Why did violence decline in Iraq in 2007? Many credit the "surge," or the program of U.S. reinforcements and doctrinal changes that began in January 2007. Others cite the voluntary insurgent stand-downs of the Sunni Awakening or say that the violence had simply run its course after a wave of sectarian cleansing. Evidence drawn from recently declassified data on violence at local levels and a series of seventy structured interviews with coalition participants finds little support for the cleansing or Awakening theses. This analysis constitutes the first attempt to gather systematic evidence across space and time to help resolve this debate, and it shows that a synergistic interaction between the surge and the Awakening was required for violence to drop as quickly and widely as it did.

Ever since, "crossing the Rubicon" has come to symbolize a point of no return, when the time for deliberation is over and action is at hand. When decisionmakers cross the Rubicon, or stop debating which of several options to pursue and start implementing a chosen policy, the psychological effects can shape the political world in powerful ways-including the outbreak of war.

This policy brief seeks to contribute to and inform the debate concerning a possible attack by the United States and/or Israel on Iranian nuclear and military facilities. The presumed aim of such an attack would be to weaken the Islamic Republic, particularly by hindering its ability to build a nuclear weapon. However, the history of the Iraqi invasion of Iran in September 1980 calls into question the contention that an attack will weaken the regime in Tehran. This policy brief examines Iran's reactions to the Iraqi invasion in order to shed light on Iran's possible reactions to a U.S. or Israeli attack. It will assess how the Iranian people responded to the invasion and its effects on Iranian politics and the position of the new regime. It will also explore the nature of the policies adopted by the Islamic Republic in waging the Iran-Iraq War that carried on for eight years after the Iraqi invasion.

On August 17, Iraq's Council of Ministers approved a draft legislation that would require the ratification of the U.S.-Iraq Security Agreement, also known as the Status of Forces Agreement (SOFA), in a national referendum coinciding with the national elections on January 16, 2010. Out of the 275 Iraqi parliamentarians, a simple majority is needed to authorize the draft law when the National Assembly reconvenes on September 8, 2009. If a referendum takes place, and the Iraqis reject the security agreement, U.S. forces would be required to leave Iraq by January 16, 2011, instead of December 31, 2011. The referendum could also change the nature of the upcoming national elections, focusing attention on nationalistic posturing at the expense of the U.S.-Iraqi relationship, and distracting Iraqi politicians and voters from the many serious issues facing the country.

The increase in fighting in the summer of 2009 has led to renewed debate in many of the countries contributing troops to the international mission in Afghanistan. In the UK the heavy loss of life amongst British soldiers has been central to the discussion on Britain's continued contribution. In Germany the debate has more focused on the increasingly offensive actions that the Bundeswehr is undertaking. France's contribution to the Afghanistan mission is less politically controversial than in other European countries because of the president's power over foreign and security policy. For many years Italy's Afghanistan contribution was less politically sensitive compared to the Italian presence in Iraq, but this is changing with the increase in violence in Afghanistan. In Sweden the annual parliamentary approval process and the increased expeditionary focus of the armed forces have lead to a strong consensus on the need to participate in Afghanistan. The debate in Finland is sporadic and reactive as there is not an annual parliamentary debate as is the case in Sweden and Germany. Nevertheless Finland's contribution is centrally linked to the decision made in those countries.

Perhaps the most consequential and drastic decision in Turkish foreign policy in recent months was to engage in direct negotiations with Kurdish Regional Government in northern Iraq. This is significant because, since the onset of Iraq War in 2003, Turkey has sought to ignore or marginalize Iraqi Kurds, and has refrained from all acts that could be viewed as concessions or de facto recognition. Although the Iraqi Kurdish leadership has received red-carpet ceremony in Ankara in the1990s, Turkish foreign policy toward northern Iraq, since the war, has been stymied by anxiety and emotional rhetoric. Indeed, the fear of Iraq's disintegration and the rise of an independent Kurdish enclave in the north, inspiring or even assisting separatist sentiments in Turkey, have appeared to cloud the possibility of rational evaluation of the pros and cons of policy alternatives. As a result, the policy of projecting illegitimacy to the Kurdish Regional Government has cost Turkey a significant loss of clout not only in northern Iraq but also in the wider Iraqi political affairs, as Kurds have come to occupy significant positions in the central government as well.

