101. From geopolitical anomie to a syncretic metamodel of the Greater Black Sea Region – “Five Sea Region”

Abstract:: The main goal of this study is to search for new effective mechanisms to assist in preventing the internationalisation of armed conflicts using conventional weapons and the creation of more weapons of mass destruction in the geostrategic region, the Greater Black Sea Region, which includes the countries of the “Five Seas” (Black Sea, Caspian Sea, Arabian Sea, and Mediterranean Sea), positive transformation of conflicts and the creation of a “Black Sea Security Community”. The methodological approach taken is based on the theory of meta-cognitive management, which implies a qualitative expansion of the dimensions for solving those problems that are unsolvable in the dimensions given today; a holistic approach focused on the multi-level and democratic participation of all participants in the process; and the method of geopolitical modelling being applied to discuss new forms and platforms for cooperation between those involved in confrontation in the Black Sea space. Innovation represents a return to the concept of syncretism in the scientific discourse for describing political and geopolitical tasks. The idea of creating a syncretic meta-model of Black Sea security is one way to improve cooperation between parties that have incompatible positions but are aware of common threats and the need to prevent them. Measures need to be taken for the countries of the Five Sea region to be fully integrated into the process and a new architecture created for the Black Sea Security Community. Scientific support is also necessary for the planning and implementation of peacekeeping processes in the Greater Black Sea Region.

102. An evaluation of anti-terrorism laws in Pakistan: Lessons from the past and challenges for the future

Abstract:: Terrorism has changed the national and international security milieu over the last few years; however, there have been metamorphoses in the phenomenon of defining security in light of new threats of terrorism. This research critically evaluates the anti-terrorism legal regime of Pakistan along with its structural flaws. While vigorous efforts to defeat terrorism have taken place in Pakistan, much needs to be done to achieve de-radicalisation along with identifying and addressing areas of vulnerability. This research moves in three directions: firstly, it looks into the background of extremism in terms of ethnic and sectarian conflicts that led Pakistan to embark on the journey to combat terrorism; secondly, it evaluates how these laws aimed exclusively at countering terrorism have not been as effective as hoped; and thirdly, it offers an in-depth analysis of flaws in the judicial system and analysis of capacity gaps in relation to prosecution of terrorist offences in Pakistan. Lastly, this research makes recommendations for eliminating the causes of institutional and legal inefficiencies that feed and nurture terrorism in Pakistan. The qualitative method is used in this research, which holds that Pakistan needs to make effective structural changes to implement counterterrorism strategies constructively, such as, capacity-building of judiciary and law enforcement agencies, acceptance of innovation in investigation methods, amendments in procedural laws and comprehensive, unambiguous and detailed legislation. Amendments to existing anti-terrorism laws need to be adapted to the changing security trends in the region. In order to combat the high rate of acquittal under these laws, a strong and focused approach is required.

103. Flood vulnerability of the critical infrastructure in Poland

Abstract:: The purpose of this article is to examine the significance of the flood hazard for the functioning of the critical infrastructure in Poland and to suggest adequate methods and strategies for reducing the vulnerability of critical infrastructure to flooding. The main research method used is institutional and legal analysis, which shows how critical infrastructure is protected in Poland. The context of climate change is taken into account, the consequences of which may trigger increased threat, and its significance is discussed. It is also shown that river floods of a pluvial character constitute the greatest hazard in Poland, as they pose a threat to urban areas where most critical infrastructure is located. The author lists methods which can be used to protect critical infrastructure from flooding. Examples of systems are also provided. A conclusion is formed that the approach to this problem should be comprehensive and make use of methods related to flood prevention, flood defence and flood mitigation, and above all, the relocation of elements of the critical infrastructure. It is evident that the best time to reduce the susceptibility of specific systems to floods is when they are developed or modernised by taking into account the flood risk. Lastly, the biggest problem of the critical infrastructure in Poland is highlighted, namely its identification once it is already built, which means its location had not been thought through.

104. Proposed method for building an anti-drone system for the protection of facilities important for state security

Abstract:: Unmanned aerial vehicles (UAVs) pose a threat to buildings and facilities important to the security of the state. As they are able to operate like individual aircraft, the number of ways they can be used for terrorist activity is practically unlimited. Anyone in charge of a facility that is crucial for the reliable functioning of a state is obliged to ensure an acceptable level of security. Since drones can be used to attack protected structures, they need to be protected by an anti-drone system. The paper proposes a method for assessing the effectiveness of systems for detecting and neutralising unmanned aerial vehicles. In order to suggest a new method for assessing the effectiveness of anti-drone systems, an analysis of the scientific literature and other documents describing existing anti-drone systems has been carried out. Attacks involving the use of drones, both in wartime and in incidents of terrorism, are also analysed and existing anti-drone solutions assessed. Because there are a variety of technical solutions for the detection and neutralisation of drones, and different location and weather conditions, a universal method is proposed based on probability calculations and neutralisation of drones, using mathematical formulas. This method allows for the effectiveness of the entire anti-drone system to be assessed on the basis of measuring the probability of detection and neutralisation of drones in real conditions. The proposed method allows the effectiveness of the currently existing anti-drone systems to be evaluated and for new methods for detecting and neutralising drones to be proposed. This method, based on mathematical calculations, enables software to be written for simulating anti-drone systems on computers and for the effectiveness of these systems to be confirmed before their construction in a protected facility.

105. Protection of Polish critical infrastructure (CI) against air threats

Abstract:: The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

106. Institutional corruption as the bane of critical infrastructure protection in Nigeria

Abstract:: Against a background of contemporary security challenges such as terrorism, violent extremism, insurgency, armed banditry, and separatist movements across the country, the study attempts to examine critical infrastructure protection. With the aid of largely secondary data, the study finds that there is an inextricable link between CIP and institutional corruption in Nigeria. Institutional corruption has been a major factor inhibiting effective critical infrastructure protection in Nigeria. This is because funds meant for the strengthening of operational effectiveness of the agencies are often diverted to other expenditure that does not have an effect on the operational strength of the agencies, thereby undermining their capacity to deliver on their mandates and increasing the vulnerability of the infrastructures to vandalism. The study recommends the adoption of a whole-of-society approach to CIP in Nigeria, because of its ability to block leakages and ensure transparency in the business of government as well as encouraging all stakeholders, the state, private, CSOs, the media, traditional institutions and all others involved, to share responsibilities in the protection of infrastructures as part of their concerns.

107. Intelligent terrorism as a security threat to critical infrastructure

Abstract:: This paper considers terrorism as potentially ‘intelligent’, as a threat capable of abusing the critical infrastructures of societies and the related methods for knowledge production. Respectively, it sees critical infrastructures as attractive mediums for terrorist influence. The paper describes the contrast between the logic of providing security and certainty for critical infrastructures and the threat of terrorism, which is evolving in terms of its systemic capacities and intelligence. The way security is provided within critical infrastructures and the way intelligent terrorism could operate seem to separate from each other, thereby creating vulnerability. The paper seeks to enhance the conceptual understanding of this question by describing and closing the gap created by the intellectual separation. By doing so, the article will shed light on the conceptual dimension of the (in)security that has gone unnoticed in the interface between critical infrastructures and terrorism. It outlines the aforementioned dilemma and provides conceptual understanding that makes it easier to grasp and communicate further. The paper shows that the intellectual separation has weakened the possibilities for theoretically understanding and practically recognising terrorism as a phenomenon that is becoming systemically more conscious, more intelligent and potentially increasingly capable in a form of violence that exploits the basic structures of societies and the related knowledge methods for its own purposes. As a conclusion, the paper stresses the importance of profoundly critical tools. Such tools are often perceived as being undesirable or even counter-productive in figuring out the mechanism through the very means utilised in providing for security.

108. Preparing critical infrastructure for the future: Lessons learnt from the Covid-19 pandemic

Abstract:: The objective of this paper is to provide a view on the problem of insufficient state protection of critical infrastructure throughout the Covid-19 crisis. The paper looks at this problem with regard to the definition of critical infrastructure, its content, and also the limitations of current approaches to critical infrastructure protection. The examples relating to the Covid-19 crisis show the practices adopted and suggest possible steps forward. The research methodology implemented in this research is based on a critical analysis of the existing literature. The themes described in this paper show there is an urgent need to change current critical infrastructure protection approaches to a resilience-based modus operandi. Specifically, this paper highlights the need to shift the understanding of critical infrastructure from an object-oriented approach towards essential services/functions and to highlight its complex, socio- technical nature. It also highlights the deficiencies of current, prevention-based approaches to critical infrastructure protection such as the insufficient focus on identification and management process of vulnerabilities, especially in relation to (inter)dependencies resulting from interconnections with other systems. The gravity of the situation caused by the Covid-19 pandemic, despite its negative connotations, can be used as an opportunity to examine the real condition of protection of critical infrastructure. The pandemic suggests that there is much left to be done and because of the unpredictability of the future, we need to start acting as soon as possible.

109. Abstraction-decomposition space for critical infrastructure systems: A framework for infrastructure planning and resilience policies

Abstract:: The objective of this work has been to propose a framework that will aid governments with the development of more coherent and effective infrastructure planning and resilience policies through a system-of-systems approach that is grounded in theory for complex sociotechnical systems. The framework has been developed by using a work domain analysis (WDA). The WDA consists of an abstraction hierarchy analysis and a part-whole decomposition. Together, the abstraction hierarchy and the part-whole description form the abstraction-decomposition space (ADS) for which the system constraints apply. By imposing constraints, the WDA promotes design for adaptation where actors within the system are allowed to adapt their behaviour as they find appropriate without violating the system’s constraints. The proposed ADS consists of five levels of abstraction and four levels of decomposition. By applying the ADS, it will aid decision making related to the overall purposes of the critical infrastructure system, the values and priority measures that are used to assess the system’s progress towards the functional purposes, as well as formulation of infrastructure needs that are necessary to achieve the functional purposes. The framework is formative in the sense that it reveals how work can be done in the critical infrastructure system. This is important because it is not feasible to prescribe, describe and risk assess all possibilities for action that are available in complex sociotechnical systems, especially when dealing with unforeseen events. Future research should focus on finding science-based yet useful in practice ways for establishing values and priority measures that encompass sustainability issues and resilience standards.

