2. Providing security in Iraq - what do Iraqis think?

- Denmark assumed leadership of NATO Mission Iraq in late 2020. The Iraqi people’s perceptions of their personal security and of those who provide it can impact the success of this mission. A recent survey provides new insights. At a time of political turmoil and insecurity in Iraq, NATO has vowed to step up its commitment in the region. This happens at a time of increased resistance to the US presence in Iraq, and a deteriorating security situation due to the escalation of the conflict between the US and Iran taking place on Iraqi soil, as well as signs of an Islamic State resurgence. Security is a major concern in Iraq. When respondents were asked to select their most important concern for the Iraqi government to address, the most common choice was ‘maintaining security and stability’ (30.5%), closely followed by the job situation (27.5%), and corruption (26.2%). This should be read in conjunction with the fact that 71.7% of respondents stated that they experience their personal security as currently either only partially or not at all ensured. This was most pronounced among the surveyed Shias, with only 18.8% indicating that they feel fully or partly secure in contrast to 46.7% of Sunni respondents.

- A priority for NATO Mission Iraq is to further the Women, Peace and Security agenda as one of the mission’s activities. This effort should focus on raising awareness of the operational benefits of equal opportunities and diversity and not just counting the number of women involved. RECOMMENDATIONS: Formulate a clear mandate for WPS functions in the mission that positions the WPS agenda as an integral element of NMI’s other activities. Support awareness-raising programmes and initiatives to transform social norms, including patriarchal gender norms and institutional socio-political constraints on female participation. Support the transparent qualifications-based recruitment and employment of women and prioritize the focus on inclusive work environments, both mentally and physically. Incorporate intersectional and masculinity perspectives in the work on WPS to avoid creating an image of WPS as a foreign-backed agenda that is only of, by and for elite women.

- Like many countries of the MENA region, Morocco has witnessed one of the most vigorous and dynamic youth protest in its modern history during the so-called Arab uprisings. To face this unprecedented form of youth political action, the strategy of the State consisted in containing youth protest by a twofold policy: conducting constitutional reform and trying to de-legitimize the radicals. The Policy Brief analyses what impact this strategy may have had on youth activism in Morocco. It focuses on the way the Moroccan youth movement(s) is adapting to the response of the regime. In this regard, it shows that while the youth movement(s) did not change its strategic objective (parliamentary monarchy) it is progressively changing the means to achieve it.

- The popular uprisings that swept the Arab world in 2011 passed Algeria by. While there were sporadic street demonstrations calling for political change, principally in the country's capital Algiers, they quickly petered out due to lack of support from the general public. Unlike in Egypt, Libya, and Tunisia, the political power system in Algeria remained intact. The autocratic government of Abdelaziz Bouteflika, who has been the president since 1999, retained complete control, culminating in his reelection on April 17 for a fourth term despite his obviously failing health.

- In a region that recently has produced virtually nothing but bad news, Hassan Rouhani's 4 August swearing in as Iran's president offers a rare and welcome glimmer of hope. There are still far more questions than answers: about the extent of his authority; his views on his country's nuclear program, with which he long has been associated; and the West's ability to display requisite flexibility and patience. But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

- When the 2009 presidential election in Iran went awry, and its aftermath rocked the authority and legitimacy of the system (nezam), it seemed that nothing could bring the Islamic Republic back to normalcy. Back then, the next presidential elections looked far away and beyond anyone's ability to imagine. Yet, for all other things that can be said about the Islamic Republic, it has insistently and regularly held its presidential polls, wars and political crises notwithstanding. And now, in 2013, we are yet again trying to grapple with the complicated game of politics in Tehran as the official campaign has started. Doubts exist about how many citizens will actually go to the polls this time (it was a remarkable 80 per cent in 2009), but the fact that - on 14 June - presidential elections are to be held in conjunction with local and city council votes may increase the chances of a decent voter turnout.

