101. “Mainlandization” of Hong Kong, A Model of Influence, Resistance and Adjustment

Abstract:: The aim of this article, based on the author’s field research in Hong Kong and critical analysis of publications, is to conceptualize the process of “mainlandization” of the Hong Kong SAR. “Mainlandization” is understood here as the process of transfer and institutionalization of political visions, policy paradigms, procedures, and norms which originate from the PRC. The model is inspired by various theoretical perspectives (e.g. diffusion of regimes, dependence, political convergence, and processes of “Europeanization”). The article differentiates the “top-down” transfer of values and/or policy standards and the “bottom-up” adjustment. All institutions engaged in intermediation (such as the “one country, two systems” principle) are mentioned, as well as the processes connected to the reaction to PRC activity in Hong Kong and their variations (e.g. accommodation, resistance, resignation). Moreover, the concept of “sinoscepticism” is introduced.

Abstract:: This article analyzes the interplay of incumbent, political dynasty and corruption in Indonesia from the perspective of good governance. In the last local elections held in Indonesia, three interesting issues came into the limelight: the increasing incumbent power, political dynasty phenomena, and corruption at the local level. Based on the qualitative data analysis, this research shows that the direct local head election provided greater opportunities for incumbents to build their political dynasties to perpetuate their power. Some analysis considered that political dynasties are the cause of corruption. Nevertheless, corruption at the local level is performed by both dynastic and non-dynastic local head. Thus, minimizing corruption is not achieved by the restriction of political dynasties but by strengthening the control of the government. There are five key points in the supervision process to strengthen the control on the government, namely supervision in the political recruitment in the election process, bureaucratic neutrality, transparency and accountability in budgeting, and supervision of local policies to avoid pork barrel policy.

103. Memory and Politics of Memory in Terms of the Memes Theory. With Reference to an Example of the Idea of Polish Heroism

Abstract:: The purpose of the article is to verify the hypothesis that the idea of Polish heroism constitutes an effectively duplicating and spreading meme, and stories of the past constructed in the framework of Polish politics of memory will be effective precisely when they refer to memes duplicated most often in the community. The article proves therefore that the Polish state politics of memory should be shaped on the basis of memes that replicate the most in Polish society, because only then does it have a chance to achieve its goals. What is more, this principle can also be applied to other countries that pursue a politics of memory. It was possible to obtain answers to the research questions raised in the text (in order to verify the hypotheses) due to the use of mutually complementary research methods: analysis of narrative structures and content analysis. The article presents the results of the author’s own research with comments and conclusions.

Abstract:: The paper examines the conflict over the control of the integration of Poland’s Constitutional Tribunal (CT) that evolved into a constitutional crisis in October 2015 - and has extended for more than two years. It identifies issues that help understand how the Polish Democracy does not impede the erosion of constitutional democracy as the conflict has undermined the CT and the function of judicial review (JR). The article examines issues of legitimacy that emerge from the crisis; it also examines the extent to which the institutional settings condition the operation of the JR function; in particular, it looks at the role of executive actors (the Government and the President), and the role of the political/parliamentary party in bridging the separation of powers.

Abstract:: This paper provides insights into the relationship between language and politically relevant aspects of culture in India and China which are as follows: attitude toward revolution and tradition, the domination of politics over religion or vice versa, and a concern for the liberty of the individual. The paper introduces a novel approach to the comparative study of civilizations by advancing the political-linguistic explanation. In so doing, it combines Hajime Nakamura’s hypothesis of the strict connection between language and culture (understood as a way of thinking) with Samuel P. Huntington’s emphasis on the impact of cultural differences on the political dimension of society – so that our explanatory model can be expressed as follows: language→culture→politics. As far as language is concerned, the focus is on the basic structure of Sanskrit and Chinese; besides, special attention is given to Indian and Chinese philosophies of language. Culturally, the most relevant schools of Hindu philosophy may be called “ultraconservative” since they tend to ground unchanging meaning firmly in metaphysics and rely on the supreme authority of ancient religious texts. In contrast, the Chinese typically considered language a social mechanism for shaping our behavior (so the relation of language and society is the most crucial); they also expressed clearly divergent views on naming. In short, at least four distinctive perspectives are essential: (1) conservative Confucianism, (2) anti-traditional and highly authoritarian Legalism, (3) egalitarian and linguistically skeptical Laozian Daoism, (4) nonconformist and proto-libertarian Zhuangzian Daoism.

107. The Issue of Ideological Changes in the Context of the Polish Political Parties - Theoretical Models and Their Exemplifications

Abstract:: The article aims to present and discuss five theoretical models explaining the issue of ideological changes in Polish political parties. The paper is to shed light on an ideology’s dynamic nature and the process of building ideology in the political parties’ environment. The article features a discussion on the circumstances favoring the implementation of ideological changes and the methods used by parties to implement changes in their ideologies. The paper adopts two research hypotheses: 1) party ideologies are developed and modified by political parties in response to the changing (social, political, economic) circumstances in the inter-party rivalry. 2) The process of ideological changes serves political parties to lead an effective inter-party rivalry. The paper establishes that the factors with scientifically documented impact on party behavior in ideological terms are as follows: electoral result (parties that achieved a result below their expectations are more eager to revise their ideologies), political competition’s activity (parties react to ideological changes of their direct rivals), electorate preferences (political forces can change their approach in crucial issues to reflect the dominant views in their electorates) and acceptance of free-market principles by the main political actors. An analysis of Polish parties’ behaviors and the gathered source material also demonstrates that the parties’ inclination to implement ideological changes depends on organizational factors.

108. The “Democratic Life Meetings” of the Chinese Communist Party Politburo

Abstract:: On December 26 and 27, China’s central leadership held a “democratic life meeting” (民主生活会, minzhu shenghuo hui) for the full membership of the Chinese Communist Party (CCP) Politburo (Xinhua, December 27, 2019). This has become an annual end-of-year tradition for the Politburo, with similarly-designated meetings held in late December of each year from 2015 to the present (see accompanying chart). Official press treatment of the meetings since 2015 has consistently emphasized the authoritative position of CCP General Secretary Xi Jinping, invariably stating that he “presided over the meeting and delivered an important speech” (主持会议并发表重要讲话, zhuchi huiyi bing fabiao zhongyao jianghua) to the other assembled members.

Abstract:: La corrupción es un delito que genera afectaciones políticas, específicamente a la construcción del Estado y la democracia. Es decir, restringe las habilidades de las instituciones para lograr el objetivo de promover el bienestar general a través de la creación de poderes secretos que entorpecen la idea de la democracia como poder público que se realiza ante el público. Así, la corrupción política crea un poder secreto, controlado por funcionarios públicos y políticos profesionales que favorecen diversas redes criminales asociadas a otros delitos y afectan las instituciones y el principio de publicidad en la democracia. El objetivo de la investigación es analizar la corrupción política en Colombia entre 2013 y 2018 desde la perspectiva del Crimen Organizado Transnacional (COT). Para esto se considera que para abordar la corrupción política como delito transnacional es necesario superar el fenómeno de narcotización del delito y reconocer que la corrupción política es también un delito relevante, que funciona en red y que se asocia con otras dinámicas criminales para buscar beneficios económicos del Estado o afectarlo. El enfoque metodológico fue cualitativo y se utilizó el método fenomenológico-hermenéutico en el análisis de la información histórica recopilada desde el siglo XVI que sirvió de contexto para establecer la relación de la corrupción con otros delitos en el país y de los diferentes casos de corrupción analizados en el período de estudio. Se aclara que solo se tienen en cuenta aquellos casos que se ajustan al análisis de corrupción transnacional por los vínculos con otras redes. Se evidencia que entre 2013 y 2018 hubo casos de corrupción política con nexos criminales asociados al narcotráfico, el lavado de activos, la prostitución, entre otros. No obstante, varios de estos hechos no parecen tener la misma relevancia informativa que los típicos casos de soborno, financiación ilegal de campañas o carteles de contratación. Esto se entiende como una oportunidad para seguir profundizando en este tipo de investigaciones.

Abstract:: Al analizar el programa nuclear de Brasil desde dos enfoques teóricos distintos, su orientación y propósitos presentan también importantes diferencias. Las perspectivas más optimistas, de corte liberal, enfatizan que la política exterior de un país debería juzgarse desde aspectos favorables a los valores democráticos, el respeto por las normas internacionales y la autoevaluación de la legitimidad frente al escrutinio de la opinión pública. Pero al contrario de enfoques que se sostienen en argumentos normativos, una perspectiva basada en una política de poder incidiría en aspectos menos idealistas: la reconfiguración de la jerarquía del poder internacional y las aspiraciones de una potencia global emergente como motivaciones subyacentes para los desarrollos técnicos del programa atómico. Este trabajo sopesa la relativa utilidad de ambas perspectivas, enfocándose en situaciones, desarrollos y discursos del pasado reciente que permiten inferir la orientación política el programa nuclear del Brasil. El estudio procede contrastando las evidencias recogidas con elementos teóricos asociados a cada perspectiva. En una primera parte, se compara la política exterior del Brasil respecto al régimen de no proliferación con lo que las tesis liberales plantean acerca de la conducta estatal. En ese sentido, tendrían especial importancia explicativa el peso normativo de las instituciones internacionales, la democracia interna y la legitimidad que otorga el apego a estos principios. En el segundo apartado se adopta una perspectiva opuesta: las tesis liberales respecto a la problemática del programa nuclear del Brasil son vistas de manera crítica según una interpretación de su orientación basada en una política revisionista y pragmática en consonancia con objetivos mayores de estatus internacional y relaciones de poder con las grandes potencias. La evidencia más importante, la ambigüedad de un programa nuclear pacífico con fines militares, sugeriría que es la segunda perspectiva la que posee mayor capacidad explicativa de los propósitos del Brasil en esta materia. Las conclusiones del estudio se enfocan en tres distinciones esenciales entre ambos enfoques que responden a las interrogantes planteadas: la ausencia de un programa de armas nucleares en contraste con la militarización de la tecnología nuclear y sus aplicaciones; el apego a la institucionalidad internacional en contraste con el pragmatismo y la selectividad en el cumplimiento de ciertos principios; y, finalmente, las fronteras conceptuales poco claras que quedan expuestas por el programa nuclear del Brasil.

