In a communication of 12 April, the European Commission assessed the potential political and economic consequences of suspending visa exemption for U.S. citizens. Lacking pressure from individual EU Member States, the Commission discouraged such a move and gave the EU Council and European Parliament three months to take an official position. It seems almost certain that the measure of applying pressure on a non-EU country will not be used to help Poland and four other Member States obtain visa-free travel to the United States or other countries with a similar restriction. However, if current trends continue, Poland should join the U.S. Visa Waiver Programme in five years.

Traditionally, there is a partisan split on foreign policy in the United States: Republican candidates and voters worry more about terrorism, defense and national security than Democratic candidates and voters, thereby putting more stock in foreign policy issues, which manifests itself in the aggressiveness—of lack thereof—of each party’s foreign policy platform. But the candidates in the 2016 U.S. presidential election can be categorised by more than just party: a line can also be drawn between conventional candidates—Hillary Clinton, a Democrat, and Ted Cruz and Marco Rubio, Republicans—and unconventional candidates—Donald Trump, a Republican, and Bernie Sanders, a Democrat. Should a conventional candidate be elected president, U.S. foreign policy would be based on predictable adaptation to the changing international environment. An unconventional candidate, however, would be a wild card, whose actions would be difficult to predict.

Abstract:
Of all the free trade agreements (FTAs) concluded by Korea with its major trading partners since the turn of the century, the Korea-China FTA may be the largest in trade terms. It is, however, far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment policies. Korea and China agreed to liberalize a large share of bilateral trade within 20 years, but both sides incorporated extensive exceptions to basic tariff reforms and deferred important market access negotiations on services and investment for several years. Political interests trumped economic objectives, and the negotiated outcome cut too many corners to achieve such a comprehensive result. The limited outcome in the Korea-China talks has two clear implications for economic integration among the northeast Asian countries. First, prospects for the ongoing China-Japan-Korea talks will be limited and unlikely to exceed the Korea-China outcome. Second, Korea and Japan need to strengthen their bilateral leg of the northeast Asian trilateral and the best way is by negotiating a deal in the context of the Trans-Pacific Partnership.

The current turbulent global landscape recalls past key transition points in history such as 1815, 1919, 1945, and 1989, when the path forward was not so clear-cut and the world faced the possibility of very different global futures. As the US National Intelligence Council suggested in its landmark 2012 report, Global Trends 2030: Alternative Worlds, the transatlantic community is entering a new era in history that will pose a very different set of challenges and offer unprecedented opportunities. If it is to survive, the NATO Alliance must navigate this crucial period by fundamentally reconsidering its place in the global landscape as well as its future roles, missions, and functions from a strategic, long-term perspective. The world is changing rapidly, and if NATO does not adapt with foresight for this new era, then it will very likely disintegrate.

Following President Obama's budget proposal on 8 April, the US has embarked on another round of negotiations in attempts to reach a fiscal deal. Differences between the two sides (Democrats insist on taxing the wealthy whereas Republicans insist on spending cuts) have their roots in respective party doctrines, and the current gridlock displays the exceedingly partisan nature of the current US political process. Although the origins of this dispute are clearly to be found in domestic politics, they increasingly have foreign policy implications as well. They are likely to have an impact across the Atlantic - where fiscal austerity and budgetary cuts are equally underway, albeit for reasons that do not entirely coincide - and an effect on EU-US security cooperation.

Taiwan's elections on January 14, which for the first time combined polls for the presidency and the legislature, displayed further positive evolution in Taiwan's now well-established democracy. The results also precluded an immediate disruption in relations between Taiwan and the PRC, which is good news in Washington. In Beijing's view, however, the goal is not stability across the Taiwan Strait, but unification. Chinese impatience might weigh more heavily on President Ma Ying-jeou, and by extension on the United States, during Ma's second term.

On Monday, Lebanese prime minister Saad Hariri will visit Washington for a meeting with President Obama. In announcing the meeting, White House press secretary Robert Gibbs called it "a symbol of the close and historic relationship between Lebanon and the United States." Indeed, between 2005 and 2009, bilateral ties were never closer or more consequential, with the Cedar Revolution ending nearly three decades of Syrian suzerainty in the country. Over the past year, however, Hariri has had to govern in coalition with Hizballah. The Iranian-Syrian backed Shiite militia will be the elephant in the Oval Office during Monday's meeting.

