Abstract:: Senior US and Chinese officials publicly emphasized positive developments in the bilateral relationship at the eighth US-China Strategic and Economic Dialogue, while privately raising concerns. The second US-China Cybercrime and Related Issues High-Level Joint Dialogue convened a week later. The South China Sea persisted as a major area of tension as an UNCLOS Tribunal ruled in favor of the Philippines in its case against China. National Security Adviser Susan Rice traveled to Beijing in late July to prepare for the US participation in the G20 Summit in Hangzhou and what is likely to be the last meeting between Xi Jinping and President Obama. Bilateral military ties maintained an active pace with a visit by the US chief of naval operations to China in July, a port visit by a US guided-missile destroyer to Qingdao in August, and Chinese participation in the Rim of the Pacific (RIMPAC) military exercises in Hawaii.

202. Progress on Defense while Economic Issues Lag

Abstract:: Since relations were reset following President Obama’s visit to India in January 2015, there have been three visits to the US by Prime Minister Modi. The US and India have also conducted two iterations of the Strategic and Commercial Dialogue (S&CD), exchanged multiple Cabinet-level visits, and announced new initiatives to broaden and deepen dialogue and produce outcomes. Over the past year and a half, the absence of drama has allowed for notable progress in the area of defense relations, but just as notably little progress on key trade and investment issues even as bilateral trade and investment grows. After three decades and three US presidents with strong commitments to the bilateral relationship, it remains to be seen whether a new US president will reciprocate Modi’s expressed and demonstrated interest in strong US-India relations. Since then, there have been three further visits to the US by Prime Minister Modi – in September 2015 for meetings at the United Nations as well as outreach to the Indian-American community and US business community, in April 2016 to attend the Nuclear Security Summit, and in June 2016 for a final summit with President Obama and a speech to a joint session of Congress. The US and India have also conducted two iterations of the newly-launched Strategic and Commercial Dialogue (S&CD) modeled on the US-China Strategic and Economic Dialogue, exchanged multiple Cabinet-level and senior officials visits, and announced new initiatives (e.g., upgraded UN and Multilateral Dialogue, Maritime Security Dialogue, consultations on Africa) to broaden and deepen dialogue and produce outcomes. During the period under review (March 2015 to September 2016), there have been no dramatic events similar to PM Modi being “unbanned” from visiting the US. The absence of drama has allowed for notable progress in the area of defense relations, but just as notably little progress on key trade and investment issues even as bilateral trade and investment grows. After three decades and three US presidents with strong personal and policy commitments to the bilateral relationship, it remains to be seen whether a new US president will reciprocate Prime Minister Modi’s expressed and demonstrated interest in strong US-India relations. Unlike divergences between the current two US presidential candidates on a host of foreign policy issues and in particular relations with the Asia-Pacific, statements and indications by the Clinton and Trump campaigns suggest a strong commitment to continued improvements in US-India relations. Both party platforms specifically address the importance of India, though it is noteworthy that the Republican platform raises issues about India’s commercial openness and the country’s treatment of religious minorities.

203. The G20 and Global Governance

Abstract:: The Group of 20 sees itself as “the premier forum for international economic cooperation” (G20 2009b). This article examines its evolution and performance, and member countries’ compliance with G20 summit commitments. The G20 evolved as a response to the shortcomings of its predecessor, the G7/8. Yet its creation allowed member countries to avoid confronting many of the problems that arose out of the earlier forum. The best defense of the G20 is that it is the only institution of its type, but it still consumes scarce political and diplomatic capital, sometimes to the detriment of the policy objectives to which it is notionally committed. In this article, I compare data on members’ compliance with G20 summit commitments to proxy measures of the quality of domestic policies and institutions. While the proxies predict G20 compliance, it turns out that G20 compliance has no power to predict subsequent changes in domestic policies and institutions. The main implication of this data is that international economic and political cooperation is a symptom, not a cause, of domestic policies and institutions. Improvement in domestic policies makes the best contribution to advancing the G20 agenda, but such improvements do not appear to depend on the G20 process.

Abstract:: In previous articles in the annual monetary issue of the Cato Journal, I drew on historical facts and economic theory to explain the benefits of rules-based monetary policy and why legislation could help the United States reap those benefits (Taylor 2011, 2013a). In this article, I discuss the international aspects of monetary policy, a subject often glossed over in modern debates about rules-based policy, at least compared with discussions about the classic rulesbased gold standard.

Abstract:: This essay classifies Waltz’s theory into a functionalist framework, very much like the economic theories it is inspired by. Waltz assumes that structure has primacy not because this is the case, but because it helps to theorize upon. His theory should therefore be measured by its predictive fruitfulness and simplicity, not by the empiric truth of its assumptions. Constructivist criticism, which mistakes Waltz’s concept of primacy as ontological primacy and not epistemological, therefore makes a categorical mistake. Anarchy might be what states make of it, but what states make of it is broadly shown by his Theory of International Politics (TIP). By viewing TIP as a functionalist macro-theory it can incorporate constructivist theories as control- theories and creates a powerful synthesis for future research.

208. IN3 - Incubating a New Spain through the Promotion of Entrepreneurship

Abstract:: Helping entrepreneurs grow their businesses and achieve their full potential is in the interest of anyone who wants to foster prosperity worldwide—that’s why it’s an Obama administration priority. Growth anywhere does some good everywhere, and the fact is that entrepreneurs create jobs and drive economic growth both at home and abroad. In the United States, 40 percent of our $17 trillion economy is generated by companies that did not even exist 20 years ago. Two-thirds of our 65 months of consecutive job growth is driven by small businesses. The owners of those businesses—28 million and growing—employ over half of America’s workforce. As our missions work to expand the global economic recovery, one of the most effective tools we have at our disposal is the promotion of entrepreneurship—a quintessential American value. By deepening the connections between the entrepreneurial ecosystems of the United States and our partners overseas, we can grow our economies, create jobs, and support businesses that will have lasting impact and create prosperity. The good news is that this is easy to do, because the world is more interconnected than ever before. We benefit from unprecedented opportunities to help entrepreneurs access the capital, resources, and networks they need to succeed. We also have the strong support and leadership of President Obama, who is personally committed to promoting entrepreneurship worldwide. Spain is a country with a strong and growing entrepreneurial spirit, a plethora of talent, and solid business networks. Although it is starting to emerge from economic crisis, there is still much work to be done to ensure Spain’s continued recovery. The United States Mission is doing its part to consolidate the country’s economic progress by helping a new generation of entrepreneurs achieve their full potential, and generate jobs and economic growth. We have established a strong partnership with TeamLabs, an organization that teaches the concept of entrepreneurship and engages with thousands of high school students across all regions of Spain. We have produced animated videos for youth called You®Company which tell real life stories of Spanish and US entrepreneurs while exploring the values of motivation, innovation, corporate social responsibility, failure, and critical thinking. We have also organized an Alumni Mentoring Program that we use to link up business leaders, prominent entrepreneurs, and alumni of United States Embassy exchange programs to coach aspiring entrepreneurs and help them build their network of contacts. This past June, we took our entrepreneurship programs to a new level with the launch of IN3 (IN-cubed)—Innovators, Investors, and Institutions—in partnership with Google and Chamberi Valley, a Spanish entrepreneurship association. Aimed at promoting entrepreneurship and investment in Spain, IN3 was the first community event hosted at Campus Madrid, one of only a handful of Google spaces around the world where entrepreneurs can learn, connect, and build companies that will change the world. In August 2015, the International Monetary Fund released a report stating that Spain has more obstacles to entrepreneurship than any other European country. IN3 directly addressed these challenges by bringing together Spanish and American innovators, investors, and institutions to discuss common challenges and solutions for scaling-up international companies. The event provided Spanish entrepreneurs the opportunity to hear from leading US counterparts and tech investors on how to overcome institutional and investment challenges that inhibit business growth. It also offered US entrepreneurs the chance to explore areas of potential collaboration with their Spanish counterparts and learn from their experiences expanding into other European and Latin American markets. It provided a forum where entrepreneurs and policymakers exchanged ideas on the best ways to promote the creation of new businesses and help successful companies grow. Finally, it allowed US and Spanish innovators the opportunity to discuss their experiences with senior Spanish government officials. Through these interactions, IN3 helped to equip entrepreneurs with the tools they need to overcome the challenges of expanding their businesses—from finance, to mentorship, to regulations. I was honored to be joined at IN3 by the Administrator of the United States Small Business Administration Maria Contreras-Sweet, Google Executive Chairman Eric Schmidt, His Majesty King Felipe VI of Spain, and leaders from the Spanish government. With their support, we elevated the importance of entrepreneurship and the crucial role entrepreneurs play in driving growth and creating jobs in Spain. Our message reached an audience of 53 million people in Spain through local media exposure, another 3.25 million on Twitter, and became a top-trending topic on US social media. Not only did the conference promote entrepreneurship and bilateral investment opportunities to a diverse audience, but IN3 generated real investment and new business growth for Spanish and US firms. For example, Opinno, the consulting and events firm that produced IN3, established new ties with US design thinking firms and academic institutions and plans to partner with these organizations to propel their international expansion. Several new investments were made in small and medium-sized Spanish companies, totaling hundreds of thousands of dollars, and the Embassy continues to hear of additional business sparked by the conference.

