A series of congressional hearings and media interviews by Gen. David Petraeus and Ambassador Ryan Crocker this week offered insights into the U.S. strategy in Iraq, and several yardsticks by which future progress there may be evaluated.
On September 3, 550 British troops evacuated one of Saddam Hussein's former palaces in Basra via the Shatt al-Arab waterway, retreating to Basra airport, the last British base in Iraq. Britain remains responsible for security in the city and for the major supply route from Kuwait, fifty miles to the south. But there is an increasing presumption that British forces will soon withdraw completely, and that U.S. forces will have to replace them.

On August 7, Iraqi prime minister Nouri al-Maliki and Turkish prime minister Recep Tayyip Erdogan signed a memorandum of understanding (MOU) in Ankara against the Kurdistan Workers Party (PKK). Although the PKK, based in northern Iraq, is on the U.S. State Department's list of Foreign Terrorist Organizations, lack of action against the group by Washington and Baghdad is poisoning Turkey's relations with both. Moreover, because the group operates from an area of Iraq controlled by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), the PKK issue affects Turkey's ties with Iraqi Kurds as well. Does the MOU represent a breakthrough on any of these fronts?

Yesterday, the Associated Press (AP) reported that thousands of Turkish troops had crossed into northern Iraq to pursue members of the Kurdistan Workers Party (PKK), an organization on the State Department's list of foreign terrorist organizations. Later, the AP corrected this, reporting that only a few hundred Turkish troops were involved in the incursion. Meanwhile, the White House, the Turkish Ministry of Foreign Affairs, and Iraqi foreign minister Hoshyar Zebari issued statements that no Turkish troop incursion had taken place in Iraqi territory.
Late last summer, I was looking for photos to illustrate an article on the influx of European peacekeepers into Lebanon. Amid the standard shots of armoured cars, one image was distinctly different. It showed a group of blue-helmeted troops striding purposefully up a beach – and being completely ignored by a nonchalant sunbather.
The interfaith peace movement in the Middle East has foundered recently, a casualty of major geo-political events, among them the war in Iraq, the increase in hostility between Iran and the West, the Israel-Hezbollah war, and the failure of efforts to resolve the Israeli-Palestinian conflict. In addition, fallout continues from the Danish cartoon controversy and the remarks of Pope Benedict XVI in 2006. These and related factors have contributed to undermine interfaith efforts and limit opportunities for meaningful dialogue and common action.
The United States faces a set of unparalleled challenges in the Middle East at a moment when its capacity to respond is circumscribed and the regional and global situations are deteriorating. It is far more likely that things will get worse before they get better, though there are ways of trying to improve the odds.
Set against non-stop cable news broadcasts recounting the ongoing daily carnage in Iraq and the resurgent violence in Afghanistan, the headline “wars decrease” was a jolt.

In the days before Sept. 11, riding the post-Cold War high, America was blissfully unaware of the threats it faced, and why. A few in the William J. Clinton administration tried to warn their successors about al-Qaida's danger, but overall, most Americans were blindsided by the Sept. 11 attacks. Five years later, America is still largely in the dark.

Despite the breathless hype, the Baker-Hamilton Iraq Study Group (ISG) report did not include any dramatic new ideas for ending the war in Iraq. In fact, it did not include a call to end the war at all. Rather, the report's recommendations focus on transforming the U.S. occupation of Iraq into a long-term, sustainable, off-the-front-page occupation with a lower rate of U.S. casualties. Despite its title, it does not provide "A New Approach: A Way Forward."
