  • Abstract: The Trump administration has an opportunity to reset, tighten, and maximize America's strategic relations with the Gulf states. For the United States, expanded security cooperation and coordination could be a force multiplier in campaigns to achieve key policy goals, such as countering Iran's destabilizing policies and defeating the Islamic State. Gulf leaders have expressed optimism over the new administration's gestures, despite its "America First" rhetoric. But the administration also faces challenges, including those brought about by its own emphasis on "radical Islamic terrorism." This two-part Transition 2017 paper, featuring contributions by Gulf experts Lori Plotkin Boghardt and Simon Henderson, navigates the complex U.S.-Gulf relationship. The first essay provides an overview of its basic tenets, stressing the importance of rapport to bilateral ties and discussing key policy priorities. The second essay narrows the focus to the Washington-Riyadh link, the most important U.S. tie with the conservative Gulf. It analyzes differences in viewpoint, policy options, and some anticipated Saudi responses on the core issues of oil, terrorism, Iran, Yemen, Syria, Gulf allies, and the Sunni bloc.

  • Abstract: The Iraqi and Turkish leadership have restored direct contact, thus providing an opportunity for dialogue. However, the extent to which this can lead to a sustainable normalisation process and furthermore to a deepening of their relationship is highly questionable. This policy brief argues that the main problem lies with the fact that a win-win scenario of overlapping or complementary interests does not seem to be driving the leaderships’ actions. Instead, it is ad hoc developments external to their bilateral relationship that have a positive effect for the time being, such as the rapprochement between Russia and Turkey, and subsequently a concerted attempt between Russia, Turkey and Iran to stabilise the region.

  • Abstract: On 5 June 2017, Bahrain, Saudi Arabia, the UAE, and Egypt, in marked succession, cut diplomatic relations with Qatar. Within a matter of hours, it became clear that this was not simply a move to sever ties, but a plan for a full embargo, an unprecedented step at a time of peace between these nations. Saudi Arabia, the UAE, and Bahrain blocked flights to Qatar, closed land and sea borders, and ordered Qatari citizens out of their countries while calling on their own nationals to leave Qatar. The same day, Maldives, Mauritius (though it later denied the news), the Libyan Tobruk-based government (which is not recognised internationally), and the Yemeni government based in Riyadh followed suit and cut ties with Qatar, unable to resist Saudi pressure. The next day, Jordan downgraded diplomatic relations with Qatar and revoked the licence of Al Jazeera’s bureau in Amman, while Mauritania severed diplomatic relations with Qatar. Mauritius, in an official statement, denied it had cut ties, raising questions of whether some party took the initiative on behalf of the Mauritian government. The actions taken at dawn on 5 June were the culmination of an unprecedented, anti-Qatar media blitz initiated by Emirati, Saudi, Bahraini and Egyptian media on the evening of 23 May. The campaign intensified until it assumed official imprimatur with the decision to cut ties and blockade Qatar. What, then, is happening to relations between countries of the Gulf Cooperation Council (GCC)? After Gulf leaders came together in a scene of friendship, cooperation and solidarity during US President Donald Trump’s visit to Saudi Arabia, why are relations between three GCC states and Qatar deteriorating so rapidly and in such unprecedented fashion? Was there an immediate cause that spurred Saudi Arabia and its partners to take this stance, or were these actions planned in advance? Is this simply a fleeting crisis in relations between GCC states, or could the break persist?

  • Abstract: EU policy towards its Southern Neighbour- hood aims to ensure the security of Member States and is underpinned by an assumption of a shared interest in democracy, security, and prosperity through economic liberalisation. It sees the main way of achieving these aims as promoting Western-style liberal democracy as a political system capable of providing peace and stability. Evidence from public opinion survey research shows this ambition is supported by citizens of Arab countries, where public opinion polls for over a decade report strong support for democracy. However, these citizens do not share the EU’s procedural conception of democracy, a conception in which civil and political rights are decoupled from – and prioritised over – social and economic rights. The Arab Transformations survey carried out in 2014 in six Arab states (Morocco, Tunisia, Libya, Egypt, Jordan, Iraq) suggests few people demanded this brand of democracy. Furthermore, most people thought the EU has not done a good job of supporting transitions to democracy, nor did they have much appetite for EU involvement in the domestic politics of their countries.