209. Engaging the Swiss on Apprenticeships: Economic Diplomacy with Results Back Home

Abstract:: One of the core priorities for the State Department and for the Obama administration overall is shared prosperity because, as Secretary Kerry frequently points out, “Economic policy is foreign policy.” The United States firmly believes that, by growing bilateral economic ties, the United States as well as the host country will prosper. The metrics around our economic relationship with Switzerland are a perfect example of that: Switzerland is one of the top ten foreign direct investors in the United States and number one in research and development; the United States has been the largest growth market for Swiss exports over the past five years; and Swiss companies generate almost half a million jobs in the United States—really great jobs with an average salary of $100,000 per year. With those ties in mind, I set out to meet with Swiss companies of all kinds to understand how they do business in Switzerland and how to deepen their investment in the United States. What I learned in the course of that exploration will, I believe, profoundly and positively affect both countries economically, and also have a positive effect on the world.

Abstract:: The term “indigenous” refers to the ethnic minorities within a state but without a state. Generally, the indigenous groups are located across neighboring states. The Roma people in Europe are one of the significant examples of indigenous people that are located across Central and Eastern European states without a state of their own. As the indigenous groups have unique social, cultural, economic and political characteristics, they are distinct from those of the society in which they live. Their language, knowledge systems and beliefs differ from the society as well. Due to their cultural differences, the diverse indigenous peoples share common problems also related to the protection of their rights. They strive for recognition of their identities, their ways of life and their right to political representation and participation. As a result, a special set of political rights have been set to protect them by international organizations such as the United Nations. The United Nations have issued a Declaration on the Rights of Indigenous Peoples to guide state policies in order to protect the collective rights of indigenous peoples, such as their culture, identity, language, and access to employment, health, education and natural resources.

Abstract:: If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

214. Leslie McCall, The Undeserving Rich: American Beliefs about Inequality, Opportunity, and Redistribution

Abstract:: The ideal of equality of opportunity looms large in American history. It is the core tenet of the American dream, promising advancement for everybody willing to work hard and abide by the rules. More generally, it is the benchmark against which the success or failure of the economy's role in promoting the public good is evaluated. As long as a priori equality of opportunity for those participating or looking to participate in economic life is a given, unequal outcomes are justified and even necessary in keeping this virtuous cycle alive. Thus explains Americans' skepticism towards overtly redistributive policies to rectify unequal economic outcomes. A fitting example is the Joe Wurzelbacher aka 'Joe the Plumber', incident involving then presidential hopeful Barack Obama. When prompted about his tax policy proposals, Barack Obama's stated intention of 'spreading the wealth around' did not sit well with most Americans; not even with members of his own party. If public opinion indicates a rejection of government redistributive policies, does that amount to a public unfazed by rising levels of income inequality?

215. Globalisation, the Global Financial Crisis and the State

Abstract:: The recent financial crisis devastated financial markets the world over. The events of the crisis caused many to question the policies of the pre-crisis era, which tended towards minimizing regulation as well as many others amorphously placed under the term Washington Consensus. The text Globalisation, the Global Financial Crisis and the State , edited by John H. Farrar and David G. Mayes, professors of law and finance, respectively, focuses on the interactions between states, economic policies and laws against the backdrop of the global financial crisis. Utilizing perspectives in the fields of law, political science and economics, the twelve chapters delve into interdisciplinary arguments over the changing regulatory structure of the world and the global forces that shape the state. The authors' overarching argument is that the financial crisis marked a discursive departure from the models supported by pre financial crisis policies typified by the Washington Consensus towards a more multilateral approach symbolized by the emergence of the G-20 and more state oriented control over commercial activities.

Abstract:: As an editor Bekemans presents to academic readers a rich collection of essays initially presented at the international workshop 'Cultural and Value Roots for Intercultural Dialogue in a European Context' held in October 2011 at the University of Padua under the auspices of the Jean Monet Centre. The essays presented at the conference and published a year latter provide to the reader an excellent overview of the topic and capture the engaging academic discourse that took place at the conference. The book aims to define the set of values that in turn define European identity. It also poses very important questions, such as what is the common set of 'core values', how to maintain and enrich those values in the face of globalization, multiculturalism and economic crises and how to work across institutions to promote and preserve those values.

The first part emphasizes the importance of technological progress as a main engine for economic growth. The second part highlights what has been described as “the diffusion of capitalism across countries”. In this work, the author also sets out to ascertain whether or not such diffusion gives rise to regional varieties of capitalism.

Abstract:: A trifecta of international gatherings – the Asia Pacific Economic Cooperation (APEC) Leaders Meeting in Beijing, the East Asia Summit (EAS) in Nay Pyi Taw, and the G-20 gathering in Brisbane – had heads of state from around the globe, including US President Barack Obama, flocking to the Asia-Pacific as 2014 was winding to a close. North Korea was not included in these confabs but its leaders (although not the paramount one) were taking their charm offensive almost everywhere else in an (unsuccessful) attempt to block a UN General Assembly resolution condemning Pyongyang's human rights record. More successful was Pyongyang's (alleged) attempt to undermine and embarrass Sony Studios to block the release of a Hollywood film featuring the assassination of Kim Jong Un.

Abstract:: Thomas Piketty's Capital in the Twenty-First Century is a tour de force—a compelling and accessible read that presents an eloquent and convincing warning about the future of capitalism.* Capitalism, Piketty argues, suffers from an inherent tendency to generate an explosive spiral of increasing inequality of wealth and income. This inegalitarian dynamic of capitalism is not due to textbook failures of capitalist markets (for example, natural monopolies) or failures of economic institutions (such as the failure to regulate these monopolies), but to the way capitalism fundamentally works. Unless the spiral is controlled by far more progressive taxation than is now the norm, the political fallout could undermine the viability of the successful “social state” (p. 471) in the advanced economies, putting the democratic state itself at risk.

Abstract:: The crisis in Ukraine has turned the tables of the post-Cold War relationship between the United States and Russia. The ongoing transformation can result in a number of outcomes, which can be conceived in terms of scenarios of normalisation, escalation and 'cold peace' - the latter two scenarios being much more probable than the first. NATO ought to shore up its defences in Central and Eastern Europe while Washington and its allies engage in a comprehensive political strategy of 'new containment'. This means combining political and economic stabilisation of the transatlantic area with credible offers of benefits to partners in the East and pragmatic relations with Russia which are neither instrumentalised (as was the case with the 'reset') nor naïvely conceived as a 'partnership'.

Abstract:: A growing sense among academics and policymakers alike is that the dominant issues of the twenty-first century will be decided in Asia-Pacific. But, the open question is how will these issues be decided: Who defines the rules of the game in the region and how? To address these questions, this paper studies the regulatory competition that is unfolding in the region. In particular, it examines the Trans-Pacific Partnership (TPP), with its potential to redraw the political-economic geography in Asia. Why is such a significantly path-breaking institution possible? This paper builds on the scholarship of international political economy and especially the literature on international institutions. It argues that this potential of the TPP crucially depends on the institutional environment in East Asia. A state of institutional anarchy enables the TPP to take hold in Asia. Important policy implications follow regarding the strategic use of international institutions.

Abstract:: Does international law have an answer to the question: 'what is a fair international society'? In her insightful book, Emmanuelle Tourne-Jouannet interrogates in a systematic fashion diverse areas of international law that touch upon or address, directly or indirectly, fairness, equity, or redistribution: from the law of development to minority rights to international economic law. By taking positive law as the point of departure for an inquiry about global justice, Tourme- Jouannet departs, in a refreshing way, from attempts to extrapolate from mainstream legal theory an abstract conception of global justice. '[W]hat is to be addressed here are not contemporary theories of justice and the philosophical questions that the topic raises .... [I]t is the aim to address them here from a different angle: from within legal practice, as it were .... I have opted for an approach based on existing legal practice, with a view to conceptualizing and questioning it' (at 3). For Tourme-Jouannet, the question about the fairness of international legal practice leads to a number of other legal-historical questions regarding the contemporary evolution of international law. The project is 'simply to begin by identifying the principles and legal practices relating to development and recognition' ( ibid. ). In her view, adopting a historical perspective, these practices – notwithstanding their differences – reflect a joint concern with achieving global justice over the years.

