“We are making good progress on constructing a permanent Consulate General in Erbil, the largest US Consulate facility anywhere in the world. And I see that as the nature of the long-term strategic commitment that the United States has to Iraq and to the Kurdistan Region”, said Matthew H. Tueller, the United States Ambassador to Iraq, in a MERI policy debate on 15 May 2022. In this special roundtable, Amb. Tueller outlined the US policies in Iraq and stressed that the strong and long-term strategic partnership between the two countries goes far beyond the military aspect of relationship. It intends to move towards a “shared goal of Iraq as an emerging strong, stable and sovereign state”, which can protect its borders and ensure that no armed forces outside of the government control can influence inside. These are “ongoing challenges” that Iraq faces and the US is trying to help in overcoming them.

When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

The new strategy of the United States in Iraq does not include an extensive overhaul of reconstruction efforts at this critical time. Very little money is now being appropriated for reconstruction. As the Iraq Study Group Report explains, of the $21 billion to date that has been appropriated for the “Iraq Relief and Reconstruction Fund” (IRRF), $16 billion has been spent and the remaining funds have been committed. The administration requested $750 million for 2007, and President Bush's new proposal is to add $1.2 billion to that.

Even as the United States is preoccupied with how to stabilize and withdraw from Iraq, it risks missing another important opportunity to promote democracy in the Middle East. Among Arab countries Egypt is uniquely positioned to make a transition from authoritarian rule to a more liberal system and eventually to democracy. A looming presidential succession in Egypt makes such changes more feasible. But after several years of modest reforms, the Egyptian government is now backtracking and enshrining illiberal measures in its revised constitution. The United States faces a critical decision about whether to pursue reform seriously with Egypt or to abandon the project of promoting Arab democracy, at least for now.

11. Gulf Challenge: Iran's Seizure of British Naval Personnel

On March 23, at 10:30 a.m. local Iraqi time, fifteen British naval personnel were seized by Iran's Islamic Revolutionary Guard Corps (IRGC) in the northern Persian Gulf. The British personnel -- eight from the Royal Navy and seven from the Royal Marines -- were in two light craft returning to the frigate HMS Cornwall after successfully inspecting a merchant ship for goods being smuggled into Iraq. Iran has accused the personnel, who include one woman, of illegally entering Iranian territorial waters, and has threatened to put them on trial. The incident is a diplomatic and military embarrassment to Britain. Meanwhile, fears of escalation in the Gulf have contributed to a global surge in oil prices.

President George W. Bush's plan of a troop surge coupled with counterinsurgency tactics comes too late for Iraq. Securing Baghdad is a precondition for establishing a secure Iraq. The success of U.S. counterinsurgency tactics is contingent upon a functional central government. The resources that will be devoted to securing Baghdad could be best employed in Afghanistan. Currently, the Iraqi government is a fig leaf for Shiite militias and it is doubtful that Iraqi prime minister Nouri al-Maliki's government will wage war on Muqtada al-Sadr's Mahdi Army.

In the context of debate surrounding U.S. military strategy in Iraq, Prussian military philosopher Carl von Clausewitz offers this classic directive: it is essential to understand the nature of the war you are fighting. To this end, the U.S. military in Iraq no longer faces a traditional insurgency conflict -- as those the French fought in Algeria or the United States fought in Vietnam -- in which one faction seeks to undermine and supplant the national government. Instead, the strategic landscape of Iraq today bears far more resemblance to the Lebanese civil war of the 1970s and 1980s, in which various sectarian militias battled each other for control of specific parts of the country. The Iraq war has indeed become a militia war.

The ongoing debate over whether or not Iraq is on the verge or in the midst of a civil war is a distraction from the main challenge the United States now faces in Iraq: how to reduce or contain sectarian (and ethnic) violence that could derail the political process and drag Iraq's neighbors into the conflict. That said, the recent increase in sectarian violence following the attack on Samarra's Askariyya Shrine does not necessarily alter the fundamental character of the conflict: attacks on Shiites have long been an important element of Sunni Arab insurgent operations, although Shiites have only recently begun striking back in a sustained way. The violence does, however, have the potential to spiral out of control should another insurgent attack damage an important Shiite shrine or result in very large loss of life.

Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.

For an anti-war activist of the Vietnam era, the current search for a political strategy for ending the U.S. occupation of Iraq brings to mind the very similar problems facing the movement to end the Vietnam War in 1968-69. In fact, a review of the strategy that the anti-war movement pursued at that juncture of the Vietnam War helps clarify the choices before the present movement and their likely consequences. It should serve as a warning against ignoring the possibility of embracing the negotiation of a compromise peace agreement with those resisting the U.S. occupation as an anti-war strategy.

