Abstract:
One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:
This article aims to present a descriptive study from a qualitative perspective through a bibliographical analysis, according to Coutinho (2014), which aims to discuss the political process of purchase and Technology Transfer (TT) of GRIPEN NG fighters. For this, we resort to the study of the decision-making process involving interrelationships between the main actors, consensus, interests and values. The goals is to present some reflections about the results of the political game that had taken place during the FHC, Lula and Dilma governments, to verify their relationship with the neoliberal political-social project and its actors in the international sphere. As a guide for this study, questions are presented, which must be answered throughout the text referring to political actors: Who were these actors? How did political actors act? What are the reasons for their actions?

Abstract:
As energy insecurity remains an imminent characteristic of energy security, it can simultaneously influence the securitization of non-energy referent objects in other sectors (Adamides and Odysseas 2015). This leads one to examine the geopolitical underpinnings behind the formation of the EMGF which by and large has affected the region as a whole. Egypt, the region’s star player has always played a fundamental role in harbouring relations based on energy and regional security and hence its relations with Greece, Cyprus, Israel, France, Italy and the EU needs examination in the wake of the establishment of the EMGF. The EMGF has been kept as the central pillar in understanding the international political economy behind the energy and regional security convergences by the above-mentioned member states. The objective behind undertaking this study has been to point out the inadequacies in establishing the EMGF which has inevitably shaped the geopolitics of the region.

Abstract:
Foreign policy cannot be dissociated from what we call the theory of international relations (Holsti, 2015). Relations between Jordan and the United States go back to 1949 when diplomatic relations were first established. The United States contributed to providing economic and military assistance to Jordan for the first time since 1951 and 1957, respectively, and has continued until now. The United States and Jordan share the common goals of a comprehensive, just, and lasting peace in the Middle East and to end violent extremism that threatens the security of Jordan, the region, and the world at large. The peace process and counterterrorism between the two countries aid American interests. The United States has helped Jordan maintain its stability and prosperity through military assistance and close political cooperation (Bush, 2009).This study examines the United States foreign policy towards Jordan from 1990 to 2017. This period witnessed important regional and international political events that significantly impacted American foreign policy in the Arab region and the United States - Jordan in particular. The political events covered in the study have the greatest impact on the development or decline of relations between the two countries in terms of politically and security aspects.

Abstract:
The direction of the Islamic Republic of Iran’s foreign policy has been a source of argument among scholars since the establishment of the revolutionary regime in 1979. Iran’s foreign policy just like its revolution is still a mystery to many researchers as it is difficult to find an appropriate theoretical framework for it. Revolution and how revolutionary states such as China and Cuba view the world and build their foreign relations with other nations have been long discussed in the works of prominent scholars including Leng (1972), Armstrong (1993), Walt (1996), Halliday (2002), and Doma-Nguez & Domínguez (2009). However, what makes the foreign policy of revolutionary Iran different from other revolutionary states (mostly Marxist revolutions) and, therefore, more confusing to study, is the Shi’a Islamic nature of it.

Abstract:
To examine the challenges and risks arising from the Belt and Road Initiative, this article, in its initial section undertakes a case study of Venezuela in explaining the probable debt-trap situation arising in the Latin American region. Following it, the next section examines the risks arising from BRI from the perspective of dependency theory. It is observed that the US has taken the Latin American region for granted. However, China appears to encroach into what the US considers as its backyard. With this hindsight, China’s increasing involvement in the region is dichotomously analyzed to ponder whether it is a strategy to gain influence or an extension of peaceful rise in the third section. China’s post-pandemic investments in LAC have been analyzed to enhance the argument of a tussle between the US and China. This provides a clear picture of how the two global economic giants are scrambling their money to sustain their influence over LAC. Finally, digital geopolitics has also been considered in explaining the risks and challenges of BRI. It is observed that without any data regulation regime currently across the world, would end up LAC states into what we call data-trap. As all the above is considered, it cannot be ignored that the future of geopolitics is no more validly explained through hegemonic stability theory or hierarchical structures. It is either going to be a horizontally varied power poles anchored to the regional institutions or going back to the idea of sovereignty as the main concept

