- Reproducing Class is a neatly focused examination of the transformative work of globalization in Istanbul through a focus on the family. With an in-depth study of the educational practices of the upper middle class, inspired by Bourdieu's theories of cultural capital, Rutz and Balkan examine the ways in which this particular social group has developed strategies for negotiating the climate of increasing economic and political instability brought on by Turkey's economic restructuring in the 1980s. Istanbul was a natural site for the study because the city has historically been a locus of economic and cultural transformation, something linked to the historic nature of its selective education. Istanbul elites' global orientation is visible in the European influence in the private, foreign schools that are the most selective, and most desired, for the families in this study. This study of elites and their strategies of social reproduction is important because these same elites have long constituted a privileged class who themselves were the dominant agents of political and social change in Turkey. The fieldwork behind this project was conducted in various stages from 1990 to 1997 (with some follow-up interviews in 2006), and the major survey that provides foundational information regarding the educational, professional, and lifestyle characteristics of the study group was conducted in 1993. As such, this book provides a close analysis of a particular moment that subsequent research has found to be quite consequential for the largest questions Turkish society faces today in the new millennium.

- Abstract:
- Notwithstanding its somewhat misleading title, this book focuses exclusively on the representations of Turkey in the French debate about Turkey's EU accession bid. Part I of the book focuses on the historical dimension and context of the French debate. Part II goes on to apply Critical Discourse Analysis (CDA) to this debate. CDA is concerned with “the relationship of language to other elements of social processes and power” (p.15), and draws on the contents of speeches, debates, media reports, and the like. The book adds to the growing literature on the role of identity in politics, and on how these are constructed. In particular, it explores the relationship between Self and Other in the French political discourse on Turkey.

- In the ever-increasing stream of academic studies of Turkey's foreign policy, no aspect is better covered than Turkey's relations with the European Union. In fact, this reviewer counted no less than twelve books on this subject published in the last five years, excluding this one! Furthermore, there are more books on Turkey- EU relations than all the other books on Turkish foreign policy all together. To justify another addition to an already long inventory, the author must believe he has something new to say, or at least is covering aspects not addressed by others. While Dr Usul's book offers a useful summary of the literature on the role of external actors on democratisation in general, and the emerging policies of the EU in creating democratic conditionality for candidate states, his coverage of the Turkish experience adds little to the existing body of literature, and is out of date.

- In the recent decade, the number of think thanks in Turkey skyrocketed. Those numbers should not cause overexcitement since along with the serious think tanks many others consist solely of a catchy name and an internet website. Indeed, the think tank sector is a fledgling one in Turkey. The position of think tanks in the policymaking process has not yet been consolidated. They do not have billion dollar budgets as their counterparts in Europe and the Americas. Thus, they mostly do not have the ability to recruit fulltime researchers that allocate their priorities according to their research agenda. Along with these problems, their reputation is not as well established. Since the think tank culture is new in Turkey, some people are questioning their value and influence, while others are more cynical about their purpose and international links.

556. Comparing Individual Attitudes about EU Membership in Turkey and in Post-Communist Central and Eastern European Countries

- This article examines whether theories previously developed to explain variations in individual attitudes toward European Union (EU) membership in post-communist Central and Eastern European countries (CEECs) also explain attitudes in Turkey. In CEECs, attitudes reflect whether individuals feel they win or lose in economic and democratic transitions. Although Turkey did not experience a transition from communism to liberal democracy, its political and economic spheres have nevertheless changed to meet EU membership conditions. Using 2002.2 and 2003.2 Eurobarometers, I found that, while satisfaction with economic circumstances significantly increased pro-EU attitudes, satisfaction with the democratic system did not increase pro-EU attitudes in Turkey and many CEECs.

557. China Reaches Turkey? Radio Peking's Turkish Language Broadcasts During the Cold War

- A young socialist regime with few diplomatic ties in the 1950s and 1960s, the People's Republic of China (PRC) made significant attempts to reach foreign audiences through the use of mass media. Shortwave broadcasting was a particularly significant means of disseminating the PRC's worldview abroad. Radio Peking's Turkish language section, which was established in 1957 along with Arabic and Persian broadcasts, signaled China s desire to reach countries in the Middle East. Predating official Sino-Turkish ties and providing a direct cultural link between China and Turkey at a time when few such channels existed, Radio Peking s Turkish language broadcasts should be regarded as a significant aspect of Sino-Turkish relations during the Cold War years. Based on recently available Chinese language sources, as well as interviews with retired staff, this article examines Radio Peking s Turkish language section with regard to its organization, program content and audience from 1957 to 1976. It is significant that the PRC regime continued its Turkish language broadcasts amidst various challenges, such as administrative instability, lack of trained personnel, poor technical equipment and unsatisfactory audience numbers.

- This article examines Turkish-Israeli relations from 1948 to 2012 in light of domestic and international events hat have impacted the two countries throughout the years. The article examines each country's threat perceptions, which emanate from developments in the Middle East. The author points out commonalities and confrontations between the two countries, and discusses how the latter can be avoided. The article explores how to improve relations in view of the rapid changes occurring in the region, and discusses how the two countries are positioning themselves in the current restructuring of the Middle East and emerging new power balances, some of which are created by these two major regional players themselves.

- To adapt and renew today's fraying international order, the West must partner more closely with democratic rising powers that remain ambivalent about existing international arrangements. There are four such 'global swing states': Brazil, India, Indonesia and Turkey. An effective engagement strategy will need to adjust the order's main pillars to enhance their appeal without transforming the fundamental character of the system in the process. It will need to influence what global swing states want through outreach to publics and private sectors. And it will need to make the case that all four can best manage China's rise by strengthening international rules of the road. If the West can enlarge the circle of countries that uphold the global order to include these rising democracies, the system that has long safeguarded international security and prosperity and promoted human rights will be able to endure.

- Abstract:
- This study deals with the relationship between the current account deficit and the budget deficit in Turkey. Artificial Neural Networks are employed to investigate this relationship. According to the results of the application the twin deficits hypothesis which indicates a positive correlation between the two deficits isn’t valid in Turkey. As this paper tries to analyze the factors accounting for the absence of this kind of correlation, it develops a flexible understanding which doesn’t refuse a hypothesis or a theory (the twin deficits hypothesis) completely, on the contrary, emphasizes the importance of investigating the conditions in which a hypothesis, theory or a model is valid.
