  • Abstract: This Policy Brief discusses the potential reforms of the EU institutions that can take place during the 2014 - 2019 legislative term. It argues that negotiations on Treaty change are a possibility, but they should only start in the second part of the legislature. In the meantime, several institutional reforms that can improve the functioning of the EU – and hence increase its legitimacy – should already be considered.

  • Abstract: At his regular press briefing on 6 May 2013, NATO Secretary General Anders Fogh Rasmussen, dramatically threw down the gauntlet to Europe's leaders ahead of this December's European Council. Emphasising the need for improved cooperation and coordination between NATO and the EU, he called on Europe's leaders to ensure that, as a result of the first discussion about European security since the financial crisis at the European Council in December, Europe would be both willing and able to act in the interests of transatlantic security.

  • Abstract: This paper will argue that the objective should be to pave the way for political discussions at the highest level and eventually the adoption by the European Council of a global security strategy.
