1. Area C: From a Hub of the Israeli-Palestinian Conflict to a Space for “Creeping Peace”

Abstract:
Area C of the Occupied Palestinian Territories is a key hub of the Israeli-Palestinian Conflict claimed by Israelis and Palestinians and left under temporary Israeli responsibility by the Interim Agreement (1995). For almost three decades, Israel has been reducing the Palestinian living space in the area and deepening its hold, managing all planning and building processes, expanding settlement areas and so-called “state lands” and demarcating “military zones” and “nature reserves” for itself. The collapse of the peace process also encouraged the Palestinian Authority (since 2009) to act unilaterally on the ground. While Israel has assumed a “piecemeal” approach and sees Area C as a vital space for settlement and security, the Palestinians have taken a “holistic” approach, viewing the area as a necessary space for a contiguous and sustainable state. The campaign currently being waged on the ground perpetuates friction and a bloody struggle over land and infrastructure, distances the chance of a stable Israeli-Palestinian agreement, prevents development and construction for Palestinians, poses a tangible danger to nature and the environment, and deepens humanitarian and legal challenges of population expulsion and relocation. Turning this important area into a foundation for Israeli-Palestinian progress requires two types of policies – a reactive policy in the short term to prevent further deterioration, and a long-term policy of practical cooperation. In light of the new radical right-wing government’s policy advocating the de facto annexation of Area C to Israel, the pro-peace camp must take preventive measures: promote a campaign to “unmask” the government’s moves and intentions and expose the dangers of annexation as a fatal blow to Israel’s identity, security, and political and economic standing; expand demonstrations in conjunction with the overall protest against the new government’s anti-democratic policies; file objections to settlement construction and to harmful measures against the Palestinians. Down the line, Israel and the Palestinians must abandon their “zero sum game” approach and instead formulate joint systemic planning and promote positive steps in Area C: approve outline plans for Palestinian construction that were already submitted to Israel for approval, prevent crime and piracy, and promote joint projects with international and Arab assistance. These include solar power fields, agricultural and food cultivation areas, water and wastewater treatment facilities, and industrial zones. Advancing these measures without a political horizon will result, at most, in some specific improvement. On the other hand, advancing measures with a view to a political settlement – including the transfer of parts of Area C to the Palestinian Authority (PA) and the advancement of a comprehensive economic plan for the Palestinians – will lead to a real change, strengthen Palestinian ability and motivation to prevent terrorism, and make it possible to gradually advance the two-state vision based on the “Creeping Peace” strategy.

Abstract:
The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

3. Bankrupting Iran’s Empire of Terror

Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

4. Greater than the Sum of Its Parts: Abraham Accords Free Trade Area

The Abraham Accords provide an unprecedented opportunity to increase trade and investment among its members significantly by establishing a regional free trade area that would ensure progress toward their aspirations, preserve the integrity and stability of global markets, fuel growth, and constrain China’s predatory trade practices. Signatories to the accords committed to a shared vision of peace and prosperity and recognized that economic integration can enable members to achieve their long-term economic goals. The accords have paved the way for comprehensive partnerships on a variety of issues related to security, trade, investment, the environment, innovation, tourism, energy, and other key sectors. While the growth in bilateral trade is of great significance, the true transformative power of these peace agreements lies in expanding regional integration and cooperation. This is already underway. Israel concluded a Comprehensive Economic Partnership Agreement (CEPA) with the United Arab Emirates (UAE) in December 2022 and is currently negotiating a free trade agreement with Bahrain. Both will significantly accelerate economic development and provide incentives for others to follow suit. Israel's new foreign minister, Eli Cohen, recently stated that the volume of trade with Arab countries that normalized relations with Israel under the Abraham Accords in 2020 exceeded $2.8 billion dollars in 2022. While progress has been remarkable, its potential is far greater. According to RAND analysis of the potential of bilateral free trade agreements (FTA) between Israel and current signatories, the accords could create 46,000 new jobs and $24 billion in new economic activity for Israel's four partners. The benefits of a multilateral FTA encompassing current signatories would triple the overall benefit, creating more than 150,000 new jobs and new economic activity exceeding $75 billion. A multilateral FTA among an expanded number of potential signatories to the accords could create as much as 4 million new jobs and $1 trillion in new economic activity through 2030. This potential is not lost on the Chinese Communist Party (CCP). The CCP represents one of the most significant threats challenging the United States and its partners and allies. China’s state-directed economic policies, predatory lending, cyber intrusions, theft of intellectual property, illicit technology transfer and other coercive practices, industrial subsidies, and market access restrictions on key sectors of China’s economy constitute the most significant threats of the coming century. Several trends exacerbate the need for integrating markets aligned toward common goals. The global pandemic, the Russian invasion of Ukraine, Brexit, tariff tensions, political instability, protectionist policies, and regulatory uncertainty have threatened global trade by disrupting established supply chains and their underlying constellation of business models and trade relationships. As is often the case, these complex and interrelated challenges constitute an opportunity to realign our trade to safeguard the integrity of global markets and pursue US goals and objectives in collaboration with our partners and allies. The Abraham Accords offers just such an opportunity.

