The two-day summit in Annapolis ended on 29 November, 2007. Israel and the Palestine Authority agreed to start a new peace initiative. The Annapolis Summit has a special significance for Turkey. Israeli President Shimon Peres and President of the Palestinian Authority Mahmoud Abbas came together in Ankara before the Annapolis Summit. This important and progressive initiative represents the changing vision of Turkish foreign policy. Turkey had been keen to get involved in the peace process for a long time. Now, Turkey has a chance to be a new actor in the process, one with fresh and new ideas.

Abstract:
In an age of war on terror, Turkey pursues its own war against the escalating PKK (Kurdistan Workers' Party) terror. The dynamics that led to a parliamentary motion for a cross border operation into Northern Iraq will have implications for Turkey's relations with Washington, Baghdad and other capitals in the region. The Expanded Meeting of the Neighboring Countries of Iraq held in Istanbul on 2-3 November 2007 coincided with Turkey's intensive regional diplomacy. There are serious challenges to ending PKK terrorism and finding a lasting solution to the Kurdish problem. The Erdogan Government must fight terrorism in a way that will not jeopardize the process of democratization and political reforms in Turkey.

In 1979, Egyptian President Anwar Sadat said: “The only matter that could take Egypt to war again is water.” In 1988 then-Egyptian Foreign Minister Boutros Boutros-Ghali, who later became the United Nations' Secretary-General, predicted that the next war in the Middle East would be fought over the waters of the Nile, not politics. Rather than accept these frightening predictions, we must examine them within the context of the Nile River basin and the relationships forged among the states that share its waters.

As recently as December, Palestinian Authority (PA) president Mahmoud Abbas refused to back a proposal for a unity government offered by Palestinian Legislative Council (PLC) member and head of the Independent Palestine list Mustafa Barghouti. That deal was based on the concept of a technocratic compromise under which Hamas officials would not have held the prime ministership or led any ministries. Yet under the terms of the February 8 Mecca accord, the current prime minister, Hamas's Ismail Haniyeh, will stay on as head of the next government, and the only portfolios Hamas members specifically will not hold are the finance, foreign affairs, and interior ministries, which will be headed by independents acceptable to both sides. The key question then is why Fatah settled for a unity agreement in February that provided it far less gains than previous unity proposals rejected by Abbas.

111. The Israeli-Palestinian Conflict: Annapolis and After

The process that will be launched shortly at Annapolis may not quite be do-or-die for the Israeli-Palestinian peace process but at the very least it is do-or-barely-survive. Positively, a U.S. administration that neglected Middle East peacemaking since taking office appears committed to an intensive effort: it has persuaded both sides to agree to negotiate final status issues – no mean feat after years of diplomatic paralysis and violent conflict. But pitfalls are equally impressive. The meeting, like the process it aims to spawn, occurs in a highly politicised context, with sharp divisions in the Palestinian and Israeli camps. These will make it hard to reach agreement and to sell it to both constituencies and, for the foreseeable future, virtually impossible to implement. Moreover, failure of the negotiations could discredit both leaderships, while further undermining faith in diplomacy and the twostate solution.

In December 2006, Iraq's “Year of the Police” ended with the completion of several milestones. The Multi-National Security Transition Command's (MNSTC-I) program trained and equipped 135,000 members of the Iraq Police Service. Training and equipment was also provided to the 24,400 members of the Iraq National Police (constabulary) and 28,360 members of the Border Police. Nearly 180 American Police Transition Teams and 39 National Police Transition Teams were embedded with Iraqi forces, while a 100-member Ministry Transition Team was assigned to the Ministry of Interior to improve its operations.

In this policy brief, based on the book with the same title, Ramesh Thakur argues that Iraq confi rms that, as with terrorism, a war of aggression is an unacceptable tactic no matter how just the cause. What was meant as an awesome demonstration of limitless American might and willpower turned out to prove the limits of American power in defeating even a small band of insurgents fighting urban warfare with their own bodies as the primary weapon-delivery system. The fallout with respect to Iran suggests that the United Nations cannot contemptuously be brushed aside as irrelevant and disposable in one crisis, only to be lifted out of the rubbish bin of history, dusted off and put to use in another.

