Abstract:
Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

Jakarta’s domestic politics make normalization unlikely despite years of positive signals, but the United States should nevertheless urge it to consider incremental, mutually beneficial steps toward rapprochement with Jerusalem. On October 29, Secretary of State Mike Pompeo will briefly visit Jakarta for discussions with Indonesian president Joko Widodo—popularly known as Jokowi—and Foreign Minister Retno Marsudi. Topping Pompeo’s agenda will undoubtedly be the U.S. effort to organize Asian allies around resisting China’s increasing assertiveness in and beyond the region. But Jakarta is also relevant to another Trump administration foreign policy priority, one that has taken on an increasingly high profile in the run-up to the U.S. election—normalization with Israel. Indonesia is one of thirty countries worldwide that do not recognize the state of Israel, and one of three in Southeast Asia. But unlike Malaysia, whose leaders have espoused virulent anti-Semitism, and tiny Brunei, Indonesia has a history of positive (albeit inconsistent) signals toward Israel, raising hopes that movement toward normalization may be possible even if it is not imminent.

The breakdown of state structures and the wider regional political order has resulted in a complex tapestry of conflict throughout the Middle East that is likely to produce a continued period of volatility and violence for several years to come. This is because there are numerous dynamics at play that are competing with one another across various levels. Within these dynamics, religion as a mobilizing factor which, alongside sectarianism has emerged as a primary driving force for many of the ongoing conflicts. In addition, the deep crisis of the nation-state has released different dichotomies resulting in overlapping lines of confrontation that seem to be exploding all at once. The situation is exacerbated by the diminished leverage of global players on regional forces and regional players over national ones, thus significantly complicating the search for solutions.

This policy brief examines the paradox of Mizrahim (Arab Jews) supporting right-wing Israeli policies through a case study of the border town of Kiryat Shemona. Based on ethnographic research, it illuminates the enduring power of ethno-nationalism and demonstrates how it affects Mizrahi lives. Mizrahim became trapped by Israeli nation-building on the geographic and socioeconomic margins of the state positioned between the dominant Ashkenazi elite and the Palestinian population. Factors such as Mizrahim's partial inclusion in the nation; tensions between Jews and Arabs, and between the secular and the religious; the decline of the welfare state; and a shared perception of threats and dangers informed everyday nationalism in the town. Mizrahim contested Ashkenazi Israeliness through ethnic and transnational identifications and practices. Simultaneously, their support for the nation-in-arms and identification as "strong"and "civilised" reinforced the dominant logic of ethno-nationalism. Mizrahi support for right-wing militarism is likely to persist as long as national unity is used as a colonial practice by the centre. The inclusion of Mizrahim as equals together with other marginalised citizens would necessarily entail an Israeli Spring.

“Decide when it is time to decide, draw a conclusion, don't postpone; this is the type of politics I want to create.” Prime Minister Yoshihiko Noda made this declaration in a press conference on June 26 immediately after the passage of the consumption tax-hike bill in the Lower House of the Diet. Noda's conviction to pass a tax increase had a political cost: 57 lawmakers of the ruling Democratic Party of Japan (DPJ) voted against the bill, while 15 DPJ members abstained. Former DPJ president Ichiro Ozawa, who leads the anti-tax-hike movement, and his followers created a deep rift within the ruling party over the tax legislation and subsequently damaged Noda's political power base by defecting from the party on July 2.

When the Democratic Party of Japan (DPJ) kicked the Liberal Democratic Party (LDP) out of power in 2009, there was some sense of hope amongst the Japanese that things would change. If nothing else, the Japanese hoped that the DPJ would bring new ideas to tackle some of the country's ongoing problems. Reality soon proved otherwise. Not only has the DPJ quietly abandoned many of its campaign pledges, it has proved just as incapable at resolving ongoing problems. Seventeen months into a DPJ-led Japan, Prime Minister Naoto Kan faces a number of domestic problems that threaten his government's survival. The unfortunate result is another expected turn of the revolving door that is the Japanese premiership.

