1. U.S. and Global Approaches to Financing Long-Term Care: Understanding the Patchwork

Abstract:
Most United States adults age 65 and older will need long-term care toward the end of their lives.1 Long-term care, provided in the home, community, or in institutional settings like a nursing home, includes medical care as well as personal, nonmedical care for people who are unable to perform activities of daily living, like cooking or bathing. Some services also may support social needs for those unable to perform what are known as instrumental activities of daily living, such as shopping or medication management. In 2018, more than 5 million people in the United States used home health care, including adult day care or home health agency services, and nearly 4 million people resided in nursing homes or residential care communities.2 Despite the widespread need for long-term care, the U.S. has no national program to cover the costs of long-term care. While certain states have implemented their own programs, the resulting patchwork of funding has left many Americans with no sustainable way to pay for the services they require. Other developed countries have comprehensive, national long-term care financing systems featuring broad eligibility and high levels of financial support. In this brief, we analyze data from multiple sources on long-term care costs in the U.S., as well as spending data from the Organisation for Economic Co-operation and Development (OECD), to better understand long-term care financing strategies in 12 high-income countries. In addition to these data, we synthesized initiatives to long-term care funding in these 12 countries. (For details, see “How We Conducted This Study.”) Since the U.S. does not have a national funding strategy, we also focused on individual state approaches. International and U.S. state approaches may provide insights to policymakers seeking to advance comprehensive long-term care funding.

2. The Future of Neutrality

Abstract:
Neutrality is a naturally occurring phenomenon. There have always been actors on the world stage that have remained outside the conflicts of others, be they countries, religious institutions or international organisations (IOs). Even during the two world wars and the first Cold War (i.e. the US and its allies versus the USSR and its allies), some actors managed to avoid the battlefields or claimed a position separate from the various alliance systems. Despite the beliefs of some commentators that neutrality is coming to an end, there is no indication that world politics is actually about to change dramatically enough to eradicate the reasons and logic for neutrality. In fact, the least conductive international environment for neutrality – unipolarity – seems to be ending. What could be called the “New Cold War” (the West-aligned countries versus Russia in Europe and versus China in Asia) and the emerging multipolar world will likely produce the dynamics leading to more neutrality as a counter-reaction to the new great power rivalry. We should expect neutrality and neutralism – i.e. political movements demanding the adoption of neutrality policies – to strengthen. Nevertheless, neutrality is shifting. It is moving from Europe to other regions of the world, and, in the process, will likely also change conceptually. This Policy Brief will first describe the nature of neutrality and the three basic motivations for actors to opt for its policies. It then discusses the challenges any neutrality policy faces and will conclude by providing concrete recommendations for policymakers seeking to maintain neutrality vis-à-vis either hot or cold conflicts.

Abstract:
There is an ongoing consensus that we are on the brink, if not already started, of a major technological revolution. The Fourth Industrial Revolution has a wider and deeper transformative power. It could be considered a major paradigm shift of our time. Its importance is characterized by a wave of innovation in many fields, yet it is not compartmentalized in silos of technological advancements and product innovation. Each of those breakthroughs ripples in many other spheres as productive, labor, social, economic, health, etc. And in every transition, every transformation, new opportunity arrives. In paradigm shifts like these, ‘Windows of Opportunity’ are opened. Perez and Soete (1988) studied the entry phase, which developing countries should use in their development strategies to catch-up with industrialized countries, arguing that from time to time, the entry barriers recede, creating a window of opportunity for those developing countries. Taking advantage of these windows of opportunity is fundamentally conditioned to the ‘social capability’ of these lagging countries (Abramovitz 1995). There is because, in the moments in which the edge based in tech experience is not a determinant factor and the entry barriers recede, latecomers have a better chance in catching-up. But, they will only be able to compete with the leading economies if certain social conditions are met. With fewer development pol-icy options, these countries will have to go be-yond the classic developmental approach to succeed in leapfrogging and take the lead. Thus, while forging their path towards devel-opment, developing countries should try to take their own past experience and reassess it from a different perspective.

Abstract:
In terms of economic fluctuations, it is well recognized that the effects of an economic crisis have a detrimental impact on the entry, growth, decline, and exit of firms. In addition, the magnitude of the impact varies both within and between industries depending on the size and other characteristics of the firm. The economy is going through significant changes due to the emergence of new industries and the decline or disappearance of current ones. This study looks at how big economic events like the COVID-19 pandemic and the global financial crisis have affected businesses and industries. After completing a study at several levels of top international corporations, larger domestic enterprises, and domestic small and medium-sized businesses, it attempts to draw policy implications. First, it is necessary to foster and support top-tier companies to defend against global economic fluctuations and strengthen international competitiveness. In particular, the institution in charge of competition policies domestically and the institution that helps companies improve their competitiveness are different and the focus of policies is distinctive, so comprehensive attention and perspective of policymakers are needed. Second, it is urgent to respond to new issues related to competition policy in the domestic market. The behavior of emerging big tech and platform companies is different from monopoly companies in the past, so consumer welfare is not impaired, but it burdens nearby and other market participants. Therefore, a view that deviates from the focus on monopoly pricing is also essential for competition policy. Third, measures to support global corporate growth and countermeasures against changes in the industrial landscape should be prepared. Investment and R&D expansion at the corporate level is essential for corporate growth, and measures are needed to boost investment in recently emerging intangible assets. In addition, it is important to revitalize the movement of economic resources to cope with changes in the inter-industry landscape accompanied by the crisis. Fourth, policies to revitalize start-ups and closures are required. The decline in new companies' market entry and exit rates is a symtom of an aging economy contributing to the overall decrease in productivity. Therefore, enhancing the revitalization of the corporate ecosystem and expanding the size of enterprises are essential to enhance the dynamics of the economy. Fifth, it is necessary to find an appropriate combination of government roles in times of crisis. In particular, it is important to grasp the detailed status of economic stabilization policies in relation to SMEs, and at the same time, clear judgments on the appropriate size of support measures, the period of support, and the timing of collection are urgently needed.

Abstract:
There has been a significant decline in the global labor share, leading to numerous studies about the cause of this drop. The labor share is used as one of the main indicators of inequality because a decrease in the labor share can lead to aggravation of income inequality. This is because low-skilled workers can be greatly affected by such a decline in the labor share and the main source of in-come for the low-income class, including the self-employed, is labor income. Among various indicators of inequality, this study analyzes the determinants of the change in labor share. Technological changes such as adoption of robots, advancements in information and communications technology (ICT) and the Fourth Industrial Revolution (4IR) are expected to change the labor market. Hence, this study analyzes the impact of technological changes on labor share and suggests policy responses.

Abstract:
Heads of state, trade ministers, and academics have repeatedly called for reforming the World Trade Organization (WTO), the institution charged with the stewardship of the global trading system. The durability and worth of the WTO are being increasingly questioned despite the fact that by almost all objective measures, it has been a great success, with world trade growing much faster than global GDP over the last 75 years. However, past success does not guarantee future performance. This Policy Brief examines the institution’s most serious defects and the multitude of challenges it faces. It suggests the institution needs to evolve to reach broad-based international trade agreements, adding much needed new rules to the world trade rulebook and developing effective means to settle disputes that would render the rules of the system enforceable once again.

7. The international tax agreement of 2021: Why it’s needed, what it does, and what comes next?

Abstract:
In 2021, more than 135 jurisdictions agreed on transformative new international tax rules that would establish a minimum tax rate of 15 percent on multinational corporate income regardless of where it was reported. In December 2022, the European Union unanimously moved forward to implement this minimum tax, and other countries, including South Korea, Japan, Australia, Canada, and the United Kingdom, are also either implementing the tax or taking substantial steps toward implementation. In tandem, the United States should also reform its international tax system and adopt a stronger minimum tax. While the future of the international agreement is uncertain, it has important implications for the ability of governments worldwide to create tax systems that are administrable, fair, and efficient. The agreement also demonstrates important guiding principles for the future of multilateral cooperation on global collective action problems, including efforts to protect public health from future pandemics, address nuclear proliferation, and resolve territorial conflicts. US progress on international tax reform would enhance much needed international cooperation on these issues.

Over the next three decades, emerging markets and developing economies (EMDEs), and especially middle-income countries, are projected to account for much of the growth in global economic activity and energy use. While a decisive move to low-carbon technologies and energy efficiency would advance both their development goals and a stable climate, the countries have yet to fully tap this opportunity. The multilateral development banks (MDBs) are in a unique position to help lower barriers to low-carbon investments in EMDEs and unlock these sustainable development opportunities. Their differentiating governance, financial and technical capabilities, and financing instruments would enable MDBs to support the necessary business environment and energy reforms and to cofinance low-carbon and energy efficiency investments alongside other investors to reduce and manage risks.

Climate-related loss and damage is escalating, with many countries experiencing new forms of climate impact, of increasing intensity. The focus until now has been on calculating the economic repercussions of climate risk. Its wider impacts and resulting hidden costs of climate change — such as loss of cultural heritage — are less understood and harder to quantify. This knowledge gap on non-economic loss and damage, which is largely due to limited coordination around research and sparse evidence originating from the global South, urgently needs addressing. This briefing proposes a comprehensive approach for building the evidence base on non-economic loss and damage, particularly the creation of a Loss and Damage Research Observatory. This online platform will lay the foundations for a collaborative South–South–North community of practitioners, ultimately leading to informed policy on this critical area of climate action.

10. Energy investment in a time of inflation

High rates of inflation across the world are forcing central banks to reluctantly tighten monetary policy despite accompanying recession risks. Moreover, restricted credit access could jeopardize energy investments, particularly for capital-intensive clean energy projects, potentially rendering the world more vulnera­ble energy to price shocks, which are a significant contributor to the current crisis. This paper briefly considers the macroeconomic drivers of inflation in late 2022, including Russia’s war in Ukraine and uncertainties around energy supply, supply-chain resets, and lingering COVID-19 disruptions, before examining the persistent energy underinvestment of the past decade and how this has left markets exposed to varying degrees. As such, this paper also considers how private capital can accelerate cleaner energy adoption, suited to different markets’ unique conditions and needs. Bor­rowing costs will rise, but this doesn’t have to bring the transition to a standstill. With the Great Moderation of low volatility, interest rates, and inflation perhaps a relic of the past, assets offering inflation protection, such as infrastructure, may become increas­ingly attractive to investors. There is a fear that global inflation will sharply curtail energy investment into emerging markets. The fear is justified. Higher interest rates in developed markets mean higher rates of return which will lure emerging markets investors back to the US and Europe. Still, it’s not all bad news for emerging markets. Quasi-state actors like Pension and Sovereign Welfare funds are interested in very long term, high-yield projects—two criteria to which emerging market energy infrastructure correspond. Disruptions to interest rates and inflation, triggered in part by energy underinvestment, will cause disparate impacts in different markets. Inflation is not, perhaps, everywhere and always a mone­tary phenomenon. Energy investment faltered from 2014 to 2020, despite low interest rates. Meanwhile, aggre­gate supply shocks—first due to COVID, then from Putin’s invasion of Ukraine—have pressured energy production and prices, raising inflation and necessitating interest rate hikes. The consequences of persistent energy underinvest­ment are now becoming apparent. The need for new energy infrastructure cannot be met without private investment. This was the case when infla­tion was lower; it is even more important now.

