Abstract:
In November three ASEAN states—Cambodia, Indonesia, and Thailand—drew favorable marks for their chairmanship of high-profile regional and global meetings: the East Asia Summit and ASEAN Leaders Meeting; the G20 Summit; and the Asia Pacific Economic Cooperation (APEC) meeting, respectively. Helming these meetings was particularly challenging for Southeast Asian leaders—who are naturally inclined to avoid strong alignments with external powers—in the current global environment of heightened tensions between the United States and China in the Taiwan Strait and the war in Ukraine. However, the year was a difficult period for ASEAN internally, with uneven economic recovery from the COVID-19 pandemic and the intractable conflict in Myanmar. The last quarter of 2022 saw two political shifts in the region: in general elections in Malaysia, Anwar Ibrahim achieved a longstanding ambition to become prime minister but will have to manage a difficult coalition to retain power. At the year’s end, Laos changed prime ministers, but it is not clear if the transition will solve the country’s debt problems, which were revealed to be more dire than estimated.

Este articulo analiza las relaciones de Panamá con China y Estados Unidos, las dos mayores potencias mundiales en la actualidad. En primer lugar, se revisan las relaciones que el país latinoamericano ha tenido con China desde la creación de Panamá como país, llegando hasta el cambio de reconocimiento diplomático en el año 2017, así como las nuevas relaciones con la República Popular China. Tras ello se analizan los desafíos que tiene Panamá en el contexto de sus nuevas relaciones diplomáticas. En la siguiente sección se revisan de igual manera las relaciones históricas entre Panamá y Estados Unidos, llegando hasta el día de hoy, y se analizan las oportunidades que ofrecen los Estados Unidos a Panamá.

Abstract:
El concepto del poder blando ha cobrado relevancia en Relaciones Internacionales. Asociado típicamente a EE.UU., en los últimos años también China ha promovido su poder blando, llegando a América Latina. Tras revisar las dificultades para acordar una definición del término, esta investigación observa el fenómeno desde una doble perspectiva: por un lado, analiza el despliegue del poder blando chino en la región; por otro, evalúa la respuesta de los países latinoamericanos ante él. Postula que, mientras China usa una definición amplia del poder blando que aplica en la región y la vincula prioritariamente a aspectos de su política doméstica, la recepción de los gobiernos latinoamericanos la hace depender de la variable siguiente: aunque todos acogen la ofensiva económica china y se acercan al gigante asiático, la manera en que reaccionan a ella está condicionada a la postura que mantienen hacia EE.UU.

Abstract:
On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

China's resurgence as a global actor has significantly altered international relations, particularly in the Middle East, particularly with Saudi Arabia and Iran. Pakistan's unique geographical location and complex international interactions present an intriguing situation due to these changes. Pakistan's close relations with China, Saudi Arabia, and Iran, along with its shared border and cultural ties with Iran, influence its security concerns, domestic politics, economy imperative, and foreign policy. China's growing relationship with Saudi Arabia is driven by its oil needs, global influence, and regional stability. Iran offers China a valuable counterbalance and potential ally in the Middle East due to its geostrategic position and abundant natural resources. The United States' long-standing hegemony in the Middle East has been put to the challenge by China's growing influence and strategic alliances in the region. This qualitative study investigates the issues relating to Middle East with an objective to evaluate the role of great powers‘ politics in the region. The Middle East's shifting geopolitical environment could be advantageous for projects like the ChinaPakistan Economic Corridor (CPEC), Chabahar Port Development, and Iran-Pakistan Gas Pipeline.