111. Reassessing the Reasons of Democracy Deficit in the Middle East through the Role of Islam

Abstract:: There has been a large number of challenges to undemocratic regimes in the Middle East by their populations due to the denial of their participation in decision-making processes. Among many factors, Islamic faith and ruling are regarded to have more role in political conflicts than others. Particularly, the idea that Islam and democracy are not compatible with each other has prevailed and led to the neglect of other reasons in debates. This study analyzes the reasons for democracy deficit in the region such as the environment of mistrust abetting governments to abandon basic human and political rights, hydrocarbon revenues that make regimes independent from populations, the prevalent role of tribalism in government structures which is inherent to traditional Middle Eastern politics, the lack of civil society and the effect of Islam. The study asserts that the role of Islam is unfairly exaggerated since it does not offer a certain political system. Besides, such approaches also underestimate the strong damages other reasons cause. By analyzing the impact of Islam on governance, its use as a tool by political and anti-political Islamists as well as its compliance with democracy, this research aims to reveal to what extent Islam can be attributed to the democracy deficit of the region.

Abstract:: This paper provides a gender analysis of the 2018-2019 Sudanese Revolution, its goals and outcomes, and the strategies employed by protestors and state security forces. To do so, it sheds a light on how protesters drew on, emphasized, and mobilized along gendered identities. It pays particular attention to the part women played in mobilization efforts in the revolution and historic (dis)continuities of their role in mass mobilization. An analysis of protest spaces brings to light the way gender roles were practiced and negotiated within the movement. Examining the state’s response to the demonstrations, the paper highlights state forces’ gender-specific strategies to intimidate protesters and their practice of sexual violence. Lastly, the analysis turns to the first months of political transition. Women’s important roles in the revolution and their challenging of traditional gender roles have not yet translated into equal political representation in the transition, although some of their human rights demands have been met. The paper concludes by urging the Sudanese interim government to include the grievances and perspectives of women and marginalized groups in the negotiation of the country’s future both at the negotiation table and in the transitional legislative body.

Abstract:: The paper examines the theoretical framework of the concept of middle class and the notion behind the Karl Marx‟s concept of class struggle and how the Marxist traditions are still prevalent in the form of class politics and identity politics of Pakistan. By using secondary sources this paper attempts to assess the role of middle class in the politics of Pakistan by critically reviewing the class structure and the growth of new middle-class in post 2007 era and how this class has attained the political role after lawyers movement and after the PTI‟s (Pakistan Tehreek-e-Insaf )pop-politics . This paper also attempts to study the trend of protest politics in the developing world and conundrum that democracy faces in this developing part of the globe and how middle class has assumed driving role in it. The social, cultural and religious evolution of this class in Pakistan and in the globalized world, is also explored in the wake of cross-culturalism . The role of middle class in shaping last decade of democracy is also studied by analysing the results of the elections of 2013 and 2018. This paper also suggests incorporating consumerism and marketing based reforms to attract this class towards democratic process.

Abstract:: How do international migrants affect their origin countries’ politics? Drawing on evidence from the cases of Colombia, Ecuador, and Mexico, Migrants and Political Change in Latin America argues that migrants gain new attitudes and economic resources as a result of experiences in their receiving countries that they then transmit to their origin countries through economic and social remittances and through return migration. Jiménez claims that by transmitting resources and ideas through these three channels, migrants create changes in the politics of their origin countries that they never intended or envisioned. These effects are mediated by local conditions in origin countries such as levels of education and wealth. Moreover, the social networks in which both types of remittances and return migrants are embedded augment their political effects.

Abstract:: Who participates in American democracy? In particular, is it those with high levels of resources who most often vote, protest, contact elected officials, and discuss politics with friends? How unequal is political participation? Political scientists Kay Lehman Schlozman, Henry E. Brady, and Sidney Verba have contributed important answers to these questions over the past few decades. In their first book, Voice and Equality (1995) these scholars traced associations between resource possession and political participation, finding extensive evidence of inequalities in political voice. In their second book, The Unheavenly Chorus (2012), the authors reiterated and updated the analyses of the first. The authors also extended Voice and Equality in a number of ways, primarily by examining organizational-level as well as individual-level participatory inequalities, and by assessing the likely efficacy of various reform strategies. This third volume, Unequal and Unrepresented, “distill[s] two substantial books into a relatively short one…” (p. ix), repeating the core themes of the two earlier volumes. The presentation of the book is slightly different, foregrounding substance (even) more than before by relegating methodological details to footnotes. Thus, the book is perhaps best suited to an undergraduate audience.

Abstract:: The statement that geography matters for politics probably will not be contested by many political scientists. Therefore, it is quite surprising that few studies have systematically explored how the territorial distribution of preferences affects political processes and policy outcomes. This book by Scott Morgenstern is an important landmark study that puts geography high on the research agenda of comparative political science. Three features make this book worthwhile reading for scholars working on the nationalization of elections and parties. First, Morgenstern identifies two dimensions of party nationalization and shows that they are theoretically and empirically unrelated. Static nationalization refers to the extent to which party vote shares are homogeneously distributed across districts at a particular point in time. Dynamic nationalization taps into the consistency in the change of a party’s vote shares across time. The combination of these two dimensions leads to a useful fourfold categorization of nationalized, unstable, unbalanced, and locally focused parties. As Morgenstern shows in Chapters 7, 8, and 9, each type of party has different implications for electoral accountability and bill co-sponsorship among legislators.

117. Gendered Vulnerability: How Women Work Harder to Stay in Office, Jeffrey Lazarus and Amy Steigerwalt

Abstract:: In this book Jeffrey Lazarus and Amy Steigerwalt leverage an impressive data collection to make the case that women legislators are more active and more responsive to their constituents than men. Moreover, they offer a theoretical argument to explain why women appear to work harder to meet constituent needs and demands, suggesting that women legislators’ perceptions of their electoral vulnerability—even as incumbents—motivate them to focus their legislative efforts on proving to their constituents that they are worthy of re-election. The bulk of the text is dedicated to analyzing more than 12 measures of legislative activity and responsiveness—from the number and types of bills sponsored to the amount of mail sent to districts and staff allocated to district offices—in the 103rd to 110th Congresses (1993–2005). The analyses focus on between-gender differences in each chamber. Lazarus and Steigerwalt find the strongest evidence that women outwork and out-represent their male counterparts in the U.S. House of Representatives. Findings of gender differences are more limited in the U.S. Senate but still affirm the previous studies showing that women members are more likely to “bring home the bacon” in the form of earmarks (see Anzia and Berry 2011) and to sponsor and co-sponsor more bills and resolutions. The authors also find that women’s roll call behavior and committee assignments align more with constituent needs and interests than those of their male colleagues. Even with these differences by chamber, Lazarus and Steigerwalt fairly conclude that “electing women results in better substantive representation for all constituents” (p. 17). They effectively expand claims already evident in the women and politics literature that women members better represent women's interests by demonstrating how women’s presence in the Congress will better serve all citizens—men and women alike.

Abstract:: This article provides an introduction to system dynamics modeling with a particular focus on the use of system dynamics models in political science and international relations. A system dynamics approach offers an alternative to traditional qualitative and quantitative methods by providing a dynamic and endogenous point of view, which allows for understanding the dynamic interactions between variables and making short- and long-term projections for alternative policy choices. This approach is particularly useful to tackle the complex problems of contemporary politics, in which the solutions require combining the insights from different disciplines. Applications of a system dynamics approach in the social sciences cover a broad spectrum, from war initiation and termination to social inequality, from demographics to human development and democratization. This article starts by presenting the brief history of system dynamics models and their use in social sciences, and comparing a system dynamics approach to traditional qualitative and quantitative research methods by discussing the advantages and disadvantages of each one. This discussion is followed by the explanation of the essential components of system dynamics models. Abstract:: Much has been written on the politics of food aid. In the literature,1 food aid has been variously depicted as necessary to address the chronic food insecurities in poor countries; an instrument of foreign policy by donor countries; destroying local agriculture while securing markets for subsidised farmers in donor countries; entrenching the dependency syndrome; and fuelling the rampant practice by politicians of using food aid to reward supporters and punish opponents. A little known, if not more insidious, dimension of the politics of food aid is its impact on communities at the grassroots level This article focuses on the Tandi chiefdom in rural Zimbabwe and critically examines the dynamics, impacts and politics of food aid distribution at grassroots level. The article shows that the food aid distribution system is flawed and is abused by villagers, and that village politics determines who gets food. It identifies the inherent flaws and popular criticisms of the food aid distribution system. Specifically, it shows that the selection of food aid recipients is not always based on the “poorest and most vulnerable” principle as espoused by donors, but is oftentimes determined by the village politics of kinship, alliances and power. Consequently, some of the poorest and most vulnerable fail to get food aid, while some of the rich get it. Even worse still, food aid tends to exacerbate community conflict, promote laziness and entrench the dependency syndrome. The article ends by considering policy options to address some of the challenges of the food aid distribution system. Analytically, the article provides a micro-level analysis of the relationship between village politics and food aid distribution, and of the unintended consequences of free food aid. It exposes the underlying oppressive structures that produce egoistic and violent behaviour exhibited during food aid distribution. Methodologically, it is based on critical observations and interviews conducted by the author during the 2008–2009 food aid distribution in the Tandi chiefdom.

Abstract:: The original Tibetan concept of kidu (skyid sdug 1 or more informally kidu) has been variously considered as welfare, selfhelp and assistance. In the context of Bhutan, the concept has closely linked the moral authority of the monarch with the economic needs of the public. The paper considers both the politicisation of kidu (the competition for political space and authority by politicians of the First Parliament, against the received authority of the monarchs) and the de-politicisation of kidu (by the monarchs, notably through land-grant authority reaffirmed in the 2008 Constitution, the establishment of the Kidu Foundation and in other practical ways). Kidu rights and the authority of the monarch is reviewed, with especial attention to the future prospects of either diminution or extension of these rights in the future, as the kingdom endeavours to establish “Democracy with Bhutan Characteristics.”

