With little to no prospect for accountability within Iran’s domestic courts, victims and survivors of serious violations of international law are turning toward an increasing number of foreign jurisdictions—most commonly in Europe and North America, but also in Latin America, Africa, and other regions—to pursue justice for human rights violations carried out by the Islamic Republic of Iran. Under the principle of universal jurisdiction, certain domestic justice systems allow prosecutions in national courts for crimes committed abroad, regardless of the victim’s or perpetrator’s nationality. Universal jurisdiction stems from the concept that certain crimes are of such gravity that they harm the international community as a whole, so national courts outside the country where the violations took place may prosecute them to protect the international order. Although the crimes subject to universal jurisdiction provisions differ by state, they generally include crimes against humanity, torture, war crimes, and genocide. Limitations on universal jurisdiction also vary between states, however, as do the processes for filing complaints and procedures for investigations, trials, and appeals. As was shown by the trial and conviction of Hamid Noury in Sweden for his involvement in the massacre of Iranian political prisoners in 1988, national prosecutions of international crimes can be a fruitful avenue to justice for victims of the Islamic Republic. To this end, the Atlantic Council’s Strategic Litigation Project has compiled a guide to aid practitioners and independent investigators in navigating the legal systems of European states with the highest likelihood of prosecuting Iranian human rights violators. Focusing on five states—France, Germany, the Netherlands, Sweden, and Switzerland—this manual outlines the crimes and violations subject to universal jurisdiction, best practices for investigating and documenting crimes, and processes for requesting investigations and participating in prosecutions as a victim, witness, or NGO. For information that is beyond the scope of this manual, the annex includes printed resources to consult and organizations to contact for additional assistance.

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Abstract:
The share of nuclear power in Asia’s electricity generating capacity has grown significantly over the last two decades. China is one of the dominant players in Asia, developing a robust nuclear power program. In the Middle East, Iran and the United Arab Emirates have introduced nuclear power into the region, with Turkey planning to follow in their footsteps in 2023. The adoption of nuclear power spurs concerns about the proliferation of nuclear weapons and nuclear latency. Some countries use their civilian nuclear programs to develop a robust infrastructure that allows them to acquire nuclear weapons in a relatively short period of time. Such dynamics are likely to have a destabilizing effect on international affairs in the Middle East and Asia. The current international situation makes it unlikely that the nuclear non-proliferation regime will become stronger in the near future. The war in Ukraine has demonstrated the need for a new generation of negative security assurances and collective defense that protects countries from nuclear blackmail.

After the fall of Saddam Hussein’s dictatorship in 2003, Iraqi political parties proliferated in a show of enthusiasm for the country’s emerging democracy. In recent years, however, a handful of personalities and families have consumed all of the country’s political oxygen, dashing hopes for a truly pluralistic ecosystem. Especially discouraging has been the authoritarian shift in Kurdistan, once viewed as a democratic beacon in the Middle East. At the federal level, feuding between the Sadr and Maliki camps now dominates Shia politics, and Mohammed al-Halbousi has crowded out other Sunni players. Meanwhile, corruption touches every surface, and the rare official who holds to ethical standards risks being rendered entirely ineffectual. In this wide-ranging Policy Note, experts Sardar Aziz and Bilal Wahab outline the dispiriting state of Iraqi politics and how the United States can respond. To achieve the scaled-down goals of maintaining sovereignty and accountability, they argue, American officials must be creative, working with Iraqi institutional actors while simultaneously engaging with less central figures such as apolitical military commanders and the business community.

In March 2020, Lebanon opted for a “hard default” on $32 billion in sovereign debt, allowing the government to avoid negotiating with its Eurobond holders and investors. Beirut thereafter showed little interest in addressing the consequences of default, and the country’s economic meltdown worsened. As usual, the Lebanese people were the casualties, suffering amid what the World Bank has called a “deliberate depression.” This official negligence has cleared the way for a proliferating cash economy—which in turn has spawned a currency exchange scheme involving the central bank, foreign exchange agents, and Lebanese politicians. Hezbollah specifically has profited in areas ranging from real estate to solar energy, pharmaceuticals, and the illicit Captagon trade. In this Policy Note, authors Samara Azzi and Hanin Ghaddar—a venture capitalist and a former Lebanese journalist—skillfully diagram the corrupt status quo and explain why entrenched actors want to avoid systemic change. But as the study makes clear, the future health of the Lebanese economy requires an overhaul, and the international community must now press for deep reforms and personal accountability.