En este artículo se estudian las relaciones entre Estados Unidos y África, desde los puntos de vista económico, político y de seguridad. Son, estos tres campos, interdependientes, pero a la vez enormemente dinámicos, tanto por la inercia política estadounidense, como por los condicionantes propios de África (déficit en desarrollo, pobreza, inseguridad o inestabilidad política) como por el contexto internacional. Abstract:
IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

With a well-planned strategy and a careful exploitation of the gaps opened by U.S. foreign policy shifts, China has successfully increased its role as a strategic actor in the Middle East, including by gaining a foothold in the regional arms market. Chinese President Xi Jinping’s early December visit to Saudi Arabia, upon King Salman’s invitation, exemplifies the recent improvement in Sino-Arab ties (Xinhua, December 8). While in Saudi Arabia, Xi initiated two new multilateral forums intended to strengthen engagement between China and the Arab world: the China-Arab States Summit and the China-Gulf Cooperation Council summit (Xinhua, December 11). In addition to deepening political rapprochement between Beijing and several regional countries, China is simultaneously establishing crucial military-strategic ties with key Middle Eastern states. Chinese-made drones are already present in the arsenals of multiple Arab countries and technological cooperation between Beijing and its regional counterparts is rapidly increasing. The most striking example in this regard was the United Arab Emirates’ (UAE) revocation of the F-35 deal that constrained its cooperation with the Chinese tech and telecommunications giant Huawei over 5G technology (Al Arabiya News, December 14, 2021). As many Arab countries’ doubts about Washington’s commitment to regional security grow, more and more countries are increasingly open to entreaties from China.

10. An International Lifeline: Taiwan’s Parliamentary Outreach

Abstract:
For decades, China has made systematic efforts to internationally isolate Taiwan through a mix of coercion and diplomatic enticement. Taiwan, however, has broken through this isolation by engaging with other nations through robust parliamentary diplomacy in order to expand its international space and legitimacy. It is indeed an irony of contemporary history that although Taiwan fulfills the main requisites for statehood, such as territory, population and an effective governance structure, it is deprived of its rightful place in the community of nations multilaterally and also bilaterally at the behest of China. Most countries’ “One China” policies and state-to-state relationships with China preclude them from engaging in official interaction with Taipei, but the trend of parliamentary outreach between Taiwan and the rest of the world is gaining momentum. Such interactions provide opportunities for Taiwanese parliamentarians to interface with their counterparts from abroad, particularly with fellow democratic countries with which Taiwan lacks formal diplomatic relations. Moreover, these delegations have created something of an informal international parliamentary fraternity in support of Taiwan, which underscores a broader groundswell of goodwill in the international community. This article surveys some notable recent interactions in Taiwan’s expanding parliamentary diplomacy with the U.S. and other fellow democracies.

Recent studies in nuclear deterrence show that nuclear punishment is infeasible in most cases due to the opponent’s second-strike capability, tactical redundancy, and the logic of self-deterrence. However, if the challenge against nuclear deterrence is expected to go unpunished, the deterrent policy is not credible and will likely fail. Can the defender violently punish the challenger possessing nuclear weapons? If it can, under what conditions? Thanks to President Kennedy’s tape recordings, the Cuban Missile Crisis provides researchers an exceptional laboratory for testing various theories on the defender’s policy choices after deterrence failure. This article derives a research hypothesis and its competing counterpart and examines their respective explanatory power via a process-tracing analysis of key members within the Executive Committee during the crisis. The study finds that the challenger’s feasibility of retaliating with atomic weapons is a crucial predictor for the defender’s policy choices.

12. Leveraging Submarine Cables for Political Gain: U.S. Responses to Chinese Strategy

Abstract:
Submarine cables are critical infrastructure that carry nearly all internet traffic. However, unclear international governance does not always guarantee their protection, leaving global information networks vulnerable to sabotage and espionage. China’s access to submarine cables for strategic manipulation is greatly expanded through the Digital Silk Road and territorial claims in the South China Sea, posing a clear threat that requires a U.S. response. Current U.S. policy is uncoordinated and can be sorted into the isolationist, cooperative, competitive, and militaristic responses, which each present unique frameworks for future action. The isolationist response would disconnect the United States from insecure cable networks, limiting China’s influence over U.S. assets but reducing international connectivity. The cooperative response emphasizes international norms-setting processes to achieve multilateral agreements protecting cables from state influences. The competitive response advocates U.S. competition with China in the submarine cable market through alternate assistance programs, which would increase the redundancy of a secure network. Finally, the militaristic response explores the role of America’s military in defending submarine cables from foreign exploitation. This article recommends that future policy emphasize a combination of the competitive and militaristic responses in order to most immediately and effectively address China’s threat to information security along submarine cables while minimizing U.S. risk.