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Despite several attempts for decades to reach at a political solution between Israel and Palestine, Netanyahu and his supporters offer nothing but permanent oppression while Hamas has resorted to terror. Each party refers to their rights: The right to defend versus the right to self-determination. This attitude has resulted in an escalation of tensions over time that led to a massive loss of life since October 7, 2023, when Hamas killed 1,200 Israelis and Israeli forces have so far killed 11,000 mostly civilians in Gaza. If there is a solution, it can be none other than a political one agreed between the two parties and be supported by an evenhanded approach by the international community within the confines of international law.

Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. Prospects for a Saudi-Israel diplomatic breakthrough appear to have cooled lately amid Riyadh’s rapprochement with Tehran and domestic ferment in Israel. But a narrow focus on these obstacles misses deeper, more encouraging trend lines, including Saudi public receptivity to people-to-people contact already underway in business and sports. Crown Prince Muhammad bin Salman has stirringly referred to Israel as a “potential ally,” and the transformative post-oil future he is mapping out for the kingdom offers the promise of bilateral cooperation in commerce, high-tech, and tourism, among other sectors. Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

The Israeli-Palestinian peace process has been locked in a stalemate since the 2014 collapse of the US mediation initiative led by then-Secretary of State John Kerry. The relations between the parties have been all but severed and characterized by a series of crises and tensions that peaked over Israel’s 2020 West Bank annexation plan. While the Israeli-Arab normalization agreements removed the annexation idea from the agenda, this did not change the Israeli-Palestinian situation. Developments in recent months in the Israeli-Palestinian arena pose challenges and risks but also new opportunities and possibilities. Special attention should be paid to the impact of the May 2021 escalation, the deep crisis in the Palestinian Authority (PA), and the establishment of a new government in Israel. This paper maps the international discourse on advancing Israeli-Palestinian peace under the current conditions, and constitutes a follow-up to the paper we published in April 2021. It is based on a series of dialogues held by Mitvim Institute experts in August and September 2021 with European, American and Palestinian diplomats and experts, as well as UN officials, and also on a series of discussions among a team of Israeli experts formed by Mitvim.[1] The paper offers an analysis of the positions and perceptions of international actors regarding the effects of the latest developments on the Israeli-Palestinian arena, and their insights and conclusions about the feasible and desired measures that could be undertaken to advance Israeli-Palestinian peace.

Abstract:
On May 27, Iran seized two Greek tankers, named “Prudent Warrior” and “Delta Poseidon”, in the Arabian Gulf. Forces from the Islamic Revolutionary Guard Corps (IRGC) descended on the tankers and ordered them to sail to Bandar Abbas port. Onboard the tankers were 49 crew members. Greece described the operation as ‘piracy’. The seizure seems to be a reprisal for Greece’s role earlier in the month assisting the US impounding a Russian-flagged tanker transporting Iranian oil and carrying 19 crew.