110. The evolution of the Hungarian Defence Forces’ volunteer reserve component after the Cold War

Abstract:: When Hungary transformed to an all-volunteer force in 2004, most attention was given to the regular component and very little mention was made of reservists. The main goal of this study is to draw attention to the importance of, and the potential, in the reserve component using historical research to produce an overview of how the reserve component of the Hungarian Defence Forces has evolved since the end of the Cold War. Information was collected and analysed from the discussed time period and interpretations were made of the collected evidence through systematic methods appraising all available studies to synthesise the findings. Similarly to other countries in the region, more than a century of conscription and the Warsaw Pact legacy still haunts the Hungarian Defence Forces. Fortunately, Hungary’s NATO membership spearheaded the drive for qualitative change within the armed forces and more attention was paid to a volunteer reserve system. Hungary’s NATO membership has ushered in a new era of security guarantees and obligations which, among other things, brought with it the realisation that the time for qualitative change in the armed forces had come. Among other changes, an initial shift of emphasis towards a reserve system – followed by the adoption of the all-volunteer force model – made it clear that a new basis had to be provided upon which to address the reserve issue in Hungary.

111. Economic coercion as a means of hybrid warfare: The South Caucasus as a focal point

Abstract:: The rapidly changing security environment has brought a plethora of non-military measures to the fore. These measures have completely changed the nature of hostilities by giving them a hybrid character. With regard to the South Caucasus region, the chasm among the political courses pursued by particular states makes the overall region more susceptible to diverse external threats of a political, economic, military and cultural nature. This paper focuses on the economic component of the hybrid warfare in the South Caucasus region. The issues are considered from a security point of view and not from an economic perspective. The vulnerabilities of particular nations in the region to economic coercion are highlighted in the paper and suggestions for improving them made. The authors underscore the regional unity in the South Caucasus as a prerequisite for eliminating or at least mitigating economic dependence and healing the “regional fracture” that has lasted for decades.

112. Analysis of strategic stakeholders in the Western Balkans

Abstract:: The purpose of this paper is to generate a model of the interplay between the main actors in the Western Balkans region in order to try to highlight major switch-factors and pathways for future evolution of the system. The study was carried out using MACTOR software developed by Laboratoire d’Investigation en Prospective, Stratégie et Organisation and École Pour l’Informatique et les Techniques Avancées. This computer-assisted method creates a hierarchy of objectives based on the mobilisation rates and gives some insight into what is at stake and the interested parties. The paper calculates the competitiveness index of each actor included in the model and the weighted valued position matrix showing both valence and mobilisation rate of actor-objective pairs. Valued convergence and divergence matrices (with graphic representation) outline the structure of the region. The results obtained can be used to develop possible scenarios. The structure of the Western Balkans region is subordinated to a single major divergence which is translated to the internal actors. Insulator states are losing relative weight with a narrowing field of manoeuvres. Bosnia and Herzegovina has become a focal point of polarity with a distinct vulnerability to the future line of behaviour of the Croatian element in the country

113. High power wireless power transfer for the future of the battlefield challenges

Abstract:: A significant challenge for the military lab is to reduce the weight of a combatant’s battery on the battlefield. Soldiers use electronic devices powered by wearable batteries in landings, operational combat with the enemy, and defensive exercises. Soldiers should always fully charge their wearable batteries before carrying them. The average weight of the battery is approximately 20 kilograms. During military operations, fighters have numerous electronic devices, such as night-vision goggles, headphones, LMR, navigation systems, VHF radios, and sensors. There is a high probability that fighters will lose their lives if the battery they take is uncharged or empty. Many research studies have tried to increase fighting time and maintain soldier life and links based on these devices. In this work, a wireless power transmission system with an RF microwave station and RF/DC converter circuit incorporated into a bulletproof vest will be designed. This system can harvest RF microwave energy to recharge or energize the wearable battery during a military operation. The challenge here is to develop a compact device that can capture the maximum RF strength to charge batteries carried by soldiers. The proposed device therefore considers all parameters to provide sufficient energy to power a computer at 13 watts. The strength of the RF power varies with the distance between the microwave power station Pin = 100 W and the receiver circuit.

Abstract:: Russia’s war in Ukraine fundamentally challenges the post-Cold War international order. Yet the scenario of a renewed Cold War must be balanced by alternative visions of European order. This contribution reassesses the concepts of interdependence, socialization, normative power, and international society taken from international relations theory to develop some general lessons for European order and concrete pointers toward alternative policy paths. Such an order needs to build on a more honest engagement, serious great power management mirrored by societal linkages, and creative thinking about joint institutions and regional overlaps.

Abstract:: The hour of reckoning is when one confronts past mistakes and decides what to do next. Russia’s war in Ukraine reveals numerous European mistakes in the past and accelerates the development of a new foreign policy paradigm. The article examines the emerging policy paradigm and how it organizes the politics of EU foreign policy. Moreover, the article argues that the emerging paradigm is closely connected to, if not dependent on, the ongoing processes of reckoning, that is, to the degree that past mistakes are acknowledged. Finally, the article argues that the twin processes of reckoning and paradigm change make a determining factor for the future of Europe

Abstract:: The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

Abstract:: The term “Crisis Europe” simply defines the current state of the EU affairs. Within the last ten years, the financial crisis, the entrance of refugees, the pandemic, and lately, the Russian invasion have deeply damaged the actorness of the bloc. Under the shadow of war, European decision-makers have once again turned to their endless search for solidarity and more integration as a response. Yet, it seems that the EU has a mountain to climb to convince its inner circle and the outer world. This short analysis tries to understand the dynamics that pushed the EU into a crisis stage and issues that consistently pulled the rug out from under the idea of unity. Abstract:: Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.

Abstract:: The OSCE is the largest regional security organization globally, but a common understanding of the institution and the security it seeks to promote has been in decline since roughly 2008. The war in Ukraine and renewed Russian invasion in February 2022 have led many to ask how to sustain the OSCE past 2022. One of the conflicts at the core of the OSCE’s current and existing malaise is the question of what the OSCE of today symbolizes. Abstract:: Russia’s war of aggression in Ukraine has opened up an opportunity for the United States to assert international leadership once again and even recapture some trappings of hegemony, which have been eroded in recent years. As the war has upended the old international order, the Biden administration is facing questions regarding the future direction of America’s global engagement in the “post-February 24, 2022” world. This article zooms in on five sets of challenges that the U.S. needs to deal with if it wants to sustain the “hegemonic moment” brought about by the war in Ukraine. Without attention and resolve to mitigate these challenges, the re-emergence of U.S. leadership in the transatlantic domain, not to mention any visions of reasserting U.S. hegemony more broadly, may prove but a flash in the pan.

Abstract:: The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. Drawing on the Post-foundational Theory of Discourse (PTD) and Ontological Security Theory (OST), the article problematizes and analyzes the political discourse on the problem of state survival in Turkey.

Abstract:: This article aims to expand the social-theoretical and psychoanalytic range of research on ontological in/ security, by exploring parallel concerns addressed by Beck, Kristeva, Butler and Zizek. These include, first, the psychic roots of othering processes and their encoding into cultural repertoires. Abstract:: This study focuses on the cultural diplomacy of Crimean Tatar and Lithuanian American diasporas, who both suffered from deportation at the hands of the Soviets and are conducting anti-Russian diplomacy today. Historical films are useful in terms of showing how the diasporic communities seek to reconstruct a collective memory on a traumatic event and tame their anxieties of death, meaninglessness, and condemnation that constitute “unknown unknowns” by turning them into the fear of a “known unknown” through securitization. Therefore, this study aims to grasp the multiplicity of anxieties reflected upon the Crimean Tatar and Lithuanian diasporas’ recent historical films that demonstrate how diasporas’ varying anxieties translate into diverse strategies of political representation and mobilisation against Russia. It thus reconciles the scholarship on diaspora’s memory politics with anxiety/fear nexus in securitization theory.

Abstract:: Identity change is an important phenomenon in international politics. It can radically alter how states orient themself and act internationally. But how does identity change occur? For some, it is merely an epiphenomenal result of changes in the international distribution of power. Others highlight domestic factors, while still others see it as occurring through a social process of interaction with other states. There are also explanations that combine these and other factors. While existing accounts have pushed the debate on identity change forward, this article suggests that incorporating anxiety into our understanding of identity change would help us better understand two important aspects of it: how an existing identity comes to be doubted and how a new one becomes thinkable and eventually accepted. Drawing on the work of psychologist Rollo May, this article explores the link between identity change, anxiety and creativity. The argument is illustrated through reference to 19th century Japan. For much of its history, Japan was part of the Sino-centric order and looked up to China as a “teacher in the ways of civilization”. However, in the 19th century, Japan radically redefined its identity in relation to China, and Asia more broadly, and rejected the Sino-centric world view as it sought to become a “civilized” state similar to the Western countries.