Abstract:: Lawrence O. Gostin's new book begins with the sentence '[t]his is a unique moment to offer a systematic account of global health law' and he is right. The book under review is published at a time when the most influential international institutions are emphasizing the necessity for multilateral cooperation in the field of public health. For example, the United Nations General Assembly (UNGA) addresses this point in its current deliberations on the post-2015 Millennium Development Goals Agenda. Contemporary globalization has irrevocably made borders porous to capital, services, goods, and persons. Global social, economic, and political changes, such as increasing industrialization, urbanization, environmental degradation, migration, drug trafficking, and the marketing strategies of transnational corporations (e.g., in the food, pharmaceutical, and tobacco industries) have a significant impact on health. This impact is transnational and intersectoral: global health hazards go beyond the control of individual nation states and extend beyond the restricted field of health care.

Abstract:: At the conclusion of the summer 2014 Gaza War Israel, Hamas, and the P.A. agreed to meet in Cairo, Egypt to discuss a long-term ceasefire. The goal of this summit was to allow for Gaza to rebuild itself, and for political changes associated with June's Unity Government deal between the P.A. and Hamas to take effect. The summit has since been postponed. However, Gaza still requires significant financial and material aid in order to function and provide for its people. This work examines the economic and security benefits to all parties involved of a long-term ceasefire between Israel, and Hamas. An economically open Gaza benefits Israel, the P.A. and Hamas, with few associated costs and creates an opportunity to reinvigorate final status negotiations.

This paper highlights some of these implications by discussing findings from an ethnographic case study carried out in an inner-city locality of Istanbul. It raises four main points: 1) urban localities of migrant settlement are not accidental; 2) they are often highly diverse in new and complex ways; 3) space and difference are intricately intertwined in such urban localities; and 4) migration and diversification at the local scale can produce conflicted space narratives and governance systems. This paper aims to emphasize the importance of acknowledging the position and impact of migration to Turkey in the framework of larger processes of urban and societal transformation.

Abstract:: This analysis offers an evaluation of the last three elections of the Kurdistan Regional Government (KRG) in Iraq. These three elections included the regional parliamentary elections in September 2013, and the local and federal elections held simultaneously in April 2014. The KRG, as a federal region, exists in the north of Iraq where Kurds have managed their own affairs through a regional government since 1992. The KRG elections have very little in common with elections in the rest of Iraq. Compared to the rest of Iraq, the “region” has experienced a very different trajectory during the last two decades. As a postwar region, the KRG strives to solidify a stable democracy in a landlocked region, which suffers from minimal economic capital and weak democratic culture.

Abstract:: In conversation with recent work on transnational social fields, this article explores how Germany and Turkey are linked through a “set of multiple, interlocking, networks of social relationships” . The article examines how the social field affects migrants returning from Germany to Turkey. Specifically, it describes how the transnational social field emerges through a concrete set of economic, political and cultural exchanges. It also illustrates that the social field is a space of imaginations of Germany and Turkey, reflecting and producing citizens' uncertainties about the “Europeanness”. For German-Turkish return migrants, the transnational social field exacerbates conflicts with non-migrants and fosters anxieties about migrants' “Germanization” and loss of “Turkishness.” Ultimately, this research shows that Turkish citizens remain deeply concerned about the meaning of modernity, Muslim citizenship in Germany, and Turkey's current and future position in Europe.

Peacock and Sara Nur Yıldız, The Seljuks of Anatolia: Court and Society in the Medieval Middle East, demonstrates how a cognizance of historiography affords the ability to reexamine a historical period. The book, which emerged out of a workshop held in Istanbul in 2009, reinvigorates the study of the Seljuk Empire. Its authors, in order to compensate for the paucity of Muslim sources on medieval Anatolia, draw from a number of “untapped” sources such as Greek and Armenian texts, epigraphy, poetry and letters sent to the court. More significantly, they employ innovative frameworks that test standard perceptions of the Sultanate of Rūm (c. 1081 -1308) and emphasize its religious, cultural, and linguistic diversity. Thus, while the cited aim of the book is to “explore how court and society interacted and shaped one [an]other,” moving “beyond the more purely political history that has dominated to date” (p. 4), its larger purpose of questioning entrenched views of the Seljuk dynasty and medieval Anatolia, and the methods that it uses to offer up new avenues of research make this book a benchmark in the field.

Freedman\'s edited volume, Israel and the United States: Six Decades of U.S.-Israeli Relations, is a compilation of an interesting assortment of essays by Israeli and American scholars from various fields, contending with different aspects of a complicated and multilayered relationship that comprises not only diplomatic and economic links, but also religious, legal, military and strategic connections as well as common beliefs. The first section of the book articulates the political ties between the United States and Israel since 1948. It contends with U.S.-Israeli diplomatic relations, an enquiry of the progression of the pro-Israeli lobby in the United States, and an analysis of the evolution of U.S. public attitudes toward Israel. David Makovsky\'s essay, which deals with the U.S. and the Arab–Israeli conflict, emphasizes that the U.S.\'s relationship with Israel and the Arab world is not a zero-sum game and that the United States can maintain good ties with both sides. The essay reiterates that Israel has been an asset for the United States rather than a liability, which has been suggested by the likes of John Mearsheimer and Stephen Walt. Robert Freedman, in contending with the policies of George Bush and Barack Obama towards the Arab-Israeli conflict, brings to the fore the similarities in their approaches as well as the significant differences, with the former pursuing an episodic approach while the latter has adopted a more continuous line. In his essay on the pro-Israeli lobby in the United States, Dov Waxman discusses the ruptures and fissures that have emerged within the lobby and concludes that there is no single organization that can persuasively claim to exemplify the vast majority of American Jews; as such, its clout/influence is expected to wane. Amnon Cavari\'s essay deconstructs the shifting trends in American support for Israel, contending that a decline in support among college-educated Americans along with an upsurge in support among evangelical Christians could weaken bipartisan backing for Israel.

While this feat is quite remarkable for a weighty tome on economics, it’s no mystery why Piketty’s magnum opus created such a sensation; it is clearly articulated, is accessible to the non-economist, and contains a trove of historical insights. We believe Piketty’s core message is provably flawed on several levels, as a result of fundamental and avoidable errorsin his basic assumptions. 1 He begins with the sensible presumption that the return on invested capital, r, exceeds macroeconomic growth, g, as must be true in any healthy economy. But from this near-tautology, he moves on to presume that wealthy families will grow ever richer over future generations, leading to a society dominated by unearned, hereditary wealth.

Abstract:: It’s altogether fitting that a book throwing down the gauntlet for a libertarian-conservative fusion in the 2010s has emerged from an author linked to the same magazine as the progenitor of the original fusionism of a half-century earlier. I only recently met Charlie Cooke—though we’ve exchanged many tweets—and never had the chance to meet Frank Meyer—though I’m heavily involved with the Federalist Society, which his son Eugene has long led—butI have no doubt that the two would get on swimmingly. And it comes as no surprise that both cut their writing chops at National Review, which many assume is a stodgy journal of urtraditionalist redoubt when in fact it has produced some of the most innovative reformist ideas in the conservative movement. Or, should I say, that it has featured ideas from the full range of center-right thought, along with various manifestations of entertainingly untraditional personal style.

Abstract:: It is impossible to comprehend Brazil without understanding the dimensions of this continent-sized country, which occupies a land mass larger than that of the lower 48 of the United States. Brazil’s land border, which it shares with ten South American neighbors, is five times larger than the border between the United States and Mexico. Brazil is the fifth largest country in the world in terms of population. (For context, Indonesia is fourth.) It has abundant natural resources of every kind, including the world’s largest reserves of fresh water. It is home to two-thirds of the iconic Amazon, the globe’s largest tropical rainforest. It is the second largest economy in the Western Hemisphere and, depending on one’s calculus, the seventh or eighth largest economy in the world. The State of Sao Paulo alone has an economy larger than that of Argentina. Brazil has more cities with a population of over one million people than the United States. It is the world’s second largest exporter of agricultural goods after the United States. It derives 75 percent of its energy needs from hydro-electric sources—some of the cleanest energy platforms among large nations—and its current production of oil and gas make it among the top ten energy producers in the world. Brazil could become an even larger global producer with the development of its pre-salt oil reserves. With Embraer, Brazil has the world’s third largest aviation company after Boeing and Airbus, and in Gerdau, the top producer of long steel in the Americas. And this is just an illustrative sampling. One needs to keep in mind these basic facts about Brazil to help put surface events, including today’s headlines, in perspective.

