Abstract:
Over 25 years ago, Susan Strange urged IR scholars to include multinational corporations in their analysis. Within IR and IPE discussions, this was either mostly ignored or reflected in an empirically and methodologically unsatisfactory way. We reiterate Strange’s call by sketching a fine-grained theoretical and empirical approach that includes both states and corporations as juxtaposed actors that interact in transnational networks inherent to the contemporary international political economy. This realistic, juxtaposed, actor- and relations-centred perspective on state and corporate power in the global system is empirically illustrated by the example of the transnationalisation of state ownership.

For the Journal’s 19th issue, we explore modern populism across the world. Richard Aidoo looks at the landscape of anti-Chinese populism in the context of Africa’s resource scramble, while Alexander B. Makulilo takes an in depth look at the siren song of populism in Tanzania. Marten Brienen and Carlos de la Torre hone in on populism in Latin America, exploring its early 21st Century evolution and its relationship with democracy respectively. Additionally, the Journal is proud to publish an interview with Ron Boquier and Raul Castillo, both of whom are active supporters of human rights in Venezuela, a county was a harbinger of recent global populist sentiment. Outgoing editor Joel Martinez speaks with Boquier and Castillo on the roles of the United Nations and United States in helping to advance democratic reform in the country.

Abstract:
This analysis written “in medias res” (in the midst of things) covers trade policy under President Donald Trump. The basic outline was prefigured during the presidential campaign, but this did not preclude surprising policy twists and turns (even contradictions) during the first months of the administration. In part, these tergiversations can be explained by the shakedown cruise for any new regime, but in this case, this fairly standard phenomenon has been complicated by the highly personal, idiosyncratic “Trump brand” of policymaking. In many areas of domestic and foreign policy, Trump had little or no experience or fixed opinions. Not so with trade: well back in the 1980s, Trump, as a private corporate leader, had railed against the “unfair” trade practices of Japan and other U.S. trade partners, as well as mounting U.S. trade deficits.1 These themes defined his presidential campaign and have been carried through in actions since he took office in January. The trade priorities have included: “America First” and the vigorous assertion of U.S. sovereignty, with the undisguised threat of unilateral action in defiance of the World Trade Organization; trade negotiations and renegotiation of existing trade agreements with the primary goal of reducing U.S. trade deficits; stepped up use of trade remedy (anti-dumping and countervailing duties) actions, as well as the threat to retaliate against U.S.-defined “unfair” trade practices; and tying trade restrictions directly to alleged national security imperatives. Yet, what seems a sure fact one day may be outdated the next, complicating preparation of this chapter.

Abstract:
President Donald Trump has made it clear that he intends to follow through on his protectionist campaign promises. On his first day in office, he formally removed the United States from the TPP. Trump has also informed congressional leaders of his intent to renegotiate NAFTA, the biggest trade deal ever signed by Washington. If a draft letter being circulated by the U.S. Trade Representative (USTR) is approved by Congress, formal negotiations with Canada and Mexico could start later this year. Additionally, the president signed an executive order for USTR and the Department of Commerce to lead a comprehensive study of unfair trade practices of major trading partners. The result could provide the economic and political justifications needed to take bold and legally defensible actions. The administration also launched an investigation into the national security risks that may arise from a global oversupply of aluminum and steel. There are clear indications it may look to restrict aluminum and steel imports before long. Trump is now targeting the KORUS FTA. He has threatened to terminate the five-year-old trade deal, which, he claims, has been devastating for the American economy, unless Korea gives the United States better terms, citing the arrangement’s simpler process of termination relative to NAFTA.

Abstract:
While the other parts of this book bring China fully into the coverage—diplomacy, national identities, and sanctions—here we narrow the focus on U.S.-ROK relations with an eye to the current uncertainty about the future of the KORUS FTA, the five-year old bilateral trade agreement. Donald Trump has assumed the presidency critical of trade imbalances in goods, including assertions about the negative impact of the FTA with South Korea. It appears that the U.S. side will insist on renegotiating the agreement. In order to assess what this could mean, we take a close look at what the impact of KORUS has been and at how the debate in Washington has been unfolding under Trump’s watch. The three chapters were written in the early spring of 2017; so they could capture only the initial impact of Trump at a time when South Korean leadership was paralyzed between impeachment and the election of a new president without any serious bilateral engagement over economic issues. Yet, as tensions over economics are expected to rise, our objective is to inform the discussion with relevant economic background and with awareness of what Trump has been saying and how it may shape the political debate.