Abstract:: The main aim of this paper is to contribute to the literature on ontological security by empirically investigating how the European Union (EU), which is perceived as one of the most important actors that provides means and/ or grounds for overcoming antagonisms through transformation of the ‘Self-Other’ dialectics, fails to become an agent of peace. Drawing on the case of Republika Srpska (RS), a political entity in Bosnia and Herzegovina (BiH), we aim to understand how the EU’s post-conflict stabilization efforts, which, among others, presuppose the de-intensification of the antagonistic identity narratives, become entrapped in ethnopolitical narratives, and even ‘ethnicized’ by the ethnopolitical elite in RS. To answer these questions, we analyzed news articles at two critical junctures, namely the negotiations on the Stabilisation and Association Agreement (2005–2007) and the Butmir Process (2009), two of the most important EU-driven initiatives in post-conflict BiH. We find that those initiatives, which promised to make BiH more functional and stable, challenged the existing ethnopolitical narratives in BiH, particularly on the side of the ethnopolitical elite in RS.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

Abstract:: This article demonstrates that the authoritarian populist strategy is most appealing when leaders create a sense of crisis and present themselves as having the only solution. The article underlines three performative methods of how Jair Bolsonaro in Brazil offered simple answers for a crisis and portrayed other political actors as the responsible ones to be removed. Firstly, nativism presents a conservative view on how politics should be structured by perceiving all “non-natives” as threatening. Secondly, messianism, the fetishism of Bolsonaro as a “messiah” who leads the way in the battle between “good” and “evil,” serves to reinforce the support of the Evangelist base against “PT members.” Finally, conspiracism provides an easy way to eradicate ambiguities and helps to fuel an antagonism against the “enemy.”

Abstract:: This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

Abstract:: ACCORDING to many of our international relations experts, a presidential decree to approve a new edition of the Foreign Policy Concept of Russia will be one of the most significant developments of 2022. It will be the sixth doctrinal document in our country’s recent history: Previous versions of the key diplomatic “manifesto” were issued in 1993, 2000, 2008, 2013, and 2016. The media treat them as routine events when in fact they offer us a unique opportunity to trace all transformations in the foreign policy thinking of the country’s leaders and to analyze the events and trends of the last 30 years. The response to the latter has determined the nature and substance of the conceptual foundations of Russia’s foreign policy. More than 30 years have passed since the breakup of the Soviet Union in 1991. The new generation that grew up, studied at, and graduated from institutions of higher education knows next to nothing about the Soviet superpower, bipolar confrontation, socialist internationalism, and games with “inter-imperialist” contradictions. The system of Russia’s foreign policy priorities has been broken, reestablished, and altered several times. This and the country’s revival inspired us to reassess an article published in 2007 [1] and to correct assessments made then of global processes.

Abstract:: As a small state, Cambodia viewed the ASEAN and China as almost equally important pillars of its foreign policy. Amid the intense strategic competition in the Indo-Pacific, Cambodia faced the dilemma of how to maintain the ASEAN centrality without diplomatic cost to its key ally China, and how to balance its national interest with regional interest. In this context, the article aimed to explain the importance of the ASEAN as a cornerstone of Cambodia’s foreign policy, examine the motivations of Cambodia’s deep political embrace of the Asian giant, and underline its implications for the Indo-Pacific from the lens of small state foreign policy. The article was based on qualitative, empirical analysis that comprises primary and secondary data pertinent to the current topic. The article concluded that Cambodia leaned more towards China than it did towards the ASEAN, thus weakening its centrality in driving the broader regional architecture and that domestic politics was the primary driving force of Cambodia’s foreign policy towards that direction. At this juncture, Cambodia should step back from the present degree of its strategic engagement with China and look for ways to diversify its relations with other major powers while getting back on the democratic path and upholding human rights.

Abstract:: Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

Abstract:: The purpose of this study was to see whether the Taliban regime poses a threat to the international community. The research primarily examined the threats that the formation of a theocratic regime in Afghanistan poses to neighboring countries and the international community. With regards to research methods, a document analysis method was used to obtain valid information and to analyze and describe the complex situation in Afghanistan. A wide array of documents and scholarly articles were analyzed to obtain reliable and objective information. This research revealed that the Taliban has not changed at all and still rules Afghanistan with medieval methods and strategies. Since the Taliban takeover of Afghanistan, the economic situation has deteriorated considerably and people face severe hardship. Therefore, hundreds of thousands of Afghans want to leave their homeland and migrate to the West. The Taliban violates constantly human rights and discriminates against women, ethnic and religious minorities. The Taliban has transformed Afghanistan into a narco-state. Neighboring countries fear that Afghanistan might become a hotbed of terrorism and extremism again.

Abstract:: Before the Taliban came back to power in Afghanistan in August 2021, India and Afghanistan had cordial bilateral relations and were often described as great friends. Since 2002, India had helped build several infrastructure projects as part of its promised development assistance program of over $2 billion (later increased to $3 billion). Considering India’s investments in Afghanistan, the goodwill it enjoyed among common Afghans was understandable. However, it would be wrong to imply that these unique, multifaceted bilateral relations between the two countries were simply due to India's helping hand. This research paper is one of its kind attempt to explain the perceptions Afghans had about India based on the field survey done in Afghanistan in 2019. Using responses of over 321 Afghan participants, the paper attempts to quantitatively analyze the goodwill and positive vibes that India enticed among Afghans. However, many Afghans felt that India did not do enough during the crisis in August 2021. Based on the survey and the general perceptions of Afghans in the aftermath of the return of the Taliban, this paper argues that the soft power investments in Afghanistan helped India in its nation-branding, making it attractive and creating goodwill. However, New Delhi lacked the will to act smartly and hence did not get the desired strategic influences due to ‘soft power behavior’.

Abstract:: Cuatro décadas es tiempo suficiente para realizar un balance de la relación de España con la OTAN, como miembro de pleno derecho.Balance de particular interés en este periodo en el que hemos asistido a tantos cambios en el contexto internacional; cambios que han afectado a nuestra percepción de amenazas y a los modos de hacerles frente.Este trabajo analizará desde dos enfoques la experiencia española como miembro de la Alianza y los distintos estados de la relación, tanto con la Organización, como con su principal socio. El primero tomará en consideración los condicionantes domésticos de cada una de las partes. El segundo, atenderá a los condicionantessistémicos que tanto han variado desde la época de la guerra fría. Particular atención merecerá el siempre mejorable enfoque del denominado “flanco Sur”, con la vista puesta en la elaboración del nuevo concepto estratégico de la OTAN. Al respecto, se atenderá a las distintas sensibilidades dentro de la Alianza y la reivindicación de un trato análogo al recibido por el tradicional “flanco Este”. El contenido del documento de reflexión para la elaboración del nuevo concepto estratégico OTAN respecto a la proyección sur, puede implicar un cambio en la naturaleza de la relación con esta zona de operaciones. La metodología de investigación de basará en una serie de entrevistas sobre la base de una encuesta previa a oficiales españoles con experiencia práctica en la OTAN, tanto en operaciones como en diversos puestos directivos. Se incluirán también elementos de la consideración norteamericana respecto a la participación española. Combinados los resultados con el apoyo científico de académicos, foros de defensa y contribuciones de think tanks, se extraerán las conclusiones y recomendaciones para una mayor y mejor comprensión en los próximos cuarenta años.

Abstract:: La Conferencia sobre la Seguridad y la Cooperación en Europa (convertida luego en la Organización para la Seguridad y la Cooperación en Europa) nació con el objetivo de constituir un foro de diálogo entre actores con opciones políticas y concepciones de laseguridad radicalmente diferentes. Luego del final de la Guerra Fría, el discurso de la Organización se orientó hacia la promoción de un ideal democrático robusto. Sin embargo, los hechos mostraron los límites del optimismo inicial. El rol efectivo de la Organización siguió vinculado a un concepto tradicional de seguridad como seguridad interestatal, con cierta atención a la dimensión de los derechos humanos, pero también con una alta tolerancia a los regímenes no democráticos que persistían en su seno. Esta geometría variableentre los componentes del concepto de seguridad se relaciona con la naturaleza misma de la Organización: ella nació como forma de garantizar un modus vivendientre Estados con intereses e ideologías enfrentados y mantiene en buena medida este carácter, aunque la oposición no sea hoy entre dos modelos económicos diferentes sino entre Estados con grados variables de democratización.

141. Desradicalizacióny desvinculación:aspectos formales y teóricos

Abstract:: La radicalización constituye una de las mayores problemáticas a nivel securitario y social. No obstante, el número de detenciones en los últimos años han llevado a replantearse reforzar los modelos de intervención en su relación con la desvinculación y la desradicalización. Como consecuencia, la atención está cambiando hacia los procesos de desvinculación/desradicalización. Tratando de aunar los conocimientos sobre la temática, en el presente manuscrito se realiza una revisión de la literatura que trata de identificar y valorar algunos de los factores y modelos de desvinculación, desradicalización y/o reinserción desarrollados en estas últimas décadas. En primera instancia se conceptualizan la desradicalización, entendida como un proceso social y psicológico por el que el compromiso de un individuo con la radicalización violenta y su participación en ella se reducen hasta el punto de que ya no corre el riesgo de implicarse y participar en actividades violentas, y la desvinculación, proceso mediante el cual un individuo experimenta un cambio de rol o función que suele ir asociado a una reducción de la participación en la violencia. Posteriormente, se analizan los principales factores de empuje y atracción que se han encontrado en la literatura, destacando, por un lado, la desilusión con la estrategia o las acciones del grupo radical y, por otro lado, las relaciones con personas fuera del grupo y las demandas familiares. A continuación, se hacen explícitos siete modelos teóricos propuestos desde distintas disciplinas que tratan de explicar los procesos de desvinculación, desradicalización y/o reinserción social. Entre estos modelos, encontramos la trayectoria de desvinculación,el modelo de inversión,el modelo 3N,el modelo pro-integración,los bucles de refuerzo,el modelo de las dinámicas de la desvinculación y el modelo fénix de desvinculación. Finalmente, se discuten algunas de las similitudes y diferencias de estos modelos y sus principales limitaciones.

Abstract:: Since the outbreak of the Yemeni war in 2015, the Sultanate of Oman has been keen to adhere to a policy of neutrality and has refrained from the option of engaging in any military action, convinced of the futility of this option and its inability to resolve and change the reality on the ground. Instead, the Omani conviction was directed towards the option of dialogue and activating channels of negotiation and diplomatic communication, which is what the Sultanate has devoted its policy in Yemen towards, and it has tended to play the role of mediator between the conflicting parties.With the escalation of the war in Yemen, the Sultanate of Oman adhered to its neutral position with its quest for positive neutrality by activating and exercising the role of mediation, a role that came in line with the premises and principles of its foreign policy, and for which it had several qualifications. However, other factors, such as the nature of the crisis and conflict in Yemen, and the continued hardening of positions, remained an obstacle to the development of mediation and reaching the stage of a comprehensive settlement.