Abstract:
In his classic treatise The Philosophy of Money, sociologist Georg Simmel asserts that money is “colorless” and “abstract,” a “system of numbers” that relentlessly promotes the rationalization and depersonalization of modern life.1 Simmel might be right about money, but banknotes are a different story. The banknotes of the world contain many colorful images of human beings, animals, landscapes, and other eye-catching features. What are the purposes of banknote iconography? What kinds of images best achieve those purposes? Does the art of the banknote still matter in the digital age? The answers to these questions also speak to broader issues, including the bases of social trust, the content of collective identities, and the power of visual politics. Some people think of physical cash as a relic of the old days of brick-and- mortar retail. It is true that credit and debit cards and digital means of payment are on the rise. Even the Monopoly board game no longer comes with its famous colorful paper money; instead, a voice-activated electronic “banker” processes players’ transactions and keeps track of their balances.2 Yet reports of the death of the banknote are highly exaggerated. Between 1990 and 2020 the value of cash in circulation soared worldwide from about $1 trillion to $7 trillion, and the annual rate of increase has been accelerating over time.3 The coronavirus pandemic that erupted in early 2020 caused a further spike in cash demand all over the world.4 A comprehensive study of 140 currencies found that the value of cash in circulation in 137 of those currencies rose in 2020 over the previous year while it declined in only three.5 The value of U.S. currency in circulation shot up by 16 percent during 2020, double the average increase of the previous 10 years.6 As of the end of June 2023, it stood at $2.3 trillion, or to be more precise, $2,342,265,000,000—almost 10 percent of U.S. GDP.7 In short, banknotes remain greatly in demand almost everywhere; and wherever there are banknotes, there is banknote iconography.

Recent geopolitical events and the overleveraging of U.S. sanctions has strained the relationship between the U.S. dollar and other world financial powers, bringing the current system—fundamentally grounded in the 1944 Bretton Woods Agreement—to a critical inflection point. Although the past 80 years has seen a global financial system that hinged on the chosen policy of the United States, adversaries and allies alike are actively searching for ways to diversify from a dollar-centric system. Simultaneously, the innovation of financial technology has led to the creation of blockchain based, non-state currencies and demand for more efficient settlement of transactions. These trends have given rise to a crucial moment for infrastructure that underpins these innovations: the cloud and U.S. financial policy. In developing a long-term strategy that supports a robust global financial system, policymakers should heed the revolutionary potential of innovation and the cloud, specifically related to stablecoins and Central Bank Digital Currencies (CBDCs).

Abstract:
Throughout history, there have been two fundamental and interrelated debates over the creation and use of money.1 The first debate is whether money should be created by the market or the state.2 When money is created by private markets, individual currencies oper- ate in competition with each other, such that the value of any given currency is measured by its relative strength against the others. In contrast, under a system where the government has a monopoly over the supply of money, the sound- ness of the currency is ensured, if at all, by a set of institutional constraints to prevent its debasement. A second debate arises between those who believe that money should be a tool used by policymakers to achieve certain political, economic, and social ends and those who believe that money should be a neutral unit of measurement, like inches or kilograms.3 Today, central banks are tasked with mandates to achieve full employment, plug budget deficits, and spur real economic growth. The institutional challenge for governments is to decide how to balance these goals with the need for price stability. Discretion by central bankers with respect to these tradeoffs is intended to allow public officials to operate the system for the public benefit. By the same token, government discretion in the management of money creates the possibility of major failures—such as runaway inflation—if that discretion is misused.

