  • Abstract: Ukraine's economy is flagging. But a Ukrainian economy, integrated with the rest of Europe and by extension, the world economy, is essential for the country's political stability and its ability to withstand Russian aggression. While the international community is yet to develop a large-scale macro-economic assistance program on the order of the Marshall Plan, the US government can utilize existing programming through its development agencies to provide an immediate positive jolt to the private sector economy in Ukraine.

  • Abstract: The Norwegian Nobel Committee awarded the Tunisian National Dialogue Quartet, a civil society group comprising the Tunisian General Labor Union; the Tunisian Union of Industry, Trade, and Handicrafts; the Tunisian Human Rights League; and the Tunisian Order of Lawyers the 2015 Nobel Peace Prize on Friday, October 9, 2015 "for its decisive contribution to the building of a pluralistic democracy in Tunisia." In a new Atlantic Council Issue Brief, "Tunisia: The Last Arab Spring Country," Atlantic Council Rafik Hariri Center for the Middle East Senior Fellows Mohsin Khan and Karim Mezran survey the successes of Tunisia's consensus-based transition and the challenges that lie ahead. "The decision to award this year's Nobel Peace Prize to Tunisia's National Dialogue Quartet is an extremely important recognition of the efforts made by Tunisian civil society and Tunisia's political elite to reach a consensus on keeping the country firmly on the path to democratization and transition to a pluralist system," says Mezran. With the overthrow of the authoritarian regime of President Zine El Abedine Ben Ali in 2011, Tunisia embarked on a process of democratization widely regarded as an example for transitions in the region. The National Dialogue Conference facilitated by the Quartet helped Tunisia avert the risk of plunging into civil war and paved the way for a consensus agreement on Tunisia's new constitution, adopted in January 2014. In the brief, the authors warn that despite political successes, Tunisia is hampered by the absence of economic reforms. Facing the loss of tourism and investment following two terror attacks, Tunisia's economy risks collapse, endangering all of the painstaking political progress gained thus far. Unless the Tunisian government moves rapidly to turn the economy around, Tunisia risks unraveling its fragile transition.

  • Abstract: The popular uprisings that swept the Middle East in early 2011 dramatically altered the political landscape of the region with the overthrow of autocratic regimes in Egypt, Libya, Tunisia, and Yemen. These uprisings gave hope to citizens that this was the beginning of a long-overdue process of democratic transition in the Arab world. The monarchies of Jordan and Morocco also went through profound political changes, even though the rulers maintained their power. While the promise of democracy in the Arab transition countries was seen as the driving force in the uprisings, economic issues were an equally important factor. The explosive combination of undemocratic regimes, corruption, high unemployment, and widening income and wealth inequalities all created the conditions for the uprisings. The citizens of these countries thus expected governments to simultaneously address their political and economic demands.

  • Abstract: “Bread, freedom, and social justice,” is the familiar slogan chanted across the Middle East and North Africa since the Arab uprisings erupted in December 2010. Labor issues fit into this trifecta: bread is a symbol of earning a decent living, freedom is tied to worker rights such as assembly and industrial action, and social justice is linked to dignity derived from employment and better working conditions. Egyptian workers remain frustrated about the lack of progress in achieving the labor rights that are fundamental to this rallying cry.

  • Abstract: The release of the second installment of the Intergovernmental Panel on Climate Change's Fifth Assessment Report on March 31, 2014, provoked the usual calls for urgent and immediate action in response to climate change, including in particular at the international level in the form of a new climate treaty built upon domestic regulatory regimes. Irrespective of whether these calls for action are overly strident or carefully measured, the law plays a central role. In almost any discussion, the breadth and stringency of national and sub-national regulations and the extent to which a treaty can make them “legally binding” assumes paramount importance. But this emphasis on law is misplaced, because it runs headlong into the hard reality that would confront any international climate agreement in the US Senate. And given the soaring use of coal around the world, it also draws attention and resources away from far more achievable opportunities to develop and deploy advanced coal technologies that would allow the world's most abundant, accessible, and affordable energy resource to meet critical energy needs in balance with each country's environmental, economic, and security priorities.

