Abstract:
This policy brief highlights the importance of maintaining open regionalism and economic and regional integration for sustainable and inclusive regional and global growth in the Association of Southeast Asian Nations (ASEAN) and East Asia. With rising global uncertainties and global value chain (GVC) disruptions, the region requires a new economic and social agenda beyond trading arrangements, and the alignment of global, regional, and domestic policies and structural issues. The Regional Comprehensive Economic Partnership (RCEP) is expected to provide a new institutional framework under the built-in institutional feature (Chapter 18) of the agreement.

Abstract:
The COVID-19 pandemic and ongoing geopolitical conflicts have deteriorated socio-economic conditions all around the world. As developing countries in Asia have made enormous progress in economic and social development based on the stable ground for growth, the development gap within the region has also been expanded. In addition, the region’s socio-economic conditions have become worse after the pandemic. Along with the pandemic crisis, there are several issues that have negatively influenced the region’s sustainable growth, such as climate change and climate-related natural disasters, and conflicts. These multiple crises change the development needs in the region, and cannot be solved through the efforts of any sole country but must be tackled through regional cooperation. While Korea strengthens its strategic approach for regional economic cooperation to expand its partnership with emerging countries and its Official Development Assistance (ODA) volume is highly concentrated in Asia region, Korea still focuses on cooperation with each country based on priority countries’ Country Partnership Strategy (CPS) without any integrated regional cooperation strategy. Strengthening inclusive partnerships would be a key to reduce the development gap in the region, by supporting regional programs such as the ASEAN Connectivity and Mekong Subregion development projects. To improve policy coherence and tackle the region-wide problems, Korea should adopt an integrated regional cooperation approach by reflecting the characteristics of Asia. This study analyzes changes in the socio-economic conditions and development environment in the Asia region and provides policy implications for preparing regional cooperation strategy for Asia.

There are four ways on how the NSP Plus could be further improved. First, to avoid policy limitations and maximize the room for supply chain resiliency and functional cooperation, the coverage of the NSP countries can be expanded apart from ASEAN and India. Second, South Korea can employ the concept of Third-Party Market Cooperation (TPMC) or the pursuit of joint ventures or partnerships with other countries in maximizing capacity-building in third countries (NSP countries). Third, South Korea can help strengthen ASEAN institution-building, regionalism and internal balancing by applying a similar policy framework to the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) just as it does to the Mekong Region. Fourth, there needs to be more reciprocity or two-way interaction in the NSP so as to not make it seem that ASEAN is only on the receiving end of South Korean generosity. Finally, it is important to note that a change in the South Korean administration does not necessarily spell the end of the NSP just as the US’ Pivot or Rebalance to Asia of the Obama Administration was remodeled to the Indo-Pacific under the Trump administration.

It is clear that the NSP started off with the right messages and many Southeast Asian countries have been receptive to the initiatives. Despite the pandemic bringing a lot more challenges in implementing the policy initiatives, the NSP Plus has envisioned an innovation-oriented cooperation by transforming the traditional face-to-face operations to electronic and digitalized management. Public health cooperation is understandably the immediate focus, but such cooperation should be also seen as long-term fulfilment of the cooperation on the People pillar in the NSP. Infrastructure connectivity and South Korea’s cooperation in the building of an evolving East Asian regional architecture respectively enhance the Prosperity and Peace pillars. With patience, dedication, and commitment, the NSP Plus will be a long-lasting foreign policy legacy of Moon that brings benefits to Korea, ASEAN, and regional stability.

Abstract:
As of 2021, virtually every country in Asia has announced some plan for standing up their own smart cities, with national- and/or city-level governments launching either pilot projects or official strategies to coordinate activities and investment across different stakeholder groups. In this context, South Korea could (and does) play a positive role in how countries across the region might be able to realize these plans. This includes through not only providing direct financial, technical, and development support, but also sharing its own lessons learned and practices in promoting sustainable, secure, and inclusive smart cities. Even so, both South Korean and Asian interests could benefit from greater attention to expanding South Korea-Asia engagements and cooperative mechanisms on digital development issues, as a means of better supporting and bolstering ongoing regional priorities.

The 20th and 21st centuries will be remembered for many things, including primacy of the vast and seemingly endless seas and oceans. In this setting, the Indian Ocean Region (IOR) finds itself at the heart of the world map connecting distant nations through limitless waters. As a Northeast Asian island nation, Japan’s involvement with the Indian Ocean is heavily defined by virtue of its trade, investment and supplies from this region. Japan’s story in this reference dates back to the 17th century when a prominent Japanese adventurer, merchant, and trader, Tenjiku Tokubei sailed to Siam (Thailand) and subsequently to India in 1626 aboard a Red Seal ship via China, Vietnam and Malacca. Often referred to as the ‘Marco Polo of Japan’, Tokubei’s adventurous journey and account of his travels to India gained distinction also because he became perhaps the first Japanese to visit Magadh (which was an Indian kingdom in southern Bihar during the ancient Indian era).