The first half of 2006 witnessed continuing sectarian violence and domestic insurgency in Iraq and the inability of Iran and the international community to find a politically acceptable means for ensuring adequate transparency and confidence that Iran's nuclear technology program would not be diverted to military purposes. To that end, the Pugwash Conferences and the Center for Strategic Research in Tehran co-sponsored an international conference in April 2006 covering both Iran's nuclear energy program and the equally important issue of Iraq and regional stability (see p. 35). Unfortunately, little progress was made on either issue, whether at the conference or by the international community. When added to the continuing stalemate in the Palestinian-Israeli peace process occasioned by the election of a Hamas government, the outlook for Middle East stability could not have been more bleak.

When the third round of the normalisation talks concludes in July 2006, India and Pakistan will be no closer than when they began the process in February 2004 to resolving differences, including over Kashmir. What they call their "composite dialogue" has helped reduce tensions and prevent a return to the climate of 2001-2002, when they were on the verge of all-out war, but progress has been limited to peripheral issues. India's prime minister, Dr Manmohan Singh, and Pakistan's president, General Pervez Musharraf, have reiterated commitments to sustain the dialogue. It is unrealistic, however, to expect radical change. International, particularly U.S. support for the process will likely dissuade either side from pulling out but asymmetry of interests and goals militates against a major breakthrough. The need is to concentrate on maintaining a cold peace until a long process can produce an atmosphere in which the support of elected governments in both states might realistically bring a Kashmir solution.

Earlier this week, Israel began its long-anticipated ground offensive in Lebanon intended to degrade Hizballahs military apparatus, pacify Israels northern border with Lebanon, and lay the foundation for what is now frequently referred to as a sustainable ceasefire. Reaching a consensus on the precise meaning of the term sustainable will be a difficult prerequisite. But however such a ceasefire is defined beyond the presence of a robust international force, there is widespread agreement that it must include the participation of Syriaparticularly a commitment by Damascus to adhere to UN Security Council Resolutions 1559 and 1680. So far, Syria has given no indication that it will agree to such a course, and, given the events of the past several weeks, it is difficult to imagine the circumstances under which Syrian president Bashar al-Asad might change his mind. That said, Israels new ground offensive in Lebanon represents a significant change in the status quo, one that may force Syria to reconsider.

The critical question of whether or not the current conflict in Lebanon will escalate to a broader regional war is being answered in two overly simple ways. One such analysis is that this is a “meltdown” with escalating violence and mounting pressures for further escalation. A second, equally simplistic view is that since no one has an interest in escalating to a regional conflict it will not happen. Both of these views do not account for the complex set of dynamics and the real possibility that accident and error can intervene.

Abstract:
Hizballah has been deployed along the blue line, the internationally accepted border between Lebanon and Israel, since May 2000 when the Israeli army left southern Lebanon. Hizballah's fulltime strength is 500–600 well trained, combat experienced fighters, but in an emergency the organization can also call upon thousands of other fighters with elementary training. Training continues in the eastern Bekaa valley, although at a much reduced rate compared to the 1990s. At present, Hizballah uses Shebaa Farms to justify its military operations and continued weapons possession, a rationale based on the claim that the Shebaa Farms are Lebanese territory occupied by Israel, even as the United Nations considers this territory to be Syrian.

Palestinian president Mahmoud Abbas's pursuit of a referendum on the Palestinian National Accord has been widely interpreted by commentators and reporters as a power play designed to circumvent the Hamas-led government and force it to implicitly accept Israel's existence. But while the process of conducting a referendum -- the legality of which remains questionable -- would shift power away from the government and the legislature, the actual text of the document, which a group of Palestinian prisoners in Israeli jails negotiated, more closely resembles the political program of Hamas than that of Abbas. Moreover, Hamas has recovered from its initial surprise at the referendum initiative and has mounted an effective response, first by challenging the legality of a referendum, then by dragging Abbas into negotiations over the substance of the Accord. Despite a possible compromise that may emerge in coming days and shift the composition of the government or modify the language of the Accord, Hamas has used the internal Palestinian debate over a referendum to secure its internal legitimacy and advance many of its governing priorities.