On May 14, Turkey’s citizens will cast their ballots for president and parliament, and polls suggest the longtime incumbent could actually lose this time. President Erdogan’s challenger, Republican People’s Party head Kemal Kilicdaroglu, has assembled an ideologically diverse coalition united in its determination to oust the ruling bloc. Guiding the opposition, known popularly as the “Table of Six,” is a message focused on restoring competence amid sky-high inflation and a faltering response to the devastating February earthquakes. But Erdogan’s challengers still face headwinds created in part by his near-complete control of the media. In this Policy Note compilation, Turkey expert Soner Cagaptay and his fellow contributors concur that Erdogan will use polarizing tactics to keep power, whatever the results of the May 14 balloting or a possible May 28 presidential runoff. Media outlets and polling companies have started publishing reports that claim the young people’s vote will be a game-changer in the upcoming elections. It is Generation Z, the so-called millennials, who are going to make a political statement with their vote in the Turkish elections. They constitute a sizeable portion of the eligible voters (20%) and around half of them will be casting their votes for the first time (RIS Report, 2022). Whether we are talking about Generation X, Y or Z, young people do not constitute a monolithic bloc in Turkey. The country is polarised along different ethnic, religious and ideological fault lines, and so is its youth. This is reflected in their activism, as well as their everyday lives. Turkish youth became an object of scrutiny for researchers during and after the Gezi protests and their repertoires of action and political participation were analysed by researchers both in and outside Turkey. However, new systematic studies are needed if the results the polling companies are receiving with regard to young people’s preferences and lifestyle choices in a changing Turkey are to be explained. Evidence shows that wooing youth support features on the parties’ political agendas. Strategies include investing in youth branches, organising events and festivals, as well as creating opportunities for young people, to keep them loyal to the party agendas. Do young people only express their frustration with the system through demonstrations on the streets or social media posts? No: young people are also leaving the country in protest. My recent research reveals that a sizeable group of young people tend to plan for futures outside Turkey, and that they would take any opportunity that presented itself abroad in order to leave the country permanently or temporarily.

As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

Although the country currently lacks the unity and rule of law needed to safely pursue a process as fraught as amending the constitution, there are several alternatives that could get it on the path to systemic reform. Spurred by dysfunctional governance and political gridlock, Iraqis have increasingly been calling to amend the country’s constitution, with many arguing that the post-Saddam sectarian system failed to engender stability or prosperity and has therefore run its course. Even among more-hopeful observers, the democratic norms and minority rights put forth in the constitution remain aspirational at best. Accordingly, some political leaders are publicly signaling that they will heed such calls. Yet attempting to amend the constitution in the current political circumstances is not viable. Apart from the existing charter’s problematic technical deficiencies, Iraq remains mired in a profound lack of constitutionalism and respect for rule of law.

Iraq is at high risk of suffering the worst effects of the climate crisis, including soaring temperatures and acute water scarcity. As land suitable for farming shrinks and rural jobs disappear, ordinary Iraqis are moving to cities in search of work. This increases pressure on services, pushes up food prices, and exacerbates social tensions, leading to protests and even violence. Iraq’s weak internal governance prevents it from improving water management, managing inter-provincial and inter-tribal conflict, and attracting investment and expertise to create new green-economy jobs and adapt to the changing climate. Public awareness of climate risks is growing, but too few political leaders prioritise the issue. Iraq has long struggled to reach agreement on water issues with upstream states Turkey and Iran, which are building dams that affect supply to Iraq; they also believe that Iraq manages water badly. Similar issues complicate relations between Baghdad and the Kurdistan region. Iraqis and Europeans should work together to improve Iraq’s poor governance and consider measures such as establishing an ‘early warning’ system about potential conflict arising from climate effects.

Turkey has spent much of the past decade trying to expand its influence and remake the Middle East in its own image. This created a major battle line between the country and its rivals that stretched from Libya to Syria and the eastern Mediterranean. Yet, since mid-2021, Turkey has attempted to normalise its relationships with Middle Eastern countries. This shift has been driven by Turkish domestic politics, the emergence of a multipolar Middle East, and intensifying geopolitical competition. President Recep Tayyip Erdogan remains politically vulnerable at home, with a deteriorating economy and the opposition leading in the polls. His government’s survival now depends on efforts to balance between great powers and draw financing from former rivals in the Gulf. The EU needs to adjust to this new Turkey by supporting the regional normalisation process, managing the Kurdish issue, and accepting that the country could join an expanded European community – albeit while retaining its strategic autonomy.

Syria is home to one of the world’s most complex conflicts. The chaos caused by the Syrian regime and its allies — within Syria, across the Middle East, and beyond — poses immediate and enduring threats. Considering its foreign policy promise to defend democracy and human rights, the Biden administration does not have the luxury of ignoring what happens in Syria. Accepting that there are fewer options for the United States today than there were ten years ago does not mean normalizing the Assad regime or turning a blind eye to Russian and Iranian efforts to tip the balance of power in the region. In a new issue brief from the Atlantic Council’s Syria program, “What Choices Remain for the United States in Syria?,” Nate Rosenblatt and Jomana Qaddour describe the challenges the United States faces in Syria, including Russia’s attempt to expand the UN Strategic Framework as well the struggle to keep the UN humanitarian border crossings open in northern Syria. The memo then lays out the three potential strategies in Syria: one prioritizing the withdrawal of US forces, a second protecting humanitarian access and ensuring progress on limited, critical files, and a third maintaining US support for, as well as coordination with, partners to dial up the pressure on the Syrian government and its allies. The paper ultimately argues that the Biden administration should seize this opportunity to establish a clear strategy in Syria by aligning its defense, development, and diplomatic capabilities with those of its global allies and partners to shape a better outcome in Syria.