  • Abstract: This report is a contribution to the public debate in the Kurdistan Region of Iraq (KRI) about crucial aspects of the current economic crisis and the Kurdistan Regional Government’s (KRG) immediate response. In addition, it looks at the impact of four different policy options, such as a.) independence b.) rapprochement with Baghdad c.) macro-financing from International Stakeholders and d.) macro-financial assistance from Regional Stakeholders, may have in averting an economic meltdown in the short-term, on the assumption that the oil prices will remain suppressed for the foreseeable future. This report argues that it is only when the economic meltdown is averted in the short-term that the KRG will be able to proceed with deep structural reforms in the public sector and start working on the diversification of the economy.

  • Abstract: The breakdown of state structures and the wider regional political order has resulted in a complex tapestry of conflict throughout the Middle East that is likely to produce a continued period of volatility and violence for several years to come. This is because there are numerous dynamics at play that are competing with one another across various levels. Within these dynamics, religion as a mobilizing factor which, alongside sectarianism has emerged as a primary driving force for many of the ongoing conflicts. In addition, the deep crisis of the nation-state has released different dichotomies resulting in overlapping lines of confrontation that seem to be exploding all at once.   • Abstract: The Syrian conflict's internal dynamics have reshuffled regional alignments alongside unprecedentedly clear-cut sectarian dividing lines; this has often occurred against the preferences of regional state actors−including Saudi Arabia and Iran. Foreign states have generally adopted expedient policies that followed sectarian patterns for lack of alternatives. Iran bears significant responsibility for exacerbating the conflict's sectarian character at the regional level.   • Abstract: Iran has never had what the West would regard as free, fair, and competitive elections. Some would point to the brief periods following the 1906 Constitutional Revolution and between the end of World War II and 1953, when a CIA-backed coup re-installed Shah Mohammad Reza Pahlavi, as possible exceptions to this rule. The upcoming presidential elections this June will be no such exception, with candidates restricted to eight proven loyalists to the regime. Nevertheless, the vote will be an important barometer of the stability and durability of an embattled regime that is increasingly unpopular domestically and isolated internationally. The elections will also produce a new turn of the kaleidoscope within Iran's shrinking political elite, as existing factions break apart and regroup. The next president is likely to be more moderate in tone, if not in policy, and more competent and less divisive than the outgoing Mahmoud Ahmadinejad. This could have important implications not just for the country's domestic course but for Iran's confrontation with the United States and the international community over the nuclear question.

  • Abstract: China's joint veto along with Russia of the UN Security Council Resolution (UNSCR) on Syria has provoked fierce international criticism. Labeled as “responsible for Syria's genocide,” Beijing's international image has struck a new low.   • Abstract: Throughout the years the overwhelming preponderance of US global leadership is debated by scholars and politicians. In light of the 'rise of the rest', this preponderance is either diminishing or still standing. As of now, yet again, the US is a dominant player both economically and militarily. However, economic recession is likely to make the United States put more emphasis on domestic problems and less emphasis on foreign challenges. Since political and economic landscape is swiftly changing overseas, the United States should act accordingly and cooperate with regional powers on issues of mutual interest.   • Abstract: Yemen has caught the eye of the international community above all because it has been portrayed as a hotbed of radicalisation and a training ground for al-Qaeda. As a state, Yemen is broadly considered to be both fragile and on the brink of failure. This Policy Brief argues that for a variety of reasons – largely relating to the political system and dynamics within the country – support from Europe and North America will have limited effect. There are limited, if any, technical solutions to the challenges that confront the country; only political ones. International actors from outside the regional context must therefore think twice before engaging and, above all, have a good understanding of the political system that they will be engaging with.

