 2015 Nuclear Nonproliferation Treaty (NPT) Review Conference continues in New York, the international community's failure to halt the spread of nuclear weapons to North Korea looms large. Unlike the four of the world's nine nuclear-weapon states that have shown some progress in reducing their nuclear arsenals, North Korea is working hard to expand its arsenal and make it more credible. Unlike six of the nine, which have either ratified the 1996 Comprehensive Test Ban Treaty or maintained a testing moratorium since the treaty was concluded, North Korea has conducted three underground nuclear tests, the only state to do so during the last 17 years. Unlike the three nuclear-weapon states that never became parties to the NPT, North Korea signed the treaty, declared it was withdrawing, later pledged to denuclearize, and then reneged on its commitment. The North's nuclear program today is out of control and accelerating, damaging both the NPT and international stability. Addressing this grim reality begins with an objective assessment of North Korea's actual nuclear capabilities and an acknowledgment that the Obama administration's "strategic patience" approach is not working. Washington and Beijing must step up their efforts to revive the six-party process with the near-term goal of freezing Pyongyang's nuclear and missile programs, taking care to manage potential spoilers, Russia and the U.S. Congress.

The nuclear deal reached between Iran and the P5+1, China, France, Germany, Russia, the United States and the United Kingdom, will be scrutinized by diplomats, military experts and politicians for months and years to come. Statesmen and politicians will interpret the deal differently and each will vie to use the argument which suites the audience and the domestic base she/he represents. However, the psychological, economic, political, and military implications of the deal on the United States, Europe and many Middle Eastern countries will be monumental. The deal will impact the balance of power in the Middle East and will change its dynamics forever, change the dynamics of the energy markets in Europe, Thus creating tension between Russia and Europe, and will ignite a fierce security debate between Democrats and Republicans in the United States on the culture of regime change and the use of force. The deal will bring the subject of regime change to the political forefront in the US and will raise a serious question on whether the use of force is the only effective mechanism to change the behavior of states in order to achieve favorable outcomes. Both Republicans and Democrats used force as a tool for regime change, however the Obama administration is a advocating for new means: diplomacy.

The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

The still unsigned Bilateral Security Agreement (BSA) between Afghanistan and the United States provides the legal basis for continuing U.S. military presence in Afghanistan. In addition to its substantive importance, the BSA is also a confidence-building mechanism. The delay in putting it in place is compounding uncertainty and further diminishing economic confidence during Afghanistan's already challenging and uncertain transition. Afghans' responses include, among others, hedging behavior (legal and illegal), personal decisions on whether to come back to or stay in Afghanistan, delays in investments, incipient job losses, declining demand for goods and services and real estate prices, and farmers planting more opium poppy.

As the United States struggled with unemployment and other effects of the Great Recession in January 2010, President Barack Obama set the goal of doubling exports within five years and creating 2 million new export-related jobs. Four years later, however, exports are less than halfway toward that goal and the rate of export growth is slowing. More worrisome, the administration's strategy failed to boost average export growth from historical levels, despite the robust recovery in international trade after the collapse of 2009. The National Export Initiative (NEI) has come up short.

The dramatic increase in the Federal Reserve's balance sheet since 2009 has attracted the attention of economists, pundits, and ordinary citizens. The amount of assets held by the Fed recently crossed $4 trillion and will likely continue to rise to a peak of about $4.5 trillion. This run-up in asset holdings has resulted from the Fed's large-scale asset purchase programs, which were intended to support economic growth. However, a side-effect of these asset purchases is the creation of unprecedented amounts of liquidity in the financial system.

A bipartisan majority in both Houses of Congress is insisting that the United States include a provision in future trade agreements that would bar currency manipulation. A letter from 60 senators to Secretary of the Treasury Jacob Lew and United States Trade Representative (USTR) Michael From an on September 23, 2013, called for "strong and enforceable foreign currency manipulation disciplines" in the Trans-Pacific Partnership (TPP) while 230 members of the House of Representatives told President Barack Obama on June 6, 2013, that "it is imperative that (the TPP) address currency manipulation.to create a level playing field for American businesses and prevent more US jobs from being shipped overseas." The trade promotion authority (TPA) legislation proposed by congressional trade leaders on January 9, 2014, establishes the avoidance of currency manipulation as a "principal US negotiating objective" in its future trade agreements.