- Even though many of the socioeconomic conditions that have driven the popular Arab Spring uprisings and toppled several regimes across the Middle East have been present in Algeria as well, the Algerian regime has thus far been able to weather the winds of change. This policy brief takes a closer look at the "Algerian exception" by examining the protest movement in Algeria and why it has been more limited than elsewhere, as well as recent political "reforms" adopted in response to the protests. It argues that in addition to the experiences of the bloody decade of the 1990s, a number of factors account for the more limited protest movement in Algeria, such as the regime's larger spending power and its experience in dealing with large-scale protests. While the Algerian regime has introduced reforms over the last two years, these have been mainly cosmetic, largely consolidating the political status quo. The policy brief also briefly discusses the threat of Islamist terrorism in the Sahel region, with particular reference to the recent In Amenas hostage crisis in Algeria. As for Algeria's future evolution and prospects for political reform, fundamental change seems unlikely, at least in the short to medium term.

- The Saudi regime has a vested interest in the Saudi public remaining fragmented and unable to bridge the Sunni-Shia sectarian divide. Both Shia and Sunnis in Saudi Arabia have been invigorated by the ongoing Arab uprisings, and in their own regions have staged minor protests demanding similar rights. However, the regime's entrenched sectarian propaganda has succeeded in isolating the Shia and delaying a confrontation with Sunni Islamists. In the short term this may be a successful strategy, but in the long term it may fail to contain the frustration of Saudis who want serious political reform.

- Egypt's judiciary has played a central role in the country's transition since the ouster of President Hosni Mubarak in February 2011. The political forces that led the uprising agreed on almost nothing except their profound rejection of dictatorship, corruption, and injustice. The military generals who took over from Mubarak lacked the imagination or the will to set out a clear roadmap to democracy. Ultimately, it fell to the judiciary to shape many aspects of the transition. In the legally murky climate of the past two years, judges drew fire from forces across the political spectrum, issuing decisions affecting the public perception of their objectivity.

14. The Political Kaleidoscope Turns Again in Crisis-Challenged Iran: 2013 Elections

- Iran has never had what the West would regard as free, fair, and competitive elections. Some would point to the brief periods following the 1906 Constitutional Revolution and between the end of World War II and 1953, when a CIA-backed coup re-installed Shah Mohammad Reza Pahlavi, as possible exceptions to this rule. The upcoming presidential elections this June will be no such exception, with candidates restricted to eight proven loyalists to the regime. Nevertheless, the vote will be an important barometer of the stability and durability of an embattled regime that is increasingly unpopular domestically and isolated internationally. The elections will also produce a new turn of the kaleidoscope within Iran's shrinking political elite, as existing factions break apart and regroup. The next president is likely to be more moderate in tone, if not in policy, and more competent and less divisive than the outgoing Mahmoud Ahmadinejad. This could have important implications not just for the country's domestic course but for Iran's confrontation with the United States and the international community over the nuclear question.

- Although it appears Jordan has survived the Arab uprisings thus far, all is not well in the Hashemite Kingdom. Over the past twenty years, its political economy has changed profoundly, putting pressure on the foundations of regime stability. The state in Jordan has been retreating from many citizens' economic lives, shrinking its circle of privilege and patronage, and leaving the population to fend for itself in a dysfunctional economy. Worryingly, the segment of the population most affected is the monarchy's base, which sees the Palestinian-Jordanian population as benefiting from the new status quo. Today, Jordan is also coping with hundreds of thousands of Syrian refugees, many of whom may remain in the country long term. Yet the real danger to the monarchy's stability is not the immediate cost of refugee care but the alienation of its traditional power base.

- The Arab Spring has reshaped the political landscape in MENA region. According to this new EuroMeSCo Brief by professor Khalil al-Anani, Middle Eastern and North African politics are now marked by the rise of Islamist parties either from the far right (Salafis and ex-jihadis), the center (the Musltim Brothers in Egypt) and the progressive and liberal Islamists in Tunis and Morocco. Khalil al-Anani highlights that Islamists were alienated under the despotic regimes and that after the Arab Spring they have significantly transformed its ideology, strategies and rhetoric, entering the political game. This transformation takes place in an increasingly competitive and fragmented political scene in which some Islamist parties have tended to adopt more pragmatic programs whereas others are still preoccupied with identity politics. Regarding foreign policy, an emerging commonality among Islamists can be identified: to seek a balanced relationship with western countries based on mutual respect and interests. Professor Khalil al-Anani concludes that Islamists will not necessarily become liberal but that they will have to succumb to the increasing demands of personal and public freedoms around the Arab world.