Abstract:: Secessionist conflicts are not a novel occurrence in the African continent. Since the dawn of independence in the 1960s, a number of countries have been home to rebellions involving marginalized communities or ethno-linguistic groups demanding territorial separation from existing states with the goal to create new independent states. The list is long and includes territorial units in countries such as Angola (Cabinda), Comoros (Anjouan and Mohedi), The Democratic Republic of Congo (Katanga, South Kassai) Ethiopia (Eritrea, Ogaden, and Oromia, Afar), Mali (Tuaregs), Niger (Tuaregs), Nigeria (Biafra, Niger Delta), Senegal (Casamance), Somalia (Somaliland) and Sudan (South Sudan) only to mention a few amongst others. [...] ants of successful secessions with particular reference to the African continent. Its central argument is that the successful outcome of the secessionist struggle in Eritrea is the result of a tight combination of domestic and external factors. Abstract:: This article aims to examine the context of the political breakdown in South Sudan, highlighting its effects on human security in the country, and to analyze the response of the United Nations, with a focus on civilian protection, in the period 2014-2018. In this light, the theoretical hypothesis was that “within the framework of a United Nations peace mission, the implementation of a strategy for the protection of civilians corroborates human security in the region of crisis and/or conflict.” In this effort, after this introduction, the methodological considerations about the investigation are presented, followed by a theoretical and conceptual frame that fits the analysis. Subsequently, is the political breakdown in South Sudan, highlighting its effects on human security and, following the central question, the United Nations response focused on the protection of civilians. Finally, we present the conclusive aspects, illuminated by the theoretical hypothesis.

Abstract:: Language is one of the essential tools in politics. In this context, as for people, the importance of language is very high for states to express themselves politically. The language that states use to carry out their foreign policies has original qualities or at least is believed it should have. For this reason, the language used by the state in its foreign policy is different from the others. If it is not different, it is sometimes differentiated, or new meanings are assigned to the words in line with this purpose. It is a common practice that states produce and implement foreign policy by utilising the language and especially words. However, this can sometimes lead to various problems in foreign policy. Similar practices and problems exist in Turkish foreign policy as well. Naming, changing the name, naming it differently, labelling it in a negative manner, pronouncing the name differently, not-to-mention the name are of the tactics in this regard. In this study, two main topics on Turkish foreign policy are discussed. The first is the debate in Turkey on the last name of Syrian President "Bashar al-Assad" within the framework of what it is or how to pronounce it. Once the relationship between Turkey and Syria began to deteriorate, "Esed" instead of "Esad" has chosen to be used by some politicians, particularly Recep Tayyip Erdoğan. The second one is the name of the terrorist organisation "ISIS“(Islamic State of Iraq and al-Sham). The terrorist organisation formerly known as ISIS started to be named "DEAŞ", "DAİŞ", "DAEŞ" by a great number of people, especially Recep Tayyip Erdoğan. The main reason for this is that the word of Islam takes place in the name of this terrorist organisation. Two inferences can be made on the subject. First, the language debates that took place inside Turkey are more frequent than the debates done between Turkey and its counterparts in the international arena and made by the outside world without Turkey's involvement. Secondly, the interventions in language and playing with words did not give the desired results. | Dil, siyasetin en önemli araçlarından biridir. Bu bağlamda kişilerin olduğu gibi, devletlerin de kendilerini siyaseten ifade etmelerinde dilin önemi çok yüksektir. Türkiye ile Suriye arasındaki ilişkiler bozulmaya başladıktan sonra, Recep Tayyip Erdoğan başta olmak üzere bir kesim, “Esad” yerine “Esed” kelimesini kullanmayı tercih etmiştir. İkincisi ise, terör örgütü “IŞİD”in (Irak Şam İslam Devleti) adı konusunda olmuştur. Daha önce IŞİD adıyla anılan örgüt, sonraları Recep Tayyip Erdoğan başta olmak üzere, büyük bir kesim tarafından DEAŞ, DAİŞ, DAEŞ gibi adlarla ifade edilmeye başlanmıştır. Bu yaklaşımın temel nedeni, terör örgütünün adında yer alan “İslam” kelimesinin kullanılmak istenmemesi olmuştur. Konu hakkında, iki saptama yapılabilir. Birinci olarak, Türkiye’de yapılan tartışmalar, Türkiye dışında yapılanlardan ve Türkiye’nin dışarıyla yaptıklarından daha fazladır. Abstract:: The main goal of examining a single philosophical theory, connected with social and political disciplines, is not just to identify its incoherence or to restate the theory in a more elegant way. More important in that kind of investigation is to show its possible impact on people’s lives and the functioning of communities. Thus, it seems more reasonable to conduct a critical analysis of the possible consequences for a real society than to undertake a simple study of the argument’s logical consistency. The main aim of this paper is to introduce doubts about the thesis of Chantal Mouffe presented by her in Agonistics. Thinking the World Politically and Passion and Politics. Main hypothesis is that thinking about the “political” and “politics” with reference to enmity as well as claiming that the source of every political and social activity is antagonism, can provoke an attitude that social and political scenes are battlefields rather than an agora or the space of human interactions. First of all, the author provides the critical analysis and reconstruction of the most important claims connected with the “political”, which can have strong negative effects-i.e. brutalization and creating a negative basis for social relation. Then presents a few possible sources of thinking of “political” as a “competition” or rather “enmity”. The last part it is the critic of what Mouffe claims about reason why people get involve into politics, based on the psychological experiments and in result of this the author shows the importance of validity the high standards in politics, diplomacy and relation on the social level.

125. A Vision of the State’s Political System in the Political Thought of the National Party between 1928 and 1939

Abstract:: Views of the National Party (1928-1939) merit special attention, given both the Party’s prominent role in the political life of interwar Poland and the interesting combination of various elements derived from diverse ideological trends within the Party’s programme. The ideological legacy of the National Party reflected, to a large extent, the key constituents of the National Democracy’s political thought, such as nationalism, representation of all social classes, national integrity and the concept of the nation-state. The National Party underwent major evolution and was subject to internal divisions which makes the image of its political thought much more complex. Based on an analysis of the National Party’s political thought, several conclusions can be formulated. The National Party developed its own views regarding political systems. These were, to a large extent, determined by their own system of values based on the national idea. The National Party’s political system projections were mainly inspired by (1) the successes of the “new type” states; (2) pressure from totalitarian systems; and (3) the influence of the economic and spiritual crisis. The National Party leaders wanted to make the political system more efficient. Nonetheless, views in favor of directly imitating any foreign political systems could hardly be found in the Party’s political thought. The National Party’s ideologists and journalists invariably stated that there was no pre-defined political system, but its form had to be adjusted to the specificity and unique character of a given national body. Although inspiration was drawn from external political systems, the Party’s political thought did not lose its independence.

Abstract:: On October 17, 2017, President of Turkey Recep Tayyip Erdoğan paid an official visit to Warsaw upon the invitation of the President of the Republic of Poland Andrzej Duda. The main subject of the talks was political, economic and cultural cooperation. Issues of security were also addressed. President Erdoğan had last visited Warsaw during the NATO summit on July 8–9, 2016. During the meeting in October, the two presidents signed five bilateral agreements. This paper provides an analysis of the effects of President Recep Tayyip Erdoğan’s visit and prospects regarding the development of friendly relations between Poland and Turkey from Ankara’s perspective. In the paper we applied the test analysis method, the historical method and the institutional and legal one. We pose a thesis that the aim of President Recep Tayyip Erdoğan’s visit was to identify mutual relations in the economic, political and cultural dimension. According to the Turkish government, these relations are beneficial for both sides. What should be particularly important for Poland is the prospect of opening new cooperation opportunities in the economic sphere. Turkey, in turn, apart from defining the broad framework of business cooperation, is undoubtedly determined to find a partner which could be its ally in the European Union.

127. The CCP’s Renewed Focus on Ideological Conditioning, Part 2: The New Five-Year Plan for Training Party Cadres

Abstract:: The leadership of the Chinese Communist Party (CCP) has long pointed to the collapse of the Soviet Union as a cautionary example, and party organs have produced books and films that warn of the dire consequences that would follow from any steps to loosen the CCP’s grip on the economy, public discourse, or political power. These materials have been made the focus of mandatory study under CCP General Secretary Xi Jinping (SCMP, November 18, 2013). Alongside alleged villains such as the reformist Mikhail Gorbachev, ideological laxity among Soviet Communist Party members has been identified as a key factor in the downfall of the Soviet state. [1] To address this, the CCP leadership has undertaken concerted efforts throughout 2019 to bolster ideological indoctrination among its own membership. Party members have been made subject to mandatory use of the smartphone app Xuexi Qiangguo (学习强国), which was introduced in January of this year. [2] Users are required to meet quotas of “study points” for spending time on the app, reading and commenting on articles, and taking tests about party policies (SCMP, February 14, 2019). In addition to serving as a channel for ideological indoctrination, the app also serves as a surveillance tool: it both “collects and sends detailed app log reports on a daily basis, containing a wealth of user data and app activity,” and contains “code that amounts to a backdoor to rooted devices… granting complete administrator-level access to a user’s phone” (Open Technology Fund, September 12). The CCP’s current official ideology is “Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era” (习近平新时代中国特色社会主义思想, Xi Jinping Xin Shidai Zhongguo Tese Shehui Zhuyi Sixiang). This ideological program is grounded in Xi’s ever-growing cult of personality, and relies heavily on the dogmatic repetition of slogans rather than clearly articulated ideas. In broad terms, it strikes three general themes: (1) achieving the “China Dream” (中国梦, Zhongguo Meng) of restored national greatness; (2) unyielding CCP control over politics and Chinese society; and (3) continuing reforms in party-state institutions and governance. The latter element is often expressed in terms of greater centralization of power at the top echelons of the CCP, and demands for stricter personal loyalty to Xi Jinping (China Brief, November 19). 128. Gender Gap as a Result of Political Socialization in Formation of Voting Behavior among Christian Minority in Punjab (Pakistan)

Abstract:: This article focuses on the gap that exists among the genders as a result of political socialization in the Christian religious minority within Punjab, Pakistan. A study in this regard was carried out in four major districts of Punjab namely Lahore, Faisalabad, Gujranwala and Rawalpindi. A sample of 400 was surveyed during Dec 2017-Jan 2018. The data were collected using multi stage sampling. The results of the study indicated that gender plays an important role in voting behavior. There is a huge difference in political awareness of men and women. Men are more politically aware and their level of knowledge surpasses that of women from their community. Where men are more independent in their decision making regarding whom to vote or not to vote, women are largely dependent on males of family in forming their political decisions.