The approval of the Iraqi constitution in the October 15 referendum does not put Iraq on the path to stability and democracy but pushes it toward division into largely autonomous regions. And this new momentum is probably irreversible. Whether it will lead to a catastrophic descent into greater violence or even ethnic cleansing, or to a managed transformation into a loose federation of regions enjoying extreme autonomy, depends on whether it becomes possible for Sunni Arabs to form their own region, as Kurds already have and Shias are bound to do once the constitution is in effect. The central thrust of U.S. policy in Iraq must now be to help Sunnis organize an autonomous region and to convince Shias and Kurds that it is in their interest to make this possible. Paradoxically, announcing now a timetable for the inevitable withdrawal of U.S. troops from Iraq could give Washington additional leverage in influencing all sides to accept the necessary compromises.

Iraq's interior minister, Bayan Jabr, lashed out at Saudi diplomacy while speaking to journalists in Amman on October 2. Referring to Prince Saud al-Faisal, the Saudi foreign minister, Jabr said Iraq would not be lectured by "some Bedouin riding a camel." Broadening his remarks to the Saudi ruling family, the House of Saud, the Iraqi minister said, "There are regimes that are dictatorships; they have one god, he is the king, he is god of heaven and earth, and he rules as he likes. The July 16–18 visit to Tehran by Iraqi prime minister Ibrahim Jafari and ten other members of his council of ministers has been hailed by some as the beginning of a new era in Iran-Iraq relations. In fact, the pattern of near-term relations was set during Iraqi defense minister Saadoun al-Dulaimi's preparatory visit to Iran on July 5–7. At a joint press conference on July 7 with his Iranian counterpart, Rear Admiral Ali Shamkhani, the Iraqi official fell victim to the oldest trick in the Iranian diplomatic playbook. Speaking well beyond what had been agreed by the two sides, Shamkhani announced “wide defense cooperation” and alluded to the imminent conclusion of a defense pact between the two countries (as Iran has done in the past with Bahrain, Kuwait, Oman, and Saudi Arabia). Al-Dulaimi was likewise forced to clarify the limited nature of the discussions while also taking pains to state, “Iraq will not be a source of insecurity and instability for any of its neighbors. It was estimated in March 2003 that 15 000–20 000 private security contractors were working in Iraq, and the conflict there was referred to as 'the first privatised war'. Since then, both the number and the visibility of contract personnel in Iraq have increased, triggering a broad debate on the role of private companies which provide military and security services to states, corporations and non-governmental organizations (NGOs). However, the phenomenon is neither new nor exclusive to the Iraqi conflict. The past decade has seen the rise and consolidation of a global industry for private security provision, with over 100 companies operating in as many countries worldwide.

Turkey's economic crisis is naturally the leading issue in bilateral U.S.-Turkish relations, and it is almost certainly topping the agenda of today's meetings of Foreign Minister Ismail Cem with Vice President Richard Cheney and other senior officials. Iraqi dictator Saddam Husayn's defiant January 6 Army Day speech supporting the Palestinian revolt followed on the December 31 four-hour "Al Aqsa Call" military parade in Baghdad dedicated to the Palestinian cause. By some reports, this parade included hundreds of tanks, dozens of helicopters, new troop-transport trucks, and new short-range missiles — impressive, given that the Iraqi army was assumed to be having problems maintaining its equipment, much less acquiring new systems. February marks ten years since the end of the Gulf War. The situation in the Middle East today is vastly more dangerous than in 1991. The favorable regional conditions in 1991 that allowed the current peace process to begin have been reversed. Three key trends are the following: After Iraq's defeat in the Gulf War, it was placed under UN monitoring and extensive sanctions, thereby removing a major threat from Israel's calculus. Today, the situation is drastically different, with the absence of UN inspections for more than two years and the deterioration of sanctions against Iraq. In 1991, Iran was still recovering from its exhaustive war with Iraq and could not fully participate in regional, specifically Arab–Israeli, affairs. By contrast, Iran is currently testing intermediate-range missiles and is expressing its strategic weight in places like Lebanon, where it has increased its support to Hizballah. In 1991, the USSR was crumbling before its eventual collapse and was no longer in a position to offer strategic and military support to the enemies of Israel, while its successor — the Russian Federation — has more or less acquiesced to U.S. positions on the Middle East. Since 1996, however, Russia has taken a contrary approach to many U.S. policies and leadership in the region, in particular with regard to Iraqi sanctions and weapons inspections and the transfer of missile technology to Iran.
