  • Abstract: During the recent intifada, certain Palestinian security forces have been intensively involved in violent attacks on Israeli military and civilian targets. Most prominently involved have been the personal security guards of Yasir Arafat, popularly known as Force-17 and officially called Amn al-Ri'asah(Presidential Security). On March 30, Israeli forces bombarded from the air two of the headquarters of this force in Ramallah and Gaza, in the first serious Israeli retaliation under the new Sharon government. Then in early April, Israeli forces arrested several members of this force inside Area A, the area that is under full control of the Palestinian Authority (PA).

  • Abstract: In the Middle East, this week witnessed a series of events occurring at such breakneck speed that it is important not to lose the significance of each: On Thursday, President Bush issued an unprecedented statement calling on Chairman Yasir Arafat to "stop the violence," a statement that could lay down a marker by which the administration judges the efforts of the Palestinian Authority (PA) and which could determine the direction of the U.S.–Palestinian relationship under the new administration. On Wednesday, Israel's national unity government launched retaliatory attacks against Arafat's personal guard, Force 17, underscoring Israel's intent to hold the chairman personally responsible for the terrorism emanating from within his close circle. On Monday and Tuesday, bombs went off inside the heart of Israel — responsibility for which was claimed by the Iranian-backed Palestinian Islamic Jihad, suggesting that Tehran is eager to tap pro-Hizballah sympathy and compete with the Tanzim and other Fatah elements for the pacesetter's role in the Palestinian uprising. Also on Tuesday, the PA chose an all-or-nothing option at the United Nations, demanding a Security Council vote on a resolution that the United States had no trouble vetoing — one calling for an international protection force for Palestinians — rather than pursuing diplomacy to bring to a vote a watered-down, but still problematic, resolution on which Washington was prepared to compromise. And on Sunday, Israel's Likud-led government issued a communique affirming its intent to seek the full implementation of signed agreements with the Palestinians, specifically citing its willingness to fulfill the requirement for a third "further redeployment" — territorial withdrawal in the West Bank — in the context of full compliance with the Wye River Memorandum. Each of these items alone has significant ramifications for the direction of Arab–Israeli relations, the Palestinian uprising, and U.S. policy toward the peace process. Taken together, they suggest a situation in great flux with emerging trends that are both ominous (e.g., Iran's deepening role) and positive (e.g., Bush's forthrightness on violence, Israel's balance of diplomacy and force).

  • Abstract: As Arab leaders gather in Amman for the first regular Arab summit in a decade, non-Arab Iran is keenly watching to see whether Arab heads-of-state once again make grandiose promises to support the Palestinians. If Arab leaders fail to deliver on these promises, as has been the case with Arab financial commitments to the Palestinians, it would open the door for Tehran to build on Hizballah's success in Lebanon and to deepen its already worrisome role in the Israeli–Palestinian arena.

  • Abstract: The U.S. Department of State will shortly issue its semi-annual Palestine Liberation Organization Commitments Compliance Act (PLOCCA) report. This report, now several weeks overdue, details PLO and Palestinian Authority (PA) compliance with their "peace process" commitments. And in April, the State Department will release its annual report about global terrorism. The release of these reports comes just weeks after Israeli chief of staff Shaul Mofaz described the PA as a "terrorist entity." The content of these reports will be the subject of close scrutiny. How the United States characterizes the PA with regard to terrorist activities is an important signal — both of how the Bush administration will contribute to the lowering of violence as the first step to the resumption of Israeli–Palestinian negotiations, and of what the direction of U.S.–Palestinian relations will be during the George W. Bush/Ariel Sharon era.

  • Abstract: The formation of a national unity government in Israel today, by a vote 72 to 21, is a triumph for Ariel Sharon. First, he seized the initiative. After his landslide victory a few weeks ago, Sharon did not engage in classic Israeli bargaining tactics in dealing with his Labor Party rivals, but rather caught the defeated and divided party off balance by immediately offering them top cabinet positions in the desire to cement a unity government. Sharon was not intoxicated by the breadth of his victory, but rather followed through on his campaign commitment. Sharon realizes that it is also good politics. According to Gallup's poll taken last week, the Israeli public favors the establishment of such a government by an overwhelming 79 to 14 margin.