The recent elections for the lower house of Japan's Diet herald the end of the Liberal Democratic Party's (LDP) domination of Japanese politics. The winner, the Democratic Party of Japan (DPJ), aims to thoroughly reform the way the country is governed. The strategic goals of the DPJ's reform agenda are to shift the locus of policy-drafting away from civil servants to the legislature, and to bring the latter firmly under the control of the Prime Minister's Cabinet. In order to be able to work towards its strategic goal, the DPJ needs tactical victories to maintain its popularity with the electorate. The climate negotiations' high profile makes domestic climate policy a natural area for the DPJ to differentiate its political brand from that of the LDP. Just as with governance reform, the DPJ has time and again asserted its commitment to pro-active climate goals both in pre-and post-electoral speeches, at home and abroad. Therefore it is very likely to continue pouring political capital into this policy area. The division between major ministries about how to formulate Japanese climate policy presents a willing Cabinet with structural advantages to assert its leadership successfully. The wider reforms currently being implemented further strengthen the new government's position. There are some factors that might limit the ability of Japan's new leadership to fight climate change. These include how their relationship with domestic media outlets shapes their approval ratings, how the positions of other stakeholders develop, how other electoral promises conflict with the new climate platform, and how the climate negotiations progress on the international level.

During the first eighteen months following its January 2006 electoral victories, Hamas took an incremental approach toward official integration into the Palestinian Authority (PA) and the Palestine Liberation Organization (PLO). Since its takeover of Gaza in June 2007, however, Hamas has changed tactics and imposed an independent, authoritarian regime. After an initial period of calm, there are increasing signs of public discontent over the faction's nascent rule. Yet, Hamas has a near monopoly on the means of force -- its disciplined and well-organized security forces have managed to control Fatah-led disturbances. The group will continue to consolidate its rule in Gaza unless PA officials in the West Bank initiate a clear strategy aimed at the long-term restoration of authority there. Without such an effort, Hamas will further undermine the legitimacy of President Mahmoud Abbas and Prime Minister Salam Fayad, limiting their mandate to negotiate on behalf of all Palestinians at the planned international peace conference this fall.

Taken together, the kidnapping on Sunday of an Israel Defense Forces (IDF) soldier and the signing on Tuesday of an agreement among Palestinian factions to create a unity government for the Palestinian Authority (PA) suggest that significant seismic forces may be developing within Hamas that may have a decisive impact both on the organization's solidarity and on the future course of Israeli-Palestinian relations. While the unity agreement itself has little significance beyond internal Palestinian politics—it is a nonstarter for the Israelis and represents a major retreat from previous Palestinian positions—its importance lies in the fact that it highlights the possible emergence of a fissure within the Hamas organization between its internal leaders, headed by Palestinian prime minister Ismail Haniyeh, who experience the brunt both of popular concerns and Israeli reprisals, and its external leaders, chief among them Damascus-based Khaled Mashal, who are free of these constraints and therefore able to insist on more maximalist positions. However, in signing this agreement—apparently without full consultation with, or the approval of, the Damascus contingent—the Hamas leaders in the territories have signaled both their independence and their intention to embark on a more pragmatic path than that preferred by Hamas's more ideological external elements. Indeed, the timing and nature of the attack seems to have been specifically intended to disrupt the effort to agree on a unity government with Palestinian president Mahmoud Abbas, and thereby, the possible emergence of a more moderate Hamas strategy.