18. The 2022 Israeli elections: Change, but no change

On 1 November 2022, Israelis will cast their votes to elect a new parliament for the 25th time since 1948. Between 1949 and 2019 (70 years), Israelis went to the polls 20 times. Each parliamentary assembly (Knesset) averaged 3.5 years. But between 2019 and 2022, Israelis voted four times. Each parliamentary assembly averaged only nine months. This brief examines some of the causes of Israel’s political turmoil and assesses whether it matters for two issues of European concern: Israel’s status as ‘democratic’ ally and the occupation of Palestine. Despite their evident shortcomings with regard to Israeli Arabs and Palestinians, we do not expect the Israeli elections of November 2022 to downgrade the country’s allied status across European capitals. Neither do we anticipate the Israeli elections to moderate the country’s policy of annexation in the West Bank and East Jerusalem. Our analysis suggests instead that future Israeli governments will maintain majoritarian Jewish rule and expects it to be propelled by a more unapologetic and repressive ethno-nationalism. This will lead Israel further down the path of exclusionary governance and large-scale human rights violations that risks backfiring in the long term. It will also further erode the moral credibility of the European Union, including the Netherlands, in the areas of human rights and accountability.

Abstract:
By dint of its position in the Arab and Muslim arena, Morocco is strongly committed to the Palestinian issue and the safeguarding of Jerusalem’s Muslim holy sites. Throughout its history, Morocco has served at times as a mediator between Israel and the Arab world and mobilized to help Israeli-Palestinian peacemaking within the framework of the Oslo process. Morocco has adopted a largely neutral foreign policy as a state seeking stability in the Middle East and North Africa and willing to help mediate regional conflicts. These efforts are notable in both the Palestinian arena and in the broader Middle Eastern and North African one. Israel takes a positive view of ties with Morocco, backed by the support of the large Moroccan Jewish diaspora living in Israel. Palestinian views of Morocco’s policy are mixed. Along with a positive perception based on recognition of Morocco’s commitment to the Palestinian issue, measured criticism is also being heard over its decision to advance normalization with Israel. Attitudes toward the normalization process are complex, including both criticism and support for the move. Morocco cannot set in motion and orchestrate the Israeli-Palestinian peace process, but it can help by providing conciliation and mediation and broad legitimacy for a consensual arrangement on Jerusalem’s holy sites.

Israeli-Emirati economic ties have been developing continuously since the 1990s, setting the stage for the recent Abraham Accords and the partnerships that have begun to flourish as a result. Since the signing of the Accords and the abolishment of the United Arab Emirates (UAE) boycott laws against Israel, many opportunities have presented themselves for both countries to benefit from the new trade partnership, in realms such as investment, tourism, real estate, and education. However, there are many cultural, structural, and political challenges that remain. This paper delineates the economic relationship as it existed before the signing of the Accords in terms of private sector security collaboration, technological partnerships, and the export of various goods, noting the opportunities that present themselves with the establishment of direct and legal ties. It then explores the various obstacles that have proven themselves problematic thus far, and goes on to investigate challenges that Israeli businesses will face when attempting to scale regionally, especially in light of the ongoing Israeli-Palestinian conflict.

Abstract:
On Friday, July 30, Iran targeted the Mercer Street oil tanker in the Northern Arabian Sea off the Omani port of Duqm, which was on its way from Dar es Salaam in Tanzania to Fujairah in the UAE, killing two crew members: a British and a Romanian. The Israeli ship was attacked by one or more drones. The attack came in two waves. The first wave was the bombing of the tanker with missiles carried by a normal drone. As the damage was limited, a larger suicide attack was launched on the dormitories of the ship's crew, with the aim of causing casualties, which actually resulted in the deaths of a British and a Romanian. The oil tanker belongs to the London-based Zodiac Maritime company, which is part of the Zodiac company owned by Israeli businessman Eyal Ofer. This is the second attack within the month of July, as the first one took place on July 3, targeting Csav Tyndall, which is also owned by Eyal Ofer.

