Japan and Germany face an acute dilemma. China, a key trading partner for both nations, uses political warfare and economic statecraft to advance its interests. Like Germany, Japan has a strong SME economy and auto industry, and has dependencies on China. Yet Japan faces more risk due to its geographical proximity to China and territorial disputes. As global tensions grow, Japan is responding robustly by building economic security. Germany, together with the EU and other like-minded partners, should do the same.

Abstract:
The rising centrality of the Indo-Pacific is self-evident. What remains to be defined is the potential role the EU could play, notably as a security actor. Given capacity constraints, the EU’s objectives in the region should focus on credibility and on safeguarding shared interests – for example securing sea lines of communication, an objective also shared by Japan. Hard power remains the preferred language in the Indo-Pacific region. Australia unceremoniously dumping the French contract over US nuclear technology in the AUKUS affair, as well as India’s reluctance to take a position against Russia, a major provider of defence equipment, over its full-blown invasion of Ukraine demonstrate that being able to speak the language of power in a credible and reliable way takes precedence. While the EU will unlikely become a defence security provider à la the United States, it is now clear that it must evolve its global stance. The adoption of the EU Indo-Pacific Strategy and cross-references to it in the EU’s Strategic Compass represent an important milestone for bolstering its security and defence posture. The EU would do well to support its efforts to be a more credible security and defence actor in the Indo-Pacific by upgrading relations with its strategic partners, Japan in primis. Further operational, capabilities development, and industrial cooperation with Japan must be considered and reinforced by triangulation with other strategic partners in the region.

Trilateral cooperation among the United States, Japan, and South Korea has proved challenging over the years, owing largely to historical tensions. As a result, this project has sought perspectives from next-generation leaders of the three countries to define areas where targeted, flexible, and informal cooperative arrangements can provide clear mutual benefit to all. This issue brief calls for enhanced cooperation with likeminded allies and partners in order to counter shared challenges and advance mutual interests across the areas of security and defense, science and technology, and global public goods. Taken together, several essential themes emerge. Future cooperation should center on tackling shared challenges including addressing an increasingly belligerent China through proactive yet constructive methods. In the security and defense sector, the three countries should prepare for Chinese economic reprisals by forming a united front. With regard to S&T, to protect against authoritarian threats, including those presented by China’s increasing technological prowess, the three countries should utilize multilateral frameworks, like IPEF, as tools to ensure the safety and security of scientific research and data. For public goods, the trilateral partnership can diversify away from Chinese supply chains by ally-shoring and information-sharing with trusted allies. Given the historically fraught relationship between South Korea and Japan, the United States can act as a mediator to facilitate cooperation in areas of high benefit and low sensitivity. In security and defense, the trilateral partnership should address less-sensitive, shared security challenges, which include but are not limited to maritime incursions, crisis contingency planning, and cybersecurity. S&T can explore these new frontiers and safeguard free and fair principles for digital connectivity and data governance. Although public goods are less subject to domestic political pushback, the trilateral group’s actions are more likely to succeed if they are small, yet meaningful, such as implementing the democratic building blocks. Lastly, trilateral cooperation requires both top-down institutionalization and bottom-up support from the general populace. With respect to defense and security, trilateral summits at the head-of-state level must be coupled with gaining public support. For S&T, the private sector can help advance collaboration, while the public sector helps each country remain in the bounds of domestic feasibility to prevent regional conflict. With global public goods, long-lasting trilateral progress requires coupling high-level government dialogues with civil society engagements.

Growing distrust in East Asia, especially in the security arena, is increasingly critical as new and long-standing hotspots— including the Taiwan strait, Korean peninsula, East China Sea, and South China Sea—become more volatile. The need for confidence-building measures is clear, and a central tool of confidence building is defense transparency. The Defense Transparency Index (DTI), a project of the University of California’s Institute on Global Conflict and Cooperation, ranks six countries on their efforts to promote transparency in defense and national security, including the People’s Republic of China, Japan, the Democratic People’s Republic of Korea (DPRK), the Republic of Korea, and the major external powers most involved in the region—the United States and Russia.

In November of 2020, Australian Prime Minster Scott Morrison was the first head of government to physically visit Japan to meet with his new counterpart Yoshihide Suga since the latter’s assumption of office for the annual summit meeting of their bilateral strategic partnership. Commentators were surprised that Mr Morrison would travel internationally in the midst of the COVID-19 pandemic, but his determination to do so, enduring quarantine measures upon his return, was indicative of the high value that Australia ascribes to its “Special Strategic Partnership” with Japan. At a time of simmering strategic rivalr y in the Indo-Pacific region, Canberra places a premium on its close collaborative relationship with Tokyo, as both countries confront similar challenges in navigating the turbulent and unstable regional environment. It is in this context they affirmed their intent ‘to elevate bilateral security and defence cooperation under the Special Strategic Partnership to a new level.