Abstract:
Many developing countries now have a renewed focus on industrialisation and industrial policy. This is based on the recognition that industrialisation is a key driver of long-term economic progress and is the central route to improve the well-being of citizens in developing countries (Chenery, 1955; Tregenna, 2016; United Nations Industrial Development Organization [UNIDO], 2016). At the same time, the climate crisis poses an existential threat to the global economy and to humanity and has emerged as a challenge to the industrial development prospects and pathways of developing countries. This is because industrialisation is an important contributor to global warming, specifically to anthropogenic emissions of cardon dioxide (CO2.) (Adom et al., 2012; Han & Chatterjee, 1997). Late industrialisers thus face a dual challenge: industrialising while mitigating climate change (Altenburg & Rodrik, 2017). Hence, there is now a degree of tension as to how late industrialisers can achieve long-term economic development under paths involving heavy or intensive industrialisation, while mitigating emissions and environmental damage more broadly. An emerging discourse recognises the critical need for developing countries to push towards industrial development that, while generating growth in productivity and jobs, is also environmentally sustainable. This is especially important, as poorer countries are particularly vulnerable to the immediate effects of the climate crisis (Altenburg & Rodrik, 2017; Padilla, 2017). Thus, transforming towards sustainable production systems and green industrial policies offers developing countries opportunities to industrialise in an environmentally sustainable way while contributing to job creation and economic prosperity (Altenburg & Rodrik, 2017; Padilla, 2017; Rodrik, 2014). However, the high ‘green premia’ and new access barriers to the ‘green’ energy technologies from advanced economies directly threaten this potential sustainable industrial development pathway in developing countries.

12. Is the Pursuit of Nukes Driven by Leaders or Systems?

Nuclear weapons are widely regarded as one of the most lethal aspects of military arsenals ever created. As such, international relations and security experts have long been concerned about their proliferation. To prevent the spread of nuclear weapons, both policymakers and academic researchers have focused on what are commonly thought to be the primary drivers of proliferation: security concerns and domestic politics and economies. This brief examines another important driver: the role of national leaders themselves. Based on a study of 1,400 leaders in office between 1945 and 2000, author Ellen Park shows that leader personality and experience drive decisions about whether—or not—to pursue nuclear weapons, a finding that holds true across countries (rather than being limited to a few unique cases). Put simply, the pursuit of nuclear weapons is systematically influenced by certain attributes of leaders, such as college major, socioeconomic background, and military and international experience. To predict when and where the spread of nuclear and other emerging technologies will emerge next, policymakers should promote interdisciplinary dialogue to cultivate leader profiles and expand their use.

13. Action for Peacekeeping Plus (A4P+): An Update on Monitoring and Implementation after Two Years

The UN secretary-general launched Action for Peacekeeping Plus (A4P+) in March 2021, three years after introducing the Action for Peacekeeping (A4P) initiative. A4P+ was conceptualized as a two-year implementation strategy for A4P that prioritizes urgent challenges facing UN peacekeeping. To monitor progress toward achieving these priorities, the UN has developed the A4P+ Plan and the A4P+ Monitoring Framework with specific results, deliverables, and indicators. To date, the UN Department of Peace Operations (DPO) has published two reports assessing the implementation of A4P+ and the impact of these efforts on UN peacekeeping operations. This issue brief takes stock of the monitoring and implementation of A4P+ over the past two years. It begins by explaining the A4P+ priorities and tracing their emergence out of the A4P initiative and Declaration of Shared Commitments. It then discusses highlights from the A4P+ Plan and the two progress reports published as of March 2023 and examines the benefits and limitations of current approaches to monitoring and implementing A4P+. The paper concludes that moving forward, UN officials will need to balance ambitious goals for progress with realistic expectations about what peacekeeping operations can achieve, and when. The UN will also have to decide whether to extend the current set of A4P+ priorities beyond 2023. Ultimately, while A4P+ can help grease the machinery of UN peacekeeping, its long-term impact will depend on member states delivering on their existing political, operational, and financial commitments.

14. Accountability for Crimes against Peacekeepers

Since 1948, more than 1,000 UN personnel have been killed in malicious acts while serving in UN peacekeeping operations. Since 2013, the vast majority of fatalities have taken place in the Central African Republic (CAR), Mali, and the Democratic Republic of the Congo (DRC). To address this trend, the UN Secretariat and member states have increasingly focused on strengthening the policy framework on accountability to peacekeepers. They have also increasingly focused specifically on how to pursue justice for peacekeepers who have been victims of attacks. This paper focuses on advancing justice for crimes against peacekeepers as one aspect of the overall effort to enhance accountability to peacekeepers. It provides an overview of the role of UN peacekeeping operations in investigating and prosecuting crimes against peacekeepers and the UN’s growing focus on advancing and prioritizing accountability for these crimes. It then examines case studies of criminal cases supported by the UN missions in CAR (MINUSCA), Mali (MINUSMA), and the DRC (MONUSCO) in their respective host states and provides an overview of cross-cutting challenges they have faced. The paper concludes with recommendations to help the UN Secretariat, peacekeeping operations, the Security Council, and other member states accelerate the investigation and prosecution of crimes against peacekeepers in a consistent and balanced manner: The UN Secretariat should maintain a comprehensive approach to accountability, develop a common definition of crimes against peacekeepers, ensure that host states adhere to human rights standards when engaging with those accused of crimes against peacekeepers, and improve internal and external coordination in this area. UN missions should pursue a comprehensive approach to accountability, continue to support host-state investigations and prosecutions of those accused of crimes against peacekeepers, advocate for host-state authorities to pursue accountability, and ensure sustained documentation of and follow-up on cases. The Security Council should reinforce peacekeeping mandates to build the host state’s capacity to pursue accountability and encourage legal clarity on the nature of crimes against peacekeepers. UN member states should use the group of friends to offer new ideas on ways to promote accountability and use the Special Committee on Peacekeeping Operations to discuss ways to improve coordination in this area.

15. Peacekeeping in Nonpermissive Environments: Assessing Troop-Contributing Countries’ Perspectives on Capabilities and Mindsets

Many peacekeepers are deployed in areas where ongoing armed conflicts or other situations of violence, including attacks against peacekeepers, have constrained their capacity to implement their mandate and protect themselves. This has led some troop-contributing countries (TCCs) to raise concerns about the high-risk environments to which their troops are deployed. One of the most critical issues when deploying troops to nonpermissive environments is ensuring they have the right capabilities and mindset. This paper interrogates TCCs’ perspectives on capabilities and mindsets and explores their implications for peacekeeping policy and practice. The goal is not only to deepen understanding of the UN’s progress on implementing the A4P+ priorities but, more importantly, to assess the state of play of peacekeeping in nonpermissive environments, drawing on the diverse perspectives of TCCs. The paper concludes by considering how capabilities and mindsets relate to accounta­bility for and accountability of peacekeepers. Failure to properly train, equip, and support troops being deployed to nonpermissive environments raises questions about whether the UN and TCCs are accountable to peacekeepers. Likewise, it is unclear to what extent peacekeepers should be held accountable for their performance when they have not been provided the proper equipment, training, and mindset.

16. Forced Marriage by Non-state Armed Groups: Frequency, Forms, and Impact

Many non-state armed groups use forced marriage during armed conflict. This practice has been documented across all geographic regions, in every decade since the 1940s, and across armed groups with many different ideologies. Yet while policymakers, scholars, and practitioners recognize forced marriage as an important form of conflict-related sexual violence (CRSV), there are no frameworks for conceptualizing the frequency and range of forms of forced marriage that occur in conflict. To fill that gap, this paper introduces an original dataset tracking forced marriage in armed conflict and uses the data and illustrative examples to divide forced marriage in armed conflict into three types: member–member forced marriage, member–civilian forced marriage, and civilian–civilian forced marriage. This dataset can be a tool for policymakers and practitioners to understand the impacts of forced marriage in armed conflict and better design prevention strategies and survivor-centered responses. The report concludes with an overview of existing policy, legal, and programmatic responses to forced marriage in conflict settings, including by non-state armed groups, and provides recommendations for how these responses can better address this complex phenomenon: Data collection: Disaggregate data on CRSV by the form of violence (when possible), avoid linking sexual slavery and forced marriage, and gather more data on the unique needs of survivors of forced marriage. Criminal accountability: Continue prosecuting forced marriage as a distinct crime against humanity and promote the inclusion of forced marriage as a distinct crime against humanity during negotiations on the treaty on crimes against humanity. Sanctions: Continue to include information on CRSV in the reports of sanctions monitoring committees, ensure that sanctions listing criteria are applied against perpetrators of forced marriage, and ensure that every panel of experts includes at least one member with expertise on gender issues or CRSV. 17. Financing Loss and Damage at Scale: Toward a Mosaic Approach

The historic decision on loss and damage (L&D) at the 2022 UN Climate Change Conference (COP27) calls for a new fund and funding arrangements focused on addressing L&D. It also tasks a Transitional Committee to prepare recommendations on the new fund and funding arrangements for adoption at the 2023 UN Climate Change Conference (COP28) in Dubai. This decision reflects a recognition that existing funding arrangements are grossly inadequate to address the escalating scale of L&D. Addressing L&D will require both enhancing these existing arrangements and creating a new fund and funding arrangements, forming a mosaic of solutions across countries, institutions, and markets. This paper aims to aid the Transitional Committee and other stakeholders by providing an initial sketch of that mosaic. First, it examines existing arrangements, modalities, and sources of funding for addressing L&D from UN humanitarian agencies, multilateral development banks and international financial institutions, and insurance and bond markets. Second, it proposes reforms to existing arrangements that would address key finance gaps and bottlenecks. Third, it identifies elements of a new L&D fund that would complement existing arrangements and make use of innovative finance (including levies and bond issuances) to operate at scale. With roughly six months left until COP28, the Transitional Committee will need to work efficiently to achieve its mandate, which includes determining the fund’s institutional arrangements, modalities, structure, governance, sources of funding, and coordination and complementarity with existing funding arrangements. To this end, the paper recommends that it should: Begin securing financing before COP28, particularly innovative financing, which takes longer to secure than traditional donor contributions; Consult with the private sector to determine its role, including in the use of insurance mechanisms and risk pools, frontloading, and connections between L&D and jobs; Determine the form and role of triggers, including for slow-onset events; Consider how to address noneconomic losses, including displacement and forced migration; and Identify the actions, mechanisms, and institutions required to operationalize the fund, including an internal or external coordination mechanism.