Abstract:: In my second week on the job as the second United States Ambassador to the Association of Southeast Asian Nations (ASEAN), I headed to Naypyidaw, Burma to meet President Obama at the East Asia Summit. There I witnessed one of the many reasons the United States has increased its engagement with ASEAN: ASEAN convenes Asia. In 1967, leaders of five nations formed ASEAN, renouncing the violence that had characterized their relationships and dedicating themselves to furthering the prosperity of the region. Five more countries joined in the intervening decades and now ASEAN’s Member States, with a total population of some 625 million, are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. ASEAN has delivered well on its primary mission: to keep the peace among a group of member states with huge diversity in levels of economic development, political systems, cultures, religions, and size. This foundation of geopolitical stability has allowed the economies in Southeast Asia to take off and lift tens of millions out of poverty. As a whole, ASEAN has enjoyed the third highest growth rate in the world over the past decade.

Abstract:: China and Central Europe have experienced similar transitions over time and have a constructive role to play in the international system, taking on responsibility for development. Cooperation between China and Central and Eastern European Countries is conducted via the “16+1” mechanism, the Silk Road Economic Belt and 21st century maritime Silk Road, known as the “Belt and Road initiative.” Central European countries are EU member states and emerging economies. They are located at a geographically strategic juncture and form part of the East Asia–Transatlantic value chain. The 16+1 mechanism is helping China and Central European countries establish high level annual meetings and is encouraging the private sector, business, people-to-people exchanges. The Belt and Road initiative is providing new financing facilities, and a dialogue with the European Commission on investment plans is being launched. Studies and working groups are emerging to help set strategies, build mechanisms, allocate resources and implement policies. This article argues that the Chinese approach, i.e. the 16+1 mechanism and Belt and Road initiative, is platforms paving the way for China–Central Europe cooperation.

Abstract:: The paper provides an overview of stylized facts on current trends in trade between the PRC and the 16 Central and Eastern European (CEE) countries. The potential effects of the “One Belt, One Road” initiative are discussed as are policy recommendations for the CEE countries. Trade with China is seen as complementary to trade with the core of the EU (and with the mutual trade of the CEE region,) once the international fragmentation of value chains is taken into account. Multilateral and plurilateral (e.g. EU-based) approaches to relations with China are likely to generate fewer risks compared to isolated solutions based on national interest pursued individually by CEE countries.

Abstract:: China is increasingly perceived in Central and Eastern Europe as a country which could bring economic success to the countries of the region through the development of trade relations and the growing inflow of Chinese investment. Within the region, Hungary is regarded as occupying a prominent position by Chinese people and the government for several reasons. Chinese relations have historically been good: over the past decade Hungarian governments have committed themselves to developing the relationship. This trend was further confirmed after the global economic crisis of 2008, when Hungary started looking for new opportunities in its recovery from recession. The “Eastern opening” policy was initiated after the crisis and partly because of it. Officially, this policy puts more emphasis on further developing Chinese–Hungarian relations than was previously the case, including increasing trade and investment. However, the outcomes of the policy – such as the construction of the Budapest–Belgrade railway line – can be evaluated in different ways.

251. Migration from China to Slovakia

Abstract:: While numerous specialist studies about Chinese communities have been published in other countries in the region, this is not the case in Slovakia. Therefore there is a general lack of information about the Chinese community in Slovakia. The objective of this study is, at least partially, to fill this gap. While in many cases, i.e. in Central and Eastern Europe, businesses run by Chinese migrants have contributed to the economic stabilization of the region, including in Slovakia. It should be noted that the number of Chinese people in Slovakia has in the last ten years decreased as a percentage of the foreigners living legally in Slovakia. One could assess this as being a consequence of Slovakia’s EU membership and its adoption of European legislation. The Slovak government has adopted policies to try to change the nature of Chinese migration to Slovakia and attract more educated people and businessmen.

252. New Energy Strategy of Ukraine Until 2020: Security, Energy Efficiency, Competition

Abstract:: The proposed “New Energy Strategy of Ukraine until 2020: Security, Energy Efficiency, Competition” (hereinafter referred to as NES 2020) is a comprehensive document for reforming the energy complex of Ukraine for the period until 2020. At the same time, NES 2020 defines, above all, the goals and algorithms for energy sector development, and thus will also remain relevant for creating further long-term strategies and sectoral programmes. Target figures mentioned in the document only demonstrate the general trajectory of energy resources demand and offer development. These figures are to have a more expanded and detailed presentation in the developed action plan of the CMU for implementation of NES 2020. Usually, a strategy, being a document that is the result of target-based programme planning and forecasting in a certain sphere of activity, covers a longer period of time – 10-20 years. However, serious challenges currently faced by Ukraine as a state, given the fact of external aggression and the burden of unresolved issues accumulated during the period of independence with reforming of the national energy complex, require a document with such status for a shorter period of time. The NES 2020 stipulates that by the end of its implementation term the restructuring of the energy complex of Ukraine will be complete, including its transition to modern market models of operation, and that the main safety and energy efficiency targets will be achieved. After 2020, Ukrainian energy sector will move on to a new level of its development – complete integration with the EU energy sector and innovative rebuilding. Thus, implementation of tasks in the energy sector after 2020, will require rather different approaches than those defined by NES 2020, which means – development of a new strategic document. During the development of NES 2020, proposals were considered regarding the content of the suggested document from such respected international organisations, as the International Energy Agency, Energy Community Secretariat, United Nations Economic Commission for Europe, World Bank, Delegation of the European Union to Ukraine, European Bank for Reconstruction and Development, etc. At the final stage of public consultations regarding NES 2020 draft, an expert discussion was organised, which involved representatives of leading scientific research institutions, companies working in the field, international organisations and NGOs, domestic and foreign experts, media, and based on results of which, the final draft of NES 2020 was created. This document was developed by the Razumkov Centre and other leading nongovernmental, public organisations and scientific research institutions of Ukraine, with support of the Verkhovna Rada of Ukraine Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety. Therefore, the draft of NES 2020 can be rightfully viewed as a result of joint effort of Ukraine’s expert community and reputable international institutions.

253. Prospects of Ukrainian-Russian Relations

Abstract:: The “hybrid” war of Russia against Ukraine has continued since February 2014. To date, the multiple efforts of international diplomacy, unfortunately, have not resulted either in settlement or even in a “freeze” of the situation in eastern Ukraine. The previous Minsk Agreements adopted in September 2014 (Minsk Protocol and Minsk Memorandum) were disrupted and Russian aggression in Donbas continued. On 12 February 2015, the presidents of Ukraine, France, Germany, and Russia agreed on a new document, “Package of Measures for Implementation of the Minsk Agreements”, which envisaged conflict settlement by the end of 2015. However, implementation of these measures was postponed to 2016 and, given the course of events, has actually become a process which is difficult to forecast and which is indefinite in time.1 It should be noted that on the one hand, the situation in eastern Ukraine has not undergone significant changes for the better – hostilities are ongoing. There are persistent fundamental differences in the positions of the two sides, Ukraine and Russia, on conflict resolution. (In particular, implementation of the Minsk Agreements in line with the Russian scenario threatens to destabilise the internal situation in Ukraine and destroy its statehood.) On the other hand, the international situation is rapidly changing; we see further escalation of international terrorism (the terrorist attacks in Paris), the “migration crisis” in the EU, Russia’s military intervention in Syria, and the gaining momentum of the acute conflict of Moscow and Ankara. This dulls the perception of events in Donbas on the part of the international community, renders these events a somewhat “background” nature in the West, and urges attempts to “freeze” the situation there at any cost, including at the expense of Ukraine’s own interests. Meanwhile, Russia proceeds with military expansion in Donbas, aimed at the destruction of Ukrainian statehood, and now there is no reason to expect a change for the better in the Kremlin’s policy. Thus, the Russian-Ukrainian conflict (which has a regional and global dimension) acquires a long-term nature with recurrent escalation and unpredictable consequences. Russian aggression – the annexation of Crimea and the war in eastern Ukraine – has entailed profound changes in bilateral relations: (а) the legal framework of Kyiv and Moscow relations has been destroyed; (b) institutional mechanisms of state-to-state relations have been destroyed; (c) contacts at the highest level have become impossible, political and diplomatic relations have become confrontational; (d) Ukraine has suffered huge human, economic, and territorial losses; (e) an unprecedented curtailment of economic cooperation has taken place; (f) deep alienation between the peoples of Ukraine and Russia has emerged. The previous official ideology of “strategic partnership”, “fraternal peoples”, and “neighbourliness”, embedded in many joint agreements, has lost its sense.2 A new political-ideological reality has emerged in the relations between Russia and Ukraine. Therefore, a new assessment and review of the nature, ideology, and general institutional system of relations with Russia in key areas (politics, security, economy, energy, humanitarian sphere, etc.) is required, given that the main threat to Ukrainian statehood is the current government in place in the Russian Federation. There is a need to design a new conceptual model of coexistence with Putin’s Russia, which would reflect current realities and prospects of bilateral relations and would take into account the position of Western partner countries and international organisations. However, it is important to keep in mind at least two things. First, one should clearly distinguish the current Putin’s regime and the country of Russia as it is and its society. Second, in rebuffing Russian aggression, a strategic goal should be seen – to restore confidence and interest of the societies of both countries in peaceful coexistence and respect the right of each state to determine the state system in the country and its civilisation development vector.

