Abstract:
This policy brief sheds light on how the ongoing conflict in Yemen has affected women’s participation in the workforce. It finds that the protracted conflict has, on the one hand, pushed more women into the workforce and new labor markets, in some cases into professions previously dominated by men. While some women have established new enterprises, often home-based businesses, others have engaged in poorly paid physical work in response to the economic crisis and the loss of male breadwinners. On the other hand, the war has imposed new constraints on an already low women’s participation rate. This policy brief recommends that micro-economic initiatives to bring women into the workforce must be accompanied by long-term efforts to address socio-economic structures that have historically constrained women’s access to the workforce. Interventions must be guided by local consultations with women and men from all demographics, and must promote work that is fairly paid and provides security and social protection. Quota systems could ensure that women play an active role in recovery and reconstruction efforts; women must also be engaged at all decision-making levels in peace building efforts and in post-conflict Yemen.

Abstract:
Nearly five years of conflict in Yemen have created a humanitarian catastrophe that has brought the country to the brink of famine. The economy has collapsed and fighting has ravaged the country’s infrastructure. The reconstruction and recovery of Yemen will demand rebuilding the economy, restoring state institutions and infrastructure and repairing the social fabric. As yet, no official, donor-led, comprehensive reconstruction process is underway. The Development Champions emphasize that reconstruction and recovery efforts must begin immediately, even while the conflict is ongoing. Urgent humanitarian interventions should be linked to Yemen’s long-term economic recovery. The reconstruction of Yemen should aim to transform the country, and not only to restore the status quo ante. Yemenis and local institutions must be involved in this process from the planning stages to ensure legitimacy and local ownership; ultimately, local actors will be responsible for implementing these plans. With these factors in mind, the Development Champions held in-depth discussions to develop recommendations and guidelines to ensure the reconstruction and recovery of Yemen is a comprehensive, effective process that has a long-term positive impact. This policy paper presents those recommendations. They include measures to link immediate humanitarian interventions to Yemen’s long-term economic recovery; mechanisms to address fiscal challenges and enhance social protection; guidelines to create new jobs, rebuild infrastructure and strengthen the rule of law; and strategies to enhance local governance and local inclusion in the reconstruction process.

In December 2018, 23 of Yemen’s leading socioeconomic experts convened in Amman during the Fourth Development Champions Forum to discuss economic confidence-building measures in the peace process in Yemen. The discussions at the Forum, which is part of the Rethinking Yemen’s Economy initiative, touched on a number of economic mechanisms that could be implemented to build confidence. These included supporting the Central Bank as an independent institution that serves all of Yemen; ensuring the deposit of public revenues in all governorates at the Central Bank headquarters in Aden; and opening ports and ensuring the free movement of goods, humanitarian aid and people between governorates. The Forum focused on the payment of salaries and pensions to all civil servants due to the critical importance of the issue; this policy brief presents the outcomes of this discussion. As a key step to simultaneously address the humanitarian crisis in Yemen and build confidence between the parties engaged in the peace process, the Development Champions recommend that the Yemeni government resumes salary payments to all civil servants working in the administrative apparatus of the state registered in the Ministry of Civil Service database of 2014 across Yemen, prioritizing payments to education and health workers. The Yemeni government should also continue to provide liquidity to guarantee the payment of pensions to all public sector retirees. Meanwhile, Ansar Allah should allow all state revenues in areas under their control to be deposited into the accounts specified by the Central Bank of Yemen temporarily headquartered in Aden, and all parties should work toward the restoration of the Central Bank as a national institution that serves all of Yemen. The Development Champions call on regional and international donors to cover any funding gap to support the payment of salaries and pensions.

404. Priorities for Government Policy in Yemen

This policy brief outlines recommendations for the immediate priorities of the Government of Yemen, both to achieve quick wins and to prepare the ground for medium and long-term success. These recommendations are the outcomes of in-depth discussions held during the fourth Development Champions Forum convened on December 8-11, 2018, in Amman, Jordan. They are designed to offer Prime Minister Maeen Abdulmalik Saeed and his cabinet a set of practical measures to help the government build on the momentum and increased visibility it achieved in the final quarter of 2018. The immediate priorities recommended by the Development Champions include steps to support the stabilization of the local currency. an area in which tangible progress has already been made. The Champions also urge the government to regularize the payment of public sector salaries and pensions. Another immediate priority for the government should be to take steps to stabilize and transform Aden, the Champions suggest, based on the shared consensus that the southern coastal city could become a model for the rest of Yemen. The Champions emphasized that developing Aden would depend on improving the level of security across the governorate. While recognizing that the government faces immediate challenges that demand attention in Aden and across the country, the Development Champions urge the government to plan and implement procedures to prepare for the country’s medium and long-term future. These strategies should address the root causes of Yemen’s socio-economic instability, and not just its symptoms. Among the most important actions to prepare for long-term priorities is the expansion of the roles and responsibilities of local government authorities, the Champions concluded. During the conflict, decision-making authority has filtered down to the local level and become far more decentralized. The government should build on this new reality to reconfigure the state and its relationship with local government authorities.

Beijing has imposed sanctions on North Korea each time the latter has conducted a nuclear test, sometimes leading Pyongyang to return to the negotiating table. The aim is to make North Korea abandon its nuclear program and open up its economy. RECOMMENDATIONS: ■ Denmark should support UN inspections of North Korea’s denuclearization activities, as well as the implementation of the Non-Proliferation Treaty (NPT) by the signatory states. ■ Denmark, in collaboration with other countries, can monitor the implementation of economic sanctions against North Korea while at the same time joining the EU’s discussions on the option of gradually easing sanctions. ■ Denmark should also prepare for the possibility of diplomatic and political normalization between North Korea and the rest of the world in the medium to long term....

A common refrain in Denmark is that China is too far away to be a threat to Danish economic, foreign and security policy interests. This is no longer the case. A large number of farmers in the Republic of Korea took to the streets of Seoul on Wednesday, protesting the government's recent decision to give up its developing country status at the World Trade Organization in future trade negotiations and thus lose the benefits accruing out of it. The protesters were worried that the decision would eventually lead to a drastic cut in state agriculture subsidies and tariffs. …… Given that countries could experience uneven development, gaining undue advantages in some areas while being weak in others, the WTO has prevented some developing countries from enjoying some of the special and differential treatments in certain fields. For instance, it has restricted the ROK and India from using measures to promote balance of payment. Besides, the Agreement on Trade-Related Aspects of Intellectual Property Rights, revised in 2003, allows countries that lack production capability to import nonproprietary medicines, which is opposed by the developed countries－and 11 countries including China, the ROK, Mexico and Turkey have agreed to implement the agreement only in emergencies.

The trade conflict between China and the U.S. has lasted for more than half a year. The two sides have held several rounds of consultations, but agreements were later broken and tensions have only intensified. The spat will likely be protracted, with frictions to continue and possibly escalate for a period of time, given the two countries’ diverging interests, public opinions and historical experiences. A broad range of issues are involved in the trade dispute. For example, the U.S. has pressured China on forced technology transfer, talent strategy and industrial policy issues, as well as issues the two sides have long been at odds over, such as intellectual property rights, labor, environmental protection, stateowned enterprise reform and foreign exchange rates. China's GDP grew 6.6 percent in 2018, according to National Bureau o ftatistics data. Despite the slight slowdown in the GDP growth rate, however, exports grew at a relatively high 9.9 percent year-on-year calculated in US dollars. And, not surprisingly, China's trade surplus with the United States expanded further. ...... China’s role as a global investor and financier has grown rapidly in recent decades, nowhere more so than in Europe. In 2017, a full quarter of China’s outbound foreign direct investment was destined for Europe. China has stepped up promotion of its signature Belt and Road Initiative (BRI), with Europe as its final destination, ever greater flows of investment in Eurasian connectivity are on offer. However, in recent years scepticism about rising flows of Chinese investment into the EU has grown. This report aims to carefully scrutinize the linkage between Chinese investment in Europe and China’s influence in the region and provides a nuanced and careful analysis that goes beyond the alarmism and polarization that dominates so much of the recent discussion about China’s role in Europe. It is based on a series of case studies examining a Chinese port investment in Greece, a Chinese-financed rail project in Hungary and Serbia, and two Chinese acquisition deals in the Netherlands. Thus, the authors shed light on the motives behind these individual Chinese investments and financial packages, including the interests of both the Chinese and the host governments and firms involved, evaluating what, if any, Chinese “influence” can be linked to the deals. According to the findings, the specific terms of each investment or loan package are dependent on the individual circumstances of the countries and firms involved. In each case there is an identifiable commercial basis for the Chinese investment, but economic and political viability of each deal varies.