Formulating US policy toward Iraq can be a fraught matter, given all the debate and disagreement concerning the actions that brought us to the current situation. However, our policy must be formulated in light of it, regardless of views about our past actions. Policy formulation should begin with the realization that Iran has gained a predominant political and military influence in Iraq. Despite efforts of past PM Adel Abdul Mahdi and current PM Mustafa al-Kadhimi, many of the militias comprising the Popular Mobilization Forces (PMF) still answer to Iran, not the Iraqi government. Iran exerts widespread influence throughout the political class. Economically, Iraq remains dependent on Iran for energy;1 religious tourism from Iran to the holy sites in Karbala and Najaf is an important source of revenue; and Iran has flooded markets with cheap food and consumer goods. Although Iraqi oil production has rebounded, the economy remains relatively moribund and the level of basic public services is poor. (That Iraq flares off its natural gas at the same time it is importing it from Iran to produce electricity2 highlights the economic disfunction.) Popular discontent boiled over in 2019, leading to widespread protests. The protests took on an anti-Iranian aspect, and Iran-aligned PMF units attacked the protestors.

This Clingendael policy brief seeks to explain visible manifestations of Turkish politics in European cities. Why does Turkish politics lead to unrest in Rotterdam and Berlin and what institutional mechanisms facilitate this? The brief highlights various drivers, institutional manifestations and historical changes, but also points out that there are a number of uncertainties and questions about the motivations for, and modus operandi of, Turkey’s influence in European societies. These questions are all the more relevant as European policy-makers increasingly seek to take measures in order to curb this. The main argument developed in this brief is that effective policy ‘at home’ (in Europe) will require better knowledge of socio-political developments ‘abroad’ (in Turkey). The first and second parts of this brief, therefore, show how the drivers of Turkish influence on the diaspora have changed over time. The third section highlights how present-day diaspora politics is institutionally anchored in Western Europe. Most of the practical examples in this brief are drawn from the Dutch context, but the dynamics will be familiar to those observing this phenomenon in other Western European countries.

Abstract:
This policy brief examines the EU’s engagement and relationship with Syria’s main political opposition umbrella, the Coalition for Syrian Revolutionary and Opposition Forces (Etilaf), which was founded in late 2012. It discusses the EU’s engagement strategies with the Etilaf and their impact on its development in the context of the Syrian conflict. The brief highlights that the EU did not substantiate the international legitimacy it granted the organisation early on during the conflict with policies that would have allowed it to expand its domestic legitimacy and capabilities. This policy contributed to developments in which the Etilaf rapidly lost its original potential. While the Etilaf today faces a range of structural and operational challenges that need to be addressed, the brief nevertheless recommends EU institutions and Member States to increase their support for the Etilaf and the Interim Government linked with it, if a number of conditions can be met. Such support will help maintain and develop these bodies into a viable centre of political opposition to the Assad regime. Practically speaking, this objective can be pursued by piloting conditional EU support to areas of northwestern and northern Syria that are nominally under the control of the Interim Government. It also requires building a partnership with Turkey to jointly support local Syrian administration(s) in the same areas.

The strategic objectives of the Turkish military intervention in Libya in 2019–2020 in favour of the Government of National Accord (GNA) were geopolitical (establishing an entry point into Africa in addition to Somalia), geo-economical (related to gas exploration in the Mediterranean) and commercial (facilitating repayment of outstanding business debts and enabling future profits). The deeper drivers of Ankara’s intervention include a mix of more assertive nationalism based on a hegemonic conception of Turkey’s ‘near abroad’, a perceived need to counter the military campaign of the Libyan National Army (LNA)’s to conquer Tripolitania, and Turkey’s exclusion from Mediterranean gas politics. Ankara’s intervention and its institutionalisation proved effective in counterbalancing the LNA and its international backers – chiefly Russia and the UAE, but also France and Egypt – and produced a more stable political situation in the process. While Turkey has achieved its short- to medium-term objectives and is likely to retain a substantial permanent military, commercial and political presence in Libya, it also created tensions with the EU and US as well as antagonizing the LNA’s international backers. In brief, an improvement in Turkey’s geostrategic position might have come at the cost of its regional strategic relations.

Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

Khamenei and other regime officials have been quick to swear revenge, but for now they may focus more on stoking patriotic and militaristic sentiment at home. A few hours after Iran confirmed that Islamic Revolutionary Guard Corps-Qods Force commander Qasem Soleimani had been killed in Iraq, Supreme Leader Ali Khamenei issued a statement describing those who shed his blood as “the most wretched of humankind.” Calling Soleimani the international symbol of “resistance,” he then announced three days of public mourning in Iran. He also declared that “severe revenge awaits the criminals” who killed Soleimani—an act that the United States had claimed credit for by the time he spoke. Other highranking officials echoed this sentiment, including President Hassan Rouhani, Speaker of Parliament Ali Larijani, and Defense Minister Amir Hatami, who explicitly promised “revenge” on “all those” involved in the assassination. Despite this rhetoric, however, and despite Soleimani’s unmatched role in carrying out Iran’s regional policy of adventurism and asymmetric warfare, the regime may avoid major, immediate retaliation if it sees such a move as too costly or as a potential trigger for serious military conflict with the United States. On January 1, amid escalating tensions in Iraq but before Soleimani’s assassination, Khamenei stated, “We would not take the country to war...but if others want to impose something on this country, we will stand before them forcefully.” In response to President Trump’s assertion that Iran played a role in the December 31 riot at the U.S. embassy in Baghdad, Khamenei told listeners he had two messages for Washington: “First, how dare you! This has nothing to do with Iran. Second, you should be reasonable and understand what is the main cause for these problems. But of course they are not [reasonable].”

Unless Washington and its allies respond to the protestors’ legitimate demands for reform, the group will survive through measures such as expanding its smuggling activity, promoting its financial institutions, and selectively scapegoating corrupt politicians. When IMF officials visited Lebanon late last month amid its accelerating economic freefall, many wondered whether these developments might alter the behavior of Hezbollah, the designated terrorist group that has a deep financial stake in the country’s public and private sectors. During a previous funding crisis—the increase in U.S. sanctions against the group’s chief underwriter, Iran—the “Party of God” and its foreign sponsors formulated a new strategy to evade these measures and create alternative sources of funding. Such sources allowed Hezbollah to make further inroads into government agencies following the 2018 parliamentary elections. For example, the group’s leaders insisted on controlling the Health Ministry, which commands Lebanon’s fourth-largest budget at $338 million per year; they also gained more access to the Ministry of Public Works and Transport, the Agriculture Ministry, and the Ministry of Energy and Water, whose assistance was used to fund their affiliated projects and businesses. That worked until Lebanon’s own economy began its current nosedive. Unemployment has hit a record high of 40 percent, and the lira has slumped by about 60 percent on the parallel market, hiking inflation. Officially pegged to the dollar, the currency has plummeted 40 percent on the black market as local banks ration dollars necessary for imports of food, medicine, and other essential goods. Meanwhile, Lebanon has one of the highest debt-to-GDP ratios in the world (over 150 percent) and may not be able to pay $1.2 billion in Eurobonds this month. As with the Iran sanctions, however, Hezbollah has a strategy to survive this domestic pressure, at least in the near term.

Instead of focusing on Iran's missile retaliation or future threats, the Supreme Leader used his latest speech to extoll the virtues of public unity behind the regime’s revolutionary goals. On January 8, Supreme Leader Ali Khamenei delivered his first public speech since the U.S. assassination of Qasem Soleimani and the subsequent Iranian missile strike on Iraqi bases housing American forces. As part of an address that touched on regional solidarity against the United States and other notable subjects, he spent considerable time claiming that Soleimani symbolized the Iranian people’s continued commitment to the revolution. In doing so, he indicated that popular support for the regime remains a crucial objective for Iran’s leaders, perhaps more so than issuing or acting on further military threats.

A week after Donald Trump was elected president in November 2016, Iran’s Supreme Leader Ali Khamenei played coy, remarking, “I have no judgment on the American election...[Both parties have been] naughty toward us.” Of course, his true reaction was far more complex. On one hand, he saw in the president-elect—who had spoken much of disentangling U.S. forces from the Middle East—a prospect of decreased military pressure on his country. On the other, he heard Trump’s raw vitriol directed at Iran’s leadership and the nuclear deal crafted by President Obama. The eventual U.S. withdrawal from the JCPOA demonstrated that the new president could back up his talk with punishing action. In this close analysis of statements by Khamenei and other Iranian leaders, former seminarian Mehdi Khalaji lays out the regime’s current views on President Trump and the United States. He shows that even after the American assassination of Qods Force chief Qasem Soleimani, Iranian leaders could be open to negotiating with Washington if they believe the regime’s existence depends on it.