  • Abstract: When Harry Truman became president in April 1945, he had not thought deeply about the exact form a Jewish national home in historic Palestine would or should take. Following his landmark decision to recognize the state of Israel in May 1948, he would suggest that his support for such a development had been unwavering, and that his decisions had come easily. Yet the record shows otherwise. Between Truman's first days as president and Israel's formation, his approach to the idea of a Jewish state evolved significantly, at times seeming to change in response to the last person with whom he met. Although he ultimately made the historic decision, a Jewish state had never been, in his mind, a foregone conclusion.

  • Abstract: Yemen presents a potent combination of problems for policy-makers confronting the prospect of state failure in this strategically important Red Sea country. It is the poorest state in the Arab world, with high levels of unemployment, rapid population growth and dwindling water resources. President Saleh faces an intermittent civil war in the north, a southern separatist movement and resurgent terrorist groups. Yemen's jihadi networks appear to be growing as operating conditions in Iraq and Saudi Arabia become more difficult. The underlying drivers for future instability are economic.   • Abstract: To fulfill Turkey's mission as a ʺcivilizational connectorʺ between Europe and Asia, Turkey must be a full member of the East Asian Summit. The path towards this goal, among others, requires Turkey to be a Dialogue Partner of ASEAN. Once ASEAN sponsors Turkey's membership in East Asian Summit, Turkey would then be strategically positioned to be a key member with some of the world's most monumental economic and political powers in its midst. Indeed, if Turkey is a member of East Asian Summit, ideally by 2010, Turkey would be in a better position to realize its strategic, civilizational, and historical depth.

  • Abstract: Even as the United States is preoccupied with how to stabilize and withdraw from Iraq, it risks missing another important opportunity to promote democracy in the Middle East. Among Arab countries Egypt is uniquely positioned to make a transition from authoritarian rule to a more liberal system and eventually to democracy. A looming presidential succession in Egypt makes such changes more feasible. But after several years of modest reforms, the Egyptian government is now backtracking and enshrining illiberal measures in its revised constitution. The United States faces a critical decision about whether to pursue reform seriously with Egypt or to abandon the project of promoting Arab democracy, at least for now.

  • Abstract: The process that will be launched shortly at Annapolis may not quite be do-or-die for the Israeli-Palestinian peace process but at the very least it is do-or-barely-survive. Positively, a U.S. administration that neglected Middle East peacemaking since taking office appears committed to an intensive effort: it has persuaded both sides to agree to negotiate final status issues – no mean feat after years of diplomatic paralysis and violent conflict. But pitfalls are equally impressive. The meeting, like the process it aims to spawn, occurs in a highly politicised context, with sharp divisions in the Palestinian and Israeli camps. These will make it hard to reach agreement and to sell it to both constituencies and, for the foreseeable future, virtually impossible to implement. Moreover, failure of the negotiations could discredit both leaderships, while further undermining faith in diplomacy and the twostate solution.

  • Abstract: On May 20, thousands of secular Turks demonstrated in the Black Sea port city of Samsun against the governing Justice and Development Party (AKP), which has an Islamist pedigree. It was the most recent display of protest in a power struggle between the AKP and its opponents over determining a replacement for outgoing president Ahmet Necdet Sezer. In addition to the protestors and Sezer, the courts and the Turkish military have weighed in against the AKP. Far from backing down, as Turkey's Islamists would have done in the past, the AKP has stepped up the pressure by introducing a constitutional amendment package that calls for direct presidential elections to replace the current system of voting in parliament. President Sezer could decide the fate of this package, but the political crisis will continue.

  • Abstract: The State Department's International Narcotics Control Strategy Report, released on March 1, offers a little-noted reference to a dubious claim: an Iranian government statement (made to the UN) that Tehran has established a Financial Intelligence Unit (FIU). The report notes that Iran has provided no further details. Even if the Iranian claim were true, the creation of an FIU would do little to combat terrorism financing in the nation, given Tehran's official support for terrorist groups. In other countries, FIUs are an important element of effective counterterrorism policy -- though the record of key Middle Eastern nations is somewhat mixed in this regard.