Abstract:
Labor market and cultural disruptions in the United States are real and important, as is China’s current and unfortunate turn toward illiberalism and empire. But pretending today that there was a better trade policy choice in 2000—when Congress granted China “permanent normal trade relations” (PNTR) status and paved the way for broader engagement—is misguided. It assumes too much, ignores too much, and demands too much. Worse, it could lead to truly bad governance: increasing U.S. protectionism; forgiving the real and important failures of our policymakers, CEOs, and unions over the last two decades; and preventing a political consensus for real policy solutions. Indeed, that is happening now.

An odd-sounding title? Bewildering, no doubt, to foreign-policy scholars and activists used to the nomenclature and intellectual emphases of their fields and subfields. But life defies academic and professional boundaries, as does the subject of this article. The following inter-disciplinary examination of a dubious but common notion of persuasion could not be more germane to the study of foreign policy, and yet the problem in question is not being addressed by those most directly concerned. This article will, after introducing the topic of advocacy—specifically, in an area of foreign affairs—give reasons why a widely shared understanding of knowledge and persuasion needs to be reconsidered. If we use measures of quantity and financial expenditure, a very large and important role is being played in American public life by intellectual activism intended to influence public debate and government policy. The vast array of advocacy organizations in the nation’s capital is merely the tip of an iceberg. Enormous sums are spent in what may be called the persuasion or advocacy business. Funders act on the assumption that target audiences can be affected through position papers, policy studies, public events, op-eds, and similar agitation.

15. The Sino–U.S. National Identity Gap and Bilateral Relations

Abstract:
The national identity gap between China and the United States has become increasingly apparent. Under Xi Jinping, China has sought to reclaim its historical greatness and proclaimed itself to be a responsible great power that offers a credible alternative to Western values, while also promoting increasingly authoritarian policies at home, complete with extensive repression in Xinjiang and renewed state control of the economy. Assertions of U.S. national identity were somewhat muted under Donald Trump, confused by the battle between those who supported the administration’s “America First” policy, its transactional approach to foreign affairs, and its deemphasis on human rights and democracy promotion in U.S. foreign policy, and those who worried about the global repercussions of an isolationist, nativist policy. For a time, the United States seemed more preoccupied with its trade war with China than with claims that the United States should act as the global protector of human rights and democracy. The COVID-19 pandemic further complicated already tense Sino–U.S. relations and called both countries’ national identities into question. While China had, as of spring 2021, succeeded in keeping its COVID-19 outbreak remarkably small, the damage caused by its initial suppression of medical reports, along with successful virus mitigation in a number of non-authoritarian states, called into question its claim to be a responsible world power on the basis of its pandemic performance. Meanwhile, the Trump administration failed to protect U.S. citizens from catastrophic death tolls and prevented the United States from taking a leading role in resolving this global crisis. In January 2021, the Biden administration took office with a focus on swiftly ending the pandemic, while also reasserting the traditional U.S. global leadership role. When combined with its assessment of U.S. power after the 2008 Global Financial Crisis and of U.S. domestic social and political instability evident throughout 2020-2021, the pandemic has strengthened China’s perceptions of the United States as a country in decline, and of China as a “risen” great power that should now play a major role in shaping the global order. At the same time, although U.S. policy towards China remains firm despite the presidential transition, the underlying rationale has shifted from the “America First” approach of the Trump administration to the democratic values-infused approach of the Biden administration. As the world struggles to move beyond the pandemic, the national identities of China and the United States are increasingly defined in opposition to each other and seem likely to drive an ever more challenging bilateral relationship in the coming years.