The rest of the conference simply “took note of it”, most with resignation, many with anger. This policy brief will have a closer look at the climate change negotiations from an African perspective. First, what was the African Common Position and what were some of their demands? Second, how did the negotiating strategy to defend the African Common Position on climate change evolve? The August 3 fatal shooting of an Israel Defense Forces officer by a Lebanese Armed Forces soldier has sparked debate regarding the utility and wisdom of the U.S. military assistance program to Lebanon. Although such assistance is not new, the program's scope dramatically increased after the 2005 Cedar Revolution ended Syria's thirty-year occupation and swept the Arab world's only pro-Western, democratically elected government to power. In recent months, however, Syrian influence has returned, while Hizballah has secured enough political power to effectively reverse many of the revolution's gains. Even before the August 3 incident, these changes on the ground prompted Rep. Howard Berman (D-CA), chair of the House Committee on Foreign Affairs, to place a hold on the 2011 assistance package.

In an August 2 speech, President Obama confirmed that regardless of the status of government formation in Iraq, the U.S. military remained committed to the withdrawal of all combat forces by the month's end. Meanwhile, Iraq is still struggling to form a government in the long wake of the March elections, and the Muslim fasting period of Ramadan -- when much political and business life slows almost to a standstill -- begins next week. If an Iraqi government does not form fairly quickly after Ramadan ends in mid-September, Iraq's political scene may worsen, including an increased risk for violence. Ramadan has always existed in Iraqi and U.S. minds as a break point, when a new government may finally come together. Failure to make progress during the month is thus likely to elicit at least mild panic amongst politicians and the public. So how might the deadlock be broken?

With smiles, compliments, and a strong dose of hospitality, President Obama did his best to provide a dramatically improved backdrop for U.S.-Israeli relations during Binyamin Netanyahu's July 6 visit to the White House, compared to the climate that greeted the Israeli prime minister upon his strained April visit. This included strikingly specific commitments on key issues important to Israeli security. Netanyahu, in turn, responded with generous and deferential praise for U.S. leadership on the broad array of Middle East policy issues. Given the near-term political and policy imperatives of both leaders, the result was a meeting doomed to succeed. Haiti's constitution was adopted on March 29, 1987 when over 90 percent of the voters approved it in a popular referendum. The result was not surprising. Among the most democratic in the world, Haiti's constitution was proposed in the aftermath of the brutal Duvalier dictatorship and seemed to promise an end to arbitrary and violent rule. Unfortunately, that was not the case as the country endured two more decades of turmoil. In the period of instability following adoption of the constitution, its provisions were more often ignored or violated than observed.

On April 8, Egypt held elections for nearly 53,000 municipal representatives. Not surprisingly, participation was abysmal: Egypt's ruling faction, the National Democratic Party (NDP), ran unopposed for more than 80 percent of the seats, while the Muslim Brotherhood -- the country's only real opposition party -- boycotted the contest in response to government harassment. Although the White House issued a statement expressing concern about "widespread electoral violations," these issues represent only a fraction of Egypt's domestic problems, which also include food shortages, labor unrest, and increasing Islamist social and political penetration. Complicating matters, these crises coincide with the first political transition in decades -- the impeding retirement of eighty-year-old President Hosni Mubarak, who has ruled since 1981. Taken together, these developments raise the specter of instability for a key U.S. ally.

Joe Biden was selected as Barack Obama's vice presidential candidate largely because of his expertise in foreign policy. Traditionally, in U.S. politics, Dick Cheney-like strong vice presidents are exception, not the rule. It is wiser to focus on Obama's foreign policy outlook rather than Biden's, which would benefit Turkey in the long run with its realistic tendencies. Biden's voting pattern, as it is displayed in three different issues (Cyprus- Armenian Issue-Iraq) does not seem friendly to the Turkish position. However, Biden as a statesman would not create extra problems for Turkey at the expense of U.S national interests. In all of these issues, the person that should be watched carefully is Obama, not Biden. Spending more energy to analyze Obama's geopolitical priorities can benefit Turkey in the long run.