Although recognized as a political flashpoint, the Iraqi province of Kirkuk is suffering from a largely overlooked security crisis that has improved little since the beginning of the 2007 U.S. military "surge." The decline in reported insurgent attacks in Kirkuk has been relatively small, dropping from a monthly average of 169 violent incidents in 2007 to 122 in 2008. This 28 percent decline compares with 91 percent in Baghdad during the same period, and the per capita number of attacks in Kirkuk city is actually twice that of Baghdad. Considering these statistics, providing security support for the political process in the tense months and years to come has become a critical priority.

When Barack Obama assumes office on January 20, 2009, the president-elect will face many pressing issues. The strategic case for careful and active management of Iraq policy, however, remains strong. Iraq has at least 115 billion barrels of proven oil reserves (9.3 percent of the world total) and borders Iran, Syria, Saudi Arabia, and Turkey. This vital Middle Eastern country could become a terrorist thoroughfare and the scene of future regional wars or it could become a stable and prosperous U.S. ally. What matters now is not how U.S. presence in Iraq started, but how it will change in the next four years. It may be far more economical to finish stabilizing Iraq under the relatively favorable present conditions compared to the unknown and potentially unfavorable situation of the future. Iraq retains the potential to contribute to U.S. policy objectives in the Persian Gulf region and the broader Islamic world. It could yet emerge as a strong democratic state at the center of the Middle East.

On February 21, Turkish ground forces crossed the Iraqi border in an attempt to dismantle Kurdistan Workers Party (PKK) terrorist camps, following weeks of periodic aerial bombardment that began in mid-December. The incursion was partly the product of a November 5 agreement between Turkey and the United States to share intelligence in fighting the PKK, a group that the U.S. State Department has designated a foreign terrorist organization. Since their 2005 inception in Iraq, PRTs have struggled to fully define their mission, overcome structural problems, learn to work alongside their military counterparts and assist Iraqis down the path to self-governance and stability so that U.S. forces can withdraw. While the concept was born in the Afghan conflict, PRTs in Iraq bear little resemblance to their Afghan cousins, which are led and largely staffed by military officers. PRTs in Iraq are largely civilian-led and are required to address a host of issues including local governance, economic and women's development, health, agriculture, rule of law and education. In this respect, they resemble mini development task forces, harnessing civilian expertise sourced from the U.S. and augmented by military civil affairs officers.

In an age of war on terror, Turkey pursues its own war against the escalating PKK (Kurdistan Workers' Party) terror. The dynamics that led to a parliamentary motion for a cross border operation into Northern Iraq will have implications for Turkey's relations with Washington, Baghdad and other capitals in the region. The Expanded Meeting of the Neighboring Countries of Iraq held in Istanbul on 2-3 November 2007 coincided with Turkey's intensive regional diplomacy. There are serious challenges to ending PKK terrorism and finding a lasting solution to the Kurdish problem. The Erdogan Government must fight terrorism in a way that will not jeopardize the process of democratization and political reforms in Turkey.

Retired Marine General James Jones, Chairman of the Atlantic Council, chaired the Committee that produced this report assessing Iraq's national police force. The report's overall assessment said "the Iraqi armed forces - Army, Special Forces, Navy, and Air Force - are increasingly effective and are capable of assuming greater responsibility for the internal security of Iraq; and the Iraqi police are improving, but not at a rate sufficient to meet their essential security responsibilities. The Iraqi Security Forces will continue to rely on the Coalition to provide key enablers such as combat support (logistics, supply chain management, and maintenance), and training. The Commission assesses that in the next 12 to 18 months there will be continued improvement in their readiness and capability, but not the ability to operate independently. Evidence indicates that the ISF will not be able to progress enough in the near term to secure Iraqi borders against conventional military and external threats."