To ensure that new protests, new sanctions, and new political leadership wind up helping rather than hindering Iraqi sovereignty, Washington must handle upcoming developments with great care. In the coming weeks, Iraq’s parliament may appoint a replacement for Prime Minister Adil Abdulmahdi. This is a very positive development, since the country’s sundry Iranian-backed militias would like nothing better than to keep the discredited leader under their thumb as an open-ended caretaker premier following his November resignation. In contrast, a new leader with a new mandate could get the government moving again, pass a budget, bring the criminals responsible for killing protestors to justice, and assuage angry protestors by making visible preparations for early, free, and fair elections—thereby remedying the results of the widely disparaged 2018 vote. Such is the political space that has opened up since the deaths of Iranian Qods Force commander Qasem Soleimani and Iraqi militia chief Abu Mahdi al-Muhandis earlier this month. For the United States, the challenge is how to support these changes without disrupting positive local dynamics.

31. The Status of Erbil-Baghdad Relations

In Iraq, politics is personal, and the politics of Baghdad-Erbil relations is no exception. Improvements and deteriorations in this relationship have largely been dictated by interpersonal dynamics, such as the rapport and mutual confidence between leaders. In May 2020, the Kurdistan Region’s major political parties played an unusually decisive role in having Mustafa Al-Kadhimi selected as the Prime Minister (PM) of Iraq. The Kurdistan Democratic Party and Patriotic Union of Kurdistan declared their support for his designation before he was officially nominated by the Iraqi President, Barham Salih. The Kurdistan Regional Government (KRG) leaders knew Al-Kadhimi personally and had enjoyed good working relations with him when he was the chief of intelligence. Importantly, they believed that demonstrating early support was a worthwhile investment that could help to extend the period of tension-free engagement between Erbil and Baghdad, similar to what they experienced with Al-Kadhimi’s predecessor, Adil Abdul Mahdi. After a period of frozen relations that followed the Kurdish referendum for independence in September 2017, Erbil-Baghdad relations regained a degree of normality in the run up to the 2018 elections and were further bolstered by the appointment of Adil Abdul Mahdi, a personal friend and close associate of many KRG leaders. In 2019, Baghdad agreed to send Erbil 12.67% of the federal budget; in return, the KRG agreed to offer Baghdad 250,000 barrels of exported oil per day. For various reasons, the KRG never delivered the oil or its revenue, and the Shia political parties exerted unbearable pressure on the PM to cut the KRG from the national budget altogether. Nevertheless, Abdul Mahdi’s government continued to send the Kurdistan Region its share of the budget. Negotiations continued, and both sides eventually reached a comprehensive agreement to resolve the revenue issues from the KRG’s oil sales and border crossing customs. These negotiations, as well as the implementation of previous agreements, were suspended upon the resignation of Abdul Mahdi’s government at the end of November 2019. Nevertheless, budgetary payments to the KRG, minus the calculated revenue from the agreed KRG oil exports, continued until April 2020 (total IQD 454b, c. $278m). Unexpectedly though, in the final few weeks of his premiership, Abdul Mahdi ordered the finance ministryto halt the delivery of the KRG’s public-sector salary payments.

It is possible to conflate the development of an autonomous region of northern Iraq with one in northeastern Syria; as a colleague on this forum noted recently, the Kurds in northeastern Syria have suffered, and continue to suffer, greatly. The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, seventh in the series, discusses Kuwait, a small, oil-rich country surrounded by big neighbors with which relations have often been uneasy. Its leader, Emir Sabah al-Ahmad al-Sabah, is ninety years old and apparently in fragile health. His immediate heir, half-brother Nawaf, is not much younger at eighty-two. More important, perhaps, Nawaf lacks the current emir's adeptness as a diplomat. In a Gulf region experiencing sharp tensions, Sabah's exit will remove a much-needed node of stability. Whoever ultimately takes the helm will have a substantial legacy to uphold.

36. Pursuing Sustainable Development under Sectarianism in Lebanon

The 2030 Agenda calls for inclusiveness, which can contribute to stability and peace as well as development in Lebanon. However, while Lebanon’s power-sharing model was instrumental in ending fifteen years of civil war, it is outdated as the country embarks on a process to achieve the 2030 Agenda and advance the seventeen Sustainable Development Goals (SDGs). Although sectarianism is impeding political processes and development in Lebanon, the SDGs can provide an opportunity for the country to address some of the political model’s limitations. Based on two weeks of field research, this paper explores how Lebanon is confronting challenges related to the environment, education, economic growth, poverty, and gender, all while hosting more than a million Syrian refugees. This paper is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. The project focuses on five case studies: the Gambia, Greece, Guatemala, Lebanon, and Myanmar. Implementation of the 2030 Agenda provides each of these countries an opportunity not only to buttress existing aspirations but also to build new partnerships that transcend traditional approaches.

