Abstract:: This paper delves into an assessment of the impact of Turkey’s quest for status since the 2000s on changes in its foreign policy. In other words, how has Turkey’s search for status influenced its foreign policy stances since the 2000s? And can we consider the changes in Turkey’s foreign policy change transformational or transactional in essence? In this vein, this paper will make essential contributions to the existing literature on Turkey’s status-seeking strategies by using specific cases to link them to changes in Turkey’s foreign policy and assessing the extent to which they are transactional or transformational. The examination of this topic is all the more important in light of internal developments in Turkey, such as democratic backsliding and economic crisis, as well external factors such as its tense relationships with the EU, its rapprochement with Russia and China, and its increasingly proactive profile in regional crises. This paper critically assesses the pattern of Turkey’s foreign policy change from transformational and transactional perspectives.

Abstract:: In this paper, we exploited big data (The Global Database Events, Language and Tone - GDELT) by utilizing network analysis to elaborate on the Justice and Development Party’s (JDP) Middle East (ME) policy for 2015 and 2020 - our conceptual framework built on the role theory. We identified two dynamics - the positioning of the “Transatlantic” link in Turkish Foreign Policy’s (TFP) orientation and the shape and politics of the JDP elites’ conception of activism - based on which we developed two hypotheses to conceptualize the JDP’s role performance for the period: 1) There was a mismatch between national role conceptions and systemic role prescriptions for Turkey in the period of analysis; 2) This mismatch led the appeal of partnership with non-Western actors to rise. We utilized network analysis by exploiting the GDELT big data set to test our hypotheses empirically. The empirical findings proved the validity of our conceptual arguments.

3. A Political Economy of Historical Change and Continuity in Turkish Foreign Policy

Abstract:: This study aims to analyse historical continuity and change in Turkish foreign policy (TFP) within the framework of Critical Theory as elucidated by Robert Cox. It suggests asking how TFP has been affected by the historical changes in relations of production and world orders. Within this framework, it aims to explain the changes in TFP within the relation between the production, the world order and the form of state. It analyses TFP in three historical periods such as the Interwar Years, Cold War and post-Cold War. It exposes that Turkish state (re)formation and foreign policy making has succumbed to the global capitalist relations of production and corresponding world orders. These two have been the major framework(s) of change and continuity in Türkiye’s 100 years-old foreign policy. Its main argument is that the continuity and change in TFP has shown an interplay of relations between production and world order. It concludes that TFP has been in line with the global relations of production so there has been a clear and substantial continuity; and that the arguable changes have been the repercussions of global relations of production and world orders.

4. Türkiye’s First 100 Years

Abstract:: Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

Abstract:: In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

Abstract:: The end of the Cold War brought about new challenges and opportunities for Turkey in redesigning its foreign policy. The independence of the Central Asian countries, with which Turkey shares common cultural, historical, and linguistic features, prompted Turkey to rapidly adapt to the new environment in the post-Cold War world order. After three decades, Turkey’s engagement with the Central Asian republics has gradually increased and reached a level at which Turkey is capable of effectively combining its soft and hard power capabilities within regional parameters. This article critically analyzes 30 years of Turkish foreign policy in Central Asia with a focus on its regionalism and soft power elements. We argue that Central Asia has provided a unique opportunity for Turkey to reshape its foreign policy on regional terms by utilizing its soft power resources for the first time, the experience later serving as a model for other regions. and its now hegemonic position in Lebanese politics.

Abstract:: In this paper, we adopt Walter Carlsnaes’ tripartite approach in order to scrutinize the consistency of Türkiye’s climate policy with changing climate regimes. We explain the actor-structure duality in climate policy through the interaction of climate regimes and Türkiye's climate policy. The paper reveals the causality behind the policies implemented by Türkiye as a result of its core values and preferences, and explains their continuities. Finally, we address the potential of the European Green Deal to influence Türkiye's preferences, and therefore its climate policy.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

10. Turkey's Growing Role as a Security Actor in Somalia: Dynamics and Motivations

Abstract:: Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

Abstract:: Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

12. The impact of COVID-19 pandemic on Turkish foreign policy towards the Western Balkans

Abstract:: The scientific aim of this paper is to analyse and evaluate actions taken by Turkey’s leading politicians with regard to the Western Balkan states (i.e. Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) during the COVID-19 pandemic. Since the Justice and Development Party came to power in 2002, Turkey has attempted to increase its international influence through diplomatic, economic and cultural measures. Western Balkans region, with which Turks have historical and ethnic ties, is one of the key areas in AKP’s doctrine. Adopting image theory in international relations as the theoretical foundation, this research examines implementation of Turkish foreign policy in the Western Balkans in times of SARS-CoV-2 coronavirus pandemic. By employing available original Turkish sources (academic publications, public reports, press releases), the main objectives of Turkey’s political strategy towards the region have been determined. Detailed analysis of official statements and speeches of Turkish policy-makers was also fundamental for this study. In this context, the values and symbols to which the AKP government refers in its activities in the Western Balkans have been identified. Based on content analysis, comparative analysis and political discourse analysis, this research seeks to explain the rationale of Turkish actions in recent months. As a conclusion, future prospects for Turkey’s involvement in the Western Balkans have been presented and discussed.

Abstract:: Turkish foreign policy under Recep Tayyip Erdogan has gone through a number of turns since 2003, characterized by the country’s leader continuously taking stock of domestic and global dynamics whilst navigating between the U.S. and Europe, Russia, and the Middle East. He came to power in Ankara 19 years ago after rising through Türkiye’s political Islamist movement, serving first as prime minister and since 2014 as president. Erdogan’s foreign policy approach over two decades can be divided into a number of periods: an initial era of aspirational multilateralism with a strong pro‑EU tilt, until roughly 2009; an ambitious period of regional assertion marked by failed support for the Muslim Brotherhood and the Arab uprisings, until around 2015; an increasingly unilateral, hard‑power driven period through 2020; and what appears to be a new era blending hard power—enabled and symbolized by Turkish drones—and a Ukraine war, in which Türkiye is, simultaneously, selling drones to Kyiv and courting Washington while implementing the 1936 Montreux Treaty to limit its frenemy Moscow’s access to the Black Sea. Together with recent steps aimed at rapprochement with Israel and Gulf Cooperation Council (GCC) states like Saudi Arabia and the United Arab Emirates (UAE), these last factors encapsulate the new era of Turkish foreign policy—albeit one overshadowed at the moment by Ankara’s unwillingness to unconditionally approve Swedish and Finnish accession to NATO.

15. Perceptions of Turkey in the US Congress: A Twitter Data Analysis

Abstract:: The way we interact with individuals, companies, and communities has been altered by our usage of online social media sites and services. Simultaneously, the use of social media as a data source for social scientific inquiries has increased substantially in recent years. This study uses Twitter data analysis to investigate the views of United States (US) Members of Congress on Turkey, and to see if these perceptions reflect some of the trends in US-Turkey relations. Our initial view is that the Twitter conversations among Members of Congress appropriately reveal changes in the course of perceptions vis-a-vis relations between the two countries. With that assumption in mind, we evaluated Twitter data from 2009 to 2021, and analyzed it using statistical methodologies, network analysis, computational text analysis, and topic modeling tools. The findings indicate that Twitter data is a useful proxy for evaluating the perception of Turkey among US Members of Congress.