  • Abstract: Five months after the outbreak of the Palestinian uprising, the U.S. government yesterday issued its first systematic assessment of the intifada-related actions of Israelis and Palestinians in the form of the State Department's Country Reports on Human Rights Practices for the year 2000. A close reading of the twenty-four page chapter on "the Occupied Territories (including areas subject to the jurisdiction of the Palestinian Authority)" reveals numerous condemnations of the actions of Israeli and Palestinian security forces, in almost identical language, with the latter also criticized for its abuses against fellow Palestinians. However, the report also displays a disturbing trend toward selective and distorted reporting on key issues, with the effect of minimizing egregious Palestinian behavior and enhancing the image of Israeli culpability.

  • Abstract: As Ariel Sharon prepares to take power following his landslide victory, significant changes are also underway in the Palestinian Authority (PA). In anticipation of Sharon's victory, the Palestinian Liberation Organization (PLO) and leading PA personalities have been preparing a new political agenda to deal with the apparent end of "final status" negotiations and the new Israeli leadership. The most provocative event in recent days has been the issuance of a document — penned by a senior PLO official and longtime associate of PA Ra'is (Chairman) Yasir Arafat — which raises the specter that mainstream Palestinian politics are publicly reverting to the radicalism of pre-Oslo days.

  • Abstract: The Israeli people spoke in the most dramatic and convincing fashion. Viewed in the U.S. context, Ariel Sharon won a larger share of the vote — 62.5 percent — than any presidential candidate in history. Essentially, Israel voted to express one word: "enough!" — enough violence, enough concessions, enough perception of weakness. They were particularly voting against Barak, both personally and against the policies that characterized his government (dating not only to Camp David but as far back as the earliest days of his cabinet). Certainly, much of yesterday's vote was against Barak more than it was a vote for Sharon; just as Barak's 1999 landslide was less a vote for him than it was a vote against Bibi Netanyahu; just as Netanyahu's 1996 squeaker was less a vote for him than it was a vote against Shimon Peres. Now it's Sharon's turn.

  • Abstract: The deadline has now passed for Ehud Barak to step aside in favor of rival Shimon Peres in Israel's prime ministerial face-off next Tuesday, February 6, against Likud leader MK Ariel Sharon. Analysts have already written off this election for Barak, as Sharon's lead in the polls has barely budged from a 16 to 20 point margin over the last two months. Given that Barak won a landslide victory by a 12.1 percent margin less than two years ago, the scope of his probable defeat is striking — perhaps the most lopsided electoral debacle since Menachem Begin's Herut lost to the Labor forerunner Mapai in 1959 by a margin of 24.7 percent. Barak's electoral free-fall is especially remarkable given that his opponent is someone long regarded as unelectable, due to his advanced age, right-wing political views, checkered past, and evident discomfort with the new media age. Nevertheless, Barak has pressed on, insisting that the real campaign has only just begun. His decision to stay in the race has heightened speculation that he may plan on joining a Sharon-led "national unity government," despite carefully worded protestations to the contrary.

  • Abstract: February marks ten years since the end of the Gulf War. The situation in the Middle East today is vastly more dangerous than in 1991. The favorable regional conditions in 1991 that allowed the current peace process to begin have been reversed. Three key trends are the following: After Iraq's defeat in the Gulf War, it was placed under UN monitoring and extensive sanctions, thereby removing a major threat from Israel's calculus. Today, the situation is drastically different, with the absence of UN inspections for more than two years and the deterioration of sanctions against Iraq. In 1991, Iran was still recovering from its exhaustive war with Iraq and could not fully participate in regional, specifically Arab–Israeli, affairs. By contrast, Iran is currently testing intermediate-range missiles and is expressing its strategic weight in places like Lebanon, where it has increased its support to Hizballah. In 1991, the USSR was crumbling before its eventual collapse and was no longer in a position to offer strategic and military support to the enemies of Israel, while its successor — the Russian Federation — has more or less acquiesced to U.S. positions on the Middle East. Since 1996, however, Russia has taken a contrary approach to many U.S. policies and leadership in the region, in particular with regard to Iraqi sanctions and weapons inspections and the transfer of missile technology to Iran.

