Drafted amid the most severe protests the Islamic Republic has faced since its establishment in 1979, the proposal includes no economic olive branches to the people and avoids structural reforms that could help rein in inflation and fuel growth.

Under what circumstances do kings and queens, emperors and caliphs, cease to rule — either because their throne is transformed into a more ceremonial post or because they lose power entirely? For the eight remaining Arab monarchs, the downfall of their former global peers offer critical insights and parallels. The issue brief examines these topics and provides strategies for managing challenges to power, as well as a series of lessons for Arab monarchs to consider.

After the fall of Saddam Hussein’s dictatorship in 2003, Iraqi political parties proliferated in a show of enthusiasm for the country’s emerging democracy. In recent years, however, a handful of personalities and families have consumed all of the country’s political oxygen, dashing hopes for a truly pluralistic ecosystem. Especially discouraging has been the authoritarian shift in Kurdistan, once viewed as a democratic beacon in the Middle East. At the federal level, feuding between the Sadr and Maliki camps now dominates Shia politics, and Mohammed al-Halbousi has crowded out other Sunni players. Meanwhile, corruption touches every surface, and the rare official who holds to ethical standards risks being rendered entirely ineffectual. In this wide-ranging Policy Note, experts Sardar Aziz and Bilal Wahab outline the dispiriting state of Iraqi politics and how the United States can respond. To achieve the scaled-down goals of maintaining sovereignty and accountability, they argue, American officials must be creative, working with Iraqi institutional actors while simultaneously engaging with less central figures such as apolitical military commanders and the business community.

Abstract:
Prospects for a Saudi-Israel diplomatic breakthrough appear to have cooled lately amid Riyadh’s rapprochement with Tehran and domestic ferment in Israel. But a narrow focus on these obstacles misses deeper, more encouraging trend lines, including Saudi public receptivity to people-to-people contact already underway in business and sports. Crown Prince Muhammad bin Salman has stirringly referred to Israel as a “potential ally,” and the transformative post-oil future he is mapping out for the kingdom offers the promise of bilateral cooperation in commerce, high-tech, and tourism, among other sectors. Notwithstanding Riyadh’s deal with Iran, the Saudis and Israelis still share a common threat in the Islamic Republic and a common interest to address it. The key to a Saudi-Israel normalization agreement, writes Segal Executive Director Robert Satloff in this new Institute Policy Note, is the U.S. role. While cautioning that a “Sadat to Jerusalem” moment is unrealistic for Saudi Arabia and Israel in the near future, especially given competing priorities for Riyadh, he argues that President Biden could—if he so chooses—negotiate a historic three-way, win-win-win arrangement that not only establishes formal Saudi-Israel relations but also advances a range of important American interests.

In addition to Afghanistan, Iraq has been one of the US’s major state-building projects in the 21st century. The recent events in Afghanistan have again highlighted criticism against large-scale interventions. The changes in Iraq’s electoral law have brought about some positive changes, but did not address the root causes of the problems in the political system. Institutions in Iraq are weak and marred by politicization and pressure from powerful parties. Hence, their independence is highly questionable. While improving democracy in Iraq would require radical change, taking minor steps forward remains a more attractive and doable option for the Iraqi and international leadership. However, by working with established political players, the very barriers to more significant reform are simultaneously being strengthened.

As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

Abstract:
Although the country currently lacks the unity and rule of law needed to safely pursue a process as fraught as amending the constitution, there are several alternatives that could get it on the path to systemic reform. Spurred by dysfunctional governance and political gridlock, Iraqis have increasingly been calling to amend the country’s constitution, with many arguing that the post-Saddam sectarian system failed to engender stability or prosperity and has therefore run its course. Even among more-hopeful observers, the democratic norms and minority rights put forth in the constitution remain aspirational at best. Accordingly, some political leaders are publicly signaling that they will heed such calls. Yet attempting to amend the constitution in the current political circumstances is not viable. Apart from the existing charter’s problematic technical deficiencies, Iraq remains mired in a profound lack of constitutionalism and respect for rule of law.