The popular movements under the name of the Arab Spring started in Tunisia and spread quickly to the rest of the region, sparking the process of political transformation. In another part of the world, the economic crisis which began in Greece and then engulfed the whole eurozone took the European Union to a difficult test regarding its future. - The Middle East faces even bigger challenges in 2013 than it did during the first two years of the so-called Arab Spring. So far—a pivotal caveat—the Arab uprisings have deepened the political divide, worsened economic woes and produced greater insecurity. Solutions are not imminent either. More than 120 million people in Egypt, Tunisia, Libya and Yemen have experienced successful uprisings that ousted four leaders who together ruled a total of 129 years. But more than half of the Arab world's 350 million people have yet to witness any real change at all. Defining a new order has proven far harder than ousting old autocrats. Phase one was creating conditions for democracy. Phase two is a kind of democratic chaos as dozens of parties in Egypt, Libya and Tunisia do political battle (and in some cases physical battle) over constitutions. Ancien regimes have not totally given up, as in Yemen. The cost of change has exceeded even the highest estimates, as in Syria. So most Arabs are probably disappointed with the “Arab Spring” for one of many reasons. Nevertheless the uprisings were never going to happen in one season. This is instead only the beginning of a decades-long process—as most in the West should know from their own experiences.

- Human rights conditions in the five smaller Gulf states are quite poor overall. Political and economic power is the monopoly of hereditary ruling families. There is little respect for core civil and political rights such as freedom of expression, assembly and association. Peaceful dissent typically faces harsh repression. The administration of justice is highly personalised, with limited due process protections, especially in political and security-related cases. The right to participate in public affairs by way of election to offices with some authority is extremely limited; the only exception is Kuwait.

- This overview paper examines the challenges facing regional security co-operation in the five smaller Gulf States. It demonstrates the resilience and durability of intra-regional differences, particularly scepticism of Saudi Arabia's greater size and regional objectives. With the notable exception of Bahrain, differences of outlook have continued into the post-Arab Spring period as Kuwait, Qatar, and Oman hold significant reservations about moving toward a closer Gulf union. The Arab Spring has injected urgent new domestic considerations into a regional security complex hitherto marked by external instability. Yet the bold political action and longer-term planning that is needed to address these issues is lacking, because ruling elites prioritise short-term policies designed to ensure regime security in a narrower sense. This means that security remains defined in hard, “traditional” terms and has not evolved to include the security of individuals and communities rather than rulers and states. The future of regional security co-operation is therefore uncertain and bleak, and the closing of ranks may yet herald a closer Gulf union as rulers come together to deal with the pressures generated by the Arab Spring.

The uprisings have provided outcomes that prove the possibility of combining Islam with democracy through the political success of Islamist parties in the post-uprisings era, like in Tunisia and Egypt. Although this new de facto political map of the region has largely frightened liberal women, the victory of moderate Islamist voices may also be promising, especially when they are in a position to provide a state governance model. The determining factor in combining Islam with democracy is the willingness of the two major players – Islamist parties and the international community – to ensure that the main debatable issues – religion, gender and human rights – are not discriminated against in the name of either religion or Western democracy. However, the actual practice and outcomes of moderate Islamist discourse remains under experimentation, and it is a space for Islamist and secular women's and human rights organisations to co-operate, monitor, negotiate and strategise, to ensure that gender issues are engaged in policy discussions and formulations as a substantial issue for real democratisation.

- On February 16, Bahraini security forces used brute force to clear democracy protestors from Manama's Pearl Square, on orders from a regime seemingly undaunted by international media coverage and the near-instantaneous self-reporting of Twitter-generation demonstrators. Although the relatively small size of the crowds (compared to recent protests in Egypt and Tunisia) facilitated the crackdown, the action is best explained by the regime's long-held mindset regarding dissent. Specifically, the Bahraini ruling elite believe that any political challenge by the island's Shiite majority must be quickly suppressed -- a view backed by the royal family in neighboring Saudi Arabia and violently enforced in Bahrain despite significant Sunni participation in the protests. This Saudi factor, and the looming presence of Iran across the Persian Gulf, elevates the Bahrain crisis to a U.S. policy challenge on par with events in Egypt.