Palestinian Authority (PA) president Mahmoud Abbas's surprise May 25 announcement that he would call for a national referendum should Palestinian factions fail to reach agreement during their national dialogue was wrongly interpreted as a peace plan by many in the press. The document Abbas threatened to put to a popular vote is intended to quell the daily gun battles, kidnappings, and assassination attempts among rival armed groups in Gaza. However, since each party will interpret the document to affirm its own interests, the vague language on relations with Israel could be interpreted either as advocating a one-state solution that would eliminate prospects for peace or as recognizing a two-state solution. Abbas and Fatah may view the “national accord,” negotiated earlier in May among prominent prisoners in Israeli jails, as a means of forcing Hamas into a corner on negotiating with Israel, but the text of the document much more closely resembles Hamas's own political program. On March 16, 2006, Yaron Deckel and David Makovsky addressed The Washington Institute's Special Policy Forum. Mr. Deckel is a leading political analyst in Israel and Washington correspondent for Israel Television and Israel Radio. Mr. Makovsky is a senior fellow and director of the Project on the Middle East Peace Process at The Washington Institute. Mr. Makovsky's remarks were released in PolicyWatch no. 1086, “The Shape of Israel's Election Race.” The following is a rapporteur's summary of Mr. Deckel's remarks. In several recent interviews with the press, Israeli acting prime minister Ehud Olmert articulated a specific agenda for disengagement and the evacuation of thousands of additional settlers from the West Bank, distinguishing his campaign from the vague promises that have characterized past Israeli elections. Ariel Sharon campaigned in 2003 on eventual “deep and painful” future concessions, but did not specifically address disengagement until after the elections. It is therefore important to evaluate the prospect that Kadima will head the next government and what policies it would likely follow if in power.

27. The Shape of Israel's Election Race

In a surprise move prior to Israel's March 28 election, Acting Prime Minister Ehud Olmert unveiled a proposal that Israeli settlers be consolidated into West Bank settlement blocs largely adjacent to the Green Line. A week after the announcement, Israeli public reaction suggests his gamble seems to have paid off. According to a Yediot Ahronot poll released on March 17, Israelis favor Olmert's unilateralist proposal by a margin of 52 percent to 45 percent. Moreover, Olmert's poll standing was not negatively impacted by the proposal, despite the fact that it could mean the removal of an estimated 60,000 settlers from dozens of settlements scattered across the larger part of the West Bank outside Israel's security barrier. (Inside the Israeli security barrier, there are approximately 193,000 settlers, mostly in blocs, in the 8 percent of the West Bank largely adjacent to the pre-1967 boundaries. By comparison, President Clinton's final proposal in 2000 involved Israel keeping 5 percent of the land.) An Olmert security advisor and former Shin Bet head, Avi Dichter, says the Israel Defense Forces (IDF) will not be withdrawn from the West Bank. Olmert was able to use his commanding lead to answer critics who say that the new party leader lacks Ariel Sharon's track record and therefore the authority to ask the public to trust his decisions. In the March 17 poll, Olmert's Kadima stood to win 39 seats in the 120-seat Knesset; Labor was polling at 19 seats and Likud, 15 seats. Olmert's standing was undoubtedly assisted by Israel's March 15 operation to seize from a Jericho prison the assassins of Israeli cabinet minister Rehavam Zeevi. Olmert hopes the operation will burnish his security credentials and undercut Netanyahu's argument that he is uniquely tough enough to challenge Hamas. (Olmert needs to be concerned about the 22 percent of Israelis who are undecided—the equivalent of twenty-five Knesset seats.)

Abstract:
Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

With just over two weeks left before January 25 Palestinian legislative elections, the mainstream Fatah movement remains bitterly divided, with some of its key factions advocating the postponement of elections and others demanding that voting be held as scheduled. Having publicly aired its internal problems over the last weeks rather than developing a clear campaign message, Fatah is unlikely to win more than 40 percent of the seats in the next Palestinian Legislative Council (PLC). Even though the question of Israel allowing voting in East Jerusalem now seems resolved, it remains to be seen whether elections will take place. If they do proceed, Fatah is certain to lose its monopoly on the Palestinian Authority and will require a coalition to form the next government.