Abstract:: Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

17. Hedging as a Survival Strategy for Small States: The Case of Kuwait

Abstract:: Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.

18. Turkey and Russia in Syrian war: Hostile friendship

Abstract:: This study considers Russian-Turkish relations within the context of the Syrian war. We elaborate on both Russia’s and Turkey’s strategies and their understanding of the Syrian War, and consider how the two countries have managed to stay on the same page despite conflictual strategies and geopolitical interests in Syria. The current literature does not address this question and does not thoroughly compare their actions and engagements in the field. This article aims to clarify Turkey-Russia relations in the Syria and provides evidence of how they are in conflict and cooperate at the same time. In this regard, it is argued that the available evidence indicates that Turkey-Russia relations in Syria operate on the “compartmentalisation” strategy. In order to test this argument, the qualitative research method based on secondary resources is used while the theoretical framework previously formulated by Onis and Yilmaz (2015) is adopted. They conceptualise Turkey-Russia relations as if they do “compartmentalise economic issues and geopolitical rivalries in order to avoid the negative spillover of certain disagreements into areas of bilateral cooperation.” Furthermore, they claim that compartmentalisation can be hindered if there are deepening security concerns in an area like Syria. However, this article underscores that compartmentalisation does not only work by separating the economic issue from geopolitical rivalries; it also makes Turkey and Russia able to cooperate and conflict in a specific and fundamentally conflictual geopolitical issue such as Syria. The convergences and divergences that occurred in the Syrian field are conceptualised under the strategy of compartmentalisation. In this context, the cooperation – the signed agreements and established mechanisms, conflicts, and clashes in the field, are acknowledged as the consequences of the compartmentalisation strategy in Syria. The compartmentalisation strategy is specifically used in Syria in order to avoid the negative impacts of direct clashes in bilateral cooperation and agreements. It can therefore be concluded that the deepening divergence in security related issue does not necessarily prevent compartmentalisation; on the contrary, compartmentalisation paves the way for stabilisation of such deepening divergence.

Abstract:: During the last two decades, key reforms in social, economic, and political structures have elevated Turkey into a rising regional power. In the Middle East, the increasing influence of Turkey for a better part of the last two decades has been reinforced by its humanitarian oriented foreign policy. Whereas this transformation is extensively attributed to the reform agenda by the Justice and Development Party (AKP), the last decade has proved to be challenging for Turkey’s foreign policy stance. Regional dynamics, such as the Syrian civil war, Qatar crisis, and the Kurdish question, have influenced Turkey to gradually shift from its previous subtle to a more assertive foreign policy. Additionally, the frequent domestic political challenges and economic pressure on the AKP government have only pushed Turkey further towards a more assertive Middle East foreign policy. This article examines how regional and domestic political developments are influencing Turkish foreign policy approach. The analysis will attempt to provide a comprehensive perspective on why Turkish geopolitical engagement and an increasingly assertive foreign policy that is characterised by unilateralism particularly in the pursuit of national and regional security is leading to its isolation.

20. The Role of International Educational Exchange in Turkish Foreign Policy as a Reconstructed Soft Power Tool

Abstract:: International educational exchange has been used frequently as a foreign policy instrument by leading actors of the international arena since the post-Second World War years. This article on the other hand, aims to throw light on the policies and actions of a middle power; namely, Turkey, which has been designing various international scholarship programs for foreign policy ends since the early 1990s. Following a brief evaluation of the international educational exchange programs launched by the USA, Russia, the UK, the EU and China for foreign policy purposes, the study examines the Great Student Exchange Project introduced by Turkey in 1992 to carve out an influential place for itself in the South Caucasus and Central Asia. It will then delve into the Türkiye Scholarships Program, Mevlana Exchange Program and the scholarship programs of the Türkiye Diyanet Foundation, which have been introduced during the Justice and Development Party period to build up and/or boost friendly ties between Turkey and various targeted countries. The study finalizes by investigating the impact of these scholarship programs on the realization of Turkey’s foreign policy goals by exploring to what extent the sending countries align their foreign policy preferences with those of Turkey through analysis of their voting behaviours in the United Nations General Assembly.

Abstract:: The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:: The ideological dimension of the bilateral Turkey-Egypt ties constitutes a particular focal point in terms of predicaments, which could be quite tricky to overcome. Yet, it seems that the geopolitical necessities tighten the noose for Turkey to feel obliged in fixing the strained relations with the Sisi administration. It is also evident that the first step towards a compromise is expected to be taken by Ankara. 27. Reflections of the Reproduced State Identity on Turkish Foreign Policy: Crises With the USA

Abstract:: Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

Abstract:: The use of Twitter has become an important part of foreign policy making and conducting in the recent years. Since it is seen as the most powerful and popular tool of digital diplomacy, foreign policy makers increasingly use Twitter for sending messages to their counterparts and to inform their followers on certain issues, problems or current topics on their country’s foreign policy agenda. Taking the popularity of Twitter use in foreign policy, this study aims to discuss the role of Twitter diplomacy on Turkey-US relations. In this respect, how and for which purposes foreign policy makers in Turkey and the US use Twitter, which topics are mostly covered by the tweets of the selected top- level decision-makers’ accounts, the positive and negative impacts of Twitter on the current status of bilateral relations and the role that Twitter is likely to play in the future of relations are the points that are going to be dealt within the framework of this study.

29. Turkey’s approach to proxy war in the Middle East and North Africa

Abstract:: The last decade has seen a growing trend towards the use of proxies in the Middle East and North Africa following the outbreak of the Arab Spring. In this context, the issue of Turkey’s approach to proxy war in these regions has received considerable attention since 2016. Thereby, the purpose of this article is to investigate the essential characteristics of Turkish proxy war strategy in Syria and Libya. As such, this study intends to trace the development of Turkish proxy war strategy by making use of the conceptual frameworks proposed by Groh (2019), O’Brien (2012) and Art (1998). The most obvious finding to emerge from the analysis is that Turkey changed its indirect intervention strategy from donated assistance to proxy warfare in Syria and Libya when it saw a greater need to influence the result of the conflicts. In the case of Syria, this study has shown that the controlthrough-centralisation approach towards the Armed Syrian Opposition has enabled Turkey to carry out an effective proxy war strategy from 2016 onwards. In Libya, the results of this investigation have shown that theTurkish Army has pursued a proxy war strategy since Ankara and the Government of National Accord (GNA) signed an agreement on security and military cooperation in December 2019. The article concludes that Turkey has centralised many revolutionary groups under an Islamist-nationalistic vision and partnered them with its own military in order to expand its influence in the Middle East and North Africa.

Abstract:: This article argues that there is a close relationship between the structure of the international system/order and how states define their foreign policy interests and then act accordingly. The main contention is that Turkey’s foreign policy performance since 2002 can be partially read as Turkey’s effort to adapt to external developments at international and regional levels. As the international system has evolved from a unipolar order (in which the United States, in cooperation with its European allies, provided the main public goods in an hegemonic fashion), into a post-unipolar era, Turkey has accelerated its efforts to pursue a more multi-dimensional and multi-directional foreign approach. Rather than arguing that there is a direct causation between the independent variable of systemic factors and the dependent variable of Turkey’s foreign policy performance, this article understands the external environment as a ‘context’ in which Turkish decision makers have responded to Turkey’s responses to foreign policy developments.