  • Abstract: As the Ukraine crisis demonstrates, in an unpredictable world, military capabilities can be a critical factor. The longstanding goals of the United States and its NATO allies have been to create a Europe whole and free, and globally to support such goals through collective defense, crisis management, and cooperative security. Ukraine raises the issue of how best to accomplish those ends. As part of the Ukraine response, there have been and will continue to be diplomatic, economic, and energy efforts. However, one key element will be to create more effective integrated capabilities that will support NATO's military tasks, and thus the values and goals that NATO represents.

  • Abstract: The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

  • Abstract: With the rise of the Islamic State of Iraq and al-Sham (ISIS) and the explosion of violent conflicts from Tripoli to Gaza, the Middle East is looking more unstable and unpredictable than ever. While the focus in Washington is centered on jihadist extremists in Iraq and Syria at present, the threat from al-Qaeda in the Arabian Peninsula (AQAP) against the United States continues. Top al-Qaeda leadership in Yemen is hailing the territorial gains of ISIS in Iraq, and some al-Qaeda operatives are imitating ISIS' techniques such as public slaughters of those deemed infidels, prompting fears of cooperation between two of the most active Islamist militant networks. Recent aggression by the Houthi movement, a Zaydi Shia rebel militia, against state institutions and tribal opponents has opened a new front of instability and security vacuum that AQAP is all too ready to exploit. Inattention to the interconnected nature of tribal conflict, terrorist activity, poor governance, economic grievances and citizen discontent is proving to be a dangerous combination for both Yemen and the United States. The Yemeni context may seem far from the current focus on Baghdad and Damascus, but getting the US strategy right in Yemen will have consequences for regional stability and core US interests throughout the Arabian Peninsula and beyond.

  • Abstract: In the aftermath of World War II, the greatest concern facing the United States and its European allies was restraining the Soviet Union and preventing the spread of communism. Cooperation on military security was paramount, and the United States and Europe rose to the challenge by creating NATO, a new type of multilateral defense agreement. Once again, the transatlantic relationship is at a new and perilous crossroads. But now it is economic, rather than military security that is at risk. Crisis grips the economies of Europe, just as the United States, mired in historic levels of unemployment in the wake of the 2008 recession, is rethinking its strategic priorities and place in the world. As before, fears mount concerning the future of liberal democracy and Western capitalism. The question is whether transatlantic cooperation will again rise to the challenge.

  • Abstract: While Jordanians are focused on the conflict raging in neighboring Syria and the prospect of violence spilling over onto Jordanian soil, below the surface the same kind of political, economic, and social grievances that launched a wave of uprisings in the Arab world are present and intensifying in Jordan with each passing day. As calls for political change swept through Cairo, Tunis, Tripoli, and Sanaa in the spring of 2011, periodic protests emerged throughout Jordan as well, where a diverse mix of people came out in calls for greater freedoms and economic opportunity. Many of the anti-government demonstrations were led by youth, representing a broad spectrum from conservative East Bank tribes to the urban Palestinian-Jordanian elite, and the normally politically apathetic youth population seemed engaged in unprecedented ways. Young Jordanians struggle to land decent jobs, find affordable housing, and save enough money to get married; with 55 percent of the population under the age of twenty-five, and a 26 percent unemployment rate among males between fifteen and twenty-five years old, there is reason to be cognizant about youth discontent emerging in unexpected or critical moments of pressure.

  • Abstract: The Libyan economy collapsed in the wake of the popular uprising in February 2011 that led to the overthrow of the Muammar Qaddafi regime later that year. As the war raged, virtually all economic activity, especially oil production (the mainstay of the Libyan economy) witnessed a dramatic decline. While there was some recovery in 2012 when the war ended and oil production came back faster than expected, the economy has not yet reached a point of sustained, longer term economic growth. In fact, by 2013, the economy has only just got back to what it was prior to the uprising.

