The next 12 months will be critical for the future of Sudan. As the country marks the fifth anniversary of the signing of the 2005 Comprehensive Peace Agreement that ended a devastating civil war, southern Sudan has seen a major upsurge in violence. In 2009, some 2,500 people were killed and 350,000 fled their homes. With landmark elections and a referendum on the horizon, the peace deal is fragile and the violence likely to escalate even further unless there is urgent international engagement.

6452. Sri Lanka: A Bitter Peace

Since the decisive military victory over the Liberation Tigers of Tamil Eelam (LTTE), Sri Lanka has made little progress in reconstructing its battered democratic institutions or establishing conditions for a stable peace. Eight months later, the post-war policies of President Mahinda Rajapaksa have deepened rather than resolved the grievances that generated and sustained LTTE militancy. While the LTTE's defeat and the end of its control over Tamil political life are historic and welcome changes, the victory over Tamil militancy will remain fragile unless Sinhalese-dominated political parties make strong moves towards a more inclusive and democratic state. The emergence of retired General Sarath Fonseka to challenge Rajapaksa in the 26 January presidential election has opened new space to challenge repressive government policies. But neither has offered credible proposals for political reforms that would address the marginalisation of Tamils and other minorities. Whoever wins, donor governments and international institutions should use their development assistance to support reforms designed to protect the democratic rights of all of Sri Lanka's citizens and ethnic communities.

The rising costs of economic and political uncertainty in Russia are bringing a new, if tentative, willingness in Moscow to engage in real policy analysis. As it reels from a series of shocks, Russia risks falling further behind a world that is rethinking trade, security, nuclear nonproliferation, climate change, and other priorities. Western capitals seeking real engagement with Russia would do best to place relations with Moscow on an institutional, rather than a personal, footing. As the Kremlin struggles to formulate clear positions on emerging issues, Western policy makers must work with Russia's independent voices to ensure that the country's interests are duly represented at global policy tables.

Every day, small arms and light weapons (salw) kill, maim, wound and threaten millions of adults and children. The victims are combatants and civilians in war zones or communities in degraded “peacetime” environments characterized by large-scale criminal or political violence, and can also be found in “societies at peace” where SALW may be used in cases of domestic violence or shooting sprees. Due to their widespread availability, mobility and ease of use, prolific SALW play a significant role in maintaining social dislocation, destabilization, insecurity and crime in the build-up to war, in wartime and in the aftermath of violent conflict. Small arms are misused within domestic settings as well as in public spaces, and they affect everyone in the community regardless of sex or age.

Terrorists from Lashkar-e-Taiba—a group historically supported by Pakistan—laid siege to Mumbai in November 2008, crippling the city for three days and taking at least 163 lives. But India's response was restrained; it did not mobilize its military forces to retaliate against either Pakistan or Lashkar camps operating there. A former Indian chief of Army Staff, Gen. Shankar Roychowdhury, bluntly stated that Pakistan's threat of nuclear use deterred India from seriously considering conventional military strikes.

China's nuclear industry has undergone rapid growth in recent years and is projected to further expand in the coming decades. Accounting for almost 40 percent of all nuclear reactors either under construction or that have been approved globally, the expansion of China's nuclear capacities has largely been driven by increasing demands for energy to support continued economic growth. Constraints include human resources, fuel supply, and the extent to which China can develop indigenous nuclear power capacities. The role of civil-military integration in this industry is yet to be determined partly as a result of the deliberate decision by Beijing to keep its nuclear weapons segment separate from its civilian operations.

Abstract:
South Korea's defense industrial transformation has been impressive by any standard. It was able to satisfy most of its basic weapons needs within a decade after launching its defense industry. Since the late 1990s, South Korea has been elevated from a third-tier arms producer to the second tier by moving from the stage of imitation and assembly to that of creative imitation and indigenization. It now competes with major arms-supplying countries. In addition, the South Korean defense industry has made remarkable progress in RMA-related areas mostly involving command, control, communication, intelligence, reconnaissance, and surveillance. In this policy brief, we first assess South Korea's defense industrial performance by examining the patterns of defense acquisition, rate of localization of defense materiel, and defense exports. We then briefly analyze the evolutionary dynamics of defense industrial upgrades in selected sectors by tracing the stages of innovation. We also delineate a set of institutional and policy arrangements that have contributed to this impressive transformation.