The unrest has shown that many young people are not only rejecting the regime, but also steering away from long-time actors such as the clergy, reformers, and dissident politicians inside and outside the country. Since erupting on September 16, Iran’s latest wave of street protests has begun to pose a serious security and political challenge to the Islamic Republic, placing regime leaders in a uniquely puzzling situation. Interestingly, Supreme Leader Ali Khamenei has not commented on the turmoil, which was ignited by the torture and death of a young woman, Mahsa Amini, at the hands of the regime’s morality police (Gasht-e Ershad, or Guidance Patrol), reportedly for disrespecting regulations on wearing a hijab. Yet he and his circle are no doubt concerned about the movement’s novel aspects. Anti-regime protests are nothing new in the Islamic Republic. The largest one was sparked by massive fraud in the 2009 presidential election, bringing millions of people to the street until authorities cracked down on the movement’s leaders, Mir Hossein Mousavi and Mehdi Karrubi (Mousavi is still under house arrest to this day). The most recent round of widespread protests took place in 2019, after the government’s sudden decision to raise gasoline prices. At the time, the Islamic Revolutionary Guard Corps and police forces killed more than 1,500 people, a shocking record even by the regime’s brutal standards.

10. Scoring Iraq’s New Government: Metrics for Preserving U.S. Interests

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

11. Urgent Messages: Assessing the influence of the US-France-Saudi statement on Lebanon holding timely elections

The foreign ministers of the United States, France and Saudi Arabia, on September 21, issued a joint statement expressing their support for Lebanon. In the statement issued after representatives of the three countries met on the margins of the United Nations General Assembly, expressed their continuing support for Lebanon’s sovereignty, security, and stability. They stressed upon the importance of holding timely elections in compliance with the constitution to choose a new president and form a new government capable of implementing the structural and economic reforms, urgently needed to address Lebanon’s political and economic crises, specifically those reforms needed to reach an agreement with the International Monetary Fund. In the statement, the three countries further expressed willingness to work jointly with Lebanon to support the implementation of these fundamental reform measures, which are critical to the country’s future prosperity, stability, and security. The three countries acknowledged the critical role the Lebanese Armed Forces and the Internal Security Forces – as the legitimate defenders of Lebanon’s sovereignty and internal stability – continue to play in protecting the Lebanese people in a time of unprecedented crisis. They affirmed the need for the Lebanese government to implement the provisions of UN Security Council resolutions 1559, 1680, 1701, 2650, and other relevant international resolutions, including those issued by the Arab League, and commit to the Taif Agreement which enables the preservation of national unity and civil peace in Lebanon.

The 2019 protests in Iraq and Lebanon revealed a widespread dissatisfaction with political systems based on sectarian and ethnosectarian power-sharing, which many saw as being responsible for a host of governance failures. This has given rise to demands for a wholesale change of the political systems in both countries. However, the dismantlement of identity-based power-sharing systems is a remote prospect—they are deeply entrenched, and change would depend on action from the very political elites that benefit from them. Instead, this SIPRI Policy Paper explores what can be done in the short term to address some of the key challenges confronting Iraq and Lebanon. In contexts where the political elites’ grip on the political system remains tight, every possible opportunity for reform must be grasped.

13. Priorities for the Recovery and Reform of the Electricity Sector in Yemen

Electricity is the backbone of any economy and one of the necessities of modern life. Since even before the current war, poor electricity services in Yemen have been one of the key barriers to sustainable economic development and basic service provisions, such as water supply, health care, and education. This policy brief presents an overview of the electricity sector and its relevant indicators prior to the conflict. It then outlines the impact of the conflict on the sector, and concludes with a set of priorities for restoring the pre-war capacity of the electricity sector, then further reforming it to improve its performance. Immediate- to short-term recommendations include: adopting a realistic and practical recovery plan; securing funds for rehabilitating the infrastructure; reviewing the electricity tariff; reducing technical and non-technical electricity losses; purchasing electricity when needed through a competitive process and via least-cost options, such as gas and renewable energy; securing the fuel supply and the salaries of sector staff; resuming all suspended projects; finding sustainable and feasible solutions for the electricity supply in each governorate to avoid the challenges associated with the centralized grid; and installing sustainable stand-alone solar systems, compatible for connection to the national grid (when restored). The medium- to long-term priorities include specific recommendations under five categories, relating to: the legal and regulatory framework; institutional arrangements; capacity and performance; private sector participation; and technical issues. This policy brief was developed based on a more detailed research paper published under the same title by Rethinking Yemen’s Economy project in May 25, 2021.