  • Abstract: Although it appears Jordan has survived the Arab uprisings thus far, all is not well in the Hashemite Kingdom. Over the past twenty years, its political economy has changed profoundly, putting pressure on the foundations of regime stability. The state in Jordan has been retreating from many citizens' economic lives, shrinking its circle of privilege and patronage, and leaving the population to fend for itself in a dysfunctional economy. Worryingly, the segment of the population most affected is the monarchy's base, which sees the Palestinian-Jordanian population as benefiting from the new status quo. Today, Jordan is also coping with hundreds of thousands of Syrian refugees, many of whom may remain in the country long term. Yet the real danger to the monarchy's stability is not the immediate cost of refugee care but the alienation of its traditional power base.

  • Abstract: The current turbulent global landscape recalls past key transition points in history such as 1815, 1919, 1945, and 1989, when the path forward was not so clear-cut and the world faced the possibility of very different global futures. As the US National Intelligence Council suggested in its landmark 2012 report, Global Trends 2030: Alternative Worlds, the transatlantic community is entering a new era in history that will pose a very different set of challenges and offer unprecedented opportunities. If it is to survive, the NATO Alliance must navigate this crucial period by fundamentally reconsidering its place in the global landscape as well as its future roles, missions, and functions from a strategic, long-term perspective.   • Abstract: The fundamentals of the natural gas sectors of the United States and European Union (EU) are on divergent paths. While the US prepares for gas exports on the back of the unconventional gas revolution, Europe is facing declining indigenous production and growing dependence on imports. The Central and Southeastern Europe (CSEE) region has moved closer to integrate into the EU's internal energy market, but it remains in a vulnerable position in the short-term compared to the rest of the EU and especially the US due to the region's historic exposure to Gazprom's monopolistic abuse. A concerted US, EU, and regional effort is needed to implement a diversification strategy, where US liquefied natural gas (LNG) exports could make a real difference. In the medium and long run, the region can benefit from and play a crucial role in Europe's gas supply diversification strategy and may even succeed in adapting the US unconventional experience, contributing to a healthier energy import balance on the continent.

  • Abstract: In looking at twenty years of independence in the former Soviet region of Central Asia, Kazakhstan stands out in most respects as a stable oasis in a desert of uncertainty. It is the wealthiest country in Central Asia. It has not suffered any serious conflict since gaining independence, and the development of its economy, financial sector, and private sector has been steadily moving forward as has its engagement with the global economy. It is little wonder, therefore, that the most stable and fruitful bilateral partnership for the United States in the region over the past twenty years has been with the Republic of Kazakhstan. US-Kazakhstan relations have never experienced a significant crisis, and there has been ongoing cooperation between the two countries in a variety of areas, including nuclear non-proliferation, economic development, and energy extraction.

  • Abstract: Since its independence in 1991, Kazakhstan has tripled its oil production, taking its place among the top twenty oil producers globally. The country currently produces more than 1.7 million barrels per day (mbd), an amount roughly equal to Libya's 2010 production. Over the past decade, Kazakhstan's oil reserves estimates have nearly doubled, placing it among the top five countries that will account for more than half of the global liquids capacity growth to 2020. Kazakhstan's considerable resource base has been a critical factor in this success, but the government of Kazakhstan under President Nursultan Nazarbayev has also made strategic choices to attract investment into the energy sector and has successfully crafted a "multivectoral" energy policy with its neighbors, particularly in the case of energy transportation. This paper highlights key stages in Kazakhstan's emergence as a major energy producer, but points to challenges that lie ahead as the country continues to increase oil and gas production and exports.

  • Abstract: Threats of international water conflicts have garnered headlines in many parts of the world including South Asia. Yet, there are almost no examples of outright water war in history. Instead, national water tensions and issues in water management continue to bedevil South Asia and the largest country in the region. India's population currently stands at 1.2 billion people and is expected to reach 1.6 to 1.8 billion by 2050. For a country that already ranks among the lower rungs of the United Nations Development Programme Human Development Index, faced by the stresses of such population growth, India will have to design a plan to satisfy basic human needs for survival, and identify—and maximize—the use of key inputs that drive India's economic growth. One common source that cuts across all criteria for basic survival and economic development is water. It is predicted that by 2050, the per capita availability of water at the national level will drop by 40 to 50 percent due to rapid population growth and commercial use. The main sectors that are heavily dependent on water, such as India's agriculture and power generation, will also affect the quality of water available, both for other productive sectors and for public use. The demand for, availability, and varying use of water all have an impact on India's water resource management and its relations with neighboring countries.