China has significantly increased its economic, political, and – to a lesser extent – security footprint in the Middle East in the past decade, becoming the biggest trade partner and external investor for many countries in the region. China still has a limited appetite for challenging the US-led security architecture in the Middle East or playing a significant role in regional politics. Yet the country’s growing economic presence is likely to pull it into wider engagement with the region in ways that could significantly affect European interests. Europeans should monitor China’s growing influence on regional stability and political dynamics, especially in relation to sensitive issues such as surveillance technology and arms sales. Many of the most important contracts for publicly owned oil, gas and minerals in Mongolia remain secret, despite government promises to make contracts public. A review of publicly available contracts in Mongolia suggests that contracts are unlikely to contain the kinds of information about a project that are commercially sensitive. Likewise, evidence suggests that there is no reason to think that confidentiality clauses prevent disclosure of contracts. Contracting regimes in Mongolia are complex and therefore in many instances, it will be necessary to publish several contracts and associated documents for each project. There are five steps that the government can take to make contracts public: 1) explain the contracting landscape, 2) define the scope of disclosure, 3) establish a contract disclosure rule, 4) make contracts accessible, and 5) support contract use.

Contract disclosure is a growing global norm. The Extractive Industries Transparency Initiative (EITI) board agreed to require all member governments to disclose the contracts they sign with oil, gas and mining companies beginning in January 2021. Around the world governments, companies and civil society are increasingly advocating for disclosure. In Myanmar, progress has been extremely slow. Despite civil society activists and several major investors supporting reforms, the government has not disclosed any petroleum or mining contracts so far. With new licenses expected to be issued in the petroleum, minerals and gemstone sectors, the Myanmar government should act now to keep pace with a global trend.

One widely recognized achievement of the Arctic Council and its various working groups has been the production of collectively generated assessments on Arctic problems. Assessment reports such as the Arctic Climate Impact Assessment (ACIA) provide an important baseline of shared knowledge for making collective circumpolar policy recommendations. But how does the knowledge produced through Arctic Council working groups figure into the policymaking of the Arctic states? This is an important question for understanding Arctic politics and the relationship between national decisionmaking and international relations more generally. Much of what the Arctic Council produces is in the form of recommendations, declarations of intent, and commitments to "best practices" in areas of shared interest and activity. While in recent years the Council has produced three binding agreements covering specific functional areas—search and rescue (2011), oil pollution preparedness and response (2013),and science cooperation (2017)—much ongoing Arctic collaborative work falls outside of these areas. This policy brief explores how science/policy outputs of and discussions at the Arctic Council fit into the Arctic political discourse of the USA, with an emphasis on key actors within the executive branch: the White House, the Department of the Interior, and the Environmental Protection Agency.

Compared with previous ratings, China’s trade policy today is more positively acknowledged. Yet, China can still be criticised in particular because of its non-transparent subsidy policy, the privileged role of state-owned enterprises, the heavy hand of the state in general, the sluggish enforcement of intellectual property rights, and the prevalence of non-tariff barriers. Yet, it cannot be ignored that Chinese entrepreneurship mentality is highly developed outside state interference in world markets. Especially, in the digital economy, high motivation and a large pool of human skills act as drivers of innovations, so far mainly process innovations. The trade war with the US hurts China and is responded by China with asymmetrical retaliation. The more Chinese exports to the US in total are affected, the more costs will have to be borne by US consumers as options to shift to alternative suppliers become weaker. What President Trump would see as a “good” deal for the US is unclear. It can be thus presumed that the trade war will continue into 2020 and that it is in fact a tech war. The EU is affected as EU companies produce in China for the US market and in the US for the Chinese market. While it might gain from trade diversion effects in the short run, the negative effects on investment due to uncertainty weigh more heavily. The EU is tempted to negotiate a free trade agreement with China but rightly refuses to start negotiations before China is prepared to conclude an agreement on investment. The EU should not see China and the US on equidistance. Workable relations with the US are much more important. To conclude, China’s trade policy has improved relative to Western standards but still warrants further steps towards much less state influence. Yet, its global competiveness especially in the state-of-the-art digital economy is high and is owed to a strong entrepreneurial mentality.

Do state-owned enterprises (SOEs) and state capitalism create unfair competition in international markets? Empirical evidence surveyed in this brief suggests that from the turn of the century, state-owned enterprises (SOEs) indeed started competing increasingly with private firms, trading across borders and establishing themselves abroad through foreign direct investment. Some SOEs benefited from government-granted advantages unavailable to their private peers. International legal disputes involving SOEs have multiplied, and discussions of new trade and investment policy initiatives aiming to discipline SOEs have emerged. However, opinions differ as to what are the best policy approaches. The OECD Guidelines on SOEs would go a long way towards maintaining an international level playing field, but these are not mandatory and therefore unevenly implemented. WTO law gives countries freedom in managing their SOEs and focuses instead on disciplining government actions which may distort competition in international markets, irrespective of their ownership status. Some recent preferential trading agreements (PTAs) have included new SOE-specific disciplines that may influence future policy developments. On-going concerns about the allegedly unfair trade practices in emerging market economies with large state sectors, most notably China, are likely to strengthen the pressure for a closer scrutiny of SOEs and a development of new national and international disciplines. Improved transparency and disclosure are likely to be a common denominator of these new initiatives.

At their 23rd Ministerial Meeting in Lima in 2016, APEC Finance Ministers called for a report on financial education in APEC to support “the design and implementation of financial literacy policies building on the expertise and standards developed by the OECD International Network on Financial Education.”1 This report, covering the 21 APEC economies spanning the Asia and the Pacific region, responds to that call.2 The findings illustrate that the majority of APEC economies are well-advanced in their efforts to collect relevant data, implement appropriate financial education policies, and address the remaining issues related to financial literacy, inclusion and consumer protection. They are applying international best practices and making good use of available tools and resources to develop and refine strategic approaches and specific initiatives. However, there is still some way to go in ensuring that everyone living in an APEC economy has the financial literacy that they need and concerns about financial fraud or abuse, the high complexity of financial services and the low financial literacy of specific population groups are driving policy interest in improving financial education. Section I reports that APEC economies accounted for almost 60% of the world’s GDP in 2017 and notes that impressive progress has been made in closing financial inclusion gaps in the entire region, including through digital financial services. However, it also indicates several challenges and factors of relevance to the development of financial education activities in APEC economies. These include important, persistent issues of inequality, rapid population ageing, and low financial literacy in several APEC economies. Section II discusses strong political recognition and support for financial literacy and inclusion in APEC economies; major co-ordinated policy efforts such as national strategies for financial education and financial consumer protection frameworks; and other financial education initiatives and efforts, including those seeking to introduce financial education in schools. All of the APEC economies with available data either have a national strategy for financial education already in place or are in the process of designing and planning one. Most national strategies aim at awareness of financial issues and strengthening the financial literacy of their citizens, while at the same time supporting financial consumer protection and financial inclusion policies and objectives. In addition, out of the 17 APEC economies participating in the survey for this study, 15 have firmly introduced financial education in their school curriculums (at different levels) to date.