The COVID-19 pandemic poses significant geopolitical challenges and presents opportunities for the United States in the Indo-Pacific. The Trump administration bungled the crisis, damaging the U.S.’s standing as a paragon of competence in public health, and functional governance more generally. The international face of the U.S. response deepened preexisting concerns—especially significant in the Indo-Pacific—that the U.S. had retreated from its post-Second World War and post-Cold War role of providing international public goods and leadership and supporting international institutions. Opportunities for the U.S. amid the crisis and in its aftermath stem primarily from shortcomings or unappealing features in China’s handling of the epidemic, and stumbles in China’s self-presentation as a provider of foreign assistance and international cooperation, and from U.S. policies—many of them embraced by the Biden administration—that could correct missteps and ameliorate trends that have diminished U.S. standing (especially during Donald Trump’s presidency). For the U.S. to reap potential gains, it also must adapt its policies to the implications of some Indo-Pacific states’ comparatively successful responses to the pandemic, and the pandemic-spotlighted nature of contemporary international problems.

Abstract:
How has the COVID-19 pandemic reshaped or influenced China’s geopolitical outlook and its grand strategy for the years to come? This is a question that will determine China’s relationship with the United States, the Indo-Pacific region, and the rest of the world. In the Chinese strategic community, the pandemic has been regarded as a “watershed” event that has reshaped the structure of the international system and the power equilibrium. Its importance is elevated to the same status as the end of World War II, which determined the bipolar international system between the U.S. and the Soviet Union, and the end of the Cold War which began thirty years of U.S. hegemony in a unipolar world. Although China began as a sheer loser in the pandemic given its culpability in the origin of COVID and its early poor management of the domestic spread of the disease, Beijing believes that it has eventually emerged as a pure winner in the pandemic: the relative gain China has made vis-à-vis the U.S.’s bigger losses in disease control, national power, economic growth, global leadership, and credibility has strengthened Chinese confidence that the tide is turning in China’s favor. The “effectiveness” of the Chinese political system, as manifested in its domestic disease control, has reinforced China’s ideological conviction of its superiority. As China uses COVID diplomacy to demonstrate the superiority and desirability of its political system, the pandemic is perceived as an opportunity for it to shape the new international order and promote China’s desired “Community of Common Destiny.” Challenges remain, as the U.S. revamps its alliance system under the Biden administration and as regional powers and Western countries grow increasingly concerned and anxious about China’s growing confidence and capabilities. However, for China, the pandemic has been a great opportunity, and China has emerged from it as a pure winner. It is an interesting question as to how the pandemic has changed the nature and the dynamics of the great power competition between the U.S. and China. Most would agree that the pandemic exacerbated, accelerated, and aggravated the deterioration of relations that the U.S. and China had already been experiencing before 2020. However, the differences lie in the degree, intensity, velocity, and extensiveness of the damage. Without the pandemic, the downward slope U.S. and China had already been on would not have come to a state of “freefall” in 2020. And that “freefall” period has long-lasting and significant implications for their bilateral relations in the post-COVID world. The damaged trust, confidence, and credibility, and the deeply entrenched sense of hostility, or even antagonism, have made any effort to repair the relations extremely difficult, if not completely impossible. And this reality will affect the regional dynamics in the Indo-Pacific region for the many years and decades to come.

During the pandemic that swept the world in 2020, President Trump sought to focus major blame on China, where the virus first emerged. At a press conference on March 20, as American cases increased dramatically, he began to call it the “Chinavirus”, crossing out the word “coronavirus” in his prepared text. He continued to use that term, so criticizing China became a central theme in American “public diplomacy”. A new burden was added to the U.S.-China relationship, at the very time we need more, not less, mutual understanding.

A few weeks ago, on July 4, we Americans celebrated our country and its freedoms, and we clearly have much to be grateful for – and also much to ponder. Seen both from within the U.S. and from much of the rest of the world, early Massachusetts Colonialist John Winthrop’s idealized “city on the hill” where “the eyes of the people will be upon us,” no longer looks as bright, and this should worry us. Much has been written to lament America’s retreat from the world stage during the current administration, which has been driven apparently by the mistaken notion that the U.S. can escape what affects the rest of the world simply by opting out or by saber rattling to get its way. But the longer the U.S. continues down this path, the question changes from whether the U.S. will want to reassume its 20th century role to whether the rest of the world will be willing to welcome back the America it perceives today. To watchers around the globe the America that led the world to increases in stability, prosperity, democracy, and human rights has disappeared in the trashing of international treaties and trade agreements, riots against racial discrimination, police violence, and our inability to deal effectively with the corona virus pandemic.