The COVID-19 pandemic has been accompanied by a related “infodemic.” This infodemic emerged as widespread demand for information about the public health emergency was met with large volumes of false and misleading information. Many of the national and international institutions leading the response to the COVID-19 pandemic, including the UN, quickly recognized that they also needed to respond to the infodemic. This led to a quick, broad-based response by a broad array of UN agencies and partners. To date, however, there has been no systematic mapping or assessment of the range of initiatives across the UN system. To begin filling that gap, this paper provides an overview of the UN system’s response to the COVID-19 infodemic across four areas: monitoring harmful information related to COVID-19; dispelling false information and providing authoritative information; building information resilience; and setting the agenda. It then assesses some of the successes and challenges of the response across four areas: external partnerships, including with governments, civil society, academia, and social media companies; coordination within the UN system; financial, human, and technological capacity; and impact assessment. The report concludes that the UN’s infodemic response finds itself at a pivotal point: Due to donor fatigue around COVID-19, funding for the infodemic response is falling even while the need for a robust infrastructure to address infodemics and other information disorders may be increasing. UN entities working to address the infodemic and other information disorders should therefore consider the following: Engaging in a consultative process to develop a shared understanding of the infodemic by defining its specific harms in relation to each of their mandates; Sustaining and building capacity to counter infodemics and other information disorders, both in communications departments and in other sections working on infodemic management; Adopting a more standardized, system-wide approach to the use of new technologies and engagement with technology platforms; and Continuing to strengthen long-term information resilience by building the capacity of governments to manage infodemics and supporting strong, independent media.

Digital competition regulations often put in place participative approaches to ensure competition in digital markets. The participative approach aims to involve regulated firms, stakeholders and regulators in the design of compliance measures. The approach is particularly relevant in complex and fast-evolving digital markets, where whole industries often depend on the behaviours of the regulated firms. The participative approach enables stakeholders and regulated firms to design compliance measures that are optimal for all because they ensure legal certainty for regulated firms, save time for regulators and take into account the views of stakeholders. However, the participative approach is subject to regulatory capture. The regulated firms and stakeholders might try to promote their interests to the regulator. This could result in endless discussions at best, and the adoption of inappropriate solutions following intense lobbying at worst. A governance model is necessary to ensure that the participative approach works without risks of regulatory capture. The model should define clearly each participant's role, duties and rights. There should be: 1) equal and transparent access of all stakeholders to the dialogue; 2) the presentation of tangible and evidence-based solutions from stakeholders and regulated firms; 3) public decisions from the regulator that contain assessments of the proposed solutions, with guidance to clarify rules; and 4) compliance measures proposed by the regulated firm in line with the guidance. The model should provide an assessment framework for the proposed solutions to identify the most effective. The assessment should rely on the principle of proportionality to assess whether the proposed compliance measure is proportionate, to ensure the effectiveness of the regulation. Finally, the model should safeguard against regulatory capture thanks to transparency rules and external monitoring.

The vast environmental subsidies that may be required for the transition to net-zero greenhouse gas emissions are starting to generate international trade and political frictions between the world’s largest economies. This puts (supra-)national industrial decarbonisation efforts on a collision course with international subsidies rules and national countervailing duty (ie anti-foreign subsidy) laws and regulations. International cooperation will be essential to defuse such tensions before they escalate and impede effective climate policy rollouts, and before they lead to economic countermeasures that create new barriers to trade in environmental goods. This requires agreement on permissible environmental subsidy practices that minimise distortions. Meanwhile, it will be crucial to provide financial transfers to assist poorer economies with industrial decarbonisation at the same time as those poorer economies are suffering from the cross-border negative economic impacts of otherwise net-global-welfare enhancing environmental subsidies paid out by wealthy countries. Various forums can host the technical and political negotiations necessary to set the parameters of net global-welfare enhancing subsidies. These include the G7, the G20, the Organisation for Economic Co-operation and Development, the World Trade Organisation’s Trade and Environment Committee and WTO Trade and Environmental Sustainability Structured Discussions, and the Coalition of Trade Ministers on Climate.

Large digital firms pose similar competition issues worldwide, such as promoting their own services over those of rivals, or imposing unfair terms and conditions. Competition authorities have opened several antitrust investigations and policymakers have proposed digital competition regulations to tackle these issues. G7 competition authorities have called for several years for international cooperation on digital markets. They want competition cases and laws around the world that are consistent and work together. However, the question of how this can be done remains. A toolbox for international cooperation in competition enforcement already exists, but it does not provide for cooperation in competition policy and has shortcomings in relation to competition enforcement. Current and proposed legislation targets the largest digital firms to tackle the characteristics of digital markets, such as multi-sidedness, and the same or very similar behaviours, such as self-preferencing. Legislation in different jurisdictions addresses these issues with similar rules. While there is some convergence, some rules diverge in substance and some are at high risk of divergence in interpretation. Inconsistency is thus likely to arise from a divergence of interpretation rather than substance. The solution would be to ensure a coherent approach to competition in digital markets. This could be done by developing a framework based on four elements: (1) adoption of common legal phases for future digital competition laws to ensure clarity; (2) adoption of a common legal interpretation through guidance drafted by international forums, such as the International Competition Network (ICN); (3) adoption of common technical requirements developed in the context of ICN technical workshops, when the rules require it; and (4) the implementation of an international monitoring committee within the ICN to evaluate whether competition authorities and courts enforce the rules consistently. The impact of the framework might be limited because of the non-binding nature of the approach, and the focus on specific competition-related legislation, excluding laws that can also address the issues, such as civil law. Countries can overcome these limitations if they are willing to cooperate to ensure a consistent approach.

The world has seen dramatic, global human progress across a broad range of indicators in recent decades, but have those gains been widely shared? The Inequality of Human Progress Index (IHPI) measures relative gaps in global development. It surveys international inequality across a greater number of dimensions than any prior index. By analyzing inequality in a multidimensional way, the IHPI takes inequality more seriously than those indexes that focus on income inequality alone. The IHPI considers material well‐​being and seven additional metrics: lifespan, infant mortality, adequate nutrition, environmental safety, access to opportunity (as measured by education), access to information (as measured by internet access), and political freedom. Across all but two of those dimensions, the world has become more equal since 1990. Globalization and market liberalization over the past few decades have not only raised absolute living standards but also reduced overall inequality.

Immigration continues to be a hotly debated topic in several destination countries. Policy and academic discussions have focused on different types of immigration, depending on the host country. While research is voluminous on the United States and countries with skill‐​points‐​based immigration systems, the discussion in Europe has mostly centered on lesser‐​skilled migrants and political refugees, as they represent the largest proportion of arrivals. However, Europe has been receiving skilled migrants in increasing numbers. For example, in France, the share of college‐​educated immigrants is 23 percent— lower than in the United States, Canada, or the UK—but it increased by 11 percentage points between 1995 and 2010.

In the realm of political preparedness, numerous benchmarks, metrics, and best practice models have emerged as integral sites in the ongoing debate. Taking the Global Health Security Index as a specific example, this paper delves into the advantages and disadvantages of such global security rankings. This analysis aims to explore the potential uses and drawbacks of employing metrics to evaluate and modify (inter-)national preparedness plans. Situating this discussion within the broader context of the escalating significance of crisis preparedness and management, particularly in the face of acute disruptions to vital infrastructures and the immense costs they entail, as well as their adverse impact on public health and societal safety. However, the findings of this analysis reveal a notable political and strategic risk associated with an excessive reliance on these metrics. It is important to recognize that these metrics not only rely on robust scientific methodologies but also rest upon selective assumptions about the world and the definition of threats. The case of the Global Health Security Index serves as an example, as the assumptions underpinning these metrics have proven inaccurate in the face of an actual pandemic. Consequently, overconfidence and misguided approaches to crisis preparedness have ensued. Additionally, this work offers a concise historical overview of preparedness thinking, outlines the field of Global Health Security, presents the existing metrics employed, and critically reflects on these tools. While metrics provide valuable insights, they should be approached with caution and an awareness of their limitations. By adopting a critical lens and recognizing the political dimensions inherent in these metrics, policymakers can make more informed decisions and develop more effective preparedness plans in an ever-evolving world of crises.

The global transition to a low-carbon economy and adopting the needed clean energy technologies at scale will significantly impact existing value chains1 and transform production-to-consumption lifecycles. Regulatory and business models will need to rapidly evolve to manage the resulting substantial cost challenges and dramatic shifts in stakeholder interactions while continuing to create value. Green hydrogen2 is likely to play a pivotal role in a carbon-free future, as its adoption will enable the decarbonization of energy-intensive industrial processes whose emissions are hard to abate through simple electrification—such as steel and cement production. However, to take advantage of the economic opportunities created by its adoption at scale, countries will need to rethink the roles they could play in a new energy landscape and define strategic industrial policies accordingly. Our research3 shows how successful industrial policies must reflect a country’s potential value chain positioning in future green hydrogen markets and elucidates macro geopolitical trends that could reshape international relations as countries compete for industrial leadership, market shares, and opportunities for job creation.

In 2022, the private space firm SpaceX successfully launched 61 rockets, adding hundreds of satellites to its burgeoning, globe-spanning mega-constellation. SpaceX´s Starlink-project now comprises more than 3,000 satellites. For comparison, the European Space Agency launched six rockets in 2022 and operates less than 50 satellites in total. In the span of a few years, private space companies have dethroned nation states as the dominant actors in outer space. Today the vast majority of satellites are owned and controlled by commercial companies. During the first months of the Russian assault on Ukraine, several commercial space companies stepped in to provide vital satellite images and space-based Internet in support of the Ukrainian defense. This exemplifies the three currently dominant trends of human space activities: expansion, securitization and privatization. The global space industry is undergoing the most fundamental and swift changes since the original space race ended when Neil Armstrong placed the first boot marks on the moon in 1969. The rapid changes raise a number of serious governance issues in areas such as national security, environmental protection and the rule of law in outer space. Denmark, Europe and the international community at large all have an acute interest in insisting on space being a global commons in which conduct can and should be regulated to benefit all of humanity – not just a few profit-seeking billionaire-owned space companies. Developments in the space industry are fast and accelerating. As with other global governance issues, like climate and cyber issues, achieving global accord on new regulations for space activities will be difficult and time-consuming, so prudent policymakers should get started right away.

Green investment funds are growing rapidly. However, their impact on climate change mitigation and sustainability remains unclear. Recent research has identified key shortcomings that need to be addressed in order to reduce greenwashing and make these funds truly green. Green finance is playing an ever more prominent role in recent years. Environmental, social and governance (ESG) funds, which constitute a key pillar of green finance, saw record inflows of hundreds of billions of US-dollars in recent years, primarily by retail investors. Essentially, these ‘green’ funds are integrating environmental, social and governance criteria, such as greenhouse gas emissions, labour rights and gender diversity into their investment strategy. They claim to invest less in the stocks of firms that are highly polluting or have bad governance practices, and instead buy the shares of corporations that appear to be more sustainable. In industry and policy debates, ESG funds are often cited as advancing the promotion of sustainability and helping to address climate change. However, the ESG concept, its underlying criteria, and its potential effects are highly controversial. Many critics see ESG primarily as ‘window dressing’, with no significant positive impact – either for the environment or for investors and employees.