This paper analyses the effectiveness of the Swachh Bharat Mission (Urban) by analyzing the financial and physical progress of the mission and the manner in which funds have been allocated and sanctioned to different activities in various states. It examines the planned allocation of central funds (i) between the SBM (Urban) and the rural component, SBM (Gramin) (ii) among the various components of SBM-U, i.e., Construction of Individual Household Latrines and Community Toilets (IHHLs and CTs), Solid Waste Management (SWM), Information, Education and Communication (IEC) and Capacity Building (CB) and (iii) across different states and UTs. It finds that the disparity in funding between the SBM-U and SBM-G does not reflect the risk-adjusted need of urban areas, given their complexities of urban congestion and poverty that lead to higher health and environmental risk. The allocation of funds between the various components of SBM-U undervalues the need for proper solid waste management, IEC and Capacity Building and appears to ignore their effect on sanitation practices, the importance of building capacity to properly manage waste from the increasing number of toilets constructed and more organized solid waste disposal. Finally, the pattern of the allocation of funds between states does not benefit states that need it the most, in terms of states that have a lower share of in-house toilets, because the funds were allocated on the basis of the share of urban population and statutory towns. The paper concludes with recommendations to rectify some of these shortcomings.

The upcoming June 12 summit in Singapore between U.S. President Donald Trump and North Korean leader Kim Jong Un is truly unprecedented: It will be the first time ever that sitting leaders of the two countries will meet. The 70-year history of U.S.-North Korea relations is one of conflict and mistrust: the Korean War, followed by decades of a cold peace interspersed with violent incidents; no formal diplomatic relations; and numerous attempts at talks and agreements to halt North Korean weapons programs, none of which succeeded.1 The upcoming meeting between the two leaders has engendered a wide variety of reactions, from hope that this diplomatic process can finally end the conflict on the Korean Peninsula to deep skepticism that this is a North Korean ploy to buy time for its nuclear weapons programs, get economic sanctions relief, and gain international prestige. Whatever the truth, the two countries are in uncharted waters.

In the last decade, the strengthening of the India-Japan strategic partnership has been primarily driven by geopolitical considerations, in an era of competing regional visions and influence. While bilateral relations have shown progress in terms of political values and interests, strategic convergence and military cooperation, their economic dimension has seemed to lag behind. While India has been one of the largest recipients of Japanese official development assistance (ODA) loans since 2003, it made up only 2.2% of Japan’s total overseas direct investment (ODI) flows in 2016. Moreover, the volume of bilateral trade has remained surprisingly modest. In other words, India and Japan still need to boost business links to give more substance to their bilateral partnership as well as support India’s robust and long-term development and economic growth, as Japan needs a strong democratic partner in Asia. The objective is highly political. Japan and India are eager to develop their partnership as a balancing act vis-à-vis China. If they are to fulfill their ambitious geopolitical visions, they also need to promote cooperation in third countries.

India’s rise and consequent role in global politics has oscillated amid terms like emerging power, regional power, global power, and a would-be great power. Primarily pursuing soft power strategies in its immediate and extended region since the Cold War years and earlier, India was and continues to be known for maintaining a policy of strategic autonomy balancing relations with major powers/power blocs. Contrary to the years of the Cold War and immediate post-Cold War period, when it was labeled being rather disinclined to project itself as a power to reckon with, India appears inching, albeit very gradually, toward staking that claim. In doing so, New Delhi is inclined and determined towards forging ‘strategic partnerships’ that are pragmatic and remain best-suited to Indian national interests, based on converging partnerships with shared interests and goals. With dividends such as growing demographic, economic, political, and military status, New Delhi can be described as taking baby steps towards cementing its place as a rising power in the evolving world order. This world order also witnesses the momentous emergence of Chinese military and political power and nearly concurrent decline of America’s policy-oriented and strategic weight to confront China’s rise, especially across the Indo-Pacific. It is this remodeled multipolar architecture which has been instrumental in goading India to employ its distinct blend of hard and soft power, with the objective that its stature and role will not end up being merely tangential.

Corruption, or the abuse of power for private gain, has been deeply entrenched in the Yemeni political economy for decades. Over the course of the ongoing conflict, however, as the war has fragmented and regionalized the country, state capture in Yemen has become far more complex. In the war economy, patronage networks are now emerging among previously marginal or unknown figures. The financial involvement of Saudi Arabia and the United Arab Emirates has extended patronage across national borders. Alleged collusion between Houthi-affiliated importers and officials allied with the internationally recognized Yemeni government indicates patronage networks that potentially cross the frontlines of the war themselves. As greater numbers and a wider variety of actors profit from illicit activity in the war economy, vested economic interests in continued conflict become more entrenched. If state capture is among the main drivers of Yemen’s war economy, then post-conflict recovery must include a strong anti-corruption agenda. Policymakers must begin planning to address corruption as a part of a potential post-conflict strategy. Given the multi-faceted pervasiveness of corruption in Yemen, any anti-corruption agenda must aim to understand the complex configuration of patronage networks in Yemen, to be introduced gradually, and to get the buy-in of as wide a group of Yemenis as possible. Without these basic building blocks, more specific policy changes such as encouraging transparency or reducing conflicts of interest may founder. Corruption has become deeply entrenched in Yemen; any post-conflict anti-corruption agenda must be great in scope and long-term in vision.

438. The three stages of China’s ODI development

In 2016, China became the world’s second-largest outward investor after the United States, with US$196.2 billion of outward direct investment (ODI) flows. China’s foray into ODI developed in three stages, moving from a ‘restricted’ to a ‘relaxed’ and most recently to a ‘regulated’ approach. Today’s strengthened ODI regulations correct imbalanced ODI practices of earlier eras, but some challenges remain. Before 2000, capital shortages prompted China to invite capital inflows and restrict capital outflows. Chinese enterprises had to apply for approval to invest overseas on a case-by-case basis, which minimised overseas investment. By the end of 1999, China ranked 23rd in the world for outward investment with an ODI stock of US$27 billion, representing 0.4 per cent of the global total.

In March 2018, the United States slapped tariffs of 25 percent on steel imports and 10 percent on aluminum in the name of national security under Section 232 of the Trade Expansion Act of 1962. Then, the Office of the United States Trade Representative released a report on the investigation of China under Section 301 of the Trade Act of 1974, claiming China’s acts, policies, and practices regarding technology transfer, intellectual property, and innovation are “unreasonable and discriminatory, and burden U.S. commerce.” In early April, it issued a list of products imported from China subject to additional tariffs of 25 percent totaling US $50 billion. In June, Donald Trump approved the tariff imposition on US $50 billion worth of Chinese goods, officially starting from Chinese exports worth US $34 billion on July 6. The remaining US $16 billion was to be imposed later. In July, the U.S. issued another trade barrier of 10 percent tariff on imports from China with a value of US $200 billion. On August 1, U.S. Trade Representative Robert Lighthizer said the barriers were suggested by President Trump, who ordered to increase the amount to 25 percent.

The tariff war the United States has launched against China shows no sign of abating, as the Donald Trump administration made good its threat to impose 25 percent tariff on another $16 billion worth of Chinese imports on Thursday. Instead, since the US has threatened to slap tariffs on $500 billion worth of Chinese goods, or on almost all Chinese imports, the trade conflict seems set to intensify. Thanks to its national strength and moral righteousness, as well as its objective assessment that the US' tariff war will have a limited impact on the Chinese economy, China is confident and capable of safeguarding the core interests of the country and its people. The trade dispute, however, will affect on three areas－foreign trade, investment (including overseas investment) and the macro-economy. But the impact is likely to be limited and manageable.