Abstract:: Recent Turkish foreign policy (TFP) under the successive AKP governments has seen different populist turns. A clear distinction can be made between the thin and thick populisms of TFP, based on the status of the West. The first decade of AKP rule, when foreign policy was thinly populist, was characterised by steady de-Europeanisation, increasing engagement with regional issues and a decentring of Turkey’s Western orientation. The turn toward thick populism has been characterised by anti-Westernist discourses in which the West is resituated as the ‘other’ of Turkish political identity.

Abstract:: Language is one of the essential tools in politics. In this context, as for people, the importance of language is very high for states to express themselves politically. The language that states use to carry out their foreign policies has original qualities or at least is believed it should have. For this reason, the language used by the state in its foreign policy is different from the others. If it is not different, it is sometimes differentiated, or new meanings are assigned to the words in line with this purpose. It is a common practice that states produce and implement foreign policy by utilising the language and especially words. However, this can sometimes lead to various problems in foreign policy. Similar practices and problems exist in Turkish foreign policy as well. Naming, changing the name, naming it differently, labelling it in a negative manner, pronouncing the name differently, not-to-mention the name are of the tactics in this regard. In this study, two main topics on Turkish foreign policy are discussed. The first is the debate in Turkey on the last name of Syrian President "Bashar al-Assad" within the framework of what it is or how to pronounce it. Once the relationship between Turkey and Syria began to deteriorate, "Esed" instead of "Esad" has chosen to be used by some politicians, particularly Recep Tayyip Erdoğan. The second one is the name of the terrorist organisation "ISIS“(Islamic State of Iraq and al-Sham). The terrorist organisation formerly known as ISIS started to be named "DEAŞ", "DAİŞ", "DAEŞ" by a great number of people, especially Recep Tayyip Erdoğan. The main reason for this is that the word of Islam takes place in the name of this terrorist organisation. Two inferences can be made on the subject. First, the language debates that took place inside Turkey are more frequent than the debates done between Turkey and its counterparts in the international arena and made by the outside world without Turkey's involvement. Secondly, the interventions in language and playing with words did not give the desired results. | Dil, siyasetin en önemli araçlarından biridir. Bu bağlamda kişilerin olduğu gibi, devletlerin de kendilerini siyaseten ifade etmelerinde dilin önemi çok yüksektir. Devletlerin dış politikalarını gerçekleştirmek için kullandıkları dil, özgün niteliklere sahiptir ya da en azından öyle olması gerektiğine inanılır. Bu nedenle de, devletin dış politikada kullandığı dil başkalarınınkinden farklıdır, değilse bazen farklılaştırılır ya da kelimelere farklı anlamlar yüklenir. Dili ve özelde de kelimeleri kullanarak dış politika üretmeye ve uygulamaya çalışmak, rastlanılan bir durumdur. Ancak, bu durum, bazen çeşitli dış politika sorunlarına da neden olabilmektedir. Türk dış politikasında da benzer uygulamalar ve sorunların varlığı, zaman zaman söz konusudur. Adlandırma, ad değiştirme, farklı adlandırma, olumsuz adlandırma, adını farklı telaffuz etme, adını anmama, bu konuda taktiklere örnektirler. Bu çalışmada, esas olarak, Türk dış politikasında yakın zamanda gündemde yer almış iki tartışma konusu ele alınmıştır. Bunlardan birincisi Suriye Devlet Başkanı “Beşir Esad”ın soyadının ne olduğu ya da nasıl telaffuz edileceği konusunda Türkiye’de yaşanan çok ciddi tartışmadır. Türkiye ile Suriye arasındaki ilişkiler bozulmaya başladıktan sonra, Recep Tayyip Erdoğan başta olmak üzere bir kesim, “Esad” yerine “Esed” kelimesini kullanmayı tercih etmiştir. İkincisi ise, terör örgütü “IŞİD”in (Irak Şam İslam Devleti) adı konusunda olmuştur. Daha önce IŞİD adıyla anılan örgüt, sonraları Recep Tayyip Erdoğan başta olmak üzere, büyük bir kesim tarafından DEAŞ, DAİŞ, DAEŞ gibi adlarla ifade edilmeye başlanmıştır. Bu yaklaşımın temel nedeni, terör örgütünün adında yer alan “İslam” kelimesinin kullanılmak istenmemesi olmuştur. Konu hakkında, iki saptama yapılabilir. Birinci olarak, Türkiye’de yapılan tartışmalar, Türkiye dışında yapılanlardan ve Türkiye’nin dışarıyla yaptıklarından daha fazladır. İkinci olarak ise, dile yapılan müdahaleler, kelimelerle oynamalar, istenilen sonuçları vermemiştir.

Abstract:: The Syrian civil war exacerbated sectarian divisions between the Alawite-ruled Syrian government and Syria’s Sunni population, straining also the relations between the Sunni majority and Alawite and Alevi minorities of neighboring Turkey. The Alawites and Alevis of Turkey were predominantly supporting Syria’s President Bashar al-Asad, while the Turkish government greatly supported the Sunni insurgents of Syria. The paper aims at examining how Alawites and Alevis have influenced the relations between Turkey and Syria in the light of the Syrian civil war, the reasons behind the sympathy of Alevis for the Syrian government, and the implications that Turkey’s Syria policy has had domestically. It finds that the Alevi / Alawite factor has had some restraining effects on Turkey’s antagonistic policy towards Syria. In the introductory part, the article touches upon the differences and the similarities between Alevis and Alawites, then it analyzes the developments in regards Turkey’s policy towards the Syrian crisis that were also reflected in Ankara’s domestic policy vis-à-vis its Alevi and Alawite minorities.

Abstract:: Arguing that the European Union’s (EU) imposition of its norms and values on Turkey is a continuation of the logic of “European standards of civilisation”, this article offers a second reading of European discourses about Turkey. It regards enlargement conditionality as an apparatus through which the EU constructs its own identity as “ideal” and its others as imperfect. Thus, it attempts to deconstruct the EU’s standards of civilisation through three major lines on which they are built: the authoritative application of standards, unequal treatment and a geopolitical approach – as set by Hartmut Behr in 2007.

Abstract:: Developments in Syria over the past eight years prompted the arguments claiming that Early Republican Turkey had turned her back to the Middle East. However, after a close consideration regarding the discourses of the political elite in Turkey, it becomes evident that Early Republican Turkey’s Middle East policy had been tending to rapprochement with Arab countries rather than avoidance of getting involved in regional issues. This article aims to scrutinize the viewpoints of the outstanding political elite of the Late Ottoman and Early Republican periods like Hüseyin Cahit Yalçın and Falih Rıfkı Atay toward Greater Syria (Bilad-al-Sham) in order to understand the historical and intellectual backgrounds of Early Republican Turkey’s Middle East policy.

37. Debating Eurasia: Political Travels of a Geographical Concept in Turkey

Abstract:: This article reviews the ways in which various actors in Turkey have used the terms ‘Eurasia’ and ‘Eurasianism’ since the end of the Cold War. It presents two arguments. First, compared to Russian Eurasianism, it is difficult to talk about the existence of a ‘Turkish Eurasianism’. Yet, the article employs the term Turkish Eurasianism as a shorthand to describe the ways in which Eurasia and Eurasianism are employed in Turkey. Second, Turkish Eurasianism is nothing but the use or instrumentalization of Eurasia to create a geopolitical identity for Turkey that legitimizes its political, economic, and strategic interests primarily in the post-Soviet space, but, from time to time, also in the Balkans and Africa. Various Turkish state and non-state actors have used Eurasia to mean different things and justify different goals: reaching out to Turkic Republics, being pro-Russian, creating a sphere of influence in former Ottoman lands, or, recently, cloaking anti-Western currents.