  • Abstract: Regardless of how the conflict in Afghanistan (along with NATO's role, presence, and draw down) is resolved, one consequence will be to increase the importance of U.S. European Command (EUCOM) both in Europe and for the entire transatlantic community. Whether Operation Enduring Freedom and International Security Assistance Force (ISAF) produce a stunning victory in which Afghanistan emerges as a stable state under the rule of law with a viable government or a rocky withdrawal in the midst of continuing violence with no clear solution in sight, NATO nations will have long tired of that war. Fortunately, the Lisbon Summit with a 2014 end date has eased domestic political pressures over Afghanistan. However, that relief is by no means permanent.

  • Abstract: The broadest and toughest sanctions regime imposed on any country except Libya has not convinced Iran's leaders to abandon a program that appears aimed at developing nuclear weapons. Instead of seeking even more crippling economic penalties—such as an oil embargo—that would fracture the international consensus on Iran, the United States should tighten implementation of measures already in force and enact more sanctions linked to human rights, which have a wide constituency in Europe and demonstrate to the Iranian people that international concerns extend beyond nuclear weapons. The U.S. should also work with its diplomatic partners to craft new proposals that would couple acceptance of limited uranium enrichment with rigorous international monitoring, and encourage China, Iran's major trading partner, to use its leverage in support of nonproliferation.

  • Abstract: In the face of massive economic challenges, a burgeoning population, energy and water shortages, and huge and growing numbers of unemployed workers, especially youth, Pakistan needs to look for ways to move itself out of the economic hole into which it has fallen. Greater trade with India offers an immediate and rich possibility of economic growth for both Pakistan and India. Recent meetings between the commerce ministers of both countries in New Delhi appear to have yielded some good intentions to increase trade from its current level of $2 billion a year to $6 billion, still well below what many scholars estimate to be the potential. Yet, the obstacles remain, in the form of rules and regulations that inhibit trade, and in the lack of private-sector initiatives that would surmount governmental foot dragging. In the end, it is the private sector—not of cial trade—that will boost incomes on both sides of the border. And the question remains: Will India and Pakistan see the advantage of opening borders as being mutually beneficial?

  • Abstract: NATO's forthcoming 2012 Summit in Chicago gives the Alliance's senior decision-makers the opportunity to assess the health of transatlantic relations and to tackle a set of overdue internal issues that have been long postponed due to more pressing operational issues in Afghanistan, Iraq, and then Libya. Chief among these issues is the matter of reforming NATO's own headquarters and its many and varied agencies. A careful reform effort, with a special focus on shared services, restructuring and integration, NATO's human capital, and the procurement and capabilities development structure and process, could pay significant dividends for the Alliance and ensure the more efficient use of already limited resources. While not a panacea, this would go a long way towards preparing the Alliance for future challenges.

  • Abstract: When it comes to resolving financial crises, size matters, but so does transparency. In both the US and European crises, the drive for size—firing off enough public funds to plug the hole in the financial system—has proven to be self-defeating as markets raise ever higher, unrealistic, and inappropriate expectations for government policy. This strategy addresses some of the economics and none of the politics of crisis management. The race to meet the size test distracts policymakers from addressing the real impediment to restoring investor and public confidence: the inherent uncertainty and lack of transparency associated with extraordinary government actions in times of crisis. The absence of transparent decision-making inflicts a costly blow to the credibility of policymakers because markets and citizens cannot see or believe what leaders are doing to stabilize the financial system.