The sub-regional multilateral format of China and 16 post-communist states (16+1) proved that it could last seven years and that it has the potential to absorb new members. Consequently, the European Union is increasingly concerned about its potentially divisive effects on the EU’s unity. The expected economic benefits of 16+1 for the European partners have been scarcely relevant; still, the European states exploit the 16+1 format for strengthening their bilateral agendas with China. Amidst the trade war with China, the US regards China’s rising influence in Central Europe as a political issue. Beijing’s priority in Europe is to calm down the tension with the EU, Germany, and France over the 16+1 platform. However, the accession of Greece to the enlarged format of 17+1 in the recent 16+1 summit in Dubrovnik and the gaining of support for the Belt and Road Initiative in Italy enable China to establish its foothold on the European South’s doorstep in connection with the 17+1 regional platform.

Abstract:
Since the end of the Cold War, cooperative security became a catchphrase term used generally to describe a more peaceful approach to security through increased international cooperation. The cooperative security model essentially embraced four concentric and mutually reinforcing “rings of security”: Individual Security, Collective Security, Collective Defense, and Promoting Stability. In 1992, American strategists — Ashton Carter, William Perry, and John Steinbruner discussed cooperative security in terms of providing new avenues toward world peace, and argued, “Organizing principles like deterrence, nuclear stability, and containment embodied the aspirations of the cold war… Cooperative Security is the corresponding principle for international security in the post– cold war era.” Two years later, in 1994, former Australian Foreign Minister Gareth Evans described cooperative security as tending “… to connote consultation rather than confrontation, reassurance rather than deterrence, transparency rather than secrecy, prevention rather than correction, and interdependence rather than unilateralism.”

Abstract:
India’s rise and consequent role in global politics has oscillated amid terms like emerging power, regional power, global power, and a would-be great power. Primarily pursuing soft power strategies in its immediate and extended region since the Cold War years and earlier, India was and continues to be known for maintaining a policy of strategic autonomy balancing relations with major powers/power blocs. Contrary to the years of the Cold War and immediate post-Cold War period, when it was labeled being rather disinclined to project itself as a power to reckon with, India appears inching, albeit very gradually, toward staking that claim. In doing so, New Delhi is inclined and determined towards forging ‘strategic partnerships’ that are pragmatic and remain best-suited to Indian national interests, based on converging partnerships with shared interests and goals. With dividends such as growing demographic, economic, political, and military status, New Delhi can be described as taking baby steps towards cementing its place as a rising power in the evolving world order. This world order also witnesses the momentous emergence of Chinese military and political power and nearly concurrent decline of America’s policy-oriented and strategic weight to confront China’s rise, especially across the Indo-Pacific. It is this remodeled multipolar architecture which has been instrumental in goading India to employ its distinct blend of hard and soft power, with the objective that its stature and role will not end up being merely tangential.

Spikes in the prices of ivory and rhino horn have propelled an escalation in killings of African elephants and rhinoceroses. Without urgent corrective measures, extinction of these populations is likely. This is not just a wildlife poaching problem but part of a global illicit trafficking network that is empowering violent groups and co-opting some elements of Africa's security sector. An immediate bolstering of Africa's wildlife ranger network is needed to slow the pace of elephant and rhino killings and buy time. Addressing this threat over the longer term will require dramatically reducing the demand for these animal parts, especially within Asian markets.

"[I]t's safe to say that Canada won't lose out by skipping this particular summit, at this particular time, for this particular reason," Andrew McDougall (2014) wrote in an opinion article posted on the Canadian Broadcasting Corporation's (CBC's) website on November. In early October, a US State Department official told an audience in Washington, DC that Beijing was shaping up to be a "good" summit, in part because US President Barack Obama was planning to attend after missing the previous two APEC leaders' meetings (Wang 2014).

The Asian trade network is increasingly fragmented, resulting in higher dependence on supplies of goods and services from neighbouring countries. The update OECD Input-Output and Bilateral Trade Databases allow us to examine the recent evolution of international trade networks involving ASEAN and East Asian countries at the 2-digit industry level. Using several globalization indicators, this Policy Brief highlights major changes in the pattern of Asia's trade in intermediate goods and services since the mid-1990s. It concludes by discussing implications for Asia's regional integration.

Let's dream of our bright and prosperous future. In the year of 2020, sixteen East Asia Summit (EAS) member countries can reach doubled per capita income compared with their income level in 2008 with proper policy guidance; eight countries may join developed countries with per capita income exceeding US$10,000, five countries could enjoy the status of newly industrialized countries with per capita income between US$3,000 and US$10,000, and three countries would have per capita income above US$1,000. The Comprehensive Asia Development Plan (CADP) provides immediate policy guidance for industrialization through the development of logistics and other economic infrastructure. Beyond CADP, EAS member countries will face novel policy challenges that developing countries in the world have not broken through yet. This policy brief claims that establishing four virtuous cycles will be the key and we must have the courage to meet a number of policy challenges.