Abstract:: Maritime security has been in recent times emerged as a burning issue in the fields of international relations in general and in the Indo-Pacific region in particular. With topographical tectonics, this area includes numerous “choke points” on maritime routes that are strategically important to world trade, playing an important role in the transportation of oil, gas and cargo products from the Middle East to Australia and East Asia. Therefore, maritime security issues for the lifeline of the world economy are a matter of concern for the countries in the Indo-Pacific region, in which the important role of the sea route through the Straits of Malacca is increasingly emphasized. With a geostrategic position connecting the Andaman Sea (Indian Ocean) and the South China Sea (Pacific Ocean), the Straits of Malacca is the shortest route between the Middle East and Asia in general and Pacific Rim countries in particular. This is the location that accounts for a quarter of the world’s marine traffic annually. Energy security and trade economy of major powerful countries in the Indo-Pacific region depend heavily on the maritime security of the Straits of Malacca route. Through an analysis of the Malacca Strait’s geostrategic location, this paper elucidates the Indo-Pacific region’s importance in maritime security field in the first two decades of the twenty-first century.

Abstract:: Turkish foreign policy under Recep Tayyip Erdogan has gone through a number of turns since 2003, characterized by the country’s leader continuously taking stock of domestic and global dynamics whilst navigating between the U.S. and Europe, Russia, and the Middle East. He came to power in Ankara 19 years ago after rising through Türkiye’s political Islamist movement, serving first as prime minister and since 2014 as president. Erdogan’s foreign policy approach over two decades can be divided into a number of periods: an initial era of aspirational multilateralism with a strong pro‑EU tilt, until roughly 2009; an ambitious period of regional assertion marked by failed support for the Muslim Brotherhood and the Arab uprisings, until around 2015; an increasingly unilateral, hard‑power driven period through 2020; and what appears to be a new era blending hard power—enabled and symbolized by Turkish drones—and a Ukraine war, in which Türkiye is, simultaneously, selling drones to Kyiv and courting Washington while implementing the 1936 Montreux Treaty to limit its frenemy Moscow’s access to the Black Sea. Together with recent steps aimed at rapprochement with Israel and Gulf Cooperation Council (GCC) states like Saudi Arabia and the United Arab Emirates (UAE), these last factors encapsulate the new era of Turkish foreign policy—albeit one overshadowed at the moment by Ankara’s unwillingness to unconditionally approve Swedish and Finnish accession to NATO.

146. Türkiye and the Russia-Ukraine War: Impact on the West, Central Asia, and the Caucasus

Abstract:: During a recent webinar, I was asked to address the following question: what does Russia’s invasion of Ukraine mean for Türkiye’s approach to the Caucasus and Central Asia? At first, the question struck me as odd. Having worked on these issues since the late 1990s and now living in Istanbul, it seemed obvious to me that Türkiye’s goals in these regions have been enduring since the end of the Cold War and were not changing because of Russia’s latest invasion of Ukraine. These goals, I said, were and remain to: secure westward exports of oil and natural gas produced in the Caspian Basin; promote stability in the South Caucasus; and strengthen Türkiye’s business and cultural ties with the Turkic populations of Azerbaijan, Turkmenistan, Kazakhstan, Uzbekistan, and Kyrgyzstan. Türkiye’s approach toward Russia in this context also remains what it has been since the Ottoman centuries: cooperate where possible but confront where necessary. Reflecting momentarily on this question, however, I realized how different Ankara’s goals appear from the perspectives of Washington, Paris, and Athens. In these and other NATO capitals, Turkish foreign policy seems to have shifted from its pursuit of “zero problems with neighbors” during the early years of the leadership of Recep Tayyip Erdogan to one of “zero neighbors without problems.” Türkiye is thus viewed within the Atlantic Alliance as a belligerent outlier, bent on violating international law to pursue the extraction of Eastern Mediterranean hydrocarbons, enabling Azerbaijan to use military force during the Second Karabakh War, and aligning in Syria more with Russia than with its own treaty allies.

147. How the Conflict Over Ukraine Affects Security in the South Caucasus

Abstract:: Against the background of the present stage of the conflict over Ukraine, the South Caucasus is experiencing perturbation. Three examples rise immediately to mind: elements of the 10 November 2020 tripartite between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War statement (and the arrangements that have derived from it) are being suboptimally implemented; the leaders of Georgia’s breakaway region of South Ossetia continue to hold out the possibility to conduct a referendum on “unification” with Russia; and the uncertain outcome of the talks in Vienna to revive the Iran nuclear deal. Such and similar examples have led all three South Caucasus states (Armenia, Azerbaijan, and Georgia) to pursue variants of a policy some call “neutrality” and others “hedging” between the parties to the conflict over Ukraine. Located at the intersection of Europe, Russia, and the Greater Middle East—and thus constituting the western part of the Silk Road region, as defined by the Editorial Statement of Baku Dialogues—the South Caucasus is one of the most important and, at the same time, one of the most potentially explosive areas bordering the West. Over the past several decades, developments within all three South Caucasus states have contributed to a general sense of insecurity within the region. These include, most obviously, ethno‑political conflicts, civil wars, and color revolutions; the lackluster development of Western‑style governance institutions; and the widely‑held perception of ongoing high levels of corruption. Even the potentially positive strategic consequences of the outcome of the Second Karabakh War—namely, the prospect for the normalization of two sets of bilateral relationships (Armenia‑Azerbaijan and Armenia‑Türkiye) and the unblocking of all economic and transport connections in the region—have been overshadowed by the ongoing restructuring of world order, manifested by the increase of geopolitical volatility and ambiguity due to the major escalation of the conflict over Ukraine whose present phase began on 24 February 2022. The effects of the Western‑led sanctions and export restrictions regime against Russia have spilled over into the South Caucasus— notwithstanding the fact that none of the region’s states have formally aligned themselves with them. This essay provides an overview of the reverberations of the conflict over Ukraine towards the South Caucasus, with a focus on its impact on the region’s political, economic, and security environment.

148. ‘Strasbourg’ in the South Caucasus: The EU’s Opportunities, Obstacles, and Incentives

Abstract:: Implausible might be the hyperbole of “once in a generation.” Occasionally, overstatement is legitimate and necessary. Just as the Baku‑Tbilisi‑Ceyhan (BTC) pipeline revolutionized development and income in the South Caucasus a generation ago, so too (and more) are the prospects of reconstruction in the region due to Azerbaijan’s victory in the Second Karabakh War. The possibilities for win‑win progress and growth are truly unprecedented. Hyperbolic hope faces challenges, and they need reconciliation with the unprecedented opportunities now recasting the South Caucasus— with potential betterment of the peoples and countries of the region, and even for the wider world. This essay first considers the momentous changes already underway as well as the significances they portend. It then assesses obstacles, and thereafter suggests ‘Strasbourg’ as a multi‑faceted label for contributions both to overcome them and help to realize fully the ambitions for this region. To be precise: ‘Strasbourg’ here means the physical, technological, and financial involvement of the EU in regional infrastructural development, including linkages of the South Caucasus more widely, and also as a metaphor for deep‑seated, historically truthful reconciliation. (In the Summer 2021 edition of Baku Dialogues, elements of both meanings were put forward by F. Murat Özkaleli in an article titled “Winning the Peace” and are built upon here.) This thinking takes even greater significance as Euro‑Atlantic planning will concentrate on redefining relations in this region due to conflict over Ukraine.

149. The “One China” Issue in U.S.-China Relations

Abstract:: Speaker of the U.S. House of Representatives Nancy Pelosi’s visit to Armenia in September 2022 caused some limited geopolitical commotion, as most readers of Baku Dialogues are keenly aware. Without downplaying its regional significance in the slightest, it was, however, her visit to Taiwan in August 2022 that made global headlines and triggered a new round of tensions in the Taiwan Strait. At the core of that controversy is the status of Taiwan. While the People’s Republic of China (PRC) condemned the visit as a violation of the “one China principle,” the U.S. government and Pelosi herself insisted that it was consistent with America’s “one China policy.” Five decades after U.S. President Richard Nixon’s historic visit to China, the Taiwan issue remains the most difficult and potentially most explosive dispute between the United States and China. While Beijing maintains that the “one China principle,” with the PRC representing all of China, is the foundation of U.S.‑China relations, Washington emphasizes that its “one China policy” treats Taiwan as a separate entity from the PRC. Meanwhile, Taipei, under the rule of the Democratic Progressive Party (DPP), has asserted that Taiwan is already independent and the two sides across the Taiwan Strait are not subordinate to each other. As the U.S.‑China rivalry intensifies, Taiwan has quickly re‑emerged as the biggest hot‑button issue between the two great powers. The Taiwan issue is so serious that it routinely tops the agenda of meetings and phone calls between Chinese and U.S. officials, including calls between PRC President Xi Jinping and U.S. President Joe Biden. Shortly before Pelosi’s visit to Taiwan, Xi warned that “those who play with fire will get burned” during a phone call with Biden.

