Abstract:
As Israelis assess the implications of Hamas's victory in January elections to the Palestinian Legislative Council, a new threat may be developing in Lebanon. Al-Qaeda–linked terrorists have been present in Lebanon for a decade, but recent statements by Ayman al-Zawahiri and Abu Musab al-Zarqawi suggest that the dual objectives of destabilizing Arab regimes and targeting Israel proper are becoming top al-Qaeda priorities. Al-Zarqawi–linked terrorists in Lebanon have already engaged in low-level targeting of Israeli and Lebanese interests, yet several obstacles may hinder their ability to launch significant attacks in or from Lebanon. The Lebanese government, although weak, has a clear interest in preventing both internally and externally directed al-Qaeda activity. The dynamic among Hizballah, the Palestinians, and al-Qaeda remains more ambiguous, but early signs suggest potential antagonism among the groups. Together, Israel and the United States may be able to help Lebanon contain this emerging threat.

Abstract:
In the spring of 2004, the European Commission approved a draft Directive on Services in the Internal Market and sent it to the Council and the European Parliament. The proposal is the cornerstone of the ailing Lisbon strategy to revive growth and jobs in the European Union: services account for 70% of GDP and employment in advanced countries, and their performance is a main determinant of overall productivity and employment growth. In the European Union, the markets for services are still organised along national lines, cross border trade remains relatively underdeveloped and competition is scarce. The productivity gap with the United States is largely explained by these obstacles.

Abstract:
To most Americans, the prospect of a united Europe has long been viewed not only as a favorable development, but even as an increasingly inevitable one. Our common political, religious and cultural heritage, democratic governments, market economies, and Cold War experiences have all contributed to the perception of Europe as a friend and natural ally of the United States, occasional differences not withstanding. The formation of NATO in 1949 gave a military tone to the developing political alliance between the U.S. and Western Europe, and the beginnings of united Europe in the early 1950s was generally viewed in Washington as a favorable trend that would make Western Europe a stronger economic partner and a stronger ally in the struggle against Soviet Communism.

CTR: Were there any big surprises at this meeting? Ambassador Kuniko Inoguchi: I was positively impressed by the strong participation of African states and other countries most affected by the presence of small arms and light weapons. It was very good to hear their voices directly and very encouraging to see a truly cooperative spirit both in the informal consultations and at the Biennial Meeting with states delivering very focused statements.

CTR: What gave impulse to these agreements? Dr. Athanassios Papaioannou: The idea came up in the immediate aftermath of September 11, 2001.Belgium, which held the rotating EU Presidency at that time, made the proposal. Both the Ministers' Council of Justice and the United States warmly accepted it. Lengthy negotiations started during2002, and they were successfully concluded [this month] during the Greek Presidency.

CTR: What is the comparative advantage of the OAS convention over the other dozen anti-terrorism treaties that have been developed in the past three decades? Ambassador Paul Durand: Beyond [the innovation of] human rights, I am not sure it did a lot more new. I think that the value added is that there is now a basis of understanding among 34 countries that you do not find in broader forums such as the UN. As for human rights, we were not going into the area of responsibilities of states [sponsors]. We tackled [this] issue in the context of states' obligations to respect human rights norms. Although this is new [in a terrorism convention], it did not cause an awful lot of consternation. Members were on board.