Abstract:: As the Executive Director of the World Peace Foundation, Professor Alex de Waal is considered one of the foremost experts on Sudan and the Horn of Africa. His scholarly work and practice has also probed humanitarian crisis and response, human rights, HIV/AIDS and governance in Africa, and conflict and peace-building. In 1988, he received a D.Phil. in social anthropology at Nuffield College, Oxford for his thesis on the 1984-5 Darfur famine in Sudan. He was the first chairman of the Mines Advisory Group at the beginning of the International Campaign to Ban Landmines. He set up two independent human rights organizations, African Rights (1993) and Justice Africa (1999), focusing respectively on documenting human rights abuses and developing policies to respond to human rights crises, notably in Rwanda, Somalia and Sudan. From 1997 to 2001, he focused on avenues to peaceful resolution of the second Sudanese Civil War. In 2001, he returned to his work on health in Africa, writing on the intersection of HIV/AIDS, poverty and governance, and initiated the Commission on HIV/AIDS and Governance in Africa. During 2005-06, deWaal was seconded to the African Union mediation team for Darfur and from 2009-11 served as senior adviser to the African Union High-Level Implementation Panel for Sudan. He was on the list of Foreign Policy’s 100 most influential public intellectuals in 2008 and Atlantic Monthly’s 27 “brave thinkers” in 2009.

Abstract:: Many Western leaders point to the Arctic as a zone of cooperation—and we have observed such cooperation with the formulation of the Arctic Council, joint scientific endeavors, Search and Rescue agreements, and the very recent Arctic Coast Guard Forum—but disputes between Russia and other Arctic nations in regions to the south have raised concerns in certain quarters. While an ongoing struggle for dominance over the Northern Sea Route and Northwest Passage and competing continental shelf claims may reflect these tensions, tit-for-tat military exercises and plans for expanded military infrastructure in the Arctic certainly do. The Russian government recently announced completion of a new military base in Franz Josef Land capable of supporting 150 soldiers, as well as its intention to rebuild six existing airfields. While such a nominal increase in military personnel posted to the Arctic may merely be seen as a posturing act, taken in context with Russia’s recent actions in Europe and the Middle East, it might also be seen as a bold move to project power from a previously overlooked region.

257. Economic Recovery in Somalia

Abstract:: There were high hopes for a brighter future. After more than two decades of conflict, political uncertainty, multiple droughts and Soma- lia’s worst famine in sixty years, the landscape began to change. The Federal Government lost its transitional status and became officially of State, John Kerry. It appeared that the recovery was not just political. Economic for- tunes were improving as well. Trading activity began to increase again. Shops reopened, rising numbers of diaspora started return- ing and investment firms began opening in Mogadishu. The national post service resumed operations. The Central Bank Act was passed, which simultaneously gave the institution a stronger mandate as well 3 as preclude it from lending to the Government. A veritable construc- tion boom kicked off in Mogadishu, the city received its first ATM cash machine and in June 2015, an agreement between MasterCard and a Somali bank launched the first ever domestic issuance of debit cards. The Wall Street Journal wrote of ‘glimmers of hope’4 while Afri- can Development Bank wrote of a ‘turning point’ due to the ‘positive political and security developments as well as the commitment of the international community.’5 Emerging from the clamour of countless conferences, consultations, summits and high-level meetings, a belief was emerging that this time, something was different. This time, Soma- lia was recovering. Or was it? What turn did Somalia take? As the Federal Government approaches its fifth year, new developments have raised concern over the trajectory and pace of progress. The Prime Minister was dismissed by a no-confidence motion in December 2014. The new Prime Minister, Mr Omar Abdirashid Ali Sharmake, took three attempts to success- fully appoint a new cabinet endorsed by parliament. Concerns about corruption have threatened the steady flow of development finance. High profile attacks by Al Shabaab, both within Somalia and beyond, have raised questions about whether the organisation can be con- tained. Meanwhile, instability in Yemen has led to large numbers of refugees arriving into Somalia. It seems timely, therefore, to reassess the pace of progress and trajectory of recovery in Somalia. More than that, it is essential to examine whether economic recovery is occurring at the same pace and align- ment with political and social recovery. If this is not the case, as we will argue, peace-building gains may be temporary. The roots of conflict are grown in the fertile soil of economic desperation. The contribution of this article is to provide an overview of economic recovery in Somalia that is largely absent from the academic litera- ture. We collate and summarise the most recent quantitative statistics available and match these against qualitative information, including government reports and economic analysis. Our primary conclusion is a positive one; for the first time in more than two decades, Soma- lia’s economy is finally beginning to recover. Growth has returned. New market opportunities are being generated. The trade structure is diversifying and confidence is rising among investors, the diaspora and donors. To be clear, this trajectory is fragile. Political uncertainties and the looming arrival of oil exploration are threats that we discuss in this regard. Nonetheless, our primary thesis is that the five years since the establishment of the Federal Government has been, on balance, a positive period for economic reconstruction in Somalia. Our paper is structured as follows. We first make the case for the importance of economic development despite the massive social and political challenges that prevail in Somalia. We then outline the path- way to recovery that has been delineated by the Federal Government. We assess progress along this route and then identify some of the major threats to further progress.

258. China Makes Strides with AIIB and a Great Wall of Sand

Abstract:: 2015 opened with high-level exchanges in preparation for the Strategic and Economic Dialogue, scheduled for early summer, and Xi Jinping’s state visit in September. Visits to China were made by Deputy Secretary of State Tony Blinken, Treasury Secretary Jacob Lew, Commerce Secretary Penny Pritzker, and Homeland Security Secretary Jeh Johnson. Chinese State Councilor Yang Jiechi met National Security Adviser Susan Rice in New York. Military exchanges included dialogues, ship visits, joint drills, and video calls. The South China Sea remained a source of friction as evidence mounted that China is building military outposts on reefs in the Spratly Islands. In response to the issuance of the revised US-Japan Defense Guidelines, China voiced concerns and called the alliance outdated. Despite US objections, a total of 57 countries signed up to be founding members of the Chinese-led Asian Infrastructure Investment Bank. China held its annual meetings of the National People’s Congress and the Chinese People’s Political Consultative Congress, announcing an economic growth target of around 7 percent and an increase in its defense budget of 10.1 percent in 2015.

In a departure from past practice, ASEAN leaders publicly registered serious concern about the land reclamation in the South China Sea. Against that positive background, Chinese leaders generally sidestepped the strong language seen at the annual Chinese People’s Congress meetings and other venues in the recent past regarding Chinese determination to protect disputed sovereignty and insure peace through strength in dealing with territorial disputes. Senior leaders did respond sharply when Myanmar armed forces killed Chinese civilians in a cross-border air attack in March as the Myanmar military suppressed resistance by an ethnic militia with close historic ties to China. Chinese leaders tended to leave publicizing South China Sea disputes to lower-level officials, using carefully measured language to rebuff complaints made by US, Philippine, and Vietnamese representatives protesting China’s rapid creation and expansion of islands through massive dredging and follow-up construction of facilities for surveillance and power projection. In a departure from past practice, ASEAN leaders on April 27 publicly registered serious concern about the land reclamation in the South China Sea.