Abstract:
During the planning for this and upcoming issues, the staff of the MCU Journal, under the direction of the new editorial board, continues fine tuning our publication strategies to acquire content that speaks to the larger issues of policy important to the Marine Corps, generally and specifically. This has led us to seek authors who can provide more than just single threads of continuity, but rather to help us craft entire issues that focus on defined topics for deeper-level conversations. To that end, the closing issue of 2016 presents what, on the surface, may appear to be five articles speaking broadly to the concerns of one region, in this case the Middle East and North Africa (MENA). Upon further reading, however, the reader will discover that this issue features two distinct sections that illustrate both political science and historical perspectives relevant to the U.S. military Services and the larger Department of Defense community.

277. The Paradox of Power Asymmetry: When and Why Do Weaker States Challenge US Hegemony?

Little is known about how, among weaker states, incentives to challenge the status quo are related to the expected response of the US as the system’s hegemon. In contrast to conventional wisdom that suggests militarized punishment can deter potential challengers, it is argued that weak but strongly motivated challengers can interpret the hegemon’s military intervention against adversaries as a window of opportunity to launch their own actions. Empirical results using Generalized Estimating Equations (GEE) and binary time-seriescross-section (BTSCS) models reveal that weaker states possess incentives to challenge the international status quo when the hegemon is preoccupied with prior foreign policy commitments, most notably war. In other words, weaker states dissatisfied with the status quo are more likely to challenge the hegemon when it is preoccupied with prior military commitments. They do so because war involvement distracts the hegemon, drains its capabilities and resolve, and opens up a window of opportunity for weaker states to issue challenges. In addition, weaker states that have an alliance portfolio dissimilar to that of the hegemon are more likely than others to initiate Militarized Interstate Disputes. Theoretically, this paper provides microfoundations to answer the question of why weaker parties instigate asymmetric conflicts when it might seem irrational to do so.

278. North Korea in South Korea–Japan relations as a source of mutual security anxiety among democratic societies

Abstract:
When Kim Dae-jung and Koizumi Junichiro visited Pyongyang in 2000 and 2002, their visits facilitated a perception shift toward North Korea in South Korea and Japan. This was a consequence of the two democratic societies expanding and redefining the acceptable boundaries of their national security identities and principles in a changing regional environment. Although the expansion of societal security discourse did not lead extreme ‘revisionists’ to implement drastic strategic policy transformations in either country, it did provoke a ‘mutual security anxiety’ between the South Korean and Japanese publics, as they felt increasingly uncertain about each other's future security trajectory. This mutual anxiety, in which both countries tend to view each other as potential security risk, while overlooking the existence of moderate democratic citizens on the other side, continues to provide a powerful ideational undertone to the bilateral relationship, which contributes to persistent misunderstanding at various levels.

Abstract:
This essay classifies Waltz’s theory into a functionalist framework, very much like the economic theories it is inspired by. Waltz assumes that structure has primacy not because this is the case, but because it helps to theorize upon. His theory should therefore be measured by its predictive fruitfulness and simplicity, not by the empiric truth of its assumptions. Constructivist criticism, which mistakes Waltz’s concept of primacy as ontological primacy and not epistemological, therefore makes a categorical mistake. Anarchy might be what states make of it, but what states make of it is broadly shown by his Theory of International Politics (TIP). By viewing TIP as a functionalist macro-theory it can incorporate constructivist theories as control- theories and creates a powerful synthesis for future research.

280. Shifting Sands: Power, Uncertainty and the Form of International Legal Cooperation

Abstract:
This article argues that the form of international agreements – binding hard law agreements versus non-binding soft law agreements – can be partially explained by states’ interests in promoting renegotiation in the presence of uncertainty and shifting power. I make this argument in three steps. First, I explain that states regularly use unilateral non-compliance as a renegotiation strategy. Second, I argue that making an agreement soft facilitates this use of unilateral non-compliance. Third, I analyse the conditions – uncertainty characterized by common interests (but not uncertainty characterized by distributive concerns) and shifting power – under which facilitating renegotiation through soft law will appeal to states. In particular, I argue that in the presence of these conditions preventing renegotiation creates long-term costs for states that can inhibit short-term cooperation. In effect, under these conditions the shadow of the future can inhibit cooperation rather than support it, as is conventionally thought. These conditions are common to many major contemporary subjects of international cooperation in a way they were not during the latter half of the 20th century, partially explaining the increased importance of soft law to contemporary international governance.
