1201. The impact of the withdrawal from Afghanistan on Russia's security

Abstract:
ISAF's withdrawal from Afghanistan in 2014 will directly impact the wider region. Not only is there a risk of instability spilling over to Central Asia, but the drawdown will also accelerate the ongoing shift in the balance of power in Central Asia towards China. Should a spillover occur, the burden will mainly fall on Russia and China. Russia will, however, only continue playing the dominant role in the security of the former Soviet Central Asia (FSCA) until China takes on responsibility for the security of its direct sphere of influence or "dingwei". Russia's Near Abroad, however, overlaps both with the EU's Eastern Neighbourhood in Europe and China's dingwei in Central Asia and the Far East. It is, therefore, necessary to approach Russian reactions to these encroachments on its historical spheres of influence in a single context, taking into account the interrelationship between these three.

Abstract:
The group's legal challenge will likely succeed for now, but the EU can reinstate the ban by relying on the plethora of evidence from European terrorism cases involving Hamas. In the latest sign of the legal troubles facing the European Union's designation regime -- the authority under which governments can freeze funds and economic resources of illicit actors -- the EU General Court is expected to annul the terrorist designation of Hamas on December 17. The judgment comes on the heels of a similar action in October that annulled the Council of the European Union's designation of the Liberation Tigers of Tamil Eelam (LTTE) on similarly procedural grounds. Although the new judgment is not expected to acquit Hamas of charges related to violence, it comes at a time when the group's terrorist and militant activities are on the rise. And like the LTTE, Hamas will surely point to the judgment as "evidence" that it is not a terrorist entity.

The Ukraine crisis has reminded Europeans of the importance of defence policy, thus amplifying the main message of the December 2013 European Council on security and defence. Many of the proposals put forward by the December summit are currently being worked on, but the Ukraine crisis creates additional challenges for the EU, highlighting the strategic divergence within the Union and posing fundamental questions about its role as a security provider. Regarding concrete achievements, the EU's defence ministers recently adopted a policy framework for systematic and long-term defence cooperation, and the Commission has also begun to work energetically towards achieving its key objectives in the defence sector. Ultimately, however, the success of the EU's efforts will depend on the commitment of the member states.

After more than three1year deadlock, 2013 was marked by the attempt by Brussels and Ankara to restart the dialogue for Turkey’s accession to European Union. Two developments were remarkable in this process: the release of the most favorable Progress Report on Turkey since 2009, and the opening of the community acquis Chapter 22 on Regional Policy and Coordination of Structural Instruments. Regarding the former development, the European Commission underlined the positive steps achieved by Turkey and the pressing need for the EU to enhance its engagement with Turkey and revitalize the accession negotiations’ framework as the main way to promote EU sponsored reforms. As far as the latter development is concerned, the relevance of the opening of a new chapter cannot be overestimated as the political stumbling blocks, which led the negotiations to stagnation, have been kept untouched and are still far from solved. This policy update is intended to give account of the main issues connected with these developments and underline the reasons for why they have to be considered important steps forward but¬ the decisive ones.