Abstract:: This study is focused on the impact of religion on the electoral pattern of the people of Punjab. Religion as a determinant of voting behavior is best expressed in the votes secured by the religious parties. Thus, religious parties vote in Pakistan and Punjab is studied to build an argument. Religion has a strong impact on human life. It influences each act and attitude of the individual especially in developing countries. In Pakistan; religion has a solid affect in shaping the political attitudes and beliefs of the individuals. It is one of the key elements of politics.2018 general elections saw a sudden rise in the vote bank of religious political parties. It witnessed a 2.17 % increase in the religious vote country wide and 1.32% increase in Punjab. Tahreek Labbaik Pakistan appeared on the scene as a radical Sunni Islamic party, it mobilized the barelvi vote bank to great effect. And it emerged as the third largest party of Punjab, in terms of votes polled. 2018 general elections also witnessed the rise of Milli Muslim League which was a political wing of Jamaat-ud-Dawa, who were previously rejecting the parliamentary form of government and were critical of voting in elections. The increase in the influence of the various spiritual gaddi nasheen in the electoral politics of Punjab was also a prominent factor during the 11th general election.

Abstract:: The role of social media as an enabling platform for co-creation in political marketing is a nascent terrain for the researchers nowadays. This study attempts to apply the proposed Political Co-Creation Framework through a convergent mixed method research design in the South Asian context that simultaneously gathers data through different modes. Based on the General Elections 2018 in Pakistan, the study provides a basis to examine how co-creation in political marketing through the platform of social media has revolutionized the way potential voters engage in the voting decision-making process. The findings of the study reveal that when citizens in a country confront with turmoil in the political system that tends to create social dissatisfaction and civil society integration that provides a basis for the actors (i.e., leaders and voters) to co-create through knowledge sharing and ultimately create a proactive system by promoting awareness and engagement among the citizens. Moreover, the findings also reveal that the co-creation process tends to create resilience from negative propaganda among the potential voters that strengthen their voting decision for their favored political party. It is noteworthy that up till now the political parties are indulged in the co-creation process unconsciously. So the most important implication of this study is to make the political parties aware of the potential to consciously use social media as an engaging platform to co-create that can prove to be a useful tool in political marketing.

The smattering of center-left parties seeking to rival Netanyahu’s Likud at the ballot box were divided across a range of tickets, unable to put their egos aside and form a joint bloc capable of presenting a veritable challenge to the incumbent prime minister. The long-reigning Israeli leader’s tenure looked, therefore, set to extend even further. The question was not who will be the next prime minister, but rather “Who will be the next Bibi [Netanyahu]?” as Israeli comedian Tom Aharon quipped. But a lot can change in a day of Israeli politics, never mind a month. As political alliances shift rapidly, the announcement of Netanyahu’s indictment on fraud and corruption charges has further destabilized the already-turbulent atmosphere leading up to the April elections.

Abstract:: Winter 2019 marked the 40th anniversary of the 1979 Islamic Revolution in Iran. The anniversary celebrations occurred in the midst of a difficult era of socio-economic turmoil, the return ofَ U.S. sanctions, and deepening political infighting in the Islamic Republic. Tensions between the government and the people are especially high. The tectonic plates of social change have been shifting below the surface in Iran over the past two decades, with major discontent erupting in the past year. While the country’s political facade appears largely unchanged, tensions and fragmentations among the ruling elite have deepened. Economic conditions are fast deteriorating for the average citizen, while political repression remains a harsh reality. Iran’s citizens, who have clung to hope and the possibility for change through decades of domestic repression and isolation from the global economy, struggle to remain hopeful. Collective fatigue stemming from years of isolation from the global economy, as well as domestic economic hardship, compounds the disappointment Iranians feel from unfulfilled political promises. The Iranian government has repeatedly failed to carry out promised reforms; in recent years alone, President Hassan Rouhani has proven unable to carry out his promises to “open up Iran politically, ease rigid social restrictions and address human rights abuses.” As this situation continues, Iran risks despair and chaos.

It is a complicated story but this essay seeks to highlight three important factors behind the current turmoil in Yemen that are often overlooked. Abstract:: Today, after years of modern terrorism and counterterrorism, the international community still does not agree on a single definition of terrorism. Despite the daily threats posed to many states, the definition conundrum prevents an agreed classification that could better facilitate the fight against terrorism and thwart the public legitimacy that most terrorist organizations seek. When a problem is accurately and acceptably defined, it should be easier to solve. Terrorism is an overly used term often heard in different discourses and contexts. It is used by the general public and in the course of academic, political, and legal debates, not to mention constantly referenced in the media. It may not be feasible to verse one universal definition for all discourses, but the term’s key criteria can and should be agreed upon.

A clear distinction can be made between the thin and thick populisms of TFP, based on the status of the West. Abstract:: The People Power Movement (PPM) in Uganda has its roots in the growing politics of discontent in Africa and across the world.1 On the continent, the growth of popular movements has been evident in countries like Zimbabwe, Sudan, Algeria, Burkina Faso, Egypt, and Tunisia to mention but a few. These public protests have increased notably in number with their most significant recent manifestation being the Arab Spring. An important aspect of these pro- tests is the central role played by youth movements such as Y’en Maarre (Fed Up) in Senegal, Balai Citoyen (The Civic Broom) in Burkina Faso, and La Lucha (The Struggle) in the Democratic Republic of Congo. Over the past decade, mass uprisings in Africa have accounted for one in three of the nonviolent campaigns aiming to topple dictatorships around the world. With twenty-five new nonviolent mass movements, Africa has experienced almost twice as many as Asia, the next most active region with sixteen.2 What is common to all these movements is not only the active and public expression of discontent but also the existence of a long entrenched and increasingly indifferent ancien regime whose priority is political survival. In some ways, one could argue that emerg- ing protests are largely a continuation of incomplete democratic struggles in authoritarian or semi-democratic regimes.

Abstract:: The current Egyptian political scene reveals an important paradox: since its ascendancy to power in 2013, the military-led authoritarian government has not faced significant challenges from civil society despite systematic hu- man rights abuses and continuous societal crises. Apart from limited protests by labor activists, student movements, and members of syndicates, Egyptians have mostly refrained from protesting, instead hoping that the government will improve their living conditions despite a rising poverty rate of 33 percent, an inflation rate between 11 and 12 percent, and unemployment at eight percent.1 This popular reluctance to challenge the authoritarian government has continued to shape Egypt’s reality since the collapse of the short-lived democratization process from 2011–2013.2

Abstract:: The evolving concept of Preventing Violent Extremism (PVE), as part of ongoing counter-terrorism and counter-extremism efforts, has to address various social, economic, political religious and individual factors that attract or push youth from activism towards extremism. Social media platforms and religious institutions are crucial mediums of influence that can be used to minimise and eventually eliminate the exploitation of these two domains by violent-extremist groups for recruitment, propaganda and legitimation of their extremist agendas. Articles in this issue give an insight into the roles played by social media and madrassas as well as religious leaders and extremists in Sri Lanka, Pakistan and Indonesia. The first article by Rohan Gunaratna analyses the recent riots between the Sinhalese and Muslim communities in Sri Lanka. It observes the historical development of relations between the two communities, specifically focusing on the role of Sinhala ultra-nationalists in advancing their communal and political agenda in the island state. In 2012 and 2013, the ultra-nationalists’ intolerant rhetoric against Muslims and Christians emboldened supporters to engage in mob violence targeting both minorities. Communal riots had erupted in 2014 and intermittent bomb attacks on Muslim establishments occurred in 2017. To restore communal harmony, the author prescribes a cohesive approach that combines laws criminalising intolerant rhetoric and propaganda in cyber and physical space, arrests of those involved in mob violence, and building structures at national and grassroots level to foster communal harmony. In the second article, Hussain Mohi-ud-Din Qadri examines the madrassa (Islamic seminaries) education system in the context of growing radicalisation and religious extremism in Pakistan. The piece studies the madrassas’ relationship with various political groups, and their local and foreign funding sources. The study relies on published reports as well as quantitative data collected from over one hundred madrassas in Punjab. The study finds that several madrassas in Punjab have links with local and foreign militant organisations that render them vulnerable to external manipulations and interference. However, madrassas which purely dedicate their energies to learning and teaching are generally free of such manipulations. To meet the challenges and overcome the controversies facing the religious seminaries, the article recommends reforming the educational curriculum, providing quality education, reviewing funding sources of madrassas, banning political affiliations of madrassas and monitoring foreign influences on them. Lastly, V. Arianti probes the use of sharp weapons in terrorist attacks by Indonesia militant groups. She argues that IS’ emphasis on knife attacks in its online publications, frequent employment of vehicle-ramming and stabbing by lone-wolf attackers in Europe and local jihadist groups’ efforts to seek recognition from IS central contributed to the steady rise of knife attacks in Indonesia. The author believes that while knife attacks will continue to be an attack tactic in Indonesia militant landscape, bombings and shootings will be the preferred tactics because of their relative potential to cause mass casualties.

