On November 17, 2021, New York time/November 18, 2021, Beijing time, the Center on Global Energy Policy at Columbia University and Energy Foundation-China convened an online roundtable on carbon capture, utilization and storage (CCUS) in the United States and China. Scholars, industry officials and policy makers exchanged information and ideas concerning CCUS development in each country. Participants discussed the role of CCUS in achieving net zero emissions, focusing on three topics in particular: CCUS costs, strategies for utilization of carbon dioxide (CO2) and CCUS policies. This report summarizes key points made by participants at the roundtable, which was held under the Chatham House Rule.

Amid the coldest winter recorded since 1966, provinces across the People’s Republic of China (PRC) struggled with the worst electrical blackouts seen in nearly a decade (OilPrice, January 8). More than a dozen cities across Zhejiang, Hunan, Jiangxi, Shaanxi, Inner Mongolia, and Guangdong provinces imposed limits on off-peak electricity usage in early December, affecting city infrastructure and factory production. Analysts expect power shortages to persist through at least mid-February (SCMP, December 23, 2020). Officials have repeatedly assured the public that residential heating would not be affected and that China’s electrical supply remained “stable” and “sufficient,” even as energy spot prices continued to rise into the new year.

4. United G20 must pave the way for robust post-COVID-19 recovery

The world is facing unprecedented health and economic crises that require a global solution. Governments have locked down their economies to contain the mounting death toll from the COVID-19 pandemic. With this response well underway, now is the time to move into a recovery effort. This will require a coordinated response to the health emergency and a global growth plan that is based on synchronized monetary, fiscal, and debt relief policies. Failure to act will risk a substantial shock to the postwar order established by the United States and its allies more than seventy years ago. The most effective global forum for coordinating this recovery effort is the Group of 20 (G20), which led the way out of the global financial crisis (GFC) in 2009, the closest parallel we have to the current catastrophe. Eleven years ago, world leaders used the G20 meeting in London as the forum to deliver a unified response and a massive fiscal stimulus that helped stem economic free fall and prevented the recession from becoming a second Great Depression. A decade on, it is clear that the G20 is the only body with the clout to save the global economy. This does not mean that the G20 should be the only forum for actions for its member states. The United States, for example, should also work closely with like-minded states that support a rules-based world order, and there are many other fora where it can and must be active with partners and allies. But no others share the G20’s depth and breadth in the key focus areas for recovery. The other multilateral organizations that could take up the challenge lack either the substance or membership. The United Nations may count all countries as members but is too unwieldly to coordinate a response. The International Monetary Fund (IMF) has the resources but requires direction from its 189 members. The Group of Seven (G7), which once oversaw financial and economic management, does not include the fast-growing emerging economies. The G20 represents both the world’s richest and fastest-growing countries, making it the forum for international collaboration. It combines that representation with agility.

Governments across South Asia face many challenges as they seek to improve the lives of the more than 1.8 billion people that live in the region. Increasing geopolitical competition—especially between and among China, Russia, and the United States—is one factor that is affecting progress. This “great power competition,” including over the South China Sea, is intertwined with regional rivalries (e.g., India and Pakistan, India and China, and the United States and Iran) and has important economic, military, technological, and environmental consequences. Energy is a key strategic sector in this competition as China pursues its expansive Belt and Road Initiative (BRI) infrastructure and trade vision, Russia uses arms sales and nuclear energy to expand its regional presence, and the United States confronts Iran and gears up its free and open Indo-Pacific Strategy and Asia EDGE (Enhancing Development and Growth through Energy) initiative. This issue brief considers the transformation of the electricity sector in Bangladesh. It is the fourth country analysis in the Atlantic Council’s “Transforming the Power Sector in Developing Countries” series. This issue brief applies to Bangladesh the analytical framework developed in the first report in the series, which presents general challenges and strategic priorities for developing countries in the context of their implementation of electric power policies and reforms following the 2015 Paris Agreement on climate change.

One widely recognized achievement of the Arctic Council and its various working groups has been the production of collectively generated assessments on Arctic problems. Assessment reports such as the Arctic Climate Impact Assessment (ACIA) provide an important baseline of shared knowledge for making collective circumpolar policy recommendations. But how does the knowledge produced through Arctic Council working groups figure into the policymaking of the Arctic states? This is an important question for understanding Arctic politics and the relationship between national decisionmaking and international relations more generally. Much of what the Arctic Council produces is in the form of recommendations, declarations of intent, and commitments to "best practices" in areas of shared interest and activity. While in recent years the Council has produced three binding agreements covering specific functional areas—search and rescue (2011), oil pollution preparedness and response (2013),and science cooperation (2017)—much ongoing Arctic collaborative work falls outside of these areas. This policy brief explores how science/policy outputs of and discussions at the Arctic Council fit into the Arctic political discourse of the USA, with an emphasis on key actors within the executive branch: the White House, the Department of the Interior, and the Environmental Protection Agency.