The Middle East is immersed in its worst crisis in years following the capture of three Israeli soldiers by the Palestinian Islamic Resistance Movement (Hamas) and Lebanese Party of God (Hizbollah) in late June 2006 and early July, Israel's comprehensive offensive throughout the Gaza Strip and Lebanon, and the daily firing of rockets deep into Israel. And horrific as it is, the current toll of death and destruction could reach entirely different proportions should a new threshold be crossed – a Hizbollah rocket that strikes a chemical plant or a heavily populated area in Tel Aviv or Haifa, an Israeli bombing raid resulting in massive casualties, a major ground offensive, or the expansion of the war to Syria or Iran. A political solution to the twin crises of Lebanon and Palestine must be the international community's urgent priority. Waiting and hoping for military action to achieve its purported goals will have not only devastating humanitarian consequences: it will make it much harder to pick up the political pieces when the guns fall silent.

Former Israeli prime minister and recently resigned finance minister Benjamin Netanyahu won the Likud leadership primary on December 19, beating the foreign minister, Silvan Shalom, by a margin of 45 percent to 33 percent. Netanyahu returns to the leadership of Likud, which he vacated after his loss in the 1999 election. Netanyahu's victory comes a day after Israeli prime minister Ariel Sharon suffered what his doctors called a mild stroke; he was released from the hospital within forty-eight hours. At seventy-seven, Sharon already shares the record for the oldest Israeli prime minister; David Ben-Gurion was seventy-seven when he resigned in 1963. Sharon turns seventy-eight in February.

On June 24, 2005, Aviezer Ravitsky, a professor at Hebrew University of Jerusalem and an expert on religious Zionism, addressed The Washington Institute's Special Policy Forum. The following is a rapporteur's summary of his remarks. The impending Israeli disengagement from the Gaza Strip and four settlements in the northern West Bank threatens the ideological foundations of many settlers. This is particularly true for religious settlers, most of whom view Israeli habitation of the West Bank as the fulfillment of a biblical mandate initiated by the Hebrew patriarchs. The fact that Prime Minister Ariel Sharon, a prime architect of the settlement movement during his tenure as housing minister in the late 1970s, unilaterally proposed the disengagement epitomizes what many settlers see as their abandonment by the political establishment. They fear that Israel will eventually withdraw from most, if not all, of the West Bank. That prospect threatens to undermine the cause of the national-religious camp in Israel, which has championed the settlement movement above all else since Israel assumed control over the territories in 1967.

Changes in Japan's party system offer new hope for Japan's long-delayed economic reform as the axis of voting power accelerated its shift to the urban areas. The upcoming Upper House1 elections will provide another opportunity to see how far these changes have come and how permanent they are. The Liberal Democratic Party (LDP) has dominated post-war Japanese politics due to the party's overwhelming support in Japan's declining rural areas. The LDP's iron grip on the rural vote has created and been maintained by a nexus of interests between LDP politicians, favoured construction companies and rural voters. This rural public works "glue" has been one of the main reasons the Japanese government has been unable to address its drastically declining fiscal position. The political power of Japan's small farming sector also explains why Japan's bilateral and multilateral free trade diplomacy has not progressed. The November 9 Lower House election results and the rise of a real alternative to the LDP promise to help Prime Minister Koizumi's three-year fight to "modernise" the LDP and make it more appealing to urban and younger voters. November 9's results also suggest that if Koizumi loses this intra-LDP battle, then in the next Lower House elections the LDP will lose. So whether Koizumi is successful or not, economic reform chances in Japan have been boosted. Australia's largest trading partner is better placed for free trade talks bilaterally and globally and to address its worrying fiscal situation, the largest threat looming over Japan's future prosperity.

Prime Minister Ariel Sharon's short visit to India in early September, the first by an Israeli prime minister, highlighted the dramatic expansion in a relationship that started only 12 years ago. Before Sharon's early departure because of two suicide bombings back home, ministers from both countries signed six agreements covering visa requirements, environmental protection, combating illicit drug trafficking, and an initiative to begin an educational exchange program. The accent, however, was on the rapidly growing military supply relationship. Balancing its relations with Israel and its still important ties with the Muslim Middle East, especially its major oil suppliers, will be a growing challenge for India's policymakers.