  • Abstract: On March 23, at 10:30 a.m. local Iraqi time, fifteen British naval personnel were seized by Iran's Islamic Revolutionary Guard Corps (IRGC) in the northern Persian Gulf. The British personnel -- eight from the Royal Navy and seven from the Royal Marines -- were in two light craft returning to the frigate HMS Cornwall after successfully inspecting a merchant ship for goods being smuggled into Iraq. Iran has accused the personnel, who include one woman, of illegally entering Iranian territorial waters, and has threatened to put them on trial. The incident is a diplomatic and military embarrassment to Britain. Meanwhile, fears of escalation in the Gulf have contributed to a global surge in oil prices.

  • Abstract: As recently as December, Palestinian Authority (PA) president Mahmoud Abbas refused to back a proposal for a unity government offered by Palestinian Legislative Council (PLC) member and head of the Independent Palestine list Mustafa Barghouti. That deal was based on the concept of a technocratic compromise under which Hamas officials would not have held the prime ministership or led any ministries. Yet under the terms of the February 8 Mecca accord, the current prime minister, Hamas's Ismail Haniyeh, will stay on as head of the next government, and the only portfolios Hamas members specifically will not hold are the finance, foreign affairs, and interior ministries, which will be headed by independents acceptable to both sides. The key question then is why Fatah settled for a unity agreement in February that provided it far less gains than previous unity proposals rejected by Abbas.

  • Abstract: On January 25, Lebanon will participate in Paris III, the third international donor conference for Lebanon convened by French president Jacques Chirac since February 2001. The top agenda items are grants and soft loans for Lebanon and the economic reform plan of Lebanese prime minister Fouad Siniora. For Siniora and his "March 14" ruling coalition, the success of the conference -- i.e., international commitments to provide billions to Lebanon -- is exceedingly important, as the government is coming under increasing pressure from the Hizballah-led opposition. Indeed, this week, the opposition upped the ante in its continuing effort to topple the Siniora government, closing key Lebanese arteries, including the highways into Beirut and the airport road. If Paris III is broadly perceived as "successful," it will strengthen Siniora and demonstrate that the March 14 coalition can govern and advance key Lebanese interests without Hizballah participation in government. Should international donors not prove particularly generous, the momentum will shift toward the opposition.

  • Abstract: In the context of debate surrounding U.S. military strategy in Iraq, Prussian military philosopher Carl von Clausewitz offers this classic directive: it is essential to understand the nature of the war you are fighting. To this end, the U.S. military in Iraq no longer faces a traditional insurgency conflict -- as those the French fought in Algeria or the United States fought in Vietnam -- in which one faction seeks to undermine and supplant the national government. Instead, the strategic landscape of Iraq today bears far more resemblance to the Lebanese civil war of the 1970s and 1980s, in which various sectarian militias battled each other for control of specific parts of the country. The Iraq war has indeed become a militia war.

  • Abstract: House Speaker Nancy Pelosi (D-CA) apparently has a penchant for badness. For visiting Syria, the Speaker received a harsh reprimand by Vice President Dick Cheney who thought it “bad behavior.” Though the Speaker remained relatively un-phased by the scolding, Cheney made his point. The warning contained a deeper meaning—one that the Speaker understood immediately and that may explain why she passed on House Foreign Affairs Committee chairman Tom Lantos' (D-CA) recommendation to do the same with Iran. Take a closer look at Cheney's criticism and two questions arise. Does bad behavior connote an undermining of U.S. foreign policy, i.e. that U.S. officials should not engage in direct dialogue with adversaries? Or, does bad behavior suggest that the legislative branch should not, under any circumstances, challenge the executive branch? According to Cheney, it's the latter. In a radio appearance, the veep said, “The President is the one who conducts foreign policy, not the speaker of the House.” But before examining the schism widening between legislative and executive branches on foreign policy issues, the former point—i.e. should the U.S. dialogue with adversaries—needs attention.

