In the year 1000, the Middle East had a population of approximately 30 million people, and it remained around that level until 1800. Between 1800 and 1900, however, the figure grew by 75 percent, and then by another 565 percent during the twentieth century, bringing the population to 386 million, or nearly thirteen times its historically stable level. But this increase is coming to an end. In the year 2050, the population will be less than twice what it was in the year 2000, and it will stop increasing entirely by the late twenty-first century, when it will reach its maximum of approximately twice the level it was in the year 2000. In other words, the population increase over one thousand years is essentially concentrated in a 150-year period between 1875 and 2025. This anomalous period of population growth has been a time of tremendous social, political, and economic turmoil.

Last May, in the National Energy Review (NER), the Bush administration appeared unwilling to criticize the production policies of OPEC, which is dominated by Middle Eastern states. How has this view been affected by the events of September 11? Furthermore, how might OPEC respond as the Bush administration pursues the war on terrorism and confronts the "axis of evil," which includes two OPEC members — Iran and Iraq?

Neither Prime Minister Ariel Sharon nor Chairman Yasir Arafat could have foreseen a year ago what is happening today — namely, an escalating spiral of terror and reprisal. Sharon believed that by insisting on "no negotiations under fire" and increasing pressure on the Palestinians, he could stabilize the situation. By sending his son to meet with Arafat, he also sought to convey that he would indeed negotiate once the violence stopped. Arafat believed that fissures would grow within Israeli society, or that a worsening of the situation would bring international intervention that either imposed a solution or enabled him to maneuver more freely. Neither leader got what he had hoped for.

Even prior to September 11, the World Bank emphasized the links between economic development, hopelessness, acts of desperation, and terrorism. To be sure, there is no one-to-one connection between poverty and terrorism, but surely poverty feeds hopelessness, which then creates an enabling environment for terrorism. Living in a society with such despair, terrorists can perceive and present themselves as champions of the poor. The acts that were perpetrated on September 11 proved that building a wall around the prosperity of a particular region of the world simply does not work. The world is truly globalized and unified; events and problems know no borders.

On March 6, Lorne W. Craner, assistant secretary of state for democracy, human rights, and labor, will testify before Congress on the State Department's just-released "2001 Country Reports on Human Rights Practices" covering 195 countries. How the reports characterize human rights and influence U.S. policy in the Arab world is especially important this year. Traditionally, human rights have not figured prominently in U.S. policy toward the region. However, some U.S. officials have recently alluded to the promotion of "freedom" in the Middle East as part of the war against terrorism. Most notable were President George W. Bush's State of the Union remarks that "America will always stand firm for the nonnegotiable demands of human dignity: the rule of law, limits on the power of the state, respect for women, private property, free speech, equal justice, and religious tolerance."

In his January 29 State of the Union address, President George Bush criticized Iran as one of three states (the other two being Iraq and North Korea) forming an 'axis of evil' and castigated its "unelected leaders" for denying the will of the majority. Indeed, the perennial conflict between Tehran's political factions seems to have escalated, deepening the stalemate that has essentially paralyzed its governing system. The durability of the Islamic Republic has always stemmed from its flexibility and capacity to absorb change. Since the election of Muhammad Khatami in 1997, however, the popular demand for change is outstripping the system's accommodative capabilities. The youths' demands for employment and cultural freedom, the middle class's quest for representation, and the women's clamor for social emancipation are creating tensions and pressures that threaten the foundations of the Islamic Republic.

As the smoke clears in New York and Kabul, one blind spot still blocks the Western lens in the war against terror. There remains no official definition of "terrorism." The need for such a definition was affirmed by representatives of over 150 countries at a UN conference held in October 2001 on "What is Terrorism?" They came armed with prior resolutions that ban terrorism in any context, no matter its grievance or goal. But the delegates argued that in order to isolate and criminalize the act itself, they would need to identify it. Otherwise, future thugs who massacre innocent civilians could argue that their case is somehow different, or somehow justified by context. They could claim: "One man's terrorist is another man's freedom fighter."