Urgent regional matters — such as Iraq and the Arab–Israeli peace process — will dominate the agenda during Egyptian president Hosni Mubarak's visit to Washington this week, while Egypt's transition to a free-market economy and U.S.– Egypt trade ties will also receive attention. Egyptian domestic politics, however, will register little, aside from U.S. frustrations over anti-Semitism in the Egyptian press and concern about the status of Egypt's Coptic Christians. Although the regime appears quite stable, having secured a "victory" in its 1990s conflict with violent extremist groups, the state of political reform in Egypt, America's most important Arab ally, merits a closer look. That is because Egypt's long-term economic reform — in which Washington has invested so much — can succeed only if accompanied by meaningful political liberalization.

In recent weeks, a simmering debate between the two major power centers in domestic Lebanese politics has spilled into public view. This debate pits newly installed Prime Minister Rafiq Hariri, who represents those who want Lebanon to take advantage of Israel's withdrawal from southern Lebanon to focus on internal stability, economic reconstruction and securing foreign investment, against Hizballah leader Shaykh Hassan Nasrallah, who — with the support of Syria and Iran — champions maintaining Lebanon's role on the front line of the ongoing revolutionary resistance against Israel. This tension was described in the Lebanese newspaper an-Nahar as the choice between "Hanoi" (Nasrallah) and "Hong Kong" (Hariri). The formation of a national unity government in Israel today, by a vote 72 to 21, is a triumph for Ariel Sharon. First, he seized the initiative. After his landslide victory a few weeks ago, Sharon did not engage in classic Israeli bargaining tactics in dealing with his Labor Party rivals, but rather caught the defeated and divided party off balance by immediately offering them top cabinet positions in the desire to cement a unity government. Sharon was not intoxicated by the breadth of his victory, but rather followed through on his campaign commitment. Sharon realizes that it is also good politics. According to Gallup's poll taken last week, the Israeli public favors the establishment of such a government by an overwhelming 79 to 14 margin.

The Israeli people spoke in the most dramatic and convincing fashion. Viewed in the U.S. context, Ariel Sharon won a larger share of the vote — 62.5 percent — than any presidential candidate in history. Essentially, Israel voted to express one word: "enough!" — enough violence, enough concessions, enough perception of weakness. They were particularly voting against Barak, both personally and against the policies that characterized his government (dating not only to Camp David but as far back as the earliest days of his cabinet). Certainly, much of yesterday's vote was against Barak more than it was a vote for Sharon; just as Barak's 1999 landslide was less a vote for him than it was a vote against Bibi Netanyahu; just as Netanyahu's 1996 squeaker was less a vote for him than it was a vote against Shimon Peres. Now it's Sharon's turn.

The deadline has now passed for Ehud Barak to step aside in favor of rival Shimon Peres in Israel's prime ministerial face-off next Tuesday, February 6, against Likud leader MK Ariel Sharon. Analysts have already written off this election for Barak, as Sharon's lead in the polls has barely budged from a 16 to 20 point margin over the last two months. Given that Barak won a landslide victory by a 12.1 percent margin less than two years ago, the scope of his probable defeat is striking — perhaps the most lopsided electoral debacle since Menachem Begin's Herut lost to the Labor forerunner Mapai in 1959 by a margin of 24.7 percent. Barak's electoral free-fall is especially remarkable given that his opponent is someone long regarded as unelectable, due to his advanced age, right-wing political views, checkered past, and evident discomfort with the new media age. Nevertheless, Barak has pressed on, insisting that the real campaign has only just begun. His decision to stay in the race has heightened speculation that he may plan on joining a Sharon-led "national unity government," despite carefully worded protestations to the contrary.