  • Abstract: When the third round of the normalisation talks concludes in July 2006, India and Pakistan will be no closer than when they began the process in February 2004 to resolving differences, including over Kashmir. What they call their "composite dialogue" has helped reduce tensions and prevent a return to the climate of 2001-2002, when they were on the verge of all-out war, but progress has been limited to peripheral issues. India's prime minister, Dr Manmohan Singh, and Pakistan's president, General Pervez Musharraf, have reiterated commitments to sustain the dialogue. It is unrealistic, however, to expect radical change. International, particularly U.S. support for the process will likely dissuade either side from pulling out but asymmetry of interests and goals militates against a major breakthrough. The need is to concentrate on maintaining a cold peace until a long process can produce an atmosphere in which the support of elected governments in both states might realistically bring a Kashmir solution.

  • Abstract: The Middle East is immersed in its worst crisis in years following the capture of three Israeli soldiers by the Palestinian Islamic Resistance Movement (Hamas) and Lebanese Party of God (Hizbollah) in late June 2006 and early July, Israel's comprehensive offensive throughout the Gaza Strip and Lebanon, and the daily firing of rockets deep into Israel. And horrific as it is, the current toll of death and destruction could reach entirely different proportions should a new threshold be crossed – a Hizbollah rocket that strikes a chemical plant or a heavily populated area in Tel Aviv or Haifa, an Israeli bombing raid resulting in massive casualties, a major ground offensive, or the expansion of the war to Syria or Iran. A political solution to the twin crises of Lebanon and Palestine must be the international community's urgent priority. Waiting and hoping for military action to achieve its purported goals will have not only devastating humanitarian consequences: it will make it much harder to pick up the political pieces when the guns fall silent.

  • Abstract: No sooner had Israel raised its hand in self- defense when Finland, speaking as the rotating president of the European Union, denounced it for “the disproportionate use of force.” This position, echoed by France, Spain, the United Nations, and others, is wrong legally, morally, and strategically. From a legal standpoint, Israel is the victim of multiple unprovoked aggressions. It withdrew entirely from Lebanon in 2000 and from Gaza in 2005. (Both of these occupations had come about as acts of self-defense: the former against rocket fire from Lebanon in 1982, and the latter against a war of annihilation declared by Egypt in 1967.) From the time of its withdrawal from Gaza, not a single day had passed without rockets being fired into Israel. Now from the north as well as the south, Israel finds hundreds of rockets being fired across its border. Even if these were aimed at military installations, it would be a clear-cut act of war. To make it worse, these rockets are aimed randomly at cities and other civilian population centers, making them not only acts of war but war crime.

  • Abstract: September 11 happened when Osama bin Laden looked at us and thought we were ready to be had. We were politically divided and squabbling over everything. We clearly were not prepared to take casualties in direct combat. The newly elected president seemed unable to make a tough decision. And so bin Laden attacked, expecting to deliver a decisive blow to our national will, expecting that we would turn tail and run as we had in Somalia and that he would then be free to concentrate his energies on the defeat of local apostates, the creation of his caliphate, and the organization of Muslim revenge for the catastrophes of past centuries. Within a few months he was driven out of Afghanistan, his organization was shattered, the Arab street he had hoped to mobilize was silenced by the shock and awe of the total victory of the Americans, and he became an instrument of forces greater than himself. If he still lives, he is the servant of the Shiite mullahs, making propaganda movies and audiotapes to bolster the morale of the constantly shrinking number of his admirers, while the mullahs order his followers to martyr themselves against Iraqi civilians.