This USIPeace Briefing highlights the findings regarding the security situation in Nepal in the run up to constituent assembly elections scheduled for November 22, 2007. Since February 2007 the United States Institute of Peace (USIP) has held individual meetings and group dialogue sessions on strengthening security and the rule of law in Nepal. These events have taken place in Washington, D.C., Kathmandu, Banke, Siraha, Kailali, Jhapa, Chitwan and Rupandehi Districts. During the sessions and meetings, including with members of the security sector, challenges and solutions to strengthening security and the rule of law were identified and discussed. While election security for the upcoming Constituent Assembly Election was not the primary subject of the discussions, various participants offered a number of recommendations and raised several concerns. Westerners believe Iranian president Mahmoud Ahmadinezhad to be popular in Iran, in no small part because of his strong support for Iran's nuclear program. However, there is much evidence to the contrary. There is limited information available with which to form a judgment about the popularity of any politician or political program in Iran. The government forbids any independent opinion polling on matters as ordinary as the raging problem of drug addiction, let alone sensitive issues like negotiations with the United States or the nuclear program. The main sources of information for Western media are the statements and photographs that come from Iranian state media, or other Western journalists who go to Iran but cannot work freely in the face of government controls. The Western newsmedia has taken the massive turnouts at demonstrations in support of Ahmadinezhad and his nuclear policy as evidence of popular support for both. But the size of such demonstrations has no meaning beyond illustrating the efficiency of the regime's propaganda machine. Unfortunately, Western media take this propaganda for the truth. The Iranian regime has nearly succeeded in fashioning its own image and imposing it on its critics. Official results show Ahmadinezhad was elected by only 35 percent of eligible voters—in an election that was not free and fair, according to many top Iranian officials. Most of Ahmadinezhad's support came from rural regions and the poorer classes of Iranian society; these voters hoped that Ahmadinezhad's election would reduce corruption and raise their standard of living. Today there are clear signs of dissatisfaction within these constituencies. The evidence comes from independent journalists, blogs, and independent Iranian news websites which have reported increasing discontent with Ahmadinezhad's domestic policies.

For a long time Arab regimes have frightened the United States and Europe into supporting regimes' repressive measures toward Islamist movements by invoking the nightmare of anti-Western fanatics taking power through the ballot box. This short paper launches the second set of studies in the Carnegie Papers Middle East Series. The first set, now also published as a book under the title Uncharted Journey: Promoting Democracy in the Middle East, examined the most important issues concerning democracy promotion and democratic change in the Middle East. One of the conclusions that emerged from those studies is that the Middle East still offers a rather discouraging political picture. There are some liberalized autocracies but no democratic countries in the region. The link between economic and political reform remains weak. Democratic reformers have failed to build strong constituencies, and the organizations with strong constituencies are Islamist rather than democratic. The integration of Islamists in the reform process remains poor. And the United States, now championing democracy in the region, has little credibility in Arab eyes, and still has not consistently integrated democracy promotion in its policy toward the area. Yet, despite all these problems, it is becoming increasingly clear that there is a ferment of reform in the Middle East. But how significant is it?

On June 20, 2005, Kuwait's first female cabinet minister, Massouma al-Mubarak, was sworn in, taking responsibility for the planning portfolio. Six months earlier, a woman was appointed minister of economy and planning in the United Arab Emirates (UAE). Women have assumed ministerial posts in Bahrain and Oman as well. And in Kuwait, Bahrain, Qatar, and Oman, women now have the right to vote. Indeed, women's political rights, previously nonexistent in the conservative Arab Gulf states, have undergone extraordinary growth in recent years. Yet, how much progress has there really been, given that women's representation in this region is still poor even compared with the rest of the Arab world? In particular, can the United States, which actively encourages enhanced rights for women, do anything about Saudi Arabia's anomalous lack of such progress?

In the leadup to Palestinian president Mahmoud Abbas's October 20 visit to Washington, the Bush administration urged the Palestinian Authority (PA) to tighten rules enacted in 1995 and change the law governing upcoming Palestinian legislative elections to make it clear that candidates, even those backed by Hamas or other militant groups, could not incite violence or keep ties with militias. However, the PA seems unlikely to adopt this approach, in part because the administration reportedly backed away from its position. What alternative strategies exist for limiting Hamas's political influence?

Abstract:
While integration in Europe is, in several important aspects, already more advanced than it was in America during the decades prior to the American Civil War, there are important differences that make deeper political integration comprising all members of the European Union unlikely in the near term. A smaller group of EU members, however, is likely to continue towards deeper integration, although questions of constitutional legitimacy must be confronted and resolved. European integrationists may find the federalist principles of James Madison, regarded as the father of the American Constitution, valuable both for deeper integration and wider expansion. A Madisonian federal model for Europe could prove acceptable both to many euro-federalists and euro-sceptics and thus advance the cause of European integration. Ironically, a European federal union based on Madisonian principles would be much closer to the vision of many of America's founders than the federal structure of present-day America.