Abstract:: This paper focuses on stalled Europeanization as a field of practices, institutions and discourse connected with a process of ambivalent reform. The absence of a consensual national strategy of adaptation to a particularly challenging environment, i.e., participation in the eurozone, produced dramatic consequences when confronted with the financial crisis after 2009. It is argued that the country’s sluggish Europeanization reached a critical turning point in 2009 when the urgency of the crisis brought to the fore a number of issues and vulnerabilities. Asymmetric policy adjustment – limited in some areas, extensive in others – has been the combined result of perceived necessity, insufficiently designed and implemented reform packages, party-political repositioning, and plain politicking. Europeanization in Greece became a stalled process in 2015; restarting the stalled process since 2016 leads to ongoing but sluggish Europeanizing interactions, involving shifts in the roles of domestic politics, institutional traditions and interest groups while reshaping the patterns of political contestation.

Abstract:: Justice and Development Party [JDP] governments’ policies towards Israel were informed by the priorities that the party’s power strategies entailed. In a stark contrast to the friendly policies in its first term in power, the JDP began to employ different discursive strategies based on an anti-Israeli rhetoric since 2009. Geared to bolster the party’s prestige at home and abroad, the new rhetoric seemed to have addressed to the changing priorities of the party leadership. However, the new strategies led to the emergence of a widening gap between the anti-Israeli rhetoric and subtle efforts that the JDP paid to maintain its relations with Israel. Revisiting the last 15 years, the article tries to answer the question as to how Turkey’s relations with Israel were adjusted to meet necessities of miscellaneous power strategies that the JDP leadership pursued.

Abstract:: The British-Russian Convention of 1907 was seen as a joint effort by Britain and Russia to reconcile their areas of influence in Asia but apart from this purpose, it represented the last ring of the emerging tripartite blog that included France against Germany and its allies. The agreement, which mainly came into agenda for partitioning Iran, was handled by the Ottoman Foreign Affairs as a text about Asian affairs. The Ottoman statesmen, who considered only the part of this agreement concerning Afghanistan, Tibet and Iran, couldn’t realize that this was an important part of the polarization politics that pushed world to a general war.

Abstract:: Afghanistan has been a battlefield for big powers for last four decades. In 1979, Russia invaded in Afghanistan and the U.S. fought a proxy war in the region with the help of Pakistan. Russian withdrawal of forces from Afghanistan under Geneva accord in 1988 caused disintegration of the former Soviet Union in 1991. The Taliban government emerged in Afghanistan in 1994 and a regime of contentious politics started in Afghanistan. It allegedly caused terrorism at local as well as international level. The U.S. alienated itself from the region after the Soviet withdrawal from Afghanistan. In September 2001, Osama Bin Laden purportedly attacked the U.S. security hub Pentagon and economic hub World Trade Centre. America retaliated with cruise missile and invaded in Afghanistan in 2001. After the U.S. claim for killing Osama in May 2011 in Abbotabad, Pakistan, decided to withdraw its forces from Afghanistan in 2014. The U.S. wishes to sustain peace in the region after its withdrawal. It intends to ensure all the conflicting parties that they should come on table for a peaceful bargaining. The U.S. is rehabilitating Afghanistan with her allies. Afghanistan was destructed during the war on terror. This paper is based on the theory of contentious politics introduced by three American sociologists, Sidney Tarrow, Charles Tilly, and Doug McAdam. The tipping point theory is also used in the backdrop of 9/11 incident. It is explained with primary as well as secondary sources.

Abstract:: The issue of access to water in Central Asia has a centuries-old history and it is an exceptionally complex issue. The Central Asian republics, for twenty – six years of their sovereignty, have not been able to create an effective water resource management system. This state of affairs causes constant disputes and controversies, as well as various threats – social, economic and environmental. The article explores the genesis of the problem, especially from the period of Soviet power, when huge irrigation system was created and based on two rivers: the Syr Darya and the Amu Darya. These powerful investments combined with extensive farming are the root causes of today’s problems. The countries of the region tried to regulate the issue of managing the water resources by signing regional agreements in this matter, the most important are these signed in: Almaty, Kyzyl–Orda and Ashgabat. Bilateral or tripartite agreements between states were also concluded. Unfortunately, most of them were ineffective, contractual provisions remained only in writing. One could say that the cooperation between Kazakhstan and Kyrgyzstan on the rivers Chu and Talas is the only positive example. The contradictory economic and political interests of Central Asian countries were recognized as the main source of the water management system inefficiency. Relations between the states are often suspicious and fueled by nationalism. Central Asia is a region that is not internally integrated, in which it is difficult to develop inter-state agreements. The author concludes that the shift in Uzbekistan’s foreign policy may support developing a new regional compromise in the long term perspective.

Abstract:: The rise of China troubles the taken-for-granted epistemological and ontological constitution of International Relations (IR) theory. The Greek term ‘theoria’ implied travelling to foreign locales with the aim of gaining illumination that can then simultaneously inform and transform the ‘home’ of the traveler. Yet, instead of travelling, IR theory engages in silencing. This paper undertakes an interpretative journey of China’s IR concepts. In particular, it looks at the notion of guanxi – one of the two terms that goes into the Chinese phrase for International Relations (guoji guanxi). The contention is that ‘relationality’ renders a more accurate translation of guanxi in English. In the process, the paper uncovers the practices of ‘international relationality’ as an opportunity to redefine the ‘international’ as a co-dependent space where two or more actors (despite their divergences) can interface into a dialogical community.

Abstract:: In 2013, Zimbabweans overwhelmingly endorsed the adoption of a new constitution through a referendum held in March 2013. The constitution was hailed by many as constituting a break from the past; thus the document represented an “aspirational nation”. The ”YES Vote” campaign drew support from across the political divide. An overwhelming 94.4 % of the electorate voted in support of the new constitution while the “No Vote” campaign fronted by the National Constitutional Assembly (NCA) garnered less than 5% of the national vote.1 One possible explanation for the overwhelming endorsement is that the proposed constitution touched on bi-partisan issues that the electorate saw as important in moving the country forward and breaking with the past. For example, it guaranteed freedom of speech and association, introduced presidential term limits and also proposed mechanisms to increase and enhance the visibility of women in national politics. A closer analysis of the exercise, however, reveals that constitution making was in fact cumbersome. Political party representatives involved in the processes tried hard to outsmart each other in an attempt to sway the process to either camp’s advantage. So arduous was the process that the constitution making exercise had to be briefly aborted as the main political actors, namely, Zimbabwe African National Union Patriotic Front (ZANU-PF) and the two Movement for Democratic Change (MDC) formations reached a political stalemate. Once the challenging issues had been resolved, the process continued and a new constitution was finally birthed and adopted in May 2013.

157. Causes and Conditions of Bhutan’s Democratic Transition

Abstract:: After more than two and a half centuries of ecclesiocratic rule and one hundred years of absolute monarchy, Bhutan became democracy in 2008. This historic event was preceded by abdication of the Fourth Majesty in 2006. It is often described as one of the most peaceful democratic transitions in modern history without any role for internal crisis or external pressure. Rather than the people demanding democracy from the king, the latter voluntarily sacrificed his absolute power to empower his subjects for future peace and wellbeing. Mieko Nishimizu (2008) wrote, “The world, after all, had never known a monarch who not only spearheaded political reforms to democracy, but also chose to abdicate the throne on his own terms – at the peak of popularity, in the fullest of his time” (p. xi). It was for the first time in world history that a monarch had voluntarily surrendered his powers and eventually abdicated the throne with no other reasons than pursuing political reforms for the sake of the kingdom and the people (Mathou, 2008). However, it must be noted that democracy did not come overnight; it is rather the final fruit of more than 50 years of political reforms initiated by the monarchs. The reforms were made smooth and successful by the nature of traditional Bhutanese political and social structure, which was fundamentally democratic and egalitarian.

158. Bhutan’s Faustian Bargain?

Abstract:: Two decades ago, Bhutan opened to the outside world and created a mixed market economy directed toward the pursuit of greater Gross National Happiness (GNH) for its citizens, not merely an expansion of Gross National Product (GNP). A mere ten years ago, Bhutan underwent a political transformation: transitioning from a monarchy to a constitutional democracy. In many respects, these changes have been remarkably successful. Across many domains of gross national happiness—standard of living, education and health—Bhutan has made significant progress and has done so with policies consistent with Buddhist principles that emphasize equality, poverty eradication, full employment, provision of essential human needs and protection of the natural environment. For example, gross national income per capita in purchasing power parity terms increased from US $3591 in 2000 to US $7176 in 2014; poverty levels fell from 23.2% in 2007 to 12.7% in 2012; expected years of schooling for children entering school increased from 7.6 years in 2000 to 12.6 years in 2014; and, life expectancy rose from 52.4 years to 69.5 years during that period (UNDP, 2015). Despite rapid growth, Bhutan remains carbon negative and over 72% of the country’s land area is covered in natural forests (up from 66% in 2000) (UNFAO, 2016). The World Bank Survey of Bhutan concluded, “The Kingdom of Bhutan is considered a development success story with decreasing poverty and improvements in human development indicators” (World Bank, 2016). Reflecting these trends, the GNH Survey reported that overall national happiness was measurably, if modestly, on the rise in Bhutan from 2010 to 2015. The GNH Happiness Index for the population increased nearly 2% when all domains were accounted for equally.

Abstract:: This essay posits Brazil as one critical locus for gestating the New Right. Often conceived of as a conservative reaction to the U.S. Civil Rights movement, the New Right actually developed transnationally, with determinative participation from Brazilian activists. In this article, I focus on a revelatory subset of those activists, who demonstrate collaboration that (1) linked elite reactionaries in Brazil, the United States, and elsewhere; (2) facilitated the rise of conservative Christianity as populist groundswell; and (3) transformed these two countries into power centers of a Right that adheres to the now-familiar Brazilian moniker “Bible, Bullets, and Beef.”