Abstract:
In line with the European policy of supporting China\'s economic reform and development, research institutes and companies in the European Union (EU) have been the major sources for high-technology exports to the People\'s Republic of China in the past thirty years. Dual-use technologies ranging from aerospace to semiconductors play a central role for economic development as well as for modern military development, including network-centric warfare. Yet a comprehensive EU paradigm on China\'s military rise and the impact of these technology transfers has not evolved. The EU–China "strategic partnership" is still dominated by economic considerations. Lack of coordination between the national and the European level contribute to the risks accompanying EU–China collaboration in this field. The differences between EU and U.S. perceptions of China\'s military rise provide potential for further Transatlantic discord, as happened during the acrimonious debate on the intended lifting of the EU arms embargo on China in 2004–2005.

There is significant potential for the PNG government to deliver better health services for all Papuan New Guineans. Major health problems are now preventable. Cost-effective options are available to Papua New Guineans to treat malaria, pneumonia, tuberculosis and HIV as well as to reduce infant and maternal mortality. In this Policy Brief Julienne McKay and Dr Katherine Lepani explore how demand-responsive mechanisms (vouchers, micro-health insurance, social franchises and social businesses) can be a compelling addition to strengthening health systems in PNG. The research looks at the potential use of these instruments with a focus on HIV, maternal health, tuberculosis and malaria, and contains policy recommendations for government, the private sector and donors.

WHAT IS THE PROBLEM? With Canberra's instruments of international policy under strain, the military offers much potential as a foreign policy force multiplier. The Australian Department of Defence has 92 defence advisory staff in diplomatic missions, and about 560 other staff overseas, not counting troops on deployment. There has been recent movement away from an old-fashioned defence diplomacy based more on habit and individual initiative than on strategic or whole-of-government guidance. This movement needs to be consolidated and built upon. The nation needs to drop any remnants of its autopilot approach to defence diplomacy.

In the context of a transatlantic comparison, the first thing to be mentioned is the difference between the time sequence of financial reforms in the European Union and its equivalent in the United States. The financial crisis started simultaneously on both sides of the Atlantic, with the initial disruption of some financial market segments in August 2007 and the major panic episode of September through October 2008. But they are not at the same stage of policy reaction and especially regulatory reform now. At least four reasons can be identified for this difference.

The central challenge facing the global economy and financial system today is the failure of countries to limit the negative effects of their policies on other countries and on global economic and financial stability. The most prominent manifestations of this challenge are the balance-of-payments adjustment process and the notorious asymmetry therein, spillovers from other countries' financial-sector policies such as those involved in the crisis of 2007–10, and the prospect of sustained unbalanced growth in the global economy with some countries overheating and others facing substantial excess capacity. Against this background, I propose an approach to strengthened IMF surveillance over the economic and financial policies of its member countries.

The Lisbon Summit was important for two reasons. Firstly, the acceptance of a new strategic concept, the seventh since NATO was founded. The new concept comes after the Al Kaide attacks, the Afghan and Iraq wars and a greater threat of proliferation of nuclear weapons. In addition, relations with Russia were reset, making them of strategic importance. The second important aspect is the acceptance of a missile defence system whereby all populations, territory and forces will be protected.

This paper analyzes the present state of affairs regarding Turkey's European Union bid at the occasion of the fifth anniversary of the debut of the negotiations. At the first glance the tableau looks rather grim, the membership negotiations stalled, the political dialogue stuck and even the 15-years old customs union jeopardized by numerous political and administrative impediments. Parallel and due to this state of affairs, Turkey's modernization process once triggered by its aspirations to join the European Union is now fully Turkish driven. Despite this development, Turkey, the author argues, still benefits from the techniques, principles and standards of the Bloc and would need to do so in a foreseeable future.