Palestinian Authority (PA) president Mahmoud Abbas's surprise May 25 announcement that he would call for a national referendum should Palestinian factions fail to reach agreement during their national dialogue was wrongly interpreted as a peace plan by many in the press. The document Abbas threatened to put to a popular vote is intended to quell the daily gun battles, kidnappings, and assassination attempts among rival armed groups in Gaza. However, since each party will interpret the document to affirm its own interests, the vague language on relations with Israel could be interpreted either as advocating a one-state solution that would eliminate prospects for peace or as recognizing a two-state solution. Abbas and Fatah may view the “national accord,” negotiated earlier in May among prominent prisoners in Israeli jails, as a means of forcing Hamas into a corner on negotiating with Israel, but the text of the document much more closely resembles Hamas's own political program. These comments came just four days after Jumblat offered his assistance to the Syrian opposition in establishing "a democratic and free Syria." Jumblat has always been an enigmatic and unpredictable interlocutor, and his recent statements on Syria and Hizballah typify his disregard for the conventions of the Lebanese political establishment. While many Lebanese may quietly support Jumblat's truth telling, his statements are sure to increase his list of powerful enemies.

The February 24 attack by al-Qaeda on Saudi Arabia's giant oil processing facility at Abqaiq failed. At least two of the attackers were killed, along with two security guards. On February 27, Saudi authorities said they had killed another five terrorists linked to the Abqaiq attack in a clash in Riyadh, and they were interrogating a further suspect. The failure of the attack and the reported success of the subsequent counterterrorist operation give the impression of Saudi efficiency, but it should at least as much serve as a warning. The planned attack, targeting the world's largest oil exporter, should give impetus to President Bush's determination, declared in his January State of the Union address, to wean the United States off foreign oil.

Lebanon has badly lost its balance and is at risk of new collapse, moving ever closer to explosive Sunni-Shiite polarisation with a divided, debilitated Christian community in between. The fragile political and sectarian equilibrium established since the end of its bloody civil war in 1990 was never a panacea and came at heavy cost. It depended on Western and Israeli acquiescence in Syria's tutelage and a domestic system that hindered urgently needed internal reforms, and change was long overdue. But the upsetting of the old equilibrium, due in no small part to a tug-of-war by outsiders over its future, has been chaotic and deeply divisive, pitting one half of the country against the other. Both Lebanon's own politicians and outside players need to recognise the enormous risks of a zero-sum struggle and seek compromises before it is too late.

In September 2004, Parliament extended the term of the country's president, Emile Lahoud, for three years after heavy-handed Syrian interference. Attempts were made on the lives of several public figures; among those killed was former Prime Minister Rafik Hariri. A popular uprising forced Syria to withdraw the troops it had deployed in Lebanon since 1976. New parliamentary elections were held in May and June, 2005, and resulted in a new majority coalition of reform-minded, albeit sectarian, leaders who promised an overhaul of Lebanese politics.

Empowering Palestinian Authority (PA) president Mahmoud Abbas and fellow moderates at this critical time may be in the interest of everyone who favors a return to peace negotiations, but Abbas himself faces immense challenges to his authority that make him unlikely to be able to implement significant changes in the four months left before Palestinian legislative elections in January. The weakened position Abbas inherited included limited control over security forces, paralyzing rivalries within the Fatah movement that limit any support for difficult decisions, and an increasingly assertive Hamas that constantly flaunts its ability to act independently. None of these sources of Abbas's weakness is likely to change significantly in the coming months. And, despite Abbas's intentions to establish law and order and begin economic revitalization in Gaza as articulated in a speech delivered on September 13, the chaos exhibited along the border at Rafah and in the old Israeli settlements immediately after the Israeli withdrawal demonstrates just how difficult his task will be.