American ideals coupled with the commercial self-interest of American business and industry drove the policy of engagement, and even after the 1989 massacre of student protesters at Tiananmen Square, sustained momentum for China’s accession into the WTO. Despite China’s known unfair trade practices, it was thought that problems would eventually disappear as China adopted rules and norms as conditions of its accession to the WTO while deepening its integration into the global trading system. U.S. views of the People’s Republic of China (PRC) have been hardening for at least two decades, from George W. Bush characterizing China in the 2000 presidential campaign and the first months of his presidency as a “strategic competitor,” to the Obama administration’s pursuit of a “pivot” to the Asia–Pacific in response to China’s growing assertiveness, to the Trump administration describing China’s rise as signaling the “return of an era of great power competition.” Does this trend reflect changes in U.S. self-conception and national identity? Evolving assessments of threat in light of Chinese behavior and what these imply about the regime’s intentions? A reaction to shifts in the overall balance of power between the two countries, perhaps a reflection of a declining superpower facing a rising challenge, “tragically” destined to participate in a “contest for supremacy in Asia” that will ineluctably result in a “Thucydides trap” or war of hegemonic transition? Or is it instead an inevitable clash between a liberal, democratic, rule of law capitalist hegemon and a resilient authoritarian challenger that is a communist dictatorship increasingly reliant on aggressive nationalism since the 1989 Tiananmen Square massacre and evolving rapidly towards national socialism or fascism? While each of these perspectives provides some purchase on the recent developments in U.S. – China relations as seen from Washington, this chapter focuses on the role of national identity, arguing that identity is by no means the sole or best explanation, but that it is an important factor that should not be overlooked or underestimated.

This paper discusses the strategic framework for Russia’s policies toward Northeast Asia, placing it in the context of Moscow’s geopolitical repositioning after the Ukraine crisis and the ensuing confrontation with the United States, and the alienation from Europe. After 2014, the Ukraine crisis put an end to Russia’s quarter-century-long attempt to integrate with the West and become part of a Greater Europe and the Euro-Atlantic community. At the same time and in the same place (Ukraine), Russia’s attempt to build a power center in the former Soviet space came to an end. Ukraine was not the cause of either failure, but it was the trigger of both. The conclusion was clear. Russia was not fit for integration into something that was bigger than Russia, and Russia was no longer capable of integrating former borderlands. Two-plus decades after the break-up of the former Soviet Union, Russia stood alone—but also free. Such was the end of a grand illusion linked to the West, and also the end of three centuries of empire-building.

Does the forty-fifth president of the United States, Donald J. Trump, have a foreign policy, not least of all inclusive of the vital Northeast Asian region? The question is not flippant. Policy is usually thought of as a set of principles that guide action towards a desired outcome. Trump may, as he professes, act from instinct – reactively and transactionally rather than from an intent to implement an established policy. In the eyes of some of his supporters, this would be a virtue. They elected him expressly for the purpose of breaking with a traditional Washington policy machinery that they did not believe was serving their interests. However, Trump and his administration do assert and describe a distinct foreign policy. They even have a name for it, “principled realism.” Moreover, when Trump was running for the presidency in 2016, he announced his intention to “develop a new foreign policy direction for our country, one that replaces randomness with purpose, ideology with strategy, and chaos with peace.” He stated, “It’s time to shake the rust off America’s foreign policy.”