14. Accountability in Policing COVID-19: Lessons from the Field

As countries around the world roll out their COVID-19 vaccination programs and gradually reopen their economies and borders, the coronavirus continues to ravage vulnerable communities. Moreover, these same communities have borne the brunt of the economic disruption caused by the pandemic, which decimated livelihoods, increased poverty, and exacerbated inequalities in many countries. Early in the pandemic, countries rushed to shut their borders and impose emergency measures, such as curfews, travel restrictions, and community lockdowns. States deployed security forces to enforce these measures, some of which resulted in widespread human rights violations, including torture, killings, and intimidation of persons perceived as failing to comply with their orders. Colombia, Kenya, Lebanon, and Uganda—all countries where ICTJ works—are among those whose security agencies weaponized their powers under these emergency measures and often used brutal means to keep people off the streets. While constitutional police forces committed the bulk of these abuses, a growing number of paramilitaries, citizen vigilantes, and other nonstate forces have also committed human rights violations while enforcing the emergency measures. However, the COVID-19 pandemic underscores states' obligation to protect the inherent right to life and the subsequent right to health. Moreover, national and international human rights laws allow states to temporarily suspend certain rights and invoke special powers that would be considered an infringement of civil liberties in normal situations. Thus, the suspension of those rights is justified by the need to protect the collective good. This paper analyzes the emerging trends of draconian regular policing and vigilante policing during the pandemic in Colombia, Kenya, Lebanon, and Uganda. The paper also describes how armed nonstate groups have come to exercise control in communities where there is no government presence to enforce emergency lockdown and other measures, with little regard for the principles of proportionality and non-discrimination. In all contexts, since the outbreak of the COVID-19, regular police and paramilitary forces have increased their powers, which they have abused extensively. As a result, some policing practices have become deadlier than the virus itself and have exposed the profound frailties of democratic governance.

15. NATO in Iraq: Not a Surge

NATO stands ready to increase its commitment in a slow and steady manner consistent with Baghdad’s needs, but careful communication will be crucial, as will a more strategic discussion on how to combine different assistance efforts. On February 18, NATO secretary-general Jens Stoltenberg announced a decision to increase the size of NATO Mission Iraq (NMI) from 500 personnel to as many as 4,000. Although he noted that such deployments would be “conditions-based,” “incremental,” and subject to Baghdad’s authorization, the troop numbers were the only element of his announcement widely reported inside Iraq, resulting in swift political pressure on the government to explain the seemingly steep increase. In fact, there is no imminent NATO “surge” planned in Iraq, but rather a greater openness and general intent to gradually provide more advisors capable of assisting local authorities with security sector reform (SSR). When handled appropriately and combined with other efforts, this initiative can create good opportunities for quiet, persistent security cooperation that helps strengthen the Iraqi state, evolve multinational military relations beyond the campaign against the Islamic State (IS), and spread the burden of support more broadly among U.S. allies.

16. Gone Without a Trace: Syria’s Detained, Abducted, and Forcibly Disappeared

In most cases, to be imprisoned in Syria is to disappear. Tens of thousands of people, if not more, have been unlawfully taken prisoner or held incommunicado in the context of the Syrian conflict. This policy paper examines the dark reality of detentions in Syria, its impact on those who are detained and their families, and recommends a set of urgent steps that should be taken to assist families in obtaining information about the whereabouts of their loved ones, gaining access to them, and achieving their prompt release. While most parties to the Syrian conflict are complicit in carrying out arbitrary and incommunicado detentions, including both state and non-state actors, the vast majority of detention-related violations since 2011 have been carried out by the Syrian state. The policy paper – a joint project of ICTJ and the Center on International Cooperation (CIC) at New York University – draws from a variety of sources, including the authoring organizations’ longstanding work on Syria and engagement with Syrian victims, as well as inputs from interviews and an expert roundtable in The Hague, Netherlands, in October 2019. The paper looks in depth at the main government security agencies responsible for arrests and detentions in Syria and shows how the regime weaponizes the law to criminalize political activity, to maintain absolute control over the Syrian population, and to justify arrests and detentions of peaceful demonstrators, political opponents, and human rights activists, all behind a facade of legality. It shows how, at every level, the system works in contravention of fundamental principles of human rights law designed to protect individuals from unlawful and arbitrary deprivation of liberty, including rights guaranteed in the international declarations and conventions to which Syria is a party. The paper provides additional information about nonstate actors who over the course of the conflict are known to have abducted and detained not only opposing armed forces, including Syrian army, but many civilians. From there, the paper goes on to examine the harsh realities facing families of those who have been detained, abducted, and forcibly disappeared in Syria and what must be done to begin addressing the rights of these victims, which have been so seriously violated. It looks at four primary areas of action that must be considered urgent for Syrians: (1) official acknowledgment of detentions and the disclosure of information about the whereabouts and fate of the forcibly disappeared and abducted; (2) detainee releases; (3) access to detention facilities by monitoring groups; and (4) addressing the consequences of enforced disappearance on families. The paper concludes with comprehensive recommendations for what can and should be done, now and in the future by the Syrian regime and other parties to the conflict, as well as the international community. On an urgent basis, it recommends among other things the immediate release of all those arbitrarily detained as well as vulnerable prisoners such as the sick, women, the elderly, children, and the disabled; unimpeded access by the International Committee of the Red Cross to all places of detention; and the sharing of lists specifying the status and location of detainees held by the Syrian government and other nonstate actors. In the long-term, it proposes creating among other things an independent mechanism for reviewing the remaining cases of detention, safe centers where families can request information about the fate of their loved ones, and rehabilitation programs where released individuals can access psychosocial and other vital services. These and other critical steps are a matter of extreme urgency, as the paper makes plain, if there is to be any possibility of lasting peace in Syria.