150. The Lynchpin of the Middle Corridor

Abstract:: Particularly in today’s evolving geopolitical and economic reality triggered by Russia’s invasion of Ukraine, the Caspian region has gained greater relevance whilst acquiring renewed significance. More specifically, one of the geostrategic consequences of Putin’s ongoing assault against Ukraine and its broader implications for the global economy has been the enhanced impetus for ensuring the pragmatic and strategic utility of the “Middle Corridor” (also more formally known as the Trans‑Caspian International Transport Route, or TITR) for the Caspian region and beyond as a viable commercial transport route alternative to the long‑established northern pathway through Russia. China, which has been eager to expand its economic networks, had hoped to dominate economically the utilization of the Middle Corridor as part of an expanding BRI. But at least some of the countries in the region (and beyond) have grown increasingly uneasy about participating in it. They have viewed China as leaving many of its BRI promises unfulfilled. And they have also become more concerned that Beijing’s BRI engagement comes with too many geopolitical strings attached and can lead to debt traps. By and large, China has invested in a number of infrastructure projects in Central Asia within the framework of BRI. Most of China’s activity has taken place on the eastern shore of the Caspian. Major port, pipeline, and infrastructure projects on the Caspian’s western shore have been done without much, if any, direct Chinese involvement. Making the Middle Corridor work properly is not an easy task: it will take considerable degrees of time, financial means, and political commitment. With many economic and political challenges lingering around, by no means, the cross‑country transportation route could become the cheapest option any time soon. Nonetheless, in an increasingly raucous world where diversifying supply chains reduce risk and has become more desirable, the route could become not only fully viable but, more importantly, truly cost‑effective.

Abstract:: At the beginning of 2022, just as the globalizing world was entering the postCovid period and the United Nations Climate Change Conference declared a “code red” emergency for the climate crisis at COP 27, a strategically calculated move came from Russian President Vladimir Putin to unlawfully invade Ukraine. From the beginning, the invasion of Ukraine has generated impacts much larger and more transformative than any previous crisis, triggering serious crisis-ridden developments in the international system and globalization and forcing national governments and global actors to recalibrate and reposition. It is in this global and broader context NATO’s Madrid Summit and its “new Strategic Concept” should be analyzed and assessed. This paper argues that the summit is historic, necessary, but not sufficient. To substantiate this argument, it analyzes is NATO’s new strategic concept in detail, exploring its critical importance, its transformative effect and the six challenges that it faces.

Abstract:: Russia’s invasion of Ukraine seems to have led, with very few exceptions, to greater cooperation among members of the Western alliance and brought the transatlantic partners closer to one another. As a result, NATO, which has undergone several changes since the end of the Cold War, has regained its key role as the cornerstone of the West’s collective security interests. In its enhanced position, NATO also appears to be emerging as the champion of the liberal order as well as the universal values embraced by transatlantic partners. Yet, it may also be facing new challenges both from within, particularly in the case of a prolonged conflict in Europe, and from China, which is demonstrating increasing rivalry to the West.

Abstract:: The war between Russia and Ukraine that began on 24 February 2022, has now gone on for more than four months. It has already taken a severe toll on much of the world and will cause much more harm the longer it continues. Moreover, it does not seem likely to end soon. Russian President Vladimir Putin recently declared that Russia has barely begun its military operation in Ukraine. He has clearly stated his goal of taking the entire Donbas. Success in that endeavor may motivate him to continue the fight for other objectives, including the major industrial center of Kharkiv, the key Black Sea port of Odesa, and perhaps even Kyiv and its environs. For his part, Ukrainian President Volodymyr Zelensky has repeatedly said his goal is to push Russia back to the line it occupied on 23 February. His Minister of Foreign Affairs Dmytro Kuleba has spoken of winning back the entire Donbas and liberating “the rest of our territory.” The U.S. Director of National Intelligence has predicted that a “grinding struggle” may continue for a long time. 154. The Historical Roots of NATO Engagement in the Mediterranean

Abstract:: The new strategic concept of the alliance looks at the Mediterranean situation as a shift in the engagement with a history that is as old as the origins of the Western bloc. In this history, the Italian role has been an example for the other Mediterranean countries that later joined NATO. The steps in the construction of the Atlantic coalition started also in Mediterranean with U.S. military engagement grounded in Truman’s doctrine. Twenty years late, the North Atlantic Council’s report on the alliance’s future tasks examined crucial “exposed areas” for NATO, and first among them was the Mediterranean. After the collapse of the Soviet system, NATO worked on a relationship of coexistence and cooperation with Russia. The ongoing invasion in Ukraine has thwarted years of discussion and work, but the partnerships promoted by NATO with the countries of the so-called enlarged Mediterranean stand as a success story.

Abstract:: In a ground-breaking move, Women, Peace, and Security (WPS) features prominently in NATO’s Strategic Concept for the first time, a powerful signal that it will form a central part of NATO’s changing priorities going forward. At the same time, there have been significant gendered silences in NATO and its allies’ response to the Russia-Ukraine War, undermining these policy aspirations. This is despite over a decade of significant investment in the WPS architecture across NATO’s political and military structures, including the creation of a high-level Special Representative on Women, Peace, and Security, reporting directly to the Secretary General and supporting a comprehensive WPS policy adopted in conjunction with NATO partners. Focus therefore needs to be given to what NATO can do to operationalize the WPS aspirations of the new Strategic Concept in practice.

Abstract:: Russia’s war of aggression on Ukraine launched on 24 February 2022 upended Europe’s security order. The invasion was a wake-up call that peace in the continent should not be taken for granted and a catalyst for change at European and transatlantic level. The EU adopted a long-term Strategic Compass for security and defense. NATO, no longer “braindead,” issued a new Strategic Concept for the coming decade and is expanding. Allied leaders agreed to a fundamental shift in NATO’s deterrence and defense posture and to continue the fight against terrorism. They committed to long-term support for Ukraine, they invited Finland and Sweden to join the Alliance, and they unveiled a new NATO Strategic Concept. Alliance members must now translate words into deeds. They must move from deterrence by reinforcement to deterrence by denial. They must bolster their resilience to disruptive forces. They need to offer Ukraine, Georgia, Moldova and other partners what they need to defend themselves. They must address the China challenge. And they must rebalance transatlantic defense burdens by boosting European capabilities.

Abstract:: The secure defense of NATO members does not depend on the Kyiv frontline; the southern flank is the most unguarded. This paper deals with the Mediterranean, a closed sea without borders which globalized before globalization, examining some strategic alternatives for Western allies. The Mediterranean is a point of contact, a diaphragm, and a battlefield. In addition, the central Mediterranean is a relevant area where Russia and China have their foot in the door because of the disengagement of France and Italy and the lack of attention of NATO. It is precisely on this weaker frontier that NATO must relaunch its commitment and presence. Defending marine spaces determines the continent’s safety. So, losing the Mediterranean can be disastrous. Abstract:: NATO’s new Strategic Concept highlights areas of change and continuity in nuclear priorities. These priorities will be driven by a combination of global and domestic political factors. In this article, I argue that the continued threat posed by Russia, the growth of the anti-nuclear movement in Europe, the rise of China, and the emergence of new nuclear technologies will drive NATO nuclear priorities for the foreseeable future. Russian aggression drives continuity in NATO nuclear priorities, as Russia has been, and will remain, the primary threat to NATO security. Abstract:: The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. This positive change does not, however, provide an answer to some of the fundamental challenges that Israel is facing, which cast their shadows on the entire region, such as the Iranian threat - Tehran’s regional ambitions and its efforts to gain nuclear capabilities; but first and foremost, the Israeli-Palestinian conflict, which is getting further and further away from a solution, and may flare up and damage regional stability and hinder the progress in Israeli-Arab relations, which was achieved following the signing of the Abraham accords.

Abstract:: Israelis and Gulf Arabs became closer amid shared fears of an aggressive and powerful administration in Tehran, which boasted of its influence over four Arab capitals (Baghdad, Damascus, Beirut, and Sana’a). With the signing of the Abraham Accords, states on the periphery of the Israeli-Palestinian conflict decided that the benefits of establishing relations with Israel outweighed the risks. Abstract:: In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

Abstract:: In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

Abstract:: Kidnapping in Nigeria is not a new phenomenon but has assumed an alarming dimension in recent times. Acts of kidnapping are increasingly perpetrated by different criminal elements, such as militias, gangs, ritualists, and terrorists, among others, for a variety of reasons. However, the increased frequency, geographical spread, and operational sophistication of kidnapping for ransom (K4R) is a major source of concern for individuals, organisations, the diplomatic community, and, indeed, the Nigerian Government. Much of the concern is about the safety of the victims as well as the cost of this expanding criminal enterprise. For instance, Nigeria’s main geopolitical intelligence platform, SBM Intelligence, estimated that between 2011 and 2020, Nigerians paid at least US$18.34 million (₦7 billion) in ransoms to kidnappers.[1] In the first half of 2021, 2 371 people were kidnapped and the sum of about US$23.84 million (N10 billion) was demanded in ransoms in Nigeria.[2] The targets are as diverse as the actors who benefit from and the factors that underpin the upsurge in K4R. Expatriates, businesspeople, schoolchildren, women, politicians, government officials, diplomats, and traditional rulers, among others, are increasingly being targeted by criminal gangs.[3] The wanton predation on schoolchildren through mass abduction by armed groups that are ideologically or economically motivated is the latest worrisome trend in the pattern of criminal victimisation in Nigeria. This article examines the trajectory of the mass abduction of schoolchildren in northern Nigeria, highlighting the drivers of mass abduction and evaluating emerging responses by the government.

Abstract:: The quote above refers to the recurring dialogue between Miss Sophie, a sophisticated English lady, and her butler James in a British comedy sketch from 1963. Miss Sophie every year celebrates her birthday by holding a festive dinner for her friends, Mr. Pomeroy, Mr. Winterbottom, Sir Toby, and Admiral von Schneider. Unfortunately, Miss Sophie has long outlived all her friends, so she is the only one seated at the table; her guests are represented by her butler James, who ends up waiting on the imaginary guests and consuming all of their alcoholic beverages while toasting Miss Sophie. All four courses of the dinner follow the same pattern: Miss Sophie will choose the beverage that best fits with the course, followed by James asking, “The same procedure as last year, Miss Sophie?” and Miss Sophie answering, “The same procedure as every year, James!” The exchange might also be used to describe U.S. counter-terrorism strategy since the 9/11 attacks. Even though Presidents George W. Bush, Barack Obama, and Donald Trump could not be more different in terms of their political outlooks, personalities, and leadership styles, there has been a remarkable continuity in their approaches. Since 9/11, U.S. counter-terrorism policies have focused on externalizing the terrorism threat, designed to prevent the enemy from coming close to the U.S. homeland, by means of border security and surveillance measures, and tie them up offshore, either on far away battlefields, at Guantanamo Bay detention camp, or in other overseas prisons.