China’s energy markets send mixed signals about the nation’s policy intentions and emissions trajectory. Renewable energy analysts tend to focus on China’s massive renewable expansion and view the nation as a global clean energy leader; coal proponents and climate skeptics are more likely to focus on the number of coal plants in China—both in operation and under construction—and claim its climate rhetoric is more flash than substance. In December 2016, the Center for American Progress brought a group of energy experts to China to find out what is really happening. We visited multiple coal facilities—including a coal-to-liquids plant—and went nearly 200 meters down one of China’s largest coal mines to interview engineers, plant managers, and local government officials working at the front lines of coal in China. We found that the nation’s coal sector is undergoing a massive transformation that extends from the mines to the power plants, from Ordos to Shanghai. China is indeed going green. The nation is on track to overdeliver on the emissions reduction commitments it put forward under the Paris climate agreement, and making coal cleaner is an integral part of the process. From a climate perspective, the ideal scenario would be for China to shut down all of its coal-fired power plants and switch over to clean energy full stop. In reality, China’s energy economy is a massive ship that cannot turn on a dime. The shift toward renewables is happening: China’s Paris commitment includes a promise to install 800 gigawatts to 1,000 gigawatts of new renewable capacity by 2030, an amount equivalent to the capacity of the entire U.S. electricity system.1 While China and the United States have roughly the same land mass, however, China has 1.3 billion people to the United States’ 325 million.2 It needs an electricity system that is much larger, so adding the renewable equivalent of one entire U.S. electricity system is not enough to replace coal in the near to medium term. To bridge the gap, China is rolling out new technologies to drastically reduce local air pollution and climate emissions from the nation’s remaining coal plants.

China has committed to stabilize its greenhouse gas emissions and increase the percent of non-fossil fuel energy to 20% by 2030. This goal will require significant programmatic and policy changes across all sectors of its economy. The challenge is how to make these changes without incurring measurable political and economic costs. Ideally governments will draw lessons from efforts in other countries, but the Chinese system is unique. Hence it has created its own learning experiences by investing in multiple pilot policies and programs at the provincial and city levels. Many of China’s cities are very large and include multiple districts, counties, and neighborhoods; and each one can serve as the locus of a separate low carbon pilot. These pilots are designed by local officials that are informed by guidelines from the central government. Thus, China often will have many “policy experiments” all taking place simultaneously. Lessons from these pilots are then used in the development of national and provincial programs and guidelines that shape future local initiatives across the country. These pilots are the ultimate example of “learning by doing.”

Asia is home to some of the world’s fastest growing economies. Yet millions of people remain poor, while a handful gets richer and richer. Asia needs a development model that leaves no one behind: not the workers and farmers, who act as the driving force behind Asia’s growth – and certainly not the women, who take on the lowest paying jobs in the region. This model must also consider constraints, particularly the earth’s finite natural resources which future generations need to survive. It must move away from carbon dependence and must anticipate and plan for the impacts of climate change. These principles together inform inclusive and sustainable development, which Asian governments can use as a roadmap to transform their societies in an era of vanishing resources and staggering inequalities.

Over the past three decades, rapid economic development and population growth have caused a dramatic water shortage in the region. Groundwater tables have dropped so precipitously that in some places wells cannot be dug deep enough to reach water. Climate change is making rainfall more unpredictable, further darkening the picture for a region that is vital to both the Chinese and world economies. The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

The International Energy Outlook 2011 published by the U.S. Energy Information Administration forecasts that world energy consumption will grow by 53 percent from 2008 to 2035. Asia’s rapidly growing economies will be the primary drivers of increasing global energy demand. By 2035, China’s and India’s combined energy use are projected to account for 31 percent of total world energy consumption. If current projections hold, by some estimates natural gas may make up to 60 percent of the region’s energy mix by 2035. New shipping routes and energy supplies in the Arctic have the potential to multiply the utility of gas in the region’s future energy mix.

In the aftermath of the devastating nuclear fallout in Japan, there has been a harsh debate surrounding the role of nuclear energy in electricity generation. A changing role will have economic consequences on production, consumption, and international trade. To quantity these effects, we implemented simulations with a global CGE model and database. The simulation results show that reductions in the use of nuclear for electric power generation may have profound negative impacts on the Japanese economy. A nuclear accident at the Fukushima power plant changed the future direction of Japanese energy policy as well as Asian energy policy. These policies are integrated via technological, financial, and nuclear energy knowledge sharing activities within the region. The main objective of this policy brief is to shed some light on the following question: what would be the economic consequences of altering the source of power generation from nuclear to fossil fuels? This Japanese case study offers policy implications for both Japan and the region as a whole.