Abstract:: Taipei’s relations with Beijing have been adrift with the Ma administration in a reactive mode. The main interactions have been on unexpected issues – China’s M503 air route and Taiwan’s effort to join the Asian Infrastructure Investment Bank (AIIB) – and results were mixed. Meanwhile all players are preparing for a different future. The KMT is trying to reform itself; new chairman Eric Chu Li-lun visited China and met General Secretary Xi Jinping in early May. Beijing is focused on working with the new KMT and on deterring the DPP from returning to office in 2016. The DPP and Chairperson Tsai Ing-wen have begun defining its policy toward Beijing before Tsai visits Washington in June.

Abstract:: The big news over the summer is the granting of “fast track” Trade Promotion Authority to President Obama by the US Congress. This keeps hopes alive for the Trans-Pacific Partnership, the economic centerpiece of the Obama administration’s rebalance to Asia. The political and military legs of this multidimensional strategy got a boost as Secretary of State John Kerry attended the annual ASEAN Regional Forum ministerial meeting and Secretary of Defense Ashton Carter headlined the show at the Shangri-La Dialogue. China continues to make its presence felt in regional affairs as well; President Xi Jinping attended meetings in Ufa, Russia with other BRICS and Shanghai Cooperation Organization leaders and hosted a Conference on Interaction and Confidence Building Measures in Asia (CICA) Special Working Group and Senior Officials Committee Meeting and first CICA Youth Council Conference in Beijing, while continuing to pursue his Silk Road and Asian Infrastructure Investment Bank initiatives, even as China’s economy took a significant hit. Meanwhile, Pyongyang engaged in another round of Russian roulette but backed down when it became apparent Seoul was prepared to pull the trigger. Finally, the 70th anniversary of the end of World War II put history on the front pages. That opened the door to the next round of negotiations among TPP representatives in July in Maui, but they couldn’t close the deal. Post-mortems blamed disputes between Japan and North America over cars (Mexico was particularly incensed over “rules of origin” that would impact its access to the US market), New Zealand recalcitrance over trade in dairy items (pique inspired by Canada’s refusal to open its market, which prompted the US and Japan to low-ball their offers), a split between Australia and the US over sugar markets, and US resistance to any cuts in the duration of intellectual property rights monopoly periods for next-generation drugs. US Trade Representative Michael Froman said the talks made “significant progress” – Australian Trade Minister Andrew Robb agreed, adding that “98 percent is concluded” – but the tough issues remained, well, hard to resolve. In his analysis for The Oriental Economist, Rick Katz argued that deals negotiated with Congress to secure TPA reduced Froman’s negotiating room. There is fear now that the failure to reach agreement means that no deal will be concluded for at least another year and a half. Canada holds an election in October and the conservative government of Prime Minister Stephen Harper needs to hold the line on agriculture imports to avoid losing votes. That means that he cannot negotiate a deal until after that ballot – assuming he wins; an opposition victory will raise the bar to any deal – which then pushes any final agreement to 2016 and the midst of a US presidential campaign, which is no time for bold legislative action. If that assessment is correct, then there is the possibility that a final deal won’t be concluded until 2017 or 2018.

Abstract:: After more than three decades of economic reform, China has transformed from being one of the poorest economies in the world to being the second-largest economy measured by nominal exchange rates, or the largest economy measured by purchasing power. As such, it is important to elucidate the determinants of China’s future development. This article will focus on China’s institutions. I argue that although the size of China’s economy is extremely important in terms of its impact on the global economy, it is misleading to ignore political and economic institutions. Indeed, forecasts based on extrapolating past trends could be erroneous (see Pritchett and Summers 2014). China was the largest economy in the world before the end of the 19th century but then lost ground to Western nations that established the rule of law and free trade. To understand China’s past and future development, one has to examine its institutions.

265. WTO 'a la carte' or 'menu du jour'? Assessing the Case for More Plurilateral Agreements

Abstract:: Plurilateral agreements in the context of the World Trade Organization (WTO) allow sub-sets of countries to agree to commitments in specific policy areas that only apply to signatories and thus allow for ‘variable geometry’ in the WTO. Plurilateral agreements share a number of features with preferential trade agreements (PTAs), which are increasingly used by governments to liberalize trade in goods and services. This article discusses the current institutional framework that governs these two alternatives and distinguishes them from the general, non-discriminatory agreements that are negotiated among – and apply to – all WTO members. Current WTO rules make it much more difficult to pursue the plurilateral route than to negotiate a PTA. We review the arguments for and against making it easier for ‘issue-specific’ clubs to form in the WTO and discuss how concerns raised by some WTO members regarding the potential negative impact of plurilateral agreements on the multilateral trading system might be addressed. We take the view that action to facilitate the negotiation of plurilateral agreements in the WTO should be considered and that the potential downsides for the multilateral trading system can be managed.

266. Prospects of the Inter-Korean Economic Cooperation and North Korean External Trade

Abstract:: This article will describe the recent status of the North Korean economy and its external trade as well as the derailed North-South economic interaction. Despite several attempts by North Korea to introduce change involving the term 'economic reform', North Korea has not yet advanced during the last thirty years. Its economic deadlocks are owed, first, to its very principles in which economic reform must be permissible only within the set of basic values held by the monoparty about "juche (self-reliant)" socialism. In other words, even partial decentralization is itself being centrally directed and eyed with military-first targets. Second, the North Korean leadership and its supporting elites, the final arbiters deciding how far it is permissible to open its system, are apprehensive that a change in its system would actually lead to the collapse of their established power structure. The fear of reform arbiters regarding a revolutionary bottom-up movement has played a role in inhibiting action. North-South economic cooperation as well as the resistance to North's external openness must also be considered for its potential positive and negative effects on the people in the monarchic hermit kingdom. North Korea is likely to remain little changed as long as Kim's family continues its current rule. The only chance for real change may occur if the young and liberal Kim Jung-eun wakes up and agrees to unite with South Korea.

267. Sino-Japanese relations: power, interdependence, and domestic politics

Abstract:: China and Japan have been deepening economic interdependence over the last two decades, while China has recently shown territorial ambitions and initiated disputes with Japan. This runs contrary to the commercial liberal literature that argues that trade promotes peace. On the other hand, the realist theory also does not fully explain Sino-Japanese relations because Sino-Japanese relations are not always in conï¬‚ict. The rise of China and the relative decline of Japan might explain increasing tensions in the rivalry relationship, but what drives Chinese leaders to initiate disputes? I address the importance of domestic politics to examine Sino-Japanese disputes. I argue that the recent deterioration of the bilateral relationship could be explained by the power struggle in the Chinese leadership. To support the logic of this argument, I use a game-theoretic model, which accounts for how the type of Chinese leadership inï¬‚uences foreign policy outcomes in Sino-Japanese relations.

268. Democracy and diversionary incentives in Japan–South Korea disputes

Abstract:: Since its democratization, South Korea's foreign relations with Japan have become increasingly volatile. We investigate the diversionary incentives behind these ï¬‚uctuations in South Korean foreign policy during 1988–2011. We show evidence that, similar to mature democracies, economic turmoil is driving Korean leaders to divert the public attention toward low-intensity disputes against Japan. However, unlike mature democracies, our results reveal that public approval ratings and national elections do not encourage leaders to engage in the diversionary behavior due to South Korean domestic political institutional settings and party system. These ï¬ndings highlight challenges to foreign policy making in a new democracy, an issue that has not been considered in detail in the literature. We conclude that although historical antagonism and US commitment to East Asia may affect the Japan–South Korea relationship, economic diversionary incentives signiï¬cantly determine the ï¬‚uctuations in Japan–South Korea disputes

269. Recalcitrance and initiative: US hegemony and regional powers in Asia and Europe after World War II

Abstract:: This paper challenges the conventional wisdom that US power and preferences following World War II led to bilateralism in Asia and multilateralism in Western Europe. It argues that the challenges facing the United States in both regions were similar, as were US policies meant to address them. With some lag, the United States supported the economic recovery of the regional powers it had defeated (Germany and Japan), saw the restoration of regional trade as a prerequisite, sought military bases to assure postwar security, and envisioned rearming its former foes as part of its security strategy. The outcomes in the two regions reï¬‚ected the preferences and reservations of regional actors. The critical differences between the regions were structural. The existence of middle powers was critical in Europe, the return of colonial powers to Asia precluded regional arrangements in the short term, and geostrategic differences shaped the requisites for regional security.