Abstract:: Russia and Turkey have been involved in remarkable redefinitions of their foreign policies while navigating through turbulent times in the Post-Cold War era. This has manifested in a search of being recognized as a great power. The tragic civil war in Syria has been the theatre of these ambitions of these two states in highly controversial ways. They have been on the opposite sides until recently on the essential question of the regime change in that country. The risk of a direct fight has even been observed when Turkish air force got a Russian jet down. However, a rapid rapprochement started due to Turkish priority shift from the regime change to the prevention of Kurdish autonomy and the alienation from US; and Russian enthusiasm to get the cooperation of an ardent anti-regime NATO member like Turkey. It can be said that Russia and Turkey have been more process-oriented than result-oriented because they have been compelled to see the limits of their power and influence. As a result, they seem to prefer to focus on the process since they seem to reach their primary objective of showing their salience. All in all, one can only hope for a peaceful and democratic life for Syrians whom tremendously suffered also as a result of an imbroglio of all these global and regional powers’ policies.

39. The EU’s Approach to the Syrian Crisis: Turkey as a Partner?

Abstract:: The article aims to analyze the European Union (EU)’s approach to the Syrian crisis and to evaluate the role it attributes to Turkey. The EU’s approach staggered between supporting transition in Syria to a post-Assad regime and the need to protect itself against spill-over effects of the conflict. Two issues emerged as urgent priorities that determined the EU’s approach to the conflict. One of them was to control the outpouring of refugees fleeing war and oppression in Syria and the other was to deal with the growing threat of terrorism, mainly the ISIL threat. The influx of Syrian refugees through the Aegean and Balkan route to the EU surged in the summer of 2015 leading to practical and political problems for EU countries. In the meantime, ISIL related terror attacks in the EU created a major security problem and led several Member States to bring back border controls in the Schengen area. The EU turned to Turkey and sought Turkey’s cooperation in controlling the refugee flow and also keeping away the ISIL threat. The article looks at cooperation between Turkey and the EU and also points of contention that created hurdles in this cooperation.

Abstract:: The aim of this study is to examine how continuities and discontinuities over a period of nearly half a century have shaped the AKP government’s relationship with the Syrian Muslim Brotherhood and the Assad regime. From the start of the 1980s until the 2011 Arab Uprisings, relations between Turkey, Turkish Islamists, Syria, and the Syrian Muslim Brotherhood remained highly complex. Based on the information available from open sources and newspaper archives, this study terms the conflict between the Turkish and Syrian intelligence services that broke out in the 1980s as an “intelligence war.” Both countries viewed the PKK and the Muslim Brotherhood – domestic enemies which they were trying to stamp out – as useful actors to be played off against the other party. While the Syrian/PKK part of the equation was frequently alluded to by the Turkish media and Turkish academia, Turkey’s relations with the Muslim Brotherhood were gradually forgotten. Though open support for the Brotherhood was never an element in Ankara’s official foreign policy, Turkey’s intelligence and security forces did establish ties to the Brotherhood in order to strengthen Turkey’s hand against Syria and made use of the organization insofar as it was in their interest to do so.

Abstract:: Migration has been an important reason for externalization of the EU’s policies towards nonmember third countries. Throughout the 2000s, the European Union has advanced its efforts for externalization of its immigration policies with the aim of providing security, stability, and prosperity in the neighborhood due to emerging demographic, economic and security problems. The book aims to conceptualize the external dimension of the EU’s immigration policy and its implications for non-member third countries by carrying out a comparative case study for assessing to what extent the EU has achieved to externalize its immigration policy. Accordingly, the author examines why the EU has been forming an external dimension to its immigration policy and how it aspires to impress the immigration policies of non-member countries beyond its borders (p.2). While evaluating the external dimension of the EU’s policy and its implication for transit countries, Yıldız takes into consideration security and development aspects of migration and discusses which of those aspects have become more influential for forming the EU’s external actions and practices.

42. Leverages and Constraints for Turkish Foreign Policy in Syrian War: A Structural Balance Approach

Abstract:: Various balance and imbalance conditions among the U.S., Russia, Turkey, Syria, and Iran are analyzed to present how changes in the direction of conflict and cooperation disturb the regional balance in the Syria conflict. We find that given a stable hostility between the U.S. and Russia, and the stable friendship between Russia and Syria, Turkish preferences over coveting friendship and leaning toward enmity are central in the formation of balances. Turkey-Syria relations constitute a key for the balance in the region. A main Russian foreign-policy problem thus remains to help Turkey and Syria to conduct friendlier relations. A competition or an agreement between the U.S. and Russia over Kurdish independence underlies TFP alignment choices and a high likelihood of a protracted conflict for years to come in the Middle East.

Abstract:: Social media platforms, thanks to their inherent nature of quick and far-reaching dissemination of information, have gradually supplanted the conventional media and become the new loci of political communication. These platforms not only ease and expedite communication among crowds, but also provide researchers huge and easily accessible information. This huge information pool, if it is processed with a systematic analysis, can be a fruitful data source for researchers. Systematic analysis of data from social media, however, poses various challenges for political analysis. Significant advances in automated textual analysis have tried to address such challenges of social media data. This paper introduces one such novel technique to assist researchers doing textual analysis on Twitter. More specifically, we develop a clustering methodology based on Longest Common Subsequence Similarity Metric, which automatically groups tweets with similar content. To illustrate the usefulness of this technique, we present some of our findings from a project we conducted on Turkish sentiments on Twitter towards Syrian refugees.

Abstract:: The study of international history largely depends on an exploitation of hitherto unexplored data. The sources of these data could vary from national archives to private papers to semi-structured interviews and so on. An examination of the historiography of Turkish Foreign Policy requires the employing of a rigorous methodology to unearth novel data to feed into current academic debates. Students of international history should be advised of possible logistic and methodological flaws and obstacles in the process. This article examines these logistical and methodological obstacles to conducting archival research for historiographical studies.

Abstract:: On January 20, 2018 at 17:00 local time, the Turkish Armed Forces (TSK) entered Afrin, a city in northern Syria. Turkish President Recep Tayyip Erdoğan named the military operation “Operation Olive Branch” (Zeytin Dalı Harekâtı) for the region’s many olive trees. According to Turkey, the operation does not violate international law because the operation was against the PYD and YPG as an act of self-defense, aiming to guarantee the security of Turkey’s borders. For Turkey, the links between the PKK and Syrian Kurdish groups classify Kurdish activity in northern Syria as a threat to Turkey’s domestic security.