Based on Bob Schieffer's excellent moderation, the debate was able to create a very clear image (almost 80% of the content was issue–focused) on the different approaches Kerry and Bush will use in tackling challenges in healthcare, economics, social issues and domestic security.

Compared to last week's commentary, ABC increased its positive coverage of Bush, NBC was more balanced and CBS reduced the level of positive commentary on Kerry. CNN again rated both candidates positively (but Kerry much more so than Bush) while PBS broadcast a more negative evaluation of Bush and Kerry. On the whole, Kerry came across in a more positive light, but is very interesting to look at the difference between the major networks vs. cable networks and the public broadcasters. On NBC and CBS, Kerry was seen as the clear 'winner.' In the other news outlets, both candidates were rated either positively or negatively.

And the winner is . . . Kerry needed a clear victory in the first TV debate to gain momentum. This was not apparent. The burden on proof was clearly on Kerry to attack Bush's reputation and turn the line of argument to his favor. But the incumbent was equally vigorous in pointing out his achievements – in Iraq, in his support for the troops and in the fight against terrorism. Bush successfully cornered Kerry on flip–flopping issue. Kerry's explanations of his policy standpoints and voting records ultimately proved ineffective in countering Bush's charges of inconsistency. It was Kerry's goal to present himself as a viable alternative – this could not be seen. Therefore: a draw. Which in the end helps Bush, not Kerry.

A tendency among commentators, even experts like Bernard L. Cohen, the author of the sentence above, is to regard the complicated story of nuclear energy in the United States as exceptionally troubled and frustrating. The root cause of the troubles and frustrations, moreover, is commonly thought to be more political than economic. The promise of nuclear power in the United States is said to have been dimmed primarily by an eccentrically risk-averse public and an unusually hostile regulatory climate. Practically nowhere else, it is said, have political and legal institutions been so uncooperative. Supposedly the central governments of most other advanced countries have lent far more support to their nuclear industries. And because those governments are assumed to be more aggressive in combating pollution, including greenhouse gas emissions from burning fossil fuels, surely “the rest of the world” has been doing much more than America to level the playing field for the development of nuclear energy. But just how valid is this conventional picture?

THE TAIWAN STRAIT IS ONE OF THE TWO PLACES in the Asian Pacific where a major war could break out; the other place is the Korean Peninsula. For over fifty years, the People's Republic of China (PRC) and the Republic of China (ROC, or Taiwan) have maintained an uneasy peace across the Strait, punctuated by brief periods of limited conflict or by occasional military displays. The PRC insists that Taiwan is a part of China and asserts that the island must one day be reunited with the mainland. Until the early 1990s, the ROC government also viewed Taiwan as an integral part of China and insisted on eventual reunification, albeit under the Chinese Nationalist flag. But in recent years, with democratization opening the system to native Taiwanese, public support for independence has grown, as has the alarm in Beijing. As tensions have grown and the prospect of the resumption of a cross-Strait understanding regarding Taiwan's status has become more remote, stability has depended primarily on military deterrence. For China, such deterrence aims to prevent the final consolidation of Taiwan's separate status. For Taiwan (and the United States), it aims at preventing China from using force to compel reunification on Beijing's terms.

DELIBERATION OF DEMOCRACY PROMOTION IN THE MIDDLE EAST intensified after the attacks of 9/11, and has been further energized by the transatlantic debates that were progeny of the Iraqi conflict. More intense debate over support for political change in the Middle East has forced the United States and Europe into a closer exploration of each other's actual and intended approaches to democracy promotion in the region. Debates have centered, in particular, on preparations for June's Group of Eight (G8) and EU–U.S. summits and the United States' proposed Greater Middle East Initiative. While many in the U.S. bemoan European irresolution, others acknowledge the need for American policy to understand and harness the EU's more pervasive presence in much of the Middle East. While Europeans express dismay at the Bush administration's heavy-handed instrumentalism, they have also been forced to engage with new U.S. initiatives that appear to heed the EU's own pleas for a focus on the root causes of instability. With the U.S. and EU eyeing each other over the parapets of their Iraqi-inspired wrangles, it is an opportune moment to delineate and critically assess how Europeans have developed their democracy promotion policies in the Middle East.

