Abstract:
The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

3. Greater than the Sum of Its Parts: Abraham Accords Free Trade Area

The Abraham Accords provide an unprecedented opportunity to increase trade and investment among its members significantly by establishing a regional free trade area that would ensure progress toward their aspirations, preserve the integrity and stability of global markets, fuel growth, and constrain China’s predatory trade practices. Signatories to the accords committed to a shared vision of peace and prosperity and recognized that economic integration can enable members to achieve their long-term economic goals. The accords have paved the way for comprehensive partnerships on a variety of issues related to security, trade, investment, the environment, innovation, tourism, energy, and other key sectors. While the growth in bilateral trade is of great significance, the true transformative power of these peace agreements lies in expanding regional integration and cooperation. This is already underway. Israel concluded a Comprehensive Economic Partnership Agreement (CEPA) with the United Arab Emirates (UAE) in December 2022 and is currently negotiating a free trade agreement with Bahrain. Both will significantly accelerate economic development and provide incentives for others to follow suit. Israel's new foreign minister, Eli Cohen, recently stated that the volume of trade with Arab countries that normalized relations with Israel under the Abraham Accords in 2020 exceeded $2.8 billion dollars in 2022. While progress has been remarkable, its potential is far greater. According to RAND analysis of the potential of bilateral free trade agreements (FTA) between Israel and current signatories, the accords could create 46,000 new jobs and $24 billion in new economic activity for Israel's four partners. The benefits of a multilateral FTA encompassing current signatories would triple the overall benefit, creating more than 150,000 new jobs and new economic activity exceeding $75 billion. A multilateral FTA among an expanded number of potential signatories to the accords could create as much as 4 million new jobs and $1 trillion in new economic activity through 2030. This potential is not lost on the Chinese Communist Party (CCP). The CCP represents one of the most significant threats challenging the United States and its partners and allies. China’s state-directed economic policies, predatory lending, cyber intrusions, theft of intellectual property, illicit technology transfer and other coercive practices, industrial subsidies, and market access restrictions on key sectors of China’s economy constitute the most significant threats of the coming century. Several trends exacerbate the need for integrating markets aligned toward common goals. The global pandemic, the Russian invasion of Ukraine, Brexit, tariff tensions, political instability, protectionist policies, and regulatory uncertainty have threatened global trade by disrupting established supply chains and their underlying constellation of business models and trade relationships. As is often the case, these complex and interrelated challenges constitute an opportunity to realign our trade to safeguard the integrity of global markets and pursue US goals and objectives in collaboration with our partners and allies. The Abraham Accords offers just such an opportunity.

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. Prospects for a Saudi-Israel diplomatic breakthrough appear to have cooled lately amid Riyadh’s rapprochement with Tehran and domestic ferment in Israel. But a narrow focus on these obstacles misses deeper, more encouraging trend lines, including Saudi public receptivity to people-to-people contact already underway in business and sports. Crown Prince Muhammad bin Salman has stirringly referred to Israel as a “potential ally,” and the transformative post-oil future he is mapping out for the kingdom offers the promise of bilateral cooperation in commerce, high-tech, and tourism, among other sectors. Notwithstanding Riyadh’s deal with Iran, the Saudis and Israelis still share a common threat in the Islamic Republic and a common interest to address it. The key to a Saudi-Israel normalization agreement, writes Segal Executive Director Robert Satloff in this new Institute Policy Note, is the U.S. role. While cautioning that a “Sadat to Jerusalem” moment is unrealistic for Saudi Arabia and Israel in the near future, especially given competing priorities for Riyadh, he argues that President Biden could—if he so chooses—negotiate a historic three-way, win-win-win arrangement that not only establishes formal Saudi-Israel relations but also advances a range of important American interests.