Abstract:: The murder of Saudi Arabian columnist Jamal Khashoggi on October 2nd in the Saudi consulate in Istanbul has been a clarion call for the Washington foreign policy community, one that is redefining the United States’ relations with the Saudi Kingdom and, by extension, US strategy in the Middle East. The Khashoggi affair will outlive President Donald Trump; the reputation of Saudi’s leadership is beyond repair, and with Global Magnitsky sanctions and the newly proposed bipartisan Saudi Arabia Accountability and Yemen Act, the US Congress appears ready to act where the executive has fallen short. The CIA has concluded that Saudi Arabia’s Crown Prince Mohammed bin Salman (MbS) ordered Khashoggi’s murder. Trump, who has threatened “severe consequences” for whomever is found responsible, seemed over the past month to be looking for a way out of naming, shaming, and punishing MbS himself. In his statement on November 20th, Trump confirmed many observers’ worst fears about this president’s worst instincts, saying that US security, economic, and political interests transcend this incident. For a sitting US president to balk at the notion of holding an ally accountable and making even a symbolic effort to address such a gruesome crime with clear chains of responsibility constitutes a new low in US foreign policy

Abstract:: Russia and Turkey are dancing a complicated pas de deux—for separate and common reasons. The happy couple has captivated global attention. There are reasons today to anticipate greater collaboration between Turkey and Russia in Syria and against Europe and the United States. However, there are also significant contradictions that could weaken the prospects of cooperation between the two countries. For gains against Syrian Kurds and to fan nationalist flames domestically, Turkey may be ignoring longer term needs. Russia is the major partner in the arrangement and sees little reason to sacrifice its interests to please Turkey. One day this unequal relationship may cause Turkey to question its value.

Abstract:: Since the 1960s, Turkish policymakers have developed a distant attitude towards the Kurdish movement in Iraq and they have been concerned about the possibility of similar developments taking place in Turkey. However, in the early 1990s, and then from 2007/2008 onwards, Turkey left its distant attitude towards northern Iraq and pursued an active policy developing close relations with the Iraqi Kurds. This paper explores to what extent Turkey’s foreign policy change towards northern Iraq in these two periods constituted leader-driven change and to what extent these changes resulted from structural/environmental factors.

51. Framing a Presidential Foreign Policy in a Parliamentary System: Erdoğan and Mukhtars’ Meetings

Abstract:: During the period between his election as the Turkish president in August 2014 and the constitutional referendum that introduced a presidential system in Turkey in April 2017, Recep Tayyip Erdoğan tried to demonstrate that he would not be a symbolic political figure in Turkish politics as many former Turkish presidents had been. Instead, he would keep shaping the domestic and foreign agenda of the country, as it would happen in a presidential system. One of the main ways he did this was through a series of mukhtars’ meetings, which began in January 2015. From that point, until the desired changes to the constitution were approved through public referendum, Erdoğan held thirty-seven mukhtars’ meetings. In these meetings he gave speeches about Turkish domestic and foreign policy directly to a group of mukhtars but, more importantly, indirectly to the Turkish public and foreign actors. This article will analyze Erdoğan’s foreign policy messages through his discourse in the mukhtars’ meetings and try to answer two controversial questions regarding his foreign policy ideology: Whether he is an Islamist and whether he is shifting the foreign policy axis of Turkey.

Abstract:: Georgia and Turkey have become important partners in the Caucasus region after the independence of Georgia in 1991. Two countries preferred to follow pro-West policies in their foreign policy against the Russian factor. They have geopolitical importance and geostrategic location for Russia throughout history. This article analyzes the foreign policies of Georgia and Turkey and examines the Baku-Tbilisi-Ceyhan Crude Oil Pipeline as a common foreign policy between them. The paper found out that this kind of project between Georgia and Turkey would make them important actors rising from the regional level to the global level in the future.

Abstract:: This study focuses on the growth of transnational forces and increased global interdependence in the Post-Cold War period, posing serious challenges to conservative regimes in the Middle East – manifested by popular uprisings for economic and political change, beginning 2010 in Tunisia. Since then the Arab states of Middle East are in turmoil. The situation has become complex due to the presence of Al-Qaeda network and ISIS (‘Islamic’ State of Iraq and Syria) radicals in the Middle East and Mediterranean region. Such non state extremists groups are a collective threat to future Europe also. On the other hand various countries of the Middle East and gulf region, have been engaged in waging the proxy wars against each other in order to achieve their specific objectives. Geographically, historically and politically Turkey has been a bridge between Middle East and Europe. The underlying assumption of this study establishes Turkey’s matured foreign policy not only as a model for struggling states of the Muslim World but holds keys to emerging threats to Europe. The study explores possibilities of Turkey to be central player not only for the resolution of regional issues but also as an active player at the global level.

Abstract:: This article seeks to test the relevance of neoclassical realism in explaining the foreign policy behavior of a regional power in an era of turbulent change in the regional system. Taking Turkey’s policy response to the Arab Uprisings as a case study, it tries to explain, from a neoclassical realist perspective, the causes of Ankara’s miscalculations while formulating an ambitious policy in 2011, as well as its failure to adapt to the new realities on the ground between 2013 and 2016. Overall, it argues that neoclassical realism provides a satisfying explanation for Turkey’s policy failure in this period, and that the problems of miscalculation and maladaptation in Turkish foreign policy were caused by distortive effects of certain unit-level factors. In this sense, while ideological tendencies of the ruling Justice and Development Party, as well as its consolidation of domestic power, shaped the content and styling of Ankara’s policy response after 2011, the extensive utilization of foreign policy for domestic purposes by the ruling party hindered Turkey’s adaptation to shifting balances in the regional power structure between 2013 and 2016.

Abstract:: Combining discourse analysis with quantitative methods, this article compares how the legislatures of Turkey, the US, and the EU discursively constructed Turkey’s Kurdish question. An examination of the legislative-political discourse through 1990 to 1999 suggests that a country suffering from a domestic secessionist conflict perceives and verbalizes the problem differently than outside observers and external stakeholders do. Host countries of conflicts perceive their problems through a more security-oriented lens, and those who observe these conflicts at a distance focus more on the humanitarian aspects. As regards Turkey, this study tests politicians’ perceptions of conflicts and the influence of these perceptions on their pre-existing political agendas for the Kurdish question, and offers a new model for studying political discourse on intra-state conflicts. The article suggests that a political agenda emerges as the prevalent dynamic in conservative politicians’ approaches to the Kurdish question, whereas ideology plays a greater role for liberal/pro-emancipation politicians. Data shows that politically conservative politicians have greater variance in their definitions, based on material factors such as financial, electoral, or alliance-building constraints, whereas liberal and/or left-wing politicians choose ideologically confined discursive frameworks such as human rights and democracy.

Abstract:: For decades, change in Turkish foreign policy has remained as “a neglected phenomenon” in the literature while continuity is explained with two main pillars: Westernization and preference for the status quo. The topic started gaining popularity at the end of 2000s when some conflicts of interest emerged between Turkey and its traditional partners. Scholars mainly explained this change as the result of the new Turkish leadership under Recep Tayyip Erdoğan’s Justice and Development Party (AKP). While the debate in this period provided extensive literature on the subject, the arguments created could not explain the policy fluctuations during the AKP era. In this article, the change in AKP foreign policy is examined during three time periods that show different characteristics in terms of domestic and international opportunities/constraints. It is argued that while Westernization still remains an important pillar in Turkish foreign policy, the main change seems to be in Turkey’s traditional preference for the status quo.