34. Security professionals are changing how humanitarian organisations operate

The International Committee of the Red Cross (ICRC) created the first position solely dedicated to security in 1991, but for the next decade it was rare for humanitarian organisations to embed security professionals. After the 2003 Canal Hotel bombing in Baghdad in which the UN’s special representative in Iraq was killed, the United Nations Department of Safety and Security (UNDSS) was established. However, attacks on aid workers increased throughout the 2000s in countries such as Afghanistan, Iraq and Somalia. Humanitarian organisations invested more in their security in response to these threats, as well as changing norms around humanitarian liability. In 2015, in a landmark ruling, an aid worker successfully sued the Norwegian Refugee Council (NRC) for gross negligence. In response, donors implemented increasingly stringent insurance protocols, and the demand for humanitarian security professionals continued to grow. Today, virtually every international humanitarian organisation operating in an insecure region employs an international security professional, typically from a western military, police or private security background. Insights from long-term fieldwork with security contractors and aid workers in Sub-Saharan Africa (including Somalia, Kenya, South Sudan and Tanzania) shows that this has resulted in friction between the two groups, especially in relation to access and liability. In recent years, several developments have streng- thened the authority of security professionals over humanitarian staff. First, digital technologies have been increasingly used for information gathering, monitoring of staff and remote management. Second, as humanitarian security has become more structured and coordinated, new international organisations have emerged whose sole purpose is to provide security services to humanitarian clients. Whilst sometimes registered as non-profits, their function is not dissimilar to commercial private security companies, raising important questions about how the information they gather may be used beyond humanitarian purposes.

Climate change constitutes a critical challenge for subsistence rain-fed agriculture in the Global South. Increasing temperatures, irregular rainfall, and dry spells have negative, sometimes devastating, consequences for rural communities. Harvest yields diminish or fail, the planting season becomes unpredictable, and the dry season may be prolonged. While subsistence farming has always been demanding in such areas, climate change amplifies these challenges. As a result, local communities draw on a range of alternative farming methods and livelihood strategies, ranging from employing different crops to seasonal or long-term migration. Migration as an adaptation strategy, however, is widely rejected by international donors, national governments and sometimes local authorities. Rather, these actors often aim to enhance and promote local agriculture or other locally based livelihoods through in-situ adaptation projects, or adapting in place. This can be through providing (or selling) inputs to increase yields, e.g. drought resistant seeds, fertilizers or pest control; promoting new farming techniques, e.g. climate smart or conservation agriculture; or improving access to key resources, for instance water access through irrigation. Affected communities are supposed to stay where they are – in other words, deal with the challenges on the ground.

Digitalization has a transformative potential but simultaneously presents distinctive challenges, particularly in FCS characterized by infrastructural limitations, weak governance, and socio-economic disparities. The OECD identifies digitalisation as one of the intensifying factors for the growing inequality between FCS and the rest of the world. However, in FCS the story extends beyond inequalities between countries to inequalities within countries which are more critical for the FCS context as inequalities exacerbate fragility and conflict. This brief highlights three points. The first point explores the dual impact of digitalization on FCS business environments. Digital tools can overcome infrastructure barriers, thereby fostering economic growth and enhancing market dynamics through increased transparency. However, digital technologies create information asymmetry, resulting in widening the gap between those who can participate in the digital economy and those who are left behind, subsequently exacerbating socio-economic inequalities, fostering exploitative working conditions, and potentially escalating instability in fragile and conflict-affected regions.The second point focuses on the labour markets, where digitalization through the online gig economy can create job opportunities and improve labour mobility. However, it can also undermine labour protection and contribute to wage disparity and issues relating to workers’ rights, accentuating inequality and exclusion, particularly in FCS. The third part investigates the role of digitalization in Communications and Information Security. Digital tools can empower communities to resist oppressive regimes but can also be exploited for surveillance and censorship, fuelling conflict and exacerbating social tensions. The brief concludes with policy recommendations aimed at integrating digital inclusion principles in FCS strategies, emphasizing equitable digital initiatives, and adopting conflict-sensitive and equitable digital policies. The recommendations underscore the need for a balanced approach to digitalization, fostering innovation while providing protection from contributing to fragility and conflict.

Since 2019, realisation of the Sustainable Development Goals (SDGs) has gone from patchy to off-track as a result of Covid-19, global price shocks caused by the war in Ukraine and accelerating climate change. About 100 million people were thrown back into extreme poverty and hundreds of millions more face reduced health, livelihood and income prospects for the rest of their lives. The climate change agenda also took a backseat. Long-term global effects will be profound in terms of growing migration flows, further climate degradation and, likely, more conflict, authoritarianism and populism. Putting global development back on track requires focusing on fewer priorities rather than the entire SDG agenda, namely those with the highest negative impact on developing countries: conflict, climate change and inequality. Addressing these problems primarily requires middle- and high-income countries to reduce their contribution to climate deterioration and inequality at home, and to increase their support for conflict resolution efforts elsewhere at a faster rate. While it may seem counterintuitive, the greatest development contributions that developed countries can make lie at home.

The New Agenda for Peace (NAfP) calls for a shift to focus more attention on national prevention strategies, with a universal and more upstream approach to preventing all forms of violence. This is good news. By calling for all member states to create these strategies, the secretary-general is assuaging member states’ fears that prevention may be used to meddle into their internal affairs or that the need for prevention can be stigmatizing. Member states are now in the driver’s seat of this agenda. The upcoming Summit of the Future is an opportunity to establish a coherent vision for the role and the relevance of the UN in prevention—aligning approaches across different parts of the UN system—and to provide tailored-made packages and expertise for “member states seeking to establish or strengthen national infrastructures for peace,” as promised in the New Agenda for Peace. As the first in a new series of policy briefs on “Operationalizing the New Agenda for Peace,” this piece is a conversation starter on the conditions to consider in designing, implementing, and supporting effective nationally led violence prevention strategies and it calls on member states to lead on the development of an evidence-based framework for nationally led prevention strategies, and for experts, practitioners, and UN staff to feed into this discussion based on research and past experiences. Yet there is still a lack of understanding about the comprehensive security impacts of climate change. Climate security impacts tend to be complex as they often take shape through chains of compounded effects. This makes them difficult to fully comprehend, and in the absence of adequate situational awareness, policy responses are likely to fall short. The paper aims to contribute to a better understanding of climate security by providing concrete illustrations of potential direct, cascading and transition impacts. Impacts like forest fires, a heatwave in Europe and increased wind energy production all challenge Finland’s security in various ways, such as threatening human health and livelihoods, fuelling political polarisation and creating new supply chain risks. The primary tool through which cities act is networking, with hundreds of global city networks pursuing the interests and values of their constituencies. By demanding a seat at the table where global affairs are decided upon, cities challenge and complement the state-based international order, in addition to which they stretch the basic concepts and constructs of both international relations and international law.

The Responsibility to Protect populations from genocide, war crimes, crimes against humanity and ethnic cleansing has emerged as an important global principle since the adoption of the UN World Summit Outcome Document in 2005. Since the conception of R2P, individual states and regional organizations, the UN, civil society, and experts around the world have worked to establish what implementation of R2P and the prevention of mass atrocity crimes means in practice. The Global Centre for the Responsibility to Protect and the Asia-Pacific Centre for the Responsibility to Protect have developed a guide for states on steps to take to protect populations from atrocity crimes, at home and abroad. “A Framework for Action for the Responsibility to Protect: A Resource for States” consolidates and builds upon existing expertise from published works and best practice from states, regional organizations and the UN on how to prevent and respond to atrocity crimes. First, a lack of effective internal control prevents external oversight bodies, such as parliamentary committees, from fulfilling their role effectively. Intelligence service managers play a crucial role in facilitating scrutiny by oversight bodies not only by ensuring that major infractions are reported to the appropriate authority, but also by creating an environment that encourages cooperation with oversight bodies. Second, while transparency is essential to maintaining democratic control of government, intelligence services require a significant degree of secrecy to be effective. Consequently, intelligence services are subject to highly restricted oversight, unlike other public institutions. Effective internal control is therefore essential to rectify this inherent (and unavoidable) imbalance by ensuring that the day-to-day work of intelligence services is carried out in accordance with the law and with respect for human rights. Third, to avoid undue influence and ensure independent, objective analysis, intelligence services must retain a degree of autonomy from the executive. Executive control over intelligence services is therefore sometimes less pronounced, meaning that effective internal control is vital to ensuring intelligence services act within the rule of law. For the above reasons, intelligence services should be subject to both effective oversight and internal control. This Thematic Brief addresses the latter by examining internal control systems used in Euro-Atlantic countries.

This SIPRI Policy Brief offers insights into the importance of social capital for facilitating climate change adaptation and preventing and resolving natural resource-related communal conflict in developing countries. Post-shipment on-site inspections and international assistance in physical security and stockpile management (PSSM) have different scopes and objectives. On-site inspections allow exporting states to check exported military materiel to ensure that the importer is complying with its commitments, while PSSM assistance aims to improve states’ weapons and ammunition management systems. However, both instruments allow foreign specialists to visit a state’s weapons and ammunition storage facilities and enable information gathering to assess their integrity and identify possible diversion risks. This SIPRI Policy Brief highlights how building informal linkages between these instruments, especially with regard to states and actors that conduct inspections and are involved in funding or implementing PSSM assistance, could contribute towards establishing more comprehensive forms of post-shipment cooperation. In addition, applying lessons learned from PSSM assistance in terms of gaining access to states’ facilities, cooperating with the beneficiary importing states, and identifying limitations and opportunities associated with the use of tracking technologies could help to address some of the challenges encountered when conducting on-site inspections. PSSM assistance programmes could also include modules to raise awareness about on-site inspections and be a source of expertise that could assist states when implementing these controls.

Among the key tools that states that export arms and military equipment can adopt to help to prevent and mitigate the diversion of military materiel are post-shipment on-site inspections. These inspections involve the exporting state requiring and conducting physical checks on previously authorized and transferred military materiel on the territory of the importing state. In the past decade a growing number of states have adopted and implemented this policy tool. In addition, some multilateral bodies and instruments—including forums connected to the 2013 Arms Trade Treaty, the European Union and the United Nations—have been used to exchange views on the use of post-shipment on-site inspections and to develop related good practice guidelines. The wider use of post-shipment on-site inspections could help to prevent diversion of military materiel and reduce the human suffering that this generates, but several barriers and challenges appear to be blocking their broader adoption. This SIPRI Policy Paper reviews these barriers and challenges, and summarizes the steps that have been taken at the national level to address them. The paper then examines the steps that have been taken and that could be taken at the multilateral level to expand discussion about post-shipment on-site inspections and help to support those states that are considering adopting this policy tool. For each step, the policy paper presents a series of recommendations that could be taken forward by states, research institutes, or the executives or secretariats of relevant multilateral instruments or bodies.

