301. No Silver Bullets for Afghanistan's Drug Crisis

Abstract:
Afghanistan supplies more than 90 percent of the world's opium. Despite concerted efforts to tackle the drug problem in Afghanistan, the industry continues to grow at an alarming rate, particularly in the south, where reconstruction efforts lag amidst poor security. Afghanistan's opium crop grew 59 percent from 2005 to 2006, according to UN reports, and officials expect a crop equal to if not greater than the 2006 crop in 2007. Overall, the industry accounts for nearly one-third of the country's economy and remains one of the chief threats to Afghanistan's security and development, as it becomes increasingly linked to corrupt Afghan officials and the Taliban.

The Democratic Republic of Congo (DRC) is among the most mineral-rich countries in Africa. During the war, those natural resources fueled the conflict, and provided illegal sources of wealth for some. Now, as the DRC undertakes the rebuilding of its economy, the management of natural resources serves as a key component in its development strategy. Properly and profitably managing natural resources in the DRC is a complex task that must take into account security issues, regulatory reform, the structure and legality of past contracts, and the political environment for change. To address these issues, the U.S. Institute of Peace organized a meeting of the Congo Peacebuilding Forum on May 17, 2007. Panelists included Rico Carisch, of the United Nations Group of Experts for the DRC, and Peter Rosenblum, of Columbia University School of Law. This briefing summarizes the main points discussed by participants at the meeting.

Nepal is in a period of transition to peace and democracy, progressing on many fronts but encountering some challenges and threats to sustainable peace along the way. King Gyanendra relinquished absolute control and reinstated the House of Representatives on April 24, 2006, underscoring the movement toward democracy. The Maoists and the government of Nepal signed a peace agreement on November 21, 2006, and then a ceasefire agreement on December 8, 2006, ending the ten-year insurgency. An Interim Constitution was adopted on January 15, 2007, and the Maoists joined the government. Despite these positive steps, the Terai region, located in the southern lowlands of Nepal near the border of India, has experienced a surge in violence from the last six months.

From the controversy raging in London over Muslim women wearing the niqab to the upsurge in violent crime in Paris, Muslims in Europe are at the center of a storm of disagreement. Although many Muslim youth are comfortable as Muslim and European, others feel estranged from society. A tiny minority of these youth are drawn to violence, in part as a solution to their alienation. USIP's Muslim World Initiative helped sponsor a conference hosted by the British organization Wilton Park that discussed a wide variety of problems confronting Muslim youth in Europe. A theme that ran through the conference was how to combat the alienation of Muslim youth and encourage responsible citizenship. The conference brought together a wide range of Muslims, scholars and government representatives from countries around the world.

This USIPeace Briefing highlights the findings regarding the security situation in Nepal in the run up to constituent assembly elections scheduled for November 22, 2007. Since February 2007 the United States Institute of Peace (USIP) has held individual meetings and group dialogue sessions on strengthening security and the rule of law in Nepal. These events have taken place in Washington, D.C., Kathmandu, Banke, Siraha, Kailali, Jhapa, Chitwan and Rupandehi Districts. During the sessions and meetings, including with members of the security sector, challenges and solutions to strengthening security and the rule of law were identified and discussed. While election security for the upcoming Constituent Assembly Election was not the primary subject of the discussions, various participants offered a number of recommendations and raised several concerns. Additionally, general security issues, many of which are related to election security, were discussed and can be included in a broader long-term security strategy.

Against a backdrop of halting progress by many international courts, the Special Court of Sierra Leone (SCSL) has quietly had significant success in accomplishing its mission to provide justice for the perpetrators most responsible for the horrific crimes committed against the people of Sierra Leone. Three years into the Court's operation, it has achieved guilty verdicts in cases against five defendants—with two verdicts in the past two months—that have set several important precedents in international law. The SCSL has just begun its last and most prominent case with the trial in The Hague of Charles Taylor for his role in fueling the violence in Sierra Leone while he was President of neighboring Liberia. The Taylor trial is expected to end in the fall of 2008, and with that, the Court will begin its wrap-up phase.