According to polling commissioned by the Lowy Institute, twice as many Australians think that US foreign policy is on the wrong track as think it is on the right track. Many observers argue that the direction of American policy will vary greatly depending on the outcome of the presidential election. Certainly, there are significant differences in style and substance between the two candidates, George W. Bush and John F. Kerry. However the similarities are as striking as the differences. External challenges, in particular the Iraq war and the war against terrorism, and internal pressures have combined to produce something of a convergence between the outlooks of foreign policy makers in both parties. In the event of a Bush victory, the failure of its foreign policy adventurism in the first term would probably make for a more centrist policy in the second term. In the event of a Kerry victory, the realities of the international system and the probable Republican control of the Senate would do the same. Whomever is elected, America is likely to pursue an assertive foreign policy involving the use of military force; there will less gleeful unilateralism and steroid-fuelled pre-emption than we have seen in the past four years, but it will still be a world away from the kind of strategy many observers are anticipating. From Australia's perspective, the fundamentals of our alliance with the US will ensure that it endures regardless of the result on 0 November. However the temperature of the relationship would probably be affected by a Kerry win. Given the task the senator has set himself of strengthening links with allied capitals, the relationship with Canberra would likely be less of a priority for him than for President Bush. On the other hand, the election of a new face in Washington would make other aspects of Australia's diplomatic life easier.

The Bush administration's plans for post-Saddam Iraq beyond the initial occupation remain uncertain. In developing those plans, the administration needs to take a hard look at the reality of the country. Iraq is not a political blank slate, to be transformed at American will into a democratic, secular, pluralist, and federal state. Instead, it is a difficult country with multiple social groups and power centers with conflicting agendas. Some of these, such as the intelligence and security services, will be replaced with new versions acceptable to the United States and the future government. The top echelons of the military, government ministries, and the Ba'th Party will be eliminated. Other power centers, however, will remain, adding to the problems of reconciling rival ethnic and religious factions as well as internally and externally based opposition elements.

The normally sleepy shaykhdom of Ras al-Khaimah, part of the United Arab Emirates (UAE), was wracked by gunfire and street protests over the weekend after the aged and frail ruler, Shaykh Saqr bin Mohammed al-Qassimi, switched the title of crown prince from one of his seven sons to another. Sword-waving supporters of the deposed son, Shaykh Khalid, forced members of the emiri guard to retreat behind the high walls of the ruler's palace. A semblance of order was restored only after Abu Dhabi, the lead emirate of the UAE, sent armored vehicles to Ras al-Khaimah. Shaykh Khalid still contests the change, but troops have prevented supporters from reaching his palace. Although he is an outspoken critic of the United States, his removal flies in the face of certain U.S. policy objectives.

The North Atlantic Treaty Organization (NATO) and the European Union (EU) have been significant institutional casualties of the war in Iraq. European heads of state and government who joined the coalition of the willing organized by President George W. Bush (with a decisive assist from Prime Minister Tony Blair) often did so in spite of significant opposition from their general public. States that gathered, vocally or passively, in the coalition of the unwilling (and even resentful) organized by President Jacques Chirac (with a decisive assist from Chancellor Gerhard Schroeder) did so at the expense of a Euro-Atlantic structure within which the states of Europe have gained unprecedented security, stability, and prosperity. As the first phase of the coalition's military action in Iraq comes to an end, the prevailing view in the United States is that the EU is a troubled and troubling union: troubled in terms of its internal divisions, and troubling in terms of the motivation that seems to underline the actions of its older members. As for NATO, the prevailing view is that it is a fading organization with a blocking minority of members who are not only unwilling but also broadly incapable and frankly irrelevant.

On December 12, 2001, Canada and the United States signed the Smart Border Declaration, which gave birth to the 30-point Smart Border Action Plan. This bilateral agreement instantly became the de facto framework for ensuring the world's longest undefended border remained secure, while facilitating the flow of people, goods, and services, and was a key component in the larger homeland security goal of creating a zone of confidence against terrorist activity, while causing minimal damage to the world's largest trading relationship. Two years later, the Canadian and U.S. governments can point to progress on all 30 points contained in the Action Plan. Through cooperation and an understanding that a smart border works in the interest of both countries, Canada and the United States can claim to be closer than ever to ensuring that the Canada-U.S. border remains “open to trade and closed to terrorists.”