Abstract:
On July 19, 22 and 25, Israel carried out three strikes in less than one week using surface-to-air missiles against Syria. These strikes are considered the first of their kind executed by the new Israeli "Bennett-Lapid" government. Although this type of strikes is not novel, the Russian reaction to it was different this time. The Russian Ministry of Defense engaged in the scene for the first time, sending indirect messages to Israel. This made analysts refer to a possible shift in the rules of engagement in Syria. The understandings between Moscow and Tel Aviv were based on Moscow turning a blind eye to Israeli fighters launching airstrikes in Syria against Iranian targets, in return for Israel not targeting Syrian regime forces or Russian forces, which provide direct support to the Syrian army against the armed opposition. The Russian position reflected a clear desire to weaken the Iranian military presence in Syria, particularly with the escalation of rivalry between Moscow and Tehran over economic and military influence there.

The Israeli ‘Walla’ news website published a report that Syrian President Bashar al-Assad has reorganized the deployment of military forces in Syria, and has restricted the movement of Iranian forces internally in order to prevent internal frictions and achieve peace and stability. Walla deems the change in Damascus’s stance towards Iran to be in response to the political, economic and military pressures implored on the former. The website has also indicated that the Iranian presence in Syria has also weakened for other reasons, including the continuous Israeli and US pressures on Iranian presence there. While there were no sources confirming such notions, considering the policies of regional and international powers’ concerning the Syrian crisis, there might be some truth to this notion, pushing Damascus to embrace such tactics.

The political and technical dimensions of granting or revoking nationality have recently escalated in several countries of the region. This is associated with a number of motives relevant to enhancing the state’s global position, as reflected in the UAE granting nationality to competent scientists, doctors, intellectuals, specialists and talented individuals, to encourage the flow of investment into the country. The Jordanian government adopted the same approach to improve the internal economic conditions. The Algerian government justified this course to confront terrorist operations and irregular migration that caused tensions in the relations with the EU countries. Furthermore, the Sudanese transitional government withdrew the Sudanese nationality by naturalization, especially from Syrians, as some were obtained through illegal procedures. Israel also passed the Law of Return this March in an attempt to enhance the demographic structure of the country.

Palestinian elections are on track to take place during the coming months – for the first time in over a decade. The EU and the US have a decisive role to play in ensuring the electoral process succeeds. In doing so, they can support Palestinian political renewal and improve prospects for a sustainable peace agreement with Israel. Within Hamas, moderates have gambled on elections. The movement – along with Fatah – is looking for new avenues for political engagement given the increasingly inauspicious regional and international context. The discovery of sizable natural gas reserves off the coasts of Cyprus, Egypt and Israel over the past decade has revealed a promising resource potential in the Eastern Mediterranean and at the same time challenges in converting part of this potential into exploitable commodities. The discovery of gas resources in the Eastern Mediterranean added a new layer of complexity to a region already marred with decades-old conflicts. Amid increasingly competitive gas markets the East Mediterranean Gas Forum (EMGF) offers a platform to coordinate efforts among the various players in the region to lower costs and improve regional integration. The author of this paper starts by providing a quick overview of the EMGF, its objectives and internal working mechanisms, and its first efforts to assess– with the aim of improving– prospects for monetization. The author then explores the geopolitical dynamics with a focus on mapping perceptions of threats emanating from various regional actors, as these dynamics have played a role in the establishment and membership of the Forum. In the third and last part, the author focuses on bringing offshore Eastern Mediterranean gas to market.

Among Israel’s many government ministries, one stands out in particular. It is small, its authority is limited, and many doubt its need. But it is tasked with realizing one of Israel’s greatest aspirations since its founding: Reshaping relations with the Palestinians and its other Arab neighbors through regional cooperation. The Ministry of Regional Cooperation was established in 1999 as a product of political bargaining. Then-Prime Minister Ehud Barak sought to find a job for Shimon Peres, the peace advocate whom he did not want as his foreign minister. Peres used the new ministry as a platform to advance his vision of a new Middle East, while Barak led an Israeli-Palestinian peace process.