Abstract:: As George Washington contemplated attending the Constitutional Convention in 1787, he worried that if the meeting failed it would stain his reputation and jeopardize his place as father of the American republic. Given the support for and failures of the Articles of Confederation, Washington had good reason to worry that either the convention would not produce an alternative to the Articles or that it would produce one that was as ineffective and short-lived. However much Washington may have been motivated by vanity, he was predisposed to expect that failure was a common outcome of politics, in some cases because providence or fate controlled the outcome, not human agency. In instances when and to the degree that outcomes depended on human agency, Washington knew that human beings were prone to vices that were contrary to the higher ends of politics. Abstract:: The relationship between the United Nations Security Council and Non- Governmental Organizations has scarcely been considered in scholarship on international security. This lack of academic interest contrasts with accounts on the engagement of NGOs in the production and advancement of UNSC discussions on women and children. By drawing on international relations and social movements’ theoretical contributions, the paper traces NGOs’ strategies to participate in UNSC thematic debates. By looking at the actions of the Watchlist on Children and Armed Conflict and the NGO Working Group on Women, Peace, and Security, the analysis finds that NGOs have built coalitions among themselves and maintained networks with friendly countries and UN specialized agencies to capitalize on favorable political and institutional opportunities and expand the access to the security sector.

Abstract:: This study considers the development and reform of the anti-dumping regime in Brazil as a ratification example of the multilateral trading system proposed by the World Trade Organization (WTO). Brazil's history of leadership in the WTO Rounds, as well as its emergence among users of temporary barriers illustrates the fact that developing countries participate, with some success, in the endorsement and strengthening of the multilateral system itself. Using the WTO Anti-Dumping Agreement (ADA) as a model for its own regulatory framework, this practice ensures that domestic legislation will have greater compliance to international obligations and avoid constraints via the Dispute Settlement Body. Finally, the case of Decree 8,058/2013 highlighted the importance that specialized agents in the middle management of the Ministry of Development, Industry and Foreign Trade (MDIC) have in the management and improvement of the Brazilian public policy.

Abstract:: After the signing of peace in Colombia, attention has been directed to the difficult process of implementing the agreements. This complex scenario has downplayed the problem of Colombian military transformation. The basis of that transformation, the Damasco doctrine, the, has encountered resistance within the Colombian Military Forces. Through the application of a process tracing method, we infer that there is a non-linear process, but in progress towards the fulfillment of the objectives of the doctrine. Thus, we identify three drivers that are making this transformation progress: a renewed confrontation with Venezuela; the changing nature of the domestic conflict; and the Colombia’s NATO global partner status.

Abstract:: The sea/maritime domain is a critical frontier of human exploration and exploitation for food production, transportation, commerce, research, communication, mining, defence, security, power projection and prestige in international system. These made it a frontier of strategic cooperation, competition and conflict. Consequently, the sea has been militarised by littoral states, which have led to the rise of naval powers, across time and space. Naval power is strategically relevant in defence, security and power projection, as evident in its roles in warfare, deterrence, policing, and diplomacy across history. This is even more pronounced during the golden age of naval power, when the roles of the navy were decisive in outcomes of war, territorial defence and conquest, empire building and maintenance, bargaining, industrialisation, commerce and global policing. However, the strategic relevance of naval power has undergone notable changes with the rise of air, nuclear and space powers. Abstract:: This paper proposes a model to support the decision to choose which multilateral export control regime of defense products and sensitive technologies in which Brazil does not yet participate, namely, Wassenaar Arrangement, Australia Group and Zangger Committee, should be prioritized for adhesion. For the development of this model, the Analytic Hierarchy Process (AHP) method was used, considered adequate for solving problems where criteria are qualitative and decisions tend to be based on personal experiences. The hierarchical structure of the problem used seven criteria (Country Legislation, Regulatory System, Licensing Structure, Enforcement Capacity, International Cooperation, Costs of Adhesion and Benefits for the Defense Industrial Base) to compare the three mentioned agreements. A questionnaire was set up and specialists related to National Defense were selected to answer them, after which their answers were collected, standardized, processed and analyzed. At the end, the agreements were ordered by preference to support decision making, illustrating the application of the proposed model.

Abstract:: We take into account that interpretations of security complexes, traditions of long peace, and violent peace do not fully explain how South American countries are organized regarding Defense. Given those, we ran a cluster analysis with data from the Stockholm International Peace Research Institute (SIPRI) and Military Balance report with economic defense expenditure and capabilities investment from South American countries to identify how they are organized, determining those that are most similar to each other (which would form complexes) and how they differ from the others (dissimilarities). The results showed four different clusters: the first formed by Chile, Peru, Argentina, and Bolivia; the second by Brazil, Colombia, Ecuador and Paraguay; the third only by the Guyana; and the fourth, formed only by Uruguay. We interpreted these clusters considering the history of conflicts, current countries threats and treaties.

Abstract:: North Atlantic Treaty Organization (NATO) has been the most important and successful multilateral military cum political organization, pursuing the agenda of exporting democracy globally and ensuring the mutual defense of its allies. Historically, NATO was formed against the threat of communism emanating from USSR (Russia). The alliance did not use military option till the end of the cold war between the west and USSR, but post-cold war, it transformed and operated in Balkans, South Asia, Horn of Africa, and Middle East. The 9/11 incident further enhanced the military role of the organization and gave it ample reason to act internationally for ensuring the global security. America, being the leader of the alliance used it for fighting the so-called global war on terrorism and its adventures in Middle East. Nevertheless, in the last two decades the organization went through various changes and is now continuously in the state of transformation. The wave of populism which had influenced the very concept of globalization has posed serious challenges for the alliance. The Trump rhetoric of “America first”, BREXIT, challenges of migration, changing demography of Europe, assertion of Russia in global politics, confrontation between the NATO allies like Turkey and France, and rise of China are few factors which may affect the future of the so-called intergovernmental military alliance. This article concurrently discusses the new challenges for the NATO and sheds light on the possible options to the strategy of Biden administration to reverse the policies of its predecessor which have influenced the cooperation of different allies of NATO. In the end researcher has tried to put forth few recommendations which may help the policy makers to cope with the challenges NATO is facing. The study is qualitative and analytical in nature whereas primary as well as secondary sources are used for data collection.

Security studies as a subfield in international relations was dominated by realist approach during the Cold War. However, by the of the cold war, the concept of security was debated between the widener–deepener. Abstract:: The coronavirus pandemic that struck in late 2019 has affected the world profoundly, and Japan is no exception. But the direct impact on Japan has been relatively small considering the number of cases of infections and deaths relative to the size of Japan’s population, particularly considering its elderly population and high density. For instance, among the G7 countries, Japan has had the fewest cases of infections (4,690 per million population as of May 2, 2021) compared to 32,276 in Canada, 40,620 in Germany, 64,804 in the United Kingdom, 66,828 in Italy, 86,283 in France, and 99,652 in the United States. Similarly, among the G7 countries, Japan has had by far the fewest number of deaths (81 per million population as of May 2, 2021) compared to 638 in Canada, 996 in Germany, 1,601 in France, 1,776 in the United States, 1,870 in the United Kingdom, and 2,004 in Italy. This chapter argues that although the direct disruptions to Japan resulting from the pandemic have been less than to the other G7 countries, the effect of the pandemic on other nations with strong geopolitical importance to Japan—in particular, the United States and China—coupled with changes in Japan’s domestic political and economic environment have accelerated changes in geopolitical posture and direction that were already in progress in Japan. The fundamental geopolitical challenge facing Japan is how to ensure its military security, political independence, and economic prosperity in the face of a less reliable and less predictable United States and a more powerful and more assertive China. For Japan, the ideal resolution of this challenge is to maintain positive and constructive relations with both countries, while recognizing the reality that even as economic ties with China—whether in trade, investment, finance, tourism, or the exchange of people—are growing relative to ties with the United States, political and security ties (and the sharing of common values) with the United States remain the centerpiece of Japan’s foreign policy. Given this context, it is only natural that Japan would seek to diversify and strengthen its relationships with other countries, regions, economic arrangements, and international organizations and institutions. This diversification, which could be seen since the end of the Cold War in the early 1990s, has gained momentum in recent years, and the pandemic has served only to accelerate it. The analysis proceeds through the examination of the following: 1) pandemic chronology; 2) Japan’s domestic politics; 3) relations with the United States; 4) relations with China; 5) Japan’s diversification strategy; and 6) conclusions.