In over 30 conflict zones today there are estimated to be upwards of 300,000 children used to support military activities as porters, sentries, sex slaves, spies, and combatants. On June 1, 2007, the United States Institute of Peace (USIP) hosted an event on the use, prevention, and reintegration of child soldiers around the world. The event featured experts working in the field, each of whom approached the issue of child soldiers from a different perspective. These differing perspectives underscored the complexities inherent to the child soldier problem, as attempts to curb the use of child soldiers, to prevent their recruitment, and to successfully reintegrate ex-combatants into their communities continue to challenge practitioners and advocates.

Amid the run-up to the Constituent Assembly elections scheduled for November, Nepal's government has prepared a Truth and Reconciliation Commission Act, as required by the November 2006 Comprehensive Peace Agreement between the government and the Communist Party of Nepal-Maoist (CPN-M). The Truth and Reconciliation Commission (TRC) is the most prominent of several commitments made during the peace process to promote transitional justice following Nepal's more than ten-year civil war—along with a committee to investigate disappeared persons and a commission to investigate abuses of the armed forces and police during democracy protests in 2006. But transitional justice—or the process of fairly confronting the legacy of past crimes committed during the armed conflict—is only beginning to be discussed in the general public in Nepal. Consequently, there is little understanding outside a small circle in the capital of what options there are to provide truth and accountability for atrocities and rights abuse that occurred during Nepal's conflict or what other countries have done to cope with similar issues.

319. Kosovo: Breaking the Deadlock

Kosovo was left at the end of the NATO/Yugoslavia war in 1999 in limbo. It is still there, despite Security Council Resolution 1244, which foresaw a process for deciding its status. That process has occurred, but because of a threatened Russian veto, the Security Council failed to approve the plan prepared under the leadership of former Finnish President Marti Ahtisaari, which provides for Kosovo's independence under international supervision with extensive protection for its Serb population. The UN Secretary General invited the Contact Group—France, Germany, Italy, Russia, the UK and the U.S.—to pursue further, direct negotiations between Pristina and Belgrade, but with little prospect of movement on either side. Belgrade continues to insist on maintenance of its sovereignty over Kosovo, and Pristina continues to insist on independence. On December 10, the Contact Group will report to the UN Secretary General, who in turn will report to the Security Council (UNSC). A small group of experts with long Balkans experience met at USIP September 5 to discuss the situation and suggest ways forward. Others (consulted electronically) join in associating their names with this paper. Listed at the end, all believe that Kosovo's independence must happen without further delay, in order to prevent regional instability. Faced with its worst crisis since gaining independence in 1999, the new nation of Timor-Leste is once again the subject of upcoming UN Security Council resolutions that call for the reintroduction of peacekeeping forces and international police. Timor's embattled prime minister, Mari Alkatiri, has left the government after the threatened resignation of the popular president, Xanana Gusmao. Australian-led troops are trying to stabilize the situation while the UN conducts an assessment in anticipation of deployment of a new peacekeeping force.

Haiti's new government faces an enormous economic challenge. Haiti is the poorest country in the Western Hemisphere and among the poorest countries in the world. Two thirds of Haiti's eight million citizens live in poverty. Half of its adult population is illiterate. Only a quarter of its children attend school. Since a brief spike in the 1970's, Haiti's economy has experienced a steady decline as a result of rapacious government policies and, possibly well intentioned, but destructive international sanctions.

Seven years after the Yugoslav/NATO war, the northern Kosovo city of Mitrovica remains divided along the Ibar River, which splits the city between the northern side, a predominantly Serb populated area, and the southern side, an Albanian populated area. Due to a lack of support from the international community, the UN Mission in Kosovo (UNMIK) has been unable to reintegrate the city or exert its authority in the north, which is governed by Belgrade. Although partition of Kosovo has been ruled out by the international community, the reality of ethnic division at Mitrovica casts a shadow on the Kosovo final status talks currently under way.

International policing has undergone a profound transformation as a result of the introduction and widespread use of stability police units (SPUs). Since their initial deployment by NATO in Bosnia in 1998, demand for this heavy-duty policing capability has expanded to the point that SPUs now constitute almost half of international police personnel. This growth has been most dramatic in United Nations' missions. As of November 2005, the number of Formed Police Units (FPUs) fielded by the UN stood at 27, accounting for 3105 of its total of 7160 police personnel.

