2. Relations between Turkey and Syria in the 1980’s and 1990’s: Political Islam, Muslim Brotherhood and Intelligence Wars

- The aim of this study is to examine how continuities and discontinuities over a period of nearly half a century have shaped the AKP government’s relationship with the Syrian Muslim Brotherhood and the Assad regime. From the start of the 1980s until the 2011 Arab Uprisings, relations between Turkey, Turkish Islamists, Syria, and the Syrian Muslim Brotherhood remained highly complex. Based on the information available from open sources and newspaper archives, this study terms the conflict between the Turkish and Syrian intelligence services that broke out in the 1980s as an “intelligence war.” Both countries viewed the PKK and the Muslim Brotherhood – domestic enemies which they were trying to stamp out – as useful actors to be played off against the other party. While the Syrian/PKK part of the equation was frequently alluded to by the Turkish media and Turkish academia, Turkey’s relations with the Muslim Brotherhood were gradually forgotten. Though open support for the Brotherhood was never an element in Ankara’s official foreign policy, Turkey’s intelligence and security forces did establish ties to the Brotherhood in order to strengthen Turkey’s hand against Syria and made use of the organization insofar as it was in their interest to do so.

- Abstract:
- The goal of the paper is to explore how the intensity of the Greco-Turkish rivalry (in the 19th and 20th centuries) was affected by variation in the intensity of rivalries between major powers that have political and military connections to Greece and Turkey. By comparing the effect of relevant major power rivalries with a battery of alternative domestic, dyadic, military, and political variables, the article serves as a deductive evaluation to see how important, if at all, variation in the volatility of intensity of the relevant major power rivalries is on the Greek-Turkish rivalry intensity volatility.

- Abstract:
- This article aims to provide an alternative critical reading of Turkey-European Union (EU) relations, by contending that Turkey’s EU accession process has been instrumental in changing the contours of the transformation of Turkish economy and its governance as part of its neoliberal restructuring. However, the “transformative power” attributed to the EU’s enlargement strategy by the EU Commission has been somewhat debatable since the 2008 global financial crisis as reflected in the slowdown of the accession process. With the rising authoritarian tendencies in its domestic governance, the protracted saga of Turkey’s quest for the EU membership is back to square one, as the proposal for the modernisation of the Customs Union underlines “respect for democracy and fundamental rights” as an indispensable basis for the future of the relations.

- Abstract:
- This article discusses Turkey’s activities after its membership to the League of Nations in 1932 and especially to the Council in 1934 and its ambivalent position towards to the League. This work is based on the archival documents on Turkey at the League of Nations’ Archives in Switzerland. Even though bulk of documents on Turkey has not been classified yet, collection presently available is sufficient to reflect the ambivalent position of Ankara towards the League in the interwar era. Ankara believed that the League could contribute a great deal to the world peace but at the same time it questioned the implementation of its principles.

- Abstract:
- This article analyzes Turkish civil-military relations with the help of two different models of civil-military relations (separation and concordance) in order to bring a new perspective to the analysis of civil-military relations. The article begins with a short review of the theoretical framework of the separation and concordance models, followed by a brief history of four military interventions that occurred in Turkey in 1960, 1971, 1980, and 1997. The article will then analyze Turkish civil-military relations through the separation and concordance models in an attempt to decide which model would be more appropriate to explain the Turkish case. It reaches the conclusion that the concordance model is more appropriate than the separation model to serve that purpose. However, the concordance model has some methodological weaknesses, requiring modification in order to properly analyze the case of Turkey.

- Abstract:
- The process of 1711-1821 is a different period in terms of governance of Wallachia and Moldavia. In these years, the Ottoman Empire relinquished to appoint local governors for governance of Wallachia and Moldavia and assigned as voivodes the Greek families from the Phanar working in translations of Supreme Court and navy for years. These voivodes selected from aristocratic families residing in Phanar (Fener) district of Istanbul took many important tasks in both governorship in the region they appointed and correspondences with neighbour states in terms of foreign relations of Ottoman Empire and intelligence of confidential activities of them. In this study, Phanariotes are evaluated under light of original historical sources in terms of their positions in Ottoman Empire, their interpreting activities, their appointment to Wallachia and Moldavia as voivode, their intelligence works during period of governorship for Ottoman Empire on political developments and agreements in Europe by means of their intelligencers.