  • Abstract: Meetings this week between Israeli and Palestinian security and political personnel notwithstanding, time has virtually run out for any Israeli–Palestinian peace deal. It is important to note that the issue is not just one of time, even though President Clinton leaves office next Saturday. Top Clinton Administration officials have made clear that the Palestinians have engaged in "delays" since the December 23 ideas were tabled. Seeking to avoid the international disapproval that mushroomed in the wake of last summer's failed Camp David summit, Yasir Arafat came to Washington with an apparent "yes, but" view of the proposals. However, this approach seems clearly to be little more than a public-relations tactic.

  • Abstract: In direct reaction to President Bush's speedy reneging on a campaign pledge to set 'mandatory reduction targets' for carbon dioxide emissions from power generation (a mere 53 days into his presidency), Rainer Hinrichs-Rahlwes, Director General of the German Environment Ministry, admitted that 'maybe it will be necessary to ratify the Protocol without the US and to instead pave the way for them to join later'. Since then, this sentiment has been rapidly gaining ground internationally, in particular after President Bush unilaterally declared the failure of the Kyoto Protocol. Indeed, at a meeting in Kiruna (Sweden) on 31 March 2001, EU environment ministers pledged to pursue ratification of the treaty with or without the United States. Environment minister Kjell Larsson, for the Swedish Presidency, stated that 'the Kyoto Protocol is alive, contrary to what has been said from the other side of the Atlantic. No individual country has the right to declare a multilateral agreement dead.'

  • Abstract: In Israel, ongoing contingency planning in the military, political, economic, and information fields is particularly essential now, especially in light of the structural global changes that may occur after the September 11th terrorist attack on the World Trade Center and the Pentagon.   • Abstract: After the September 11 terrorist assault on the World Trade Center and the Pentagon, many American analysts have been seeking to understand the source of the intense hatred against the United States that could have motivated an act of violence on such an unprecedented scale. In that context, a new canard is beginning to run through repeated news reports and features: that somehow America's support for Israel is behind the fury of militant Islamic movements, like that of Osama bin Laden, towards the United States. Indeed, a Newsweek poll conducted on October 4-5, 2001, found that 58 percent of Americans believe that the U.S. relationship with Israel is "a big reason terrorists attacked the United States."

  • Abstract: On May 15, 2001, the Associated Press circulated an article covering Arafat's Al-Naqba speech, marking the day Palestinians recall the "catastrophe" of the creation of the State of Israel. The article boasted direct quotations of the Palestinian leader's statements. They had been spoken in Cairo, broadcast on Palestinian radio stations, and blared out from loudspeakers into the streets of Nablus and Ramallah and all across Gaza. But something happened to the speech on the way to AP's wire report. By the time it reached the newspapers, entire sentences and clauses had been excluded; moderating words had been added; fiery attacks — like a slur about the United States — had been cleaned out; statements had been condensed, enhanced, or otherwise altered. In short, AP's purported "excerpts" of Arafat's remarks were at best edited, at worst fabricated. Moreover, they served to distort (and significantly soften) the message that passed through Arafat's lips.

  • Abstract: In the midst of an already crumbling cease-fire, U.S. Secretary of State Colin Powell dropped what to Israeli ears was a bombshell. Standing next to Palestinian Authority Chairman Yasser Arafat after their June 2001 meeting in Ramallah, Powell said, "I think as we get into the confidence-building phase there will be a need for monitors and observers to...make an independent observation of what has happened." Within hours, Powell punctured his own trial balloon by ruling out any mechanism opposed by Israel. Less than one month later, the observer issue was once again thrust to the fore when the G-8 foreign ministers unanimously called for dispatching "third-party monitors" to the region, as long as they were acceptable to both sides. Why should the seemingly innocuous matter of observers top the Palestinian agenda and be such an anathema to Israel?