The recent appreciation of the US dollar and the uneven pace of monetary policy normalization in many countries have become a headwind for emerging economies. This month, the Turkish lira has sharply depreciated against the US dollar, followed by a jump in Turkish bond yield for fear of high inflation. Earlier this year, after failing to stabilize its currency, Argentina sought the International Monetary Fund's support to stabilize the peso. The IMF agreed to give a $50 billion standby line of credit but on conditions that required necessary domestic fiscal and structural adjustment. These developments reaffirmed the eminent risks facing the emerging economies. A strong dollar and tightened monetary policy in the US are prompting capital flight from countries that have high domestic public debt, huge external liability, and a weak current account balance and relatively open capital account. For example, Turkey’s total external debt to GDP was at 53.5% and its current account deficit was 7.1% to GDP.

445. Keeping China’s WTO Commitments Clear

In terms of fulfillment of WTO (World Trade Organization) commitments, all members of the organization should be treated equally. First of all, China’s WTO accession commitments, which were made when the country was admitted to the organization in 2001, were recorded in three documents, Protocol on the Accession of the People’s Republic of China to the WTO and two reports from the working party on the accession of China to the WTO. The two reports specified China’s promises to open up its services market. And the protocol defined the country’s other promises outside the realm of the services market. Second, after years of China’s accession to the WTO, WTO members should be very clear of China’s compliance with its WTO commitments. For questions as to whether China has opened up in compliance with its commitments, whether it met targets on the time table and whether reforms have been carried out in some areas, the results should be clear. Third, since 2006, WTO has been performing a trade policy review on China every two years. Every WTO member can supervise China’s fulfillment of its WTO commitments within the WTO framework. If any have complaints about China, the two sides can solve the problem within the WTO review mechanism. In fact, the WTO’s dispute settlement mechanism can be employed to force China to make readjustments.

According to the USTR report, the problem is that the policy tools the Chinese government is using to achieve the goals of Made in China 2025 “are largely unprecedented, as other WTO members do not use them.” Moreover, they “include a wide array of state intervention and support designed to promote the development of Chinese industry in large part by restricting, taking advantage of, discriminating against, or otherwise creating disadvantages for foreign enterprises and their technologies, products, and services.” Yet the report fails to identify those interventions, which is not surprising, given that the State Council has not yet specified the policy tools it will use. And while America’s grievances regarding IPR issues are understandable, they could be addressed through the WTO. The fact that the Trump administration has taken the approach it has suggests that it does not merely want to ensure that China complies with existing rules; it wants to prevent China from catching up to the US technologically. This is obviously not acceptable to China.

In 2017, the Chinese economy rebounded more significantly than expected. There is now general anticipation that growth in 2018 will fall slightly compared with that of 2017, but that it will remain stable at 6.5 percent or above. However, there are some factors that could lead to downward pressure on investment and consumption in 2018. First, investment growth has shown negative growth recently. Judging from the notional fixed-asset investment, the year-on-year growth in the first 11 months of 2017 was 7.2 percent, 1.1 percentage points lower than in the same period of 2016. Due to the significant increase in producer price index (PPI) growth in 2017, the drop in real investment growth in 2017 is quite worrying. The real investment growth rate in the first three quarters of 2017 dropped to 2.2 percent year-on-year, while in the same period of 2016, this figure was 9.5 percent year-on-year. On a quarterly basis, the real investment rate in the third quarter of 2017 fell by 1.1 percent year-on-year, the first time that negative growth has been recorded in more than a decade.

International humanitarian agencies and donors have made a series of global commitments to local actors as part of the localization agenda, including to increase their access to greater direct funding by 2020. This briefing paper reviews 2015 national financial data for Bangladesh and Uganda to better understand how to target international investments in localization. It presents key findings from Oxfam-commissioned research on which factors affect local actors’ ability to access international humanitarian funding. It concludes that in order for global commitments to translate into practice, investments should look at changing the terms of the funding relationship, as well as be based on a context-specific, national analysis of the financial environment.

Human activities, technology and climate change drive changes to our environmental landscape and societal order. Marine microplastics arising from woeful human use of plastics threaten marine ecology. Excessive consumption of fossil fuels disrupts weather systems and consequently undermines food security. Unequal access between the “haves and have nots” aggravates food insecurity. Without meaningful intervention, annual deaths from food-borne diseases (FBDs) caused by anti-microbial resistant (AMR) bacteria will reach 10 million in 2050. Human displacement continues unabated across state lines as humanitarian crises require fresh responses. Ubiquitous use of information and communications technologies (ICTs) has created a new landscape where cyber-threats target both hardware and software and where truth has become its latest victim. Moreover, social media has been weaponized to breed intolerance. The Annual Conference of the Consortium of Non-Traditional Security (NTS) in Asia held in Singapore recently examined responses to these uncertainties, if not threats to humanity, arising from key disruptions. This report captures the responses and hopes touted by experts at the Conference with the view of providing policy makers and invested scholars interested in such developments with some recommendations towards building resilience within and across states.

Japan employs a mandatory detention policy toward non-status migrants, including asylum-seekers. This practice triggers a set of human rights concerns that are in conflict with international human rights law. The number of asylumseekers has increased sharply from 1,202 in 2010 to 10,901 in 2016. Yet, the country’s refugee acceptance rate was a record low of 0.25 percent. Migrant detainees often experience fundamental human rights violations, including the lack of access to legal representation, prolonged periods of detention, inadequate health care, and unexplained deaths in detention facilities. Japan’s immigration authorities normalize their closed-door policies toward asylum-seekers by questioning the “refugeeness” of asylumseekers and labeling them as “fake asylum-seekers.” It is necessary to facilitate active and sustainable multi-stake holders’ collaboration among NGOs, municipal governments, health professionals, lawyers, and scholars in order to challenge the state’s human rights violations toward migrants.

More than two decades after the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the Building and Other Construction Workers Welfare Cess Act, 1996 came into force, the efficacy of this framework remains in question. Correctional steps have the potential to extend social benefits to construction workers, especially migrants who face particular vulnerabilities. Available data regarding implementation of the Acts by States presents a picture of overall tardiness and delay with wide variations. States need to ramp up worker registration; data suggests that lowering entry barriers for migrants improves registration and consequently, access to welfare benefits. While collection of cess funds has improved and is broadly proportionate to construction activity, their utilisation remains dismal. States need to think strategically on how to spend accumulated cess funds—especially on housing, occupational health and safety, grievance redressal and legal aid—and sustain welfare provisions over time. Accumulated unspent funds offer an opportunity for big-ticket, one-time expenditures. Examples from some States show that collaboration with civil society organisations could improve outreach, particularly to migrants.

The Trump administration’s arrival has scrambled the cards in the trade policy world. Not only will the North American Free Trade Agreement (NAFTA) be reopened with uncertain results, but President Donald Trump has scuttled the Trans-Pacific Partnership (TPP) by announcing the United States’ withdrawal from the agreement. Canada, originally cool toward the TPP, pushed hard to be included in it. The TPP became the centrepiece of Canada’s Asia trade strategy, notwithstanding some public ambivalence on the part of the Trudeau government. With the TPP in its present form now in limbo, Canada still has options in Asia. First, it can keep an open mind with regard to the possible reconstitution of the TPP in another form, such as “TPP Minus One” (i.e., minus the U.S.). It should also push to reopen the bilateral negotiations with Japan that were suspended when that country joined the TPP negotiations. Canada is already exploring the possibility of an economic partnership agreement with China, perhaps on a sectoral basis, and simultaneously, it should actively pursue negotiation of a free trade agreement with the Association of Southeast Asian Nations (ASEAN) community. This could in time provide Canada access to the Regional Comprehensive Economic Partnership Agreement (RCEP) currently being negotiated among 16 countries in the Asia-Pacific region and would position Canada well in the eventuality that a Free Trade Area of Asia-Pacific (FTAAP) emerges. In the meantime, uncertainty regarding NAFTA’s future needs to be addressed. This uncertainty makes it more difficult for Canada to attract Asian investment but it also provides further impetus for Canada to diversify its trading relationships and to explore stronger relationships with Asian economies.