The Protocols signed between Armenia and Turkey constitute a significant threshold in the relationship between the two countries. The process of ratification has been stalled, especially due to issues in Turkish domestic politics, and the Protocols have been shelved for now. However, it is important to not completely kill the process. It would thus be helpful in terms of a soft transition into the future if both parties implement those clauses in the Protocols that do not require ratification.

Whistleblowing is increasingly recognised as an important tool in the prevention and detection of corruption and other malpractice. By disclosing wrongdoing in an organisation, whistleblowers can avert harm, protect human rights, help to save lives and safeguard the rule of law. The clandestine nature of corrupt behaviour means that it may never come to light unless cases are reported by people who discover them in the course of their work. But reporting can come at a high price: whistleblowers often expose themselves to great personal risks in order to protect the public interest. As a result of speaking out, they may lose their jobs, dampen their career prospects, and even put their own lives at risk. To provide a safe alternative to silence, TI recommends policy and legal measures to provide: Effective legal protection of whistleblowers against retaliation with full compensation in case of reprisals; Adequate mechanisms in public, private and not-for-profit organisations to ensure that disclosures are properly handled and thoroughly investigated; Public research, data collection, information and training to inform about the public benefit of whistleblowing.

Well-recognized as a critical waterway in the world, the Straits of Malacca has seen a tremendous increase in traffic movements as ship operators seek the shortest route to destinations between Europe and the Far East. In 2009 alone there were over 76,000 ship movements in the Straits not including the 30,000 crisscrossing between the littoral states. These huge numbers require constant monitoring and management as any incident would have tremendous impact not only on international traffic and its economic implications to shipper states, but also to the lifelines of the communities straddling this key waterway.

Third Way's National Security Program is launching a Defeating Terrorism Initiative to help US policymakers better understand and confront the threat posed by al Qaeda and other violent extremist organizations. The Defeating Terrorism Initiative will analyze in a series of products what is fueling the continued recruitment and radicalization of terrorists, how the battlefield—both geographical and ideological—is fluid and shifting, and what tools should be brought to bear to attack the root causes of the threat and halt the spread of violent extremism. In doing so, Third Way will provide near- and long-term policy recommendations for defeating terrorism that cover the military-intelligence-diplomatic spectrum and bridge the foreign-domestic divide. Eleven weeks after street protests forced the collapse of the regime of President Kurmanbek Bakiyev and three weeks after the worst ethnic violence in the country's history, a measure of security-enforced calm has returned. The apparently successful June 27 referendum on a new constitution and mandate for Interim President Roza Otunbayeva will provide legitimacy and confidence to the government. But Otunbayeva and the group around her appear to underestimate the difficulties they face and to overestimate their ability to control events. They will have to work hard to overcome divisions among their ranks, staggering political and economic challenges, the risks of renewed violence in the south and antipathy toward Kyrgyzstan elsewhere in Central Asia.

Cameron will look to build on his June meeting with President Obama in Toronto as well as the recent visit of UK defense secretary Liam Fox by returning to Great Britain with concrete deliverables in exchange for London's long-standing staunch support of U.S. foreign policy goals. Despite his criticism of former PMs Blair and Brown's handling of the relationship with Washington, Cameron has vowed early in his tenure as prime minister to continue the UK's strong engagement in Afghanistan and to put a priority on relations with Washington. His ministers have nonetheless cautioned that London would not "slavishly" follow Washington's lead. A successful visit, as judged by the British public and media, will help end the unhelpful debate in the UK on the health of the 'special relationship.'

No wonder everyone looks forward to a positive decision on making territorial missile defense a NATO task at the upcoming Lisbon Summit. Allies will breathe a collective sigh of relief for two reasons. First, proliferation of missile technology has exposed Europe to real future risks and threats, which can only be countered defensively through early preparation and deployments. Second, absent such a decision, the United States' Phased Adaptive Approach (PAA) – to be deployed in Europe whatever the summit decides – is a fundamental challenge to NATO, detracting from its overall responsibility for collective defense and raising acutely uncomfortable issues, such as the prospect of U.S.-commanded defenses operating in parallel with Article 5 defense of NATO.