The U.S. military occupation of Iraq has now lasted longer than U.S. involvement in World War II. Yet there is no end in sight to the mission. Staying in Iraq is a fatally flawed policy that has already cost more than 3,000 American lives and consumed more than $350 billion. The security situation in that country grows increasingly chaotic and bloody as evidence mounts that Iraq has descended into a sectarian civil war between Sunnis and Shiites. Approximately 120 Iraqis per day are perishing in political violence. That bloodshed is occurring in a country of barely 26 million people. A comparable rate of carnage in the United States would produce more than 1,400 fatalities per day.

For the past five years, U.S. Army and Marine Corps officers have been operating in highly complex combat environments in both Afghanistan and Iraq. Uniformed decisionmakers realized early on that these wars required a wide array of skill sets and areas of expertise beyond those traditionally taught to junior officers. Army chief of staff Gen. Peter Schoomaker has stressed the need for a new kind of Army leader skilled in governance, statesmanship, and diplomacy and able to understand and work within different cultural contexts. The question, then, is to what extent the education given to future ground component officers at the U.S. Military Academy at West Point and the U.S. Naval Academy at Annapolis is working to produce such leaders. In the context of debate surrounding U.S. military strategy in Iraq, Prussian military philosopher Carl von Clausewitz offers this classic directive: it is essential to understand the nature of the war you are fighting. To this end, the U.S. military in Iraq no longer faces a traditional insurgency conflict -- as those the French fought in Algeria or the United States fought in Vietnam -- in which one faction seeks to undermine and supplant the national government. Instead, the strategic landscape of Iraq today bears far more resemblance to the Lebanese civil war of the 1970s and 1980s, in which various sectarian militias battled each other for control of specific parts of the country. The Iraq war has indeed become a militia war.

In the 5th century BC, the Greek tragic playwright Euripides coined a phrase that still captures the particular toxic combination of hubris and illusion that seizes many of those in power: Whom the Gods would destroy, they first make mad. What other line could better describe British Prime Minister Tony Blair's recent address to his nation's troops hunkered down at Camp Bastion, in southern Afghanistan's Helmand Province? Here, Blair said. In this extraordinary piece of desert is where the fate of world security in the early 21st century is going to be decided. While Blair was turning Afghanistan's arid south into the Armageddon of terrorism, the rest of the country was coming apart at the seams. Attacks by insurgents have reached 600 a month, more than double the number in March, and almost five times the number in November of last year. We do have a serious problem in the south, one diplomat told Rachel Morarjee of the Financial Times on November 22, but the north is a ticking time bomb. Suicide bombers have struck Kunduz in the north, where former U.S. protégé Gulbuddin Hekmatyar and his Hezb-e-Islami organization are hammering away at the old Northern Alliance. The latter, frozen out of the current government following the 2001 Bonn Conference, is busy stockpiling arms and forming alliances with drug warlords. According to the Associated Press, opium poppy production is up 59%. While Blair was bucking up the troops, their officers were growing increasingly desperate. Major Jon Swift, a company commander in the Royal Fusiliers told the Guardian that casualties were very significant and showing no signs of reducing, and Field Marshall Peter Inge, former chief of the British military, warned that the army in Afghanistan could risk operational failure, military speak for defeat. The Brits don't have a monopoly on madness, however. Speaking in Riga, Latvia on the eve of the North Atlantic Treaty Organization (NATO) meeting, President George Bush said, I am not going to pull our troops off the battlefield before the mission is complete. We can accept nothing less than victory for our children and our grandchildren. In the meantime, the Iraq War that Defense Secretary Donald Rumsfeld said would cost $50 billion at the most, was burning up more than twice that each year. The Pentagon just requested $160 billion in supplemental funds for the Iraq and Afghan wars for the remainder of fiscal 2007. Nobel Laureate economist Joseph Stiglitz says the final costs may exceed $2 trillion.

Ramadan starts on October 15 or 16, depending on the sighting of the moon. Last year on the first day of Ramadan, five car bombs went off in Baghdad within an hour, including one in front of the International Committee of the Red Cross (ICRC) offices. There is a disturbing prospect that the insurgents could try in Ramadan this year to mount a more significant offensive than any attacks to date. Such an offensive would underline the insurgents' claim to act in the cause of Islam; it could significantly complicate plans for elections in Iraq; and it might aim to influence the U.S. elections.