- Countries emerging from authoritarianism frequently face constitutional challenges, among them sequencing constitutional reform with a transition to democracy, designing a constitutional review process that is seen as legitimate, and addressing substantive constitutional concerns. Sequencing constitutional reform and elections begs the questions who should lead the constitutional reform and when should it be conducted. Constitutional reform prior to elections can leave stewardship over the constitution-making process to unelected and perhaps not wholly trusted transitional governments. Elections prior to constitutional reform may be tantamount to simply handing the machinery of authoritarianism to a new set of actors. Egypt and Tunisia offer different paths to transition and each face criticism. In the end, a less “democratic” solution might be the best one. Whatever the chosen process for constitutional reform, legitimacy must remain the sine non qua of a successful constitution-making moment. Adherence to guiding principles of inclusivity, participation, transparency, consensus and national ownership can legitimize the constitution-making process and the final document itself. Just as the history, society, culture, and preferences of every country is unique, so too is every constitution. Certain common issues, however, are likely to be front and center for countries transitioning from authoritarian rule to democracy. This Peace Brief offers a brief examination of many of these commonly recurring issues.

- There is a great similarity between the Egyptian and Tunisian political changes at the beginning of 2011. Not only were there similarities between the two economies—imbalanced development and investment indicators and increasing rates of inflation and unemployment—but also in a symbolic sense in the reaction of citizens to the harsh living conditions. The very same week that a young Tunisian man, Mohamed Bou Azeezi, set himself on fire to object to the municipality's confiscation of the goods he was selling, Egyptian Hamdy Al-Senoosi lighted himself on fire as well, objecting to the confiscation of his “tuctuc”. Many analysts point to differences in the political system: In Egypt, there was allowed some space for political practices, while in Tunisia there existed a very repressive environment to the extent that human rights activists called Zine El Abidine Ben Ali “The Arab Pinochet.” That repression led to the explosion of public outrage in Tunisia. The Tunisian system is a typical authoritarian one while the former Egyptian system was a model of “electoral authoritarianism,” allowing some space of political movement via a sort of “pluralism” (even if it was a facade), a somewhat independent judiciary (even if it was subject to political pressures), something akin to freedom of expression (even if owners of media channels could not cross certain lines) and seats in parliament for the opposition (even if the majority always went to the main party).

- Successful attacks on key government buildings underscore worries about whether Iraqis can manage their own security. They mask, however, something new in Iraqi society: an emerging vox populi that found potent expression in provincial elections last January, despite the odds. As national elections approach in March, political leaders are realizing that they ignore this growing voice at their peril. Aware that American attention is shifting towards other problems at home and abroad, Iraqis are nervously contemplating how much U.S. support they can expect going forward in their fragile experiment in democratic governance. The U.S. role in helping Iraqis prepare for national elections has been crucial and largely welcome—it should continue through the transition to a new government. Successful complete withdrawal by 2012 depends on an Iraqi government that is responsive to its people’s basic needs and capable of evolving peacefully via fair elections. Longer term, there are several critical areas on which a distracted and resource stretched America should focus. These include intensifying efforts to help Arabs and Kurds resolve disputes and forestall the need for an extended U.S. military presence in northern Iraq. Helping Iraq protect its borders – a vulnerability highlighted by Iran’s recent incursion—and nudging the Gulf Arab states to more actively engage Iraq as an emerging partner in regional security and economic structures will also be key to stability inside and beyond Iraq’s borders. If water is the “new oil” in terms of its resource value and potential to create conflict, that future is now playing out in Iraq. Shortages and poor quality are already causing serious health and economic problems, displacement and raising tensions with Iraq’s neighbors. The U.S. can help here on both the diplomatic and technical sides of the issue.