  • Abstract: The wave of Palestinian violence and terrorism that began at the end of September 2000 led to a widespread tendency to focus exclusively on Israeli-Palestinian political and security relationships. This narrow concentration of attention is potentially misleading and obscures the fundamental security threats that Israel is facing at the beginning of the twenty-first century. These threats come primarily from the wider Middle Eastern environment, extending from Libya and Egypt (and to a lesser degree, North Africa) to Iraq and Iran. Indeed, the Palestinian strategy is based, to a large degree, on widening the circle of conflict through escalation and regionalizing the confrontation. As a result, the importance of strategic deterrence, in response to revived coalitions and new military capabilities that threaten Israeli security, should be a basic factor in Israeli planning.

  • Abstract: At present, there are no substantive Arab-Israeli peace negotiations underway. Israel has had to contend with the ongoing armed offensive launched by the Palestinians in late September 2000 after the failure of the Camp David summit. Meanwhile, Israel and the Palestinians will only return to the negotiating table after a ceasefire, a meaningful cooling-off period, and confidence-building measures, in accordance with the Mitchell Committee Report.   • Abstract: Recently, Israel Television asked Shimon Peres, the architect of the Oslo process, whether he still believed in the efficacy of that process, to which he replied that the question should be put to Yasser Arafat. This answer appears to be symptomatic of a widespread refusal by Israel's political leadership to think about the current situation in a systematic, analytical fashion, giving rise to a suspicion that Israeli society, as a collective, has a basic difficulty with thinking about our relationship with the Palestinian Authority, in general, and about the recent violent confrontations with it, in particular. We appear to be bewildered by it all. The director general of the Foreign Ministry, Alon Liel, stated more than once in a recent television interview that he was baffled by Arafat's behavior, saying that Arafat appeared to have made an inexplicable U-turn. He had assumed that Arafat had resolved to make peace, and he could make no sense of Arafat's recent behavior.   • Abstract: Since its independence in 1948, and indeed even in prior times, Israel's rights to sovereignty in Jerusalem have been firmly grounded in history and international law. The aftermath of the 1967 Six-Day War only reinforced the strength of Israel's claims. Seven years after the implementation of the 1993 Oslo Agreements, Prime Minister Ehud Barak became the first Israeli prime minister to consider re-dividing Jerusalem in response to an American proposal at the July 2000 Camp David Summit. The December 2000 Clinton Plan attempted to codify Barak's possible concessions on Jerusalem. Yet they proved to be insufficient for PLO Chairman Yasser Arafat, leading to a breakdown in the peace process and an outburst of Palestinian violence with regional implications. At least the failed Clinton Plan did not bind future Israeli governments or U.S. administrations, leaving open the possibility of new diplomatic alternatives. Only by avoiding premature negotiation over an unbridgeable issue such as Jerusalem can the U.S., Israel, and the Palestinians stabilize the volatile situation that has emerged and restore hope that a political process can be resumed in the future.

  • Abstract: Given the dramatic increases in economic growth, energy use and attendant environmental problems in Asia, it is timely for Japan and the United States to increase their bilateral cooperation and cooperation with other Asian countries in the energy field as an integral part of their efforts to help Asia achieve sustainable development. The magnitude of growth in Asia in energy use is well illustrated, for example, by a projected doubling in China from 1990 to 2020. Projections indicate energy demand in China could triple by 2050, relative to 1990.   • Abstract: Recently, four factors have combined to make the situation in the Middle East far more combustible than it is has been for a long time. These elements are: Iraq has managed to break out of the boundaries imposed by the UN sanctions regime and to evade weapons inspections. Saddam Husayn is now stronger than ever and ready to play a role in the region. He has signaled this intention by his deployment of troops on the western borders of Iraq just before the Arab summit in Egypt. Although he has since pulled them back, this maneuver was intended to send the message that Saddam Husayn is a force to be reckoned with from now on. Iran has enhanced its efforts to use a consortium of terrorist groups against the remnants of the peace process. Intelligence information shows that Iran has deployed long-range Katyusha missiles in Lebanon and that it is encouraging Hizballah activities against Israel. Syrian president Bashar al-Assad has disappointed most analysts, who hoped that he would focus on addressing Syria's economy and other domestic concerns. Instead, his speeches both at the Arab summit in Egypt and at the Organization of the Islamic Conference in Qatar have been extremely bellicose. In addition, it is clear that the recent kidnappings by Hizballah and a Palestinian group's attempt to infiltrate Israel through Lebanon could not have taken place without at the least a green light from Damascus, even if Bashar himself did not authorize them specifically. Palestinian Authority (PA) chairman Yasir Arafat has evidently changed course from negotiation to confrontation. So far, the Palestinian cause has proven to be uniting force in the Arab world; under certain circumstances, it might also serve as a good pretext for resumption of full-scale hostilities.