The Pacific Islands are extraordinarily vulnerable to the effects of climate change. And although policymakers are turning to science to answer questions of how communities should deal with climate challenges, scientific knowledge is only one element of an effective risk-management process. The people of the Pacific Islands hold diverse beliefs about climate change and these beliefs inform their decisions. In addition, a dynamic social context influences the extent to which people are able to respond meaningfully to climate impacts. To solve the climate crisis, policymakers need to set a risk-management agenda that integrates sound science with an understanding of how that science is interpreted and translated into action in society. They will need to work not only with scientists, but also with cultural leaders, theologians, philosophers, and community groups. Lessons learned in the Pacific region, along with broader knowledge about factors affecting human decisionmaking, illustrate how policymakers can bridge the gap between climate science and society to facilitate adaptation.

In recent years, Russia's resurgence has been driven by favourable conditions rather than solid foundations. Despite the favourable conditions, Russia's resurgence has only achieved mixed results. Buoyed by economic growth, Russia has become wealthy, assertive and confident; but the country has also alienated and provoked its neighbours and the West. Sustaining these conditions is unlikely due to problems resulting from Russia's internal structural weaknesses and assertive foreign policy. Without change, these problems are likely to worsen. Energy exports – the cornerstone of Russia's resurgence – are set to decline. The end of this boom threatens Russia's domestic stability and ability to tackle other long-term threats as external resistance to Russia hardens.

The United States and China seemingly remain locked in a climate suicide pact, each arguing the other is the reason for inaction. U.S.–China climate cooperation is urgently needed to avert climate disaster. The current situation of the energy sectors in the United States and China offers a solution. China and the United States can set and cooperate to achieve national goals and implement enforceable measures. If this U.S.– China policy experiment works, China and the United States could develop packages of policies and measures, test them for efficacy, correct them, and share them with other countries.

27. Drought Management Considerations for Climate Change Adaptation

Abstract:
Cambodia is one of the most disaster-prone countries in East Asia, with its vulnerability to annual floods and droughts. One of the reasons why it is vulnerable to natural disasters is that the livelihoods of the majority of people depend directly upon natural resources, with a large proportion of its population occupied in agriculture and related sectors, including animal husbandry. Extreme poverty, which limits access to food, water, and other basic amenities, increases vulnerability. These characteristics heighten Cambodia's exposure to the impacts of climate change too. The Mekong region has recently been showing signs of climate change, as illustrated in our previous report on VietNam ('Drought-Management Considerations for Climate-Change Adaptation: Focus on the Mekong Region – Report (VietNam)', October 2007). There is evidence of greater climatic extremes: both declining rainfall in the dry season and more violent rainfall in the wet season, causing flash floods. Increasingly powerful typhoons also appear to be occurring.

Abstract:
Concerns about energy security affect economic performance and political stability all over the world, but nowhere are these issues more critical than in Asia and the Pacific. Oil is at the heart of the region's energy challenge. Oil consumption is increasing nearly twice as fast in the region as in the world as a whole, while options for increasing production are severely limited. The result is a steadily growing dependence on imported oil, largely from the volatile Middle East. Apart from efforts to increase domestic production and slow consumption growth, recommendations for policymakers include initiating joint ventures with oil producers, improving the efficiency of domestic markets, building up strategic stocks, strengthening regional cooperation, reducing transportation bottlenecks, and establishing a regional market for oil futures. In the long run, policymakers need to devise new strategies for economic growth based on more efficient use of oil and natural gas, continuing dependence on coal, and ultimately, the development of alternative sources of energy.

China welcomed Iran’s desire to strengthen cooperation in all spheres with the Shanghai Cooperation Organization (SCO) following its official application in April 2007 to become a full member. With the SCO currently growing into strategic alliance between several of the worlds leading energy producers and two of its most hungry consumers; the United States saw an opportunity to establish itself in the region and therefore lobbied for observer status in 2005, however the request was denied. Since then, we have seen the SCO assume an ideological mantle of growing anti-Americanism. Committed to establishing a new international political and economic order, the association of East Asian states known as the SCO was founded as an intergovernmental organization in Shanghai on15th June, 2001. Its six founding countries; China, Russia Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, with Iran, Mongolia and Pakistan holding roles as country observers, have asppired to mitigate the influence of US power in the region, therefore Iran’s application for full membbership has crucial, and possibly underlying aspects to its reasoning. Therefore we would like to present some information about the SCO to specifically present the benefits Iran would gain by full membership.