As Donald Trump prepares to enter the presidency, many observers at home and abroad seek to anticipate the outlines of his foreign policy. This essay has a different purpose. Based on the rigorous definition of vital U.S. national interests that follows immediately below, [1] it proposes a prescriptive checklist of U.S. policy steps that would strengthen the domestic base of American external actions; reinforce the U.S. alliance systems in Asia and Europe; meet the Chinese and Russian challenges, while improving the quality of diplomatic exchanges with Beijing and Moscow; reshape U.S. trade policy; gradually pivot from the Middle East to Asia (but not from Europe); maintain the nuclear agreement with Iran; and confront international terrorism more aggressively, but with minimal U.S. boots on the ground in ungoverned areas and without nation building. This list attempts to take into account the President-elect’s public statements on foreign policy, but does not assume that all of them will be manifested after January 20. It rests squarely on the application of the Nixon/Kissinger national interest driven conceptual framework that refined American foreign policy five decades ago to current U.S. challenges and opportunities.

Like many countries of the MENA region, Morocco has witnessed one of the most vigorous and dynamic youth protest in its modern history during the so-called Arab uprisings. To face this unprecedented form of youth political action, the strategy of the State consisted in containing youth protest by a twofold policy: conducting constitutional reform and trying to de-legitimize the radicals. The Policy Brief analyses what impact this strategy may have had on youth activism in Morocco. It focuses on the way the Moroccan youth movement(s) is adapting to the response of the regime. Abstract:
Political activism in Afghanistan’s high schools is not new. Already during the 1960s and 1970s, the country’s new political parties identified schools and universities as ideal recruitment grounds. The New Leftist and Islamist parties had significant numbers of teachers among their ranks, a fact that gave them direct access to students and the moral authority to influence them. Moreover, there were few alternatives for political proselytising in a country without a working class or large trade unions, and in the presence of a government that tried to present the emergence of political parties. For these various reasons, it would make sense to look at how political organisations approach high schools in today’s Afghanistan.

Within these dynamics, religion as a mobilizing factor which, alongside sectarianism has emerged as a primary driving force for many of the ongoing conflicts. In addition, the deep crisis of the nation-state has released different dichotomies resulting in overlapping lines of confrontation that seem to be exploding all at once. The situation is exacerbated by the diminished leverage of global players on regional forces and regional players over national ones, thus significantly complicating the search for solutions.

After more than three1year deadlock, 2013 was marked by the attempt by Brussels and Ankara to restart the dialogue for Turkey’s accession to European Union. Two developments were remarkable in this process: the release of the most favorable Progress Report on Turkey since 2009, and the opening of the community acquis Chapter 22 on Regional Policy and Coordination of Structural Instruments. Regarding the former development, the European Commission underlined the positive steps achieved by Turkey and the pressing need for the EU to enhance its engagement with Turkey and revitalize the accession negotiations’ framework as the main way to promote EU sponsored reforms. As far as the latter development is concerned, the relevance of the opening of a new chapter cannot be overestimated as the political stumbling blocks, which led the negotiations to stagnation, have been kept untouched and are still far from solved. This policy update is intended to give account of the main issues connected with these developments and underline the reasons for why they have to be considered important steps forward but¬ the decisive ones.

There are several scenarios proposed as analysts examine Turkey’s upcoming presidential race. The Justice and Development Party (AKP) recently enjoyed a victory in local elections, and it is highly likely that Prime Minister Recep Tayyip Erdogan will capitalize on this victory by running for Turkey’s presidency in August. This is the first time in the Turkish republic’s history that the president will be elected by a direct vote of the of the people rather than by the parliament. This paper addresses several questions that would follow any announcement by Erdogan stating his intention to run for the presidency. First, there is the question of Gul’s fate if Erdogan will run for the presidency and whether or not some type of deal will be negotiated on the exchange of roles between the two. Second, there is a question of whether or not Erdogan will win the presidency in the first round of voting or be forced to a second round of voting in which all opposition parties will rally behind a single candidate. Finally, there is a question of what kind of president Erdogan will be if he wins and the nature of the presidency Turkey will see in the coming years.

Both parties to the Egyptian conflict have depended on the conflict to sustain their existence. As a result, the prospects for reconciliation between the regime and the main opposition force, the Muslim Brotherhood, are very slim. In the short-term, reconciliation appears to be entirely improbable. However, this does not mean that either camp is in a comfortable position. Despite the steadfastness of its street protests for over a year, the popular opposition movement appears to be no closer to displacing the regime than it was in the summer of 2013. For the regime, while there is undoubtedly a strong state apparatus behind Sisi, this has not enabled it to maintain stability nor to solve Egypt’s economic dilemmas and resolve the dramatic deterioration in the state’s ability to care for its people. Finally, controversy between various groups on the ground and tensions among opposition leaders suggest that the mood on the ground is inclined to move away from further escalation of the protests.

Emir Tamim has become the new ruler of Qatar after the abdication of his father, Emir Hamad Bin Khalifa al-Thani. The latter followed an independent foreign policy throughout his reign and sought good relations with all states, although Qatar's taking sides in the Arab uprisings have somewhat modified this position. Evaluating Qatar's foreign policy under Emir Tamim is difficult. In his upbringing Tamim was imbued with their vision of Qatar as an internationally oriented state. It would be very surprising if he were to backtrack on this basic thrust and withdraw Qatar internationally. Emir Tamim's Qatar will therefore likely continue to seek to extend the small state's influence throughout the region wherever and whenever possible.