Mark Twain once wrote an essay about the difficulties of learning what he called "The Awful German Language." Similar barriers to comprehension seem to plague those trying to explain recent German economic performance. By most measures, Germany has the best functioning labor market among large economies in the West, with levels of employment reaching those in the United States at the end of the turbo-charged 1990s. A debate has stirred, however, about whether this success has come with a price—specifically, whether Germany's domestic structural reforms have lowered living standards for Germany's low income workers and worsened income inequality and whether Germany is fortuitously and perhaps selfishly riding a wave of strong foreign demand for German exports.

ASEAN has become a focal point of the rapidly changing economic architecture of the Asia-Pacific region. ASEAN members are increasingly stable and politically confident, and constitute an emerging economic powerhouse. The region is dynamic, with 600 million citizens and a gross domestic product (GDP) that exceeds $2 trillion and is expected to grow 6 percent annually for the next two decades. (The Appendix at the end of this paper reports detailed output and trade projections to 2025.) Through deeper internal integration via the ASEAN Economic Community (AEC) and external initiatives such as the Regional Comprehensive Economic Partnership (RCEP), ASEAN is becoming a driving force in regional cooperation and a much-courted economic partner. The AEC and the RCEP projects are globally significant: the AEC could generate powerful demonstration effects for other developing regions, and the RCEP could become an important building bloc of the multilateral trading system.

Multi-factor productivity (MFP) compares the growth of gross domestic product with the growth of combined capital and labor inputs. The growth rate of MFP assumes theoretical significance because it represents the slope of the steady-state growth path, and hence is a major determinant of the long-term growth trend. This paper offers the balanced panel of the estimated growth rates of MFP for 24 OECD countries over 1986-2011. Based on the estimates of MFP growth, a number of notable trends in productivity growth are identified for the entire OECD area as well as three major economies – the United States, the Eurozone and Japan – within the OECD.

The China-US bilateral investment treaty (BIT) negotiations have attracted attention due to the relative size and weight of both economies. Despite broad consensus about the importance of such a treaty, there is considerable debate about its shape and content. The debate is reflected in two recent Columbia FDI Perspectives. Donnelly argued that a China-US BIT should be modeled on the US Model BIT without "splitting the difference between Chinese and US positions", and that the possibility of meaningful BIT negotiations are "really up to China at this point".

PakVotes, a pilot project supported by the U.S. Institute of Peace (USIP), used social media platforms and a network of reporters located in areas outside of major cities in Pakistan to track violence during the 2013 elections. The project offers lessons that could guide future efforts to use social media to record and publicize conflicts and the use of violence during elections and other major events. The hashtag #PakVotes trended for several days around elections, serving as a popular alternative news source to the mainstream media, which was not as diverse in its geographic coverage, sources or story types.

The failure in mid-January by the US Congress to approve IMF reform legislation that had been pending for more than three years did not simply bring to a screeching halt a decade of slow progress reforming the governance of the Fund to make it more representative, legitimate, and therefore effective. As space systems increasingly perform and support critical operations, a variety of plausible nearterm incidents in outer space could precipitate or exacerbate an international crisis. The most grave space contingencies—viewed from the perspective of U.S. interests and international stability—are likely to result from either intentional interference with space systems or the inadvertent effects of irresponsible state behavior in outer space. The threats to U.S. space assets are significant and growing, as potential adversaries continue to pursue and could soon acquire counterspace capabilities. The United States has strategic interests in preventing and mitigating dangerous space incidents, given its high reliance on satellites for a variety of national security missions and unparalleled global security commitments and responsibilities. Like other technology-driven global governance challenges, the longer the United States delays preventive and mitigating efforts, the less dominant its position will be in shaping rules of the road for space.

Each year, U.S. state and local governments spend tens of billions of dollars to lure or retain business investment. The subsidies waste scarce taxpayer dollars that could better be used to strengthen public services such as education and infrastructure, or to lower overall tax burdens to create a more favorable investment climate. No state wants to dole out such subsidies, but most fear losing jobs to competing states if they refuse. States should take steps to curb subsidies, beginning with greater disclosure and cost-benefit analyses, and building up to a multistate agreement that creates strong disincentives for continuing subsidies. Existing international arrangements provide models and tools for achieving this.