Recommendations: The US, South Korea, Japan, and the EU can pool resources to level the playing field with China and offer new finance options for developing countries seeking to upgrade their communications and technology infrastructure. The US should look to the India and Vietnam model and help other nations develop domestic capacities that lower dependencies on Huawei and other foreign tech providers over time. Open RAN is no silver bullet to compete with China. Its potential will only be fully realized in the mid and long run, after high integration costs, security gaps, and other problems are worked out.

Japan and Korea—the United States’ two key allies in Northeast Asia—are both advanced industrial democracies facing similar constraints from a rising China and a nuclear North Korea. One would think that trilateral cooperation would be a cinch. Yet Japan and Korea have been at each other’s throats over simmering historical issues and differing approaches to China. Forging a trilateral alliance is highly unlikely. But strengthening cooperation is possible by focusing less on the military components of the alliance—i.e., providing extended deterrence—and more on new issues such as 5G, artificial intelligence (AI), and infrastructure, which can strengthen collective capabilities and make cooperation more appealing.

A joint statement by the United States and North Korea in June 2018 declared that the two countries were committed to building “a lasting and stable peace regime on the Korean Peninsula.” Such a peace regime will ultimately require the engagement and cooperation of not just North Korea and the United States, but also South Korea, China, Russia, and Japan. The 20th and 21st centuries will be remembered for many things, including primacy of the vast and seemingly endless seas and oceans. In this setting, the Indian Ocean Region (IOR) finds itself at the heart of the world map connecting distant nations through limitless waters. As a Northeast Asian island nation, Japan’s involvement with the Indian Ocean is heavily defined by virtue of its trade, investment and supplies from this region. Japan’s story in this reference dates back to the 17th century when a prominent Japanese adventurer, merchant, and trader, Tenjiku Tokubei sailed to Siam (Thailand) and subsequently to India in 1626 aboard a Red Seal ship via China, Vietnam and Malacca. Often referred to as the ‘Marco Polo of Japan’, Tokubei’s adventurous journey and account of his travels to India gained distinction also because he became perhaps the first Japanese to visit Magadh (which was an Indian kingdom in southern Bihar during the ancient Indian era).

Long gone are the days when Eastern Europe was Russia’s exclusive backyard. The last decade has witnessed the rapid expansion of political and economic ties between powers from the Middle East and Asia and East European states. While much of the analysis on the rise of these powers is usually focused on China and its One Belt One Road march across the post-Soviet world, the role of other Asian powers remains underexplored. Whereas China’s penetration of the region has been in the spotlight, Japan’s charm offensive to rekindle diplomatic, political and economic ties with Eastern Europe has tended to be overlooked. In the last five years, Japan has opened three new embassies in the region (in Armenia, Belarus and Moldova), Japan’s prime minster has paid the first official visit to Ukraine in the history of bilateral relations between the two countries and the Japanese foreign minister travelled to all three South Caucasus republics. More recently, in the midst of the Covid-19 pandemic Japan pledged to provide the flu drug Avigan to Georgia, Moldova and Ukraine free of charge. All this raises the question why, despite such a great geographical distance, Eastern Europe matters to Japan? The aim of this Brief is threefold. Firstly, to outline the place of Eastern Europe in Japan’s foreign policy and shed light on the drivers shaping Tokyo’s approach. Secondly, to assess Japan’s economic presence as well as the amount of development aid it has provided to East European states. Thirdly, to reveal similarities between Japan’s and the EU’s strategies in this region and ultimately, to identify areas of cooperative synergy.

Since the end of the Cold War, cooperative security became a catchphrase term used generally to describe a more peaceful approach to security through increased international cooperation. The cooperative security model essentially embraced four concentric and mutually reinforcing “rings of security”: Individual Security, Collective Security, Collective Defense, and Promoting Stability. In 1992, American strategists — Ashton Carter, William Perry, and John Steinbruner discussed cooperative security in terms of providing new avenues toward world peace, and argued, “Organizing principles like deterrence, nuclear stability, and containment embodied the aspirations of the cold war… Cooperative Security is the corresponding principle for international security in the post– cold war era.” Two years later, in 1994, former Australian Foreign Minister Gareth Evans described cooperative security as tending “… to connote consultation rather than confrontation, reassurance rather than deterrence, transparency rather than secrecy, prevention rather than correction, and interdependence rather than unilateralism.”