463. Everything You Think You Know About Coal in China Is Wrong

China’s energy markets send mixed signals about the nation’s policy intentions and emissions trajectory. Renewable energy analysts tend to focus on China’s massive renewable expansion and view the nation as a global clean energy leader; coal proponents and climate skeptics are more likely to focus on the number of coal plants in China—both in operation and under construction—and claim its climate rhetoric is more flash than substance. In December 2016, the Center for American Progress brought a group of energy experts to China to find out what is really happening. We visited multiple coal facilities—including a coal-to-liquids plant—and went nearly 200 meters down one of China’s largest coal mines to interview engineers, plant managers, and local government officials working at the front lines of coal in China. We found that the nation’s coal sector is undergoing a massive transformation that extends from the mines to the power plants, from Ordos to Shanghai. China is indeed going green. The nation is on track to overdeliver on the emissions reduction commitments it put forward under the Paris climate agreement, and making coal cleaner is an integral part of the process. From a climate perspective, the ideal scenario would be for China to shut down all of its coal-fired power plants and switch over to clean energy full stop. In reality, China’s energy economy is a massive ship that cannot turn on a dime. The shift toward renewables is happening: China’s Paris commitment includes a promise to install 800 gigawatts to 1,000 gigawatts of new renewable capacity by 2030, an amount equivalent to the capacity of the entire U.S. electricity system.1 While China and the United States have roughly the same land mass, however, China has 1.3 billion people to the United States’ 325 million.2 It needs an electricity system that is much larger, so adding the renewable equivalent of one entire U.S. electricity system is not enough to replace coal in the near to medium term. To bridge the gap, China is rolling out new technologies to drastically reduce local air pollution and climate emissions from the nation’s remaining coal plants.

Since President Donald Trump took office, East Asia has rapidly emerged as one of both his and his foreign policy advisers’ key geographic focuses. To date, most of Trump’s attention has been on Northeast Asia—particularly China and North Korea. By contrast, the White House has offered little in the way of a policy vision for Southeast Asia, where engagement so far has largely focused on gaining Southeast Asian support for policy regarding North Korea’s nuclear program. Yet even with Washington on autopilot with the region, U.S. ties with some Southeast Asian states are already changing. Specifically, the Islamophobic rhetoric and policies of Trump’s campaign and the early days of his administration have already caused significant damage to perceptions of the United States and its government among the region’s more than 230 million Muslims, the vast majority of whom live in its two Muslim-majority nations—Indonesia and Malaysia.1 In April, the authors visited Jakarta, Indonesia, and Kuala Lumpur, Malaysia, and met with leading political analysts, public opinion experts, businesspeople, and government officials to get on-the-ground insight into how the general public and elites in Indonesia and Malaysia view the Trump administration and what those views might mean for U.S. bilateral relations. While it is too early for substantial polling data to be available, it is clear that opinions of the United States are declining among the general public in both countries.2 However, based on the authors’ conversations with officials and leading nongovernment analysts, it also appears that U.S.-Indonesian and U.S.-Malaysian government to government relations are unlikely to deteriorate significantly in the immediate future. But the reasons why bilateral relations are likely to remain stable may also damage U.S. interests in the long run.

As the Trump administration’s approach to North Korea appears to shift back and forth between saber rattling and hints of diplomacy—with leading administration officials at times sending contradictory signals—it is clear that the administration needs an overarching strategy for addressing the North Korean threat. That strategy must include a tough, smart, and carefully targeted sanctions offensive. However, given President Donald Trump’s fiery exchanges with Kim Jong Un, and the drumbeat of White House statements and media opinion pieces discussing potentially imminent military action, one can be forgiven for having the impression that the United States has already run its best sanction plays against North Korea. In reality, that effort has only just begun, and if the United States can stay the course, it has the potential to turn this crisis around. Chinese diplomats often claim that it is pointless for China to cut off its economic ties with North Korea because Kim Jong Un would rather let his people starve than give up his nuclear program.1 They give an impression that there is no middle ground: If China pushes North Korea economically, the regime will resist until it collapses, triggering a massive security crisis on the Korean Peninsula.2 There is an equal amount of hand-wringing on the U.S. side. American observers tend to view the past decade of apparently ineffective U.N. action as evidence that sanctions are a dead end and military action will eventually become inevitable. In truth, there is a middle road on sanctions and it runs in two directions: through China and through North Korea’s gateways to the international financial system. The reality is that North Korea is much more exposed than many observers recognize, and the United States has only just begun to target the regime’s biggest weak spots. Instead of blowing hot and cold with China and exchanging blustery rhetoric with North Korea—two approaches that give China maneuvering room to avoid action—the United States needs to double down on a strategy that deals an economic blow against North Korea on par with the blow that brought Iran to the negotiation table in 2013.3

Kim Jong Un’s reckless and illegal nuclear and missile programs pose a serious and growing threat to U.S. national security and the security of U.S. allies. His refusal to abide by U.N. Security Council resolutions has rallied the world against him. Unfortunately, President Donald Trump is bucking this international consensus with his reckless and contradictory statements. This dynamic is both dangerous and counterproductive; it increases the risk of miscalculation on the Korean Peninsula and squanders an opportunity to press North Korea back into a diplomatic process. There are no perfect solutions to the challenge North Korea poses. The country has made rapid progress on nuclear weapons that it deems critical to its survival. Yet the United States has deterred and contained North Korea for decades, preventing another devastating war on the peninsula. To prevent war and get back to diplomacy aimed at addressing North Korea’s threats, the United States needs a more responsible approach: aggressive diplomacy with a strong team; active U.S. efforts to reassure allies of America’s commitment to their security and to smart deterrence of North Korea; and concrete steps to isolate North Korea from the global economy. This policy approach could reduce the chances of unintended conflict, protect U.S. national security interests, and open a pathway to curb North Korea’s nuclear and missile programs.

The combination of post-coup emergency rule and the phasing in of the new presidential system has reinforced President Recep Tayyip Erdoğan’s role as the virtually unassailable ruler of Turkey. Emergency rule has now been extended five times since the attempted coup in July 2016, with no end in sight. But even without emergency rule, the new presidential system affirmed in the April 16 referendum promises the hollowing out of institutions that once, for better or worse, were fairly autonomous. The judiciary is now little more than an arm of the Justice and Development Party, better known as AKP, government; its key positions are appointed by Erdoğan—who is AKP leader as well as president of the nation—and by the AKP-dominated Parliament. The military, too, is now mostly under the thumb of the government—unlike the judiciary, appropriately so, if not politicized. Following the next election, the prime ministry will be abolished. The president will stand alone atop the executive branch, his power of appointment unreviewable. The reach of the executive branch itself will be significantly broadened, including increased authority even over civil society.1 Many observers expect that Erdoğan’s position will remain unchallenged and that the AKP will hold onto power for many years to come. But AKP dominance of Turkish governance actually could be limited or removed entirely in elections that must be held by November 3, 2019—assuming those elections are conducted fairly.2 The winning presidential candidate must win with a majority of votes cast, at least by the second round. This requirement is enshrined in the constitution; unlike the rules on parliamentary elections, it is not changeable without a constitutional amendment. And, although the polarizing Erdoğan is far ahead of other potential candidates in popularity thus far,3 it is by no means clear that he would win a majority of votes in a fairly conducted, head-to-head second round.4 As for Parliament, the AKP has won a sizable majority of seats in 4 of the 5 elections it has contested since its founding—winning a clear plurality of seats in the other election. The AKP has also captured more than 49 percent of the popular vote in 2 of the last 3 elections.5 Yet, the next election will be Turkey’s first in which voters cast separate, simultaneous votes for president and Parliament. It is difficult to predict how that may affect voter preferences. Significantly, the result of the parliamentary vote could still affect how Turkey is governed. As suffocating as presidential power is likely to be under the new system, there may nevertheless be some breathing room for a meaningful Parliament, and some measure of parliamentary checks and balances on the presidency, depending on the preferences of the Turkish voter. The following briefly details the duties and responsibilities of Parliament under the new system.