- The Obama administration marks the return of a so-called "realist" approach and an intentional downplaying of President Bush's vision of an America that would use its power actively to advance freedom around the world. Few will lament the demise of Bush's "Freedom Agenda," which came to be seen as dangerous naivete which risked the stability of the region and with it Israel's security. The height of folly was the Palestinian elections in January 2006 when, in contradiction to the Oslo Accords, Hamas was allowed to compete and ultimately win without laying down its weapons. Too late, the administration recognized it could no longer take the risk of bringing potentially hostile forces to power through democratic elections. Unfortunately, neither approach addresses the structural and demographic time bombs in the region. A youth "bulge" requires the creation of 100 million new jobs by 2010, according to the World Bank. Yet if economic reform is to be advanced and sustained, democratic development must also take place. The U.S. government can use Arab governments' insecurity regarding Iran as leverage to encourage real reform. This is particularly true for Egypt, Jordan and Saudi Arabia - now engaged in the ideological fight of their lives with Iran and its reactionary allies. Only by establishing a new bargain with these regimes that stresses the need for them to respect internal civil and political rights, while forging a joint response to the reactionary threat, can the U.S. offer a true alternative to theocratic and minority rule. This is not to say that democratic and economic reform need be the priority for the West, but it must remain a priority, if otherwise intractable problems which pose a longer-term national security threat are to be addressed. Allowing autocrats to continue to get away with inaction will simply make the coming tidal wave of Iranian-style revolutions larger and more damaging, placing Israel's existence in even greater jeopardy than it is now.

- Six weeks after the pro-West March 14 coalition defeated the Hizballah-led alliance in Lebanon's parliamentary elections, no new government has been formed in Beirut. Although March 14 leader Saad Hariri was given a mandate back in early June to become prime minister and form a cabinet, he has still not completed the sensitive and contentious negotiations with the opposition. Hariri's difficulties in allocating seats among his coalition allies and political adversaries were anticipated, and to a certain extent are routine for Lebanon. But the calm that followed the free and fair elections is eroding, as Hizballah and its allies in Damascus press for more political concessions from Hariri. These developments, coupled with the apparent failure of Saudi-Syrian reconciliation efforts, are elevating tensions, threatening a banner tourism season, and raising the possibility of a return to violence in Beirut.

Although a heated competition in January produced massive change at the provincial level throughout the rest of Iraq, the electoral system produced by the incumbent Iraqi Kurdistan parliament prevents such sweeping changes in the north. Both the current coalition governing the Kurdish Regional Government (KRG) and the current KRG president, Masoud Barzani, will most likely be reelected. - On March 19, Kuwaiti emir Sabah al-Ahmed al-Sabah dissolved the country's parliament and called for new elections to be held on May 17. This drastic step reflects two distinct sets of tensions, both of which Kuwait has overcome in the past: tensions between the executive branch and parliament, and tensions between fundamentalists from the Sunni majority and the Shiite minority. The conjunction of these divisions is unusual and poses a serious political test for this small but strategically vital state -- a nation that borders Iraq, Iran, and Saudi Arabia, pumps more oil than Iraq, and quietly hosts about 70,000 U.S. troops at any given moment. The political troubles have become all the more sensitive because many Kuwaitis suspect Iran of fomenting new sectarian strife within their borders.

- In December 2006, the Iraq Study Group reported that the Iraqi Interior Ministry (MOI) was confronted by corruption, infiltrated by militia and unable to control the Iraqi police. In July 2007, the Los Angeles Times reported that Iraq's MOI had become a "federation of oligarchs" where various floors of the building were controlled by rival militia groups and organized criminal gangs. The report described the MOI as an eleven-story powder keg of factions where power struggles were settled by assassinations in the parking lot. In its September 2007 report, the congressionally mandated Independent Commission on the Security Forces of Iraq described Iraq's MOI as a ministry in name only, dysfunctional, sectarian and suffering from ineffective leadership. Even Iraq's Interior Minister, Jawad al-Boulani, has called for the comprehensive reform of his ministry.