Abstract:: Currently the Greek and Turkish Cypriots are negotiating a unification of the two populations on the island of Cyprus. The Turkish Cypriots are very optimistic an agreement will be reached, but Greek Cypriot President Anastasiades counsels caution. When the world understands the history of Cyprus, the Greeks and the Turks, then people will understand why the negotiations as they are currently being conducted will fail. Ultimately, Turkey and its client the Turkish Cypriots will lose patience with the Greek Cypriot method of negotiation, and north Cyprus will become a province of the Republic of Turkey. The Greek Cypriots will not like a large influx of Turks to this new Turkish province. A successful conclusion to the negotiations is within the control of the Turkish Cypriots, but their leaders do not comprehend their potential and are not interested in advice. The current political administration of north Cyprus is following the same course as the failed prior political administrations.

Abstract:: The Middle East is blessed with a rich heritage, is the birthplace of world’s three great monotheistic religions, and has contributed a great deal to humankind’s scientific, philosophical, and cultural progress throughout history. However, for those of us who grew up in the second half of the 20th century and who witnessed the recent devastation and human suffering in the region, the Middle East is mostly associated with crisis, conflict, and turmoil. Most of the tensions we are witnessing today in the Middle East and North Africa (MENA) originated in the popular uprisings for freedom, dignity and prosperity that began four years ago. Despite some setbacks, the Arab Spring has in fact shown us that the potential for change and progress inherently exists in the region. The inspiring determination of the masses to take their destiny into their own hands constituted the best answer to Orientalist views, which claimed that the region and its people were doomed to lead lives of deprivation under authoritarian rule.

Abstract:: Inheriting a legacy of imperial competition, the Turkey-Iran rivalry today manifests itself through the contest for leadership of the Arab Middle East, and Muslim hearts and minds more generally. The authors contend that Turkey and Iran’s relationship transcends the boundaries of amity or enmity that traditionally define actors in the modern Middle East state system. Rather, Ankara and Tehran have been able to successfully compartmentalize elements of their rivalry while strengthening bilateral ties and expanding areas of economic cooperation. The authors posit that the present-day Turko-Iranian relationship falls in the category of neither friend nor enemy, but rather that of frenemy.

Abstract:: Nazrin Mehdiyeva's work is elegantly argued and timely volume on small states and energy politics; however, in looking to contribute to both of these literatures, she opens up questionable points in her book. Her main aim was to understand the conditions that allowed Azerbaijan to pursue an autonomous foreign policy after the Cold War while focusing on energy's role in the context of global energy insecurity. Mehdiyeva's structure relies on a simple and clear deductive narrative. Chapters 2 and 3 focus on small state literature and its application in Azerbaijan's institutional context; 4 focuses on Russia, the main 'antagonist' in the narrative, and 5 on the Caspian sea issue; while 6 and 7 deal with alternative allies in the form of Turkey and the United States. The last chapter concludes with the author's projection of future foreign policy.

Abstract:: The issue of rapprochement with Kurdish parties in the Northern Iraq turned a discursive battlefield between Turkish Armed Forces (TAF) and the ruling Justice Development Party (AKP) after the 2005 General Elections in Iraq from which Kurdish groups emerged as a strong political actor in Iraqi politics. When the AKP government declared its policy of rapprochement with the Kurdish regional government at the beginning of 2007, the then Chief of General Staff Yaşar Büyükanıt publicly criticized and rejected this new policy. Büyükanıt declined to talk with Kurdish leaders on the grounds that they were supporting for the PKK. This exchange of statements was the part of a political snowball rolling to which other areas of the struggle were included. The rift between the AKP government and the TAF over how to deal with Iraqi Kurds started just as Turkey gears up for key presidential elections. This paper will attempt to analyze the battle over the Northern Iraq between the TAF and the AKP in order to answer the following questions: How the TAF and the AKP came face to face on the issue of the Northern Iraq? Under what conditions the Northern Iraq turned a discursive battlefield between the TAF and the AKP? What was the function of the Northern Iraq in the domestic power struggle between the TAF and the AKP?

Abstract:: This paper discusses EU-Turkey relations with a specific reference to regional developments in the Middle East after the Arab Spring. In the last decade, the Turkish government has tried to intensify Turkey's influence in the region. However, increasing activism in Turkey's foreign policy toward the region was not accompanied by a parallel commitment in its relations with the EU. In the meantime, the EU was caught unprepared by the Arab Spring in the middle of the Euro-zone crisis, and now its strategic interests are being threatened by regional instability. Both sides have been faced with the task of adapting their policies to the political transitions in the region. After an analysis of their contemporary regional policies, this article argues that even though their strategies are not totally in line with each other, Turkey follows the same objectives that the EU neighborhood policy has pursued towards the Middle East.

Abstract:: The relationship between Islam and foreign policy has become the subject of a number of volumes in recent years as scholars seek to understand the role that political Islam plays in determining foreign policy. This is more often than not accompanied by the assumption that Islam is fundamentally incompatible with modernity. Turkey, with its complex history of modernity and the transition from its Ottoman past, remains an interesting case for the study of the causal relationship between the construction of a modern nation state, secular identity and nationalized foreign policy. The rediscovery of Turkey's regional interests and affinities from the 'Balkans to Western China' – areas that had been largely absent from Turkish foreign policy debates since the foundation of the Republic – have emphasized the significance of the state's internal evolution in determining its external policy. In her book, Turkey Facing East: Islam, Modernity and Foreign Policy, Ayla Gol critically analyzes Turkey's engagement with modernity in the course of its transformation from the Ottoman structure into a modern nation state in order to understand Turkey's foreign policy towards its eastern neighbours between 1918 and 1921. This is a clear and important departure from studies that tend to examine this transition period in terms of Turkey's engagement with the West.

Coalition governments failed to address these problems. Following its rise to power in 2002, the AK Party developed a new perspective for the economy, politics and foreign policy collectively referred as the New Turkey. The government emphasized fiscal discipline, structural transformation and privatization. During this period, Turkey rapidly recovered from the negative effects of the 2001 financial crisis and reached a steady growth rate. The country also survived the 2008 global crisis with minimum damage. The government seeks to meet its targets for the centennial of the Republic's establishment.

Abstract:: The main orientation of Turkish foreign policy has recently been described as Europeanization, Middle Easternization, or Islamization. This article offers an alternative reading of its discourse as a civilizational one, arguing that the concept of civilization has increasingly, albeit vaguely, been employed in Turkish foreign policy discourse in three different layers - national, regional and universal. Turkish foreign policy makers often invoke (and occasionally switch between) these different layers of civilization in a flexible manner, which adds dynamism to Turkish policies. Often integrated with the domestic and foreign policies of the AK Party government, this pragmatic discourse has proved useful for its proactive and assertive diplomacy. Abstract:: Change is a central concept in Turkish and global politics. It forms the basis of liberal ideology, alongside freedom, democracy, and equality. In this spirit of change, radical liberal thinkers question the state of contemporary international relations with a focus on justice and fairness. Ahmet Davutoğlu appreciates the importance of these liberal considerations, and he claims the global order is in a period of transformation, in which Turkey and the rest of the world will come into new political roles. In order to facilitate the formation of a fair, cooperative world order, Davutoğlu promotes a global consensus based on cosmopolitanism and multilateralism. These ideas for international reform are consistent with radical liberalism. However, he also considers the formation of a new global order according to his conservative and Islamic ideas-a position inconsistent with liberalism. This contradiction demands a better understanding of Davutoğlu's stance in domestic politics and international relations, and a consideration of implications for Turkey's global identity.