Due to the specific history of Saudi Arabia, the export of religious ideologies has long been seen as an important tool of Saudi "soft power". Through a variety of institutions and actors, only some of which can be linked to Wahhabism or even to Islam, interactions between Saudi Arabia and the world are complex and diverse. While mechanisms aiming to export a conservative interpretation of Islam that have been labelled Salafism may be manifest, this policy brief intends to question the efficiency of such mechanisms for the dissemination of religious ideologies. In order to do so, it will first define Salafism. It will then highlight the diversity of this concept, in particular when it comes to its relations with the Saudi monarchy. This policy brief examines the paradox of Mizrahim (Arab Jews) supporting right-wing Israeli policies through a case study of the border town of Kiryat Shemona. Based on ethnographic research, it illuminates the enduring power of ethno-nationalism and demonstrates how it affects Mizrahi lives. Mizrahim became trapped by Israeli nation-building on the geographic and socioeconomic margins of the state positioned between the dominant Ashkenazi elite and the Palestinian population. Factors such as Mizrahim's partial inclusion in the nation; tensions between Jews and Arabs, and between the secular and the religious; the decline of the welfare state; and a shared perception of threats and dangers informed everyday nationalism in the town. Mizrahim contested Ashkenazi Israeliness through ethnic and transnational identifications and practices. Simultaneously, their support for the nation-in-arms and identification as "strong"and "civilised" reinforced the dominant logic of ethno-nationalism. Mizrahi support for right-wing militarism is likely to persist as long as national unity is used as a colonial practice by the centre. The inclusion of Mizrahim as equals together with other marginalised citizens would necessarily entail an Israeli Spring.

The Syrian revolution’s landscape, with several centers of political and military power rather than one unified center, seems to be accelerating towards a breakdown. A number of factors, including the path towards Geneva II, lukewarm US-Saudi ties, wider differences between the internal and external opposition and the formation of the Syrian Islamic Front, have contributed to this impending breakdown. If the opposition is able to form an interim government despite considerable uncertainties as well as despite the necessary link with and responsibility to the National Coalition of Syrian Revolution and Opposition Forces, it will provide a great opportunity to strengthen the relationship between internal opposition groups and those abroad. The most urgent challenge to the Syrian revolution today is enhancing confidence of all political and military powers in such a way that consensus is built on all levels. Anything short of that will render the revolution (militarily and politically) even more vulnerable to the changing winds around it.

The means for assessing political fissures in Iran are by nature very limited and have become even more so since the June 12, 2009, election. Independent studies and data on the Iranian public, such as opinion polling, are sparse and not useful, and the Iranian press follows very strict red lines in discussing politics. Western diplomats in Iran are also restrained from understanding the political environment due to the oppressively formal nature of relations with Iranian officials, who rarely discuss sensitive issues with their Western counterparts. The latter are thus forced to gather information anecdotally, in private meetings with business leaders, cultural elites, and journalists -- hardly a sufficient sample of Iranian society.

Iran has the most politically active youth among the 57 nations of the Islamic world. As the most restive segment of their society, Iranian youth also represent one of the greatest longterm threats to the current form of theocratic rule. Young activists have heavily influenced the Islamic Republic's political agenda over the past 13 years. After the 2009 presidential election, youth and women were the two biggest blocs behind the region's first sustained “people power” movement for democratic change, creating a new political model in the Middle East. The Islamic Republic has forcibly regained control over the most rebellious sector of society through mass detentions of young activists, expulsions from universities and widening the powers of its own young paramilitary forces. Nevertheless, the demands from young people have not changed over the past year, and their anger is boiling just beneath the surface. The regime also remains vulnerable because it has failed to address basic socioeconomic problems among youth. The impact of Iran's youth on the political, economic and social agenda of the country over the next 25 years is important for U.S. policymakers to consider when facing complex decisions in balancing Iran's nuclear program and its internal political turmoil.

In early September, three senior leaders of Jordan's Muslim Brotherhood (MB) resigned from the organization's executive bureau after it voted to dissolve the MB political department -- one of the few remaining components of the organization controlled by moderates. The resignations were a protest against not only the executive bureau's decision, but also the MB's increasingly close affiliation with Hamas. Today, the Jordanian MB is facing an unprecedented internal crisis, pitting the traditional moderate East Bank leadership -- Jordanians who are not originally Palestinian -- against the powerful pro-Hamas Palestinian-led element. Lately, these divisions have been aggravated by Hamas political bureau head Khaled Mashal's apparent efforts to exploit the shifting balance of power within the MB to further his own organization's agenda in Amman. Ironically, Jordanian authorities -- who have long prided themselves on managing the Islamist issue -- have done little to stem the tide.