  • Abstract: The events of the past five weeks are not a repeat of the Palestinian Intifada of 1987-90, a spontaneous uprising that caught both Chairman Yasir Arafat and Israel equally by surprise. Rather, the current uprising is a confrontation imposed by Arafat on the Palestinian street.   • Abstract: The Abandonment of the Zionism of Ben Gurion and Herzl by Mainstream Zionist Intellectuals. The movement away from the concept of Israel as a Jewish state is spreading across the ideological spectrum and at times has had an effect on Israeli policy. Examples include: In 1994 a new code of ethics was adopted for the Israeli Defense Force (IDF) which in its explanation of the purposes for which the IDF fights excluded all references to the Jewish state, the Jewish people, and the land of Israel. The Law of Return, the law that Ben Gurion said gives a "bill of rights" to all Jews in the world, has been recently under fire. It has been termed one of the main racialist aspects of the Jewish state that must be repealed if Israel is to ever have peace with its Arab citizens. Preeminent Zionist thinker and Hebrew University professor Eliezer Schweid is promoting the adoption of a universalistic Zionism applicable to Jews and non-Jews alike in Israel. He suggests adding a symbol to the Israeli flag that would represent the participation of the Arab minority (it is difficult to imagine a symbol other than the half-crescent moon that would serve this purpose) and changing the national anthem to reflect a more universalist interpretation of Zionism.

  • Abstract: As Palestinian and Israeli negotiators settle into a negotiating routine in Eilat this week, the peace process quietly marks an anniversary of sorts—one year ago the Oslo-Wye diplomacy faced the threat of a unilateral Palestinian declaration of independence. That step was temporarily averted when Palestinian Authority (PA) ra'is Arafat postponed his May 4 declaration until after the Israeli election that month and then, following the signing of the Sharm el-Sheikh accord with the new government of Ehud Barak, until September 13, 2000. Today, May 4 is no longer a critical date on the calendar of Palestinian national aspirations. Yet, it does remain an important milestone for those committed to developing a more representative, democratic, and accountable PA. And more so than is commonly recognized, that process in turn is likely to have a significant impact on the prospects for an eventual Israeli-Palestinian peace agreement.

After President Bill Clinton held separate White House meetings with Israeli prime minister Ehud Barak and Palestinian Authority (PA) chairman Yasir Arafat earlier this month, State Department spokesman James Rubin said, "In our judgment, the next six to eight weeks could well be a decisive phase in the pursuit of peace between the Palestinians and the Israelis. . . . That phase obviously is now including a more intensive American involvement." This shift—after several months of focusing on Syria talks—does not necessarily mean that the Syrian track can be considered dead and buried (and indeed Arab leaders such as Saudi Arabia's Crown Prince Abdullah are said to be quietly seeking to revive that track). Yet, operationally, it means that the United States and Israel will no longer wait for Syria as they revive the Palestinian track and plan for Israel's pullback from Lebanon in July.