The Atlantic Council of the United States and the China Institutes of Contemporary International Relations organized the first "U.S.-China Energy Security Cooperation Dialogue," held in Beijing on 31 October-1 November 2006. Conference participants included foreign policy analysts and energy experts from the U.S. and Chinese governments, international organizations, non-governmental organizations, and universities in both the United States and China. The agenda covered a broad spectrum of energy and energy-related geopolitical issues, including long-range forecasts for energy supply and demand, energy sources ranging from oil and gas to coal, nuclear and renewables.

President Abdelaziz Bouteflika's statement to Spain's El País1 that the idea of a 'gas-OPEC' should not a priori be excluded, adds to a series of twists, among which was Vladimir Putin's confirmation on 1 February that the idea of a gas cartel was an 'interesting one' worth considering further. Hitherto, this gas saga featured Russia, Algeria, the EU, NATO and Iran. The story revolves around Russian-Algerian mingling on gas matters, spurring European and Transatlantic concerns over the prospects of a 'gas OPEC'. At a time of increasing European dependence on foreign energy supplies, these developments have been interpreted as being part of a wider effort, led by Russia, to use energy as a lever to undermine European diplomacy. These allegations have been dismissed by Algeria and Russia, whose leaders insist that their cooperation is intended to optimise their benefits and those of their customers alike. This paper examines the underpinnings of these developments by assessing the likelihood of their culmination in a gas cartel and offers an insight into the potential policy choices behind them.

Energy is at the heart of Russia's remarkable change of fortune over the past seven years. Emerging from a state of virtual bankruptcy in August 1998, the country now enjoys large surpluses, has inverted its debt burden with the outside world, and has racked up successive years of economic growth and low inflation. This dramatic turnaround is directly related to Russia's status as the world's largest producer of oil and natural gas—the country has benefited tremendously from soaring prices on the world market.

The efforts of China's national oil companies to secure upstream oil assets abroad have attracted attention from U.S. officials and policymakers. Congress has taken notice, as indicated by the request of the Chairman of the U.S. House of Representatives Resources Committee Richard W. Pombo—triggered by the bid made by China National Offshore Oil Corporation Ltd. for Unocal in 2005—for a study by the Department of Energy of the economic and national security implications of China's energy demand. The report, released in February 2006, concludes that the foreign investments of China's national oil companies do not pose an economic challenge to the U.S. However, one issue the report mentions only in passing that merits further attention is how the Chinese government's financial support for some of these investments can undermine an open and competitive world oil market.

Abstract:
Russia's tough stance towards Ukraine on natural gas prices was viewed by many in Europe and the United States as raising new issues concerning Russia's foreign economic policies and growing European and US dependency on energy imports. For many new EU member states and for countries such as Ukraine, Georgia, and Moldova, however, this is an old problem. Central European attempts to flag the issue in Western capitals have until now been brushed aside. The rapid approval by the EU Commission of the Russian-German undersea gas pipeline project was a mistake. The concerns of the Central Europeans should have been examined in more detail. Western governments would also be wise to analyse more closely the political and security implications of Russia's energy policies.

India's exploding demand for energy is confronting New Delhi with two important dilemmas, one internal and one external. India's internal dilemma is that to satisfy its energy needs, India must not only expand but also renovate its energy sector, a huge task. Moreover, New Delhi must balance accelerating the necessary reform of this sector with the need to avoid alienating important domestic constituencies. The external dilemma derives from the fact that India will only be able to meet part of its increased energy demand from its own domestic resources, and therefore will be increasingly forced to rely on energy imports. India is trying to secure its energy supplies in a hostile geo-political climate, since New Delhi's parlous relations with its neighbours make energy cooperation difficult. The resultant fears regarding the vulnerability of India's external sources of energy chime with a core principle of New Delhi's political culture, swadeshi (self-sufficiency), whose influence, while waning, retains its potency. Concerns regarding energy security are particularly prevalent in the case of oil, where India's dependence on imports is becoming acute. The proximity of the Persian Gulf to India's industrialised northwest makes it the main source of growing oil imports. But this in turn increases India's reliance on the unstable Gulf. In order to reduce this risk New Delhi will seek out oil from new energy provinces in the Atlantic Basin, Sudan, Russia and South East Asia. It will also turn to a new energy source - gas - and more imports of liquefied natural gas (LNG) will be one result. India's energy needs have implications for Australia. India's growing demand for energy will see coal continue to dominate the energy mix, and as a result India's demand for imported coking coal, including from Australia, is also set to grow. At the same time, India's quest for diversity of supply means that at least some of India's increased LNG imports are likely to be Australian.