Reporting and review arrangements are often portrayed as vital for keeping countries informed about each other’s climate intentions and actions. They are set in order to enhance accountability and mutual trust, ultimately securing more ambitious climate actions. This Briefing Paper provides an updated analysis of state engagement with the recent reporting requirements under the United Nations Framework Convention on Climate Change (UNFCCC). The analysis shows that the performance of countries continues to vary greatly. The full data of the research is available to be requested from the authors. Understanding current trends of engagement with reporting is crucial for informing the effective implementation of the Paris Agreement. Indeed, the Agreement calls for an “Enhanced Transparency Framework” to be implemented by 2024. This represents a major ramping up of transparency obligations, especially for developing countries. Significant challenges lie ahead in the implementation of ever more stringent transparency requirements. Political reluctance to report on national climate actions (or lack thereof) to multilateral institutions such as the UNFCCC is a likely obstacle to the functioning of the new transparency framework. Technical obstacles may also limit the disclosure of information.

A common understanding of the OSCE and the security it seeks to promote has been in decline since 2008. The war in Ukraine and renewed Russian invasion in February 2022 have led many to ask how to sustain the OSCE going forward. One consideration is to temporarily remodel the OSCE as a ‘consensus minus one’ organization to exclude Russia from decision-making. This would allow the institutional set-up and characteristics of a liberal world order institution to be maintained. Another perspective is the return to a Cold War conference model, which would facilitate dialogue with Russia and its allies despite Moscow’s active dismantling of the OSCE and its principles. The immediate future for the OSCE looks dim. Ahead of the 50th anniversary of the Helsinki Final Act in 2025 and in preparation for the Finnish OSCE Chairpersonship, this Briefing Paper argues that the perspectives of civil society may help retain a key tenet of the OSCE process and help reimagine a new Helsinki spirit. An expanded, interdimensional Moscow Mechanism may offer a via media between the two perspectives and continue to incorporate civil society perspectives into the operational work of the OSCE.

One implication of the war in Ukraine is that collective solutions to climate security will be ever more difficult to forge. Earlier hopes for cooperation were focused on the ‘securitization’ of climate change – that is, presenting it as an issue for security policy. The expectation was that the security implications of climate change would be recognized as a shared threat and dealt with through multilateral cooperation under UN leadership. The securitization of climate change took place at the same time as a decline in liberalism and multilateralism in international politics. The rise of conflictual and disintegrative tendencies in international relations creates a dangerous geopolitical context for climate change. Climate security is part of great-power politics. Recognizing this requires a deep rethinking of how cooperation can be achieved if this issue cannot be decoupled from geopolitical gridlocks. Climate and environment issues should be ‘re-securitized’, for example, by further embedding them into the few existing multilateral regimes, such as the Paris Agreement and the UN Convention on Biodiversity.

Data localisation refers to the technologies and policies aimed at ensuring localised data hosting and localised data routing instead of utilising offshore server and processing centres. Data localisation is often suggested as a solution to global challenges stemming from the increasing dependence of societies on data and digital technologies, as well as the fear of an external actor leveraging this dependence for power political purposes. Data localisation does not, however, reduce key technological dependencies. The goal of digital resilience should be to ensure the security and continuity of data and infrastructure software, and to secure access to critical digital services irrespective of their location. Instead of data localisation measures, international cooperation should be deepened and digital traffic should have overseeing systems similar to those that have been in place for land, air, and maritime traffic for decades. EU member states would benefit greatly from the creation of a unified auditing and standardisation process within the European single market. At the same time, tighter ties with US digital service providers would improve digital resilience.

But unsustainable levels of debt can have devastating consequences for a country’s population, crowding out government spending on even basic necessities including food, medicine, and fuel imports. In Sri Lanka, for example, 71 percent of government revenue was spent on debt service before the country defaulted. Even where the tradeoff is not so dire, unsustainable debt service can limit productive investments in infrastructure, education, healthcare, and other sectors, hampering the economic growth necessary to reduce a country’s debt burden. After a decade-long period of low borrowing costs, a confluence of rising interest rates, inflation, and commodity shocks have raised the likelihood of overlapping debt crises in developing countries. The International Monetary Fund (IMF) now estimates that 30 percent of emerging market countries and 60 percent of low-income countries could face trouble paying down their debts or will soon. There is no international bankruptcy mechanism for countries that default on their external obligations. Instead, countries have historically depended on a patchwork of precedents, contracts, and conventions to bring creditors to the table for debt relief negotiations. The United States has a legacy as the lead architect of large global debt relief initiatives, from the Brady Bond plan for Latin America to the Heavily Indebted Poor Countries (HIPC) Initiative that kickstarted debt relief for poor countries in the 1990s. However, the global creditor landscape has changed significantly over the past decade. Low-income sovereigns’ largest creditors today—China and private bondholders—operate under much different principles than the leading bilateral creditors of the past, making the traditional norms and structures less effective for present debt challenges. The objective of the international financial architecture—historically overseen by the IMF and its shareholders— will be to corral these new creditors into a cooperative arrangement to deliver on debt relief.

Last July, the Center for Global Development hosted a meeting with other think tanks to exchange perspectives on the multilateral development bank (MDB) system. We shared a common diagnosis that MDBs must more aggressively address the global challenges that defy national borders and threaten human life as we know it. By virtue of its global reach, financial firepower, and expertise, the World Bank is especially well positioned to be a major driver of progress on climate, pandemic preparedness natural resource conservation, and other global public goods. But it is not meeting its full potential. Participants at our meeting agreed to set out a shared “call to action” where we lay out ideas to evolve the World Bank. The central ideas are to make climate mitigation and adaptation a core component of the World Bank’s mandate; greatly expand its financing capacity; create more incentives for countries to invest in climate and health preparedness; and reform the organizational structure of the institution. Together these could help lay the foundation for a modern World Bank that is meeting the defining challenges of our time head on. In 2006, when a CGD working group published its report When Will We Ever Learn? Improving Lives Through Impact Evaluation, very few social programs benefitted from studies that could determine whether they actually make a difference. Since then, there has been tremendous progress in harnessing better evidence to inform public policy decision making, especially from impact evaluations of programs in low- and middle-income countries. Impact evaluation is a rigorous approach that establishes the attributable net impact of a project or program, making it uniquely well suited to inform decision making about resource allocation, program design, and scale up or drawdown. But the COVID-19 pandemic put a spotlight on an unfinished agenda, underscoring the need for high-quality, timely, and context-specific evidence. The pandemic has demonstrated the cost in lives and livelihoods when policymakers make decisions based on incomplete or outdated evidence and data. Approximately 15 million more deaths took place in 2020 and 2021 than would have occurred in the absence of COVID-19, and cumulative economic losses from the pandemic are expected to reach 13.8 trillion. Given the potential real-world benefits, why have decision makers within governments, aid agencies, multilateral organizations, and NGOs not yet fully harnessed the value of evidence—including from impact evaluations—for better public policies? Looking ahead, how can the development community renew momentum and broaden bases of support for impact evaluation and the wider evidence agenda? In response to these questions and building on progress to date, CGD launched the Working Group on New Evidence Tools for Policy Impact. The working group aimed to develop a renewed agenda for investments in impact evaluation and related evidence systems to enhance their value for policy use. It brought together a diverse group of policymakers and experts to review recent progress and examine how to address remaining obstacles to the use and utility of evidence for global development, with a focus on impact evaluation. This brief summarizes the final report of the working group. The report collates resources and insights on progress in implementing and using impact evaluations for decision making and proposes five ways to improve impact evaluation funding and practice, directed to the development community—government policymakers; other multilateral, bilateral, and philanthropic funders; researchers, and NGOs

COVID-19 has shown the detrimental consequences of insufficient and fragmented financing for outbreak preparedness, prevention, and response (PPR). As the world seeks to recover from the current COVID-19 pandemic, and to mitigate recovery needs for future health crises, more must be done to accelerate global efforts to ensure rapid, adequate funding and governance for global health security, which has been under-resourced and under-prioritized. The rationale for reforming and replenishing the global health architecture to prepare for the next pandemic is clear: to protect health, human lives, and economic well-being.[1] Without dedicated and accelerated investment—in scaled up surveillance, strengthened national health systems, enhanced research and development of medical countermeasures, and more—we will continue to face more frequent and more complex epidemics and pandemics in the years ahead, and be less prepared to stop them.[2] Without the capacity to surge financing to respond at-scale to infectious disease outbreaks, we risk a repeat of the devastation caused by the COVID-19 pandemic. Last July, the High-Level Independent Panel (HLIP) on Financing the Global Commons for Pandemic Preparedness and Response, mandated by the Italian Presidency of the G20, released the report A Global Deal for Our Pandemic Age, laying out policies and investments needed to reduce vulnerabilities to future pandemics.[3] Likewise, in 2021, the Independent Panel for Pandemic Preparedness and Response[4] described the shortcomings of the existing architecture and suggested similar policies for the future, including greater assessed contributions for the World Health Organization (WHO) and the need for dedicated financing to prevent and prepare for the next COVID-19 variant and pandemic risk. The Global Preparedness and Monitoring Board’s periodic reports went in this same direction[5] , as did earlier assessments following Ebola, SARS and MERS outbreaks though recommendations often went without implementation.[6] These reports and the experience of the COVID-19 pandemic itself have again made clear that existing mechanisms for financing pandemic preparedness and response are not fit-for-purpose, nor at the sufficient speed and scale needed to ensure global health security. Current financing for pandemic preparedness is small, fragmented, and concentrated in the health sector.[7] Different organizations across the global health and international financial institution architecture hold different comparative advantages in mobilizing and deploying monies and need to be fully financed to do what they are best suited to do. However, no institution (that is adequately funded, credible, and capable) is currently mandated to or accountable for ensuring pandemic preparedness, resulting in financing and accountability gaps, particularly in low- and middle-income countries where Global Health Security Action Plans too often go un-costed and unfunded.[8] Further, new regional organizations and groupings are leaders in their own development, and must be a central part of a new global health security architecture—the Africa Centres for Disease Control and Prevention (Africa CDC), Partnerships for African Vaccine Manufacturing (PAVM), Association of Southeast Asian Nations (ASEAN), Forum for the Progress and Development of South America (PROSUR), among others, are examples. Adequate reforms and robust replenishments of global health organizations new and old are needed to ensure stronger global health security and pandemic preparedness now and in the future. External funders should take a comprehensive view of the major global health initiatives and consider how a range of reforms, when combined, have the potential to respond more coherently and efficiently to the financing demands related to the on-going COVID-19 pandemic, other macro risks that affect public spending on health, and in the face of future health threats. There are reasons for optimism. Unlike the experience during previous pandemic threats, COVID-19 has finally seen the International Monetary Fund become more aware and vocal on the need to address both COVID-19 and future pandemic risks as “systemic risk(s) to the global economy, not just the development […] of a particular country.”[9] Finance, health and development policymakers are increasingly coming together in different fora and recognizing the need to invest across sectors and to connect the international financial architecture with health initiatives in ways that will deliver better outcomes.[10]

The COVID-19 crisis has served as a painful demonstration that no country is fully prepared for a pandemic and that the existing global health architecture remains ill-equipped to finance pandemic prevention, preparedness, and response (PPR). The rationale for preventing and containing pandemics is self-evident: the price of preparedness is a fraction of the cost of responding to catastrophic outbreaks, both in terms of human and economic well-being.[1] In the aftermath of the 2003 SARS outbreak, 2009 H1N1 pandemic, and the 2014-2016 West Africa Ebola outbreak, experts called for scaling up sustainable financing to ensure the world was better prepared to face that next global health threat. But even amid efforts to better understand and measure preparedness gaps,[2] little action was taken to mobilize financing and incentivize investments in strengthening detection, prevention, and response capabilities. As global health threats evolve, countries’ capacity to prepare for and respond to disease outbreaks is increasingly a global imperative. Now is the time to take concrete steps toward establishing sustained financing for pandemic PPR to help bring an end to the ongoing COVID-19 pandemic, combat future health security threats, and break the costly cycle of neglect.