19. The Future of the Chiang Mai Initiative: An Asian Monetary Fund?

In September 1997, at the outset of the last global financial crisis, the Japanese Ministry of Finance proposed the creation of an Asian Monetary Fund. Although this particular proposal was scuttled, the idea of a common regional fund on which East Asian governments might draw in times of financial turmoil survives. The region's disaffection from the International Monetary Fund (IMF), stemming from the 1997–98 crisis, sustains this idea and a desire on the part of individual countries to self-insure with large holdings of foreign exchange reserves. East Asian governments and central banks have created a set of bilateral swap arrangements (BSAs) dubbed the Chiang Mai Initiative (CMI) and are negotiating among themselves to build these BSAs into a more comprehensive facility. Some Asian officials hope that such a facility could underpin exchange rate cooperation and monetary integration in the region, although such proposals remain for the moment long-term visions.

In late 2008 the Association of Southeast Asian Nations (ASEAN) committed to creating a human rights body, which emerged as the Intergovernmental Commission on Human Rights (ICHR), the terms of reference (TOR) for which have since been adopted. Although the TOR for the commission currently outlines a primarily advisory rather than an enforcement role, the very existence of the ICHR has the potential to act as a trigger to further discussion on human rights issues in member states and open avenues for further action. To take maximum advantage of this opportunity to further the human rights agenda in ASEAN member states, it is essential that critical early decisions are made carefully so as to leave the most latitude for future action. While some observers are concerned that the ICHR lacks teeth, the fact that all ten ASEAN governments have agreed to implement a human rights commission is remarkable and is an essential first step toward ASEAN's stated goal of respecting and protecting human rights.

21. The Global Economic Crisis and Its Implications for Asian Economic Cooperation

The economic crisis of 2008–09 is the second major crisis in just over a decade that Asia has endured. Unlike the Asian crisis of 1997–98, however, the current crisis originated mainly in the West. Asia's excessive reliance on net exports as the principal driver of economic growth since the 1997–98 crisis rendered it especially vulnerable to external shocks, and most Asian countries have paid dearly. The more open the economy, the more vulnerable it is to such shocks. The newly industrialized Asian economies (Singapore, Hong Kong, South Korea, and Taiwan), which are among the most open and dynamic in the world, are expected to contract by about 6 percent in 2009.

The Asia Pacific Economic Cooperation (APEC) forum comprises 21 developed and developing economies that surround the Pacific Rim. The organization was created in 1989 and holds annual Leaders' Meetings that bring together its heads of government. In this policy brief, I assess the record of the APEC over the 20 years of its existence and discuss the world environment in which APEC is likely to be operating in the next 20 years, with a particular focus on the major change in global institutional arrangements implied by the replacement of the Group of Seven/Eight (G-7/8) by the Group of Twenty (G-20) as the chief steering committee for the world economy and, within that group and other international economic organizations, the increasingly central role of an informal and de facto Group of Two (G-2) between China and the United States.

The 10th anniversary of the Partnership and Cooperation Agreement (PCA) between the EU and Russia, which falls on 1 December 2007, is already prompting thoughts on whether and how to replace it. This raises basic issues about the form, purpose and content of bilateral treaties in the context of an integrating Europe. The following scenarios are discussed: Retire the PCA without replacement, Extend the status quo, Extend the status quo, adding a Political Declaration on Strategic Partnership, Replace the PCA with a short Treaty on Strategic Partnership, Replace the PCA with a comprehensive Treaty on Strategic Partnership, Negotiate a Treaty of Strategic Union.

Abstract:
Australia is an abolitionist country. Both the Australian Government and the Opposition are opposed to capital punishment. Australia engages in modest advocacy against the death penalty but most of Canberra's efforts are directed toward cases involving Australian citizens. These are likely continue to occur: our closest Asian neighbours retain the death penalty, and Australian nationals will probably continue to commit ciminal acts carrying this penalty. For example, the looming execution of Van Tuong Nguyen last year led to calls from Australian commentators for trade and business sanctions against Singapore, and charges of hypocrisy being levelled against Australia in the regional press.

Abstract:
China ought to be able to produce a relatively high economic growth rate over at least the next decade. There are a number of problems confronting the economy, but one of the great lessons of the past half-century of world economic growth is how much growth can result even when economies have considerable institutional flaws. Economists usually speak about the need to get the “fundamentals” right to produce economic growth, but we should also keep in mind that nations need not get have a perfect set of institutions and rules to generate growth.