The rapid expansion of their economies has seen China and India become voracious consumers of energy. Oil, much of it imported from the Middle East, has become an increasingly important part of their energy needs. Both governments are conscious that this growing reliance on one of the world's most unstable regions leaves their countries vulnerable to supply disruptions and/or price fluctuations. As a result, energy security has become a key foreign policy objective and, particularly in the case of China, is shaping their approach to the Middle East. Once considered an impediment to stable development and a catalyst for a new “Great Game,” Caspian energy may play a stabilizing role in world markets and geopolitics after all. With the West's growing dependence on hydrocarbon imports, growing tensions in the Middle East, and Moscow's emergence as a major player in 21st century energy politics, the Caspian region is poised to become a focal point for cooperation between the United States, Europe, and Russia. Policymakers in Washington, Brussels, and Moscow share a common interest in preventing the Caspian Basin from lapsing into another Persian Gulf, where windfalls in oil revenues have fueled instability and extremism. They also recognize that efforts to extract and export Caspian energy must advance regional development and stability. Thus far, however, shared interests have not yielded real transatlantic partnership on Caspian energy issues. Different strategic orientations and preferred approaches for unlocking Caspian energy threaten to mar prospects for broadening and deepening transatlantic cooperation in the region. To date, the U.S., Europe, and Russia have pursued parochial interests in the Caspian Basin without much regard for each other. The time is ripe for American, European, and Russian policymakers to take stock of the burgeoning confluence of interests, mount a concerted effort to prevent backsliding, and cement a common agenda by forging a trilateral dialogue on Caspian energy issue.

Together, the United States, Europe, and Russia can help to diversify the global energy supply by creating a Global Strategic Petroleum Reserve (GSPR) filled largely with oil from Russia and other states in the Caspian Basin. Such a move would mitigate U.S. and European dependence on Middle East oil and help to stabilize world oil prices. Other important beneficiaries of a GSPR would be the Asia-Pacific economies outside the OECD that currently lack strategic reserves. A GSPR offering access to China and other Asian economies would help anchor these states in an important, positive-sum arrangement that highlights shared energy security interests with Russia and the West. If managed responsibly, creating the GSPR will not antagonize OPEC countries, which themselves benefit from stable energy markets. Moreover, developing the GSPR will encourage the reform and modernization of Russian and other transition countries' energy economies and give real substance to collaboration on energy issues between Russia, the EU, and the U.S. If coupled with close collaboration on Caspian energy development, the creation of a GSPR would make U.S. and EU energy ties with Russia and its neighbors sources of substantial, long-term strength.

Given the dramatic increases in economic growth, energy use and attendant environmental problems in Asia, it is timely for Japan and the United States to increase their bilateral cooperation and cooperation with other Asian countries in the energy field as an integral part of their efforts to help Asia achieve sustainable development. The magnitude of growth in Asia in energy use is well illustrated, for example, by a projected doubling in China from 1990 to 2020. Projections indicate energy demand in China could triple by 2050, relative to 1990. These increases are not only of great significance to individual Asian economies, but also globally, as projections indicate that most of the growth in energy demand in the next century will occur in Asia (and principally in China and India). Achievement of such growth in energy demand, to improve the living standards of the 3.3 billion Asians that now represent about half of the world's population, is essential from the viewpoint of equity, social development and the economic well-being of people throughout Asia.

This workshop was arranged by the RIIA under the sponsorship of the New Energy and Industrial Technology Development Organization (NEDO) of Japan to explore ways of increasing international investment in renewable energy technology in Asia. Enhancing renewable energy investment is clearly relevant to global strategies to mitigate climate change. However, the two debates on climate change policy and renewable energy investment have largely remained separate, and characterized by tendencies to discuss large-scale global flows of energy and investment on the one hand, and local development-oriented practice on the other. The workshop attempted to integrate these two debates, and therefore form part of a growing body of knowledge to inform the current climate change negotiations with practical options available to small and large businesses. The workshop had three main aims: to identify the implications of the Kyoto Protocol for international renewable energy investment; to define technology transfer and identify how it may be increased for renewable energy in South and Southeast Asia; to assess what public and private forms of finance could be sought to ensure the success of renewable energy businesses in South and Southeast Asia. The workshop was attended by some 30 industrialists, financiers and renewable energy specialists from around the world. This paper is a summary of the proceedings. In order to encourage frank exchange, the workshop was held under Chatham House Rule of confidentiality and anonymity, so individual speakers are not named.