Abstract:: This is the second in a three part series on Turkish constitutionalism one year after the 2017 constitutional referendum. At Erdoğan’s election in 2002, he appeared to be the latest in a line of populists elected to office. Initially, his success seemed the result of an ability as an Islamist to appease the concerns of the secular establishment. This was bolstered by his stated commitment to Turkey’s accession to the European Union. While in the 1990s Islamist reformers failed to pass institutional reforms aimed at decreasing military control of Turkish politics, the military allowed Erdoğan the space to pursue institutional reform that would enhance Turkey’s chances of becoming a member of the European Union. This attempt by the Justice and Development Party (AKP) to reimagine Turkish democracy for the 21st century took the form of a general push for constitutional reform.

Abstract:: This is the first in a three part series on Turkish constitutionalism one year after the 2017 constitutional referendum. Constitutions are nations’ mission statements, and articulate pre-political commitments that turn residents into citizens, and borders into a nation. In Turkey, generations of political leaders have used constitutional reform as an opportunity to set their political agenda and highlight their priorities. The 2017 referendum must be understood in the context of a democracy where voters have experienced successive constitutional reforms aimed at complementing the mission each new generation of leaders gives itself. A view of modern Turkish history reveals the tendency of leaders to use constitutional reform to address deficiencies in their respective administrations, and reflects the latent tension between populism, military intervention, and constitutional integrity.

Abstract:: This is the third in a three part series on Turkish constitutionalism one year after the 2017 constitutional referendum. the 2017 Constitutional Referendum have only entrenched that reality. Erdogan’s dominance in Turkish politics should not obscure the fact that the individual office holder rather than an ideologically-grounded bloc is now the fulcrum upon which Turkish politics shifts. The Justice and Development Party (AKP) that came to power promising reform, religious pluralism and market-friendly economic policies has become a vehicle for Erdoğan’s personal ambition. After the Gezi Park protests and amid allegations of his son’s corruption, Erdogan became an increasingly polarizing personality in Turkish politics who weighed down the AKP brand in the 2015 parliamentary elections. Yet Erdoğan’s popularity returned during the pivotal moment of the 2016 coup attempt, when he appeared in a live interview with a reporter via Facetime. By the time 2017 referendum campaign, Erdoğan personally rather than AKP parliamentarians was the medium around which responses were polarized. The extension of Erdoğan’s personal control over the levers of power was particularly apparent in the referendum’s changes to the structure of the legislative and judicial branches of the Turkish government, granting legal justification to Erdoğan’s de facto force of personality regime. Developments over the past year have made clear that Turks are increasingly casting votes for and against candidates rather than parties.

Abstract:: After the attempted coup d’état of 15 July 2016, discussion inside expert circles about the construction of a “new” Turkey took on a new urgency. The result of the 2017 constitutional referendum remade Turkey’s political institutions, but the events of the 2016 coup attempt also catalyzed changes to the symbolism of the state. The ruling Justice and Development Party, whose slogans had long promised “a new Turkey,” was at the forefront of the surge in hardened messaging. The cornerstone of this “new Turkey” is а classical concentration of political power in the hands of one person, specifically President Recep Tayyip Erdoğan. Kemalism, Turkey’s founding ideology, is in the process of being replaced by the new ideology of the new president. Although it is still early to characterise this new ideology in Turkey as “Erdoğanism”, the similarities and contradictions of Kemalism and Erdoğanism lend insight on the structure of Turkish politics. The era of Erdoğan has been unleashed in Turkey, and moreover, its eponym is eager to not only replace the personality cult of Mustafa Kemal Atatürk, but also to surpass the historic founder’s titanic image.

Abstract:: Five months after Iraq’s May 2018 parliamentary elections, rival political blocs have broken deadlock and are set to form a new government. On October 2nd, the Iraqi parliament selected Barham Salih, a career politician from the Patriotic Union of Kurdistan (PUK), for the Iraqi presidency. Shortly after his election, Salih named Adil Abdul Mahdi, Iraq’s former oil minister, as prime minister. Iraqis and international observers applauded the selection of these politicians who have eschewed sectarian rhetoric as a victory for political compromise, but Salih and Abdul Mahdi face the challenge of answering popular calls for government reform after a summer marked by violent protests.

Abstract:: The murder of Saudi Arabian columnist Jamal Khashoggi on October 2nd in the Saudi consulate in Istanbul has been a clarion call for the Washington foreign policy community, one that is redefining the United States’ relations with the Saudi Kingdom and, by extension, US strategy in the Middle East. The Khashoggi affair will outlive President Donald Trump; the reputation of Saudi’s leadership is beyond repair, and with Global Magnitsky sanctions and the newly proposed bipartisan Saudi Arabia Accountability and Yemen Act, the US Congress appears ready to act where the executive has fallen short. The CIA has concluded that Saudi Arabia’s Crown Prince Mohammed bin Salman (MbS) ordered Khashoggi’s murder. Trump, who has threatened “severe consequences” for whomever is found responsible, seemed over the past month to be looking for a way out of naming, shaming, and punishing MbS himself. In his statement on November 20th, Trump confirmed many observers’ worst fears about this president’s worst instincts, saying that US security, economic, and political interests transcend this incident. For a sitting US president to balk at the notion of holding an ally accountable and making even a symbolic effort to address such a gruesome crime with clear chains of responsibility constitutes a new low in US foreign policy

166. Does More Choice Lead to Reduced Racially Polarized Voting? Assessing the Impact of Ranked-Choice Voting in Mayoral Elections

Abstract:: Politics in American cities is largely driven by racial group cleavages, and voting in urban elections is polarized along racial lines. Several cities have implemented a relatively new reform to urban elections called ranked-choice voting (RCV), which eliminates the plurality run-off election by giving voters the option to rank-order several vote preferences. This article examines whether the expanded preference choices associated with ranked-choice voting reduce the level of racially polarized voting in mayoral elections. In the first stage of analysis, precinct-level election results from Oakland, CA, and San Francisco, CA, are used to explore variation in racially polarized voting before and after the implementation of RCV. The second stage of analysis uses a difference-in-differences design to analyze racially polarized voting in RCV cities compared to non-RCV cities. The results indicate that racially polarized voting did not decrease due to the implementation of RCV. Rather, the results show that RCV contributed to higher levels of racially polarized voting between white and Asian voters.

167. Candidate Ethnicity and Latino Voting in Co-Partisan Elections

Abstract:: The adoption of the top two primary system in California is resulting in a rising number of general elections in which candidates from the same party compete. Incidentally, California is also home to a large and diverse Latino community. When party identification is no longer a reliable cue, do Latino voters turn to the race or ethnicity of a candidate in selecting whom to support? We examine co-partisan Republican general elections in California’s state assembly from 2012‒2016. Using surname-matched precinct-level voter data, we conduct ecological inference analysis to estimate support for candidates based on the ethnicity of voters. Taking the case of Latino voters, we find a strong level of support for Latino Republican candidates, suggesting that a candidate’s ethnicity may inform voters’ strategic decision making in partisan elections.

Abstract:: It is the intention in this article to explain the electoral stagnation of the Republican People’s Party (Cumhuriyet Halk Partisi, CHP) in the light of the 2015 parliamentary elections in Turkey. Drawing on theories of voting behavior, the article uncovers the organizational shortcomings within the party and the problem of credibility that have emerged as significant impediments to the party in addressing long-term historical-structural issues, mainly the division of Turkish society between the religious periphery and the secular center. Furthermore, the strong identification between the ruling Justice and Development Party (Adalet ve Kalkınma Partisi, AKP) and its partisans have made party-switching difficult, having been achieved, above all, through the provision of economic benefits and public services and the consolidation of party identification through growing polarization and division in Turkish politics. Last but not least, the changes to the political environment between the June 7 and November 1, 2015 elections, pushed stability and security to the top of the agenda, as well as AKP’s electoral adjustments in the run-up to the November 1 elections inhibited any possible flow of votes to the CHP.

Abstract:: After 1945, Western countries witnessed the awakening of the Third World. People of underdeveloped countries, who had been subjected to domination by developed Western countries, showed an interest towards a project of the Third World; the underlying motto of which was shaped by disarmament, peace, and social and economic justice. This project aimed to embody a radical break from the economic, political, social, and cultural paths which were devised in the West and then imposed on the rest of the world. This paper will analyze the historiography of this project. In this context, this paper will approach such literature from the lenses of social movements that emerged in the Third World, of nation states and of international relations. Through social movements, it will firstly focus on the people’s struggles in the different regions of the so-called Third World. Secondly, the paper will analyze academic works whose main subject is the anti-imperialist struggles of different nationalist governments. And lastly, it will criticize scholarly works on the Non-Alignment Movement, which pursued an anti-imperialist and anti-colonialist political agenda at the international level.

Abstract:: One of the key factors to understanding contemporary politics in North Africa is the ideological use of Islam in the political sphere.1 Understood as a main foundation of North African cultural background and political identity, Islam has been present in the political discourse since the very emergence of the National states in the post-colonial era. Predating self-government in the form of sovereign states in the mid-1950s, Islam and Islamic law were also used by colonial forces to deal with the local elites and to legitimate their political rule and their economic and military administration. In any case, Islamic history has provided a powerful element of unity to North African societies in the form of Sunni and Mālikī trend, thus contributing to the social, political, and juridical order. Despite the diverse trends and symbolic representations of Islam in the cultural and spiritual fields in North Africa, there is little doubt about the centrality of the Islamic discourse in contemporary politics as it can be stated that Islam is one of the main power resources in the political competition among elites. The case of the ‘Alawī Kingdom of Morocco is especially relevant.

Abstract:: According to classical realism, diplomacy is the means by which states defend their interests and achieve their objectives short of war, using a mixture of persuasion, compromise, and the threat of force. In the quartercentury since the collapse of the Soviet Union, Russian diplomacy has evolved from a passive, Western-orientation toward a muscular, multilateral and assertive posture. In the immediate post-perestroika years Russian diplomacy reflected the nascent democratic character of the new Russia, and the search for a new post-Soviet identity. Since Vladimir Putin ascended to the presidency, Russian diplomacy has become highly effective at several diplomatic issues. These include: Promoting and representing Russian national interests; defending key principles of sovereignty; non-interference in internal affairs; and respect for Russia as a great power; consolidating the former Soviet space as a privileged sphere of Russian influence; and addressing Russia’s vital security concerns in the Eurasian region, including concerns with The North Atlantic Treaty Organization (NATO) and the European Union (EU) expansion eastward.