Since the Palestinian division occurred in June 2007, the Gaza Strip has become a geographical area with a political and legal context different from the West Bank. The Gaza Strip is a small area in size, but a large one in problems. It is under the rule of Hamas, which is not recognized in the Arab world, nor internationally. After Hamas took control of the Strip, Israel imposed a comprehensive blockade and exposed it to four, long, destructive wars and dozens of smaller armed confrontations over 14 years. The policy of the suffocating blockade enforced by Israel, as well as the repeated wars and military attacks, have created an unprecedented humanitarian crisis and resulted in massive destruction of infrastructure and all economic sectors and activities.[1] The Gaza Strip is supposedly part of the territory of the Palestinian Authority (PA) and the future state, according to international resolutions and the Oslo Agreement signed between the PLO and Israel. However, as it is not geographically connected to the remaining Palestinian territory, and, since the Palestinian division in 2007 that brought it outside the control of the PA, and the failure of attempts at reconciliation and unity, the question is again raised: ‘What is the future of the Gaza Strip within the next five years?’

The Israeli strategy of attacking Iranian targets in Syria is not new. For example, Israeli Defence Forces (IDF) destroyed Assad’s nuclear reactor in 2007. Rus- sia has also been present in Syria for a long time, but until 2015, its presence was limited and it did not play a significant role in relations with Israel. Since 2015, however, the situation has changed sig- nificantly. Russian aviation and air defence began op- erating actively on the side of Assad’s regime. From the beginning, the media in both Russia and Israel hypothesized that the activation of Russian forces in Syria would interfere with the activities of the Israeli Air Force. Moreover, Israeli officials regularly voiced complaints that the Russians were actually interfering and hindering IDF operations in Syria. At the same time, the two sides have cooperated to a degree, enabling frequent attacks by the Israeli Air Force against targets in Syria affiliated with Iran. This Policy Brief offers a comparative analysis of Russian and Israeli interests in the context of the Syr- ian conflict. It contends that cooperation between the two countries has been a win-win situation for both sides, while having little influence on Russian-Israeli relations more generally.

Six years after the establishment of the Gaza Reconstruction Mechanism (GRM), people in Gaza continue to live on the brink of disaster as a result of 13 years of the Israeli blockade. The water, sanitation and health (WASH) sector remains significantly damaged, with Gaza facing the complete collapse of its wastewater treatment system. The reconstruction process is ongoing, but it is slow, costly, and hampers the humanitarian response. Six years after the establishment of the Gaza Reconstruction Mechanism (GRM), people in Gaza continue to live on the brink of disaster as a result of a 13 year blockade imposed by Israel. The water, sanitation and hygiene (WASH) sector remains significantly damaged, with Gaza facing a stark deterioration of available WASH services at the community and household level. The reconstruction process is ongoing, but it is slow, costly, and hampers the humanitarian response. The COVID-19 pandemic has severely aggravated existing vulnerabilities, including access to water and sanitation. This strongly impacts the daily lives of over 2 million people living in the coastal enclave, of whom 1.5 million – or 75% – have been identified as being in need of humanitarian assistance. Oxfam has recently reviewed the challenges associated with the GRM and its impact on the WASH sector in Gaza. Its findings reveal that these challenges are an obstacle to the reconstruction of WASH infrastructure (including operation and maintenance), hindering efforts to address the increased needs of people in Gaza. Donors and UN agencies should consider the needs of people in Gaza today. Rather than continuing with the GRM, they should explore how they can improve their engagement to be able to challenge the Israeli access restrictions, work towards economic development, ensure accountability within access mechanisms, and facilitate inclusive Palestinian participation to access mechanisms and the reconstruction of Gaza.