The motivation behind this tactic is the idea that you can squeeze more out of the Israelis through crisis than you can at the negotiating table. This artificial stalemate is designed to achieve more for the Palestinians, but ultimately it will not. Such political maneuvering is a mistake. The current dispute regarding the transfer of 6 percent of West Bank territory concerns implementation of one aspect of last year's Sharm al-Sheikh agreement, and this technicality has no real meaning with regard to final status.   • Abstract: In 1996, Assistant Secretary of State for Near East and South Asian Affairs Robert Pelletreau described democracies as "the best partners for making peace and building prosperity." Nevertheless, democracy is a term seldom mentioned with regard to the Israeli-Palestinian peace process. U.S. policy toward the Palestinians and the peace process has been focused on security, but that does not necessarily have to come at the expense of democracy. In fact, a more democratic Palestinian Authority (PA) would enhance security. En route to a peace agreement with Israel, Palestinians will be required to make concessions that will be easier to achieve if a popular consensus for those concessions is built through a democratic process. Democracy will promote better governance, resulting in an improved economy and therefore a better Palestinian neighbor for Israel. Furthermore, Palestinians will be discontented without democracy, for they have a long history of democratic civil institutions, including student councils and municipal elections, as well as an extensive knowledge of and appreciation for Israeli democracy.

  • Abstract: Syria-Israel negotiations are on hold, but Israelis and Syrians have found a way to negotiate through third parties—the media. Two weeks ago, Israel leaked the U.S. draft text of a proposed peace treaty, complete with a timeline for implementation, in the Israeli daily Ha'aretz. Over the last ten days, a surprised and embarrassed Syria has responded with its own leaks through the Lebanese media. Beirut's al-Safir newspaper is the favored recipient of these leaks, the most authoritative of which were a set of interviews by Syrian foreign minister Faruq al-Shara and a document detailing article-by-article amendments to the proposed U.S. text. The Shara interviews highlight Syria's (professed) obsession with dignity as an essential ingredient in negotiations as well as Damascus's demand that the United States procure a clear Israeli commitment to withdraw to the June 4, 1967 borders prior to the renewal of talks. More important, though, is the al-Safir critique of the original U.S. draft treaty. A close reading of that chilly document suggests that Syria is keen to project the image of offering Israel only an arctic-cold peace, correcting the impression advanced by some press reports that al-Shara had offered numerous concessions to Israeli prime minister Ehud Barak during the Shepherdstown talks.

Virtually no attention, however, has been paid to the principal legal obstacle in the way of U.S. aid to one of the two putative peacemakers: Syria's place on the State Department's list of countries recognized as "state sponsors of terrorism."   • Abstract: Last year was a momentous time for Hong Kong's new mini- constitution, the Basic Law. The history is too well known to detail here. In brief, the Court of Final Appeal (CFA) decided the right of abode cases (Ng Ka Ling and Chan Kam Nga). Later, the Hong Kong government sought and obtained a “clarification” of the judgment and the chief executive applied to the Standing Committee of the National Peoples Congress (NPC) for a further interpretation of the sections interpreted by the CFA (particularly Article 24(2)(3) of the Basic Law). The decision of the CFA stood, but for the future the Standing Committee provided the interpretation contended for by the Hong Kong government. (Should it be thought that the new interpretation was entirely arbitrary it accorded with the one earlier found to be the true interpretation by the Court of Appeal.) Many lawyers, commentators, politicians, and academics alleged that, in consequence, rule of law had been damaged and even that the independence of the judiciary had been diminished. Now that the dust has settled, the time has come to assess calmly the main issues that caused the controversy and see where we now stand.