Abstract:: COVID-19 has not gone away, and observers are now discussing possible long-term effects of the pandemic, including on geopolitics. A report by the European Parliament discussed five COVID-generated factors that could impact the geopolitical environment, i.e., supply chains, health multilateralism, digital diplomacy, climate change, and democratic activism. It predicted a reshuffling of value chains, where cooperation within the same “bloc” would be strengthened, while states continue their reshoring efforts, consequently shifting the current geopolitical environment. The report pointed out that the pandemic necessitated thorough scientific cooperation and information sharing beyond the level that the WHO had initially offered, suggesting changes in patterns of behavior, as in adapting to digital platforms while opening opportunities for nations to counter climate change and strengthen their geopolitical positions. Moreover, it also looked at the number of protests resulting from the pandemic and its economic effects and suggested that such pressure would encourage governments to mollify inequality. Missing is optimism that countries will be stirred to pursue common interests. Missing too is the geopolitical fallout from acutely worsening Sino-U.S. relations, as in South Korea, which stands at the forefront of states facing pressure from both sides. With the unforeseen disruption in both global and domestic economies, much attention has been paid to the effect of COVID-19 on the economic side rather than the political side, perhaps because many did not expect that the pandemic would last this long. However, recent disruptions are clearly rife with serious political implications, both domestically and globally. Above all, as seen from Seoul, their impact on the relationship between Beijing and Washington demonstrated how much the economic forces could spill into geopolitics. Koreans follow this impact attentively, realizing that worsening Sino-U.S. ties may reverberate on one or both powers, increasing pressure on Seoul’s efforts to sustain a precarious balance for the sake of its North Korean policy and its hope for regional stability. Many nations in the Indo-Pacific have recently struggled between the United States and China, trying to find the most advantageous equilibrium between security and economy. South Korea has uniquely stood on the frontlines, as in 2016-17 when it bowed to the U.S. and deployed the Terminal High Altitude Area Defense (THAAD) missile defense targeting North Korea, which was met with strong Chinese pressure—strict economic sanctions through unofficial channels and demands to promise the “three noes” that restricted further missile defense deployment to deescalate the tension. President Biden’s new measures to bridge security and economy through multilateralism call for Seoul to choose between acceding to U.S. requests or risking China’s threats to respond aggressively—even as some anti-THAAD sanctions remain in place. President Xi Jinping’s warnings point to China’s harsh response. South Korean concerns have grown because of the relationship between the current global supply chains and geopolitics, which is a preoccupation of the Biden administration. Situated at the juncture of supply networks centering around China, South Korea’s economy is almost certain to be heavily hit. Furthermore, the pandemic brought ongoing pressures for de-globalization and de-dollarization to the forefront with major ramifications for Seoul. Much of the anxiety has focused on the geopolitics of deteriorating relations between Beijing and Washington. The former is warning Seoul against joining the Quad, agreeing to trilateralism with Japan and the U.S., and tilting the balance away from China in the Sino-U.S.-ROK triangle. Meanwhile, the Biden administration, even before it clarifies its regional strategy, is nudging Seoul in precisely the opposite direction. The year 2020 raised challenging issues for Seoul, which loom in 2021 as more severe geopolitical tests for the Moon administration. To properly gauge the effect of COVID-19 on South Korea’s geopolitics, it is crucial to understand the world before the pandemic. Has COVID-19 functioned as an independent variable in South Korean geopolitics? If there is a discernable difference, we have to see whether that difference was caused by COVID-19. This paper proceeds in four parts: 1) outlining the pre-pandemic status quo up until 2020; 2) assessing how COVID-19 affected international geopolitics; 3) examining how it influenced South Korea’s supply chain and geopolitics; and 4) analyzing ongoing discourse on South Korea’s strategic choice amid the U.S.-China rivalry. These sections are followed by brief conclusions on implications for policy choices.

192. China, ASEAN, and the Covid-19 Pandemic

Abstract:: For Southeast Asia, the COVID-19 pandemic was not only a public health crisis. It also provided an occasion for China to deepen its engagement in the region by dint of its own successful containment of the virus within its borders, and the resources it possessed to extend help to regional countries battling COVID-19 and its consequences, including economic, on their own shores. While Chinese help was welcomed, Southeast Asia also sought to avoid being beholden to any single external power. To that end, Southeast Asian states have actively pursued such diversification not only through efforts at reinforcing cooperation within ASEAN but also by using ASEAN as a vehicle to engage external powers. At the end of 2019, Chinese health authorities reported a cluster of pneumonia cases that had emerged in Wuhan, in the province of Hubei, which eventually led to the confirmation of a novel coronavirus. Several weeks later in January, the pandemic struck Southeast Asian shores when the first case outside of China was detected in Thailand. Within a few months, the world found itself in the grip of a global pandemic. By the end of January 2021, there were more than 100 million recorded cases of the COVID-19 infection, with over two million deaths. While the fatality rates are lower than those of previous pandemics of the SARS (Severe Acute Respiratory Syndrome) strain, it has by far been the most infectious, prompting Singapore foreign minister Vivian Balakrishnan to opine that with the pandemic “we are facing a global life and death crisis which requires extraordinary measures.” Threats posed by pandemics are not new to Southeast Asia. In the last two decades alone, the region had been beset by several transnational health crises, of which SARS and the H5N1 Avian Flu were arguably the most lethal. What is striking about the current climate, however, is the backdrop against which the pandemic is playing out: the COVID-19 pandemic has hastened the further bifurcation of an international order that was already threatening to come undone because of the intensification of Sino-U.S. rivalry and American withdrawal from multilateralism under Donald J. Trump. Southeast Asian states found themselves increasingly compelled to reassess their relationships with external powers. Taking the present pandemic as a point of entry, this paper considers its impact on Southeast Asia’s relations with China and the U.S. The paper makes three main arguments. First, it contends that Sino-U.S. rivalry has sharpened over the COVID-19 pandemic by dint of the politicization of this public health crisis by both parties. Second, it argues that China has identified and seized upon opportunities presented by the pandemic to enhance its regional and global standing through continued support for multilateralism and economic engagement through initiatives such as the BRI, in turn creating favorable conditions for the advancement of its foreign policy interests. Conversely, because of the severe deficiencies in how the Trump administration handled the pandemic domestically, the Biden administration will have to prioritize its domestic challenges at the expense of greater bandwidth and resources for foreign policy, especially in Southeast Asia, a region that since the end of the Vietnam War has never featured prominently in Washington’s pursuit of its overseas interests. Third, it posits that while Southeast Asia has doubtless benefited from Chinese support during this crisis, the region remains skeptical of Chinese strategic intent and concerned about overreliance. States have tried to diversify relations with regional powers while strengthening cooperation within ASEAN. The paper first looks, by way of background, at how the pandemic emerged as the latest arena of Sino-U.S. rivalry. It then explores how China has handled the pandemic domestically, where its success has allowed it to expand its influence as a putative provider of “global public goods.” In the interest of brevity, the paper then focuses on ASEAN by documenting collective regional efforts and strategies to navigate great power rivalry in the realm of global public health.

Abstract:: The COVID-19 pandemic poses significant geopolitical challenges and presents opportunities for the United States in the Indo-Pacific. The Trump administration bungled the crisis, damaging the U.S.’s standing as a paragon of competence in public health, and functional governance more generally. The international face of the U.S. response deepened preexisting concerns—especially significant in the Indo-Pacific—that the U.S. had retreated from its post-Second World War and post-Cold War role of providing international public goods and leadership and supporting international institutions. Opportunities for the U.S. amid the crisis and in its aftermath stem primarily from shortcomings or unappealing features in China’s handling of the epidemic, and stumbles in China’s self-presentation as a provider of foreign assistance and international cooperation, and from U.S. policies—many of them embraced by the Biden administration—that could correct missteps and ameliorate trends that have diminished U.S. standing (especially during Donald Trump’s presidency). For the U.S. to reap potential gains, it also must adapt its policies to the implications of some Indo-Pacific states’ comparatively successful responses to the pandemic, and the pandemic-spotlighted nature of contemporary international problems.

Abstract:: How has the COVID-19 pandemic reshaped or influenced China’s geopolitical outlook and its grand strategy for the years to come? This is a question that will determine China’s relationship with the United States, the Indo-Pacific region, and the rest of the world. In the Chinese strategic community, the pandemic has been regarded as a “watershed” event that has reshaped the structure of the international system and the power equilibrium. Its importance is elevated to the same status as the end of World War II, which determined the bipolar international system between the U.S. and the Soviet Union, and the end of the Cold War which began thirty years of U.S. hegemony in a unipolar world. Although China began as a sheer loser in the pandemic given its culpability in the origin of COVID and its early poor management of the domestic spread of the disease, Beijing believes that it has eventually emerged as a pure winner in the pandemic: the relative gain China has made vis-à-vis the U.S.’s bigger losses in disease control, national power, economic growth, global leadership, and credibility has strengthened Chinese confidence that the tide is turning in China’s favor. The “effectiveness” of the Chinese political system, as manifested in its domestic disease control, has reinforced China’s ideological conviction of its superiority. As China uses COVID diplomacy to demonstrate the superiority and desirability of its political system, the pandemic is perceived as an opportunity for it to shape the new international order and promote China’s desired “Community of Common Destiny.” Challenges remain, as the U.S. revamps its alliance system under the Biden administration and as regional powers and Western countries grow increasingly concerned and anxious about China’s growing confidence and capabilities. However, for China, the pandemic has been a great opportunity, and China has emerged from it as a pure winner. It is an interesting question as to how the pandemic has changed the nature and the dynamics of the great power competition between the U.S. and China. Most would agree that the pandemic exacerbated, accelerated, and aggravated the deterioration of relations that the U.S. and China had already been experiencing before 2020. However, the differences lie in the degree, intensity, velocity, and extensiveness of the damage. Without the pandemic, the downward slope U.S. and China had already been on would not have come to a state of “freefall” in 2020. And that “freefall” period has long-lasting and significant implications for their bilateral relations in the post-COVID world. The damaged trust, confidence, and credibility, and the deeply entrenched sense of hostility, or even antagonism, have made any effort to repair the relations extremely difficult, if not completely impossible. And this reality will affect the regional dynamics in the Indo-Pacific region for the many years and decades to come.