On October 21, Daily Sabah announced that an Israeli spy ring, consisting of 15 agents, was arrested in Turkey early in October. The Turkish newspaper affiliated with the Turkish government and JDP said that the spy ring targeted Israel's opponents in Turkey. A day later, the newspaper affirmed that one of the arrested agents collected information about Palestinians residing in Turkey, and about Turkish military industries. However, Ankara did not officially announce the news, while Israel denied the accusation. A few weeks earlier, the pro-Hamas Shehab News agency announced that seven Palestinian PNA and Mossad agents were arrested in Turkey allegedly for spying on certain Palestinian residents in Turkey.

• In the current geopolitical context, the Abraham Accords, which normalized Israel’s relations with the United Arab Emirates and Bahrain during the final months of the Trump administration, could prove destabilizing by lowering the bar for Israeli military action against Iran.1 • The destabilizing potential of the Abraham Accords will increase if talks to revive the Iran nuclear agreement collapse. This, in turn, suggests that revival of the accord, the Joint Comprehensive Plan of Action, remains important for U.S. security and regional stability. • By securing the JCPOA and supporting diplomacy between Iran and Saudi Arabia, the U.S. maximizes the viability and utility of the Abraham Accords as well as their compatibility with a new and more inclusive regional security architecture. But supporting only the Abraham Accords without reentering the JCPOA and encouraging multilateral dialogue among the Arab Gulf states and Iran could transform the accords from a potential strategic asset to a liability.

This essay by Dr. George Tzogopoulos, focuses on the multidimensional nature of Greek-Israeli relations. The understanding of the depth of these relations can explain why the two countries – along with Cyprus – are interested in coming closer. On the other hand, the effort of Israel and Turkey to normalize bilateral ties – already under way since 2016 – is a logical development that deserves attention. However, it is not related to the future evolution of Greek-Israeli collaboration. The evolution of Greek-Israeli relations in the last decade and trilateral Greece-Israel-Cyprus summits outline the common interest of the three countries to enrich their cooperation. Israel and Turkey have started since 2016 to normalize their relations. This is an ongoing process that has evolved in a period during which Greece, Israel and Cyprus charted a joint course in the Eastern Mediterranean. Israel and Turkey are expected to find a modus vivendi by agreeing on some issues and disagreeing on others. A potential Turkish-Israeli collaboration against Iran in Syria might pave the way for new synergies between Israel and Turkey. This is a highly controversial and complicated matter that entails risks for Ankara.

Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

If the latest U.S. effort winds up backing the Palestinians into a territorial corner from the outset, then Washington may not be able to move the process any closer to direct negotiations. The newly released U.S. peace plan marks a very significant shift in favor of the current Israeli government’s view, especially when compared to three past U.S. initiatives: (1) the Clinton Parameters of December 2000, (2) Secretary of State Condoleezza Rice’s “Annapolis Process” of 2007-2008, and (3) Secretary of State John Kerry’s 2013-2014 initiative. The message is clear: the Trump administration will no longer keep sweetening the deal with every Palestinian refusal, a criticism some have aimed at previous U.S. efforts. Yet the new plan raises worrisome questions of its own. Will its provisions prove so disadvantageous to the proposed Palestinian state that they cannot serve as the basis for further negotiations? And would such overreach enable Palestinian Authority president Mahmoud Abbas to sway Arab states who have signaled that they want to give the proposal a chance, convincing them to oppose it instead? If so, the plan may wind up perpetuating the current diplomatic impasse and setting the stage for a one-state reality that runs counter to Israel’s identity as a Jewish, democratic state. By granting Israel much more say over the sovereignty of a future Palestinian state and its ability to absorb refugees, the document may undermine the administration’s ability to build an international coalition behind its policies. President Trump’s “Peace to Prosperity” plan was presented as a departure from previous approaches—a notion that invited praise from its supporters (who saw it as a recognition of reality) and criticism from its opponents (who saw it as an abandonment of valued principles). The plan does in fact diverge from past efforts in fundamental respects, yet there are also some areas of continuity, and ultimately, the extent to which it gains traction will be subject to many different political and diplomatic variables.