65. Opportunities for Increased Multilateral Engagement with B3W

As the world continues to rapidly digitize and grapples with the short- and long-term impacts of climate change, new forms of innovative and resilient infrastructure are increasingly necessary. The estimated $3.3 trillion annual gap in infrastructure investment cannot be paid for with official development assistance (ODA) alone but will require significant private sector financing and local government resources. A coordinated, multi-stakeholder effort that includes governments, the private sector, and civil society is needed to leverage all available resources and funding to address these challenges as well as implement the UN quality infrastructure agenda.2 G7 countries—Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States—have recognized the need for a global infrastructure plan that responds to the problems of today and proactively plans for the issues of tomorrow. In June 2021, the G7 unveiled the Build Back Better World (B3W) initiative, which seeks to leverage the private sector for $40 trillion in infrastructure investment by 2035 under the initiative’s four pillars: (1) healthcare, (2) gender equality and equity, (3) climate and environment, and (4) digital technology. The initiative also includes several economic and trade provisions to promote greater connectivity and allow countries to benefit from this investment. The B3W strategy is designed to be inclusive and rely upon input from a whole spectrum of local organizations, donors, and recipient countries to define an infrastructure strategy, projects, and implementation priorities. The guiding principles of B3W include value-driven high standards, transparency, climate-compatible projects, private sector investment, and a commitment to multilateralism. B3W shares standards with and builds upon two previous initiatives: the Blue Dot Network (BDN) and the Better Utilization of Investment Leading to Development (BUILD) Act. BDN is a U.S.-led effort that certifies infrastructure projects against robust criteria and environmental, social, and governance (ESG) standards. The BUILD Act is a bipartisan bill that created the U.S. Development Finance Corporation (USDFC) to introduce private sector investment in low- and lower-middle-income countries. These two initiatives have thankfully laid the groundwork for B3W’s objectives and principles. Given the initiative’s infrastructure focus, B3W is being positioned as an affirmative alternative to other state-directed infrastructure financing models, such as China’s Belt and Road Initiative. Its emphasis on good governance, consideration of environmental and social impacts, and adherence to transparency is meant to draw a stark contrast with other models that involve more questionable labor and environmental standards, alleged corruption, and murky debt financing. B3W has an opportunity to distinguish itself as an important alternative through high standards and the buy-in of multilateral partners and stakeholders. The United States can be the driving force of this engagement through its unique ties to the UN system, including being the largest member country donor. Partnering with specialized UN agencies, committees, and related entities that work in the various B3W pillars will (1) make B3W more of a legitimate initiative with a greater global collaboration; (2) better position B3W projects to succeed with the right resources, networks, and capital; and (3) fill the knowledge and resource gap from the private sector.

The number of small satellites in orbit has increased rapidly over the last decade, and the growth of this sector is expected to accelerate even more in coming years. Small satellites offer unique economic opportunities, due to their shorter development time, their lower cost as well as their manufacturing in assembly line style processes. Many small satellite applications envision systems comprised of constellations of hundreds or thousands of satellites, which offer a number of advantages, such as the increase in temporal resolution, or revisit rate, as well as formation flying. Military users can take advantage of commercial systems for military purposes - leveraging existing capability without the need to develop new systems internally. Militaries must look for ways to harness these trends to their advantage, both by making use of commercial offerings, and by examining military-specific opportunities. Military leaders envision a time when battlefield imagery could be requested and received by commanders on the ground and used for real-time decision-making. The U.S. Army's Project Convergence experimented with this capability in October 2020.

67. Shift to renewable energy could be a mixed blessing for mineral exporters

The world’s transition to sustainable energy systems has suddenly become a boon to countries rich in critical minerals used in clean energy technologies like rechargeable batteries, solar panels, wind turbines, and electric vehicles. Among these critical minerals are aluminum, coltan, copper, aluminum, zinc, tin, rare earths, lithium, tantalum, and cobalt. Given that these minerals are key to building sustainable energy systems, vital for ensuring military might, and often extremely valuable, will countries with large, exportable endowments of these minerals fall prey to the resource curse? Hendrix says these countries may find their newfound wealth to be a mixed blessing. The size of the markets for these resources and their marginal production costs suggest that they do not have the potential to generate massive rents the way that oil and gas production have. Given that these rents are the source of many ills—authoritarianism, reduced investment in human capital, poor human rights records—this is good news. But because several of these minerals can be mined artisanally, they may lead to governance challenges related to armed conflict. Their status as strategic resources will invite major power meddling and interventions—but only if mineral-rich economies are forced to align themselves and access to their resources with a major power, like the United States or China. The 20th century’s scramble to secure oil resources led to cursed dynamics in oil-rich societies, but historical precedent is not destiny. Mineral-rich countries may avoid the resource curse, especially if they develop diverse investment and trading relationships to balance major power interests in their mineral wealth and embrace industry- and civil society–led good governance initiatives around mineral resources.

In the current global context marked by economic fragility, growing uncertainty and geopolitical conflicts, ensuring the smooth functioning of global supply chains becomes more important than ever. Supply shortages, higher freight costs, higher commodity prices and strong demand increase will trigger inflationary pressures for all economic sectors dependent on global value chains (GVCs). As part of global efforts to enhance the resilience of GVCs, this paper makes the case for a broader discussion about the untapped potential of processing trade, a relatively unknown trade facilitation option available in many countries around the world. Processing trade has been credited with stimulating China’s participation in GVCs, in combination with foreign direct investment (FDI) attraction and industrial upgrading. However, processing trade is not just a Chinese phenomenon. In the EU, significant trade flows (over 200 billion euros in 2021 alone) benefitted from a double-digit trade cost reduction, thanks to the EU processing trade provisions. Different types of processing trade arrangements exist in over 70 countries worldwide (including in the EU), as a way to facilitate the integration of developing countries in global production chains. However, these unilateral schemes have different requirements and co-exist without any attempt to facilitate their inter-operability along complex global supply chains. This paper argues that there is a pressing need for a global reflection on how best to promote a better integration between these national processing trade schemes. One option is to promote a “GVC 2.0” approach that offers key recommendations and best practices for processing trade along GVCs. Such a coordinated “GVC 2.0” trade facilitation initiative would not only make GVCs more resilient for countries that depend on global sourcing for their critical economic activities, but it will also reduce the inflationary effect generated by the unnecessary trade costs associated with GVC activities.

Recent advances in big data and analytics, cyber security, automation, and artificial intelligence can make critical contributions to the demonstration of power on the international stage. New technologies not only offer militaries the ability to conduct operations with greater effectiveness but also reduce the potential human cost of operations. In an increasingly digitized world, organizations that do not adopt and leverage these advances can become inefficient and even fall by the wayside. Yet, despite the immense promise of emerging technologies, many organizations struggle to integrate and utilize them. This is true in both the military and business sectors. For business organizations, a failure to adopt and use novel technologies may threaten profits and even their survival. For militaries, where soldiers’ lives are on the line, the consequences can be even more severe. Why is the integration of new technologies often so difficult? This policy brief highlights an important and overlooked reason, namely how gender policy can affect resistance to organizational change. Gender policy reform requires organizations to invest resources in the recruitment and retainment of an inclusive workforce, and therefore demands that organizations be flexible and resilient. Flexibility and resilience are also required to integrate disruptive innovations. Rather than trying to chain a new technology to old systems of ascension and reward, organizations that want to advance technologically must rethink their incentive systems and work hard to restructure entrenched hierarchies.

This is not by chance, but choice: “economic violence” is perpetrated when structural policy choices are made for the richest and most powerful people. This causes direct harm to us all, and to the poorest people, women and girls, and racialized groups most. Inequality contributes to the death of at least one person every four seconds. But we can radically redesign our economies to be centered on equality. We can claw back extreme wealth through progressive taxation; invest in powerful, proven inequality-busting public measures; and boldly shift power in the economy and society. If we are courageous, and listen to the movements demanding change, we can create an economy in which nobody lives in poverty, nor with unimaginable billionaire wealth—in which inequality no longer kills.

The protection of civilians (POC) in armed conflict has become a core strategic objective for the United Nations system and for UN peace operations in particular. The UN, however, is not the sole actor engaged in POC. The European Union (EU) and North Atlantic Treaty Organization (NATO), among other regional actors, have been developing their own policies and approaches to POC. While the significant overlap in these organizations’ member states and interorganizational developments create an opportunity to coordinate and synergize their POC policies, their approaches to POC differ—in some cases substantially. As the EU and NATO are both in the process of reassessing their strategic direction against the backdrop of new conflict scenarios, there is a need to reflect on the differences and similarities between these three organizations’ approaches to POC, their comparative advantages, and the future direction of the POC agenda. At a time when international peace operations and protection efforts are under intense political and operational pressure, such an understanding could also lay the foundation for more informed and effective interorganizational cooperation on POC. Toward this end, this paper examines the conceptualization of POC in the UN, the EU, and NATO, lays out the core POC policies and approaches of the three organizations and examines their approaches to implementing these policies in the field. The paper concludes with policy recommendations for the UN, the EU, and NATO to strengthen POC efforts within and between the three organizations: Adapt POC to new operational realities; Revitalize discussion on POC within and between the organizations; Improve POC training, preparedness, and institutionalization; and Focus on both passive (harm mitigation) and active approaches to POC.

In his 2020 Call to Action on Human Rights, UN Secretary-General António Guterres committed to developing an “Agenda for Protection.” The agenda provides an opportunity for the UN to reaffirm that the protection of crisis-affected populations is fundamental to its purpose and values. To be effective it should address the lessons learned from previous efforts to bring about a system-wide approach to protection, particularly the Human Rights up Front initiative. Critically, it should address the systemic and structural shortcomings of the UN to effectively respond to protection crises by providing strategic coherence to the fragmented ways in which the different UN entities contribute to protection. This policy paper analyzes the policy, strategic, and operational priorities for the forthcoming Agenda for Protection. It focuses on how the UN system can reform the way it addresses protection crises while remaining mindful that its role is heavily influenced by member states. It argues that without a transformative and comprehensive approach that brings together the fragmented ways the different UN entities contribute to protection, the Agenda for Protection is likely to suffer the same fate as previous unsuccessful efforts, further undermining the organization’s credibility. The paper concludes by providing several recommendations for the UN to consider as it drafts the Agenda for Protection: Establishing a clear vision statement and a commitment to protect; Setting out a common framework of protection measures to be implemented; Designating and resourcing a system-wide lead entity on protection; Outlining procedures to scale up the response in the event of a protection crisis; Developing an implementation plan and accountability framework; and Consolidating the reporting of protection results.