The US-Japan-Australia-India Quadrilateral Strategic Dialogue (QSD), or simply “Quad,” process continues to attract the attention of policy-makers, analysts, and scholars interested in the impact of this new and potentially significant alignment formation on the security dynamics of the Indo Pacific region. The reemergence of the Quad meetings in 2017 after their abrupt termination over a decade ago in 2007 has led analysts to wonder if it is now here to stay this time as an enduring additional component of the region’s multifarious security architecture. It has also animated a heated debate about its true nature and purpose, with commentators bitterly divided in their appraisal. Some believe it lacks real substance and cohesion, whilst others argue it has the portentous makings of a new military alliance aimed at containing the PRC. Nevertheless, despite prodigious efforts on behalf of the strategic commentariat, the actual substance and nature of the Quad itself remains enveloped by mixed signals, misapprehensions, and mischaracterizations. As Graeme Dobell recounts: ‘The Quad is more notable for the questions it provokes than the answers it offers.’

China is challenging the regional balance of power in East Asia through a military buildup and an increasingly assertive foreign policy. The US is forced to find the right balance between cooperating with China while benefiting from its economic rise, and countering China's regional reach by carrying out its self-declared "pivot" to Asia in spite of domestic and budgetary constraints. With just over one year in office, Japan's Prime Minister Shinzo Abe has received wide domestic support for his ambitious plans to revive Japan's economy through his threefold policy of Abenomics. At the same time, however, he has implemented a number of significant policies in the defence and security sphere. In response to China's military rise, the Abe administration increased and recalibrated the defence budget. Furthermore, in order to reinforce the alliance with the US, the government approved the creation of a US-style National Security Council, passed a Secrecy Bill, and aims to reverse Japan's self-imposed ban on exercising the right to collective self-defence. Under the banner of "proactive pacifism", the Abe cabinet is seizing the momentum caused by the changing regional power dynamics in order to edge closer towards "breaking away from the postwar regime". A proposed revision of Japan's constitution, unchanged since 1947, symbolizes the ruling Liberal Democratic Party's (LDP) objective to bring about a more autonomous role for Japan both in the security alliance with the US and as an international actor.

Speaking at Suntory Hall in Tokyo during his inaugural visit to the Asia-Pacific region as President of the United States, Barack Obama in November 2009 affirmed his Administration’s commitment to “an enduring and revitalized alliance between the United States and Japan.” Noting the impending 60th anniversary of the alliance, President Obama pledged to “deepen” the ties between Washington and Tokyo as a cornerstone of a broader strategy of reengagement with the region. At the same time, Obama cast the U.S.-Japan alliance in global terms, noting Japan’s “important contributions to stability around the world—from reconstruction to Iraq, to combating piracy off the Horn of Africa, to assistance for the people of Afghanistan and Pakistan.”

In 2010, two important documents on Japan's security and national defense policies were released under the Democratic Party of Japan (DPJ) government in Japan. One report is entitled “Japan's Vision for Future Security and Defense Capabilities in the New Era: Toward a Peace-Creating Nation.” This report was issued in August by the Council on Security and Defense Capabilities in the New Era, the Prime Minister's private council on national security and defense capabilities which is chaired by Shigetaka Sato— hereafter the Sato Report. The other is the “National Defense Program Guidelines, FY 2011-” that was issued by the Japanese government in December—hereafter the 2010 NDPG. The former is a blueprint of Japan's national security and defense strategy, the latter addresses the formal Japanese defense program guidelines for the next ten years. While the Japanese government is not legally bound by the Sato Report, since it is not the Japanese version of a National Security Strategy, a formal document issued by the US government, the 2010 NDPG does contain actual guidelines for building the defense capability of Japan. The overlap between the two documents represents the new directions of the Japanese security and national defense policies, and the gap between them illustrates the old restrictions that remain.

The ballistic missile defence (bmd) has been promoted as a means to counter the security concern posed by North Korea's missile and nuclear programmes. While these could threaten Japan in theory, the likelihood of an attack by North Korea is negligible as the consequences of such an action would compromise the survival of the North Korean regime. Conversely, an exaggerated response to North Korea's missile programme increases the risk of even further unpredictable provocations by North Korea. Other regional actors, especially China and even Russia, may counter Japan's increased defence readiness with even greater military presence in the region, leading to an exacerbation of regional tension. bmd, and intensified defence measures at large, will contribute to a perpetuation of rivalry between Japan and its East Asian neighbours, restricting Japan's diplomatic manoeuvrability and reducing its future policy options towards consolidating a regional security architecture. bmd should not be seen as a test case in the validity and future integrity of the us-Japanese defence alliance. Disparate political and cultural traditions aside, shared economic interests and values suffice to ensure the continuity of the alliance, which is not as fragile as recent media reports have suggested.