Former U.N. peacekeepers are an emerging cadre within Pakistan's police who are precursors of professionalization and other positive changes in police culture. Given their peacekeeping experience, they are torchbearers of human rights protection in policing, and believers in gender equality and the rule of law. They have also shown an ability to resist undue political pressure by government ministers, politicians and interest groups. They form a resilient force when it comes to fighting the tide of militancy and terrorism in Pakistan. This pool of trained resources may be utilized by the United Nations Department of Peace-keeping Operations (DPKO) for the quick start of new peacekeeping missions. The Government of Pakistan could also utilize them for police-reform initiatives, imparting training and demonstrating best practices. Given the potential gains from police participation in U.N. peacekeeping, Pakistan's recent, self-imposed ban on police joining peacekeeping deployments in the future should be reversed.

The effectiveness of U.S. civilian assistance to Pakistan depends on sustained funding commitments from the United States and sustained commitment to economic and institutional reform from Pakistan. Weak public institutions and poor governance have greatly impeded Pakistan's development. U.S. assistance should focus on strengthening institutions systemically. Direct assistance to the Pakistani government—through financing that supports specific reform programs and policy initiatives and cash-on-delivery mechanisms that offer assistance after agreed performance criteria are met—could incentivize Pakistani public institutions to improve service delivery. Pakistan's devolution of authority to the provinces offers an opportunity for well-targeted and cost-effective initiatives to incentivize improvements in provincial public service delivery in such areas as basic education, health and policing.

In 1970, the President's Commission on an All-Volunteer Armed Force delivered its report to the President of the United States, Richard Nixon. In the report, better known as the Gates Commission due to the leadership of former Secretary of Defense Thomas Gates, the members of the Commission stated, "We unanimously believe that the nation's interests will be better served by an all-volunteer force, supported by an effective stand-by draft." They added, "We have satisfied ourselves that a volunteer force will not jeopardize national security, and we believe it will have a beneficial effect on the military as well as the rest of our society." In June of 1973, after years of debate, the statutory authority for the draft expired and the all-volunteer force became a reality.

With the rise of the Islamic State of Iraq and al-Sham (ISIS) and the explosion of violent conflicts from Tripoli to Gaza, the Middle East is looking more unstable and unpredictable than ever. While the focus in Washington is centered on jihadist extremists in Iraq and Syria at present, the threat from al-Qaeda in the Arabian Peninsula (AQAP) against the United States continues. Top al-Qaeda leadership in Yemen is hailing the territorial gains of ISIS in Iraq, and some al-Qaeda operatives are imitating ISIS' techniques such as public slaughters of those deemed infidels, prompting fears of cooperation between two of the most active Islamist militant networks. Recent aggression by the Houthi movement, a Zaydi Shia rebel militia, against state institutions and tribal opponents has opened a new front of instability and security vacuum that AQAP is all too ready to exploit. Inattention to the interconnected nature of tribal conflict, terrorist activity, poor governance, economic grievances and citizen discontent is proving to be a dangerous combination for both Yemen and the United States. The Yemeni context may seem far from the current focus on Baghdad and Damascus, but getting the US strategy right in Yemen will have consequences for regional stability and core US interests throughout the Arabian Peninsula and beyond.

In a May 2013 speech outlining his counterterrorism policy and addressing the use of drone strikes, President Barack Obama insisted that the United States uses the "highest standard" of criteria when selecting targets. The United States, the president said, only strikes "terrorists who pose a continuing and imminent threat to the American people...and before any strike is taken, there must be near-certainty that no civilians will be killed or injured." More than a year later, the administration seems to continue brazenly violating its own standards while also failing to fulfill its pledge to increase transparency and oversight with respect to the use of drone strikes. The administration has yet to explain how strikes such as the December 2013 attack on a wedding convoy in Yemen, which resulted in fourteen deaths and twenty-two injuries, could possibly fall within the guidelines laid out in the president's speech. US drone strikes in Afghanistan, Pakistan, and elsewhere raise similar questions.