Theories of American foreign policy are somewhat arbitrarily divided into two opposing camps: idealism and realism. Idealism involves constructing a world we hope would exist, such as freedom and democracy sweeping the globe, and then recommending foreign policy prescriptions based on this imaginary world. While realism is more firmly grounded in the world as it actually exists, it can suffer from a form of nihilism, sometimes positing that foreign policy is exclusively found in the domain of power politics and does not involve morality. The great Harvard professor Irving Babbitt refused to concede that these two lenses were the only way to view world affairs. As a fierce critic of the Romantic movement, Babbitt was particularly alarmed by the tendency of Western leaders to offer policies that were based on chimeras conjured up in their idealistic imaginations. Babbitt refused to accept an amoral realism, however, because he believed that sound statesmanship was determined by the character of statesmen and that the choices they made would not simply be matters of prudence but also a matter of character. One of Zbigniew Brzezinski’s first requests as President Jimmy Carter’s National Security Advisor in 1977 was to ask the Pentagon for its plans – including targets – for nuclear war against “Russia”. Brzezinski was outraged when he was presented with the plan for nuclear war against the Soviet Union. He could not believe that the U.S. military had no plans to spe- cifically weaken the Russian core of the Soviet empire. For the Pentagon planners, Russia and the Soviet Union were one and the same.1 I begin with this anecdote because it reflects well an enduring geopolitical logic to American-Russian relations: American policy toward Russia, whether it be in the Tsarist, Soviet, or post-Soviet period, has not been based on opposing a strong Russian state per se. (That state married to communist ideology was something else altogether.) In the after- math of the Russian Civil War, for instance, the United States delayed recognition of Baltic independence until 1922, two years after Soviet Russia had recognized the independence of Estonia in the Treaty of Tartu, on the grounds that Polish and Finnish independence apart nothing should be done to call into question the territorial continuity of the Russian Em- pire.2 Indeed, American officials seldom viewed the Soviet Union as an empire, as the Pen- tagon war plans just cited illustrate. Historically, the logic of geopolitics i.e., the influence of organization in space on international political relationships has often tended to frame American-Russian relations in terms of complementarities of interest. Of course, geopolitics is not the only logic in AmericanRussian relations; ideology, domestic politics, as well as vested institutional interests all play their role in varying degrees under varying circum- stances. But historically, insofar as geopolitical factors have prevailed, American-Russian relations have generally been harmonious, if also remote and indirect in nature. (By indirect I mean that each sees the other mainly in terms of other powers or processes, e.g., the state of the balance of power in Europe and/or Northeast Asia.) Let us recall that Russia, whether it be under Imperial, Soviet, or post-Soviet auspices, is an essentially continental Eurasian power. Its primary state interest for centuries has been to build and consolidate a trans-continental, multi-national and imperial state while also man- aging international power politics with a series of powerful adversaries throughout Asia and Europe. Above all, Russia sought to ensure that no powerful coalition of external (and in Eu- rope technologically superior) powers could unite to challenge the Russian Empire’s territorial or political integrity. Russian diplomats and rulers thus learned to play the European balance of power with considerable finesse (e.g., the Treaty of Nystadt, 1721, under Peter the Great; the Congress of Vienna, 1815, under Alexander I; the Treaty of Rapallo between Soviet Russia and Weimar Germany, 1922; the Nazi-Soviet Non-Aggression Pact, 1939; the Grand Alliance with the United States and Great Britain, 1941–45; and the Helsinki Final Act, 1975, to name just a few instances). As with Great Britain, maintaining a favorable European balance of power has been central to Russian statecraft.3 The United States, by contrast, is functionally an insular power (albeit on a continental scale) with respect to the rest of the world, surrounded as it is by two great oceans and militarily weak and isolated neighbors (i.e., Canada and Mexico). America’s primary foreign policy concern throughout most of its history has thus been, like Russia’s, to prevent the emergence of a hostile European hegemon that could threaten the country’s expansion in North America and its own hegemony in the Western Hemisphere. Once the United States had stabilized its independence from Britain after the War of 1812, U.S. and British geopo- litical interests tended to coincide.4 In this context, American and Russian interests have more often been complementary than antagonistic. It has been primarily the intrusion of ideological elements, reflecting for example Americans’ global democratic aspirations or the Soviet Union’s ultimate objec- tive of the triumph of communism worldwide, that have rendered the bilateral relationship intransigent and even dangerous.5

