Abstract:
This article considers the August 2008 visit to Turkey by Iranian President Mahmoud Ahmedinejad, and analyzes relations between Turkey and Iran in general. The tensions and crises that followed the 1979 Iranian Revolution are briefly presented in order to provide a better understanding of the present state of relations. Then we draw a picture of the situation after the Justice and Development Party (AKP) came to power in 2002, bringing widespread changes to Turkish foreign policy. We also call attention to Turkey's changing role in the regional balance of power, and to the significance of that role both in Turkey's relations with Iran and with the United States.

272. Iran Says “No”—Now What?

Abstract:
Neither Iran nor the United States can achieve all it wants in the current nuclear standoff. Iran has demonstrated its unwillingness to comply with IAEA and UN Security Council demands to cease its enrichment activities or to negotiate seriously toward that end. The United States and other interlocutors should offer Iran a last chance to negotiate a suspension of its enrichment program until the IAEA can resolve outstanding issues in return for substantial incentives. If that package were rejected, the P-5 plus Germany should withdraw the incentives and commit to maintaining sanctions as long as Iran does not comply with IAEA demands. Simultaneously, the U.S. should take force “off the table” as long as Iran is not newly found to be seeking nuclear weapons or committing aggression.

China welcomed Iran’s desire to strengthen cooperation in all spheres with the Shanghai Cooperation Organization (SCO) following its official application in April 2007 to become a full member. With the SCO currently growing into strategic alliance between several of the worlds leading energy producers and two of its most hungry consumers; the United States saw an opportunity to establish itself in the region and therefore lobbied for observer status in 2005, however the request was denied. Since then, we have seen the SCO assume an ideological mantle of growing anti-Americanism. Committed to establishing a new international political and economic order, the association of East Asian states known as the SCO was founded as an intergovernmental organization in Shanghai on15th June, 2001. Its six founding countries; China, Russia Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, with Iran, Mongolia and Pakistan holding roles as country observers, have asppired to mitigate the influence of US power in the region, therefore Iran’s application for full membbership has crucial, and possibly underlying aspects to its reasoning. Therefore we would like to present some information about the SCO to specifically present the benefits Iran would gain by full membership.

Iran's recent detention of 15 British sailors and marines, captured in the contested waters of the Shatt al-Arab near the Iranian coast, has exacerbated tensions between the United States and Iran. The incident also underscored the opacity of the Iranian political system; it is unclear on whose directive the Iranian navy acted. With U.S.–Iranian relations already strained due to the Islamic Republic's activities in Iraq and its nuclear ambitions, understanding the Islamic Republic's power structure and decision-making processes has become increasingly important. To answer the question "Who rules Ahmadinejad's Iran?" USIP's Iran Policy Forum convened an off-the-record discussion with leading specialists on Iranian politics. Western policy toward Iran relies heavily on economic pressure, and Iran's political trajectory is shaped in large part by its economic prospects and constraints. A toughened regime of UN Security Council sanctions against Iran and uncertainties about the viability of its petroleum sector—compounded by deep structural distortions caused by a history of economic mismanagement—raise real questions about the state of the Iranian economy. The Iran Policy Forum at the United States Institute of Peace convened a meeting to discuss the status of Iran's economy and energy sector; the effect of Iran's uncertain political climate and concerns over its nuclear program on the economy; and actions the government should take to avoid future economic troubles. In this policy brief, based on the book with the same title, Ramesh Thakur argues that Iraq confi rms that, as with terrorism, a war of aggression is an unacceptable tactic no matter how just the cause. What was meant as an awesome demonstration of limitless American might and willpower turned out to prove the limits of American power in defeating even a small band of insurgents fighting urban warfare with their own bodies as the primary weapon-delivery system. The fallout with respect to Iran suggests that the United Nations cannot contemptuously be brushed aside as irrelevant and disposable in one crisis, only to be lifted out of the rubbish bin of history, dusted off and put to use in another.

House Speaker Nancy Pelosi (D-CA) apparently has a penchant for badness. For visiting Syria, the Speaker received a harsh reprimand by Vice President Dick Cheney who thought it “bad behavior.” Though the Speaker remained relatively un-phased by the scolding, Cheney made his point. The warning contained a deeper meaning—one that the Speaker understood immediately and that may explain why she passed on House Foreign Affairs Committee chairman Tom Lantos' (D-CA) recommendation to do the same with Iran. Take a closer look at Cheney's criticism and two questions arise. Does bad behavior connote an undermining of U.S. foreign policy, i.e. that U.S. officials should not engage in direct dialogue with adversaries? Or, does bad behavior suggest that the legislative branch should not, under any circumstances, challenge the executive branch? According to Cheney, it's the latter. In a radio appearance, the veep said, “The President is the one who conducts foreign policy, not the speaker of the House.” But before examining the schism widening between legislative and executive branches on foreign policy issues, the former point—i.e. should the U.S. dialogue with adversaries—needs attention.