In Israel, ongoing contingency planning in the military, political, economic, and information fields is particularly essential now, especially in light of the structural global changes that may occur after the September 11th terrorist attack on the World Trade Center and the Pentagon. In politics, it is even more difficult to imagine and rank potential shifts. Following the collapse of the Soviet Union, its main successor state, Russia, emerged in a greatly weakened geopolitical position. Complicating Russia's problems was a politically weak and often physically sick President Boris Yeltsin. Concerned about its "soft underbelly" in Transcaucasia and Central Asia, regions that were threatened by radical Islam, Moscow focused its Middle East efforts on Turkey and Iran, both of which had a considerable amount of influence in the two regions. Moscow sold nuclear reactors and sophisticated military equipment to Iran, as the two countries developed a tactical alliance. Russia had a more mixed relationship with Turkey, alternating between confrontation and cooperation. Russia also sought to get the sanctions lifted against Iraq, a development that would strengthen the greatly troubled Russian economy as well as help Russia politically. In the case of Israel, Moscow developed very close cultural, economic, and military ties, although there were a number of ups and downs in diplomatic relations. Under Putin, there was a more centralized control over Russian foreign policy as the new Russian leader sought to have a more assertive foreign policy for his country, and became much more active than Yeltsin had been in promoting Russian interests in the Middle East.

On May 15, 2001, the Associated Press circulated an article covering Arafat's Al-Naqba speech, marking the day Palestinians recall the "catastrophe" of the creation of the State of Israel. The article boasted direct quotations of the Palestinian leader's statements. They had been spoken in Cairo, broadcast on Palestinian radio stations, and blared out from loudspeakers into the streets of Nablus and Ramallah and all across Gaza. But something happened to the speech on the way to AP's wire report. By the time it reached the newspapers, entire sentences and clauses had been excluded; moderating words had been added; fiery attacks — like a slur about the United States — had been cleaned out; statements had been condensed, enhanced, or otherwise altered. In short, AP's purported "excerpts" of Arafat's remarks were at best edited, at worst fabricated. Moreover, they served to distort (and significantly soften) the message that passed through Arafat's lips.

Standing next to Palestinian Authority Chairman Yasser Arafat after their June 2001 meeting in Ramallah, Powell said, "I think as we get into the confidence-building phase there will be a need for monitors and observers to...make an independent observation of what has happened." Within hours, Powell punctured his own trial balloon by ruling out any mechanism opposed by Israel. Less than one month later, the observer issue was once again thrust to the fore when the G-8 foreign ministers unanimously called for dispatching "third-party monitors" to the region, as long as they were acceptable to both sides. Why should the seemingly innocuous matter of observers top the Palestinian agenda and be such an anathema to Israel?

The wave of Palestinian violence and terrorism that began at the end of September 2000 led to a widespread tendency to focus exclusively on Israeli-Palestinian political and security relationships. This narrow concentration of attention is potentially misleading and obscures the fundamental security threats that Israel is facing at the beginning of the twenty-first century. These threats come primarily from the wider Middle Eastern environment, extending from Libya and Egypt (and to a lesser degree, North Africa) to Iraq and Iran. Indeed, the Palestinian strategy is based, to a large degree, on widening the circle of conflict through escalation and regionalizing the confrontation. As a result, the importance of strategic deterrence, in response to revived coalitions and new military capabilities that threaten Israeli security, should be a basic factor in Israeli planning.

Israel has been increasingly facing new diplomatic initiatives that, in effect, call for a freeze in Israeli settlement activity in exchange for a cessation of the eight-month-old, low-scale warfare on the part of the PLO, which the Palestinians call the Al-Aqsa Intifada. This new linkage has arisen in two distinct forms. Ukraine is a country in transition between a Soviet past and an uncertain future. Since declaring independence in 1991 at the time of the collapse of the Soviet Union, Ukraine has provided cause for both hope and despair. On the positive side, it has disarmed its nuclear capacity and is ethnically stable. Its large minority Russian population, 23 percent of Ukraine's total of 49.5 million inhabitants and concentrated in the eastern part of the country adjacent to a long border with Russia, remains calm. Although both Ukrainian and Russian extremists express various grievances, and other ethnic groups, most notably Jews, encounter episodic bigotry that is ignored by the state, the Ukrainian government itself has refrained from inciting ethnic chauvinism.