  • Abstract: For most of the Cold War period, the spread of ballistic missiles and weapons of mass destruction to the Middle East was severely constrained by the existence of a global regime of arms control agreements and export controls that was chiefly supported by both the U.S. and the Soviet Union. But in the last decade this regime has crumbled: In the Middle East, Iran and Iraq are seeking to build their own indigenous military-industrial infrastructure for the manufacture of intermediate-range (500-5,000 kilometers) missiles, and thus reduce their dependence on imports of whole missile systems, as was the case in the 1970s and 1980s. Intercontinental strategic-range systems are also planned. These efforts are being backed not just by other rogue states, like North Korea, but by no less than Russia itself, which has abandoned the cautiousness toward proliferation that was demonstrated by the former Soviet Union. Despite Washington's efforts to stop these trends through the United Nations monitoring of Iraq and limited sanctions against Iran, the build-up of Middle Eastern missile capabilities has only worsened, especially since 1998 which saw Iran's testing of the 1,300-kilometer-range Shahab-3 and the total collapse of the UN monitoring effort. Iraq has preserved considerable elements of its missile manufacturing infrastructure, continuing to produce short-range missiles, and with large amounts of missile components still unaccounted for. Nor did the administration stop the flow of Russian missile technology to Iran. "The proliferation of medium-range ballistic missiles," CIA Director George Tenet testified on March 21, 2000, "is significantly altering strategic balances in the Middle East and Asia." Clearly, the Middle East is far more dangerous for Israel than it was in 1991 at the end of the Gulf War. While diplomatic energies over the last decade have been focused on the Arab-Israeli peace process, a major policy failure has taken place that has left Israel and the Middle East far less secure. Not only will Israel's vulnerability increase, but on the basis of these planned missile programs, the vulnerability of Europe and the Eastern United States is likely to be far greater in the next five to ten years, as well. Thus, an entirely new strategic situation is emerging in the Middle East requiring far more intense efforts in ballistic missile defense on the part of the states of the Atlantic Alliance in order to assure their own security and enhance Middle Eastern regional stability. With Russia playing such a prominent role in the disintegration of key elements of the proliferation regime, Moscow's objections to robust missile defenses on the basis of the ABM Treaty should not serve as a constraint on the development and deployment of future missile defense systems. The Russian argument that the ABM Treaty is the cornerstone of global arms control rings hollow. The arms control regime for the Middle East has completely broken down and cannot reliably serve as the primary basis for protecting national security in the new strategic environment of this region. The most promising way of assuring the defense of Israel, the U.S., and the Western alliance is through a concerted effort to neutralize the growing missile threat with robust missile defenses, combined with the deterrence capabilities that they already possess.

  • Abstract: Three basic conditions prevailed when the Arab-Israeli peace process began in 1991 in Madrid and accelerated in 1993 at Oslo. First, the Soviet Union crumbled and eventually collapsed, removing what had since 1955 been the strategic backbone of the Arab military option against the State of Israel. Second, Iraq was militarily crushed and under both UN sanctions and monitoring, and was therefore removed from the political and military calculus of relations between Israel and the Arab world. Third, Iran was still recovering from its eight-year war with Iraq and was far from ready to have an impact in the Middle East. Together, these three conditions created a unique moment of Pax Americana, maintained not just by virtue of American power, but by the consent of its potential rivals.

  • Abstract: Israel this week launched missile attacks against Palestinian security targets in Gaza in retaliation for the bombing of a school bus carrying settlers. Tel Aviv and Washington have blamed Palestinian National Authority President Yasser Arafat for the current crisis, saying he could reduce the violence.   • Abstract: The main challenge for Asia is to build a security community that transforms a legacy of military competition into security cooperation. This transformation will be difficult because of the high level of distrust among the states and considerable uncertainty about future relations. Asia lacks the kinds of developed, institutionalized multilateral security arrangements that contribute to transparency, confidence-building and long-term stability. Furthermore, a “ business as usual ” approach that focuses on managing bilateral relationships is unlikely to result in a security community. More attention needs to be devoted to multilateral security efforts. Without the reassurance of a network of cooperative arrangements, including verifiable arms limitations, potential adversaries may place their hopes in achieving unilateral military advantages. Such efforts could foster fears of regional domination and, in turn, a potential arms race that includes nuclear weapons and ballistic missiles.

  • Abstract: During my yearly visits to Hong Kong over the last thirty years, I was struck by the upbeat, can-do spirit of its people. However troublesome the situation, such as the noisy demonstrations of the imitators of the Red Guards in 1966 and 1967, or the economic downturn caused by the sudden quadrupling of oil prices in 1973, Hong Kong people were not dismayed or despondent. So when I spent a few days in Hong Kong at the beginning of June this year, I was surprised by its completely different mood. The people I met seemed frustrated at finding themselves in a situation where the solutions were not obvious. Much of the present malaise in Hong Kong arises from the problems of a transition that proved more difficult than expected. In part it was because of the five years of the last governor's policies, aggravated by the Asian financial crisis. Until the territory has come through this transition phase it is not possible to make any long-term forecasts on Hong Kong's future.