A UN/World Bank survey conducted after the fall of the Saddam Hussein regime revealed that even though women represented about 55 percent of Iraq's population, they made up only 23 percent of the workforce. Although the international community and Iraqis have since devoted considerable attention to boosting the status of women in Iraq, most of these efforts have focused on the social and political empowerment of women. Full democratic consolidation in Iraq can only be achieved by guaranteeing, in addition, a leading economic role for women in Iraq.

Abstract:
This is the second in a series of USIPeace Briefings written by Scott Lasensky and Mona Yacoubian of USIP's Center for Conflict Analysis and Prevention. It is based on discussions at a recent seminar. The views expressed do not reflect those of USIP, which does not take policy positions. One year after the assassination of former Lebanese Prime Minister Rafik Hariri and facing mounting international pressure, the Syrian regime is consolidating its hold on power and adopting a more defiant stance, both in the region and toward the West. On December 12, Lebanese journalist Gibran Tueni—who had been staunchly opposed to Syrian involvement in Lebanon—was killed by a car bomb in Beirut. The attack occurred amidst continued Syrian intimidation of key witnesses as well as an orchestrated Syrian campaign to discredit the UN's Hariri investigation. Then, in a late December interview on al-Arabiya, former Syrian Vice President Abdel Halim Khaddam accused the Syrian regime of directly threatening Hariri just before his death. Khaddam is now openly calling for regime change, even reaching out to exiled leaders of the Muslim Brotherhood. In February 2006, U.S. Secretary of State Condoleezza Rice criticized the Syrian government for encouraging violence and inflaming popular anger over the Danish cartoon controversy.

Abstract:
The landslide victory of the Palestinian Islamist movement Hamas in the January 25 Palestinian legislative elections has been met with concern and alarm by Israel, the United States, and others in the international community. This concern is rooted in Hamas' history as an organization that sponsors terrorism and that is ideologically committed to the destruction of Israel. For many observers in Israel and throughout the international community, Hamas' victory signaled the end of Israeli-Palestinian peacemaking.

Abstract:
Over the past year and a half, Lebanon has witnessed tremendous political upheaval. In September 2004, Parliament extended the term of the country's president, Emile Lahoud, for three years after heavy-handed Syrian interference. Attempts were made on the lives of several public figures; among those killed was former Prime Minister Rafik Hariri. A popular uprising forced Syria to withdraw the troops it had deployed in Lebanon since 1976. New parliamentary elections were held in May and June, 2005, and resulted in a new majority coalition of reform-minded, albeit sectarian, leaders who promised an overhaul of Lebanese politics.

335. Afghan Insurgency Still A Potent Force

Abstract:
Since they reorganized their forces in Pakistan in 2003, Taliban and other anti-government militia have sought to disrupt democratization efforts and sow a climate of fear in Afghanistan. As a result, violence has crept back onto the international radar screen in the last couple of years, a brutal reminder the insurgency is far from defeated. This rise in bloodshed is particularly problematic today, as U.S. forces begin this summer to transfer control of insurgent-heavy regions of the country to NATO. The U.S. Institute of Peace held a recent special session of its Afghanistan Working Group dedicated to this topic, with counterinsurgency experts Seth Jones of the RAND Corporation and Colonel David Lamm of National Defense University. The Afghan government and international community have charted out a joint strategy to tackle the country's most pressing challenge: building state institutions. Approved earlier this month at a conference in London, the Afghanistan Compact maps out the country's way ahead and reaffirms the shared commitment of the international community. USIP held a Current Issues Briefing in early February 2006 to review the Afghanistan Compact. The speakers at the briefing were Barnett Rubin, director of studies at the Center on International Cooperation at New York University, and Alex Thier, senior advisor in USIP's Rule of Law program. Beth DeGrasse, coordinator of USIP's Afghanistan Working Group, moderated the discussion.