  • Abstract: During the second half of 2006 and in early 2007, the German economic engine seemed to gain speed, moving into recovery after several years of stagnation. Whether this recovery is sustainable is still unclear, however. With its reliance on exports, Germany remains vulnerable to any downturn in the global economy. Nor is it yet clear that the recent upswing will result in long term job growth and increased consumer spending. To reinforce this recovery, the chancellor should go beyond an economic policy based on balancing the budget and reducing corporate taxes. She should focus now on creating more flexible conditions of employment, so that more workers can be hired and companies can expand, and should work with German business to develop the successor industries to today's export champions. Her government must also rethink the failed policy of subsidizing the eastern Länder, and take steps to deal with the long term challenges of an aging workforce and an education system that does not produce workers with the right skills. Chancellor Merkel knows that coping with globalization will require a liberalized economy with more freedom and flexibility for its workers and its companies.

  • Abstract: What are the implications if China sustains nine-percent growth through 2010? This is the basic question posed by conference organizers. The relevant time frame is what matters most. If China merely maintains nine-percent growth until the year 2010, the implications are not great. Too much is left unknown about what comes after 2010. Even with nine-percent growth over the next five years, China in 2010 will still be at a relatively low level of performance, both overall and in per-capita terms. But if sustaining nine-percent growth to 2010 means that China has launched on-going reforms that will continue to engineer institutional changes needed for a market economy's successful commercial and political management, then the resulting successful development trajectory in the rest of the century will generate profound and, from today's perspective, unexpected consequences.

  • Abstract: China has now sustained two and a half decades of high-speed growth. This growth has been even faster with regard to exports and China's role in international trade. Domestically, a capitalist tendency seems to be everywhere, while internationally the rise of China, whether peaceful or not, seems – at least to some – to threaten Western jobs, prosperity, and the international order. The focus of this paper, however, is not this question of whether or how China poses a threat to the West but rather an old (but new) question of how this “capitalist” conversion is compatible with the continued rule of a communist party. This is a question of considerable practical import, as people contemplate what the continued growth of the Chinese economy might mean for the political stability of that country, but it is also a question of considerable theoretical import: Leninist parties that sought to “include” external interests, it was argued, are on the way to collapse. It is only a matter of time. The time frame for China has lasted longer than theoreticians had supposed, though they might yet prove to be right – perhaps the Chinese Communist Party (CCP) has lasted longer than people imagined but it might still be on the road to collapse. This point of view would find supporters, both in the West and in China, but even if they prove right, it is important to inquire more deeply about what is going on in China, whether institutions are being created, and if so whether they might provide a foundation for a post-communist China or whether they suggest a more chaotic future.

  • Abstract: The United States and the European Union maintain the world's largest and most significant economic relationship, which in turn is a foundation supporting the transatlantic political partnership. By some estimates, the transatlantic economy — including two-way trade and foreign affiliate sales — totals $2.5 trillion and is responsible for 14 million jobs in the United States and Europe. It is not just the scale of the transactions, however; the transatlantic economy is deeply interconnected through impressive levels of foreign direct investment in both directions. Together, the United States and the EU have been key players in managing the global economy through the World Trade Organization, World Bank, and International Monetary Fund.   • Abstract: The 1990s saw a cascade of contentious sanctions legislation. Congress passed the Antiterrorism and Effective Death Penalty Act of 1996, including an amendment to the Sovereign Immunities Act, which permits lawsuits against governments on the terrorism list – a major step in denying foreign governments normal immunity from suit in U.S. courts. The Iran–Libya Sanctions Act (ILSA) was also passed in 1996, with the goal of discouraging third–country companies from investing in Iran or Libya. This sparked outrage from European countries, which objected to the act's “extra–territorial” reach, and from the European Union (EU) institutionally, which responded with a law barring any European company from complying with the legislation (and with similar provisions regarding Cuban trade under the controversial Helms–Burton Act).

  • Abstract: This assessment outlines a basis for U.S. national security planning related to Central Eurasia over the next ten years. The region covered encompasses the five former Soviet states of Central Asia (Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan) and the three former Soviet states of the South Caucasus (Armenia, Azerbaijan and Georgia). Although the two halves of the region are very different and attract the attention of the major powers in distinct ways, planners should avoid rigidly compartmentalizing them given the economic and, to a certain extent, cultural, linkages that exist. It is most important to appreciate the role these linkages play in the geopolitical mindset of the other major powers, namely Iran and Russia, and to a lesser extent, China, India, Pakistan and Turkey. In fact, these linkages are expanding as trends and developments in the region become increasingly transnational, and as the regions overall profile in global affairs becomes more prominent.