Senior Palestinian officials this week rejected US President Bill Clinton's peace proposals. All the Palestinian factions have now rejected the proposals designed to end the conflict with Israel. This is a sign of the overwhelming domestic pressure Palestinian leader Yasser Arafat is under. However, his position remains one of conditional acceptance as he awaits further US interpretations and clarifications. Arafat's conditional acceptance of the US proposals is an attempt to improve his diplomatic position. He hopes to make use of the enhanced Arab engagement in the Palestinian-Israeli peace process to improve on the terms of a future peace agreement. This will be essential if he is to win domestic approval of any deal.

Although the latest effort at détente could ultimately abort as did similar initiatives in the 1970s and early 1990s, North Korea's dire economic straits probably leave the Stalinist state little choice this time but to open itself to the outside world and seek trade and investment from its prosperous, democratic South Korean rival.

Last year was a momentous time for Hong Kong's new mini- constitution, the Basic Law. The history is too well known to detail here. In brief, the Court of Final Appeal (CFA) decided the right of abode cases (Ng Ka Ling and Chan Kam Nga). Later, the Hong Kong government sought and obtained a “clarification” of the judgment and the chief executive applied to the Standing Committee of the National Peoples Congress (NPC) for a further interpretation of the sections interpreted by the CFA (particularly Article 24(2)(3) of the Basic Law). The decision of the CFA stood, but for the future the Standing Committee provided the interpretation contended for by the Hong Kong government. (Should it be thought that the new interpretation was entirely arbitrary it accorded with the one earlier found to be the true interpretation by the Court of Appeal.) Many lawyers, commentators, politicians, and academics alleged that, in consequence, rule of law had been damaged and even that the independence of the judiciary had been diminished. Now that the dust has settled, the time has come to assess calmly the main issues that caused the controversy and see where we now stand.

Prime Minister Ehud Barak's tenure started out with almost everything going his way. He had what was often, though misleadingly, described as a "landslide victory" in the 1999 elections (though, in truth, Jewish voters gave him only a slim 3.2 percent majority over Netanyahu - compared to the almost 12 percent margin by which Netanyahu had defeated Peres in the previous elections). Nonetheless, it is true that Barak achieved better electoral results than most other prime ministers in Israeli history. As a result, no Israeli prime minister in recent memory had begun his term with a greater degree of goodwill from different segments of the population - including many who had voted for the other candidate.

Israel this week launched missile attacks against Palestinian security targets in Gaza in retaliation for the bombing of a school bus carrying settlers. Tel Aviv and Washington have blamed Palestinian National Authority President Yasser Arafat for the current crisis, saying he could reduce the violence. In fact, the uprising is a spontaneous revolt against the terms of the Oslo peace process. Far from being undermined by the crisis, Arafat is using it to maximise his political and diplomatic position in the event that negotiations resume. The crisis marks a decisive shift in the Palestinians' conditions for peace with Israel.

During my yearly visits to Hong Kong over the last thirty years, I was struck by the upbeat, can-do spirit of its people. However troublesome the situation, such as the noisy demonstrations of the imitators of the Red Guards in 1966 and 1967, or the economic downturn caused by the sudden quadrupling of oil prices in 1973, Hong Kong people were not dismayed or despondent. So when I spent a few days in Hong Kong at the beginning of June this year, I was surprised by its completely different mood. The people I met seemed frustrated at finding themselves in a situation where the solutions were not obvious. Much of the present malaise in Hong Kong arises from the problems of a transition that proved more difficult than expected. In part it was because of the five years of the last governor's policies, aggravated by the Asian financial crisis. Until the territory has come through this transition phase it is not possible to make any long-term forecasts on Hong Kong's future.

On 17 May 1999 Ehud Barak secured a stunning victory in the Israeli elections, defeating incumbent Prime Minister Binyamin Netanyahu with a majority of almost 400,000 and gaining slightly over 56 per cent of all the votes cast. While polls in the days immediately prior to the election had signalled Netanyahu\'s defeat, no one had anticipated such a landslide victory. After three turbulent years of Likud government, Barak\'s election slogan \'Israel wants a change\' clearly captured Israeli public disillusion with Netanyahu, who lost the trust and support of voters throughout the country.