173. The Candlelight Mandate & Moon Jae-in’s Inter-Korean Dilemma

Abstract:: The question of the proper relationship between domestic sentiment and foreign policy is a vexed one. Historically, statesmen and strategists have tended to distrust or disparage the role of the demos in the elite enterprise of foreign affairs. In the immortal words of the then vice president Richard Nixon: “If we indulge in the kind of thinking which assumes that foreign policy decisions should be made on the basis of public opinion polls we might as well decide now to surrender our position of world leadership to the communists.” Yet from even the most condescending foreign policy establishment perch, it is hard to dispute the significance of securing public support for key foreign policy moves. Nixon as president was fully aware of this, carefully stage-managing his most dramatic maneuver, the visit to China in February 1972, in a way that would maximize support back home. And of course, Nixon’s loss of public trust over the Watergate scandal brought about the abrupt end of his influence on everything, including foreign affairs. Nixon’s impeachment, after years of public opposition to the war in Vietnam, strengthened the view in the United States that unsupervised elites were in fact the worst possible stewards of the instruments of national power, and that popular, democratic checks were critical ingredients in wise and prudent foreign policy. Once the public is accorded a decisive role in foreign affairs deliberation, we have to grapple with the problem of determining what “the public” thinks in the first place. Who represents “the public”? How can we assert “it” thinks one way or another? What do we mean by expressions such as “the public seems to have changed its mind”? French theorist Pierre Bourdieu, for example, challenged the validity of statistical representations of “public opinion” based on polling data. Bourdieu argues that public opinion so constructed is an “artefact” of the pollsters, rather than a reflection of an actual thing in the world. Polling data creates a false sense of certainty about public preferences—the illusion of a static and knowable thing, “the public,” where one does not exist. Despite the epistemological limitations and political biases embedded in the art of polling, public sentiment must be brought into the equation of foreign policy analysis. Particularly in a South Korean context, given the highly participatory nature of political culture, it would be foolish to adopt an elitist premise that the public factor can be ignored. South Korean president Moon Jae-in, for one, emphasizes the critical importance of democratic legitimacy and public input in all aspects of governance, including foreign policy.

Abstract:: This study focuses on democratization process in Tunisia since January 14th, 2011, the date President Zine el Abidine Ben Ali left the country. The article examines democratization and normalization process of Tunisia as a starting point of the Arab Uprisings through the conceptual framework of elite choice theory. The theory postulates that if softliner regime and opposition elites cooperate, democratization process succeeds. Based upon this assumption, this paper seeks to answer how it was possible for Tunisia to follow a more successful transition path when compared to the other countries in the region through the steps and policies implemented by the representatives of the leading softliner actors in the Tunisian regime and opposition.

Abstract:: Modern constitutional and political concepts, in a broad sense, represent an expressed codification of the elements of value that structure the relevant society or the particular group that tries to project or channel them through the existing order. The secularism vs. Islamism dichotomy is a part of such a conceptual framework. The author elaborates and compares both ultimate constitutional and political designs, specifying them through the example of Turkey and Iran, as well as to shows the basic characteristics through the prism of their political legitimacy, the organization of power, the human rights and freedoms, as well as the possibility of political activism. The thesis that the author notes develop in the direction of a warning that the extremes contained in the constitutional provisions in the vividly ideologically divided societies can be a source of conflict and/or can generate instability or suffocation of the pluralism in the political arena.

Abstract:: The manuscript compares the World History Standpoint promoted by the Kyoto School of Philosophy with two other competitors – post-Western re- worlding and the Chinese balance of relationships - in their shared campaign for alternative international relations theory. The World History Standpoint explains how nations influenced by major power politics judge their conditions and rely on combining existing cultural resources to make sense of their place in world politics. It predicts that international systemic stability cannot be maintained over a set of congruent identities because history’s longevity allows for previous politically incorrect identities to return in due time with proper clues. It specifically predicts that nations caught between different identities will experience cycles in their international relations; nations with an expansive scope of international relations or declining from the hegemonic status will adopt balance of relationships; and less influential nations will practically reinterpret hegemonic order to meet their otherwise inexpressible motivations. Accordingly, Japan will be focused upon as an exemplary case for World History Standpoint; Taiwan for re-worlding; and China for balance of relationships. The paper touches upon theoretical implications of their conflicts.

Abstract:: Combining discourse analysis with quantitative methods, this article compares how the legislatures of Turkey, the US, and the EU discursively constructed Turkey’s Kurdish question. An examination of the legislative-political discourse through 1990 to 1999 suggests that a country suffering from a domestic secessionist conflict perceives and verbalizes the problem differently than outside observers and external stakeholders do. Host countries of conflicts perceive their problems through a more security-oriented lens, and those who observe these conflicts at a distance focus more on the humanitarian aspects. As regards Turkey, this study tests politicians’ perceptions of conflicts and the influence of these perceptions on their pre-existing political agendas for the Kurdish question, and offers a new model for studying political discourse on intra-state conflicts. The article suggests that a political agenda emerges as the prevalent dynamic in conservative politicians’ approaches to the Kurdish question, whereas ideology plays a greater role for liberal/pro-emancipation politicians. Data shows that politically conservative politicians have greater variance in their definitions, based on material factors such as financial, electoral, or alliance-building constraints, whereas liberal and/or left-wing politicians choose ideologically confined discursive frameworks such as human rights and democracy.

Abstract:: This paper is aimed at the impact of particularism in political decision-making. It is argued that political decisions are particularistic according to the goal and circumstances, in which they are made. It is still unclear, which consequences – good or bad – particularistic component of political decisions may lead to. The focal question is to what extent the particularism in political decisions can help in resolving social problems or does harm to society. In the framework of the network analysis, the article presents organizational and procedural examples of particularism predominance and political means of its balancing. As an illustration of a completely particularistic system by institutional and practical means of decision-making, the case of Ukraine is showed. It is ascertained that the dominance of particularism in political decision-making can lead to ambivalent effects: being highly destructive for the stability of the system it can be saving for democratic modes of governance.

Abstract:: The article analyzes the complex Afghan political situation that the international community found when the fall of the Taliban happened in December 2001 and how it was reached. It describes how the Afghan Islamism developed during the eighties in its various interpretations to reach the emergence of the Taliban movement, and the contradictions that this ideology represents to come to constitute an element of national integration. It is argued that precisely has been the lack of understanding of the Afghan political sociology by many countries that have formed part of the international effort to rebuild the Afghan state, which has determined the animadversion to meddle in specific regeneration projects and integration of a fragmented elite after more than twenty years of war.

Religion is growing in countries with a wide variety of religious traditions and levels of economic development. Islam is also experiencing a genuine revival. Salafism is a primarily theological movement in Sunni Islam concerned with purifying the faith. Islamic Salafism, as other major religious movements of today, has become universal and less affiliated with any one territory, and more personal and private, increasingly embodying a spiritual search for self-fulfilment. Salafism has also evolved from being a non-political ideology to develop into a political force.

Abstract:: Political development, since very long, has been the subject of debate among the arenas of political analysts and philosophers whose list is wide ranging. It includes from classical to 20th Century‟s modern analysts. Hobbes, Locke, Rousseau, Karl Marx and so many others , due to their discontentment over the political conditions around them, presented their philosophies with a wishful thinking of progress and development of the respective civic cultures. The concern for political progress under the expression of political development became more pervasive after the Second World War. During this intellectual fermentation, a host of scholars offered a wide variety of definitional explication of the concept of political development. They all soon realised the ambiguity of the offered definition of the concept of political development. L.W. Pye defined it by using at least ten sub- concepts.This article will analyse the political development and modernisation in Bangladesh after explicating the concept of political development and modernisation which have been widely and generally accepted by the political scientists. This study will be confined to the areas: the organisation of the political system and its structural coherence, the democratic experience of the nation, and socio- economic development.

Abstract:: A strong army plays an important role for the defense and security of any country. Without a strong army, no country can survive smoothly. Unfortunately, in Pakistan, army remained dominant in the political and constitutional development since independence because of some loopholes in the political and constitutional system. Consequently, Pakistan had to face various military coups. In British India, Army neither tried to overrule the Constitutional and political decisions taken by the Government, nor took over the country and the same rule was followed by the Indian army after independence which ultimately strengthens their political institutions. Whereas Pakistan has to face various successful as well as unsuccessful coups which not only derail the political institutions but also destabilizes the social, economic and legal systems of the country. Abstract:: The Tunisian revolution of 2010-11 has been understood as a point of rupture after years of worsening job prospects and living standards in the country. Some have claimed it highlighted the inefficacy of Tunisia’s development policies, while other studies saw a link between high rates of literacy, lack of economic opportunities, and protests against the state. One should, however, be cautious of taking an economically deterministic approach to Tunisia’s uprising. Many countries whose citizens are mired in deep poverty and rampant unemployment are not in a state of revolt. Other factors such as pre-existing social networks (like trade unions and family ties) also play a major role in shaping political events. Furthermore, economic statistics in North African countries, such as Tunisia, are often manipulated for political reasons.