  • Abstract: On February 2, 2006, the International Atomic Energy Agency will meet in Vienna to discuss the nuclear crisis in Iran and, in all likelihood, refer Iran to the United Nations Security Council for being in breach of the Nuclear Non-Proliferation Treaty's safeguards agreement. Such a referral will mark a turning point in a decade-long saga. Europe's engagement with Iran has failed. The United States and its European allies have been resolute in their condemnation of the Iranian government decision to resume uranium enrichment. In contrast to previous diplomatic impasses with Tehran, neither Washington nor its European allies appear willing to make further concessions. On January 23, U.S. secretary of state Condoleezza Rice said, “I don't see much room for further discussion in any format [with Iran].” At a January 13, 2006, press conference with German chancellor Angela Merkel, George W. Bush condemned Iran. “Iran, armed with a nuclear weapon, poses a grave threat to the security of the world,” Mr. Bush said. “We will not be intimidated,” Ms. Merkel added. Already, though, there has been one casualty of the diplomatic crisis: the European Union's policy of engagement.

Enemy combatants are imprisoned in order to prevent them from causing further destruction.   • Abstract: Taken together, the kidnapping on Sunday of an Israel Defense Forces (IDF) soldier and the signing on Tuesday of an agreement among Palestinian factions to create a unity government for the Palestinian Authority (PA) suggest that significant seismic forces may be developing within Hamas that may have a decisive impact both on the organization's solidarity and on the future course of Israeli-Palestinian relations. While the unity agreement itself has little significance beyond internal Palestinian politics—it is a nonstarter for the Israelis and represents a major retreat from previous Palestinian positions—its importance lies in the fact that it highlights the possible emergence of a fissure within the Hamas organization between its internal leaders, headed by Palestinian prime minister Ismail Haniyeh, who experience the brunt both of popular concerns and Israeli reprisals, and its external leaders, chief among them Damascus-based Khaled Mashal, who are free of these constraints and therefore able to insist on more maximalist positions. However, in signing this agreement—apparently without full consultation with, or the approval of, the Damascus contingent—the Hamas leaders in the territories have signaled both their independence and their intention to embark on a more pragmatic path than that preferred by Hamas's more ideological external elements. Indeed, the timing and nature of the attack seems to have been specifically intended to disrupt the effort to agree on a unity government with Palestinian president Mahmoud Abbas, and thereby, the possible emergence of a more moderate Hamas strategy.

  • Abstract: Palestinian president Mahmoud Abbas's pursuit of a referendum on the Palestinian National Accord has been widely interpreted by commentators and reporters as a power play designed to circumvent the Hamas-led government and force it to implicitly accept Israel's existence. But while the process of conducting a referendum -- the legality of which remains questionable -- would shift power away from the government and the legislature, the actual text of the document, which a group of Palestinian prisoners in Israeli jails negotiated, more closely resembles the political program of Hamas than that of Abbas. Moreover, Hamas has recovered from its initial surprise at the referendum initiative and has mounted an effective response, first by challenging the legality of a referendum, then by dragging Abbas into negotiations over the substance of the Accord. Despite a possible compromise that may emerge in coming days and shift the composition of the government or modify the language of the Accord, Hamas has used the internal Palestinian debate over a referendum to secure its internal legitimacy and advance many of its governing priorities.

  • Abstract: On April 7, the State Department announced its plan for restructuring aid to the Palestinians in response to the formation of a government led by Hamas, which has refused Quartet demands to recognize Israel, cease violence and terror, and accept past diplomatic agreements. In order to target assistance toward the Palestinian people rather than the Hamas leadership, the United States will now provide the vast majority of its aid (some $203 million) for humanitarian needs, including food, health, and education programs primarily administered by United Nations agencies such as the UN Relief and Works Agency (UNRWA), the UN Children's Fund (UNICEF), and the UN World Food Program. An additional $42 million is allocated for "securing and expanding democracy," in an effort that "protects and promotes moderation and democratic alternatives to Hamas." Assisting the development of such a peaceful and democratic alternative -- as distinct from an immediate overthrow of Hamas -- will require the United States to support programs driven internally by Palestinians that can foster a broad-based political movement. Bolstering a centralized Fatah-like organization run by elites will only lead to further corruption and the continued alienation of the Palestinian public.