The unsettled political geography of the South Caucasus and the ethno‑political separatism fueled by external actors since the early 1990s left bleeding wounds on the bodies of the newly re‑emerged sovereign states of Armenia, Azerbaijan, and Georgia. These conflicts have determined the trajectory of the geopolitical developments of the region for the last 30 years, including on the foreign policy orientations of these new states. The conflicts in the South Caucasus were the primary challenge for transforming the strategic assets of this region into greater political and economic success. Three major conflict areas in the South Caucasus were former autonomous regions, created in the early Soviet period: Nagorno‑Karabakh, Abkhazia, and the Tskhinvali region, what was called South Ossetia. (Briefly: the latter term was introduced by the Soviets in the 1920s as a name for the newly created autonomous area in Georgia, populated by Ossetians alongside ethnic Georgians. The historic homeland of Ossetians is located to the north of the Greater Caucasus mountains. Following the Soviet tradition of planting ethno‑political time bombs, Ossetia proper—located in the Russian Federation—was named North Ossetia, while the Tskhinvali region of Georgia—with the Ossetian population at the time concentrated in the border areas with Russia—was named South Ossetia.) As of today, all three of these areas are self‑proclaimed independent states, are formally ruled by de facto governments, and saw fierce military confrontation in the early 1990s. In 2008, the Tskhinvali region became the battleground between Russian and Georgian forces. In 2020, Azerbaijan regained through a combination of military action and diplomatic brinksmanship all seven regions outside of Nagorno‑ Karabakh that had been occupied by Armenia, as well as one‑third of the former Nagorno‑Karabakh region. In the case of Abkhazia and the Tskhinvali region/South Ossetia, as of mid‑2021, these territories remain, in reality, governed by Russian occupational forces. The Russian military influence was inserted into Karabakh after the war that ended on November 10th, 2020, with Russian peacekeepers playing an increasing role in the governance of the region. In terms of geopolitical orientation, Armenia willingly allowed Russian troops onto its territory, seeing them as a security guarantee and deterrent against Azerbaijan. Georgia aligned itself with the Western powers, determined to join NATO and the EU. The conflicts on Georgian territory are seen as punishment from Russia for Georgia’s pro‑Western focus. As a result, there has been a heavy Russian military presence in the separatist areas of Georgia since the Russian invasion to Georgia in 2008.

196. From Struggle to Permanent Failure Why the Karabakh Attempt at Secession Failed

Abstract:: After 44 days of fighting, the Second Karabakh War came to an end on 10 November 2020 as a result of a Russian‑brokered ceasefire agreement. The most important questions here appear to be: what led to this dangerous military escalation, and what does it mean for the conflict, given that it seems to have now entered into a (new) political phase, again? In the declining Soviet Union, what was originally a status dispute over the autonomous Nagorno‑Karabakh region escalated into an international violent conflict between Armenia and Azerbaijan in the early 1990s. Following the end of a bloody war in 1994 (the First Karabakh War, 1992‑ 1994), a fragile situation around the conflict region took root: the “frozen conflict,” as it came to be known, lasted for nearly three decades and led to conditions of neither war nor peace. And during this period, it was feared that the longer the sides had to wait for a peace agreement to be reached, the more likely the conflict would re‑escalate and eventually erupt again into a hot war. As it turned out, this is exactly what happened: an all‑out six‑week war erupted again unexpectedly between the conflict parties in late September 2020, and, as a result, the Armenian side more or less capitulated. But first things first: in the First Karabakh War, Azerbaijan suffered a major defeat, ceding to Armenian forces not only the secessionist region itself but also seven surrounding territories. These other lands were, as a whole, twice the size of Nagorno‑ Karabakh itself and contained five times the old oblast’s population, the entirety of which was expelled by the time an armistice was signed in 1994. And that is why during this war the UN Security Council responded by passing four resolutions demanding the withdrawal of Armenian forces from the occupied areas of Azerbaijan. However, the UN resolutions failed to have any effect. Since that time, no international protagonists felt a strong, compelling need to try to resolve the Nagorno‑ Karabakh conflict. In addition, all international actors dismissed the idea of “power mediation.” Moreover, although Russia as a key international actor is directly involved in all the conflicts on the territory of the former Soviet Union, its involvement in the Nagorno‑Karabakh dispute has been rather indirect: in the Karabakh case, Moscow has been both a critical and a questionable actor. On the one hand, the Kremlin has taken a central position in mediating a peaceful settlement to the conflict while, on the other hand, it has been delivering weapons to both sides. This last represents perhaps the most striking situation regarding the international dimension of the conflict. Russia is militarily allied with Armenia and has a military presence in the country. It has provided security guarantees to Yerevan, primarily through their shared membership in the Collective Security Treaty Organization (CSTO), which neutralized to a certain extent the potential effects of Russian arms being sold to financially strong Azerbaijan on a purely commercial basis.

197. Beijing’s Long Way to the Gulf Region Oil, Security, Geopolitics

Abstract:: Energy cooperation has been a key aspect of growing bilateral cooperation between China and the Arab states of the Gulf region for the past several years. Since 1996, China has become a net importer of crude oil and, as the second‑largest energy consumer in the world after the United States, is now the third‑largest importer of oil after the United States and Japan. Therefore, it should not come as a surprise that China is eying a deep and strategic partnership with the states of a region that sits on top of the world’s largest proven crude oil and natural gas reserves. The deepening political and economic cooperation between China and the member states of the Gulf Cooperation Council (GCC) has received increasing attention from the region’s more established strategic players: foremost the United States, but also the UK as well as the EU and some of its member states. Indeed, the region’s apparent geopolitical challenges— such as the American withdrawal from the Middle East, the escalation of sectarian wars in the region, the outbreak and development of the Syrian conflict followed by the spread of Islamic radicalism and similar threats—have encouraged the Arab states in the Gulf (as well as Iran) to look more to the East for new reliable partners. This has provided China with an opportunity to obtain a foothold in the region, which sits adjacent to the Silk Road region and is therefore of significant and lasting interest to readers of Baku Dialogues. With the rapid growth of its economy and consequent heightened energy demands, China is viewed as a potential investor by the oil rich GCC states, each of which needs to diversify its economy. Ongoing Western sanctions directed against Iran also make China an attractive proposition for Tehran. Although the Chinese interest in, and policy towards, the region is increasingly complex, this new axis between the Gulf region (especially the Arab half) and China has not received much attention from the think tank and academic communities—at least in the West.

198. Ukraine’s Strategic Relations with the South Caucasus With References to Turkey and Russia

Abstract:: kraine’s relations with the three Southern Caucasian states of Azerbaijan, Georgia, and Armenia have been varied during the three decades since the disintegration of the Soviet Union. Ukraine has paid greater attention to pro‑Western Georgia and multivectoral Azerbaijan, and the least attention to pro‑Russian Armenia. In Soviet times, the Ukrainian and Georgian dissident and nationalist movements maintained close ties, and this influenced the development of friendly relations between Ukraine and Georgia in the post‑Soviet era. From the late 1990s onwards, Ukraine and Georgia made joining both NATO and the EU priority goals, which also played a role in bringing Kyiv and Tbilisi together. Azerbaijan pursued a multi‑vector foreign policy of integration without membership in these two institutions, managing to be cautiously pro‑Western but at the same time not anti‑Russian. Armenia, on the other hand, has been a member of all Russian‑led regional integration projects since the early 1990s, and therefore Kyiv has had few common interests with Yerevan. Relations with Armenia have deteriorated since 2014 because of Armenia’s support for Russia’s annexation of Crimea and the presence of Armenian mercenaries fighting against Ukraine in the ranks of Russia’s proxies in the Donbas. During the Second Karabakh War, the Ukrainian media, President Volodymyr Zelenskyy and all political parties (except one pro‑Russian one) enthusiastically supported Azerbaijan.

Abstract:: The article starts from the hypothesis that the COVID-19 pandemic re-evaluates the concept of multidimensional security, which emerged from the 2003 meeting of the Organization of American States. It is argued that, at the level of hemispheric geopolitics, it is in the three most populous countries, under the nationalist and populist leaderships of Donald Trump, Jair Bolsonaro and Andrés Manuel López Obrador, where the pandemic has wreaked the most havoc. The similarities in the initial handling of the pandemic, its minus-valuation, the so-called Fourth Transformation policy and its characteristics, deployed by President López Obrador in Mexico and its effect on the militarization of the country are analyzed as well as the impact of the pandemic on the population and the great economic crisis induced. It is concluded that Mexico is experiencing a "militarization with popular support", and that the pandemic has favored the public image of the military. / El artículo se desarrolla sobre la hipótesis de que la pandemia COVID-19 revalora el concepto de seguridad multidimensional, desprendido de la reunión de la Organización de Estados Americanos de 2003. Se afirma que, a nivel de la geopolítica del hemisferio, es en los tres países más poblados, los liderazgos nacionalistas y populistas de Donald Trump, Jair Bolsonaro y Andrés Manuel López Obrador, donde la pandemia ha causado más estragos. Se analizan las similitudes en el manejo inicial de la pandemia, su minusvaloración, la llamada política de la Cuarta Transformación y sus características, desplegada por el presidente López Obrador en México y el efecto que tiene en la militarización del país; el impacto de la pandemia en la población y la gran crisis económica inducida. Se concluye que México vive una “militarización con respaldo popular”, y que la pandemia ha sido un elemento que ha favorecido a los militares en su imagen pública.

Abstract:: COVID-19 pandemic has exposed gaps and vulnerabilities around the world and, at the same time, has highlighted the demand for more cooperation and commitment from countries to address global risks and challenges. However, not all nations are in a position to meet these demands. In Latin America, hard hit by the pandemic, Venezuela appears as one of the most critical countries. COVID-19 has arrived in a country whose institutional and economic deterioration has been affected by two decades of steep decline. Its democratic institutions are among the worst evaluated on the planet and its economic and social situation has been dramatically reported with the massive exodus of Venezuelans. This article presents a very general diagnosis of what could be called "the Venezuela factor" in the regional context under the prism of COVID-19. / La pandemia del COVID-19 ha expuesto falencias y vulnerabilidades en todo el mundo y ha advertido la demanda de más cooperación y compromiso por parte de los países para enfrentar los riesgos y desafíos globales. Sin embargo, no todas las naciones están en condiciones de asumir estas exigencias. En América Latina, duramente golpeada por la pandemia, Venezuela aparece como uno de los factores más críticos. El COVID-19 ha llegado a un país cuyo deterioro institucional y económico supera las dos décadas de acentuado declive. Sus instituciones democráticas se encuentran entre las peor evaluadas del planeta y su situación económica y social se ha expresado dramáticamente en el éxodo masivo de venezolanos. En este artículo se presenta un diagnóstico muy general de lo que podría llamarse «el factor Venezuela» en el contexto regional bajo el prisma del COVID-19.