Abstract:: The EU has been successfully exercising its conditionality as a key aspect of its enlargement strategy since the 1990s. However, with no accession prospect in sight and the perceived lack of credibility and consistency of the EU's conditionality, Turkey's already unequal partnership with Europe has been thrown further off balance. This article argues that this is not the case, as the EU retains its leverage over Turkey, even in the absence of factors that are known as central to the successful implementation of the EU's conditionality. This article suggests two main reasons. First, despite the rhetoric on the interdependence of Turkish and the EU economy, this interdependence is not on equal footing and the Turkish economy is heavily dependent on the EU. Abstract:: This paper presents the Foreign Policy Circumplex (FPC) coding framework and the (FPC-TR) to identify aspects of Turkish foreign policy behavior between 2002 and 2011. The findings show an increase in cooperative foreign policy behavior and relational third party engagements in the second term of the AK Party administration. Turkey increased its third-party role in the context of crises with Iran and Syria. In relations with Iraq, Iran, Afghanistan and Israel/Palestinian and Russia/Georgia conflicts, the same role, albeit with a decreasing tendency, continued. There were a number of decreased interactions related to issues, such as EU-Cyprus, Cyprus, Greece, Iraq, and Israel-Palestine. That said, we see an increase in relations with North Africa, the Balkan countries, Syria, the Middle East, Armenia and Israel. There is also greater cooperation in the context of Turkey's high priority bilateral relations, such as with the US, the Middle East, Iran, Iraq, Syria and Russia, as well as with the UN and European Council. With the EU and Israel, however, a reverse trend is observed.

Abstract:: The relationship between theory and practice in international relations and foreign policy has been addressed by many on both sides. Despite helpful observations, the exploration has not produced much in the way of conclusive outcomes. This result is not surprising given the fact the theory-practice debate in foreign affairs is inevitably associated with the broader debate about how to properly study organized political/social life when focusing on the role of culture, structure, and choice in international relations. Although juxtaposing the theoretical study of international relations and foreign policy against the practice of foreign/international policy has its discipline-specific traits, it cannot be divorced from the larger ontological and epistemological debates. This essay reminds the reader of several facets of the narrower debate as it relates to the broader one and offers a perspective and ensuing observations from a ‘part taker’ in foreign policy. The essay also includes an idea for a research project that could be used to help overcome some of the putative shortcomings of the field.

Abstract:: Critical geopolitics provides ways of looking at the world and questioning the role of geopolitics in foreign policymaking processes, as opposed to accepting them as objective and natural. From this theoretical perspective, this article aims to apply critical geopolitics to the case of Turkish-American relations with respect to how the United States (US) viewed Turkey’s geography and how the Turkey-US alliance has been shaped by the foreign and security policies of the latter. The article argues that the alliance was a product of the US’ Cold War geopolitical discourse, wherein the US considered Turkey to be a strategic ally against Soviet expansion. Thereafter, the declaration of the Truman Doctrine on March 12, 1947, led to increased US military ties with Turkey and became the basis for Turkey’s inclusion in NATO in 1952. As a consequence, Turkey began to be defined as the anchor of NATO’s strategic southern flank and a barrier against the communist threat in the Middle East and the Mediterranean throughout the Cold War. Turkey has also been a major recipient of American military equipment and was a supplier of important military facilities for monitoring the Soviet Union. The paper also argues that while Turkey generally fits within the US’ geopolitical designs and that these two countries cooperated on numerous efforts during the Cold War, the Cyprus problem in that period revealed the limits of US geopolitical discourse.

Furthermore, political cosmopolitans’ proposals for comprehensive UN reform, which goes far beyond increasing the number of permanent members of the Security Council, give us hope for substantial improvement. Nevertheless, the UN is still the sum of the states it is comprised of and UN reform depends on the broader and ambitious project of state reform as both concept and practice. Within this context, this paper argues that focusing exclusively on the Security Council and the geographical distribution of permanent membership only harms the comprehensiveness of the analyses seeking to reform the UN from a larger perspective. The fact that the success of a UN reform is closely related with the enhancement of member states’ ethical capacities should also be taken into consideration. The next round of debates for a proper solution to the UN impasse takes place in 2015, and Turkey is emerging as an enthusiastic voice for further reform and for its own potential permanent membership in the Security Council. However, Turkey has also developed a significantly anti-UN discourse unprecedented in its foreign policy, which now runs the risk of curtailing the country’s capacity to partake in substantial change in UN decision-making procedures. Turkish Foreign Minister Ahmet Davutoğlu currently acts as a statesman, insisting on a statist reform (which focuses more on states’ individual interests) of the Security Council. Interestingly, in the 1990s, when Davutoğlu was a university professor, his views of the UN tended to be more cosmopolitan and suggested a civilization-based solution. This paper, while elaborating on the discussions of reforming the UN from a cosmopolitan perspective, also probes Davutoğlu’s conflicting approaches to the issue. It thus seeks to argue that Turkey, instead of pushing for a purely statist model, should consider supporting pluralistic, multilevel, and more-complex participation in the UN’s decision-making procedures.

Abstract:: Turkey's role in the Iranian nuclear dossier is often portrayed as that of a 'facilitator' and 'mediator' in scholarly analyses. NATO member Turkey was seen as a potential bridge-builder between the Islamic Republic of Iran and the 'Western camp' of negotiators. During prime minister ErdoÄŸan's first legislature, however, Ankara's and Washington's foreign policy outlooks and strategic priorities started to diverge in the course of Turkey's new regional engagement in what has been theorized as a 'Middle-Easternization' of Turkish foreign policy. It is Turkey's location as a geostrategic hub in a politically instable region that informed Turkey's 'Zero problems with neighbors' policy and foreign minister DavutoÄŸlu's advocacy for a 'Strategic Depth' in Turkey's foreign and regional policies. Ankara emphasizes its need to uphold sound relations with its neighbors and publicly stresses an unwillingness to go along with Western pressure on Iran, and insists on the principle of non-interference and Iran's right to use nuclear power for peaceful purposes. All the same, Turkish-Iranian relations are undergoing a deterioration in the wake of the Syrian civil war at the time of writing, with both sides supporting diametrically opposite causes and factions. Turkish-Iranian fundamentally differing conceptions of regional order will also impact upon Turkey's leverage power to defuse the Iranian nuclear crisis. This paper therefore adds a timely contribution to our understanding of a multifaceted and nuanced Turkish foreign policy toward Iran that can be a critical complement to 'Western' diplomatic initiatives in the search for new paradigms for a new Middle East order.

Abstract:: This paper provides a simple introduction to event data analysis, a quantitative data collection and analysis approach that has been used extensively for compiling broad datasets of foreign policy and other international behaviors. The authors define the steps undertaken in creating the Turkish Foreign Affairs Event Dataset (TFAED). This pilot study, which uses a single news source and covers a 23-year period (1990-2013) of foreign affairs in Turkey, was completed to evaluate the feasibility, time, cost, and possible problems that might be encountered with a full-scope study. The paper describes the obstacles encountered during the pilot study’s initial phases and discusses a sample of the preliminary findings. The paper concludes with potential uses of the dataset.

Abstract:: This article examines Turkish Iranian relations in the 2000s, when the two countries initiated an unprecedented rapprochement. It argues that modification of foreign policy paradigms in Turkey and Iran led to the rationalization of bilateral relations that paved the way for improvement of economic and political ties between the two states. In addition to the rationalization, a supportive regional context helped them expand their relations. However, structural differences prevent the Turkish-Iranian rapprochement from turning into a strategic partnership. Moreover, restructuring of the regional context and rise of the specter of a conflictual relationship, which is still alive, threaten the future of Turkish-Iranian relations.