Since the terrorist attacks of September 11th, 2001, the UN Security Council has developed two main streams of work related to counterterrorism: the sanctions regime established by Resolution 1267 and measures under Resolution 1373. However, these resolutions and related sanctions regimes have been criticized for failing to safeguard and facilitate impartial humanitarian action. In response, the council has progressively incorporated language that better considers international humanitarian law (IHL) and humanitarian principles. Despite these efforts, humanitarian organizations have continued to criticize counterterrorism resolutions and related sanctions regimes for inhibiting humanitarian activities. This policy paper considers how the Security Council’s counterterrorism resolutions and related sanctions regimes can continue making progress to better protect humanitarian action. It begins by describing the council’s main streams of work on counterterrorism as well as their subsidiary organs. The second section discusses the impact of these counterterrorism measures on impartial humanitarian activities. The third section then reviews the incremental steps taken by the Security Council to incorporate language relevant to IHL and humanitarian affairs into these measures. The fourth section analyzes the four most recent counterterrorism-related resolutions adopted by the Security Council. The paper concludes with policy recommendations for entities both within and outside of the UN to better safeguard humanitarian action within counterterrorism resolutions and related sanctions regimes: For humanitarian organizations, relevant civil society groups and UN entities, and independent experts: Advocate to keep humanitarian action high on the Security Council agenda; Monitor the implementation of the humanitarian exception for Afghanistan; and Issue independent opinions on advisable forms of humanitarian carve-outs. It is commonly assumed that the main threats to uniformed peacekeepers originate from outside of peacekeeping missions. However, many women (and some men) deployed as military or police peacekeepers are subjected to sexual abuse by other members of the organizations they serve. Until now, there has been little research specifically focused on this sexual abuse by uniformed peacekeepers against their peacekeeping colleagues. This paper helps fill that gap, drawing on a survey of peacekeepers as well as data from interviews and a closed-door workshop. It presents findings related to the extent, frequency, and type of abuse peacekeepers have experienced and witnessed; the perpetrators of this abuse; the organizational cultures that enable it; and peacekeepers’ perceptions of the UN’s response. These findings reveal that while sexual abuse is a major threat to uniformed peacekeepers, especially women, the UN and troop- and police-contributing countries (T/PCCs) have not adequately responded to the issue. This lack of attention is in contrast to the relatively robust architecture for reporting on and investigating sexual exploitation and abuse of host communities in peacekeeping environments. To successfully prevent and respond to sexual abuse within peacekeeping missions as well as increase women’s meaningful participation in peace operations, the report concludes by providing several recommendations across four broad areas for the UN and T/PCCs: Transform the organizational cultures that enable sexual abuse of peacekeepers; Mandate robust training to prevent sexual abuse of peacekeepers; Require T/PCCs to address sexual abuse of peacekeepers within their contingents; and Create a robust, confidential, and victim-centric reporting and investigation infrastructure.

Conventional arms control and disarmament efforts have historically been framed as a humanitarian cause to limit human suffering. However, activities with an arms control component have only featured to a limited extent within the protection of civilians (POC) mandates of United Nations peace operations. Both issues feature on the agenda of the UN Security Council, which mandates missions, but the linkages between the two have not been well explored at the policy, strategic, and operational levels. Produced in conjunction with the United Nations Institute for Disarmament Research, this brief provides an analysis of the actual, and potential, contribution of conventional arms control and related activities to POC within the context of UN peace operations—both peacekeeping operations and special political missions. There has been limited research conducted on this topic, and it has been addressed in only a cursory manner in relevant policies, guidelines, and strategies. This paper therefore attempts to demonstrate the existing linkages between these two mandated tasks, as well as to pinpoint some of the barriers and challenges to why arms control has not featured more fully within the POC efforts of missions. It then identifies relevant entry points based on concrete examples of how arms control-related activities can be better leveraged by UN peace operations to ensure the more effective protection of civilians.

Initiatives to increase gender equality or implement the women, peace, and security agenda in peace operations routinely fail when they lack support from leadership. Gender-responsive leadership is thus essential to the UN’s efforts to promote gender equality in UN missions and the countries where these missions are deployed. While the phrase “gender-responsive leadership” is not yet widely used by the UN, its fundamental principles have been integrated across several peacekeeping priority areas and policy frameworks, including training and mentoring programs, accountability frameworks, and data collection and monitoring. Yet significant shortcomings remain. This issue brief examines the concept and practice of gender-responsive leadership and assesses its potential to contribute to UN peace operations. It begins by examining the concept of gender-responsive leadership, the approaches and strategies envisioned by policymakers, and what outcomes it can achieve. It then outlines why gender-responsive leadership is important to UN peace operations and how it could bring about new approaches and challenge barriers to gender equality. It also considers the steps the UN has taken to implement gender-responsive leadership at both the mission and headquarters levels. The paper argues that gender-responsive leadership has the potential to change gender-unequal outcomes in peacekeeping if it is supported through training, mentoring, online resources, and assessment frameworks. Ultimately, the paper recommends a more inclusive, intersectional view of gender-responsive leadership—one that pays attention to issues such as race, ability, and sexual orientation—to ensure that leaders do not operate according to homogenized or essentialized understandings of women’s experiences.

While the wide-ranging impacts of COVID-19 are being felt in all countries and communities, the pandemic is having a disproportionately large impact on vulnerable populations, such as people living in areas affected by fragility, conflict, and violence. Vaccines hold enormous promise to mitigate these impacts, but the complications inherent to armed conflict make accessing vaccines especially challenging. Even when countries do receive vaccines, they often face challenges in rolling out vaccination programs, whether because they lack adequate capacity or because the doses are set to expire or are not acceptable to the communities set to receive them. This issue brief focuses on the challenges of equitably distributing COVID-19 vaccines to populations in conflict-affected areas. It begins by looking at general issues related to the development, approval, production, procurement, and distribution of vaccines. It then examines the particular challenges to distributing vaccines in conflict-affected areas both before and during the vaccine rollout. The report concludes with several recommendations for stakeholders and policymakers to improve the delivery of vaccines in conflict-affected areas: Redistribute global resources to increase the supply of vaccines to conflict-affected countries; Increase the transparency and predictability of global vaccine supplies; Enhance cooperation and coordination at the national and local levels to deliver vaccines to conflict-affected areas through existing humanitarian response mechanisms; and Ensure that vaccination campaigns in conflict-affected areas adhere to humanitarian principles.

UN peacekeeping missions tend to frame conflict-related sexual violence (CRSV) narrowly both in terms of who its victims are and who is best placed to address it. The victims of CRSV are usually assumed to be women and girls, and there is often an expectation that women peacekeepers will be better able to address CRSV than men. These assumptions reflect the frequent conflation of CRSV with “violence against women and girls,” as well as with “sexual and gender-based violence.” They also reflect the broader conflation of “women” and “gender” throughout UN policy documents and training resources for military peacekeepers. This issue brief explores how the UN system currently understands CRSV and SGBV, how this understanding affects the responsibilities, roles, and perceptions of military peacekeepers, and how UN policies—especially those focused on military women’s participation in peacekeeping—might be more inclusive. It draws on desk research as well as interviews with practitioners, UN personnel, and academic gender experts, as well as insights shared in several closed-door, expert-level workshops. The paper concludes that the current narrow understanding of CRSV harms victims of sexual violence who are not women and girls, including men and boys as well as sexual and gender minorities. Beyond the victims, narrow understandings of CRSV also harm women peacekeepers. Those pushing to increase the number of uniformed women peacekeepers often emphasize their added value in preventing and responding to CRSV. This assumption can perpetuate the idea that women peacekeepers’ primary added value is their gender identity and saddles them with additional responsibilities, often without adequate training, resources, or authority.

COVID-19 has underlined that in a context of recurring pandemics, public health is a basic global public good, the provision of which presupposes effective and timely collective action at global level. It has exposed the limitations of the prevailing framework. This Policy Contribution positions global public health governance in the wider debate on the reform of international governance arrangements. It distinguishes between the ‘before’ phase of pandemic preparedness, characterised by ‘denial and neglect’; the first phase (‘addressing the outbreak’), with scientific cooperation and an uncoordinated response to the outbreak; the second phase (‘responding and containing’), with a scaling up of testing, but also competition for scarce equipment and slow development of tests; the third ‘protecting’ phase, with the exceptional development of new vaccines but also rival vaccine diplomacy; and the final ‘exit’ phase, with ramping up of vaccine distribution, but also a glaring failure to vaccinate poor countries. In the evolution of global governance arrangements in different policy areas, six ingredients have been important, and two were clearly present in public health: joint identification of the problem, and shared expertise, as demonstrated especially in the scientific and institutional response. This was much less the case with two others: common action principles, and transparent reporting mechanisms. Finally, there have been significant problems with the last two ingredients: there is no accepted outcome-evaluation process to assess results and adapt instruments, while trust issues continue to hamper the work of the World Health Organisation. The decision to work towards a new pandemic treaty should be assessed against the reform agenda of global health security governance. Four proposals can be made. The WHO should be turned it into a strong and independent standard-setting and surveillance authority for preparedness, prevention, and response, while existing institutions and initiatives should be streamlined and consolidated to better provide essential medical supplies globally. Meanwhile, a G20-type body should be established to provide leadership and ensure a whole-of-government approach that repositions global health governance in the world order and puts it on par with economic interdependence or financial stability in terms of governance, institutional backing and resources. Adequate funding should be provided through a self-standing fund to address the shortfalls COVID-19 has revealed in preparedness of national health systems, detection and containment, and shortages and misallocations of critical medical supplies.

The world trading system is reeling from the trade war between China and the United States, the disabling of the World Trade Organisation Dispute Settlement Understanding and repeated rule-breaking by WTO members. This does not mean the end of the post-war system, but it is being transformed into a more complex, politicised and contentious set of trade relationships. The new framework is likely to evolve around a WTO in maintenance mode with weak and largely unenforceable rules, and three blocs built by regional hegemons. Trade within the blocs will be relatively free and predictable, but the blocs are far from cohesive, contributing to the politicisation of the system. Trade relations between the blocs, especially among the regional hegemons, will be tense and potentially unstable. Countries across the world need to rethink their trade and foreign policies to reflect the new reality. They need to continue to lend support to the WTO but also to accelerate work on regional and bilateral deals, while entering plurilateral agreements on specific issues – within the WTO if possible, or outside it if not. Beyond these general prescriptions, the priorities of different economies vary greatly. The trade hegemons of China, the European Union and the US face vastly different challenges. Middle powers on the periphery of the regional blocs, or outside them, such as Brazil, India and the United Kingdom, face an especially arduous struggle to adjust to a less predictable system. Small nations will be forced into asymmetrical deals with the hegemons or will play them off against each other, adding to the politicisation of trade relations.