- The Turkish Constitutional Court's verdict annulling the Parliament's amendments to Articles 10 and 42 of the Constitution disregards popular will, legalizes arbitrary restrictions on the right to equal access to education, and erodes the separation of powers by permitting itself to act outside of the legal order. The emergence of a new precedent of judicial activism is now the biggest threat to the future of Turkish democracy. Turkey cannot afford an unaccountable judiciary exercising substantial powers of governance through judicialization of politics. The Parliament must reassert its authority and reconfigure the Court's competences and composition to bring it into line with liberal-democratic principles as part of a comprehensive constitutional reform.

- The Bush administration's democratization rhetoric was never buttressed by an unambiguous, sustained policy to promote political reform. Concerns about security and stability have now virtually halted U.S. democracy promotion efforts. This is a short-sighted policy because political reform is imperative in countries where political systems remain stagnant in the face of rapid societal change. The United States needs to renew its efforts, taking into account that past policies have undermined its credibility in the region. It thus must abandon the empty rhetoric of the last few years in favor of modest goals developed and pursued in cooperation with regional and local actors, rather than imposed from Washington.

- Even as the United States is preoccupied with how to stabilize and withdraw from Iraq, it risks missing another important opportunity to promote democracy in the Middle East. Among Arab countries Egypt is uniquely positioned to make a transition from authoritarian rule to a more liberal system and eventually to democracy. A looming presidential succession in Egypt makes such changes more feasible. But after several years of modest reforms, the Egyptian government is now backtracking and enshrining illiberal measures in its revised constitution. The United States faces a critical decision about whether to pursue reform seriously with Egypt or to abandon the project of promoting Arab democracy, at least for now.

- Jordanians go to the polls tomorrow to elect nearly 1,000 local representatives and 92 mayors. On their own, these elections are of minimal interest to Washington: municipalities have small budgets, limited responsibilities, and scant independence from the central government. But the voting comes just a month after the Hamas takeover of Gaza, during a spike in the violence in Iraq, and a week after a landslide victory for the Islamist-leaning Justice and Development Party (AKP) in the Turkish national elections. Adding to the significance of the Jordanian ballot is the fact that, after boycotting the 2003 contest, the Jordanian Muslim Brotherhood's political party, the Islamic Action Front (IAF), will participate in this year's elections. - The EU progress reports on candidate countries are important indicators of how EU institutions manage and monitor the accession process. The 2007 European Union progress report on Turkey's EU membership gives a comprehensive account of how EU evaluates the political developments in Turkey. While the report is overall positive and supportive of the reform agenda of the AK Party government, it contains legitimate criticisms as well as debatable assessments on the Cyprus issue. Despite the shortcomings, Turkey should continue its efforts to strengthen democratization and focus on public diplomacy in the EU member countries.

- This study examines Turkish nationalism as a nationalism that is reproduced while being consumed, regenerating in a different form, while considering it as stratagem set forth as a nationalism that is in the process of transformation. Thereby, the study argues that the strategy of modern secular nationalism endeavors to gain ground in the face of globalization and to control its existing status. Globalization provides individuals with a wider range of opportunities, while at the same time, it gives rise to an acute sense of insecurity. As a result of this insecurity, nationalism – as the ideology of the nation-state – is reproduced with different contents by adopting the discourse of “reunification” on the level of identity pertaining to the terms of class and culture and through religious and ethnic classes and identities, even encompassing regional and urban identities reflecting varying contents. After examining the manifestation of these different creations in terms of individuals, the study analyzes their relationship with religiosity. The path religiosities traverse in daily life practices also sheds light on the practices of nationalism. Neither a “real” nor “correct” religion exists in the “actual” practices of religion, nor is a “real” or “correct nationalism” present within the “actual” practices of nationalism. A fortiori, “how” nationalism is exercised and the “ways” and methods individuals utilize gain more importance.

- By electing a parliament dominated by Hamas, Palestinians have sharply challenged U.S. policy. The initial American reaction—undermining the new government—will leave the population in chaos, with various Palestinian groups vying for influence. Political constraints preclude anything but a Hamas government in the short term. But the Hamas victory should not be viewed as a defeat for the American vision of reform—which, indeed, may offer a path out of the current deadlock. The United States should develop a policy for the longer term to continue calming the Israeli- Palestinian conflict; maintain the Palestinian Authority; and work for political reform by focusing on the judiciary, media, and other institutions that are independent of the current regime.