Abstract:: Turkish foreign policy toward the Middle East has confronted with more and novel security challenges in 2012. The problematic issues related to Arab revolutions of 2011 have already had negative repercussions for Ankara. As a result of diverging policy choices toward the Arab revolutions, these conflicting issues caused more strained relations between Turkey and its neighbors in the region. Regional actors divided over how to respond to political deadlocks in the Middle East. While Turkey, Egypt and Saudi Arabia have sided together, Iran, Syria and the central government of Iraq have made their policies jointly. This very division between the regional actors has increased the security risks within the Middle East. These two camps have particularly conflicting policy agendas and as a result, they have become part of a “proxy war” in Syria which constitutes the biggest security threat to the whole region. Despite the deteriorating situation in Syria and its own tense political environment domestically, Turkey, has continued to strengthen its economic relations with the Middle Eastern capitals except Damascus. It was partly a result of this policy that Turkey's export toward the Middle East increased significantly.

Abstract:: According to the common idea, "the economic power determines the political power." By this general principle, when we look at the powerful states, we see that these states (countries) have, at the same time, the powerful political effect on the other actors. In this paper, some trade and economic data of Turkey are shown in order to localize its place in the World rankings. By this purpose, this paper argues the fact that Turkey which, being one of the countries belonging G-20, has tried since 1991 to play a big role in its bilateral relations in Caucasia, Central Asia and Middle East (CCAME). However, when the data of international business of Turkey and those of each one of the countries of Central Asia treated in the contents of research are studied, it is seen very clearly that the influence of Turkey in Central Asia is not very dominant or does not create a dominating effect over the economic plan in spite of the existence of the diplomatic effects, visa facilities and the visits based upon the cultural level and mutually testified. Without any doubt, although nobody can deny the existence and the probability of the gradual growth of Turkey's relations in CCAME's countries, Turkey, whose face is turned mainly towards the occident and the large majority of trade made within the European countries,tries to be an influential actor in the determined areas. Naturally, in spite of the celebration of Nawruz with the Turkic World, acting as a Muslim country in Middle East, and accepting the norms of European Union as a European democratic and laicized country in Europe, Turkey presents several identities and makes it a multi-colored actor who can be used in favor of Turkey's interests.

Abstract:: This article examines the Turkish-Armenian relations, its development throughout the history and the situation between those two countries since Recep Tayyip Erdogan became the prime minister of Turkey in 2003 resulting in the change of the Turkish foreign policy. The main focus is on the problems between Turkey and Armenia stemming out from the different view on the happenings in 1915 and the recognition of the so called Armenian genocide. The article analyzes the decision-making of the individuals, the international organizations and the states when it comes to the question of the so called Armenian genocide and the reasons of the decisions made by individuals and states. These decisions are subjected to criticism on the basis of the reality image theory by Ibrahim Canbolat (1993) and the Thomas theorem (1928) as well as other criteria. States are the most important actors in the article because they form the foreign policy and the influence of this particular problem of the decisions of states influences the relations between Turkey and the EU as well as other world powers. Turkey's importance and image are still worsened due to these reasons and unfortunately, it seems that states have no interest in finding the truth.

In this article, underlying factors of this changing policy and newly envisioned regional role for Turkey will be analyzed. Abstract:: This article examines whether the presence of imperial legacies in Central and South-eastern Europe affects their foreign policy stances and public opinion towards Turkish accession to the EU. It first discusses the boundaries of the ideational factors affecting the perception of Turkey, namely the historical legacy of the Ottoman Empire as a European power in Eastern Europe. Secondly, it looks at the ideational factors in how Turkish foreign policy, more specifically Turkey's EU membership, is perceived by Eastern and South-eastern European political elite and public. The author finds that in places where the Ottoman Empire is perceived in more historically distant terms, the more positive or neutral views are of Turkish membership. It concludes with a juxtaposition of Eastern European stances with Turkey's new foreign policy strategies. It recommends that Turkish foreign policy should not neglect advocacy in the western part of the old Ottoman sphere of influence where new EU members lie. These may indeed by transformed into new allies to support Turkey's bid against the opponents among older EU members.

Abstract:: Area studies in the international relations discipline have evolved in response to specific needs of countries and particular conditions of the world affairs at a given time. This article addresses a set of conditions and needs that influenced the development of area studies in international relations with a focus on the emergence and growth of studies on the United States in Turkey. Accordingly, it is argued that Turkey has historically conceptualized external relations as state-to-state relations and not prioritized initially a research program on area studies. However, the shift from import substitution to export-led growth and the end of the Cold War created an environment in which Turkey’s needs to research about other societies have intensified. This has led to the establishment of research programs and centers at universities as well as the opening of think tanks, some funded by the public, others privately. In light of the assessment of the growth of these research and teaching institutions focusing on the United States, it is concluded that American studies are less developed than what might be expected given Turkey’s close relationship with the United States. Some explanations are also offered for such an observation.

Domestically, the political culture of the foreign policy elite and the permissiveness of public opinion allow treating Turkey's accession as a foreign policy issue, subject to cost-benefit calculations. Short-term calculations involve mutually advantageous deals between Turkey and Lithuania. Long-term assessments focus on how Turkey's membership would affect global, regional, and intra- European dynamics of power relations. The article suggests that, in the context of lasting foreign policy objectives and concerns, Turkey is attractive to Lithuania primarily due to its geopolitical roles: its traditional transatlantic alignment, its function as a transit hub for energy supplies to Europe, and its potential to become a great power, engaging in regional competition with Russia.

Abstract:: Turkey is becoming more independent and self-confident. Yet, the current analysis on Turkey in most American circles tirelessly refers to the tension between secularism and Islam or Eastern versus Western proclivities. Such focus often comes at the expense of the most powerful force driving Turkish foreign policy: nationalism and self-interest. Turkish-American relations are witnessing a paradigm shift that can be best defined as the rise of Turkish Gaullism. A Gaullist Turkey may in the long run decide to no longer pursue an elusive EU membership. It may even question its military alliance with the United States. Burdened by a sense that it never gets the respect it deserves, Turkey may increasingly act on its own in search of full independence, full sovereignty, strategic leverage and, most importantly, Turkish glory and grandeur.

Abstract:: The “axis-shift” discussions on Turkish foreign policy activism over the last couple of years have attracted remarkable international attention. Some pundits have attempted to place Turkey's increasing relations with its neighbors within the context of an ideological and identical reshuffling of Turkish foreign policy principles. While finding the “shift of axis” argument a rather crude characterization, the paper nevertheless argues that there are subtle shifts in Turkish foreign policy orientation. In this context, the paper aims to identify both the elements of continuity and rupture in the style and behavior of Turkish foreign policy. In fact, there are solid political economy fundamentals and legitimate reasons for Turkey to pursue a multi- dimensional and more assertive foreign policy in the emerging multi-polar world system. However, the present paper underlines that Turkey's multi-dimensional foreign policy activism with no firm axis may have potentially counterproductive consequences regarding Turkey's long- term national interests as well as its ability to play a stabilizing role as a pro-active and benign regional power.