When looking at the ramifications of the war in Iraq on the Western Hemisphere, it is clear that the conflict will have the greatest impact on the two nations with which the United States shares borders—Mexico and Canada. From a national security standpoint, these nations' immediate proximity to the United States automatically heightens the threat to their own national security, particularly because we seem to have entered an era in which the use of weapons of mass destruction—be they nuclear, chemical, or biological—poses a viable threat. From a U.S. homeland security standpoint, the shared border transforms both of our friendly neighbors into possible platforms from which rogue elements could stage attacks or enter the United States to threaten our homeland.

On October 7, the Turkish Grand National Assembly (TGNA), dominated by the ruling Justice and Development Party (JDP) approved a resolution authorizing the government to send Turkish troops to Iraq. After the 358 to 183 vote, Prime Minister Recep Tayyip Erdogan commented that Turkey had “come to the decision that it can't totally fulfill its duty as a neighbor in this big transformation process of Iraq with only political, humanitarian and economic support, without military contributions.” Although over 60 percent of the Turkish public were opposed to deployment, Erdogan committed his personal prestige and unchallenged authority over JDP parliamentarians to ensure a positive vote in contrast to the parliamentary reverse on March 1.

As Ankara struggled through its typically hot summer, the Turkish Grand National Assembly (TGNA) was hard at work. The Justice and Development Party (JDP) government, which has 366 seats in the 550-member TGNA, pushed through major legislative packages tied to European Union (EU) requirements for eventual Turkish membership just before its two-month legislative break on August 1. Parallel to its efforts related to its declared primary objective of EU membership, the government also managed to successfully conclude the fifth IMF review, leading to the release of a $500 million tranche and the easing of the debt repayment schedule by the IMF, while endeavoring to repair the crucial relationship with the US.

It has been three months since the Turkish Grand National Assembly (TGNA) failed to muster the appropriate number of votes to allow the United States to open a northern front through Turkey against Iraq. In retrospect it is clear that the March 1 vote reflected the public opposition to the imminent conflict, the perceptible ambivalence of the powerful military establishment and its reluctance to provide an unambiguous recommendation - in particular at the National Security Council (NSC) meeting one day before the vote - and the attitude of President Ahmet Necdet Sezer. It also reflected the inability of the governing Justice and Development Party (JDP) to overcome its deep misgivings about the war to give a sufficiently clear lead.

One year ago, the two summits scheduled by the North Atlantic Treaty Organization (NATO) and the European Union (EU) for the end of 2002 were expected to start the final phase of the Euro-Atlantic vision: two institutions with overlapping sets of members engaged in missions that might not always be pursued in common but would always remain compatible in their goals and complementary in their methods. Instead, as the year has unfolded since September 11, that vision has become increasingly blurred. Now, there is a sense that the two sides of the Atlantic are drifting away from the lofty goals they set after World War II and during the Cold War, and sought to reassert after the Cold War. The relationship is not only said to be lacking coherence; it is also said to be losing its necessity, as Americans and Europeans no longer share values or even interests—and, even when they do, lose their commonalities in the increasing capabilities gap that divides them.

The French elections held during the past eight weeks—first for the presidency and then for the National Assembly—were the most significant elections held in France since 1981. On the whole, their outcome is good for France, for Europe, and for the United States. They restore a political coherence that had been lacking during seven of the last nine years, when the French political system lived under the strained conditions of political cohabitation (1993–1995 and 1997–2002). Moreover, by renewing the primacy of the French presidency, these elections enable Jacques Chirac to assert his leadership during the decisive years that loom ahead for the European Union (EU), as well as for its relations with the United States within the North Atlantic Treaty Organization (NATO). Finally, these elections also confirm Europe's political drift to a center-right that the elections in Germany scheduled for September 23 are likely to make complete (Euro-Focus, September 15, 2002).

China said yesterday it would release the crew of the US EP-3 surveillance aircraft that was forced to land in Hainan Island on April 8, following a mid-air collision with a Chinese fighter. The Bush administration will welcome resolution of the dispute, especially as opinion polls released yesterday showed that a majority of US citizens regarded the crew as 'hostages'. Had the 24 crew members not been released before the Easter holiday, the crisis would have become far more significant for the White House, and inflamed anti-China sentiment in Congress. In the short term, resolution of the crisis will result in a scaling down of the criticism of some conservatives that the White House has been unduly accommodating towards China. However, in the longer-term, the episode will strengthen the conservative 'anti-China' lobby in Washington, which could hamper Bush's future attempts to improve relations with Beijing.