Less well reported were the local political divisions that had brought about elections a year earlier than expected. The results of the balloting—in which, incidentally, none of the women candidates won office—worsened the divisions between the Kuwaiti government and the National Assembly and could lead to greater public disagreement about the character of the country's alliance with the United States.

- At a time when attention is focused on the problems democracy has brought in one part of the Middle East, such as the Palestinian territories, it has been easy to overlook how democratic processes were key to resolving a crisis in another Middle Eastern country: Kuwait. The January 15 death of Kuwait's emir, or ruler, Sheikh Jaber brought to power the physically and mentally incapacitated Sheikh Saad al-Abdullah al-Sabah. But the crisis engendered by his ill health and his refusal to abdicate was resolved quickly through democratic processes. On January 24, the parliament of the oil-rich Persian Gulf state of Kuwait exercised a previously unused constitutional power and voted to oust Sheikh Saad. The new emir, Sheikh Sabah al-Ahmed al-Sabah, is expected to be confirmed by parliament on January 29, and is now under pressure from some members of parliament to choose a prime minister from outside the ranks of the ruling al-Sabah family.

- With stepped-up U.S.-led raids against Muqtada al-Sadr's militia, Jaysh al-Mahdi, and media allegations of the militia's responsibility for widespread and particularly horrendous sectarian killings in Baghdad on 9 July, the Shiite leader and his movement have become more central than ever. The war in Iraq radically reshuffled the country's political deck, bringing to the fore new actors and social forces, none more surprising and enigmatic, and few as critical to Iraq's stability, as Muqtada al-Sadr and the Sadrist movement he embodies. Largely unknown prior to the fall of Saddam Hussein's regime and bereft of resources Shiites typically must possess to assert their authority, Muqtada al-Sadr at first was dismissed as a marginal rabble-rouser, excluded from the political process and, after he flexed his muscles, decreed wanted “dead or alive” by the U.S.-led coalition. Learning the hard way, the U.S. and its allies have had to recognise the reality of the Sadrists' strength.

- The approval of the Iraqi constitution in the October 15 referendum does not put Iraq on the path to stability and democracy but pushes it toward division into largely autonomous regions. And this new momentum is probably irreversible. Whether it will lead to a catastrophic descent into greater violence or even ethnic cleansing, or to a managed transformation into a loose federation of regions enjoying extreme autonomy, depends on whether it becomes possible for Sunni Arabs to form their own region, as Kurds already have and Shias are bound to do once the constitution is in effect. The central thrust of U.S. policy in Iraq must now be to help Sunnis organize an autonomous region and to convince Shias and Kurds that it is in their interest to make this possible. Paradoxically, announcing now a timetable for the inevitable withdrawal of U.S. troops from Iraq could give Washington additional leverage in influencing all sides to accept the necessary compromises.

Democracy as separation of powers, checks and balances, and protection of individual rights has not proven enough to avoid conflict in other deeply divided societies. Iraqis will have to confront their differences and negotiate a solution. If they fail, the United States will be faced with a choice of whether to keep the country together by force or get out—and it is better to find out sooner rather than later.

- This short paper launches the second set of studies in the Carnegie Papers Middle East Series. The first set, now also published as a book under the title Uncharted Journey: Promoting Democracy in the Middle East, examined the most important issues concerning democracy promotion and democratic change in the Middle East. One of the conclusions that emerged from those studies is that the Middle East still offers a rather discouraging political picture. There are some liberalized autocracies but no democratic countries in the region. The link between economic and political reform remains weak. Democratic reformers have failed to build strong constituencies, and the organizations with strong constituencies are Islamist rather than democratic. The integration of Islamists in the reform process remains poor. And the United States, now championing democracy in the region, has little credibility in Arab eyes, and still has not consistently integrated democracy promotion in its policy toward the area. Yet, despite all these problems, it is becoming increasingly clear that there is a ferment of reform in the Middle East. But how significant is it?