Abstract:: East Asia now occupies a prominent place in the study of international relations (IR). This, of course, does not mean that IR scholarship in the past failed to pay due attention to East Asia. Wars, trade, and international integration in this region have been the subject of analysis in countless books and scholarly articles. However, the renewed interest in this region is not so much empirically driven (to increase East Asian coverage in the literature) as before but rather represents a theoretical inquiry pertinent to the intellectual underpinning of the scholarship itself. Today, some experts of the region harshly criticize the 'euro-centric' bias of existing IR study and seek to provide alternative conceptions based on the East Asian experience. In response, other scholars have advanced views less provocative but more nuanced about the originality of East Asia. And, there are still others who ï–‚atly reject the connotation that the logic of East Asian international relations is inherently different from that elsewhere. Thus, a diverse set of perspectives has been laid out on the table, but their strengths and shortcomings are yet to be evaluated systematically.

Abstract:: Two years after the popular mobilisations in Egypt and Tunisia of early 2011, post-uprising authorities, including the Islamist parties that came to power, have failed to deliver on the demands for social justice that triggered those protests. They have responded to past and present socio-economic challenges by adopting measures that are in clear continuity with previous regimes and lacking any coherent long-term vision of economic reform. Indeed, albeit with differences between the two countries, post-uprising authorities, lacking experience and competence, have not fully broken with the old system in reconfiguring power relations within and outside state institutions and have continued to adopt a top-down approach to economic decision-making.

Abstract:: After winning the 2011 elections, the Ennahda Islamist Party was the majority partner in successive coalition governments, whose poor performance - namely in the economic and security fields - disappointed the people's high post-revolutionary expectations. Opponents accused Ennahda of incompetence, greed for power and double talk. Many of the Ennahda-led governments' failures were due to factors beyond their control, but some did indeed depend on Ennahda's own political weaknesses. Nevertheless, Ennahda contributed positively to the overall development of Tunisia's political transition thanks to its moderation and pragmatism and its contribution remains paramount for the democratic consolidation of Tunisia and other political Islamic actors.

Abstract:: During the 1990s, political uncertainties in Turkey had negative effects that left the economy vulnerable to public and foreign debt due to high inflation, high budget deficit and high current account deficit. Coalition governments failed to address these problems. Following its rise to power in 2002, the AK Party developed a new perspective for the economy, politics and foreign policy collectively referred as the New Turkey. The government emphasized fiscal discipline, structural transformation and privatization. During this period, Turkey rapidly recovered from the negative effects of the 2001 financial crisis and reached a steady growth rate. The country also survived the 2008 global crisis with minimum damage. The government seeks to meet its targets for the centennial of the Republic's establishment.

Abstract:: In the last two decades, Kyrgyzstan has searched for stability while swinging on a pendulum between democratic reforms and suppression of democracy. Political changes in Kyrgyzstan started with the liberal democratic promises of President Akayev in 1990 and President Bakiyev in 2005, but they both ended with disillusionment. The state's capacity had to be reestablished in the post-Soviet period, which was sought to be institutionalized by authoritarian measures. The failure of the authoritarian path proves that the people of Kyrgyzstan are more open to a parliamentary democracy, where the multiplicity of interests in society can be represented. Stability, however, does not only rest upon the representation of different groups' interests but also on increasing economic resources to redistribute wealth across society.

275. Pippa Norris, Making Democratic Governance Work: How Regimes Shape Prosperity, Welfare, and Peace

Abstract:: The persistence of economic destitution particularly in the developing countries has raised an endless debate on its causes and the way forward. Different theories have been formulated and other theories perished. The present scholarship explains how regimes shape prosperity, welfare and peace. Using various theories Pippa Norris argues that democratic governance is capable of bridging the economic gap and spurring economic growth. Democratic governance assumes that development is most effective where regimes combine the qualities of democratic responsiveness and state effectiveness. Various premises have been put into consideration. First, institutions of liberal democracy encourage elected officials to pay attention to human security. However, in practice, liberal democracy often proves to be imperfect in each of these procedures. This is particularly so where party competition is limited. As a result electoral systems are manipulated or channels of participation are more skewed towards money than people. Second, democratic institutions are by themselves insufficient to achieve development goals. It is quite known that institutions of democracy can limit the abuse of state power but do not ensure the necessary capacity of leaders to implement effective public policies addressing social needs. Therefore, a merging of democracy and governance, particularly state capacity leads to achieving developmental goals.

Abstract:: As world is moving fast on swirling waves of globalization and, as the new economies of Asia have witnessed unprecedented economic growth, global competition for natural resources has entered into new phase of international politics. Although 'scramble for natural resources' has always been a defining theme of international economic structures, the rise of Asian economies and multinational companies has metamorphosed natural resources politics in the current discourse on world affairs. The African continent which has huge reserves of natural resources such as oil, gas and minerals, has acquired a renewed significance in world politics. Analysts fear that quest for natural resources can lead to potential new conflicts among nations. Today, new discoveries of coal, oil and gas across Africa generate great academic interest to predict how these resources will transform the course of global energy markets and development in those countries. In this context, Sandipani Dash, in his book Sudan's Oil Diplomacy, 1991-2003, has attempted to analyze oil diplomacy of an erstwhile undivided Sudan in the larger context of natural resource politics in Africa. The book aims to examine the importance of Sudan's oil reserve in the world oil regime, its oil production linkage with the Western and Asian countries, and its diversified approach to transnational oil production with Asian orientation.

Abstract:: Economists generally believe that societies face a trade-off between efficiency and equality. Arthur Okun famously expressed this view when he compared redistribution from the rich to the poor to carrying money in a “leaky bucket”. The leak, according to Okun and likeminded economists, is caused by the distortionary effects of taxation and the high administrative costs of redistribution. Samuel Bowles' latest book, The New Economics of Inequality and Redistribution, is chiefly an attack on this widespread view. Bowles argues that it is wrong to view efficiency and equality as competing goals and, moreover, that some redistributive policies will actually improve economic efficiency rather than damage it.

Abstract:: What paved the way for the establishment of the foreign policy of the Pahlavi dynasty in Iran? This paper seeks to analyze the phenomenon of the construction of the enemy image in the diplomatic history of Iran from 1798 to 1921 and assess its historical roots as it can be useful for the understanding of the attitudes of Iranian policy makers towards the West. The authors' proposal is to explain the construction of enemy image in a historical context in the cognitive structure of Iranian political leaders towards the great powers in the 20th century until the advent of the Islamic Revolution in February 1979. In doing so, the authors have proposed the following hypothesis: With the continuation of Iran's diplomatic relations with Western powers (Great Britain and Russia) under the Qajar dynasty in 1798, a process took shape which gradually led to the construction of an enemy image in the cognitive structure of future Iranian statesmen in the Pahlavi era, underpinning their political relationships with contemporary powers. The authors' findings include the notion that the historical process in question under the Qajar Dynasty involved a combination of military domination, political influence and economic exploitation by the aforementioned powers.

He wanted to draw economists' attention away from the world of pure competition as a policy standard and investigate the consequences of transaction costs and property rights for the operation of markets. In 1991, he was awarded the Nobel prize in economics "for his discovery and clarification of the significance of transaction costs and property rights for the institutional structure and functioning of the economy" (Royal Swedish Academy of Sciences 1991). Abstract:: When I attended the first Summit of the Americas in Miami in 1994, only two female heads of state represented their countries: Dominica and Nicaragua. This past April at the Sixth Summit of the Americas in Cartagena, Colombia, five of the presidents and prime ministers representing the 33 participating countries were women: from Argentina, Brazil, Costa Rica, Jamaica, and Trinidad and Tobago. Their presence was an important example of the progress the hemisphere—and its women—have made. In fact, the region continues to make progress in a variety of areas. Latin America and the Caribbean are tackling ongoing challenges head-on, including promoting girls' education, improving women's and girls' health, facilitating women's political participation, and expanding women's economic opportunities. Governments throughout the hemisphere are increasingly recognizing that no country can get ahead if it leaves half of its people behind.

The 2008 Reforma Energética (Energy Reform)—a congressionally-approved presidential initiative that established or modified seven laws—highlighted the significant challenges facing the Mexican oil industry and the economic implications of a decline in oil production. The problem: it didn't resolve them. With the exception of Andrés Manuel López Obrador of the Partido de la Revolución Democrática (Party of the Democratic Revolution—PRD), for the first time in Mexican politics the presidential candidates this year set out a series of bold institutional reforms. These included what was unthinkable years ago: turning the state-owned enterprise, Petróleos Mexicanos (PEMEX), into an autonomous firm that could issue stock shares—a model similar to the one adopted by Brazil's Petrobras in the 1990s.

