2. The Political Kaleidoscope Turns Again in Crisis-Challenged Iran: 2013 Elections

- Iran has never had what the West would regard as free, fair, and competitive elections. Some would point to the brief periods following the 1906 Constitutional Revolution and between the end of World War II and 1953, when a CIA-backed coup re-installed Shah Mohammad Reza Pahlavi, as possible exceptions to this rule. The upcoming presidential elections this June will be no such exception, with candidates restricted to eight proven loyalists to the regime. Nevertheless, the vote will be an important barometer of the stability and durability of an embattled regime that is increasingly unpopular domestically and isolated internationally. The elections will also produce a new turn of the kaleidoscope within Iran's shrinking political elite, as existing factions break apart and regroup. The next president is likely to be more moderate in tone, if not in policy, and more competent and less divisive than the outgoing Mahmoud Ahmadinejad. This could have important implications not just for the country's domestic course but for Iran's confrontation with the United States and the international community over the nuclear question.

- In a region that recently has produced virtually nothing but bad news, Hassan Rouhani's 4 August swearing in as Iran's president offers a rare and welcome glimmer of hope. There are still far more questions than answers: about the extent of his authority; his views on his country's nuclear program, with which he long has been associated; and the West's ability to display requisite flexibility and patience. But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

- Yemen is politically fragmented by three decades of misrule. Many political actors and constituencies oppose the Salih legacy and they need to be included in any future political framework if the country is to become stable. The main regional actor is Saudi Arabia, whereas the U.S. remains the principal hegemon in the region. Saudi Arabia's policy towards Yemen is in flux, whereas the U.S. is too narrowly focused on the threat posed by al-Qaeda. Unless the U.S. and the Saudis change their policies, Yemen will not develop a strong central government.

- The South Caucasus, situated as it is at the crossroads of Eurasia's major energy and transport corridors, continues to play a vital role in the world's security affairs. After the end of the cold war the South Caucasus emerged as a key region in the geopolitical contest among regional and global powers. The South Caucasus states of Armenia, Azerbaijan and Georgia are constantly performing a balancing act in their relations with the U.S., Russia, Turkey and Iran. Armenia has developed strong political and economic ties with Iran in order to counter the Turkish-Azerbaijani axis. Azerbaijan seeks to reinforce its links with the West, especially the U.S., as its main extraregional source of diplomatic and economic support, while it remains cautious towards both Russian and Iranian ambitions in the region. Especially after the 2008 war with Russia and the loss of its provinces of Abkhazia and South Ossetia, Georgia has reinforced its links to Western powers and structures while strengthening its ties with Turkey. Both Turkey and Iran are trying to increase their influence in the region, while promoting their national interests in the international arena.

6. Governance Reforms in Pakistan's Tribal Areas: The Long Road to Nowhere?

- Pakistan's Federally Administered Tribal Areas (FATA) remain mired in an archaic century-old system of indirect governance that provides space in which militant movements have thrived. President Asif Ali Zardari recently announced the FATA Local Governance Regulation 2012, establishing a system of local councils in the troubled tribal region. Although the regulation is disappointingly vague, and retains the sweeping prerogatives of the central government, it appears to have been driven in part by the army's interest in building civilian governance capacity in conflict-torn areas. The governments of Pakistan and the United States, along with local and international stakeholders, should advocate for continuity of implementation, insist on party-based local council elections, encourage experimentation within the bounds of the regulation, link the new councils to existing development structures, press the government to articulate a longer-term political vision for the FATA, and be realistic about the necessity of the army's active involvement in shaping governance policy in the tribal areas.

- The recent desecration of the Koran and Islamic writings caused violent unrest in Afghanistan and raises concerns about essential training in culture and religion for U.S. personnel. Basic knowledge of religious actors and their roles in peacebuilding and conflict management is still barely factored in by policymakers and advisers to U.S. government. There needs more effort by local, regional, and international religious leaders to promote nonviolent and tolerant reactions even in midst of incendiary events. An assessment is needed to evaluate whether efforts at promoting inter-cultural sensitivity are working or not, and identifying processes for mitigating tensions.

- Out of the proposed alternatives for dealing with Pakistan discussed in Washington, one that seems to have gained some traction calls for aggressively playing up Pakistan's civil-military divide by propping up civilians while dealing harshly with the military and the Inter-Services Intelligence (ISI). While normatively attractive, the approach to deal with Pakistan as two Pakistans is unworkable. It grossly exaggerates the U.S.'s capacity to affect institutional change in Pakistan and fundamentally misunderstands what underpins the civil-military dynamic. In reality, any attempt by the U.S. to actively exploit this internal disconnect is likely to end up strengthening right wing rhetoric in Pakistan, provide more space for security-centric policies, and further alienate the Pakistani people from the U.S. A more prudent approach would be one that limits itself to targeted interventions in areas truly at the heart of the civil-military dichotomy and that would resonate positively with the Pakistani people: by continuing to help improve civilian governance performance and by providing regional security assurances to Pakistan.

- Afghanistan is approaching a major inflection point in its long and turbulent history. In 2014 most of the foreign military forces are due to pull out. With them will go the bulk of foreign financing that has accounted for almost all of the state's budget. Twenty fourteen is also the year that Afghanistan is due to hold presidential elections. Hamid Karzai, the only president the country has known since the fall of the Taliban, has said he will not seek another term in office. Thus Afghanistan is likely to have a new president to lead it into a new era. This era will be shaped by many factors, principally decisions made by Afghans themselves, but the United States has the ability to affect the outcome if it makes a sustained commitment to maintain security, improve the political process, and reduce Pakistani interference so as to build on the tenuous gains achieved by the U.S. troop surge since 2010.

- On 2 May 2011, U.S. special forces killed Osama bin Laden, the leader of al-Qaeda, during a raid in the Pakistani town of Abbottabad. From 1988 onwards he led the first truly transnational, if not global, terrorist organisation aimed at establishing and leading a worldwide coalition of likeminded radicals in their quest for an Islamic Caliphate. The elimination of bin Laden is bound to seriously weaken this atomised terrorist outfit, which relies on the ingenuity of its senior operatives to plan and prepare sporadic, but designed to prove spectacular, terrorist attacks in different parts of the globe.