On July 25, Iraqi Kurds go to the polls to vote in a joint parliamentary and presidential election. Although a heated competition in January produced massive change at the provincial level throughout the rest of Iraq, the electoral system produced by the incumbent Iraqi Kurdistan parliament prevents such sweeping changes in the north. Both the current coalition governing the Kurdish Regional Government (KRG) and the current KRG president, Masoud Barzani, will most likely be reelected. Despite the lack of change, the postelection period will create an opportunity for Baghdad, Washington, and the KRG to resolve outstanding issues that cause increased tension between Arabs and Kurds. The closure case against AK Party heralds a new era in Turkish politics marked by the increased intervention of the judiciary in politics. Inasmuch as the governing party enjoys support of half of the Turkish electorate, the case has harmed the image of Turkish democracy and consequently risks jeopardizing Turkey's quest for full membership in the EU. The overall reaction of the West to the case indicates that the Western political and intellectual elites avoid the conventional Islamist secularist dichatomy in interpreting Turkish politics. To-level EU bureaucrats have emphasized that closure would seriously jeopardize the process of membership. Abstract:
Female students with headscarf are currently prevented to enter the university in Turkey although there is no legal ground for such a ban. The ongoing controversy about the type of clothing for female students at the higher education institutions has become more intensified since the recent constitutional change in February 2008 to lift the de facto headscarf ban. The debate over this question revolves around whether headscarf is a religious attire or a political symbol, whether it should be banned to protect the secular foundations of the state or conversely allowed on the basis of individual freedom of religion as a corollary of secularism. The solution lies in the implementation of constitutional amendments without a further delay.

In the parliamentary elections of July 22, 2007, AKP (Justice and Development Party) won 47% of the votes, obtaining a very strong mandate to take issue with Turkey's outstanding problems. In the predominantly Kurdish east and southeast region, the AKP doubled its vote from 26% to 53%. The AKP seemed to have persuaded the Kurds thanks to the party's earlier moves to solve the Kurdish problem by granting more rights and freedoms as well as jobs and economic prosperity. Having started the negotiation process with the EU and obtaining such a strong mandate from the Kurdish voters, why did the AKP turn its back to the Kurdish issue? This can be explained with reference to three groups of factors working at the domestic, the EU and international levels.

Yemen presents a potent combination of problems for policy-makers confronting the prospect of state failure in this strategically important Red Sea country. It is the poorest state in the Arab world, with high levels of unemployment, rapid population growth and dwindling water resources. President Saleh faces an intermittent civil war in the north, a southern separatist movement and resurgent terrorist groups. Yemen's jihadi networks appear to be growing as operating conditions in Iraq and Saudi Arabia become more difficult. The underlying drivers for future instability are economic. The state budget is heavily dependent on revenue from dwindling oil supplies. Yemen's window of opportunity to shape its own future and create a post-oil economy is narrowing.

Nevertheless, passing the law marks only the beginning of a vital political transition that could lead to either a unified democratic state or a fractured sectarian country prone to foreign influence.

This paper aims to analyse the basic parameters of the new draft constitution in Turkey. Having outlined the radical amendments to the current Constitution in terms of both fundamental rights and state organs, the paper takes up the procedural and substantial criticisms directed against the draft Constitution. It also contains a number of policy recommendations for taking necessary measures to ensure the broadest possible participation of the Turkish people in the constitution making process. The paper concludes that adoption of the proposed constitution will remove the physcological obstacle to democratisation of the Turkish political regime by disproving the deeply embedded belief that civilians in Turkey cannot make a new constitution under truly democratic circumstances.

In addition to the protestors and Sezer, the courts and the Turkish military have weighed in against the AKP. Far from backing down, as Turkey's Islamists would have done in the past, the AKP has stepped up the pressure by introducing a constitutional amendment package that calls for direct presidential elections to replace the current system of voting in parliament. President Sezer could decide the fate of this package, but the political crisis will continue.

Abstract:
Tomorrow, around 400,000 Omani men and women are expected to vote in elections for eighty-five seats on the nation\'s Majlis al-Shura, or Consultative Council. Among the conservative Arab states of the Persian Gulf region, Oman -- a key U.S. ally and exporter of oil and gas, strategically positioned opposite Iran -- is often considered to be the most politically progressive, perhaps even evolving slowly toward a constitutional monarchy. But the country remains dominated by its ruler, Sultan Qaboos bin Said, and for now, the council is limited to advice on public services and infrastructure.

Abstract:
On October 21, Kurdistan Workers Party (PKK) operatives carried out an attack from northern Iraq into Turkey, killing twelve Turkish soldiers. This incident followed the killing of more than thirty people in recent weeks, including an incident in which the PKK pulled a dozen civilians off a public bus and shot them. The Turkish public has responded to the attacks by calling for incursion into northern Iraq to eliminate PKK camps there.