Iranian drone strikes, as exemplified by the September 2019 attack against Saudi Aramco facilities, have jolted Middle East leaders and revealed Tehran’s long-range precision strike capabilities. The regime’s large and growing drone force, which can be used for reconnaissance or strike missions, now poses an existential threat to the Gulf states and a direct threat to Israel, as does its formidable missile force. Moreover, Iranian drones transferred to Russia have had a significant impact on Moscow’s war against Ukraine. In the bigger picture, advances in drone technology have produced an inflection point in aerial warfare—comparable to the introduction of manned flight more than a century ago—that has ended the guarantee of U.S. air superiority over its forces and bases. Abstract:
Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

On May 27, Iran seized two Greek tankers, named “Prudent Warrior” and “Delta Poseidon”, in the Arabian Gulf. Forces from the Islamic Revolutionary Guard Corps (IRGC) descended on the tankers and ordered them to sail to Bandar Abbas port. Onboard the tankers were 49 crew members. Greece described the operation as ‘piracy’. The seizure seems to be a reprisal for Greece’s role earlier in the month assisting the US impounding a Russian-flagged tanker transporting Iranian oil and carrying 19 crew.

On October 21, Daily Sabah announced that an Israeli spy ring, consisting of 15 agents, was arrested in Turkey early in October. The Turkish newspaper affiliated with the Turkish government and JDP said that the spy ring targeted Israel's opponents in Turkey. A day later, the newspaper affirmed that one of the arrested agents collected information about Palestinians residing in Turkey, and about Turkish military industries. However, Ankara did not officially announce the news, while Israel denied the accusation. A few weeks earlier, the pro-Hamas Shehab News agency announced that seven Palestinian PNA and Mossad agents were arrested in Turkey allegedly for spying on certain Palestinian residents in Turkey.

Abstract:
On July 19, 22 and 25, Israel carried out three strikes in less than one week using surface-to-air missiles against Syria. These strikes are considered the first of their kind executed by the new Israeli "Bennett-Lapid" government. Although this type of strikes is not novel, the Russian reaction to it was different this time. The Russian Ministry of Defense engaged in the scene for the first time, sending indirect messages to Israel. This made analysts refer to a possible shift in the rules of engagement in Syria. The understandings between Moscow and Tel Aviv were based on Moscow turning a blind eye to Israeli fighters launching airstrikes in Syria against Iranian targets, in return for Israel not targeting Syrian regime forces or Russian forces, which provide direct support to the Syrian army against the armed opposition. The Russian position reflected a clear desire to weaken the Iranian military presence in Syria, particularly with the escalation of rivalry between Moscow and Tehran over economic and military influence there.

Abstract:
The Israeli ‘Walla’ news website published a report that Syrian President Bashar al-Assad has reorganized the deployment of military forces in Syria, and has restricted the movement of Iranian forces internally in order to prevent internal frictions and achieve peace and stability. Walla deems the change in Damascus’s stance towards Iran to be in response to the political, economic and military pressures implored on the former. The website has also indicated that the Iranian presence in Syria has also weakened for other reasons, including the continuous Israeli and US pressures on Iranian presence there. While there were no sources confirming such notions, considering the policies of regional and international powers’ concerning the Syrian crisis, there might be some truth to this notion, pushing Damascus to embrace such tactics.

After urging the administration to invest in strengthening and expanding normalization with Arab states, he argues for gradualism on the Palestinian issue, rooted in mutual efforts on several fronts, including preventing the slide to a one-state reality, taking a differentiated approach to Jewish settlements, and encouraging a range of trust-building exercises. “The gradualist approach to Israeli-Palestinian peacemaking is not one of grand declarations, high-profile White House announcements, or flag-waving signing ceremonies,” explains Makovsky. “To the contrary, if it succeeds, it will emerge from hours of intensive consultation with Israeli and Palestinian interlocutors, as well as the coordinated input and support of key Arab, European, and international partners.” In the coming weeks, TRANSITION 2021 memos by Washington Institute experts will address the broad array of issues facing the Biden-Harris administration in the Middle East. This essay by Dr. George Tzogopoulos, focuses on the multidimensional nature of Greek-Israeli relations. The understanding of the depth of these relations can explain why the two countries – along with Cyprus – are interested in coming closer. On the other hand, the effort of Israel and Turkey to normalize bilateral ties – already under way since 2016 – is a logical development that deserves attention. However, it is not related to the future evolution of Greek-Israeli collaboration. The evolution of Greek-Israeli relations in the last decade and trilateral Greece-Israel-Cyprus summits outline the common interest of the three countries to enrich their cooperation. Israel and Turkey have started since 2016 to normalize their relations. This is an ongoing process that has evolved in a period during which Greece, Israel and Cyprus charted a joint course in the Eastern Mediterranean. Israel and Turkey are expected to find a modus vivendi by agreeing on some issues and disagreeing on others. A potential Turkish-Israeli collaboration against Iran in Syria might pave the way for new synergies between Israel and Turkey. This is a highly controversial and complicated matter that entails risks for Ankara.

Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

If the latest U.S. effort winds up backing the Palestinians into a territorial corner from the outset, then Washington may not be able to move the process any closer to direct negotiations. The newly released U.S. peace plan marks a very significant shift in favor of the current Israeli government’s view, especially when compared to three past U.S. initiatives: (1) the Clinton Parameters of December 2000, (2) Secretary of State Condoleezza Rice’s “Annapolis Process” of 2007-2008, and (3) Secretary of State John Kerry’s 2013-2014 initiative. The message is clear: the Trump administration will no longer keep sweetening the deal with every Palestinian refusal, a criticism some have aimed at previous U.S. efforts. Yet the new plan raises worrisome questions of its own. Will its provisions prove so disadvantageous to the proposed Palestinian state that they cannot serve as the basis for further negotiations? And would such overreach enable Palestinian Authority president Mahmoud Abbas to sway Arab states who have signaled that they want to give the proposal a chance, convincing them to oppose it instead? If so, the plan may wind up perpetuating the current diplomatic impasse and setting the stage for a one-state reality that runs counter to Israel’s identity as a Jewish, democratic state. By granting Israel much more say over the sovereignty of a future Palestinian state and its ability to absorb refugees, the document may undermine the administration’s ability to build an international coalition behind its policies. President Trump’s “Peace to Prosperity” plan was presented as a departure from previous approaches—a notion that invited praise from its supporters (who saw it as a recognition of reality) and criticism from its opponents (who saw it as an abandonment of valued principles). The plan does in fact diverge from past efforts in fundamental respects, yet there are also some areas of continuity, and ultimately, the extent to which it gains traction will be subject to many different political and diplomatic variables. Israel and the European Union (EU) have built a special, strategic relationship over decades, since the 1960s. Following centuries of war, two world wars, tens of millions dead and destruction across the continent, the EU can be declared as the most successful expression of Europeans’ aspiration for peace and prosperity. With a population of 450 million, the EU is not only Israel’s biggest trade partner, it is also the biggest and most generous aid donor to the Palestinian Authority (PA), without which Israel would be forced to allocate extensive budgetary resources for the PA’s preservation and its commitments. Moreover, a large part of the Jewish people in Israel and the Diaspora has its roots in Europe. Many Israelis aspire to the continent’s standards of moral and cultural values and to its political systems. At the same time, many in Europe see Israel and the Israelis as members of the European family. Agreements on economic, trade, science, and other matters of vital value to Israel have been signed over the years within the framework of the special relationship that has developed with the EU.

Given past developments, the UAE’s and Israel’s recent announcement of normalization in exchange for shelving annexation plans should come as no great surprise, even if the timing was unexpected. There remains, however, frequently understated differences between one aspect of this relationship often assumed to be a common denominator: Jerusalem’s and Abu Dhabi’s perspectives on Iran. Understanding and accommodating these differences will be critical issue for a lasting relationship between the two countries, with the Israeli government in particular needing to acknowledge the differences as well as similarities between the two sides. It is no secret that Israel and the UAE see Iran as a common enemy; both countries have worked together covertly for years to prevent Iranian hegemony in the Gulf and Middle East at large. Since the beginning of their unofficial relationship several decades ago, the two countries have improved their intelligence-sharing and military relations, strengthened their diplomatic ties behind the scenes, and worked to improve their readiness for Iranian threats across the board. President Trump’s recent decisions to withdraw troops from parts of the Middle East region and the world at large have further catalyzed development of Israel-UAE relations in anticipation of weakened direct support from the United States.
