Abstract:
The 2,340 odd teacups have been rearranged in their cupboards, and sobriety has returned to the Great Hall of the People. What is the national and international impact of the 20th CCP Congress that was concluded on Saturday, 22 October 2022? Stability is the key word. When the People’s Republic of China (PRC) was founded in 1949, the country’s first and major concern was to be recognized as a nation state on an equal par with others in the post-World War II world order. As the Western world recognized the nationalist government of the Republic of China (Taiwan) as the legal government and representative of “China” in the United Nations, the PRC turned to the Soviet Union for support, despite earlier ill-fated cooperation between the Communist Parties of the two countries. On 14 February 1950, Mao Zedong and Joseph Stalin concluded the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance. The disastrous outcome of Mao’s “Great Leap Forward”, however, brought the “friendship” to a premature end.

Abstract:
Whether it is aggressive industrial subsidies, the militarization of the South China Sea, human rights violations in Xinjiang or political suppression in Hong Kong, there is a whole litany of foreign policy concerns which are attributed by media and China watchers to the People’s Republic of China. This policy brief will try to make some sense out of these worries by focusing on how current events might shape the outcome of the 20th Party Congress. It will start by assessing China’s track record and examining some of its main policy drivers. Consequently, it will explore what it means for the EU and its companies doing business with China, focusing on supply chains and strategic autonomy. Finally, the policy brief will come to the question whether we do not focus too much on the great power competition between the US and China.

Abstract:
Sanctions are much easier to use against your allies than against your enemies. A friend will want to stay in your good books, and is much more likely to modify his behaviour than an adversary, who will probably just harden his resolve to outdo you. The Trump administration liberally used sanctions against allies in Europe and Asia, who did not exactly cave in but did not want things to escalate either.1 The US trade war with China, on the other hand, cost both sides dearly, without resolving anything. In a coordinated move with the US, the UK, and Canada, the EU has adopted sanctions against four Chinese officials and one entity for violating the human rights of the Uighur people in Xinjiang province.2 That is fully legitimate: as a union of democracies, the EU has a moral duty to speak up for human rights everywhere. But are sanctions the most effective way of doing so?

Abstract:
China’s controversial Belt and Road Initiative (BRI) has been subject to ample scrutiny since its inception in 2013. Practical results could be said to be severely lacking in contrast to the project’s ambitious plans. Chinese engagement abroad has irrefutably intensified since Xi Jinping assumed power in 2012, but whether this can be classified as the fruits of BRI remains unclear. China, in fact, is developing BRI on the go. That gives the EU an opportunity to engage with BRI and remold it into a more desirable form. Because China increasingly sees Europe as BRI’s “final destination”, the EU has a lot more leverage than it commonly assumes.

The COVID-19 pandemic prevented the annual joint seminars that since a few years the Institute of Europe of the Russian Academy of Sciences and the Egmont – Royal Institute for International Relations organise in Moscow and Brussels. But the coronavirus cannot interrupt academic exchange; a dialogue that is more than ever necessary in a world of increasing tensions between the great powers. Abstract:
China’s 19th Party Congress unexpectedly amended the party’s constitution with a pledge to “pursue the Belt and Road Initiative”. This further elevates the status of president Xi’s heavily promoted foreign policy, which aims at creating trade and investment opportunities through the development of Eurasia’s continental and maritime infrastructure. As the implications of this policy are increasingly felt across Europe, following years of growing Chinese investments, so are the challenges it presents to Europe’s unity, prosperity and security. In light of these challenges a constructive engagement with China’s Belt and Road Initiative (BRI) constitutes an immense task for the European Union, whose position has been weakened by growing dissent among member states over the Union’s policy towards China.

8. The impact of the withdrawal from Afghanistan on Russia's security

Abstract:
ISAF's withdrawal from Afghanistan in 2014 will directly impact the wider region. Not only is there a risk of instability spilling over to Central Asia, but the drawdown will also accelerate the ongoing shift in the balance of power in Central Asia towards China. Should a spillover occur, the burden will mainly fall on Russia and China. Russia will, however, only continue playing the dominant role in the security of the former Soviet Central Asia (FSCA) until China takes on responsibility for the security of its direct sphere of influence or "dingwei". Russia's Near Abroad, however, overlaps both with the EU's Eastern Neighbourhood in Europe and China's dingwei in Central Asia and the Far East. It is, therefore, necessary to approach Russian reactions to these encroachments on its historical spheres of influence in a single context, taking into account the interrelationship between these three.