- On November 11, Bahrain will welcome government officials and civil society groups to the second meeting of the Forum for the Future. The forum was founded at the 2004 G-8 summit at Sea Island, Georgia, as the centerpiece of the Broader Middle East and North Africa Initiative to promote change in the region. Political reform tops the forum's 2005 agenda with two-thirds of the conference sessions set to address political reform, human rights, women's empowerment, and the rule of law. - On July 19, Lebanon's incoming prime minister, Fuad Siniora, announced the formation of a new Lebanese cabinet, a move praised in Washington as another step toward democratic reform. At the same time, the State Department warned that it would not be able to maintain contact with newly appointed Minister of Energy and Water Muhammad Fneish, who is a member of Hizballah. Beyond the fact that U.S. officials are prohibited by law from dealing with members of officially designated Foreign Terrorist Organizations like Hizballah, Fneish's appointment raises the larger question of how to deal with the extensive presence of active terrorist groups in a Lebanon no longer dominated by Syria.

- On June 29, 2005, Iran's Guardian Council confirmed Mahmoud Ahmadinejad as winner of the June 24 presidential election, as dictated by Iran's constitution and in accordance with the wishes of Supreme Leader Ali Khamenei. He will take office on August 4. The fact that Ahmadinejad won the election would have meant nothing unless Khamenei approved the results. While the president is titular head of the Iranian government, he is at most second-in-command after the Supreme Leader. In order to understand how the Ahmadinejad presidency will unfold, then, one must first realize that Khamenei will now have even more direct powers than before.

- After a relatively calm first round of Fatah primaries in five of the West Bank's eleven electoral districts, a second round of primaries in five additional districts—four in the West Bank and one in Gaza—held between November 28 and December 3 have caused increased tensions within the movement. Where the victories by the younger generation of Fatah leaders in the primaries could have represented a watershed moment in Fatah's evolution, they have been marred by a haphazard system of voting and numerous accusations of fraud. Moreover, repeated incidents of violence at polling stations demonstrate Palestinian Authority (PA) president Mahmoud Abbas's difficulty in enforcing his principle of One Authority, One Gun even within his own movement. Rather than unifying Fatah, the primaries have highlighted the party's disorganization and divisions. The old guard represented by Fatah's Central Committee, which dominates a committee of the wise tasked to determine Fatah's final electoral lists, will now have greater leverage in that process to place its own members high on Fatah's national list of candidates in Palestinian Legislative Council (PLC) elections scheduled for January 2006.

- DELIBERATION OF DEMOCRACY PROMOTION IN THE MIDDLE EAST intensified after the attacks of 9/11, and has been further energized by the transatlantic debates that were progeny of the Iraqi conflict. More intense debate over support for political change in the Middle East has forced the United States and Europe into a closer exploration of each other's actual and intended approaches to democracy promotion in the region. Debates have centered, in particular, on preparations for June's Group of Eight (G8) and EU–U.S. summits and the United States' proposed Greater Middle East Initiative. While many in the U.S. bemoan European irresolution, others acknowledge the need for American policy to understand and harness the EU's more pervasive presence in much of the Middle East. While Europeans express dismay at the Bush administration's heavy-handed instrumentalism, they have also been forced to engage with new U.S. initiatives that appear to heed the EU's own pleas for a focus on the root causes of instability. With the U.S. and EU eyeing each other over the parapets of their Iraqi-inspired wrangles, it is an opportune moment to delineate and critically assess how Europeans have developed their democracy promotion policies in the Middle East.

- The Bush administration is preparing to launch a “Greater Middle East Initiative” at the G-8 summit meeting in June. The plan is to bring the United States, Europe, and the Middle East together around a set of commitments to help transform the region politically and economically. The time is indeed opportune for engagement on regional reform, but as planned, the initiative fails to establish a basis for genuine partnership and does little to address the real challenges of Arab democratization. The administration should rethink its approach and start a new process of genuine consultations to come to an agreement on how all three sides can work cooperatively to address the regional problems that threaten the security of Arab societies and the West.