Abstract:: When I started my career over 30 years ago, there was strong resistance among companies to take a chance on a young woman whose nurturing and collaborative style seemed foreign to the traditional corporate culture. But I was lucky enough to work at two trendsetting companies, Disney/ABC and Time Warner, both of which recognized the importance of having women in the C-suite and championed sponsorship strategies and programs for women's advancement. The programs I participated in gave me access to top executives, prepared me to move forward in my career, and provided the necessary skills and acumen to better serve on corporate boards. While I learned a lot about business from these initiatives, I've also always stayed true to my own corporate style and I encourage other women to do the same. I'm more likely to start a business meeting with a hug than with a handshake. I manage my direct reports through motivation, not intimidation. I see colleagues as teammates, not adversaries.

Abstract:: It took courage and a splash of audacity for Argentine Congresswoman Laura Alonso to oppose the nationalization of Spanish oil giant Repsol's stake in Yacimientos Petrolíferos Fiscales (YPF), her country's largest energy company. Her remarks in the Cámara de Diputados (Chamber of Deputies) earlier this year earned her taunts even from fellow deputies from the ruling Peronist coalition of being “traitorous” and an “española” (Spaniard). Alonso gave as good as she got, calling officials in President Cristina Fernández de Kirchner's government who orchestrated the takeover mistaken, corrupt and contaminated. “You can't just wave a national flag and evoke patriotism, while at the same time you're signing corrupt deals contrary to the rights of the people behind their backs,” she said in interviews after the speech.

Abstract:: Latin America's travel and tourism industry took a hit during the 2008–2009 recession. International arrivals slowed and tourists had less money to spend. But over the longer term, tourism has been a success story—and forecasts suggest continued growth. That should surprise no one. Latin America's sheer diversity in scenic beauty, cuisine and cultures has combined with an increasingly sophisticated domestic industry to cater to every kind of traveler. Since 2006, tourism's direct contribution to GDP in Latin America has grown by 7 percent in real terms—more than double the world average—to reach an estimated $134 billion in 2011. This figure, which is projected to rise to $224 billion in 2022, includes revenue generated by tourism-oriented services such as hotels and airlines, as well as restaurant and leisure industries that cater to tourists. Forecasts for this year suggest tourism's direct contributions will grow by 6.5 percent, behind only Northeast and South Asia (6.7 percent).

Abstract:: During the first decade of the twenty-first century, Latin America's increasing prosperity and social progress have led analysts to conclude that historic change is taking place. Indeed, poverty in Latin America fell from 41.4 percent in 2000 to 28 percent in 2010, even at a time of global distress1—a result, in part, of both sustained economic growth and reductions in inequality. As a result, the focus in policy circles has switched to the role an emerging middle class can play in the region, both as an engine of growth and as the foundation for social cohesion and better governance. The key to understanding this shift is accurately defining the middle class in economic terms.

Civic and economic life is coming back to a city once synonymous with gangland murders and violence against women. The lunch shift is in full swing at Viva Juárez restaurant. After a morning of shopping, pedestrians trickle into the popular eatery on Avenida Benito Juárez, where cooks chop onions and peppers at a formica counter and the aroma of carnitas wafts onto the sidewalk. The mood inside Viva Juárez and on the nearby streets is relaxed. But the bullet holes in the peeled and faded burnt-orange façade of the nearby Del Pueblo restaurant, closed down after a shooting, are stark reminders of the city's recent history as the “Murder Capital of the World.”

Abstract:: Latin America has historically played an important role in Spain's migratory cycles—both as a sender and as a recipient. Spanish political immigration to the hemisphere surged following the Spanish Civil War (1936–1939) and again after World War II, when Spaniards flocked to Latin America for economic reasons. The flow reversed with the late-1980s economic crises in Latin America. Between 1996 and 2010, Latin Americans in Spain—measured by those who obtained Spanish citizenship—grew nearly tenfold, from 263,190 to 2,459,089. Now Europe's economic crisis, which has acutely affected Spain, is causing the flows to shift again. According to data from Spain's National Institute of Statistics (INE), for the first time in this century, more people are now leaving Spain than moving to it. Net migration in 2011 was reported at negative 50,090 people, with 507,740 leaving Spain and 457,650 arriving.

Even when the U.S. didn't slip a place in terms of a trade partner, its overall share of countries' imports or exports declined across the board, while other countries' increased—especially China's. Abstract:: Pimpineros BY RAMÓN CAMPOS IRIARTE Colombia's pimpineros struggle to survive in the shadowy, violent world of border gas smuggling. José, a tough-looking, dark-skinned man in his 40s, met me at a small restaurant in a crowded neighborhood in Cúcuta, capital of Colombia's Norte de Santander department, and a traditionally “hot” place for contraband and mafia violence. A leader of Sintragasolina, the gas workers' union, José agreed to see me only if we met in a public place in broad daylight to talk about the illegal fuel sellers—known as pimpineros—that he risks his life to defend. Pimpineros' livelihoods depend on the disparity between subsidized Venezuelan gas prices and the highly taxed Colombian ones. In towns like Cúcuta, poverty and violence have pushed entire neighborhoods to become “pueblos bomba”—“pump towns”—whose economies are based entirely on the smuggling, home storage and selling of pimpinas (five-gallon—19-liter—containers) of hydrocarbon-based products. Thousands of low-income Colombian families spend days and nights in their improvised street shacks, pouring gas through handmade funnels into their clients' tanks.

Abstract:: Business Innovator: Felipe Arango, Colombia The Chocó region in western Colombia is one of the most mineral-rich places in the hemisphere. It is also ecologically rich, boasting species of flora thought to be unique to Chocó. But due to years of commercial gold and platinum mining that have leached mercury and cyanide into local rivers, the Chocó region has also become one of the most threatened natural areas in the world. Felipe Arango has been working to change that. Arango, 34, is CEO of Oro Verde—an NGO based in Medellín, Colombia, that empowers local miners to use more ecologically friendly artisanal mining techniques. Founded in 2003, the organization purchases gold produced by certified artisanal miners, many of them Afro-Colombian, and sells it to socially conscious jewelers around the world. Oro Verde takes a 2 percent cut to fund its operations and administration, and contributes its profits and reinvested premiums to the protection of 11,120 acres (4,500 hectares) of tropical rainforest. Oro Verde's gold certification process, meanwhile, has influenced the development of a global “fair-trade, fair-mined” gold certification process.

Abstract:: Infrastructure: U.S. Seaport Expansion BY KURT J. NAGLE U.S. seaports are in an enhancement and expansion mode. While the widening of the Panama Canal may serve as the catalyst for some of the anticipated $9.2 billion in annual facilities investment in the foreseeable future, this is only part of the story. Several other factors are propelling this huge investment of private capital into U.S. ports. One is the rebounding domestic economy: the value of U.S. exports has risen 70 percent and imports have increased by 53 percent since the first half of 2009. Another driver is the increasing overseas demand for U.S. exports, particularly among the growing middle class in Latin America and parts of Asia. In fact, in the next decade, total U.S. exports are projected to surpass imports for the first time in a generation. Yet another consideration is that manufacturing operations are returning to North America, a development known as “nearsourcing.” With rising labor costs overseas, a narrowing labor differential at home and long transit times to market, a Michigan-based AlixPartners survey conducted in 2012 found that 9 percent of manufacturing executives have already taken steps to “near-source” their operations, and 33 percent plan to do so within the next three years.

Abstract:: Prost, Brazil! Grab a stein-full of caipirinha and stroll down to Ipanema beach in your lederhosen—it's Germany-Brazil Year in Brazil. The yearlong festival, aimed at deepening German-Brazilian relations, kicked off in May with the opening of the German-Brazilian Economic Forum in São Paulo. “Brazil is one of the most successful new centers of power in the world,” says Guido Westerwelle, Germany's foreign minister. “We want to intensify cooperation with Brazil, not only economically but also culturally.” It's no surprise that Brazil, the sixth-largest economy in the world, has caught the attention of Europe's financial powerhouse. Brazil is Germany's most important trading partner in Latin America, accounting for $14.2 billion in imports in 2012. With some 1,600 German companies in Brazil providing 250,000 jobs and 17 percent of industrial GDP, it's an economic relationship that clearly has mutual benefits.