Abstract:: Venezuela remains in crisis. Popular support for the so-called Bolivarian revolution and its socio-economic model known as twenty-first century socialism has eroded dramatically. Polling suggests there is a near consensus among Venezuelans that conditions are bad and that the country is headed in the wrong direction but support for the opposition has also declined in recent months. International criticism of the Maduro regime is widespread. Countries representing over 90% of the region’s population have publicly called on the Venezuelan government to restore democracy. The economy is near collapse and both the country and the national oil company have been declared by various rating agencies and financial institutions to be in selective default. Abstract:: The view of convergence in terms of how former socialist countries change invites questions about cases of non-transition and their typological regime features. This paper examines the North Korean regime to assess its unique path of post-communist transition and analyzes behavioral explanations for the divergent outcome. A combination of institutional and behavioral features point to a countryspecific development, which may have taken a distinctive path due to different historical experiences, leadership features, legitimation, and political culture. Abstract:: From Mao Zedong’s Great Leap Forward to Deng Xiaoping’s Opening Up, through Jiang Zemin’s Going Out (also known as the Going Global strategy) to Xi Jinping’s recent Chinese Dream, China has pursued diverse diplomatic engagements with African countries within these broad development visions. These engagements have evolved along with Africa’s changing political and economic circumstances, as well as China’s resurgence as a global economic power. Most significantly, in large parts of the developing world (including Africa), China has shifted away from its support for the struggle for ideological identity to assume geopolitical and geo-economic weight, as anti-imperialism rhetoric and support have given way to its business-is-business mantra, and noninterference diplomacy. In other words, from the late 1970s, Africa encountered Beijing’s gradual shift away from an ideological proselytizer to a global economic adventurer. After the Cold War, Chinese influence in Africa has grown significantly as it has traded, invested, and constructed its way to the most relevant economic partner to African economies. Chinese capital, aid, expertise, and diplomacy have brought increasing numbers of Chinese to the continent to serve as expatriate workers as they heed the call to “go out” and enhance the national ambitions and seek personal fortunes. In the past two decades, it has been remarkably evident that the relationship between China and Africa has entered into a different phase. Contrary to the rather simplistic and unilinear account of China’s scramble of the African continent, current engagements are rather complex with China as a pragmatic economic actor with both complementary and competitive impacts that draw different reactions from African populations – from the often reported embrace to intense local anger in certain parts. Along with a political independent and largely democratically governed Africa, China is also currently engaging mostly empowered African populations who will readily assert and preserve their sovereignties, political rights and civil liberties through public protests, pronouncements and political competitions like elections, and referendums. So, in spite of Beijing’s touted African embrace as the partner-in-development option for African states, some growing popular resentment for “most things Chinese” in some parts of Africa is confronting China as it deals with a continent in transition. Alternatively, though the effectiveness of popular African reactions towards the Chinese in African countries may be shaped by factors such as regime type, and economic status of the state in question,3 sustainability and longterm impacts of these people centered movements depend on more than any visceral efforts. Consequently, how will Beijing’s motives and strategies in Africa be impacted by popular reactions as African populations look to the past and present?

Abstract:: Latin America seems out of step with the world, as it appears to be currently emerging from a cycle of populist rule commonly referred to as the Pink Tide, which began with the inauguration of Venezuela’s Hugo Chávez in 1999. While observers have been declaring the end of the Pink Tide for a few years now, the reality is that the movement is not quite dead yet: Nicolás Maduro remains in power, as does Evo Morales – who appears not quite ready to throw in the towel. While Rafael Correa has stepped aside in perfectly democratic fashion, his successor, Lenín Moreno, is very much a believer in what has been termed “twenty-first century socialism.” In this article, I will focus on the more outspoken of the members of the Pink Tide, and suggest that within the resurgence of the left in Latin America there is a distinct subset of populists who have married resource nationalism to populism to produce something altogether separate from the rest of the members of the Pink Tide.

Abstract:: The article first analyzes different interpretations of the relationships between populism, democracy, and authoritarianism during classical populism in the 1930s to 1970s, neoliberal populism of the 1990s, and left-wing radical populism of the late 1990s to present. The second section explores the internal contradictions of the logic of populism that combines the democratic precept of using elections as the only legitimate tool to get to power, with autocratic practices to undermine pluralism and to transform a leader into the embodiment of the will of the people. The last section draws lessons from Latin America to global debates on populism and democratization.

Abstract:: Populism has always been a contested concept. However, its core message across definitions is simply in defense of the “common people” who are often regarded as marginalized. Hence, as a movement, it claims to seek for “inclusion.” In this regard, its core assumption is just doing away with elites and establishes a more direct democracy thereby reducing inequality and exclusion. As a leader, a populist is associated with “a strongly personalistic leadership style; outsiderism, or the claim that the new leader does not originate from among the existing political class; an anti-system, antiinstitutions and anti-organisations rhetoric, often targeting political parties and political corruption; a call for restoring ‘the power of the people.’” This indicates that an individual leader becomes the center of politics in a polity thereby undermining political institutions. This, in turn, suggests “decisionism” and lack of predictability in the political system. As such, a populist leader tends to free himself from any kind of institutional control hence promoting institutional decay. As such, populism is “anti-party, antielite, anti-establishment, anti-political.” Indeed, populists are hostile to the rich, to finance capital, and to big corporations.

194. Beijing’s Policy Towards President Tsai Ying-wen and the Future of Cross-Strait Relations

Abstract:: ions through the lens of both asymmetry and (re-)balancing. Beijing-Taipei relations have become more and more asymmetrical. While this structural asymmetry has allowed the former to exert all sorts of pressures on the latter (economic, ideological and military), this very asymmetry has not prevented the latter from keeping some room of maneuver vis-à-vis the former.1 Balancing against China and bandwagoning with the United States has, since 1950, been Taiwan’s security and survival strategy even if after the U.S. de-recognition of the ROC in 1978, Taipei and Washington have not been linked by a formal alliance but a much more narrow and vague security arrangement, the Taiwan Relations Act (TRA). However, in this paper, I will argue that under the Tsai Administration, Taiwan’s balancing strategy has remained rather “soft,” because of the island’s hard economic dependence upon China. At the same time, Taiwan cannot ignore the U.S. Administration’s “rebalancing” strategy in Asia and the consequences it has on U.S.-China relations and the region. Using this double approach, I will first present Beijing’s new Taiwan policy. Then, I will explore its root-causes and main drivers. Finally, I will venture to speculate on the chances of success of China’s strategy towards the Tsai Administration, particularly after the new U.S. President Donald Trump comes into office and in view of the telephone call that he accepted to have with Ms. Tsai in early December 2016. My tentative conclusion is that for many domestic and international reasons—the KMT’s inability to reform, Taiwan’s consolidated identity and the U.S.’s likely continuing, and perhaps stronger strategic support and overall “rebalancing” under Trump—Beijing will probably not reach its major objectives, at least in 2020. As a result, Taiwan will be able to continue to go its own way; the political gap between both sides will keep widening; and the relations across the Taiwan Strait will probably remain a mixture of political and perhaps military tensions as well as dense exchanges and inevitable interactions.

195. The Impact of Chinese National Identity on Sino-U.S. Relations

Abstract:: The Chinese Party-state’s warnings about the danger of Western ideas appear with increasing frequency. Whether the target is “constitutional democracy,” the “rule of law,” “universal values,” “judicial independence,” or “color revolutions,” the refrain is becoming familiar. These are “erroneous” notions in the public discourse of the Chinese Communist Party (CCP), which not only threaten CCP rule, their advocacy by Chinese is evidence of traitorous conduct, and their support by U.S. officials or on the Western-led internet must be resisted for bilateral relations to proceed successfully. Such admonishments are consistent with the CCP’s official ideology and reflect the national identity currently espoused by CCP leaders and propagated in the increasingly tightly controlled media and academia. They have had a negative impact on the Sino-U.S. relationship, and are likely to continue to do so even as President Donald Trump remains largely silent on China’s human rights record and concentrates on “America First” economically and on tough talk about pressuring China regarding issues such as Taiwan, the South China Sea, and North Korea.

197. Democratic Contributions to UN Peacekeeping Operations. A Two-Step Fuzzy Set QCA of Unifil II

Abstract:: What explains democratic participation in United Nations peacekeeping operations? Although the division of the burden of UN peacekeeping operations has attracted a considerable amount of scholarly attention, neither the impact of domestic variables, nor the interaction between the domestic and international determinants of peacekeeping contributions has been systematically analysed. This article aims to fill this gap in academic research. First, insights from research on peacekeeping burden sharing, democratic peace theory and integrated decision models are combined in a multi-causal framework. Subsequently, two-step fuzzy set Qualitative Comparative Analysis is used to assess whether this model explains diverging contributions to the 2006 enhancement of the UNIFIL operation. The results of this analysis show that contributions result from a complex interplay between domestic and international conditions. Two combinations of international level conditions allowed for large contributions. In the absence of significant military engagements, military capable states and states with a high level of prior involvement in UNPOs had an incentive to participate. Actual contributions, however, only materialized if such a conductive international context was combined with favourable domestic conditions: only states governed by a left-leaning government that was not constrained by either proximate general elections or a right-leaning parliament with extensive veto powers participated in the operation.

198. Voter Characteristics and Leader Effects in a Post-Communist Context: The Case of the 2012 Legislative Elections in Romania

Abstract:: In the contemporary political environment, the added value brought by leaders to the electoral performance of the parties appears to be significant and growing. However, the impact of leader evaluations on the vote choice is likely to vary from one voter to another. This article explores the influence of voter characteristics on the magnitude of leader effects in the context of the 2012 legislative elections in Romania. Five such characteristics are considered: objective political knowledge, subjective political information, party identification, political engagement, and time of voting decision. For this purpose, the paper employs data from the 2012 Romanian Election Studies (RES) three-wave panel survey. The analyses prove a significant influence of political knowledge and party identification and negligible effects of the other three voter characteristics considered. Thus, political knowledge appears to stimulate the manifestation of leader effects. Similarly, voters holding partisan ties appear to experience higher levels of personalization. The implications of these findings are discussed extensively.

Abstract:: During the planning for this and upcoming issues, the staff of the MCU Journal, under the direction of the new editorial board, continues fine tuning our publication strategies to acquire content that speaks to the larger issues of policy important to the Marine Corps, generally and specifically. This has led us to seek authors who can provide more than just single threads of continuity, but rather to help us craft entire issues that focus on defined topics for deeper-level conversations. To that end, the closing issue of 2016 presents what, on the surface, may appear to be five articles speaking broadly to the concerns of one region, in this case the Middle East and North Africa (MENA). Upon further reading, however, the reader will discover that this issue features two distinct sections that illustrate both political science and historical perspectives relevant to the U.S. military Services and the larger Department of Defense community.