The United Nations Command is the multinational headquarters that led the allied forces in the Korean War. The command’s Military Armistice Commission supervises the Armistice Agreement. While the United Nations Command and its activities are common knowledge in the Republic of Korea, the command’s long-standing organization and functions in Japan are less well known. This relationship began in 1950 and is codified in the 1954 United Nations-Japan Status of Forces Agreement. The command’s rear area headquarters, the aptly named United Nations Command-Rear Headquarters, has managed this relationship since 1957. After decades of few changes, the United Nations Command and its Sending States broadened traditional roles and missions from Japan beginning in the early 2000s. This led to expanded activities within the legal framework and security mandate governing the United Nations Command’s relationship with Japan, strengthening Japan’s ties with the command’s member states, and supporting the “maximum pressure” campaign against North Korea. This paper examines the relationship between the United Nations Command and Japan, beginning with the institutions and interests underpinning the relationship. Next, it describes the Status of Forces Agreement and how the relationship functions. The paper concludes with a discussion of relevant policy issues, limitations to greater cooperation, and opportunities for expanded roles within the framework of the relationship.

After a century of an American world order established by U.S. President Woodrow Wilson at the end of the First World War, we are facing a shift in Washington’s global attitude. President Trump’s approach to world affairs is different. Although Obama, and to some extent Bush before the September 11, 2001 terror attacks, was starting to withdraw from the U.S. historical position of key global superpower, President Trump’s approach to world affairs is a much more drastic acceleration of this move. Continuing in this direction means we may soon face a collapse of America’s century-long preeminence, and the creation of a new world order in which the U.S. is no longer leading the global power, but only first among sovereigns, if at all.

For most of history, the domains of the global commons were unclaimed, largely because the technology to access and utilize them did not exist.[1] In areas such as the high seas and outer space, it was impossible for states to establish and maintain sovereign control. Even as the relevant technologies developed, costliness and controls kept them initially concentrated largely in the hands of just a few major powers such as the Unit- ed States and the Soviet Union. For the United States, “command of the commons” became the military foundation of its hegemony, granting it the ability to access much of the planet and to credibly threaten to deny the use of such spaces to others.[2] Bipolar competition between the United States and the Soviet Union strongly influenced developments in the maritime and outer space domains. In the case of cyberspace, a more recent addition to the traditional global commons, the United States was also initially dominant due to its role in pioneering associated technologies. However, over time and particularly since the end of the Cold War, continuing technological innovation and diffusion have made these domains accessible to a growing number of countries. ​ This technological progress was born of both cooperation and competition between states. While some states chose to develop certain technologies indigenously, many acquired knowledge and equipment from abroad. Globalization of industry has made it easier for states to obtain a variety of foreign technologies, even lowering the threshold for them to procure disruptive military capabilities. In addition, over the last two decades, American primacy has been increasingly challenged by the rise of China, which has impacted the dynamics of technological development and diffusion across multiple domains. As China has acquired the technology to become more active in the commons, it has prompted major regional powers, such as Japan and India, to accelerate their own technological advancement, and other mid-sized and smaller countries have also become increasingly engaged.[3] ​ The consequence of this multiplication of technologically sophisticated actors has been the erosion of American primacy in the global commons. Although the United States still remains the most dominant player, it is faced with a more densely populated field, and management of these spaces has become more difficult. This article examines this trend in the high seas, outer space, and cyberspace since the end of the Cold War, with attention to the ways in which the rise of China and the relative decline of the United States have catalyzed greater engagement with the commons, particularly among the countries in Asia that find themselves most affected by this power transition. I argue that advances in and diffusion of technology have transformed the global commons into increasingly crowded domains characterized by interstate competition and heightened tensions. Alliances under unipolarity operate with different logic than under bipolarity. Unipolarity makes the twin dangers of abandonment and entrapment more likely for the weaker states that need the unipole for the pursuit of their regional security interests. The article takes the US-Turkish relations within the context of Syrian conflict as exemplary and shows how the strategic discrepancies between the US-Turkish positions paved the way for Turkey’s abandonment in Syria. The article concludes that the unipole’s strategic alliance commitments are no longer reliable for regional allies to assume risky regional restructuring roles as they face the risk of abandonment on the halfway.