Given China’s growing role in the complex security dynamics in the Middle East and North Africa, the EU should intensify its dialogue and, where interests coincide, joint action with Beijing. Last month’s Chinese Communist Party Congress, with its stress on President Xi Jinping’s strong leadership at home and abroad, has sparked much discussion on how the rest of the world, not least the EU, should deal with a new political behemoth in their backyards. There is nothing new, of course, about China’s economic prowess. For some time now, it has been a major, if not indeed the, prime investor and trader in numerous countries around the world. But with power vacuums appearing in the wake of the Trump administration’s neo-isolationism, and following China’s military-led expansion in the South China Sea, could it be that Beijing is about to become more of a global rule-maker, rather than a rule-taker in international security? The Middle East and North Africa (MENA) region is an interesting, and for Europeans, sensitive case in point. And there is some evidence that China is moving beyond its traditional interest in the stability of Gulf oil and gas supplies, and raising its profile in the region.

The Asia-Pacific region was a model for ‘growing with equity’ in the 1970s and 1980s. Rapid economic growth was achieved without major increases in inequality. However an economic take-off and market-oriented reforms in recent years, despite helping hundreds of millions to be lifted out of extreme poverty, has been accompanied by growing income and wealth gaps between rich and poor. This increase in inequality has greatly diminished the ability of economic growth to reduce poverty. This report suggests a course for the region’s economies to be defined by inclusive growth and shared prosperity. It argues that tax policies can play an essential role in an effective pursuit of Sustainable Development Goal 10, which calls for reducing inequality. Taxes provide the main public revenue source for financing essential public programmes for inclusive development, such as healthcare, education, social protection and welfare schemes. And taxes can become a powerful policy tool for direct redistribution of income and wealth in a society.

As the North Korean nuclear crisis escalates, the media is filled with an endless rehashing of the old inutile options. Typically articles in Globe and Mail and others will restate all the traditional options from multilateral diplomacy to tougher sanctions to unilateral US military action but then recount the long acknowledged problems with each option. This paper suggests a simple but revolutionary diplomatic move. It agrees with the many commentators who have said that China is the only actor with the leverage to effectively halt or even roll back Pyongyang’s nuclear and missile program (or even to attempt regime change.) But unlike some of these analyses, I will argue that so far China has not had sufficient motivation to fully exercise its leverage on North Korea. Therefore the key is to develop a threat plausible enough to provide that motivation. If the US is to face a nuclear deterrent from North Korea, then China should face a similar deterrent and threat from Taiwan.

Wedged between Southeast Asia, China, and the Indian subcontinent, Myanmar occupies a strategically important space which will ensure its relevance to some of the 21st century’s most significant questions, including those surrounding trade routes, energy security, and the competing geopolitical ambitions of Asia’s great powers. Exciting and important changes are underway in Myanmar. After decades of isolation under military governments, the country is taking convincing steps toward democratization. The junta relinquished much of its power in 2010. In 2011, the unpopular Myitsone hydroelectric project was suspended, suggesting a new sensitivity to public opinion. Beginning that year, a nominally civilian government led by Thein Sein (a former Tatmadaw general) embarked on a series of major political and economic reforms. These culminated in the relatively open 2015 elections, in which the opposition National League for Democracy (NLD)—the party of Nobel Prize winner Aung San Suu Kyi—won overwhelming majorities of both houses of parliament. In March 2016, parliament elected Htin Kyaw as the country’s first civilian president in half a century. What explains Myanmar’s relatively rapid transition from authoritarian pariah to fragile democracy? Perhaps international pressure forced the hand of the regime; then again, the West imposed sanctions on Myanmar for years before the military’s grip on power began to loosen. Lee Jones argues that the junta simply liberalized when its objectives were achieved.

China has committed to stabilize its greenhouse gas emissions and increase the percent of non-fossil fuel energy to 20% by 2030. This goal will require significant programmatic and policy changes across all sectors of its economy. The challenge is how to make these changes without incurring measurable political and economic costs. Ideally governments will draw lessons from efforts in other countries, but the Chinese system is unique. Hence it has created its own learning experiences by investing in multiple pilot policies and programs at the provincial and city levels. Many of China’s cities are very large and include multiple districts, counties, and neighborhoods; and each one can serve as the locus of a separate low carbon pilot. These pilots are designed by local officials that are informed by guidelines from the central government. Thus, China often will have many “policy experiments” all taking place simultaneously. Lessons from these pilots are then used in the development of national and provincial programs and guidelines that shape future local initiatives across the country. These pilots are the ultimate example of “learning by doing.”

Asia could be described as the world’s great construction site, and is already the focus of a scramble for infrastructure projects. Among countries competing for investments are not only China with its Silk Road initiative, but also Korea, Japan, India and ASEAN, which have prepared their own infrastructural strategies. The plethora of initiatives may have a positive impact on Asia, offering diverse solutions to the infrastructural bottleneck and reforms of existing institutions and modes of assistance. But there is also the risk that fierce competition may result in unprofitable projects, while economic slowdown could cause a decline in funding. For Europe these initiatives create opportunities to take part in new projects, but the EU should be aware that the projects will be implemented mainly in Asia and by Asian countries.

476. Aligning Unevenly: India and the United States

In the early and mid-2000s, US policymakers anticipated India becoming one of America's top global partners. Have New Delhi's policies on key strategic issues actually aligned strongly with US objectives, as would be typical of close partners? An analysis of twelve prominent issues in US-India relations indicates that New Delhi's policies mostly converged moderately, rather than to a high extent, with US objectives. Specifically, the alignment between New Delhi's policies and US objectives was high or moderate-to-high on three issues—UN peacekeeping, nonproliferation export controls, and arms sales. It was moderate or low-to-moderate on six issues—China, Iran, Afghanistan, Indian Ocean security, Pakistan, and bilateral defense cooperation. And it was low or negligible on three issues—nuclear reactor contracts for US firms, nuclear arms control, and the war in Iraq. To be sure, despite the low or negligible convergence, New Delhi did not take an anti-US position on these issues. Four factors explain why New Delhi's policies aligned unevenly with US objectives across the issues: India's strategic interests (that diverged from US interests on some issues); domestic political and economic barriers (that prevented greater convergence between India's policies and US objectives); incentives and disincentives (that induced New Delhi to better align with US objectives); and certain case-specific factors. This analysis suggests that, rather than expecting India to become a close ally, US policymakers should consider it a friendly strategic partner whose policies would align, on the average, moderately with US strategic interests.