Bailouts and bail-ins of failing financial institutions have been hotly disputed in the global financial crisis of the last five years. At the height of the crisis, several failing banks were bailed out with taxpayer money so they could service their debts, but as public outrage mounts, policymakers are increasingly looking at bailing in these institutions before using taxpayer funds. Bail-ins, also called haircuts, require the troubled institution's creditors to write off some of the debt or agree to a restructuring of the debt, which reduces their holdings. The public has demanded the imposition of these costs on creditors and bond - holders, arguing that if bad lending as well as bad borrowing went unpunished it would be encouraged. Additionally, the yawning fiscal deficits that have followed bailouts have led to unpopular fiscal retrenchment.

This semiannual review finds that most of the major international currencies, including the US dollar, euro, Japanese yen, UK pound sterling, and Chinese renminbi, remain close to their fundamental equilibrium exchange rates (FEERs). The new estimates find this result despite numerous significant exchange rate movements associated with increased volatility in international financial markets at the beginning of the fourth quarter of 2014, and despite a major reduction in the price of oil. The principal cases of exchange rate misalignment continue to be the undervalued currencies of Singapore, Taiwan, and to a lesser extent Sweden and Switzerland, and the overvalued currencies of Turkey, New Zealand, South Africa, and to a lesser extent Australia and Brazil. Even so, the medium-term current account deficit for the United States is already at the outer limit in the FEERs methodology (3 percent of GDP), and if the combination of intensified quantitative easing in Japan and the euro area with the end to quantitative easing in the United States were to cause sizable further appreciation of the dollar, an excessive US imbalance could begin to emerge.

High tensions in Northeast Asia are cause for considerable alarm. Of particular concern for the maintenance of global security are the disputes over Senkaku/Diaoyu and Dokdo/Takeshima islands. Strong grievances rooted in history and rising nationalistic sentiment in China, South Korea and Japan have made the positions of the respective parties currently irreconcilable. The tension surrounding the issue of territorial control, particularly between China and Japan, has the potential to spark a military confrontation. Due to a lack of empathy and the propensity to overestimate threats from neighbours, the region is especially volatile. Public commitments by US President Barack Obama in support of the US-Japan Mutual Security Treaty could ensure that any military confrontation between China and Japan might quickly escalate and draw the United States into direct conflict with China. In order to improve empathy, a concerted effort must be made to change the channel and work on issues where interests do align. Nowhere do the interests of China, South Korea, Japan and the United States align more than on the issue of North Korean denuclearization. By working together on an issue of mutual concern, these four countries can counter the rapid erosion of trust. By cultivating a cooperative attitude, tensions can be lowered, increasing the prospects for peaceful management of current acute disputes.

From the start of the Ukrainian crisis Turkey kept a low profile and adopted a strategy best described as "don't poke the Russian bear". Russia is a major Turkish trading partner and Turkey relies heavily on Russian natural gas for its energy needs, while Turkish prime minister Erdogan has also been dealing with serious domestic challenges in the last year. Therefore, due to both external and internal factors, Turkey will avoid confronting Russia directly and will pass the buck to the U.S. and EU. In the short to medium term there are three plausible scenarios under which Turkey will change its current policy. They include the oppression of Crimean Tatars by the Russian authorities; military confrontation in the Black Sea between Russia and NATO; or a more unified, tougher stance against Russia by the West. In the long term Turkey most likely will revert to its traditional role of balancing Russia by strengthening its ties with the West, while reducing its energy dependence on Russia.

Encouraging signs have emerged that the collapse of federal government control in Iraq may have slowed and that Baghdad is beginning the transition to counteroffensive operations to regain ground. Massive mobilization of largely Shiite volunteers has given Baghdad an untrained but motivated "reserve army" that can be used to swamp cross-sectarian areas around the Iraqi capital. All available formed military units have been pulled out of reserve and brought toward Baghdad to defend the capital. In this effort, all Department of Border Enforcement units have been relocated from the country's borders, and Iraqi army and Federal Police units have been redeployed from southern Iraq. Cyber has become the new conflict arena. It ranks as one of the greatest national security challenges facing the United States for three reasons. First, as the revelations about the National Security Agency's (NSA's) activities suggest, cyber offense has far outpaced cyber defense. Second, cyber capabilities are prevalent worldwide and increasingly are being used to achieve the strategic goals of nations and actors adverse to the United States. Third, it is highly unlikely that cyber espionage and other cyber intrusions will soon cease. While the NSA disclosures focus on the United States and the United Kingdom, there is little doubt that China, Russia, Iran, North Korea and others are engaged in significant cyber activities. The release of the second installment of the Intergovernmental Panel on Climate Change's Fifth Assessment Report on March 31, 2014, provoked the usual calls for urgent and immediate action in response to climate change, including in particular at the international level in the form of a new climate treaty built upon domestic regulatory regimes. Irrespective of whether these calls for action are overly strident or carefully measured, the law plays a central role. In almost any discussion, the breadth and stringency of national and sub-national regulations and the extent to which a treaty can make them “legally binding” assumes paramount importance. But this emphasis on law is misplaced, because it runs headlong into the hard reality that would confront any international climate agreement in the US Senate. And given the soaring use of coal around the world, it also draws attention and resources away from far more achievable opportunities to develop and deploy advanced coal technologies that would allow the world's most abundant, accessible, and affordable energy resource to meet critical energy needs in balance with each country's environmental, economic, and security priorities.