As confrontation looms over Washington and Beijing, it is critical to identify the true nature of this challenge from an international relations perspective before any attempt to devise a counter measure. Wrong presumptions or prejudicial interpretations may lead to dire consequences of unforeseeable magnitude. One past example would be the U.S. government’s belief that Iraq was developing weapons of mass destruction (WMDs) before the American invasion in 2003. A more current example would be the American nuclear anxiety on North Korea and how President Trump bypassed conventional American strategic thinking and circumvented hawkish threats of preemptive nuclear annihilation to resolve a “draconian crisis” via “smart diplomacy.” These examples may shed light on a pathway to resolution for the current U.S.-China trade conflict. The United States and China have ample experience of weathering a crisis on the brink of war, whether it was on the Korean Peninsula or in Indochina. China today remains on the U.S. sanctions list for certain high-tech products and military equipment. Both the Trump administration and Congress continue to criticize China regularly, ranging from human rights to religious rights, from the rule of law to the autocratic political system, from the state-owned banks to restrictive market access to foreign corporations, and from currency manipulation to unfair trade practices.

China has great power over both Koreas, but its influence looks to be at its peak. There are many reasons for this, but the most important is that the two Koreas are moving closer together and in the process shutting out outsiders. Moreover, the U.S., as it seeks to disarm North Korea, is pursuing policies undercutting Beijing’s role on the peninsula. And to make matters worse, China is beginning to limit its own effectiveness.

Spies, election meddling, disinformation, influence operations, data har- vesting: at present, it seems barely a moment passes without another intelligence scandal breaking on our news feeds. Following Russia’s “sweeping and systematic” attack on the 2016 U.S. presidential election—which was intended to support Moscow’s favored candidate, Donald J. Trump, and undermine his opponent, Hillary Clinton—the media frequently labeled the operation “unprecedented.” The social-media technologies that Russia deployed in its cyber-attack on the United States in 2016 were certainly new, but Russia’s strategy was far from unusual. In fact, the Kremlin has a long history of meddling in U.S. and other Western democratic elections and manufacturing disinformation to discredit and divide the West. Russia’s leader, Vladimir Putin, a former KGB officer, has reconstituted and updated the KGB’s old Cold War playbook for the new digital age. This paper, an exercise of applied history, has two aims: first, to understand the history of Soviet disinformation, and second, to make sense of Western efforts to counter it during the Cold War. Doing so provides policy-relevant conclusions from history about countering disinformation produced by Russia and other authoritarian regimes today.

Abstract:
The Japanese government makes no secret of its intensifying security concerns. The Ministry of Defense’s most recent annual white paper includes the assessment that, “The security environment surrounding Japan has become increasingly severe, with various challenges and destabilizing factors becoming more tangible and acute.” The report is also explicit about the source of these challenges. The most immediate danger is identified as North Korea, whose “military development such as its nuclear and missile development constitute unprecedented, serious and imminent threats to the security of Japan.” Second on the list is China, which is singled out for the non-transparent strengthening of its armed forces, as well as the increase in its military activities in the vicinity of Japan. Lastly, the white paper notes that “Russia has been modernizing its forces including its nuclear capability not only in the Europe region but in the periphery of Japan,” and that close attention needs to be paid to these developments. The country faces not only the individual security challenges posed by North Korea, China, and Russia, but also the danger of increased cooperation between these three nuclear-armed neighbors. What is more, at just the time when Tokyo needs reliable partners, it finds itself dealing with a South Korean government that it considers chronically untrustworthy and a U.S. administration that often seems less like a loyal friend and more like an increasingly expensive supplier of commercial security services. Having identified the nature of this problem, the remainder of this essay focuses on explaining Japan’s strategy for addressing it. It does so by adapting Lord Ismay’s famous description of the fundamental goal of NATO as being to “keep the Soviet Union out, the Americans in, and the Germans down.”13 Correspondingly, Japan’s current strategy can be characterized as aiming to keep the North Koreans and Chinese down, the Americans in, and the Russians neutral. After outlining the details of each part of this strategy, the essay will identify the main challenges to overcome in its implementation.