17. Dead at the Root: Systemic Dysfunction and the Failure of Reform in Lebanon

Lebanon is in crisis and its people are tired of decades of endemic corruption, mismanagement, and impunity and of moving from one disaster to the next without making any progress on long-awaited reforms. They have been left with a local currency that is rapidly declining in value, thus eroding their savings and livelihoods. The massive explosion in the capital on August 4, 2020, was only the latest tragedy, the result of decades of systemic dysfunction that perpetuates injustice for victims of all types of human rights violations in Lebanon and inflicts enduring harms on Lebanese society. During the 15-year civil war (1975–1990), more than 150,000 people died, 300,000 were injured or disabled, more than one million were displaced, and more than 17,000 went missing. Although the 1990 Ta’if Agreement effectively ended the armed conflict, it failed to address the human rights abuses committed during the war, a shortcoming that has also meant a failure to uphold victims’ rights. Rather than curbing sectarianism, one of the root causes of the war, the agreement strengthened it by establishing a system of power sharing among the different warring factions along sectarian lines. Today, nearly half of Lebanon’s population is living below the poverty line, with limited services and high economic insecurity. Since the war, the elite class in Lebanon has consistently blamed the country’s dysfunction on others, including neighboring countries and the international community, which have interfered in different ways in the politics and finances of the country. That narrative is no longer sufficient. It is clear that the problems Lebanon is facing today have deep-rooted causes that were never addressed at the end of the war. The latest crackdown appears to have targeted senior defense and interior officials, spurring speculation that they are linked to previously detained princes rumored to be plotting a coup. On March 15, Saudi Arabia announced that 298 individuals have been arrested for bribery, embezzlement, wasting public funds, and other corruption offenses. Recent U.S. attention in Yemen has focused largely on the war against the Iranian-backed Houthis, but another threat endures: al-Qaeda in the Arabian Peninsula. U.S. efforts to confront AQAP have historically relied on counterterrorism approaches such as air and drone strikes, direct-action raids, and partnerships with indigenous and coalition security forces. But the Yemeni branch of al-Qaeda has shown impressive resiliency by adopting a "hearts and minds" and local governing strategy to secure support, making it difficult to defeat. Its continuing strength requires a rethinking of the U.S. approach, one that confronts the terrorist group’s political strategy as much as its military strategy. In this Policy Focus, Daniel Green, a former defense fellow at The Washington Institute, draws on extensive research and interviews with Yemeni officials and civil society leaders to propose a new framework for defeating AQAP. His recommendations call for a U.S. strategy that extends beyond using strictly counterterrorism approaches and encompasses governance reform, capacity building, and enlisting locals in their own defense. Only through the active participation of communities in their security and governing can AQAP truly be defeated.

Like many countries of the MENA region, Morocco has witnessed one of the most vigorous and dynamic youth protest in its modern history during the so-called Arab uprisings. To face this unprecedented form of youth political action, the strategy of the State consisted in containing youth protest by a twofold policy: conducting constitutional reform and trying to de-legitimize the radicals. As many European countries were beginning to emerge from the depths of the financial problems caused by the 2008 global crash, a new crisis emerged threatening to envelop the continent: the displacement of huge numbers of people fleeing humanitarian disasters in the Middle East and Africa and a slew of related political, financial, and security problems. A huge number of the people coming to Europe originate in Syria and Iraq, but significant numbers come also from Afghanistan, Eritrea, and Ukraine, among others. In most of these countries the crises that provoked the exodus are ongoing. Mass displacement causes problems that have to be dealt with when a conflict is at an end.This includes aiding the return of people back to their home countries, developing plans for reoccupying houses and land, and other measures of reintegration and reparations. Traditionally it has been thought that resolving issues related to mass displacement (especially from a transitional justice perspective) has to wait for the end of a conflict: the issue is either seen as a second-order priority or one that can only be dealt with when peace comes. This paper challenges that notion. While it reflects on what can be done after a conflict, it argues that waiting for peace misses opportunities that allow for processes to develop even while conflict continues. Technology has advanced: people can report on the events of their towns and villages instantaneously through smart phones and ever more sophisticated approaches to documenting and recording information. Experience teaches us that time can be used profitably without waiting for the end of a war to begin to address the causes and consequences of displacement. From developing accurate and credible accounts of violations and property and land holdings to creating DNA databases, concrete steps can be taken among displaced populations that have three advantages: they save time; they can inform the political discourse in which peace processes and negotiations take place, alerting participants to issues that have to be solved if durable peace is to be found; and they allow victims of displacement to play an active role in helping to shape their future.