  • Abstract: Basic Factors Underlying a Regional Settlement 1. Any overall settlement in the Balkans should be area-wide and coordinated among the entities directly involved, the neighboring states, the key nations of the outside community, and the relevant political and economic international institutions. 2. It will have to include political arrangements, international security guarantees, and substantial economic assistance as a basis for genuine peace and reconciliation. 3. It must embrace generally accepted international standards, including respect for human rights and rights for ethnic minorities; right of return for all area refugees; rule of law; effective media freedom; and free elections supervised or, where necessary, organized by the international community. 4. The settlement should promote and institutionalize political and economic cooperation, regional trade and/or formal ties among the participating states and entities of the former Yugoslavia, and neighboring states as feasible, including the free flow of goods, labor and capital. 5. International assistance in reconstruction, economic reform and development of economic ties among the peoples of the region and with the European Community must be massive. It should, however, be designed to promote democratic institutions, market reform, adherence to peace agreements, and respect for human rights. 6. Such assistance should target the private sector, encourage local initiatives, and help governments pursue effective economic reform policies. It should seek to curtail corruption and the maintenance of unprofitable state industries. It should avoid encouraging international dependency. The purpose should be to build societies and practices conducive to self-reliance, international cooperation, and outside investment. Positive and negative lessons can be drawn from experiences in Bosnia. 7. The support of the broad population of Serbia will be necessary if peaceful and economically viable regional arrangements are to last. The reconstruction process implied in these arrangements will itself be an incentive for the Serbs to opt away from destructive nationalist policies and join in the regional reconstruction process. 8. Neither lasting peace in the Balkans nor democracy in Serbia can be achieved as long as Slobodan Milosevic remains in power. He has been indicted by the Tribunal in The Hague for crimes against humanity and his removal from power is a prime NATO objective. There are increasing and encouraging signs of popular Serb desire to be rid of Milosevic, but it is not certain that he will depart in the near future. 9. A regional settlement may have to be negotiated indirectly with, or imposed upon, Milosevic as the ruler of Serbia. It should nevertheless be made clear that the West condemns Milosevic\'s actions, that Serbia cannot resume its rightful place in Europe as long as it is governed by indicted war criminals, and that the West will help the people of Serbia in their efforts to bring forth new, democratic, cosmopolitan leadership in their country. 10. The Kosovar Albanians cannot be expected to live under Serbian control again for the foreseeable future. Arrangements short of formal independence such as an international protectorate or trusteeship are possible, indeed likely, for a transitional period. A more permanent and self-sustaining arrangement is highly desirable if it can be achieved without creating more instability in the former Yugoslav space and the neighboring area. 11. A credible international military presence is needed to encourage the return of the remaining Albanian-Kosovars, the continued residence of Serb-Kosovars and to maintain peace and order within Kosovo and on its borders. Such a presence will also be a lasting part of any transitional arrangement. Any foreseeable regional settlement will similarly require a prolonged foreign military presence. This settlement should, however, lay the foundation for an end to that presence by, among other things, providing for supervised demilitarization of the states and entities involved, and a comprehensive regional arms control agreement. 12. A central objective of any regional settlement should be to promote conditions that will encourage a stable political and military environment, economic growth, and increasing self-reliance. These changes will permit an end to the foreign military, political, and economic presence in the region, though no date for that termination should be set.

  • Abstract: Can the United States collaborate with foreign nations in armaments development and production without jeopardizing US national security? This question - in light of America's global security obligations - demands a satisfactory answer. The economic and political advantages of greater international cooperation are significant. Benefits from cooperation include improved interoperability of weapons and equipment used by US allies and partners in operations with the United States, reduction in production costs, and preservation of a defense industrial base among US allies. Yet, considerations of national security are equally cogent.