477. The Process Behind Turkey’s Proposed Extradition of Fethullah Gülen

It is hard to overstate the gravity of what happened in Turkey during the failed July 15 coup attempt. More than 270 people were killed and thousands wounded in clashes related to the attempted overthrow of the elected government. Tanks and armored vehicles rumbled through the streets of Istanbul and Ankara; soldiers fired into civilian crowds; and rogue F-16 jets and military helicopters bombed and strafed targets in Ankara, including the parliament, the intelligence ministry, and the presidential palace. This litany of atrocities is now familiar to those covering Turkey but should provoke no less soul-searching. There has been a troubling tendency in some Western quarters to respond glibly to Turkey’s trauma, but it is worth considering how the United States government and public would react in the wake of such a crisis. The outpouring of anger and emotion from Turks of all political backgrounds is natural. Without question, those behind the coup attempt must be brought to justice and face trial. As the coup attempt unfolded through the night of July 15, Turkish officials quickly pointed to Fethullah Gülen and his followers—generally referred to collectively as Gülenists or the Hizmet movement—as the driving force behind the overthrow plot. Gülen, an Islamic scholar and U.S. permanent resident, has been living in a compound in rural Pennsylvania since his self-imposed exile from Turkey in 1999, granting few interviews and rarely seeing outside visitors. Gülen’s movement has set up schools in hundreds of countries—including the United States—and established cultural exchange programs, business associations, and media outlets. The exact personal relationship of Gülen to many of these bodies and his degree of direct control over them is not clear. Gülen and Turkish President Recep Tayyip Erdoğan are former political allies, and members of the Gülen movement helped populate the state bureaucracy following the 2002 election victory of the ruling Justice and Development Party, or AKP. For a decade, the AKP and the Gülenists cooperated and, indeed, the movement was an integral part of the burgeoning AKP political, media, academic, and business establishment. The alliance helped both the AKP and the Gülen movement, allowing them to erode the control of traditional military and secular elites in Turkey; there is strong evidence that Gülenists in the police and judiciary collaborated with the AKP government to purge military officers and secular rivals in two massive—and manufactured—cases against supposed coup plotters in 2008 and 2010. But Gülenist prosecutors turned on the AKP in December 2013, opening major corruption cases against senior party leaders and their families. Gülenists are believed to have leaked—or, Erdoğan supporters say, manufactured—tapes implicating Erdoğan and his family in widespread corruption, possibly in a bid to swing upcoming elections. Erdoğan and the AKP decried the corruption cases as a coup attempt and declared open political war with the Gülen movement, seizing businesses and closing media outlets and schools associated with the movement. The Turkish demand for Gülen’s extradition, then, is not new and is part of a long-running political fight. But Turkish officials and the public are absolutely convinced of Gülen’s personal complicity in the coup attempt, and the request for his extradition is a primary element of Turkey’s response to the crisis. Despite the gravity of the wider issues surrounding the coup attempt for Turkish politics and society, this brief is primarily focused on the narrower question of Gülen’s potential extradition, the process by which such extraditions are pursued under the treaty between Turkey and the United States that governs extradition, and the political ramifications for U.S. policy and relations with Turkey.

While much of the world’s attention is focused on efforts to halt the nuclear and missile tests of North Korea, the nuclear arsenals and ambitions of India, Pakistan, and China also pose significant dangers and deserve more attention. The complicated nuclear weapons geometry of Asia extends from the subcontinent to the other side of the world. While Pakistan’s nuclear arsenal is designed to counter India’s conventional and nuclear forces, New Delhi measures its own nuclear weapons program against that of China. Beijing, in turn, judges the adequacy of its nuclear arsenal against the threat it perceives from the United States’ strategic offensive and defensive capabilities. And in its efforts to mitigate the ballistic missile threat from North Korea, the United States and its allies in the region are expanding their strategic and theater missile defense capabilities. In order to fully understand how the pace and direction of nuclear proliferation can be influenced, the interconnections of these countries must be considered, along with the kinds of nuclear weapons they have at their disposal.

479. Media and Transitional Justice: A Dream of Symbiosis in a Troubled Relationship

One of the least studied, yet highly significant relationships that unfolds in transitional contexts, where efforts are underway to reckon with past abuses, is the nexus between transitional justice measures and the media. Th is paper provides an overview of the main issues that often burden this relationship with mutual mistrust and at times even open conflict. The paper also provides examples of the positive social impacts of media engaging with transitional justice processes, where a degree of complementarity exists. Moreover, it makes a case for the media to constructively engage with such processes in the public interest, of which the media is a natural guardian. The power of media can be instrumentalized toward either virtuous or nefarious ends, and there are myriad examples of media being used to foment violence and dehumanize groups targeted in conflict or various forms of state repression. Media has been used to polarize or inflame underlying identity issues, deepen divides and reinforce the root causes of conflict. Such manipulation of media easily extends into transitional times and may take the form of “us-versus-them” biases that reinforce nationalist myths of victimhood and supremacy. Not all members of society may support efforts to arrive at truth and accountability for past violations, especially members of the former regime or the formerly loyal elites, and media companies owned by political parties, government factions, or powerful business interests “can seize on polarizing myths as a mode of retaining their loyal following, often subverting the possibility of bridge figures emerging.” At the same time, media can also support and promote transitional justice mechanisms by reflecting society’s new values and demands of victims. In a global online debate hosted by the International Center for Transitional Justice (ICTJ), UN Special Adviser for the Prevention of Genocide Adama Dieng asserted, “If media has the power to incite and fuel such heinous crimes as we witnessed in Rwanda and elsewhere, then it is also possible that it can be used as a force for good to promote peaceful coexistence among the population.” Drawing on academic work on the subject and the voices of journalists, transitional justice practitioners, and academics, this paper charts the ways in which the media can impact the success of transitional justice efforts and examines the myriad factors shaping journalists’ approach to reporting on these processes. It then analyzes the distinct ways that media covers or interacts with transitional justice processes during their various stages. Th is sets the stage for a brief analysis of examples of different forms of symbiosis between media and transitional justice processes, which emphasizes the positive impact of special reporting projects dedicated solely to covering these issues. Th e discussion of the complementarity between the two is followed by examples of the destructive impact of politicized and negative media coverage, which has seriously undermined the work of truth commissions or trials in certain countries, diminishing any lasting societal impact they might have. Finally, the paper draws attention to the possible benefits that emerging transitional contexts like Colombia could experience from understanding the significance of this complex relationship and addressing the need for a constructive engagement of media in the transitional justice process from the beginning.

Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

The huge gap between rich and poor hinders economic growth, undermines democratic institutions and can trigger conflict. If Asia's policymakers hold tight to yesterday's truths, hoping against hope that growth and prosperity will trickle down to all, they will put everyone's welfare at risk. But if there are courageous leaders, willing to tackle inequality head-on, they can ensure inclusive and sustainable development for all of Asia's people. Oxfam is calling on Asia's governments to make a determined effort to combat discrimination and improve policies on taxation and social spending. This is needed now if the region is to secure a stable and prosperous future.

According to the World Health Organization, cancer is one of the leading causes of death around the world, with 8.2 million deaths in 2012. More than 60 percent of the world's new cases of cancer occur in Africa, Asia, and Central and South America and these regions account for 70 percent of the world's cancer deaths. Unsustainable cancer medication pricing has increasingly become a global issue, creating access challenges in low-and middle-income but also high-income countries. 483. Kyrgyzstan: An Uncertain Trajectory

Kyrgyzstan, Central Asia’s only even nominal parliamentary democracy, faces growing internal and external security challenges. Deep ethnic tensions, increased radicalisation in the region, uncertainty in Afghanistan and the possibility of a chaotic political succession in Uzbekistan are all likely to have serious repercussions for its stability. The risks are exacerbated by leadership failure to address major economic and political problems, including corruption and excessive Kyrgyz nationalism. Poverty is high, social services are in decline, and the economy depends on remittances from labour migrants. Few expect the 4 October parliamentary elections to deliver a reformist government. If the violent upheavals to which the state is vulnerable come to pass, instability could spread to regional neighbours, each of which has its own serious internal problems. The broader international community – not just the European Union (EU) and the U.S., but also Russia and China, should recognise the danger and proactively press the government to address the country’s domestic issues with a sense of urgency.