The popular uprisings that swept the Arab world in 2011 passed Algeria by. While there were sporadic street demonstrations calling for political change, principally in the country's capital Algiers, they quickly petered out due to lack of support from the general public. Unlike in Egypt, Libya, and Tunisia, the political power system in Algeria remained intact. The autocratic government of Abdelaziz Bouteflika, who has been the president since 1999, retained complete control, culminating in his reelection on April 17 for a fourth term despite his obviously failing health.

The political forces that led the uprising agreed on almost nothing except their profound rejection of dictatorship, corruption, and injustice. The military generals who took over from Mubarak lacked the imagination or the will to set out a clear roadmap to democracy. Although it appears Jordan has survived the Arab uprisings thus far, all is not well in the Hashemite Kingdom. Over the past twenty years, its political economy has changed profoundly, putting pressure on the foundations of regime stability. The state in Jordan has been retreating from many citizens' economic lives, shrinking its circle of privilege and patronage, and leaving the population to fend for itself in a dysfunctional economy. Worryingly, the segment of the population most affected is the monarchy's base, which sees the Palestinian-Jordanian population as benefiting from the new status quo. Today, Jordan is also coping with hundreds of thousands of Syrian refugees, many of whom may remain in the country long term. Yet the real danger to the monarchy's stability is not the immediate cost of refugee care but the alienation of its traditional power base.

In September 2012 the International Civil Society Action Network (ICAN) convened the first regional “What the Women Say” MENA/South Asia Forum on Rights, Peace and Security with nearly 50 women representing 12 countries in the Middle East, North Africa and South Asia region, with international partners. This group of peace and women’s rights experts, practitioners, activists and scholars met over a four-day period to draw on the framework provided by UN Security Council Resolution 1325 on women, peace and security to compare and contrast the fast-paced changes in the region. With Mohammad Morsi’s inauguration as President of Egypt in June 2012, many Egyptians hoped that the country’s fitful political transition would finally be on a smoother path towards institutional reform and democratization. But much remains in flux. From the outset of the revolution, Egyptian women from all sectors of society were central to the events. They were in the streets alongside men from the early days of the protests. They initiated their own protests. They have borne a large share of the violence dispensed primarily by state security forces, and are frequently the target of hostility and regressive measures introduced by some Islamists. Reflecting on the experiences of women in the uprising and transitional months, this brief provides a snapshot of developments in the past eighteen months including their security concerns, the constitutional process and evolving political landscape and its implication for women. It highlights key recommendations to international and domestic actors with regard to women’s rights, peace, and security.

Following Afghanistan’s deeply flawed parliamentary election in 2010, calls for electoral reform among both national and international actors have been steadily gaining momentum. One major focus of criticism has been the country’s use of the single non-transferable vote (SNTV) system, which many argue must be scrapped or overhauled before the next set of legislative elections in 2015. A new paper for AREU by international election experts Andrew Reynolds and John Carey explores how and why SNTV has been so damaging over the course of the last two rounds of legislative polls in 2005 and 2010. It argues that by choking political parties or other alliances of the oxygen they need to flourish, SNTV has left Afghanistan with a weak legislature, unable to advance coherent national policy programmes to deal with the country’s significant challenges. In addition, it highlights a raft of other problems that SNTV has either caused or exacerbated, exploring in particular the ways in which it has left the electorate struggling to see how their votes translate into meaningful representation. It goes on to examine possible options for reform, including an analysis of a new draft Electoral Law proposed by Afghanistan’s Independent Election Commission in June 2012.

The Palestinian economy has reached a situation like none it has ever experienced before. For several years leading up to 1999, average annual growth within the PA was estimated at 6.5 percent. Unemployment shrank to around 11.5 percent, poverty figures were on the decline, and, for the first time, the Palestinian economy was absorbing more Palestinian laborers than Israel. The economy might have been in an even better situation had trade and border conditions not been under strict Israeli control. Under such control, transported goods often had to be unloaded, checked, and reloaded, on top of several other impediments to the free flow of goods. Despite these impediments, however, the economy was progressing at a significant pace.