Celebrations in honor of the 50th anniversary of the Pugwash Conferences on Science and World Affairs are occurring around the world in 2007. National groups from Denmark to Russia, Sri Lanka to the United States, and Spain to Japan, are organizing events to commemorate the very first meeting, held in July 1957 at the home of Cyrus Eaton in Pugwash, Nova Scotia, and to remind the world of the ever-present threat posed by nuclear weapons.

Within a day of arriving at the United Nations John Bolton, the former lobbyist for Taiwan and advocate for one permanent seat on the Security Council, the United States, had cut a deal with the Chinese representative. China wants to stop an additional permanent Security Council seat for Japan. The United States had promised Japan its support in return for its loyalty over Iraq, but hated Germany more than it loves Japan. So the two agreed to thwart the attempt by the G-4 (Brazil, Germany, India, and Japan), to secure permanent seats during the current reform proposals.

At the start of 2003, the United States remains focused on fighting global terrorism in general even as it zeroes in on Iraq as the nexus of evil. But a number of factors in play today make international support for such a venture less effusive than in 1990-91, when the last anti-Saddam “coalition of the willing” formed. Many economies, including those of three of the four big financial supporters of the 1990-91 war — Japan, Germany, and Saudi Arabia — are weaker. Any war would be relatively more expensive. Suspicions about U.S. motives, fueled by the Bush administration's initial unilateralism, remain alive despite Washington's patient work in obtaining a UN Security Council resolution on new inspections. Germany has declared it will provide no forces; use of Saudi Arabian airbases to launch combat missions against Iraq remains unclear; and troop contributions, as well as moral support, from other Arab states such as Egypt and Syria may not materialize.

Since the end of the Cold War, U.S. and Japanese policy-makers have successfully reaffirmed the U.S.-Japan security alliance. Yet, even as they have done so, a series of events has revealed a deeper ambivalence in Japan about the terms of the alliance. These events began with the 1995 rape of a school girl in Okinawa by U.S. servicemen, focusing attention on the social costs to residents of hosting U.S. forces. In 1999 came North Korea's launch of a missile over Japan, raising doubts among many Japanese about their alliance partner's ability to protect them. Most recently, the outcome of the 2001 sinking of the Ehime Maru training ship by a U.S. nuclear sub seemed to many to sacrifice Japanese citizens' interests to those of the U.S. military. Taken independently, these developments may seem temporary set-backs to policymakers, but together they suggest that there is increasing impatience among Japan's citizens with the way the alliance is managed. This disconnect between the public and policymakers could, if untended, have serious implications for the U.S.-Japan alliance.

These differences persist and will likely be the cause of future conflicts; they have already caused strife among countries ringing the South China Sea. Central to these conflicts are the exclusive economic zones (EEZ) that extend 200 nm into the sea from coastal nations' baselines. Created by the UN Law of the Sea Convention, these zones attempt to accommodate coastal states' interest in controlling offshore resources and maritime powers' interests in maintaining freedom of navigation. But ambiguities in the Convention's language combined with coastal states' proliferating EEZ claims have created a tinderbox. The situation will remain volatile as long as the focus remains on jurisdictional disputes. But confidence-building efforts aimed more narrowly on practical navigation issues and managing “incidents at sea” offer a starting point for first bilateral and then multilateral agreements. A recent meeting of Asian countries on how to combat increasingly violent pirates in the region follows landmark prosecutions of those involve, but years of half-hearted action by coastal states. The International Chamber of Commerce has already called on ASEAN trade bloc nations to join China and Japan in signing the 1988 UN Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation (the Rome convention). It would allow pirates caught in seas beyond national maritime jurisdictions to be prosecuted as international criminals. However, 14 of the 16 countries at the Japanese-sponsored talks in Singapore last March have yet to sign. Findings will be presented to a high-level international conference between regional maritime security agencies and government shipping bodies in Tokyo this month.

On April 16, Israel officially notified the United Nations (UN) that southern Lebanon would be evacuated in accordance with UN Security Council Resolution (UNSCR) 425, adding further weight to the March 5, 2000, announcement by the Israeli cabinet that the Israeli Defense Forces (IDF) would "redeploy on the border with Lebanon by July 2000." Twenty-two years after the passage of UNSCR 425, Israel has decided to leave Lebanon unconditionally.