El océano azul de la política común de seguridad y defensa (PCSD)de la Unión Europea es el objeto de estudio de esta investigación, desde una aproximaciónbásicamente de policy-making, centrada en el policy design. Como punto de partida, toma contenidos de la geopolítica y las teorías del realismo que analizan por qué es tan problemática la política común de defensa europea.El estudio explica la herramienta del océano azul con el caso práctico de la aeronave F-35. A partir de su comprensión, se describe la estrategia del océano rojo frente a la estrategia del océano azul, contraponiendo unaEuropa en el seno de la OTAN y con dependencia de EEUU ante una Europa como A²E (actor estratégico y autonomía estratégica).Posteriormente, se elabora el esquema de cuatro accionesen la construcción de una política común de defensa en Europa. Se estructura la matriz del océano azul, donde se analiza la construcción de una política común de defensa en Europa, presentando aquello que debería eliminarse de la política de defensa, lo que debería reducirse, lo que se debería incrementar y, finalmente, lo que se crearía para alcanzar una política común de seguridad y defensa de la Unión Europea (UE). Luego, se plantean las cuatro barreras organizacionales para alcanzar unas Fuerzas Armadas Europeasy los tres componentes clave del cambio a las Fuerzas Armadas Europeas.

El presente estudio aborda el derecho humano a la seguridad desde el enfoque de la Prevención del Extremismo Violento. La Prevención del Extremismo Violento (PEV) es una estrategia en el marco de Naciones Unidas enfocada a fortalecer el respeto de los derechos humanos. La PEV aborda el extremismo violento que conduce al terrorismo desde el enfoque de la prevención y de los derechos humanos. Lo más relevante de esta perspectiva es su innovación para garantizar la seguridad como derecho humano. Es más, la PEVsurge como respuesta a las políticas de seguridad antiterroristas que se consideran insuficientes para erradicar este fenómeno. Las medidas de acción de la PEV, por tanto, van más allá de lo que en sentido estricto se conoce como política securitaria. La educación y la cultura tiene así una función importante en la PEV, como también ponen de relieve las políticas de la UNESCO. El análisis que se desarrolla expone una propuesta de espacio dialógico que aplica la medida de educación, cultura y sensibilización a través de la literatura. Se reflexiona así, a partir del diálogo con Vida y destino de Vasili Grossman, sobre el extremismo violento y los derechos humanos.

El espacio público constituye elámbitopara el uso y disfrutegeneralde todas las personas, en el ejercicio de sus derechos y libertades. Sin embargo, la regulación tradicional se ha orientado a concebirlo desde unas coordenadas esencialmente productivas, situación que ha llevado a la exclusión de la pobreza, su criminalización y estigmatización. En este sentido, deben enmarcarse las políticas de tolerancia cero, fruto del marco teórico propiciado bajo la metáforade las “ventanas rotas”, como fundamento de la represión de las infracciones de baja intensidad, así como el marco jurídico de las ordenanzas de convivencia ciudadana. En el presente trabajo se defiende la necesidad de configurar el espacio público en el marco de una ciudad de los cuidados, construyendo políticas públicas que permitan recuperar la ciudad para el conjunto de la ciudadanía. En este sentido, adquiere relevancia la configuración del espacio público, no solamente desde la idea de propiedad o titularidad públicaque comporta el dominio público, sino también desde su concepción como bien común que permite la participación de la ciudadanía en su gestión. La asunción de responsabilidades de la ciudadanía, de forma compartida con la Administración, puede constituir un instrumento para que el espacio público constituya un entorno seguro y respetuoso con el ejercicio de derechos y libertades. Se propone dotar de contenido concreto al derecho al espacio público como manifestación del derecho a la ciudad, que permita dar herramientas a la ciudadanía para garantizar su funcionalidad.De forma correlativa, la idea de responsabilidad comporta también la asunción de deberes por la ciudadanía que debería incorporar la legislación de régimen local. Asimismo, se examina el papel que pueden llevar a cabo las ordenanzas locales para garantizar este derecho al espacio público. Por último, se alude a la experiencia que se está implementando en los municipios de los agentes cívicos como medios que pueden contribuir a la realización de este derecho al espacio público.