81. The Development Response to Kleptocracy and Strategic Corruption

Kleptocracies do not stop at their own borders. The same actors, networks, tactics, and resources that they wield to prevent democracy and rule of law from sprouting at home are also repurposed for foreign aggression. While cronies, oligarchs, and lesser operatives do get rich in the process, “strategic corruption” is chiefly a geopolitical weapon directed by autocratic regimes to secretly undermine the sovereignty of other countries. The three most common manifestations of strategic corruption vary on a spectrum of how directly and boldly they violate sovereignty and subvert democratic processes. Starting with the most indirect and chronic form of strategic corruption, Russia and China invest “corrosive capital” throughout Eastern Europe and the Belt and Road Initiative, respectively. They use corrupt patronage networks and opaque business dealings to spread their kleptocratic model of authoritarian governance. Those corrupt investments are usually also supported by tactics of “malign influence,” like when a minister or politician receives bribes or economic threats until they censor their political speech, advance a foreign policy initiative, or otherwise subordinate the legitimate sovereign interests entrusted to them by their own people in favor of the interests of a foreign power. Finally, the most direct and acute form of strategic corruption involves financial methods of election interference and other tactics of corrupting democratic processes. Often funded with the proceeds of kleptocracy, election interference through covert political financing has become the bailiwick of Kremlin-directed oligarchs. Separate from those three manifestations of strategic corruption—corrosive capital, malign influence, and election interference—China and Russia try to hide their dirty money and malign activities by pressuring foreign journalists into silence through surveillance, thuggery, and lawsuits. Western foreign assistance has not yet offered a coherent response to kleptocracy and strategic corruption, but that is starting to change under the Biden administration. Building resilience to this transnational threat through foreign aid will require four new approaches that are more political and coordinated than traditional development assistance. First, aid should be informed by local political analysis. More important and less used than technical reviews of laws and institutions, political analysis should center anti-corruption efforts around known corrupt activity. That starts by asking sensitive questions about which individuals, institutions, and sectors are the most corrupt, how extensively their networks of wealth and power span, and which corrupt figures must be held accountable to thoroughly purge grand corruption. Second, aid should be responsive to political shifts, scaling up and down, respectively, in response to windows of opportunity for anti-corruption reform and times of backsliding toward kleptocracy. Third, aid responses to kleptocracy should be coordinated at the regional and global levels, similarly to how grand corruption operates across borders through transnational networks of actors and tools. Fourth, anti-corruption programming should be deeply integrated across the traditional sectors of assistance, particularly health, infrastructure, energy, climate, and security. Some of these new approaches are already being prioritized under the Biden administration’s new strategy to combat corruption, particularly coordinating across tools and sectors to fight transnational corruption. But operationalizing this mission will be no small endeavor, given that anti-corruption assistance is delivered through a notoriously technocratic and apolitical bureaucracy built during the Cold War to aid socioeconomic development in individual countries steadily over decades. But getting this right offers the key to defending democracies from autocratic aggression, showing how democracy can deliver, and even helping bring foreign policy and domestic politics into alignment for the first time in a generation.

The WCAPS Pipeline Fellowship Program provides an opportunity for college and university students, as well as young adults and early career professionals, to develop a broad understanding of the different dimensions of peace, security, and foreign policy through engagement with WCAPS members, to include young, mid-career and senior level women and men. Oftentimes, the WCAPS Pipeline Fellowship program serves as an introduction to these career paths for young women of color and allows them to seamlessly integrate into the WCAPS community and beyond, thus creating the pipeline we aimed for. The program started locally in Washington D.C. and has since expanded to include participants from across the globe. This most recent cohort had participants from four continents. This dynamic group of women learned about a variety of topics to include Redefining National Security (RNS), emotional intelligence, Women Peace and Security (WPS), and international law as it relates to peacebuilding. WCAPS is very proud to present the policy papers these young women wrote, following months of rigorous research, coordination, and collaboration.

COVID-19 has accelerated the shift to remote work. Enabling knowledge workers to do their jobs from home or elsewhere brings benefits by increasing labour participation, avoiding unproductive commuting time (thus reducing the carbon footprint), and reducing the gender gap by enabling single parents or partners with domestic-care responsibilities to work. Not all jobs are suitable for remote work, but far more remote work is feasible than was typical prior to the pandemic. The post-pandemic new normal is sure to differ both from the pre-pandemic normal and from current arrangements. Hybrid arrangements in which part of the week is spent at the office, and part at home, are likely to become the norm. Employers, workers, educators, trade unions and governments will need to adapt to the new normal. For employers and managers, the change emphasises the need to manage based on results rather than hours worked, and likely implies many changes in how they manage their employees. Workers will need to be flexible in order to capitalise on the new opportunities in the evolving world of work, and to ensure they have suitable skills for remote work. Educators will need to further emphasise digital skills, and to accelerate the shift from traditional education to lifelong learning. Trade unions will need to re-think how they recruit workers who do not see each other every day, and how they can respond to evolving social protection needs. Policymakers will need to deal with distributional effects driven by the shift to remote work, to protect the work-life balance that remote work potentially erodes, and to seek to ensure that the shift to remote work does not erode social protection.

The process by which central banks take decisions has evolved over the years, with a tendency towards independence and decisions taken by committees rather than individuals. Monetary policy committees can be set up formally in different ways, traditionally falling into one of two categories: individualistic or collegial. Individualistic committees reach decisions by voting and publish the votes of each of their members, while in collegial committees, decisions are typically reached collectively. The European Central Bank is an example of the latter, while the Bank of England follows an individualistic approach. Focusing on decision-making, a relevant question is whether the formal set-up in practice leads to different ways of deliberating and reaching monetary policy decisions. We look at decisions taken by the Bank of England, the Federal Reserve and the European Central Bank over more than 20 years to evaluate how different the decision-making process is in these three central banks. The results indicate that, irrespective of the committee type, their approach to consensus building when they take decisions is similar. The three central banks seem to value reaching decisions by unanimity, both on interest rates – the prime monetary policy instrument by definition – and on asset purchases. Decisions to tighten monetary policy are more often taken unanimously than decisions to ease monetary policy. When maintaining policy unchanged, decisions are usually backed by most committee members.

Climate change is among the most intensely debated socioeconomic issues of current times. As a response to potential catastrophic risks from climate change, governments around the world are pushing for various regulations to curb greenhouse gas emissions. However, there is far from a consensus on optimal policy approaches, and as a result, climate policies are highly fragmented across the jurisdictions in which they are designed and implemented. More importantly, it is unknown whether such localized yet uncoordinated policies are able to internalize potential externalities that may impede efforts to address climate change as a global phenomenon or simply distort allocations in the economy. For example, at the beginning of 2013, California became the first and only state to put a comprehensive mandatory carbon regulation in place in the form of a cap‐​and‐​trade system that applies universally to all industrial greenhouse gas emissions. Exploiting the introduction of the California cap‐​and‐​trade rule, we investigate the internal resource‐​allocation responses by firms and the real but unintended spillover effects of localized climate policies that arise from the importance of financial constraints. Our study analyzes the interplay between climate policy and firm behavior, and it informs policymakers regarding the effectiveness of climate regulation.

Correcting market failures and improving economic efficiency often require curbing undesirable behaviors of market agents who act to maximize their private benefits. Examples include actions that affect ecosystems, such as deforestation, pollution, and overexploitation of natural resources; actions that affect community health, such as drunk driving and open defecation; or actions that undermine government performance, such as corruption and tax evasion. Enacting and enforcing regulations is the most direct strategy to deter such behaviors. Implementing this strategy requires strong institutions to enforce laws, plus sophisticated policing to track agents’ reactions to enforcement so that rules are robust enough to curb the undesirable behavior even when regulated agents try to game the new system.

Abstract:
More than 70 countries around the world currently observe daylight saving time (DST) to reduce energy demand. However, recent studies have shown that DST does not save energy and may actually increase electricity consumption. Furthermore, opponents of DST argue that even a one‐​hour time change can have long‐​term consequences for individuals. DST transition has been linked to increased risks of car accidents, heart attacks, and depressive symptoms in studies. According to our findings, the spring DST transition has a negative impact on individuals’ welfare, specifically a decrease in life satisfaction. Investigating a broad range of outcomes, we show that this decline in life satisfaction can be explained by a decrease in sleep following the transition and an increase in time pressure, which significantly affect individuals’ physical and emotional health in subsequent days.

However, the UN still lacks a comprehensive strategy to transform these commitments into action. The UN Charter mostly focuses on the prevention of international conflicts, while lethal violence is nowadays mostly concentrated within countries. Both member states and the UN have increasingly acknowledged the need to use a different approach to prevention, including through the adoption of the Sustainable Development Goal 16 (SDG 16) and the UN-World Bank report, Pathways for Peace. However, the operationalization of this approach remains unclear. The New Agenda for Peace is an opportunity for the UN to clarify its approach to the prevention of violence within a country (violent crime, violent extremism, and non-international armed conflict).

The Arms Trade Treaty (ATT) is the first legally binding agreement linking international conventional arms transfers to gender-based violence (GBV), but there has been limited practical application of these specific provisions to date. At Whose Risk? Understanding States Parties’ Implementation of Arms Trade Treaty Gender-based Violence Provisions sets out to gain insight into how ATT states parties apply Article 7(4)—the main provision related to GBV—by focusing on the work of the export licensing officers carrying out this task. Specifically, the Briefing Paper contextualizes GBV in the ATT context; presents implementation guidance; and reviews recommended open-source resources for carrying out risk assessments. Finally, after analyzing reported implementation practices of ten ATT states parties, the study offers policy observations related to continued work to tackle GBV within the ATT context. Among other findings, the paper reveals that most ATT states parties interpret Article 7(4) in terms of the broader offences related to international humanitarian law and international human rights law listed under Article 7(1). Further, the study finds that the existing recommended evidence base on GBV is often scattered and unstandardized; rarely providing the type of information required by export licensing officers to conduct GBV-focused risk assessments. Finally, at the time of writing, no ATT state party had publicly indicated that it had denied an export authorization specifically due to risk of the conventional arms being used to commit or facilitate serious acts of GBV.

Ahead of COP27, multilateral climate negotiations are stalling due to geopolitical tensions, distrust between the global south and high-income countries, and concerns about energy supplies. It is necessary to move faster in implementing emissions-reduction measures, but the need for consensus in the global climate process makes this difficult. At the same time, drivers of action on climate change are evolving, with countries now competing for economic advantage in new green technologies. The EU and its partners are right to combine negotiations under the UN climate convention with initiatives that bring together like-minded and ambitious countries to accelerate industrial transformation. To be effective and legitimate, these efforts should remain rooted in the multilateral system and incorporate substantial climate funding for emerging markets and lower-income countries. EU institutions and member states should also work to strengthen the capacity of multilateral institutions to support efforts on climate change.