The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

Jihadists are steadily capturing territory and resources and establishing a state in Syria and Iraq. The most capable jihadist group, the Islamic State of Iraq and Sham (ISIS), now controls swathes of territory, energy resources, and sophisticated military hardware in both countries. Although the extremists are currently occupied with fighting other nonregime armed groups and the Syrian and Iraqi regimes, these efforts are a means to an end: building a state from which to confront and target the United States, its allies, and its interests in the region. These jihadist groups also bring boundless suffering to the populations they control, and serve as a magnet for and inspiration to jihadists worldwide.

The Quality of Official Development Assistance (QuODA) measures donors' performance on 31 indicators of aid quality to which donors have made commitments. The indicators are grouped into four dimensions associated with effective aid: maximizing efficiency, fostering institutions, reducing the burden on partner countries, and transparency and learning. The 2014 edition finds that donors are overall becoming more transparent and better at fostering partner country institutions but that there has been little progress at maximizing efficiency or reducing the burden on partner countries. The World Bank's concessional lending arm, the International Development Association (IDA), performs very well in QuODA, ranking in the top 10 of 31 donors on all four dimensions. The United States ranks in the bottom half of all donors on three of the four dimensions of aid quality and last on reducing the burden on partner countries. The United Kingdom ranks in the top third on three of four dimensions of aid quality and scores particularly well on transparency and learning. The Global Fund ranks in the bottom third on fostering institutions but ranks in the top third on the other three dimensions of aid quality, including the top spot in maximizing efficiency.

China has gained substantial economic power in recent years, becoming the second-largest trading nation after the United States and the largest goods-trading nation since 2012 (Eichengreen 2014). It is also currently the largest source of savings and the largest potential source of capital for international investment (ibid.). Measured by GDP, China is now the second-largest economy in the world (see Figure 1), and the World Bank surmises it is likely to surpass the United States in 2014 (World Bank 2014). Because of China's growing economic importance, a shift in power is reasonably assumed. As its economic power grows, internationalization of the RMB has become a key policy goal for China, especially after the 2008 financial crisis (Zhang 2009; Park 2010; China Securities Regulatory Commission [CSRC] 2014). This goal demonstrates China's desire for better integration and representation in the international economic community and signals its willingness to perform internal financial reforms and take more responsibility in global economic affairs.

Fossil fuel subsidies are a global scourge. They distort markets, strain government budgets, encourage overconsumption, foster corruption, and harm the environment while doing little to remedy inequality or stimulate development. Yet despite compelling arguments for reform, fossil fuel subsidies remain deeply entrenched. Citizens have yet to be convinced that fuel subsidies can and should be replaced with more efficient poverty alleviation programs. As a result, governments refrain from phasing out fuel subsidies for fear of triggering a public backlash, and even civil unrest. To bolster the prospects for subsidy reform, the United States should support the creation of a new public-private partnership within the World Bank, the Global Subsidy Elimination Campaign (GSEC), to work with governments to execute country-specific communication programs that would build the case for fossil fuel subsidy reform among citizens. The GSEC would start with pilot programs in select countries, and on the basis of these efforts, expand its work to other countries interested in fuel subsidy reform. If the GSEC help s generate just a 5 percent reduction in the more than half a trillion dollars that governments now spend on fossil fuel subsidies, it would free up billions of dollars for more effective anti-poverty initiatives.