338. Overcoming Obstacles to Humanitarian Assistance in Darfur

Civilians and internally displaced persons (IDPs) in Darfur, western Sudan, are increasingly being attacked by militia groups. At the same time, it is progressively more difficult to deliver humanitarian assistance to Darfur as aid agencies are hampered by increased banditry and continued obstruction by the government of Sudan (GOS). Moreover, the African Union Mission in Sudan (AMIS) does not offer adequate protection as it continues to operate with severe budgetary constraints, inadequate amounts of military officers and equipment, and a limited mandate that does not allow it to prevent incidents or respond sufficiently to attacks. On December 14, 2005, the Sudan Peace Forum of the United States Institute of Peace (USIP) convened to address the continuing challenges facing the delivery of humanitarian assistance in Darfur. Firsthand accounts of the humanitarian crisis were presented by Sloan Mann of the United States Agency for International Development; Michael Heller Chu of the United Nations Organization for the Coordination of Humanitarian Assistance; and Jonathan Morgenstein of USIP. Ambassadors Chester Crocker and Francis Deng co-chaired the meeting. This USIPeace Briefing summarizes the discussion on the rising insecurity faced by civilians in Darfur, the challenges facing AMIS, the response by the GOS, and the opportunities for the international community to facilitate humanitarian assistance in Darfur.

On June 19-20, 2006, the U.S. Institute of Peace (USIP), in partnership with the West African Network for Peacebuilding (WANEP), hosted a workshop entitled "Challenges to Peace and Reconstruction in Côte d'Ivoire" in Accra, Ghana. Fourteen representatives of diverse Ivoirian civil society organizations (CSOs) attended the conference, as well as representatives from the United Nations Mission in Côte d'Ivoire (UNOCI), the Economic Community of West African States (ECOWAS), and other nongovernmental organizations.

With the September 18 parliamentary elections, Afghanistan completes its internationally mandated blueprint for democracy and enters a new phase of state building in uncharted waters. This transition occurs against the backdrop of rising threats to security and an economy dominated largely by illicit production and export of opium. On October 12, 2005, the U.S. Institute of Peace convened a meeting of the Afghanistan Working Group to review the recent parliamentary elections. The presenters at the meeting included Robert Varsalone, resident country director for Afghanistan for the International Republican Institute; Sam Zia-Zarifi, research director for the Asia Division of Human Rights Watch; Larry M. Sampler, former chief of staff for the UN Assistance Mission in Afghanistan; and Barnett R. Rubin, chairman of the Afghanistan Working Group. 342. Resolving the Boundary Dispute in Sudan's Abyei Region

Abstract:
The Arab Misseriya and the Ngok Dinka ethnic groups have long held competing claims for access to the cattle grazing pastures and resources of the oil-rich Abyei region in Sudan. Unable to resolve the dispute during negotiations on the Comprehensive Peace Agreement (CPA), the government and southern representatives agreed to the establishment of the Abyei Boundary Commission (ABC) and tasked it with evaluating historical and conflicting claims to the land and demarcating a border between the groups. The final report of the ABC was completed in July 2005, but the Government of Sudan has yet to publicly release the document or accept its findings, as stipulated in the CPA. The Sudan People's Liberation Movement (SPLM), in contrast, supports the release of the ABC's findings. While the decision by the Government of Sudan to remain silent on the ABC report is unlikely to derail the peace process, releasing the findings of the ABC, one of the first steps in the CPA's implementation process, is an important component of the government's credibility to abide by its commitments in the peace agreement.

Syria is facing unprecedented pressure from the international community on issues ranging from Syrian meddling in Lebanon to its support for terrorist groups. The United Nations investigation into the assassination of former Lebanese Prime Minister Rafik Hariri will release its second report in mid- December 2005. The current crisis has increased speculation about prospects for political change in Syria. The opacity of Syrian politics means there are more questions than answers. Nonetheless, a number of key indicators suggest a changing political environment, in a country where political development has essentially been frozen for thirty-five years.

The forthcoming resumption of Six-Party Talks to eliminate nuclear weapons from the Korean peninsula is expected to build on the Joint Statement of principles released at the end of the last round on September 19, 2005. While some have criticized the vagueness of the Joint Statement, it represents the first tangible progress in identifying common principles and objectives in two years of sporadic meetings. If North Korea has indeed made a “strategic decision” to abandon its nuclear weapons programs – a thesis still to be tested – it may provide a basis for future progress. For this to occur, however, a more specific negotiating road map and implementing process must be developed. It is important to assess where the current guidelines might lead and to identify the "commitments for commitments" and "actions for actions" that might be envisioned as next steps.