Of all the free trade agreements (FTAs) concluded by Korea with its major trading partners since the turn of the century, the Korea-China FTA may be the largest in trade terms. It is, however, far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment policies. Korea and China agreed to liberalize a large share of bilateral trade within 20 years, but both sides incorporated extensive exceptions to basic tariff reforms and deferred important market access negotiations on services and investment for several years. Political interests trumped economic objectives, and the negotiated outcome cut too many corners to achieve such a comprehensive result. The limited outcome in the Korea-China talks has two clear implications for economic integration among the northeast Asian countries. First, prospects for the ongoing China-Japan-Korea talks will be limited and unlikely to exceed the Korea-China outcome. Second, Korea and Japan need to strengthen their bilateral leg of the northeast Asian trilateral and the best way is by negotiating a deal in the context of the Trans-Pacific Partnership.

Asia is home to some of the world’s fastest growing economies. Yet millions of people remain poor, while a handful gets richer and richer. Asia needs a development model that leaves no one behind: not the workers and farmers, who act as the driving force behind Asia’s growth – and certainly not the women, who take on the lowest paying jobs in the region. This model must also consider constraints, particularly the earth’s finite natural resources which future generations need to survive. It must move away from carbon dependence and must anticipate and plan for the impacts of climate change. Unconventional monetary policy (UMP) has had predictable effects. How exit plays out is scenario-dependent. Quantitative easing has had the predictable effect of encouraging currency depreciation and some partner countries may have attempted to offset these exchange rate effects. Korea presents a particularly interesting case: it is relatively small and relatively open and integrated, in both trade and financial terms, with the United States and Japan, two practitioners of UMP. Authorities have acted to limit the won's appreciation primarily against the currency of China, not the US or Japan. Nevertheless, Korea's policy is a source of tension with the US. Under legislation currently being considered, the currency manipulation issue could potentially interfere with Korean efforts to attract direct investment from the US and create an obstacle to Korea joining the Trans-Pacific Partnership.

At the end of 2015 the Association of Southeast Asian Nations (ASEAN) will announce the establishment of the ASEAN Economic Community (AEC). In theory, this agreement should produce an association-wide economic integration. However, following the announcement, and for the foreseeable future, ASEAN member states will continue in significantly less than full regional economic integration. Why? Some observers believe that the AEC plans involve an "overly ambitious timeline and too many ill-thought-out initiatives." Others point to ASEAN's traditional aversion to legally binding agreements. While progress has been made in reducing or eliminating intra-ASEAN trade tariffs, substantial non-tariff barriers to trade persist. However, for most member states, the ASEAN market is relatively small while external markets, especially China, are growing rapidly. Given this outward-orientation for ASEAN trade, is the lack of an unhindered regional market really a problem?

China is further developing its anti-access/area-denial (A2/AD) capabilities, particularly its submarine fleet and cruise missiles launched from land-based aircraft, to defeat an approaching enemy fleet. In addition to developing A2/AD capabilities, the People’s Liberation Army Navy (PLAN) is making concerted efforts to become a blue water navy. However, the PLAN faces some difficult challenges—both geographical and operational—in becoming an ocean-going navy. This paper considers the challenges the PLAN faces in the open ocean and the implications of these challenges for U.S.-Japan alliance cooperation.

China is challenging the regional balance of power in East Asia through a military buildup and an increasingly assertive foreign policy. The US is forced to find the right balance between cooperating with China while benefiting from its economic rise, and countering China's regional reach by carrying out its self-declared "pivot" to Asia in spite of domestic and budgetary constraints. With just over one year in office, Japan's Prime Minister Shinzo Abe has received wide domestic support for his ambitious plans to revive Japan's economy through his threefold policy of Abenomics. At the same time, however, he has implemented a number of significant policies in the defence and security sphere. In response to China's military rise, the Abe administration increased and recalibrated the defence budget. Furthermore, in order to reinforce the alliance with the US, the government approved the creation of a US-style National Security Council, passed a Secrecy Bill, and aims to reverse Japan's self-imposed ban on exercising the right to collective self-defence. Under the banner of "proactive pacifism", the Abe cabinet is seizing the momentum caused by the changing regional power dynamics in order to edge closer towards "breaking away from the postwar regime". A proposed revision of Japan's constitution, unchanged since 1947, symbolizes the ruling Liberal Democratic Party's (LDP) objective to bring about a more autonomous role for Japan both in the security alliance with the US and as an international actor.

Russia is often seen as a land of extremes – and the narratives for this month's Winter Olympics in Sochi reflect that view. From the record-length 65,000 km Olympic torch run (which included trips to outer space, the north pole and the bottom of the world's deepest lake) to the incredible $51 billion price tag and the Ian Flemingesque threat of attacks from black widow terrorists, the Sochi games have a distinctly Russian flavour. The Kremlin appears to have envisioned the games as a national triumph, not unlike the 2008 Beijing Olympics, with organisational, architectural and sporting successes that could unite the country. However, with global headlines dominated by stories of corruption, human rights abuses, anti-gay laws and the very real threat of terrorist attacks, one might be forgiven for wondering whether the Russian government regrets its decision to bid for the games.

The still unsigned Bilateral Security Agreement (BSA) between Afghanistan and the United States provides the legal basis for continuing U.S. military presence in Afghanistan. In addition to its substantive importance, the BSA is also a confidence-building mechanism. The delay in putting it in place is compounding uncertainty and further diminishing economic confidence during Afghanistan's already challenging and uncertain transition. Afghans' responses include, among others, hedging behavior (legal and illegal), personal decisions on whether to come back to or stay in Afghanistan, delays in investments, incipient job losses, declining demand for goods and services and real estate prices, and farmers planting more opium poppy.

The Afghan Taliban Movement has publicly rejected the legitimacy of the April 2014 elections. The Taliban's military leadership has issued instructions to officials and commanders to disrupt the elections but has left field commanders with wide discretion on how to go about doing so. Many in the Taliban follow the electoral contest closely and comment on developments in terms very similar to how they are described by the political and educated class in Kabul. However, the anti-election sentiment in the Taliban leaves no scope for any faction to cooperate with the process. The Taliban will likely be able to intensify violence approaching the election, but not sufficiently to derail the overall process.

ASEAN has become a focal point of the rapidly changing economic architecture of the Asia-Pacific region. ASEAN members are increasingly stable and politically confident, and constitute an emerging economic powerhouse. The region is dynamic, with 600 million citizens and a gross domestic product (GDP) that exceeds $2 trillion and is expected to grow 6 percent annually for the next two decades. (The Appendix at the end of this paper reports detailed output and trade projections to 2025.) Through deeper internal integration via the ASEAN Economic Community (AEC) and external initiatives such as the Regional Comprehensive Economic Partnership (RCEP), ASEAN is becoming a driving force in regional cooperation and a much-courted economic partner. The AEC and the RCEP projects are globally significant: the AEC could generate powerful demonstration effects for other developing regions, and the RCEP could become an important building bloc of the multilateral trading system.

Myanmar's military, the Tatmadaw, has been the dominant institution in the country for most of its post-independence history. After decades of military rule, it began the shift to a semi-civilian government. A new generation of leaders in the military and in government pushed the transition far further and much faster than anyone could have imagined. Major questions remain, however, about the Tatmadaw's intentions, its ongoing involvement in politics and the economy, and whether and within what timeframe it will accept to be brought under civilian control. Transforming from an all-powerful military to one that accepts democratic constraints on its power will be an enormous challenge.

Although China's statements about the Ukrainian crisis have been weighed very carefully, there are concerns that China is drawing lessons such as 'might is right' and 'geopolitics is all that matters' from the crisis. The hawks in China have adopted a similar tone to that of the Kremlin, with both wishing to see a relatively diminished Western influence in the international arena. The Chinese Dream is all about national rejuvenation, which entails redressing past grievances. Nevertheless, the Dream need not turn into a nightmare for other powers. The increase in China's military budget does not indicate growing ambitions of a global power projection. China's primary concern remains stability both within and without its borders.