Regardless of who enters Carthage Palace in January, a free and fair election will represent an achievement worthy of international recognition. On Sunday, November 23, Tunisians will return to the polls to elect a president nearly one month after voting in a new parliament. The parliamentary election, widely praised by international and domestic observers, brought in a legislature dominated by the anti-Islamist Nidaa Tounes (Tunisian Call) Party, which won 85 of the parliament's 217 seats. Tunisia's main Islamist party, Ennahda (Renaissance), came in second place, garnering 69 seats -- a notable decline from the 89 seats it obtained in the 2011 election for a transitional assembly. Three smaller blocs -- the leftist Popular Front coalition, the centrist Free Patriotic Union, and the liberal Afek Tounes (Tunisian Horizon) Party -- will occupy a combined 39 seats, while a host of independents will fill the remaining 24 seats. Against this backdrop, the presidential election will mark another milestone in Tunisia's promising, if precarious, transition to democracy. In a region plagued by failing states, resurgent authoritarianism, and violence, the mere fact that Tunisia is holding a peaceful presidential election should give the United States and the international community reason to celebrate and, more important, lend assistance moving forward.

There is a long-standing debate among economists and policymakers on the benefits of flexible versus fixed exchange rates (Klein and Shambaugh 2010). In principle, flexible exchange rates allow a country's central bank to focus on stabilizing economic growth and inflation, which are the ultimate goals of monetary policy. However, some argue that in practice central banks often do not use their powers wisely and it may be better to restrict their freedom by requiring them to peg their currency to that of an important trading partner. Others note that flexible exchange rates are far more volatile than fundamental factors can explain (Flood and Rose 1995), raising the possibility that they may introduce wasteful cross-sectoral fluctuations in economic activity. One common viewpoint is that flexible exchange rates may be fine for large countries but that the smallest countries are better off with fixed exchange rates (Åslund 2010).

The U.S. government interferes with the market for foreign laborers by restricting the number and mix of immigrants and setting tight quantitative limits on foreign-born guest workers. This has created a mismatch between the demand for foreign workers from U.S. businesses and their supply, directly leading to the illegal immigration situation we confront today. The current system inefficiently limits the gains that our economy could achieve from employing larger numbers of foreign workers, and it disproportionately harms small U.S. businesses. The economic fears associated with increased guest workers or immigrants are unfounded. The current Senate immigration reform proposal would be a marginal improvement but does not go far enough. Red Card, an alternative guest worker proposal, would better coordinate labor markets. Ultimately, an immigration market free from government limitations and interference would be the most efficient solution.

Cooperation on military security was paramount, and the United States and Europe rose to the challenge by creating NATO, a new type of multilateral defense agreement. Crisis grips the economies of Europe, just as the United States, mired in historic levels of unemployment in the wake of the 2008 recession, is rethinking its strategic priorities and place in the world. In President Barack Obama's first term, his administration withdrew US forces from Iraq, ratcheted up pressure to thwart Iran's nuclear ambitions, began the adjustment to relations with post-authoritarian governments in Arab countries including Egypt, struggled with how best to handle an increasingly bloody rebellion in Syria, and attempted to restart diplomacy on the Israeli/Palestinian problem. At the beginning of his second term, US interests are at significant risk as the region continues to undergo profound changes, and Arab and European allies are asking for greater US engagement. The region also presents the United States with unanticipated opportunities, such as the development of Arab democracies and a reduction in Iranian influence. The challenge facing the United States is how to lead without dominating, and how to protect and promote US interests without absolving other actors of responsibility. Thus, the task for this administration is to develop a strategy: to match the president's positive rhetoric with meaningful follow-up in terms of diplomacy, assistance, and security cooperation.

Iran has never had what the West would regard as free, fair, and competitive elections. Some would point to the brief periods following the 1906 Constitutional Revolution and between the end of World War II and 1953, when a CIA-backed coup re-installed Shah Mohammad Reza Pahlavi, as possible exceptions to this rule. The upcoming presidential elections this June will be no such exception, with candidates restricted to eight proven loyalists to the regime. Nevertheless, the vote will be an important barometer of the stability and durability of an embattled regime that is increasingly unpopular domestically and isolated internationally. The elections will also produce a new turn of the kaleidoscope within Iran's shrinking political elite, as existing factions break apart and regroup. The next president is likely to be more moderate in tone, if not in policy, and more competent and less divisive than the outgoing Mahmoud Ahmadinejad. This could have important implications not just for the country's domestic course but for Iran's confrontation with the United States and the international community over the nuclear question.