On September 12, the last departing Israeli forces closed the gates of Gaza behind them, followed by a salvo of Palestinian rockets aimed at southern Israel. In the unsettled aftermath of the Israeli disengagement from Gaza and parts of the northern West Bank, only one camp seems clearly to know where it is heading -- the militant Palestinian Islamist groups, led by Hamas. These groups now profess their intention to continue their violent campaign in and from the West Bank. I have spent the past month in Jerusalem, meeting with Israelis and Palestinians here, in Ramallah, and in Gaza City. In my years of dealing with both sides, I cannot recall a time when emotion in general, and frustration in particular, have so clearly shaped their outlook. Given the death of Yasser Arafat, the emergence of Mahmoud Abbas, and Ariel Sharon's decision to disengage from Gaza, this should be a time of hope and opportunity. Instead, there is less a sense of possibility than of foreboding. It may not yet be too late to use the withdrawal as a platform on which to build a different future. Yet, much of what could have been done to prepare the ground for disengagement has not been done—and that may explain the unease that pervades both sides.

The current fragile ceasefire between Palestinian militants and Israel has raised hopes of an end to four years of violence. To sustain that ceasefire both Israel and the Palestinian Authority must meet their respective commitments under the "Road Map for Middle bast Peace". For the PA this means preventing terrorist attacks against Israel and undertaking political, legal and security reforms. These reforms are also critical to meeting the Palestinian public's own demands for an end to lawlessness and corruption. Given Australia's expertise in legal and institutional development, the Australian government's commitment to promoting democracy and peace in the Middle bast and its sound relationship with both the PA and the government of Israel, Australia should lend what support it can to the Palestinian effort to establish strong foundations for a stable, prosperous and democratic Palestinian state.

Arafat may have suffered a lingering physical demise, but politically he has long been in decline. He lost much of his international credibility over his unwillingness to rein in Palestinian terrorism against Israel, and domestically his authority had gradually been eroded. While lacking an anointed heir, a succession plan is more or less in place. Political infighting is a possibility, though a desire for unity will probably prevail in the short term. But Arafat's successors will struggle to end the chaos and lawlessness into which the West Bank and the Gaza Strip have descended. Over the longer term Arafat's passing will remove the main obstacle to internal Palestinian reform. It has the potential to re-invigorate the peace process although it will not solve the fundamentals of the current impasse. It will also complicate Israeli Prime Minister Ariel Sharon's plans for a unilateral withdrawal from Gaza and parts of the West Bank, even if his instinct will be to press ahead.

While individual terrorist attacks can be carried out at a relatively low cost, the need to recruit operatives and provide them with safe houses, training, and support requires significant funding. The United States has proven to be a good venue for fundraising by terrorist groups, particularly Hamas and Hizballah. Although such activities could indicate the presence of operational sleeper cells, these organizations are unlikely to risk losing their funding sources by carrying out an attack on U.S. soil, at least under the current circumstances. After all, the revenue sources of certain terrorist organizations have become increasingly restricted following attacks in other parts of the world (e.g., Turkey, Saudi Arabia), largely due to policy changes, more proactive law enforcement, and fear of prosecution on the part of front organizations.

On April 24, Greek and Turkish citizens of Cyprus voted on UN Secretary General Kofi Annan's plan to resolve the long-standing dispute on the island. The elusive Cyprus issue once again evaded solution: although 65 percent of the Turkish Cypriots voted to accept the Annan plan, 76 percent of Greek Cypriots said no. The plan — born out of recent UN-sponsored negotiations between Turkey and Greece, as well as Turkish and Greek Cypriot leaderships — envisaged the unification of the Turkish Republic of Northern Cyprus (TRNC), recognized only by Turkey, and the internationally recognized Government of Cyprus (GOC) in the ethnically Greek south into a federal state ahead of the May 1 deadline when the GOC is scheduled to enter the European Union (EU) representing the whole island. Why was the Annan plan accepted by the Turkish Cypriots, yet rejected by the Greek Cypriots? What are the implications of the new situation for Turkey, the EU, and the United States?