The links between the United States and Morocco are among the oldest of the US' diplomatic bonds. In 1777, Morocco's Sultan Mohammed III was the first foreign sovereign to recognize the independence of the thirteen former British colonies. Subsequently, the 1786 Treaty of Peace and Friendship—negotiated by Thomas Barclay and signed by Thomas Jefferson and John Adams—established diplomatic relations between the two countries. Modified in 1836 with the addition of various security and commercial protocols, the accord is still in force, making it the United States' longest unbroken treaty relationship. But as venerable as this history is, the strategic importance of Morocco to pursuing the Atlantic community's interests in the security and development of northwestern Africa has only recently become fully apparent to US policymakers and analysts. President Barack Obama's invitation to King Mohammed VI to make an official visit to the United States this year indicates the importance that both countries attach to this significant strategic relationship.

When compared to its often rocky relations with Arab countries to the west, the Islamic Republic of Iran has managed to retain largely cordial ties with its neighbors to the east. Historic linguistic, religious, and cultural connections have helped Iran keep its influence in South Asia and become a key trading partner despite US-led sanctions. Because of its strategic location on the Persian Gulf and Arabian Sea, Iran provides India with access to Afghanistan and Central Asia that does not require transit through Pakistan. However, Iran and its neighbors, including Pakistan, face acute challenges such as scarce and poorly managed water resources, ethnic insurgencies, energy imbalances, and drug trafficking that require regional solutions.

The current turbulent global landscape recalls past key transition points in history such as 1815, 1919, 1945, and 1989, when the path forward was not so clear-cut and the world faced the possibility of very different global futures. As the US National Intelligence Council suggested in its landmark 2012 report, Global Trends 2030: Alternative Worlds, the transatlantic community is entering a new era in history that will pose a very different set of challenges and offer unprecedented opportunities. If it is to survive, the NATO Alliance must navigate this crucial period by fundamentally reconsidering its place in the global landscape as well as its future roles, missions, and functions from a strategic, long-term perspective. The fundamentals of the natural gas sectors of the United States and European Union (EU) are on divergent paths. While the US prepares for gas exports on the back of the unconventional gas revolution, Europe is facing declining indigenous production and growing dependence on imports. The Central and Southeastern Europe (CSEE) region has moved closer to integrate into the EU's internal energy market, but it remains in a vulnerable position in the short-term compared to the rest of the EU and especially the US due to the region's historic exposure to Gazprom's monopolistic abuse. A concerted US, EU, and regional effort is needed to implement a diversification strategy, where US liquefied natural gas (LNG) exports could make a real difference. In the medium and long run, the region can benefit from and play a crucial role in Europe's gas supply diversification strategy and may even succeed in adapting the US unconventional experience, contributing to a healthier energy import balance on the continent.

“This is some of the best driving I've ever done,” Steve Mahan joked at the end of a ride in the Google self-driving car. Mahan's 2012 drive—to buy tacos for lunch and pick up his laundry—was especially remarkable since he is 95 percent blind. His hands-free test drive (accompanied by Morgan Hill Police Department Sergeant Troy Hoefling and recorded in a YouTube video) would have been impossible not only without advanced sensors, computers, and software, but also without big data, which both enabled development of the driverless car and inform its movement along the streets and freeways of California. The Google car itself gathers nearly 1 gigabyte of data per second as it scans and analyzes its environment. Think of the potential data gathering of 100 million self-driving cars on the roads of the United States. How will that data—100 million gigabytes per second—be transmitted, stored, and analyzed?

Turkey's handling of its Kurdish population and its relations with Kurdish groups throughout the region are creating new challenges for US foreign policy and US-Turkish relations. As the president put it in this year's State of the Union speech: “with the Afghan war ending, this needs to be the year Congress lifts the remaining restrictions on detainee transfers and we close the prison at Guantanamo Bay, because we counter terrorism not just through intelligence and military action but by remaining true to our constitutional ideals and setting an example for the rest of the world.”
